Roy Blunt told a Joplin crowd on Wednesday.\r\nSpeaking at a breakfast sponsored by the Joplin Area Chamber of Commerce, the senator said he was surprised at the many problems encountered with the roll out of the web site for the program.\r\n\u201cI didn\u2019t expect the web site not to work \u2014 that\u2019s the easy part,\u201d Blunt said.\r\nHe said the coverage will not succeed because he does not believe young, health people will buy in and because of elements cited as benefits by supporters, such as the coverage requirement for those with pre-existing medical conditions.\r\n\u201cI\u2019m sympathetic, but you have to be realistic. Allowing pre-existing conditions doesn\u2019t make sense,\u201d he said. \u201cThat\u2019s like being able to buy homeowner\u2019s insurance after your house is on fire. So costs have to cover expenses for people who are already sick.\u201d\r\nHe said that puts the price out of reach for young people who have no incentive to buy insurance when they are young and healthy, especially if they know they can get it when they\u2019re sick.
