When Congress reconvenes in January, we will begin the process of reversing the damage caused by Obamacare\u00a0by passing the legislative tools necessary to repeal it. To achieve a stronger, more patient-centered health care system, we first have to fix what isn\u2019t working.\u00a0Keeping a Promise\u00a0  \n\tAs part of\u00a0our Better Way agenda, Republicans proposed a plan to repeal this disastrous law\u2014and in 2017, we\u2019ll keep our word.\u00a0Given the\u00a0dire situation\u00a0facing our country, the time to act is now\u00a0to deliver immediate relief for the American people.\u00a0\nA Repeal Resolution\u00a0  \n\tThe first step is the repeal resolution\u2014a simple budget resolution that will\u00a0set\u00a0the stage for repeal and a stable transition period toward a better health care system. This repeal resolution\u00a0will include what are called reconciliation instructions.\u00a0In short, reconciliation is a tool that allows designated committees to produce legislation\u00a0that can later be passed with a\u00a0simple majority in the Senate.\u00a0To get this reconciliation tool, however, the House and Senate must first both pass this repeal resolution.\u00a0Once they do, we\u2019ll move to step two: the reconciliation process.\u00a0\nCommittees Get to Work  \n\tIn January 2016, we demonstrated that we can\u00a0repeal Obamacare\u00a0and send it to the president\u2019s desk without being\u00a0filibustered in the Senate. This is what makes\u00a0reconciliation\u00a0so important\u00a0(see step one.) So the next step in the process is for certain committees to produce\u00a0actual\u00a0legislation\u00a0to repeal the parts of Obamacare in their jurisdiction.\u00a0\nOnce the various committees produce and pass their pieces, they are sent to the Budget Committee,\u00a0which will compile the text into one complete, straightforward piece of legislation to repeal Obamacare.\u00a0After\u00a0the Budget Committee passes that bill, it's ready for consideration by the full House.\u00a0And once it\u2019s passed\u00a0by the House, the reconciliation package will then be considered under expedited procedures through the Senate\u2014and ultimately be delivered to the president\u2019s desk for signature into law.\nA Better Way  \n\tLong story short:\u00a0Repealing Obamacare will be done through a two-step process: a budget\u00a0resolution\u00a0and then a reconciliation bill.\u00a0Once law, there will be a stable transition period to ensure no one has the rug pulled out from under them as we get on the path to a\u00a0#BetterWay\u00a0for your health care:\u00a0lower\u00a0costs,\u00a0more\u00a0choices, and\u00a0more\u00a0control.
