Carter, Ezell, Thompson Introduce the FEMA Workforce Planning Act to Ensure the Federal Government Has Capacity for Disaster Response 2026-09-28 2026 2026-09 Democrat House LA Troy A. Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper WASHINGTON, D.C. – Today, Congressman Troy A. Carter Sr. (D-LA), alongside Reps. Mike Ezell (R-MS) and Bennie Thompson (D-MS) introduced the Federal Emergency Mobilization Accountability (FEMA) Workforce Planning Act. This legislation requires the Federal Emergency Management Agency (FEMA) to develop and submit detailed workforce plans to Congress to ensure the agency can effectively respond to natural disasters and other emergencies. It also requires FEMA to improve employee recruitment and retention efforts, develop strategies to train and deploy its workforce efficiently, and use data to address and fix staffing gaps. “Americans rely on FEMA in our most desperate moments,” said Congressman Carter. “As storms grow more intense and last longer, our commitment to preparedness must grow stronger too. I’m proud to champion this bipartisan legislation that will ensure FEMA has the support they need to maintain an effective and efficient workforce prepared to respond wherever and whenever disaster strikes.” “Communities across South Mississippi know firsthand how important it is to have a prepared and capable FEMA workforce when disaster strikes,” said Congressman Ezell. “I’m proud to help introduce the FEMA Workforce Planning Act to ensure FEMA has the right people, training, and resources in place to respond quickly and effectively when Americans need help most. By improving workforce planning and addressing staffing gaps before the next emergency, we can strengthen FEMA’s readiness and better serve communities recovering from disasters.” “Unfortunately, FEMA’s longstanding workforce problems have only worsened over the last year and a half. In order to respond to worsening disasters, we need FEMA to have the proper analysis, strategies, and plans to ensure its workforce is effective and meeting the needs of the nation. I thank Congressman Carter for introducing this necessary legislation,” said Congressman Thompson. Landry High School Open 2026-09-25 2026 2026-09 Democrat House LA Troy A. Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA) released the following statement after a report came out that L.B. Landry High School could be forced to close. “We must act now to save L. B. Landry High School. “The clock is ticking, and Landry’s students, educators, families, and legacy cannot afford further delay. I am calling on NOLA Public Schools and the Orleans Parish School Board to act immediately to keep Landry open, identify a qualified operator, provide the resources students need, and ensure that the Algiers community has a meaningful voice in every decision. “I grew up in Algiers, and my mother graduated from Landry in the early 1950s. As a member of the New Orleans City Council, I helped rename the street in honor of Dr. Lord Beaconsfield Landry because I understood what his name—and this school—mean to our community. “We understand that Landry faces serious enrollment and financial challenges, but if Algiers Charter does not intend to renew its charter, then NOLA Public Schools must immediately begin a transparent search for a qualified operator, publish a clear transition timeline, and provide the enrollment, financial, and academic support Landry needs to remain open. “I am also calling on the Orleans Parish School Board to work with NOLA Public Schools to identify funding, approve a viable operating plan, and consider every option for preserving Landry as a public high school, including interim management if necessary. Any potential operator must present a concrete plan to maintain strong academics, recruit and retain experienced educators, support current students, and rebuild enrollment through meaningful partnerships with Algiers families and community organizations. “No decision should be made without a public process that gives students, families, educators, alumni, and residents a meaningful opportunity to be heard. The community must have a voice now—not after decisions about Landry’s future have already been made. “Landry stood before my mother as she walked its h… 1 2026-09-27T10:23:37Z 2026-09-27T10:25:08Z

Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA) released the following statement after Converse and Nike released a social media campaign promoting the Chuck 70X sneaker – including pictures with serious racial implications. “Nike and Converse, what the hell were you thinking? “Your campaign shows what looks like a hooded Klansman, framed by what appears to be the dangling feet of a lynching victim. There is nothing creative or artistic about it. It is racist, reckless and deeply offensive. “I am a Black man, a son of the South and a Member of Congress from Louisiana. Where I come from, the image of Black people hanging from trees is not ancient history. That pain still lives in our families and communities. The white hood is not some harmless costume. It is a symbol of terror, murder and generations of racial violence. “Do not insult our intelligence by dismissing this as an unfortunate misunderstanding. An advertising campaign does not just appear. It is conceived, photographed, reviewed, approved and distributed. At every stage, someone had the opportunity—and the responsibility—to say no. “Who created this campaign? Who approved it? How many executives saw it? Were there any Black people in the room? If so, did anyone listen to them? “You do not get to quietly pull the images, issue a polished apology and move on. You do not get a do-over. The public deserves to know how this happened, who was responsible and what you intend to do about it. “Black pain is not a marketing prop. Lynching is not a creative concept. The Ku Klux Klan is not an aesthetic. “This campaign should never have been created, approved or released. Nike and Converse must answer for it. You have caused real harm, and repairing that harm will require more than an apology written by your public relations department.” ### 1 2026-09-19T09:11:33Z 2026-09-19T09:12:45Z

Carter, McIver, Menefee, and Ruiz Champion the Equity in Research Act 2026-09-18 2026 2026-09 Democrat House LA Troy A. Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper WASHINGTON, D.C. – Today, Congressman Troy A. Carter Sr. (D-LA), alongside Reps. LaMonica McIver (D-NJ), Christian Menefee (D-TX), and Dr. Raul Ruiz (D-CA), re-introduced the Equity in Research Act. This legislation creates a targeted National Science Foundation grant program to increase research capacity for under-resourced institutions of higher education. “For far too long, students at under-resourced institutions have faced undue barriers to entering high-growth fields in STEM,” said Rep. Carter. “By strengthening research capacity at institutions that have long been at the forefront of empowering generations of students from historically under-resourced and underserved communities, we can strengthen our nation’s innovation pipeline and ensure that all students, not just some, have the resources and opportunity they need to pursue a future in STEM.” “Researchers who are Black and brown often don’t get a seat at the table, and their contributions get drowned out,” said Rep McIver. “It is important that we provide opportunities to research institutions that are typically underfunded and undervalued because their researchers offer unique and valuable perspectives. Their work informs and supports scientific advancement and furthers workforce development and U.S. competitiveness. I am excited to provide grants that will support important long term work, not just one-time investments.” “The next lifesaving cure, groundbreaking technology, or scientific discovery could come from a researcher who simply has not been given the resources to pursue it. When we invest in more researchers, more institutions, and more ideas, we expand what is possible,” said Rep Menefee. “That’s why I’m proud to support the Equity in Research Act alongside Rep. Carter and my colleagues in Congress and help ensure that great ideas have the resources they need to become groundbreaking discoveries.” "The Equity in Research Act is a great opportunity to give students at community colleges and minority-serving institutions the tools they ne… 1 2026-09-19T09:11:33Z 2026-09-19T09:12:45Z

Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper Today, Congressman Troy A. Carter, Sr. (D-LA) announced that the bipartisan TWIC Efficiency (TWICE) Act introduced by himself and Congressman Clay Higgins (R-LA), passed in the U.S. House of Representatives. This legislation will improve access to the Transportation Worker Identification Credential (TWIC) program by assisting those currently in Federal, State, or local prisons through the TWIC card application process to gain this credential needed for specific transportation sector jobs. “I am incredibly proud that my colleagues passed the TWICE Act, a bill which I know will have a lasting impact in Louisiana and across the country,” said Rep. Carter. “So many jobs in the United States require a TWIC card just to work behind a secure facility’s gate, and this bill gives returning citizens a fair shot and ensures that workforce training can improve people’s lives.” “A man’s character shouldn’t be measured by how he falls, it should be measured by how he stands back up. By cutting red tape and streamlining access to the TWIC program, this legislation will address maritime and transportation workforce shortages in the Gulf of America and Louisiana waterways while extending a second chance to formerly incarcerated Americans,” said Rep. Higgins. “I commend Congressman Carter for his leadership on this effort and hope my Senate colleagues will swiftly deliver these reforms to President Trump’s desk.” Background The TWICE Act would require the Transportation Security Administration (TSA) to: Develop guidelines to improve returning citizens' access to the TWIC program. Develop guidelines to assist individuals in custody to pre-apply for TWIC cards and to assist those requesting an appeal or waiver after issuance of a “Preliminary Determination of Ineligibility.” Provide a briefing to Congress within a year on improvements to access to the TWIC program. https://troycarter.house.gov/media/press-releases/congressman-carter-secures-extension-federally-funded-repair-project-new Congressman Carter Secures Extension of Federally Funded Repair Project for New Orleans Morris F.X. Jeff Sr. Municipal Auditorium 2026-09-14 2026 2026-09 Democrat House LA Troy A. Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper Today, Congressman Troy A. Carter, Sr. (LA-02) announced that the Federal Emergency Management Agency (FEMA) has extended the deadline for the $38 million Morris F.X. Jeff Sr. Municipal Auditorium renovation project through February 2028. The authorized timeline for this Hurricane Katrina recovery project had expired on December 31, 2025, leaving the project’s future uncertain. This extension follows advocacy by Congressman Carter, the Louisiana federal congressional delegation, and partners in state and local government. “The deterioration of this historic building in the heart of our city has been a symbol of Katrina’s devastation for over 20 years,” said Rep. Carter. “Now, the project has the resources and certainty needed to turn the Municipal Auditorium into a symbol of renewal. FEMA’s partnership and resources have been the backbone of Louisiana’s rebuilding efforts, and these projects represent a federal commitment to the people of Louisiana to build back stronger. This extension honors that commitment as an investment in both New Orleans’ history and its future. I’m proud to have worked with our delegation to secure this extension and will continue to fight for all the funding our community needs.” “This extension protects approximately $38 million in federal investment and, just as importantly, gives us the opportunity to do the work necessary to get the Municipal Auditorium ready for future redevelopment,” said Mayor Moreno. “Without this extension, it would have been extremely difficult to move this building toward a viable future. I want to thank FEMA and GOHSEP for working with us to get this critical extension approved, Congressman Troy Carter for his continued advocacy and partnership, and Steve Nelson, who leads my infrastructure team, for pushing this project forward and helping us reach this important milestone. After more than 20 years, we finally have a clear path and a firm deadline. This extension isn’t permission to wait — it’s our opportunity to get the job done. https://troycarter.house.gov/media/press-releases/congressman-troy-carter-re-introduces-prostate-cancer-awareness-month Congressman Troy Carter Re-Introduces Prostate Cancer Awareness Month Resolution 2026-09-09 2026 2026-09 Democrat House LA Troy A. Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper WASHINGTON, D.C. – Today, Congressman Troy A. Carter Sr. (D-LA), Co-Chair of the Congressional Men’s Health Caucus, introduced a bipartisan House Resolution in recognition of Prostate Cancer Awareness Month. “This issue is important to me because every year, the Black community is disproportionately affected by prostate cancer. Specifically, Black men are twice as likely to die from prostate cancer as white men,” said Rep. Carter. “To address the disparities in prostate cancer outcomes, we must ensure at-risk populations have access to prevention, early detection, and treatment options. This disease does not have to be a death sentence. Together, we can increase awareness through campaigns like ‘Prostate Cancer Awareness Month’ and beat prostate cancer once and for all.” “As a physician and Co-Chair of the Men’s Health Caucus, I’m proud to support this resolution. Prostate Cancer is one of the leading causes of death for men, affecting 1 in 8 men during their lifetime. As an ER Doctor, I have seen firsthand the devastation Prostate Cancer has on men and their families. I am proud to stand with my colleagues in leading this resolution once again to help break the stigma around seeking help and raise awareness of this horrible disease.” said Rep. Rich McCormick (R-GA). “Throughout my career as a physician, I saw firsthand the difference that early detection can make in the fight against prostate cancer,” said Rep. Neal Dunn (R-FL). “Prostate cancer remains one of the most common cancers affecting American men, yet too many put off important conversations with their doctors about their risk and screening options. This September, I’m proud to once again join my colleagues in recognizing National Prostate Cancer Awareness Month and encouraging men across the country to take charge of their health, know their risk, and talk with their doctor about what is right for them.” “Prostate cancer is one of the most common cancers among men,” said Rep. Lieu (D-CA). “It’s important to talk to a doctor about risk factors and … 1 2026-09-10T09:25:58Z 2026-09-10T09:27:09Z

The funding request was submitted in collaboration with U.S. Senators Bill Cassidy and John Kennedy. The award will allow the university to purchase cutting-edge equipment for Innovation Park, including an AI supercomputer, laser cutters, and advanced 3D printers. “Innovation Park is a cornerstone of STEM education in Northwestern Louisiana,” said Congressman Fields. “This funding will expand research and innovation opportunities, empowering students to deepen their STEM expertise and drive groundbreaking discoveries. It will give students the critical skills they need to lead the next wave of scientific and technological innovation, and give Louisiana employers the workforce they need to grow. I was proud to work alongside Senator Cassidy and Senator Kennedy to bring these resources home to Natchitoches and to ensure Louisiana institutions get their fair share of federal investment in research and workforce development.” The equipment is expected to expand research and innovation opportunities at Innovation Park, provide students with hands-on experience in high-demand fields, strengthen the university's ability to attract and retain top undergraduate and graduate students and faculty, and support Louisiana's broader economic development priorities in advanced technology, industrial engineering, and biomedical research. The award was made under NIST's Congressionally-Identified Projects program (CFDA 11.617). ### 1 2026-09-02T09:19:58Z 2026-09-02T09:20:51Z

Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper WASHINGTON, D.C. – Recently, Congressman Troy A. Carter, Sr. (D-LA) led the Flood Resilience Caucus in sending a letter to Secretary Markwayne Mullin, U.S. Department of Homeland Security (DHS), Administrator Cameron Hamilton, Federal Emergency Management Agency (FEMA), and members of the FEMA Review Council. The Members provided a response to FEMA Review Council Report Key Recommendation 7 – Reform the National Flood Insurance Program (NFIP) for Financial Stability and Risk Resilience. The Flood Resilience Caucus is co-chaired by Reps. Troy Carter (D-LA), Mike Ezell (R-MS), Lizzie Fletcher (D-TX), and Randy K. Weber, Sr. (R-TX). “The federal government needs a federal flood insurance program that keeps coverage affordable, narrows the insurance gap, and rewards mitigation—yet Risk Rating 2.0 has undermined these goals. Since its October 2021 rollout, our offices have fielded steady complaints from policyholders about the new pricing methodology, which has increased affordability pressure and widened the coverage gap. The average NFIP policy now costs $1,808 annually, a 103.6% jump over legacy rates,” the Members wrote. “Clearly, NFIP reform is necessary. The FEMA Review Council’s Final Report provides a platform for this action; however, nuance is needed to achieve desired results in line with FEMA’s mission of ‘helping people before, during and after disasters.’” On May 7, 2026, the FEMA Review Council released its final report of findings and recommendations, proposing a range of policy shifts. The report calls for gradually shifting NFIP toward the private market through continued implementation of Risk Rating 2.0, updated flood mapping, risk-based pricing, and a voluntary program to transfer policies to private insurers, with the ultimate goal of moving the bulk of flood coverage into the private market. This approach will weaken a program already struggling to retain policyholders by pulling the lowest-risk policies out to private insurers, leaving NFIP holding a smaller, more concentrated pool of higher-… 1 2026-08-22T05:24:59Z 2026-08-22T05:26:16Z

Jerome “Big Duck” Smith was a freedom fighter, a mentor and a servant of this community who loved his people deeply. Duck didn’t have much patience for excuses. If our children needed something, he was going to fight until somebody listened. That was Big Duck. It was never about Jerome. It was always about somebody else. His civil rights work did not stop with the movement of the 1960s. He spent the rest of his life carrying that work forward through Tambourine and Fan, teaching generations of young people where they came from, what they were capable of, and why they mattered. I am grateful that I had the chance to know him, work with him, laugh with him and, yes, sometimes be pushed by him. More than anything, I am grateful that I was able to tell him while he was still here what he meant to me and what he meant to this city. New Orleans is better because Big Duck walked these streets. To his family, his loved ones and the entire Tambourine and Fan family, my prayers are with you. Rest well, my brother. Thank you for loving this city and its people enough to spend your life fighting for them. Rest in power, Big Duck. 1 2026-08-22T05:24:59Z 2026-08-22T05:26:16Z
https://troycarter.house.gov/media/press-releases/congressmen-carter-ezell-carbajal-introduce-storm-fortified-and-wildfire Congressmen Carter, Ezell, Carbajal Introduce STORM FORTIFIED and Wildfire Prepared Act 2026-08-20 2026 2026-08 Democrat House LA Troy A. Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper WASHINGTON, D.C. – Today, Congressmen Troy A. Carter, Sr. (D-LA), Mike Ezell (R-MS), and Salud Carbajal (D-CA) introduced the Safeguarding Tomorrow through Ongoing Risk Mitigation FORTIFIED and Wildfire Prepared Act, or STORM FORTIFIED and Wildfire Prepared Act. This legislation would establish funding to help states finance homeowner mitigation projects to reach FORTIFIED Roof, FORTIFIED Home, and Wildfire Prepared Home certifications that lower home insurance premiums. “Louisianians know better than anyone that storms are coming stronger and lasting longer,” said Rep. Carter. “I’m proud to lead this bipartisan initiative that will make it easier for Americans to fortify their homes before the next storm comes. Making these smart investments now will protect homeowners when the next storm inevitably hits and lower their insurance premiums. It’s a win-win solution.” The American home insurance industry is in crisis. Louisiana has some of the highest home insurance premiums in the country; the average Louisiana homeowner pays over $3,700 per year, roughly 55% more than the national average. Nationally, premiums rose roughly 24% to 47% between 2021 and 2024, while Louisiana premiums rose roughly 74% during that time. Home insurance premiums now take up about 9% of the typical mortgage payment, and up to 15-20% in high-risk states. Higher premiums are driven largely by worsening natural disasters, rising rebuilding costs, and insurers pulling out of risky markets altogether. One proven way to lower rates and stabilize the industry is to harden homes to verified industry standards. The Insurance Institute for Business & Home Safety (IBHS) sets science-based construction standards called “FORTIFIED and Wildfire Prepared Home” to make buildings stronger against severe weather like hurricanes, hail, tornadoes, and wildfires. Homes certified to this standard are measurably more storm-resistant, and insurers in over a dozen states, including Louisiana, now reward those mitigation measures with real discounts — often 25… 1 2026-08-21T05:30:57Z 2026-08-21T05:32:22Z

Carter, Sr. (D-LA) introduced the State Offices of Women’s Health Support and Expansion Act. This legislation creates a $55 million dollar grant program at the U.S. Department of Health & Human Services (HHS) to support the creation and maintenance of a new or existing state office of women’s health in states across the country. “Every state deserves the tools to prioritize women’s health,” said Rep. Carter. “In Louisiana, our office of women’s health has shown what’s possible when states invest in the specific needs of women throughout every stage of life. This bill takes that model and makes it available nationwide, giving states the resources to build or strengthen offices that address reproductive and maternal health, chronic disease, and the disparities that too many women, especially women of color and those in rural communities, continue to face. Women’s health should never be an afterthought in our health care system. This legislation is a common-sense investment in making sure it isn't.” This bill ensures that states like Louisiana, who currently have a state office of women’s health, will receive funds to support its existing office and expand the programming and services offered. It also provides funds for states who don't have a state office and want to create one. “Every woman deserves access to the resources, information, and care she needs, not just to survive, but to live a healthy, thriving life,” said Nourbese Flint, President of All* Above All and All* In Action Fund. “Strengthening and establishing new Offices of Women’s Health in states across the country is a critical step toward ensuring women’s health is not an afterthought, but a priority in policymaking. These offices can help ensure that the needs of women, particularly those too often overlooked by our health care system, are reflected in the decisions that shape their lives. Carter, Dunn, Craig Champion the Improving CARE for Youth Act 2026-07-23 2026 2026-07 Democrat House LA Troy A. Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA), alongside Reps. Neal Dunn (R-FL) and Angie Craig (D-MN) introduced the Improving Coordination and Access to Resources Equitably (CARE) for Youth Act. This bipartisan legislation increases access to mental health services for children enrolled in Medicaid. “This is a common-sense, no-cost fix that removes a bureaucratic barrier standing between patients and the integrated care model that providers already want to deliver. When a doctor identifies a need for behavioral health support, that patient shouldn't have to wait — they should be able to see a provider down the hall, right then and there,” said Rep. Carter. “The Improving CARE for Youth Act allows Medicaid to reimburse for behavioral health and primary care services delivered on the same day, at the same visit. This is lifesaving care for patients when they need it most.” Under current Medicaid policy, health care providers generally may only bill for one service per patient per day. As a result, when a child visits a primary care physician and is identified as needing behavioral or mental health services, practices with an integrated mental health provider often cannot bill for both the primary care visit and the same-day mental health service. This outdated billing restriction discourages same-day treatment, forcing many children to schedule a separate appointment and delaying access to critical care. “Our nation is facing a growing youth mental health crisis, and we should be removing barriers to care, not creating them,” said Rep. Dunn. “As a physician, I know that early intervention can make a profound difference in a child's long-term health and well-being. Protecting the future of the youth in our country is too important to be hindered by a Medicaid billing restriction. The Improving CARE for Youth Act ensures children can receive the care they need when they need it.” “We are facing a mental health crisis in our country, and we've got to make sure young people have access to the m… 1 2026-07-24T07:30:11Z 2026-07-24T07:31:13Z

Carter, Sr. (D-LA) issued the following statement: “I have always supported Israel’s right to defend itself against Hamas and other terrorist organizations that threaten its people. Israel has the right to live in peace and security, and nothing in my position should be interpreted otherwise. “But our support for an ally does not mean we should remain silent when innocent lives are being lost on such a devastating scale. The deaths of thousands of Palestinian civilians, especially women and children, the destruction of homes, hospitals, schools, and vital infrastructure, and the ongoing humanitarian crisis demand that we speak with both honesty and compassion. “In my view, Prime Minister Netanyahu’s government has impeded efforts toward peace and protecting innocent civilians, including from violent attacks by Israeli settlers in the West Bank. America has both the right and the responsibility to ensure that our assistance reflects our values and our commitment to human rights. “For that reason, I am supporting Representative Thomas Massie’s amendment. It is a vote for accountability. It is a vote to say that American support should encourage peace, protect innocent lives, and advance the values we stand for as a nation. “I continue to support the immediate release of every hostage, a permanent ceasefire, the full delivery of humanitarian aid, and renewed negotiations that lead to two states, Israel and Palestine, living side by side in peace, security, and mutual respect. “The people of Israel and Palestine deserve to live with dignity and hope. We cannot allow another generation of children to grow up surrounded by violence and loss. “I believe in the long-term partnership that the American people have with the people of Israel and in America’s enduring commitment to a more peaceful, stable, and secure Middle East. Carter, Sr. (D-LA) and Nikki Budzinski (D-IL) recently sent a letter to Director Russell Vought, Office of Management and Budget (OMB), in strong opposition to the Office of Management and Budget's proposed rule to overhaul how federal grants are awarded and administered, impacting over $1 trillion in annual Federal awards. “This proposal would represent the most sweeping and destructive transformation of the federal financial assistance system in modern history and would subordinate nonpartisan, merit-based grantmaking to political control, exposing the entire framework to serious constitutional challenge,” the Members wrote. “With more than $1 trillion in annual Federal awards at stake, the consequences would be felt by every state, federally recognized tribe, city, county, research university, hospital, and countless nonprofits, community organizations, and private firms that deliver critical scientific studies and essential public services.” The lawmakers oppose the proposed rule and urge OMB to withdraw this rulemaking in full. This sweeping, partisan, and ideologically driven rewrite of federal grants guidance would, if finalized, overhaul and politicize the entire federal funding regime in America. As outlined in the letter, this proposal would: Concentrate political control over federal spending, reducing objective peer review of research funding to a non-binding suggestion; Undermine constitutionally protected rights by requiring compliance with vague, sweeping prohibitions on projects that may include references to “unlawful DEI,” “gender ideology," and “religious discrimination;” Disrupt billions of dollars in existing awards and programs; and Increase the compliance burden on the organizations and governments that serve the public. “This proposal would hand political appointees unprecedented power to decide which communities deserve access to federal funding that Congress has already approved. He was authorized to work in this country. He had a Social Security number. He was somebody's son, somebody's neighbor. And now he's gone. Just last week, it was Lorenzo Salgado Araujo in Houston, shot and killed on his way to work. He wasn't even the man those agents were looking for. Two shootings in one week. Two lives taken, and neither man was the target of an immigration enforcement operation. I'll say it plainly: although neither victim was in this country illegally, an immigration violation is not a death sentence. It never has been, and it never should be. But when federal agents can shoot people in our streets with no body cameras, no accountability, and no answers, that's not law enforcement. That's lawlessness. The families of these men deserve answers. The American people deserve a full, independent investigation into both killings. And Congress needs to demand that this administration get control of an agency that clearly has none. I'm praying for these families, and for every community that now looks at their own government and feels afraid." 1 2026-07-14T07:08:55Z 2026-07-14T07:10:52Z

Senator Selders represented Louisiana's 14th Senate District and served in the Louisiana Legislature since 2021: "Larry Selders was my friend, and Louisiana was better for every day he served it. I knew Larry a long time. I watched him come up, and I watched him become one of the most genuine leaders our state has produced. He was a Southern University man, like me, and he carried everything that institution stands for into every room he walked into. He never forgot where he came from, and he never stopped working for the people who sent him to the Legislature. When I was elected to Congress, I left behind the state Senate seat I had held for much of my career, a seat that means a great deal to me and to the people of Baton Rouge. There was never a question in my mind about who should carry it forward. I supported Larry because I knew his heart. He didn't see public office as a title; he saw it as a responsibility. And he proved me right every single day he held it. Larry was a social worker at heart, in his profession and in his politics. He spent his life caring for people struggling with mental health and addiction, and then he went to the State Capitol and wrote that care into law. He expanded mental health services, protected survivors of domestic violence, fought for working families, and opened doors for young people all across our state. He never asked for credit, because credit was never the point, people were. But if you asked Larry what he was proudest of, he wouldn't have said any of that. He would have told you about Kendra, LJ, and Luke. Anyone who knew him knew that his family came first, always. Kendra, the boys, and everyone who loved Larry remain in my prayers. Baton Rouge lost a champion, and I lost a brother in service. Rest well, my friend." ### 1 2026-07-09T08:24:13Z 2026-07-09T08:26:05Z

They deserve to know why their rates went up, when they'll go up again, and what they can do about it. This bill does exactly that,” said Representative Fields. Louisiana has the most NFIP policies per capita of any other state in the country. Despite that, members of communities throughout the state routinely receive renewal notices with little to no explanation of what factors are driving their costs or how long they can expect their premiums to reach their full risk-based potential. For working families in flood-prone areas, many of whom are already living on tight margins, that lack of information can mean the difference between staying in their home and being priced out of it. “Since FEMA's Risk Rating 2.0 program went into effect, Louisiana families have opened their flood insurance bills with more questions than answers: why their premium jumped and what discounts they're missing,” said Representative Carter. “Louisiana has more riding on this than almost any state in the country. This legislation gives homeowners the information they've always deserved: a clear breakdown of their rates, real savings from mitigation, and a roadmap to full-risk pricing. This isn't a partisan issue. It's about giving working families the tools to protect their homes, their budgets, and their futures.” The NFIP Premium Transparency Act addresses this issue directly. Within 12 months, the bill mandates enhanced information on the declaration pages of each flood insurance policy issued under the National Flood Insurance Program (NFIP) to clearly show current premiums, available discounts, claim history, rating factors, mitigation savings, and the timeline to full-risk pricing, giving coastal homeowners facing rising premiums clarity on why and when increases are coming. This bill creates pathways for minority students to explore and study jobs in cultivation, research, business, and policy sectors of the legal marijuana market. “As the legal cannabis market continues to grow, this bill helps guarantee that local economies, not just large corporations, benefit from new jobs, new businesses, and new research,” said Rep. Carter. “By strengthening programs at HBCUs and HSIs, we can ensure students from historically underserved communities can enter high‑growth fields in agriculture, research, and advanced manufacturing.” The 1890 Land-Grant Institutions are historically black colleges and universities (HBCUs) that offer high-quality agricultural research, education, and extension programs to prepare students from diverse backgrounds to participate meaningfully in the agriculture industry. Hispanic Serving Institutions (HSIs) are colleges and universities where at least 25% of the undergraduate student body identifies as Hispanic and play a key role in expanding educational access. The cannabis industry has grown at a significant rate, projecting to generate $100 billion in revenue by 2030. As more states continue to implement or expand marijuana legalization policies, job growth will continue, serving as a pathway to economic empowerment for communities that have often been left out. “The legal, responsible use of cannabis has been a major economic driver in Nevada and across the country and deserves further research,” said Rep. Titus. “The EDUCATE Act would enable students to explore and study jobs in the cultivation, research, business, and policy sectors of the legal marijuana market by providing federal funding to institutions of higher education.” “As the cannabis plant becomes an increasingly prominent part of America's agricultural landscape, it is vital that… 1 2026-07-01T06:34:07Z 2026-07-01T06:35:35Z

The court was clear: the EPA's arguments for walking away from this rule simply did not hold up. That matters. The 2024 standard was grounded in science and built through a public process, and it's projected to prevent thousands of premature deaths and tens of thousands of asthma attacks every single year. Louisianans deserve those protections as much as anyone. “I understand the concerns raised by industry about compliance costs, and I will always fight for policies that keep Louisiana businesses competitive and our energy workforce strong. But protecting public health and supporting a responsible energy and manufacturing sector are not mutually exclusive goals. Cleaner air doesn't have to come at the expense of good jobs, and an EPA that simply refuses to enforce the law isn't doing right by the people it's supposed to serve. “I'm glad the courts stepped in here. As a cosponsor of this legislation, I have consistently supported it because it directly addresses the housing pressures facing working families across the 6th District. It cuts the cost of manufactured homes, blocks corporate investors from buying up single-family homes, locks in disaster recovery housing funds for states like Louisiana, and helps low-income homeowners afford basic repairs. This is the most significant federal housing legislation in a generation, and I'm proud my vote helped move it forward. This bill has no partisan strings attached. It passed both chambers with veto-proof margins because it works for American families. President Trump's decision to cancel the signing ceremony and hold this bill hostage over the unrelated SAVE Act, a voting restrictions bill that doesn't have the Senate votes to pass, is wrong. Families in Louisiana cannot afford to wait. I am calling on President Trump to sign this bill into law now.” 1 2026-06-27T21:44:12Z 2026-06-27T22:11:26Z

After dragging the country into a conflict that was never a war of necessity, the President is now searching for an offramp from a war of his own choosing, and he is asking the American people to foot the bill for it. This war has been extraordinarily costly. It has cost us both in American lives and in America’s standing in the world. Families across Louisiana and across this country have absorbed the consequences of a decision made without a clear objective and without a plan to end it. And after all of that sacrifice, this deal delivers no tangible benefit to the people who paid the price. I take particular issue with the $300 billion figure at the center of this arrangement. The administration wants Americans to believe this is a costless win, but you cannot wave away a number that large with talking points. Whether it is framed as a private fund, a reconstruction plan, or something else entirely, the language is deliberately vague, and it should alarm every taxpayer and every member of Congress. The American people deserve more than a hastily assembled framework designed to let the President declare success and move on. They deserve to know what this is going to cost, what we are actually getting in return, and why they were asked to bear the burden of a war that never had to be fought. I will be pressing for full transparency and for honest answers about use of the $300 billion. Congress and the American people deserve transparency around how their tax dollars are being put to use.” 1 2026-06-27T21:44:12Z 2026-06-27T22:11:26Z

Carter, Sr. (D-LA), Clay Higgins (R-LA), and Cleo Fields (D-LA) introduced the bipartisan Crawfish Reclassification for Agricultural Workforce (CRAW) Act. This bill amends the Immigration and Nationality Act to explicitly classify crawfish‑processing work—such as washing, sorting, grading, whole‑boiling, peeling, and transporting—as “agricultural labor or services.” By recognizing these tasks as agricultural, the legislation makes crawfish‑processing employers eligible to use the H‑2A visa program, which is designed for temporary agricultural labor and is not subject to the annual caps that restrict the H‑2B program. “Louisiana's crawfish industry is a cornerstone of our state's agricultural economy and our cultural identity, but for too long, outdated visa classifications have left our processors scrambling for the workforce they need,” said Rep. Carter. “I've heard directly from crawfish processors across Louisiana about the loss of income and crop simply because of bureaucratic definitions that somehow classifies peeling a crawfish tail as less agricultural than picking a tomato. The CRAW Act fixes this by calling crawfish processing what it is: agricultural work. This commonsense fix will give our processors access to a more reliable workforce, protect thousands of jobs, and help ensure Louisiana crawfish stays on dinner tables here at home and across the country.” The Louisiana crawfish industry has become one of the state’s most economically significant agricultural sectors, with acreage and production increasing by approximately 200 percent over the past two decades and total economic value surpassing $640 million in 2025. However, the industry has struggled with severe labor shortages due to H‑2B visa caps, delays, and inconsistent visa releases. The members want to ensure the important services provided by sickle cell disease community-based organizations (CBOs) do not lapse. Carter, Sr. (LA-02) secured deadline extensions from the Federal Emergency Management Agency (FEMA) for the Joint Infrastructure Recovery Request (JIRR) program in New Orleans to June 2, 2028. FEMA also agreed to review other active Katrina recovery projects across south Louisiana for potential extensions. “Twenty years after Hurricane Katrina, we are still dealing with the aftermath of the costliest natural disaster in U.S. history,” said Rep. Carter. “FEMA’s partnership and resources have been the backbone of Louisiana's rebuilding efforts. While Louisiana has closed out 99% of Katrina recovery projects, the scope and technical complexity of the few remaining projects require additional time to complete responsibly and in compliance with federal requirements. I am happy FEMA granted this extension and will continue to fight for all funding that my community needs.” “This extension is critically important for the people of New Orleans because it gives us the ability to complete transformative infrastructure projects that are already underway and continue delivering long-overdue improvements to our residents,” said Mayor Helena Moreno. “An enormous amount of work went into securing this extension, and I am incredibly proud of our team for their relentless advocacy and coordination to help make this happen.” JIRR is a comprehensive FEMA-funded initiative to repair 10,000 blocks of streets and drainage systems damaged by the historic floods of Hurricane Katrina. On Wednesday, Congressman Carter pressed Secretary Markwayne Mullin, U.S. Department of Homeland Security, in a committee hearing to grant time extensions for these projects to ensure they are completed responsibly. Additionally, Congressman Carter sent letters this past December and February to the U.S. Secretary of Homeland Security in support of the state’s extension requests for the JIRR program and other active Hurricane Katrina recovery projects in Louisiana. African Americans comprise approximately one-third of Louisiana's population. “As a matter of fairness and representative democracy, African American voters should have a meaningful opportunity to elect candidates of their choosing. “While the Supreme Court's decision in Louisiana v. Callais has established the current legal framework governing congressional redistricting in our state, it does not change the underlying demographic realities of Louisiana. Nor does it diminish the importance of ensuring that all communities have a voice in our democratic process. “Throughout the redistricting debate, lawmakers cited several factors in support of the map they ultimately adopted, including the protection of incumbents. “If incumbency protection was an important consideration, then it would have been appropriate to apply that principle consistently, including with respect to Congressman Cleo Fields and the constituents he represents. “Reasonable people can disagree about maps and legal interpretations. What should not be disputed is the principle that every citizen deserves fair and effective representation. “For generations, Louisianans have worked to build a democracy that is more inclusive, more representative, and more reflective of all our people. “That work continues today. “My commitment remains unchanged. I will continue to support fair representation, equal opportunity at the ballot box, and a congressional delegation that reflects the diversity, strength, and promise of Louisiana.” ### 1 2026-06-27T21:44:12Z 2026-06-27T22:21:02Z

Carter, Sr. (D-LA) and Congressman James Moylan (R-GU) introduced the bipartisan Student SuicidePrevention Awareness Act of 2026. This legislation would expand grant funds to support a public awareness campaign addressing youth mental health in middle schools and high schools. Specifically, the program would encourage schools to update their signage on campus to inform students about the Substance Abuse and Mental Health Services Administration’s (SAMHSA) 988 Suicide & Crisis Lifeline. “Too many young people are struggling with their mental health in silence, and too often help feels out of reach in a moment of crisis,” said Rep. Carter. “My bill is a simple, commonsense step to ensure every student knows exactly where to turn for help. If this bill helps even one young person pause, reach out, and get the support they need, then it will have done its job.” Signage would be required to indicate this is a free and confidential service available 24 hours a day, giving students experiencing emotional distress or suicidal thoughts resources to access immediate help. Signs should be displayed, or digitally posted, in locations easily visible to students including, but not limited to, entrances and exits of the school, student common areas, school counselor offices, school nurse offices, gymnasiums, auditoriums, art rooms, music rooms, libraries, student restrooms (including bathroom stalls and sinks) and locker rooms, and digital school bulletin boards, as applicable. “The mental health and well-being of our students must remain a national priority, including for our youth in Guam,” said Rep. Moylan. “This legislation helps ensure students are aware of critical resources like the 988 Suicide & Crisis Lifeline and encourages schools to foster environments where seeking help is supported and accessible. They call on USTR to take appropriate action to protect American sugarbeet and sugarcane farmers, processors, refiners, and factory workers from being undercut by discriminatory foreign trade practices. In the letter, the members of Congress: Highlighted that the tier two tariff, meant to defend U.S. sugar production from being undercut by discriminatory foreign trade practices, has not been updated in 26 years and has become wholly ineffective. Noted that the erosion of the tier two tariffs has led to a more than 700 percent increase in out-of-quota sugar imports between Fiscal Years (FY) 2021 and 2025 compared to the prior five-year period. Highlighted a recent study by the North Dakota State University (NDSU) Agricultural Risk Policy Center analyzing the impact of over-quota sugar imports on domestic sugar prices, which found that Tier-2 imports depressed U.S. domestic raw sugar prices and resulted in an estimated loss of up to $1.8 billion for the domestic U.S. sugar industry last year. Cited peer-reviewed research published in the Journal of Agricultural and Applied Economics that confirms the retail prices of sugar-sweetened foods are not driven by the cost of sugar. Urged Ambassador Greer to take action to level the playing field for U.S. producers, including imposing tariffs sufficient to return sugar imports to historic norms. “The sugar farming families and workers across our States support more than 151,000 jobs in more than two dozen states while gen… 1 2026-06-27T21:44:12Z 2026-06-27T22:21:02Z

In the wake of the Supreme Court’s Callais decision, states across the South — including my home state of Louisiana — have moved rapidly to redraw congressional maps designed to dilute Black voting strength and undermine decades of hard-fought civil rights progress. This is a defining moral moment for our country. For generations, Black athletes have helped build college athletics into one of the most powerful and profitable industries in America. Yet at the very moment the same communities many of these athletes call home face coordinated attacks on their democratic representation, too many leaders have chosen silence. Institutions that significantly profit from Black talent have a responsibility to stand with Black communities when their fundamental rights are under attack. We have transmitted formal letters to SEC Commissioner Greg Sankey, ACC Commissioner James J. Phillips, Ph.D., and NCAA President Charlie Baker demanding their immediate engagement. The NAACP’s “Out of Bounds” campaign further calls on Black athletes, fans, and donors to withhold support from universities in targeted states until justice is restored. We cannot celebrate Black athletes on Saturday and stay silent on Monday when their voting rights are being stripped away. Our support cannot begin and end with entertainment. Carter, Sr. (D-LA) and Clay Higgins (R-LA) sent a letter to U.S. Trade Representative Ambassador Jamieson Greer urging a Section 301 investigation into unfair practices harming the American seafood industry. Our fishermen have long played a crucial role in the Louisiana economy and culture, providing jobs, supporting coastal communities, and ensuring a reliable domestic seafood supply. Louisiana’s shrimp industry has led the United States in shrimp production, averaging about 100 million pounds in annual landings and accounting for nearly 50% of Gulf shrimp landings over the past 25 years. However, the ongoing influx of unfairly subsidized, low-cost imported shrimp has placed this industry in an untenable position. Foreign seafood companies have also been documented to engage in labor abuses and false labeling, among other issues. All of this has contributed to a significant decline in the domestic seafood industry. A Section 301 investigation offers an important tool for correcting trade imbalances and ensuring fair competition across the seafood sector. “Consistent with the Executive Order and your stated intent, we respectfully request that the Office of the United States Trade Representative (“USTR”) initiate a broad Section 301 investigation into unfair acts, policies, and practices affecting trade in seafood and seafood products,” the Members wrote. “A Section 301 investigation encompassing a broad spectrum of unfair practices, including false labeling and species designations, the abuse of banned antibiotics and fungicides in aquaculture, export and production subsidies, environmental harm, structural excess capacity, labor abuses, and permissive standards with respect to gear usage, would allow the Administration to effectively leverage access to our market to improve conditions overseas and level the playing field for the American seafood industry within its own domestic market.” “Because of the breadth and complexity of these challenges, we encourage … 1 2026-06-27T21:44:12Z 2026-06-27T22:21:02Z

Each spring, the U.S. House of Representatives sponsors a nationwide high school arts competition to recognize and encourage artistic talent in each Congressional District. The winning piece will be displayed in the Cannon Tunnel of the U.S. Capitol Building for a year. Additionally, reproductions of the nine finalists' portraits will be displayed at the Airport on Concourse A for six months beginning this summer. “Each year, this nationwide competition reminds us that art is more than paint on a canvas or an image in a frame,” said Rep. Carter. “Art tells stories. It challenges injustice, sparks dialogue, preserves culture, and inspires hope. Here in New Orleans, creativity is woven into the very fabric of our communities, and these students carry that legacy forward with extraordinary talent. I want to congratulate our winner and all the finalists, as well as every student who participated this year, on a phenomenal body of artwork.” This year’s winner is “Afro-futuristic Hairstyle” by Lauryn Landers. Lauryn used inspiration from her own hairstyles to create this piece out of acrylic and hair on canvas. “Hair is an important part of how I express myself, so this piece became a way to explore identity and culture in a personal way. I am able to push the hairstyle beyond realism while keeping it recognizable, using exaggerated shapes and textures to give it a futuristic, almost sculptural feel,” said Lauryn. This is the first in a series of Town Hall meetings following the Supreme Court decision in Louisiana v. It is part of a larger struggle over who gets represented, whose voices matter, and whether the promise of American democracy truly belongs to all of us,” said Rep. Carter. “For generations, people marched, bled, sacrificed, and even died to secure the right to vote and the right to fair representation. Those rights were not handed to us. They were earned through courage, protest, prayer, and perseverance. This is bigger than politics. This is about preserving democracy for the next generation. History will remember this moment. The question is: when democracy was tested, did we stand up, or did we stand silent?” You can read Congressman Carter’s past statements since the decision in Louisiana v. Callais here. “Protecting voting rights means protecting fairness, representation, and the belief that every voice matters. Future generations will remember whether we stood up for democracy when it mattered most,” said Mayor Helena Moreno. “To critics who say that the Mayor of New Orleans should stay out of this issue, I say diluting the power of New Orleans’ Black voters, in particular, is a major issue for the City of New Orleans. Carter, Sr. (D-LA) and Congresswoman Jennifer McClellan (D-VA) have introduced the Medicaid Outreach and Assistance for Communities Act of 2026. This bill will help ensure Americans keep their health insurance coverage under Medicaid—especially now that H.R. 1’s new work reporting requirements, starting in 2027, will make it harder for people to stay enrolled, even if they’re eligible. This month, Louisiana started sending out new Medicaid notices explaining upcoming changes. “Louisianians deserve peace of mind knowing they won’t lose their health care simply because the federal government has made the system harder to navigate,” said Rep. Carter. “States like ours already work hard to help people sign up for Medicaid and stay covered. My bill gives states the resources they need to continue and expand that work so no one falls through the cracks because of red tape.” As states prepare for the increased administrative burden created by more frequent eligibility checks and new reporting rules, this legislation strengthens state capacity by offering 100% Federal Medical Assistance Percentage (FMAP) for Medicaid outreach, application, and enrollment assistance. This enhanced federal match would apply to states who are conducting outreach and assisting all Medicaid-eligible individuals; including adults in Medicaid expansion populations who will soon be subject to work-reporting requirements. “Republicans’ Big Ugly Law left millions of Americans without clear guidance on how to complete new paperwork and jump through administrative hoops to stay covered by Medicaid,” said Rep. McClellan. “Our bill addresses this looming crisis by requiring the federal government to help Medicaid recipients keep their health insurance and navigate new barriers to enrollment. As Virginians look to their state and federal agencies for relief, we must meet the moment and deliver much-needed relief to those worried about losing their health care coverage.” Background: The Medicaid Outreach and A… 1 2026-06-09T06:27:37Z 2026-06-09T06:30:10Z

Carter, Sr. (D-LA) released the following statement as the Supreme Court issued its ruling in Louisiana v. Callais: “Today’s decision by the Supreme Court is a devastating blow to the promise of equal representation in our democracy. This ruling is about far more than lines on a map — it’s about whether Black Louisianians will have a meaningful opportunity to make their voices heard. “For decades, the Court’s majority has steadily chipped away at the Voting Rights Act of 1965.The consequences of this decision are immediate and severe: the hard-fought progress that led to the creation of two majority-Black congressional districts in Louisiana is now in jeopardy. “Let’s be clear: this is not about so-called ‘colorblind’ principles. History has shown us time and again that policies claiming neutrality, from literacy tests to poll taxes, have been used to silence Black voices. Louisiana knows this history all too well. Without the protections of the Voting Rights Act, there is no evidence to suggest that Black voters in our state will be able to elect candidates of their choice. “Approximately one-third of Louisiana’s population is Black, yet only a handful of Black citizens have ever represented our state in Congress. That stark reality underscores the continued need for protections that ensure fair and equal representation. When Black communities lose representation, their concerns are too often ignored, and their voices diminished. “This decision will embolden efforts to dismantle majority-Black districts and fracture communities that have finally begun to see themselves reflected in their government. This isn’t just about federal representation. This decision will also impact state and local governments, impacting Black representation in state capitols and city council chambers across the country. It sends a dangerous signal that the progress we have made can be undone under the guise of legal theory. “The Voting Rights Act is not a relic. Callais decision: “The Supreme Court’s ruling this morning is a grave setback to voting rights and to the promise of equal political representation for all Americans. The Supreme Court's majority has significantly narrowed Section 2 of the Voting Rights Act, dismantling decades of settled law that Congress established to ensure that no community's votes could be silenced. Make no mistake: this decision does not reflect some neutral reading of the law. As Justice Kagan's powerful dissent makes clear, Congress explicitly rejected an intent-based standard when it amended Section 2 in 1982, because lawmakers understood that requiring proof of discriminatory purpose would make the law all but unenforceable. Today's majority has resurrected exactly that standard — and the practical effect is to make it far harder for minority communities to challenge redistricting maps that dilute their political voice. This is especially troubling given the persistent reality that minority candidates are rarely, if ever, elected from districts where they are not the majority, underscoring why fair districting remains essential to ensuring equal representation. The Voting Rights Act was born from the blood of the civil rights movement and the sacrifices of generations who fought for the ballot. I have deep respect for the role of the judiciary, but today’s decision underscores the limits Congress faces when the Court reinterprets the scope of its authority under the Fifteenth Amendment. It is important to be clear about what today's ruling does and does not do. The Court ruled on the merits of the current map and remanded further proceedings to the Western District of Louisiana — but it did not require that a new map be immediately drawn. Carter, Sr. (D-LA), and U.S. Representatives Mike Ezell (R-MS), Clay Higgins (R-LA), and Shomari Figures (D-AL) introduced the bipartisan Offshore Parity Act, legislation to establish equal offshore boundaries for Louisiana, Mississippi, and Alabama—bringing them in line with Texas and Florida. “This is a critical step toward equality, ensuring that Louisiana, Mississippi, and Alabama have the same authority over their waters as Texas and Florida,” said Rep. Carter. “This bill will empower us to manage our energy resources, protect our coastal communities, and strengthen our fisheries—securing economic benefits for our states.” Under current law, Mississippi, Louisiana, and Alabama have jurisdiction over three nautical miles offshore, while Texas and Florida maintain nine nautical miles. The Offshore Parity Act would extend the boundaries of Louisiana, Mississippi, and Alabama to nine nautical miles, generating greater revenue for the states from energy and marine resources. “For too long, Mississippi and our Gulf Coast neighbors have operated under an outdated and unequal system,” said Rep. Ezell. “This bill is about fairness. Expanding our offshore boundaries will strengthen our economy, support energy production, and give our state the same opportunities already afforded to Texas and Florida.” “There's no reason Alabama should have less access and control of our shores than Texas and Florida have over theirs," said Rep. Figures. “This bipartisan bill levels the playing field by making a commonsense update that ensures all gulf states have equal offshore boundaries.” “This bill ensures that states are on equal footing regarding offshore boundaries,” said Rep. Higgins. “The expansion from three to nine miles of state waters would provide Louisiana with greater control and economic benefit from its offshore resources. Carter, Sr. (D-LA) released the following statement: “Let us be clear about what we are discussing. Homelessness is not a crime. It is a condition. It is the visible evidence of systems that have failed too many of our people. Failed access to affordable housing. Failed mental health care. Failed substance abuse treatment. Failed economic opportunity. And, at times, a failure of compassion. “We should not criminalize the consequences of those failures. “HB 211 does not solve homelessness. It relocates it. It hides it. It pushes people from one block to the next, from one parish to another, from one jail cell to the next. That is not policy. That is avoidance. “You cannot arrest your way out of poverty. You cannot cite your way out of mental illness. You cannot fine someone into stability when they have nothing to begin with. “What this bill risks doing is deepening the very crisis it claims to address. A criminal record makes it harder to get a job. Harder to find housing. Harder to access services. In other words, harder to ever get back on your feet. “And let us not ignore the fiscal reality. It is far more expensive to process, detain, and cycle individuals through the criminal justice system than it is to invest in housing, treatment, and prevention. If we are serious about being responsible stewards of taxpayer dollars, this is the wrong direction. “But beyond dollars and data, there is a deeper question before us. Who are we? “Are we a state that turns its back on the most vulnerable, or one that leans in with solutions rooted in dignity and common sense? “Because the truth is, homelessness can happen to anyone. A lost job. A medical emergency. A family crisis. A veteran returning home without support. A young person aging out of foster care. These are not criminals. These are our neighbors. “If we truly want to address homelessness, then let us do the hard work. Invest in affordable housing. Expand mental health services. Carter, Sr. (D-LA) and Congressman Jared Moskowitz (D-FL) introduced the Allocating for Disaster Urgency and Long-term Tenability (ADULT) Act, which replenishes essential funding through the Disaster Relief Fund (DRF) to maintain FEMA’s disaster response capacity. Specifically, this bill allocates funding to the DRF at $26,367,000,000 – the same level as was included in the bipartisan Senate agreement to fund the Department of Homeland Security (DHS) for FY27. “Storms don’t discriminate and it’s more important than ever that we put people over politics to save lives and prepare our communities,” said Rep. Carter. “By replenishing FEMA’s Disaster Relief Fund, we’re ensuring that the federal government isn’t only responding to current disasters, but also actively rebuilding from past events and mitigating future disasters. If Congressional Republicans can’t figure out how to fund DHS, they should at least provide funding for FEMA to continue vital operations.” Internal Republican divisions have caused the longest partial government shutdown in federal history, which began on February 14, 2026, and is still ongoing. After 42 days of infighting, the Senate passed a bipartisan bill to fund most of DHS, but House Republicans have refused to vote on the deal. Throughout the standoff, FEMA operated without its annual funding, and the Disaster Relief Fund, the primary federal source for disaster response and recovery, has been driven to dangerously low levels. Now, with hurricane season, wildfire season, and major national events like the FIFA World Cup approaching, FEMA’s ability to prepare and coordinate is severely limited. “Let’s be clear: disasters don’t wait for Congress to get its act together. They can strike anyone, anywhere, at any time, which is why the Disaster Relief Fund is so vital,” said Rep. Moskowitz. “The DRF is FEMA’s lifeline, helping families rebuild in the moments they need it most. Replenishing this critical fund isn’t political, it’s necessary. I am also praying for the two women who were injured — one of whom remains in critical condition — and I ask that all of Louisiana join me in lifting them up. What occurred in today’s early morning hours is, as Mayor Arceneaux said, perhaps one of the worst tragedies this city has ever seen. A crime scene spanning four locations, eight children gone ranging in age from just one to fourteen years old — there are no words. I have full confidence in Police Chief Wayne Smith, Mayor Arceneaux, the Shreveport Police Department, and Louisiana State Police as they work through what is an extensive and deeply painful investigation. It is a direct affront to the very core of our democracy. “History reminds us that this is not new. “In the aftermath of Reconstruction, African Americans who were duly elected were too often denied the right to serve. Voices chosen by the people were silenced, not by voters, but by systems unwilling to accept their participation. John Willis Menard of Louisiana was elected by the people, yet never seated. His story is one of many where the will of the voters was ignored and erased. “That painful history teaches us a simple truth. When the will of the people is disregarded, democracy itself is weakened. “This moment calls for vigilance. It calls for respect for the electorate. And it calls for a clear commitment that once the people have made their choice, that choice will be honored. “Because in a true democracy, the power belongs to the people. I have been deeply critical of Attorney General Bondi's handling of the Jeffrey Epstein files. She stood before the American people and falsely claimed that an Epstein client list was sitting on her desk. The Department of Justice (DOJ) later walked that back entirely. That was not a misstatement — it was a failure of transparency that shook public trust at a moment when Americans deserved straight answers. But here is what should alarm every American: reports indicate that Trump's frustration stemmed not from Bondi's failure to uphold the law — but from his belief that she didn't weaponize the Justice Department aggressively enough against his political enemies. Indictments against James Comey and Letitia James were thrown out by a federal judge because they were illegally pursued. That is not justice, that’s an institution being pulled apart by political pressure, and it should concern all of us. The Justice Department is not the President's personal law firm and shouldn’t be used as a tool for retribution. I am calling on the Senate to demand full, public answers about the Epstein files before confirming any new Attorney General. The next nominee must be asked plainly: Will you protect the independence of this institution? Will you release the Epstein files without political interference and commit to the principle that no American — regardless of party — is above the law? The American people deserve a Justice Department that answers to the Constitution, and we will not stop pushing for the truth.” 1 2026-06-27T21:44:12Z 2026-06-27T22:19:40Z

This legislation will allow state-legal American cannabis companies, including small, minority, and veteran-owned businesses the ability to access critical lending and investment opportunities currently available to other domestic and regulated industries. The CLIMB Act offers protections to financial lenders and government agencies tasked with promoting economic growth for American businesses and communities, which will help level the playing field against larger, global competitors in the cannabis industry. “This legislation is an opportunity to bring equity and equal opportunity into our nation’s growing cannabis industry,” said Rep. Carter. “By working directly with small, minority, and veteran-owned cannabis businesses, it’s clear that access to capital remains one of the biggest barriers to entry and to success in the industry. By bringing symmetry into the business ecosystem with the CLIMB Act, we can help communities that have long been harmed by the criminalization of marijuana become leaders in business – and that’s what the American Dream is all about.” Due to the federal prohibition, state-legal cannabis operators do not have equal access to traditional lending and financing options as non-U.S. companies, which creates significant barriers to entry for American cannabis companies, including minority-owned and ancillary businesses. “The CLIMB Act will help unleash the full potential of the American cannabis industry," said Saphira Galoob, CEO of US Cannabis Roundtable. "Right now, Canadian cannabis companies can ring the bell at U.S. stock markets and access American capital markets while domestic cannabis businesses are largely locked out of even the most basic financial services. Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper WASHINGTON, D.C. – Congressman Troy A. Carter, Sr. (D-La.) has introduced H.R.7787, theMental Health Workforce Act which addresses the mental health workforce shortage and urgent need for diversity among mental health providers in the United States. The bill would help raise the number of mental health providers, diversify the mental health workforce pipeline, and get care to communities who need these services the most. “I am committed to fighting for greater representation and inclusivity in mental health care,” said Rep. Carter. “This legislation will help to end the lack of diversity among mental health care providers while increasing the number of culturally competent professionals.” Numerous barriers to access mental health care treatment persists in communities of color, including the stigma associated with mental illness, general distrust of healthcare institutions, and lack of health insurance. The Mental Health Workforce Act begins to address these systemic inequities. The bill incentivizes students at Historically Black Colleges & Universities (HBCUs) and Minority Serving Institutions (MSIs) to pursue careers as mental health care providers by offering student loan forgiveness in exchange for a 5-year service commitment after they complete their schooling and become licensed providers. As part of their service commitment, providers would be required to serve patients living in Health Professional Shortage Areas (HPSAs). “Access to mental health care should never depend on your zip code or background,” said Rep. McCormick. “As a proud HBCU graduate, I’m honored to support this bipartisan effort to strengthen our mental health workforce, expand access to underserved communities, and ensure every American can get the care they deserve,” said Rep. McCormick. “For far too long, mental health care in our nation has been ignored and underfunded. Millions of Americans living with mental health conditions are misdiagnosed or go without treatment due to inequities in our healthcare system and a severe shorta… 1 2026-04-29T06:03:53Z 2026-04-29T06:05:09Z

This facility will be only 1 of 2 public swimming facilities located on the Westbank of New Orleans. “As someone who grew up in this neighborhood swimming in the Mississippi River, I am so excited to see this project come to life,” said Rep. Carter. “The Algiers Indoor Covered Swimming Facility is not just another building project; it symbolizes hope and progress for the residents of the Cut Off. Our community, which has long needed such amenities, will now have a space dedicated to year-round water safety instruction, water aerobics for adults and seniors, and recreational swimming for all ages. I am immensely grateful for the support we have received and excited about the positive impact this project will have.” Congressman Carter secured $4,000,000 for this facility through previous federal appropriations Community Project Funding for Louisiana’s Second Congressional District. “I campaigned for a stronger and better-resourced NORD,” said Mayor Helena Moreno. “As mayor, through coordination with Congressman Troy Carter and Councilmember Freddie King, it is my pleasure to see part of this vision come to fruition in Algiers with the groundbreaking of this pool as we all work together to increase enrichment and recreation for all of our children and residents that use these facilities.” “I grew up in the Cutoff neighborhood of Algiers, and Congressman Carter - also a son of the Cutoff - understands this community. Carter, Sr. (D-LA) released the following statement: “Today’s announcement that Kristi Noem will no longer serve as Secretary of Homeland Security reflects what communities across this country have been demanding for months: accountability. “Under her leadership, the Department of Homeland Security and ICE repeatedly carried out aggressive immigration operations without proper coordination with local leaders, disregarded due process, and created fear and instability in communities that deserve respect and protection under the law. “In New Orleans, we brought these concerns directly to the public during a congressional field hearing where residents, legal advocates, and local officials testified about the real impact these actions were having on families and neighborhoods. At that hearing, we made our position clear. The pattern of conduct coming from DHS leadership had become unacceptable, and we called for Secretary Noem’s removal. “Today’s decision underscores an important truth. Even when Democrats do not control the votes in Congress, accountability can still prevail when the three pillars of our democracy work together: Congress, the courts, and the community. “The announcement that Senator Markwayne Mullin will be nominated to lead the Department of Homeland Security does not end the need for vigilance. Senator Mullin has publicly applauded many of the very practices under Secretary Noem that raised serious concerns across the country. His appointment does not erase those concerns. “Congress will be watching closely, and we will not hesitate to hold this new leadership accountable if those same harmful practices continue. “Oversight matters. The rule of law matters. And the voices of the people matter. “There is still much work ahead. As I’ve said time and time again, she was not qualified to lead one of the most critical agencies in our federal government, and her tenure made it clear that she was not the right person for this role. My hope is that her successor, Senator Markwayne Mullin, will lead the Department of Homeland Security with greater transparency, accountability, and competence upon his confirmation. There is far too much at stake for anything less than exemplary leadership. It is now the Senate's responsibility to ensure that Senator Mullin undergoes a full and rigorous vetting process. Carter, Sr. (D-LA) sent a letter to Secretary of State Marco Rubio urging the State Department to help stranded Americans leave the Middle East and return to the United States. “No one should be left stranded in a time of crisis. The war in Iran is a terrifying situation for citizens abroad, and the current delays are unacceptable. My office is working around the clock to assist Louisianians abroad. Please keep contacting the State Department as well as our office so we can support you,” said Rep. Carter. The State Department has advised Americans in 15 Middle East countries and territories to leave due to serious safety risks, and the agency has instructed them to depart using commercial transportation. But with airlines cancelling commercial flights out of the region, and airports there closed, most Americans are unable to book a trip home. The State Department has announced charter flights from just three of the countries on the list. Congressman Carter is calling for charter flights, military operations and all other resources at the State Department’s disposal to be used to bring Americans back to the U.S. safely and quickly. He is also asking the Department to issue updated guidance including making sure Americans know what expenses they are responsible for in the case of evacuation. While I understand the gravity of the threat, the process here cannot be ignored. Just a few months ago, this president stood before the American people and told them that we had 'obliterated' Iran's nuclear capability — now, here we are again, and that alone raises serious questions that Congress and the public deserve answers to. The War Powers Act exists for a reason: to ensure that no single person can commit this nation to war without accountability to the American people. President Trump had ample time to come before Congress, fulfill his legal obligations, and bring transparency to his decision-making — he chose not to. That is not a procedural oversight; it is a deliberate decision to sideline the legislative branch and concentrate war-making authority in the executive branch. When a president bypasses our constitutional process, he isn't just cutting corners — he is undermining the framework that governs this country. This choice has consequences, and Congress must respond accordingly." ### 1 2026-06-19T06:50:32Z 2026-06-19T06:53:40Z

The American people deserve to understand the objectives, the risks, and the path forward. “History has shown that conflicts involving Iran rarely stay contained. Carter, Sr. (D-LA) and Congressman Greg Murphy, M.D. (R-NC) introduced the State of Men's Health Act (H.R. 7602). The bill would require the U.S. Government Accountability Office (GAO) to conduct a study on the state of men’s health in the United States and issue a report to Congress on the results, including health disparities experienced by men. It would also require the U.S. Department of Health and Human Services (HHS) to create an Office of Men’s Health and submit a report to Congress following the creation of the office, detailing findings on men’s health and recommendations to improve men’s health outcomes. “Too many men skip checkups, stay silent about symptoms, and lose precious years of their lives because of stigma or lack of access to care. This legislation is about changing that. It will take a hard look at the health challenges men face and create stronger coordination across the federal government to focus on issues like prostate cancer, colorectal cancer, diabetes, and more. As the father of two sons, I want them to grow up in a world where taking care of their health is encouraged, not stigmatized, and where quality, affordable care is within reach. That’s why I’m proud to introduce the State of Men’s Health Act. It’s time to change the conversation and help more men live longer, healthier lives for the people who depend on them,” said Congressman Troy A. Carter, Sr. “Improving the health of American men is critical to the success of the country, especially the next generation of leaders, fathers, and husbands,” said Congressman Greg Murphy, M.D. “As a physician of 35 years, I uniquely understand how men suffer greatly from preventable diseases that could be mitigated or avoided entirely. Carter, Sr. (D-LA) will be joined by one of his constituents, Mike Friedman, as his guest to the State of the Union Address on Tuesday, February 24. Mike’s story underscores the urgent need to protect and extend Affordable Care Act (ACA) tax credits, which are a lifeline for thousands of Louisiana families and small business owners. After losing his job at age 60 when a federal contract was abruptly canceled, Mike turned to the ACA marketplace for coverage for himself and his husband. With the help of tax credits, they were able to afford a comprehensive plan. But once the subsidies expired, their premiums and out-of-pocket costs skyrocketed, putting essential care out of reach. “Just last week I went for a routine, simple procedure. Or so I thought,” Friedman said. “I went to check in at the hospital for the outpatient procedure and was informed that my share of the cost would be $5,700. I had to cancel the procedure because I cannot afford that much money.” Congressman Carter said Mike’s experience is a stark reminder of what is at stake. “No one in the United States should have to choose between their health and their financial security,” said Congressman Carter. “Mike’s story is not unique — it represents thousands of families across Louisiana who rely on ACA tax credits to afford coverage. I was proud to vote to extend these lifesaving subsidies, and I will continue fighting to ensure that health care remains accessible and affordable for every American.” Congressman Carter continues to fight for the extension of these tax credits and proudly voted to pass a three-year extension, with 17 Republicans joining Democrats to put people over politics and do the right thing for their constituents. As President Trump addresses the nation, Congressman Carter will continue to advocate for policies that lower costs, strengthen health care access, and protect working families in Louisiana and across the country. ### 1 2026-04-04T05:28:40Z 2026-04-04T05:30:10Z

Trump, holding that President Trump's expansive tariffs imposed under the International Emergency Economic Powers Act (IEEPA) were unlawful: “Today's ruling by the Supreme Court confirms what many of us have maintained from the very beginning: the President of the United States cannot unilaterally impose taxes on the American people without congressional authorization. We said it then, and the highest court in the land is saying it now. Chief Justice Roberts wrote that the administration 'points to no statute' in which Congress authorized the use of IEEPA for tariff-making. That should come as no surprise. No president in the nearly 50-year history of that law had ever attempted to use it this way — because it was never intended for this purpose. The consequences of this executive overreach fell on hardworking American people. Families across District 6 spent the past year paying higher prices on groceries, automobiles, appliances, and goods of every kind — not because of a foreign threat, but because of an executive overreach that bypassed thepeople's elected representatives. While we warned that would happen, today, the Court vindicated the families who bore those costs. I want to be clear: I support robust, enforceable trade policy that protects American workers and holds bad actors accountable. But that work belongs to Congress, as it always has. It must be done through legislation, through negotiation, and through the rule of law. I call on the administration to comply fully with this ruling, to stop looking for workarounds that would simply recreate what the Court has struck down, and to work with Congress on a legitimate path forward. Americans have always believed that power must have limits and I strongly support the Courts decision today reaffirming that fact.” ### 1 2026-05-20T06:27:31Z 2026-05-20T06:28:54Z

Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA) issued the following statement after the Environmental Protection Agency (EPA) abolished the Endangerment Finding: “The Trump administration’s decision to roll back the EPA’s Endangerment Finding is recklessand dangerous. By denying the overwhelming scientific consensus that climate pollution endangers public health, Republicans are making climate denial the official policy of the United States. This action puts polluter profits ahead of people’s lives. “Here in Louisiana, we don’t have the luxury of pretending climate change isn’t real. We are already experiencing more severe hurricanes, catastrophic flooding, record-breaking heat waves, and other extreme weather. Our families are already paying the price of the climate crisis. Abandoning the EPA’s duty to protect public health will only exacerbate these harms. “Repealing the Endangerment Finding doesn’t lower costs for working families or make us safer. It increases pollution, drives up health care costs, and exposes millions of Americans to preventable illness and premature death. Trading death for profits isn’t energy policy. It’s a moral failure. “The EPA’s mission is to protect human health and the environment, not to serve as a shield for polluters. Climate change is happening now, and the evidence is undeniable. I will continue fighting to restore respect for science at the EPA, protect clean air and water, fully fund disaster response without political interference, and stand up for the health, safety, and dignity of the people of Louisiana and this country.” ### 1 2026-04-04T05:28:40Z 2026-04-04T05:30:10Z

Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper NEW ORLEANS, LA – On Friday, Congressman Troy A. Carter, Sr. (D-LA) hosted Senator Sheldon Whitehouse (D-RI), Ranking Member of the Senate Environment and Public Works Committee, for an “Insurance Affordability Tour” in New Orleans with stakeholders across LA-02. The U.S. property insurance system is under acute strain. Private insurers face multiple challenges that contribute to unaffordable premiums, more restrictive coverage, and declining availability for policyholders. Much of this pressure is due to persistent natural catastrophe risks – floods, wildfires, hurricanes, tornadoes, hailstorms, and earthquakes – that exist in every state. Meanwhile, rising flood insurance premiums under the Risk Rating 2.0 system of the National Flood Insurance Program are prompting policyholders to drop their coverage and weakening the insurance pool. “Louisiana families and businesses are facing a crisis of rising homeowners and flood insurance premiums, worsening our housing affordability issues. We've seen premiums skyrocket, forcing families to make impossible choices between protecting their homes and paying for groceries, healthcare, or their children's education. Family businesses that have been pillars of our communities for generations are now wondering if they can afford to stay open here in south Louisiana. Some of our neighbors are being forced to go without coverage entirely, putting everything they've worked for at risk,” said Rep. Carter. The Members first toured an Upper Ninth Ward neighborhood of New Orleans to see the impact of the homeowners’ and flood insurance crisis in Louisiana. The tour included stops at development projects that have stalled due to rising insurance costs and visits with homeowners using fortified roofs to lower their insurance premiums. They also convened a roundtable with business and housing advocates about insurance affordability issues in Louisiana, with industries including banking, real estate, and insurance all represented. Finally, the Members toured the facilities of unCommo… 1 2026-04-22T05:46:42Z 2026-04-22T05:48:06Z

While it may have been removed by the White House, it should have never been created or posted in the first place. Plain and simple. The fact that this would occur during Black History month, a time meant to honor struggle, progress, and dignity, makes it even more disturbing. To watch a sitting President, in real time, degrade a former President and First Lady is shameful, and America deserves better. People across this country are growing tired of the dignity and responsibility that the Office of the President holds being reduced to conduct unworthy of office. We have come too far as a nation to accept this kind of cruelty as normal. This is not who we are, and it’s definitely not who we should strive to be. President Trump owes a sincere apology to the Obama family and to the entire nation.” ### 1 2026-04-08T05:38:19Z 2026-04-08T05:39:49Z

Congressman Carter and Ranking Member Thompson were joined by Congressman Seth Magaziner (D-RI) and Congressman Tim Kennedy (D-NY) to hear firsthand accounts of the Trump administration’s terror campaign on Louisiana communities. “This hearing represented a crucial opportunity for the Homeland Security Committee to hear directly about those abuses and to understand the real impact on citizens and migrants alike since the Trump administration began its harsh immigration enforcement round-up. What we learned will help us investigate and hold this administration accountable for its actions,” said Rep. Carter. Witnesses at the hearing included Mayor Helena Moreno, Mayor of New Orleans, President JP Morrell, New Orleans City Council, Alanah Odoms, Executive Director, Louisiana ACLU, Homero Lopez, Legal Director of Immigration Services & Legal Advocacy, Tania Wolf, Southeast Advocacy Manager for the National Immigration Project, and Reverend Shawn Anglim, Pastor of First Grace United Methodist Church. “I was grateful for the opportunity to visit New Orleans to examine the impacts of ICE and Border Patrol operations and to hear directly from people affected. In the hours that followed, Secretary Kristi Noem publicly defended the actions of the agents and characterized the shooting as justified. I strongly disagree with Secretary Noem’s statements. By prematurely excusing the use of lethal force and framing this killing as justified, she has shown reckless and indefensible judgment. Federal agents are not hired to violate the constitutional rights of American citizens, and no public official should attempt to normalize or excuse such actions before a full and transparent investigation is complete. This abuse of authority represents a dangerous failure of leadership and a betrayal of public trust. For these reasons, I will be calling for the following: 1. A full joint federal and state investigation, 2. President Trump to put an immediate pause on ICE operations in Minnesota, 3. Secretary Kristi Noem’s immediate resignation. Congressman Carter championed this bill that reauthorizes the Sickle Cell Disease Treatment Demonstration Program for five years, which was last reauthorized in 2018. "We did not elect a leader with unchecked power who can threaten our closest allies because of their refusal to blindly comply,” said Congressman Fields. “When Danish military forces came to our aid after 9/11, forty-four soldiers bravely lost their lives. Is this how we choose to honor their sacrifice, by brandishing our own military forces against them to pressure compliance?” During his address at the World Economic Forum, President Trump suggested that without the United States, allied nations would not survive—an assertion Rep. Fields called "a dangerous claim, not diplomacy." The President also referenced using "excessive strength and force" regarding Greenland, while criticizing NATO allies who have stood with America through decades of shared security challenges. "Here is what the President refuses to acknowledge: the 1951 Defense Agreement with Denmark—updated as recently as 2004—already grants the United States extensive military access to Greenland," Rep. Fields continued. "We can build bases, operate facilities, and address any legitimate security concern through existing agreements. Danish officials have repeatedly expressed willingness to negotiate. So the question Americans should ask is: why the threats?” ### 1 2026-04-04T05:28:40Z 2026-04-04T05:30:10Z

These are not abstract dollars on a spreadsheet. These subsidies are vital to addressing the health care affordability crisis affecting millions of Americans. As I’ve said before, the people of Louisiana should not have to choose between putting food on the table, keeping the lights on, and being able to go to the doctor. Under the current circumstances, this rings true now more than ever. It is not an exaggeration to say that the urgency of this moment is paramount. We cannot wait any longer. When Americans are forced to ration and stockpile life-saving medicine, Congress has a moral obligation to act—and to act now! Failing to restore and protect access to affordable health care will only drive-up costs in the long run. Untreated medical conditions lead to more serious health complications, higher costs of care, and longer wait times in already overburdened emergency rooms— where too many Americans are forced to seek treatment as a last resort. I want to make it clear that my vote reflects a broader principle: put people ahead of politics and ensure that government works for those it serves. ### 1 2026-04-04T05:28:40Z 2026-04-04T05:30:10Z

That was followed by a procedural vote backed by 9 Republicans, and then a second procedural vote that passed with 11 Republicans joining us. Momentum built because this issue cuts across party lines. “This matters deeply in Louisiana and across our country, regardless of party affiliation. These ACA tax credits help Republicans, Democrats, Independents, and families who do not fit neatly into any political box. It is survival. “Moments ago, we voted on and passed a three-year extension of the ACA tax credits, with 17 Republicans joining Democrats to put people over politics and do the right thing for their constituents. “Now, on to the U.S. Senate. I encourage Louisianans of every party to call your Senators and urge them to support this House-passed, three-year extension of the ACA tax credits.” ### 1 2026-04-04T05:28:40Z 2026-04-04T05:30:10Z

Carter, Sr. Statement on January 6, Revisited: An attack on Our Democracy! 2026-01-06 2026 2026-01 Democrat House LA Troy A. Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA) issued the following statement: “Five years ago today, our nation witnessed something we never believed possible in a modern American democracy. A violent mob, fueled by deliberate misinformation and incited by the words and actions of a sitting president, stormed the United States Capitol in an effort to overturn a lawful election and halt the peaceful transfer of power. This was not spontaneous outrage. It was the predictable result of months of lies that undermined confidence in our electoral system and encouraged Americans to see one another as enemies rather than fellow citizens. “The attack left people dead, law enforcement officers injured, and the seat of our democracy desecrated. But the deeper damage was to something less visible and far more fragile: the public’s faith in democracy itself. When leaders normalize falsehoods, attack the legitimacy of elections, and excuse political violence, they weaken the very guardrails that have held this republic together for more than two centuries. History teaches us that democracies rarely collapse all at once. They erode when the rule of law is treated as optional and when power is pursued without regard for truth or consequence. “Even now, I feel the gravity of January 6 every time I walk through the Capitol. This building is not just marble and stone. It is a symbol of our shared commitment to self-government. To attack it is to attack the idea that in America, leaders are chosen by the people and held accountable by the law. “January 6 must remain a warning, not a footnote. Defending democracy requires more than remembrance. It demands courage from those in power, honesty from those who lead, and vigilance from all of us. We owe it to future generations to protect free and fair elections, reject political violence in all forms, and reaffirm that no individual is above the Constitution. Our democracy is only as strong as our willingness to defend it, especially when it is tested.” ### 1 2026-03-30T01:40:41Z 2026-04-06T15:05:35Z
https://troycarter.house.gov/media/press-releases/congressman-troy-carter-sr-statement-military-action-venezuela Congressman Troy A. Carter, Sr. Statement on Military Action in Venezuela 2026-01-03 2026 2026-01 Democrat House LA Troy A. Carter C001125 troycarter.house.gov troycarter https://troycarter.house.gov/media/press-releases scraper WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA) issued the following statement: “Last night’s military action taken by President Trump against Venezuela was unconstitutional. Period. “The Constitution is clear. The power to authorize the use of military force rests with Congress. No president, regardless of party, may bypass that responsibility. Acting without congressional authorization is not strength. It is recklessness, and it places American lives at unnecessary risk. “I fully understand the serious challenges posed by President Maduro, his regime, and the suffering of the Venezuelan people. Those realities demand thoughtful, lawful, and strategic engagement. They do not justify ignoring the rule of law or launching military action without a clear plan for the aftermath. “That is why I voted for a War Powers Resolution to end hostilities against Venezuela absent congressional approval. Though it failed on a near party-line vote, the principle remains unchanged. Congress cannot stay silent while its constitutional role is cast aside. “Our men and women in uniform deserve more than impulsive decisions. They deserve leadership that respects the Constitution, honors established rules of engagement, and places their safety first, both at home and abroad. “America is strongest when we lead with discipline, law, and moral clarity. Anything less undermines our democracy and endangers those who serve it.” ### 1 2026-03-30T01:40:41Z 2026-04-06T15:05:35Z
https://fields.house.gov/media/press-releases/congressman-cleo-fields-helps-bipartisan-housing-21st-century-act-take-major CONGRESSMAN CLEO FIELDS HELPS BIPARTISAN HOUSING FOR THE 21ST CENTURY ACT TAKE MAJOR STEP FORWARD ON AFFORDABILITY CRISIS 2025-12-19 2025 2025-12 Democrat House LA Cleo Fields F000110 fields.house.gov fields https://fields.house.gov/media/press-releases scraper Washington, DC. – Earlier this week, Congressman Cleo Fields (LA-06) voted to pass the bipartisan Housing for the 21st Century Act, landmark legislation that streamlines housing development and expands access to affordable homeownership for Louisiana families. The Housing for the 21st Century Act modernizes outdated federal housing programs, removes unnecessary regulatory barriers, and increases local flexibility to boost housing production. The bill addresses the critical shortage of affordable housing by expanding financing pathways for manufactured homes and small-dollar mortgages, while strengthening oversight to ensure safe and accountable housing services. "Louisiana families deserve every opportunity to achieve the dream of homeownership, especially as we continue rebuilding from past disasters," said Congressman Fields. "This legislation takes meaningful steps to increase housing supply and improve affordability by cutting through red tape and modernizing programs that haven't kept pace with the needs of working families. From urban areas to rural communities, this bill will help more Louisianans access safe, stable, and affordable housing." The legislation also enhances consumer protections for homeowners and borrowers, improves coordination across federal housing agencies, and ensures veterans and vulnerable households receive the support they need. In addition to supporting the Housing for the 21st Century Act, Congressman Fields co-led the introduction of the Reforms to Housing Counseling & Financial Literacy Programs Act of 2025 with Congressman David Scott (GA-13) and Congresswoman Joyce Beatty (OH-03). This corresponding legislation strengthens housing counseling services and ensures delinquent borrowers can access foreclosure prevention assistance through the Mutual Mortgage Insurance Fund—ensuring that cost is never a barrier to getting help for families on the brink of losing their homes. ### 1 2026-04-04T05:28:40Z 2026-04-04T05:30:10Z
