The Volker Rule will increase the cost of capital for Pennsylvania companies and hurt economic growth.  In fact, the underlying legislation and the regulators tacitly admit this rule's harmful impact on the cost of capital by their decision to exempt certain borrowers from it - namely, the federal government and foreign governments.
