Clyburn (SC-06) released the following statement on the swearing-in of U.S. Senator Darline Graham Nordone of South Carolina: “Congratulations to Senator Darline Graham Nordone on this historic achievement. Her appointment marks a significant milestone for our state. “A 2009 graduate of South Carolina State University, Senator Graham Nordone becomes the first woman and the first HBCU graduate to represent South Carolina in the U.S. Senate. This is a testament to the progress our nation continues to make in expanding opportunities for women to serve at the highest levels of public office. “I feel certain her historic accomplishment will inspire generations of South Carolinians to believe that no barrier is beyond reach and wish her Godspeed.” ### 1 2026-07-15T07:12:08Z 2026-07-15T07:13:45Z

Our political relationship was sometimes partisan and passionate, but always pleasant and productive on behalf of the people of South Carolina. My family and I send our deepest condolences to Darlene and the entire Graham family. “For more than three decades, we served the people of the Palmetto state together in Congress. Clyburn (SC-06), U.S. Senators Tim Scott (R-SC) and Lisa Blunt Rochester (D-DE), and Congressman Mike Carey (OH-15) reintroduced the Renewing the African American Civil Rights Network Act. The proposed legislation aims to authorize the National Park Service to coordinate and facilitate Federal and non-Federal activities to commemorate, honor, and interpret the history of the African American civil rights movements, the significance of civil rights activities as crucial elements in the evolution of the Civil Rights Act of 1964, and recognize the relevance of the African American civil rights movements in fostering the spirit of social justice and national reconciliation. The Renewing the African American Civil Rights Network Act would reauthorize the program for ten years following the enactment of the Renewing the African American Civil Rights Network Act. “The importance of this legislation is embodied in that one word — network,” said Congressman James E. Clyburn. “Today, South Carolina’s top economic engines are transportation and tourism. And the fastest growing aspect of tourism is Heritage tourism. This legislation is pivotal because it involves a network of 29 states that designate sites for visitation that will grow the economy most especially in rural communities. These sites encapsulate the challenges and triumphs of African Americans’ ongoing journey towards a more perfect Union. We must reauthorize this effort so we can continue telling America’s full history.” “The African American Civil Rights Network not only helps preserve our nation’s history but also strengthens our local economies through cultural tourism,” said Senator Tim Scott (R-SC). “As home to the largest share of AACRN sites in the country, South Carolina proves the immense value of reauthorizing this program. We must make sure future generations can walk these historic grounds, learn from our past, and continue striving for a future where the promise of the American Dream is within re… 1 2026-06-13T06:32:19Z 2026-06-13T06:34:27Z

Ugly voices are growing louder and threatening to strip away our First Amendment rights to freely practice our faith and to violate the Constitutional prohibition of government picking one religion over another. We must oppose efforts to spread racist and xenophobic misrepresentations that sow more ignorance and hate. The premise underlying this caucus and the measures associated with it reflects longstanding Islamophobic narratives and anti-Muslim sentiment rather than any demonstrated policy need. In their letter, the lawmakers denounced the hateful caucus and urged leadership to speak clearly against initiatives that discriminate and stigmatize against any religious community. “To be clear, American Muslims serve this nation in every capacity and are entitled to the same constitutional protections as all other Americans. They are guided by both faith and civic responsibility to respect the U.S. Constitution, follow the law, and contribute positively to their communities and to the nation they call home. Congress must not legitimize anti-Muslim proposals that undermine those protections or foster division among the people we represent.” The lawmakers condemned the following legislation associated with the “Sharia-Free America Caucus”: Preserving a Sharia-Free America Act (H.R. 5722 / S. 3009) No Shari’a Act (H.R. 5512 / S. 3008) Protecting Puppies from Sharia Act (H.R. 7611) The lawmakers continued, “These proposals address no identifiable gap in U.S. law and raise serious constitutio… 1 2026-06-09T06:27:37Z 2026-06-09T06:30:10Z

The bill’s introduction aligns with the anniversary of the historic Brown v. Board of Education ruling, which the Rosenwald Fund helped fund in its early stages, and with May being Jewish American Heritage Month. Julius Rosenwald, the son of German-Jewish immigrants, helped build Sears, Roebuck and Company into a retail powerhouse from its base in Chicago. He then used his fortune to expand opportunities for others. During the Jim Crow era, Rosenwald partnered with Booker T. Washington, the Tuskegee Institute, and thousands of Black communities across the South to help build Rosenwald Schools, which educated more than 600,000 African American children and helped narrow the education gap in the South. The Rosenwald Fund supported institutions and initiatives that shaped American life, including early NAACP legal efforts that helped lead to Brown v. Board of Education, fellowships for African American artists and scholars such as Jacob Lawrence, Marian Anderson, Zora Neale Hurston, and Langston Hughes, and support for Historically Black Colleges and Universities. While Americans continue to struggle with the high cost of living, the bill makes it more expensive for Americans to keep a roof over their heads, commute to work and school, and have a chance at homeownership. For 2027, the funding bill provides $92.2 billion, including $434 million to support maritime defense readiness programs at the Department of Transportation. After accounting for housing revenues, $100.9 billion is provided for federal transportation and housing programs, a cut of nearly $8.8 billion, or 8 percent, from 2026. The legislation: Does nothing to address the rising cost of living by slashing investments in programs that expand affordable housing production and help communities fund locally driven solutions to cut red tape and eliminating eviction prevention grants that help families stay in their homes. Strips away opportunities for families to become homeowners or access safe, decent, affordable housing by slashing housing counseling assistance and cutting the fair housing enforcement work that protects housing choice for all Americans. Increases congestion on roads and hurts our economy by stalling supply chain networks, walking away from critical public-private investments that advance our transportation systems, keep our construction workers on the job, and grow American manufacturer and supplier businesses. “The bill before us falls short of the American people’s needs, and once again, fails to meet this country’s growing housing shortage, most especially in the area of homelessness, and our aging populace,” Transportation, and Housing and Urban Development, and Related Agencies Appropriations Subcommittee Ranking Member James E. Clyburn joined the Congressional Black Cacusus to deliver the following remarks on the House floor honoring the late Reverend Jesse Jackson: Mr. Speaker, I rise today to honor and pay homage to the late Reverend Jesse Louis Jackson, Sr. On Tuesday, February 14, 2026, I joined the nation in mourning the passing of one of the most quintessential civil rights leaders – Reverend Jesse Louis Jackson Sr. Our relationship began as students at rival high schools in South Carolina, he at Sterling in Greenville and me, at Mather Academy in Camden. Our schools played football and basketball against each other. Jesse was the star quarterback at Sterling, and I was a prolific benchwarmer at Mather. But the rivalry was there. He could play, and I could yell. That relationship was extended and intensified when he enrolled at North Carolina A&T, an 1890 Land Grant HBCU in Greensboro, NC. I was already attending South Carolina State the 1890 HBCU in our home state. There was, and still is, an intense rivalry between those two iconic institutions. But, then independent of each other, we both pledged and became members of Omega Psi Phi Fraternity. And it was in that brotherhood, and during our political activism, although not always in the same camp, that we developed a love and respect that lasted throughout the ages. His mother Helen was one of my biggest political boosters and a valued friend. Jesse and I had a genuine friendship, in large measure, because our mothers “willed” it to be. During my political visits to Greenville and the Piedmont area, his mother Helen and her good friend Lottie Gibson, would make sure I had as much sustenance that their southern fried chicken could provide. I shall never forget the night I kicked off my campaign for South Carolina’s Secretary of State in Georgetown every bit of a four-hour drive from Greenville. Just as that rally began, I looked up and who was walking through the door of that church – Helen Jackson and Lottie Gibson. They had driven … 1 2026-04-16T05:48:36Z 2026-04-16T05:50:08Z

The I-95 bridges over Lake Marion serve as a vital link for freight and passenger travel along the East Coast. The replacement project will modernize the corridor, improve structural integrity, and enhance long-term reliability for motorists traveling through South Carolina. The project is supported by a significant federal investment made possible through one of the largest federal discretionary grant awards ever received by the South Carolina Department of Transportation, underscoring the strong partnership between state and federal leaders to modernize America’s infrastructure. The Voter Empowerment Act (VEA) would expand voter registration and voting access by requiring states to make online voter registration available, establish automatic voter registration systems, permit same-day voter registration, and accept voter registration applications from citizens under the age of 18. “The right to vote is the bedrock of our democracy. While it should be a sacred and affirmed right for every eligible American, unfettered access to the ballot box continues to be under attack across the country, including with the dangerous SAVE America Act that Trump and MAGA Republicans are trying to ram through Congress,” said Congressman Clyburn. “Our democracy is only as strong as our ability to protect it. With President Trump openly boasting that the goal of the SAVE America Act is to guarantee election results regardless of the will of the voters, I urge my colleagues to join me in safeguarding the integrity of our elections.” “As Republicans across the country seek to pass voter suppression laws that will disenfranchise millions of voters, we must do more to make sure that voting is fair and accessible for all Americans,” said Senator Gillibrand. “The Voter Empowerment Act is commonsense legislation to modernize voter registration and protect our elections from interference. I am proud to introduce it alongside my good friend Rep. Clyburn, and I am determined to get it passed.” In recent years, many states have passed new voting restrictions, from limits on absentee ballots to onerous voter ID requirements. These restrictions were empowered by the Supreme Court’s decision in Shelby County v. The Trump Administration, in disregarding this constitutional requirement in attacking Iran, has put American lives at risk despite the apparent absence of an imminent threat to our country or a coherent strategy to achieve a successful outcome. “George Santayana famously warned, “Those who cannot remember the past are condemned to repeat it.” In this case, we need only remember the recent past—events in Iraq, Afghanistan, and Libya—to expect that another major American military campaign in the Middle East will encounter significant challenges. Clyburn released the following statement on the passing of Dr. Norman Francis of Xavier University of Louisiana: “I’m deeply saddened to learn of the passing of my dear friend, Norman Francis, the first Black president of Xavier University of Louisiana and civil rights pioneer. Bolstered by strong values of faith and community, Norman served as America’s longest-serving college president. Because of his leadership, Xavier is consistently cited for sending more Black students to medical school than any other four-year college in the U.S. The first Black student to integrate Loyola University in 1952, the life of Norman Francis was, in so many ways, exceptional. “Norman was a tenacious warrior on the battlefield of justice. Serving on the Board of the Voter Education Project under his Chairmanship was one of the most rewarding experiences of my life. And working with him during the Katrina/Rita crisis was a real blessing. Norman was an embodiment of Luke 12:48, “to whom much is given, much is required.” “My prayers are with his family and loved ones.” 1 2026-04-04T05:28:40Z 2026-04-04T05:30:10Z

Clyburn (SC-06) released the following statement on the passing of Reverend Jesse Jackson: “Today, I join the nation in mourning the passing of one of the most quintessential civil rights leaders – Reverend Jesse Jackson. “Our relationship began as students at rival high schools in South Carolina and continued at rival HBCUs in the South – he at North Carolina A&T State University and me at South Carolina State University. These rivalries forged a friendship that remain constant and mutually beneficial. His mother helped me launch my political career back in the 1970s and our children have carried our family and political relationships into a third generation. “A native of Greenville, South Carolina, Reverend Jackson began his activism in the summer of 1960 as a student seeking to desegregate the local public library in Greenville and then as leader in the sit-in movement. He grew to become one of the founders of the momentous Rainbow PUSH Coalition – an intergenerational movement to uplift the “the voiceless and downtrodden.” His passion to bring together all creeds is a testament to his vision of unity, oneness, and a nation under one accord. “His historic presidential runs in 1984 and 1988 reflect his strong will, guiding faith, and motivation that anything is possible. A life lived defying odds, Reverend Jackson showed us that if we all work together – we can bend the arc of the moral universe and change history. Operation Breadbasket, anti-apartheid activism, voter registration, and corporate diversity were among just a few of his initiatives that advanced opportunity and equality for Black Americans. “It should not be lost on any of us the impact that Reverend Jackson has had on the nation, Black Americans, and movements to encourage civic participation around the world. His vision is his legacy, and his teachings continue to inspire me as I continue the pursuit of justice and equality. “My prayers are with Reverend Jackson’s family and loved ones. Clyburn C000537 clyburn.house.gov clyburn https://clyburn.house.gov/press-releases/ scraper Mr. Speaker, We have come to the floor today to pay homage to the Black men and women of our armed forces whose service and sacrifices have far too often unrecognized and underappreciated. And to make matters worse, they have often been denied their proper benefits as veterans who have proudly served our nation. There has been no war fought by or within the United States in which Blacks did not participate. The men and women who we are honoring tonight, as we commemorate the 100th year of celebrating Black History, made memorable and consequential contributions to the greatness of this country, and it should not be insulting to any red-blooded to hear about them, read about them, and learn about them in the same manner that we learn about others whose contributions were similar but their skin color made more worthy. When we hear the story of the American Revolution, we don’t often learn of Crispus Attucks. Significant Black figures in the military, like Attucks, paved the way for America’s final victory in the war for independence. In 1770, Crispus Attucks, a Black man, became the first casualty of the American Revolution, when he was shot and killed in what became known as the Boston Massacre. Debated as a hero or a violent instigator, his murder stirred the revolutionary fervor and America’s fight for its liberation from the British. The life of Crispus Attucks is far less documented than his death. Crispus escaped from slavery in Framingham, Massachusetts in 1750, and spent two decades on trading ships and whaling vessels. His death continues to serve as a reminder that African Americans took an active role in the path to American independence, not a passive one, and the first death in the American Revolution, belonged to a Black man. In his 1994 book, We Can’t Wait, Martin Luther King, Jr. pays homage to Attucks for his courage and defining role in our textbooks. Why don’t our textbooks? In his 1881 autobiography, Life and Times of Frederick Douglas, he said, “I urged every man who could to enlist to … 1 2026-03-30T01:40:41Z 2026-04-06T17:26:08Z

In a new letter to Acting Commissioner of the Internal Revenue Service Scott Bessent, the lawmakers urged the Trump Administration to withdraw a proposed settlement in National Religious Broadcasters Association v. Bessent which carves out exceptions to the foundational principle of separation of church and state. For the past 70 years, a provision of the tax code known as the Johnson Amendment has insulated nonprofits, faith-based organizations and houses of worship from electoral politics. In order to qualify for 501(c)(3) status, nonprofits and houses of worship cannot engage in tax-exempt political speech. Despite widespread support for the Johnson Amendment among thousands of nonprofits and houses of worship, the Trump Administration reversed course on a lawsuit targeting the Johnson Amendment in an attempt to exempt two churches from complying with the law. “Congress has considered and rejected multiple attempts to modify the Johnson Amendment,” the lawmakers wrote. “Members have long understood the moral imperative of shielding nonprofit service organizations, including houses of worship, from electoral politics while protecting taxpayers from being compelled to subsidize political speech. Your Proposed Consent Decree is nothing more than a transparent end-run around Congress, which has consistently rejected attempts to change this 70-year-old law. “The Proposed Consent Decree seeks to exempt two specific organizations favored by the government out of the more than 1.5 million 501(c)(3) organizations in the United States from following the law,” the lawmakers continued. Homeless service providers throughout the country will begin to run out of money next month. Under HUD’s new funding requirements, as many as 170,000 veterans, youth that have aged out of the foster care system, and people with disabilities could be pushed out onto the streets in the dead of winter. “We have the money to continue funding this program. There are already more than 771,000 people experiencing homelessness across the United States. But President Trump and Republicans’ plan is to choke off funding for programs that have been proven to help provide vulnerable people with stable housing for years, while delaying grants to nonprofits, faith-based organizations and local governments who help get people housed to next spring. “The administration should be focused on addressing their cost-of-living crisis that has made housing so unaffordable, not targeting vulnerable people and making the homelessness crisis worse.” ### 1 2026-03-30T01:40:41Z 2026-04-06T19:52:45Z
https://clyburn.house.gov/i-voted-no-on-the-republicans-government-funding-bill-heres-why/ I voted no on the Republicans’ government funding bill. Here’s why. 2025-11-13 2025 2025-11 Democrat House SC James E. Clyburn C000537 clyburn.house.gov clyburn https://clyburn.house.gov/press-releases/ scraper Friends— I just came off the House floor, and I voted No on the Republicans’ government funding bill. The government shut down in the first place because Republicans refused to work with Democrats to prevent health care premiums for nearly 20 million Americans from soaring next year. This shouldn’t be a partisan issue. Just as many Republicans as Democrats—if not more—rely on the Affordable Care Act for coverage. We were fighting for all Americans who will be harmed when these premiums rise, but Republicans refused to budge. The Right was willing to put the country through unnecessary pain before lifting a finger to help the American people afford health care—including their own supporters. They actually sought to make the pain worse. We saw that when SNAP funding ran dry and the Trump administration went to court to block the use of a backup fund to help Americans buy food. We saw it again when, even as federal employees went without pay, they tried to lay off more workers. I will not reward Republicans with my vote for betraying millions of Americans, forcing them to pay skyrocketing premiums or lose health coverage altogether. The shutdown may be over, but Democrats’ fight to make health care accessible and affordable for all continues. We’ll keep raising awareness, sharing people’s stories, and working with any Republican who believes—as we do—that millions of Americans shouldn’t see their health care premiums double in January, especially when so many families are already struggling with high costs. Is our health care system affordable for everyone? Of course not—and no Democrat is claiming it is. But it’s been Democrats who have consistently offered solutions to bring costs down: empowering Medicare to negotiate prescription drug prices, capping insulin costs, and more. Republicans have opposed these measures time and again. And when Republicans are in charge, they have no plan at all. Earlier this year, they passed a bill that will strip health insurance from 10 million people, and their inaction… 1 2026-03-30T01:40:41Z 2026-04-06T19:52:45Z

Clyburn (SC-06), Ranking Member of the House Appropriations Subcommittee on Transportation, Housing and Urban Development, and Related Agencies, released the following statement calling for the Trump Administration and Congressional Republicans to end to the government shutdown: “The Trump Administration and Congressional Republicans have shown a reckless disregard for hardworking American families and federal workers amid this government shutdown. “Whatever talking points Republicans may be reciting today, our 10,000+ air traffic controllers deserve better than the treatment they are getting under unified Republican control of Washington. Following the Trump executive order on March 27 canceling collective bargaining agreements at several other federal agencies—which was the largest single action of union-busting in American history, air traffic controllers and other aviation safety professionals are under threat. In spite of its claims that they are putting American workers first, the Trump Administration has done the complete opposite. “The ongoing government shutdown is causing additional pain and uncertainty as air traffic controllers and other federal employees are showing up each day without pay to continue ensuring the safety and reliability of air travel. With crises looming in air travel, health care, and hunger, my Republican colleagues must finally come to the table to negotiate a resolution to all of them. “If we are serious about protecting these essential workers and maintaining the safety and integrity of our nation’s skies, I call on my colleagues to end this Republican-led shutdown.” ### 1 2026-03-30T01:40:41Z 2026-04-06T19:32:54Z

The BEAD program was established by Congress in the Bipartisan Infrastructure Law to provide high-quality, affordable, and sustainable broadband to connect the nearly 25 million Americans that continue to wait for high-speed internet access. In their letter to Secretary Lutnick, the lawmakers urge the Department of Commerce to ensure that states receive the full funding and flexibility they retained prior to the issuance of the restructuring notice to fully meet those statutory objectives. “Access to affordable, reliable, high-speed broadband is essential to full participation in modern life in the United States” the Members wrote. “We therefore urge you to implement the BEAD program in accordance with the best reading of the statute so we can make high-quality internet accessible and affordable for all Americans.” The BEAD program, enacted into law in 2021 as part of the Bipartisan Infrastructure Law, provides $42 billion to provide high-quality internet access to millions of Americans who remain unserved, to ensure affordability, and to facilitate adoption. Watch a video of the press conference here. “Next Tuesday, June 17, marks the 10th anniversary of the massacre at Mother Emanuel AME Church in Charleston, South Carolina. On that horrific night in 2015, a shooter motivated by racial hatred opened fire during a bible study at this historic place of worship, killing nine worshipers. He was able to obtain the gun because of a provision in federal law that allows the sale to take place if the background check is still unresolved after three business days. Ten years ago, it became known as the Charleston loophole,” said Congressman Clyburn. “I am proud to join Rep. Mike Thompson in introducing The Enhanced Background Checks Act that would eliminate the three-day period and establish in its place a more thorough process that would keep guns out of dangerous hands, while protecting the Second Amendment rights of law-abiding citizens.” “Keeping guns out of the hands of people who are a danger to themselves or others just makes sense — and Americans overwhelmingly agree. That’s why 90 percent of non-gun owners and 90 percent of gun owners support universal background checks for firearm purchases. Background checks are quick and effective tools to keep our communities safe while still respecting the rights of law-abiding citizens. Clyburn (SC-06) penned an op-ed in the Post and Courier on President Biden’s transformative impacts for the state of South Carolina. Joe Biden Delivered for South Carolina By Congressman James E. Clyburn In my 2020 endorsement of Joe Biden for President, I intoned, “I know Joe. We know Joe, but more importantly, Joe knows us.” Five years later, after expertly managing a once-in-a-lifetime pandemic, successfully taming a global inflationary crisis, soldierly responding to a full-scale invasion of a sovereign nation by an adversary, and skillfully navigating life changing legislation through a narrowly divided Congress, those words I spoke about my friend, President Joe Biden, have proved prophetic. While the full impact of his presidency will not be felt for years, the seeds he planted are already taking root throughout the nation and are bearing good fruit across South Carolina. Consider the Bipartisan Infrastructure Bill, a bold, once-in-a-generation investment to modernize America’s infrastructure that folks in Washington had talked about for decades but routinely failed to deliver. President Biden did with broad bipartisan support. To date, that $1.2 trillion bill has invested nearly $5 billion in South Carolina and is funding a decades-long wish list of major infrastructure needs around the state. “Malfunction Junction” in Columbia is being reconfigured. The 60-year-old Lake Marion Bridges in Orangeburg and Clarendon counties are being replaced. Multi-million dollar access to Charleston’s largest shipping terminal is being enhanced, and the harbor has been deepened. The corridor from Spartanburg to the North Carolina border is being transformed, as is I-77 from Charlotte to Columbia. Extensive widening and intersection improvements are taking place along I-95 and I-26. And earlier this month, the Department of Transportation announced $204 million to eliminate the Assembly Street railroad crossings that have frustrated visitors and residents of our state’s Capi… 1 2026-03-30T01:40:41Z 2026-04-06T23:38:47Z

Clyburn (SC-06) released the following statement on signing an Amicus Brief to the Supreme Court in support of upholding the Universal Service Fund (USF), a critical federal program that has reliably supported broadband access in the most rural and underserved areas of the country for nearly 30 years. Despite decades of precedent, the Supreme Court’s case, Consumers’ Research v. FCC, claims the current funding mechanism for USF is unconstitutional. The court’s ruling can determine whether some of our country’s most underserved areas are potentially cut off from broadband service. “It cannot be understated how impactful the Universal Service Fund has been to expanding broadband to rural communities across the country,” said Congressman James E. Clyburn. “Congress has already instituted the proper guidelines to ensure USF revenue streams are sustainable. We have an obligation to strengthen these programs and do all we can to close the digital-divide in every community.” In the amicus brief, Members argue that Congress has established sufficient universal service policy and principles to direct the Federal Communications Commission’s (FCC) implementation of the Universal Service programs and contribution mechanism. The Members also argue that Congress exercises significant oversight of the FCC’s implementation of USF, and the work performed by the Universal Service Administrative Company (USAC) does not undermine political accountability. The Members state that dismantling USF would have dire consequences for millions of Americans, impeding efforts to close the digital divide. 1 2026-03-30T01:40:41Z 2026-04-06T23:38:47Z

This new landmark, historically known as the American Cigar Company Building, will recognize the site where cigar factory workers – led by Black women – went on strike for better pay and working conditions, and against gender and racial discrimination on the job. The Supreme Court of the United States eviscerated a central component of the Voting Rights Act of 1965 with their decision in Shelby County v. Holder, paving the way for states to pass new voting restrictions — from limits on absentee ballots to voter ID requirements. In the last 11 years, states have collectively adopted at least 94 laws that make it harder for Americans to vote. The Voter Empowerment Act would help eliminate these harmful barriers for voters by ensuring access to the ballot, preserving integrity in voting systems, and demanding accountability in elections. “The right to vote helps to form the bedrock of our democracy. Batteries are critical to strengthening the U.S. grid, powering American homes and businesses, and supporting the electrification of the transportation sector. Administered by DOE’s Office of Manufacturing and Energy Supply Chains (MESC), the selected projects will retrofit, expand, and build new domestic facilities for battery-grade processed critical minerals, battery components, battery manufacturing, and recycling. “No one has brought more manufacturing jobs back home to American soil, and more specifically South Carolina, than the Biden-Harris administration. Congressman Clyburn participated in this event in lieu of attending Israeli Prime Minister Benjamin Netanyahu’s speech to Congress that is scheduled for later today. “This morning, my colleagues and I met with Israeli families who endured tremendous suffering in the wake of Hamas’ October 7th attack. Their courage and willingness to speak about such difficult times is deeply inspiring. Just as we stood together to honor the memories of the Israelis and Palestinians who have lost their lives in this tragic conflict, I hope we, as a Congress, can unite to ensure the safe return of the remaining hostages and work tirelessly to bring peace to the region through a committed pursuit of a two-state solution,” said Congressman Clyburn. During the meeting, Congressman Clyburn delivered brief remarks followed by a conversation with the families. The event concluded with a moment of silence for all the victims — Israeli and Palestinian — of this catastrophic and tragic war. Dozens of Members of Congress attended the meeting. Israeli hostage family member speakers included: Maya Roman, the cousin of Yarden Roman-Gat, who was kidnapped by Hamas on October 7, 2023, and released after 54 days. Efrat Machikawa, the niece of Gadi Moses, who was brutally abducted on October 7th. Zahiro Shahar Mor, the nephew of Avraham Munder, who was brutally abducted on October 7th. 1 2026-03-30T01:40:41Z 2026-04-07T21:24:45Z

This project will revitalize downtown Orangeburg and unify the city’s business district and universities. “It is an honor to participate in today’s groundbreaking. During my time as a student at South Carolina State, Orangeburg was a hub for innovation and industry. Now is the time for the city to reclaim that role once more,” Congressman Clyburn said. “Today marks the beginning of our efforts to revitalize and reconnect this historic and dynamic community.” Once completed, the Railroad Corner Redevelopment Project will provide office and commercial space as well as housing for students at South Carolina State University and Claflin University. This project will also improve parking and transit infrastructure and provide a pedestrian bridge over highways and railroad tracks. Included in the redevelopment will be the Cecil Williams Civil Rights Museum, which will serve as the centerpiece of the redevelopment. This redevelopment project was made possible through the $29 million in federal investments. This figure includes the more than $700,000 in community project funding that Congressman Clyburn secured for the restoration of the Old State Theatre, which is slated to house the Cecil Williams Civil Rights Museum, as part of the Fiscal Year 2023 minibus appropriations bill. 1 2026-03-30T01:40:41Z 2026-04-07T21:11:47Z

Equitable representation is the hallmark of a healthy democracy and in this case, the Supreme Court is attempting to steer the country back to a dark place in our history. “I am old enough to remember the indignities suffered by my parents and other Americans who looked like them. While it serves as a recognition of one’s accomplishments, it is also an astute reminder of the challenges that lie ahead. It speaks to the duty each and every one of us has to further the founding fathers’ dream of a ‘more perfect union.’ I accept this award with deep humility and the promise to uphold this vision,” he continued. “I reflect upon the moment I was elected president of my NAACP Youth Council in Sumter, South Carolina, at the age of 12. From leading student protests in Orangeburg, South Carolina, to marshaling majorities to pass consequential legislation in Congress, I have learned that we all have roles to play in making the greatness of this democracy accessible for everyone,” he explained. “I look forward to continuing my efforts to bend the arc of history towards justice and proving myself worthy of this incredible honor.” The following individuals will also be awarded the Presidential Medal of Freedom on Friday: 1 2026-03-30T01:40:41Z 2026-04-07T21:01:11Z

Henry McMaster’s economic development successes, a projected $1.6 billion budget surplus and the recent discovery of $1.8 billion in unobligated funds in the state’s coffers, we have a once-in-a-lifetime opportunity to repair some nagging faults that have existed in our beloved state for far too long. Come July 21, I will celebrate the 45th anniversary of my 39th birthday. I have spent most of these years reading and writing about our state’s and nation’s history. For many of those years, I have worked closely with some enlightened, although not perfect, political leaders. In fact, I have worked for, and at the behest of, four South Carolina governors: John Carl West, James B. Edwards, Richard W. Riley and Carroll A. Campbell — two Democrats and two Republicans. From my studies and experiences, I have become keenly aware of our beloved state’s trials, tribulations and triumphs. In the early 1970s, I spent nearly four years on the personal staff of Gov. West, and I remember the year we experienced a 14% growth rate. When we developed our budget for the coming year, the governor undertook efforts to use that unexpected windfall to repair some of the faults that existed in our state. A 1970 study revealed that because of some long-standing conditions, most black college graduates did not pursue professional careers in South Carolina and were leaving the state in droves. As a result, the governor proposed, and the Legislature created, the S.C. Human Affairs Commission to address that fault. Safe, sanitary and affordable housing — especially in our rural communities — were scarce, and the state cre… 1 2026-03-30T01:40:41Z 2026-04-07T20:47:55Z

Benjamin began by explaining the importance of the Office of Public Engagement, which he describes as “the front door to the White House.” “My grandmother would say, ‘You know, God gave you two ears and one mouth for a reason: You listen twice as much as you talk.’ It’s one thing to go and tell people the great things that are happening under the Administration’s leadership,” said Benjamin. “It’s more valuable to actually be able to listen and to get constructive input, constructive criticism from people, about, okay, this is what’s happening on the ground where real people are working every single day to live up to their God given potential.” The pair also underscored the importance of reconnecting communities that have been divided by previous generations of American infrastructure — a core component of Benjamin’s work in the Biden Administration. “When you reconnect these communities, you give people an opportunity to interact with each other. You give businesses a chance to grow and flourish, and you improve the lives of children, being able to really go to school in their communities rather than getting bussed out of communities,” said Congressman Clyburn. The two closed by connecting over the phenomenon of Republicans voting against signature pieces of the President’s agenda but taking credit for the recent influx of investments in their communities. Congressman Clyburn explained that rather than attend a campaign fundraiser in New York, he went and “talked about rural water down in Berkeley County. A tremendous $24 million addition we’re making to that water system down there. So, I decided I’ll stay here, and go to that groundbreaking, so nobody else will get the credit.” Benjamin laughed… 1 2026-03-30T01:40:41Z 2026-04-07T20:47:55Z

I appreciate this opportunity to address you, the leaders of South Carolina’s network of outstanding community colleges. I also want to thank Savannah River Nuclear Solutions for hosting this luncheon and for their innovations at the one HBCU in your network, Denmark Tech. As a former teacher, I know all too well how impactful training at your institutions can be for these students. The education they receive opens doors to gainful employment that can be life-changing for the financial security of multiple generations. It is for this reason that my Democratic colleagues and I supported the House-passed Workforce Innovation and Opportunity Act of 2022, which reauthorized WIOA until 2028 in the last Congress. This legislation would offer sustained, reliable funding to technical colleges to meet their aim of providing job training and workforce development for students. Director Stritzinger joined Congressman Clyburn to discuss his role and efforts to expand highspeed affordable internet to every corner of the state. In 2023, millions of Americans still lack a reliable, high-speed connection at home. Efforts to deploy affordable, high-speed internet service is the modern equivalent of rural electrification in the 20th century in both complexity and importance. “There are plenty of people who say that is too expensive to put internet on county roads and that ‘those people’ will never use it…we are going to prove them wrong,” said Director Stritzinger. “The internet provides the foundation for all those things we hold special. We can lift up school teachers, we can lift up agricultural professionals, we can do research and development, we can make entrepreneurship happen…the internet is as important to daily life as electricity was back in the 1930s.” Efforts to make highspeed broadband affordable for low-income households have been made possible through the Affordable Connectivity Program (ACP), which was established and funded in President Biden’s Bipartisan Infrastructure Law. “ACP is a place where qualifying families can get $30 a month towards their monthly internet bill. It’s been extremely successful in South Carolina…it makes me sick to my stomach to think about a child that has a beautiful, fully-functional device and they go home and they have no connectivity That’s where we’re leaving brilliant minds behind. We’re fixing it rapidly, though, I’ll be happy to share that we’ve made incredible progress,” Director Stritzinger continued. “South Carolina is leading the way in this all-important broadband deployment,” said Congressman Clyburn. “The gentleman that we have here today is the one that is responsible.” 1 2026-03-30T01:40:41Z 2026-04-08T00:49:26Z

The Disarm Hate Act would address the dangerous gap in current federal law by providing that individuals who have been convicted of a misdemeanor-level hate crime, or received an enhanced sentence for a misdemeanor crime after a judicial finding that they acted with hate or bias motivation, are prohibited from buying or possessing guns. “As we tragically witnessed in Charleston, South Carolina at Emanuel AME Church in 2015, and far too often elsewhere, hatred and guns are a lethal mix,” said Congressman Clyburn. “We must do more to keep deadly firearms out of the hands of those seeking to use them to commit these heinous crimes. To that end, earlier this year I reintroduced my legislation to close the Charleston Loophole, and today I am pleased to join Rep. Escobar in reintroducing the Disarm Hate Act. I urge the Republican majority to bring these common-sense bills to the House floor for a vote. Lives are at stake.” “Four years after a white supremacist came to El Paso to slaughter Mexicans and immigrants in what was the deadliest targeted attack against Latinos in modern American history, hatred against Hispanics and migrants undoubtedly persists,” said Rep. Escobar. “Hate and bigotry, coupled with easy access to weapons of war, make for a terrifying and deadly combination. Too many communities – including my own – know the consequences all too well. As legislators, we have a solemn obligation to act and prevent further gun violence atrocities. Currently, the TriCounty Link system maintains 9 regular fixed routes and 4 commuter routes for the rural residents of Berkley, Charleston, and Dorchester counties. This funding will support the development of additional routes in Summerville and same day, on-demand transit service in currently serviced communities. These routes will be developed in partnership with the Charleston Area Regional Transportation Authority (CARTA), who recently received nearly $26 million to build the Shipwatch Square Transit and Workforce Center — an electric transportation hub for the Charleston and North Charleston communities — from President Biden’s Bipartisan Infrastructure Law. “This funding is yet another example of how the Biden-Harris Administration is dedicated to providing persistent poverty communities with the resources they need to thrive,” said Congressman James E. Clyburn. “I am happy to see the FTA is building on my 10-20-30 plan by distributing funding to the communities in South Carolina and throughout the nation that have been left underserved for too long.” The Areas of Persistent Poverty Program awards grants to eligible applicants for the planning, engineering, or development of financial plans to improve transit access in areas experiencing long-term economic distress. This round of Areas of Persistent Poverty Program funding was in part made possible through the Consolidated Appropriations Act of 2022, which also included more than $373 million to fund community projects in South Carolina and nearly $155 million for projects in the Sixth Congressional District. Clyburn C000537 clyburn.house.gov clyburn https://clyburn.house.gov/press-releases/ scraper By Congressman James E. Clyburn When President Joe Biden took office, the economy was in crisis, millions of Americans were out of work, and Main Streets were shuttered. Two years later, it’s clear that his economic plan is working. The Biden administration has created over 12.4 million jobs during his presidency. Our nation’s unemployment rate is at the lowest since 1969 and the deficit has fallen by $1.7 trillion. That success is due in part to the transformational American Rescue Plan.Enacted just 50 days into his term, the $1.9 trillion American Rescue Plan was the first step in President Biden’s strategy to stabilize families, reopen schools, make COVID-19 vaccines readily available, and get people back to work. Saturday, March 11 marks two years since the enactment. Its success could not be more apparent than in our progress in expanding access to health care, reducing childhood poverty, and closing the digital divide. President Theodore Roosevelt was the first president to call for health care reform over 100 years ago. President Barack Obama sought to meet that call with the introduction of the Affordable Care Act (ACA). The ACA provided subsidies for private health insurance for many low- and middle-income Americans, while strongly incentivizing states to expand Medicaid to provide coverage for those with lower incomes. The ACA was just the first step toward making health care accessible and affordable for all Americans. The American Rescue Plan was the next one. The American Rescue Plan temporarily enhanced ACA health insurance subsidies to make coverage more affordable, resulting in millions more Americans signing up. Over 31 million Americans now have access to affordable, quality health insurance through the ACA and the average family is saving $2,400 a year on their premiums. The enhancements in the ARP have since been extended by the Inflation Reduction Act.The American Rescue Plan also enhanced the incentive to expand Medicaid for the 12 states that had yet to do so. Show me your budget, and I’ll tell you what you value.’ President Biden’s FY24 budget proposal tells us that he values a strong and prosperous America built from the bottom up and the middle out. My Republican colleagues, on the other hand, continue to demonstrate that they value cutting taxes for their ultra-wealthy corporate friends while cutting the critical lifelines that hardworking Americans rely on to support their families and seek opportunity. “President Biden’s budget will make historic investments in the American people. His fiscally responsible proposal will ensure that Medicare is fully funded through 2050 and will strengthen Social Security, without raising taxes on those making less than $400,000 per year. It will fully restore the American Rescue Plan’s expanded Child Tax Credit, which lifted nearly 4 million children out of poverty, and will increase food security for low-income families through investments in school meals and WIC. The proposal will also build on his plan to make higher education more affordable by increasing the discretionary maximum Pell Grant. These investments, plus many more, will help us build an economy that works for everyone, lower costs for hardworking Americans, and help struggling families get back on their feet while reducing the deficit by nearly $3 trillion over the next decade. “If Congressional Republicans wish to disavow their numerous plans to gut Medicare and Social Security, they need to show us their proposal. The American people deserve to know where Republicans’ loyalties lie—with everyday Americans or with the ultra-wealthy and well-connected.” 1 2026-03-30T01:40:41Z 2026-04-07T23:30:02Z

This landmark legislation represented a promise to all who fought for our country that their sacrifice would be rewarded with a range of benefits, including low-cost mortgages and low-interest loans to start a business or farm, unemployment compensation, and education assistance. In practice, this opportunity for prosperity was denied to Black World War II veterans and their descendants. Today, Congressmen James E. The Congressmen previously introduced this legislation in the 117th Congress. “The quickest ways to overcome poverty in this country are through education and homeownership. The denial of these benefits to Black veterans returning home from service has impacted the accumulation of generational wealth for Black families across the country,” said Congressman Clyburn. “We must restore the possibility of full economic mobility and the promise of the original G.I. Bill to all impacted by these discriminatory federal practices. This legislation will honor that commitment.” “We all know the GI Bill lifted up a generation of WWII veterans and built the American century. It’s been called the most successful piece of legislation ever. Elected Chair in January 2023, Chairman Horsford shared his vision for the Congressional Black Caucus in the 118th Congress.“We are using the ingenuity, the experience, the education of our members to make sure that we win — that we win for our constituents, that we win in our districts, that we win the week, we win the month, we win the year, and then we win for the American people. That is the vision for the Congressional Black Caucus,” explained Chairman Horsford. One of the longstanding issues the Congressional Black Caucus has fought to address is the culture of policing. Following President Biden’s impassioned call for police reform in his 2023 State of the Union address and the violent death of Tyre Nichols at the hands of 5 Memphis police officers, the two discussed the importance of public safety and police accountability. “What we have said as a Congressional Black Caucus is all of our communities should be safe,” said Chairman Horsford. “Public safety is important to all of us. And accountability should be in place for those who violate the public good in their roles especially in law enforcement.” Congressman Clyburn agreed, noting, “Tyre Nichols died at the hands of five Black police officers. We are not in this battle because of a racial issue. We are in this battle because of an issue of accountability. A proud product of South Carolina public schools and universities, Judge Benjamin is an experienced jurist with the wealth of knowledge and varied life experiences necessary to serve with distinction. A longtime Circuit judge on the South Carolina Fifth Judicial Circuit, Judge Benjamin is a former prosecutor and former City of Columbia municipal judge. “I thank President Joe Biden for nominating Judge Benjamin and for his efforts to ensure our federal judiciary reflects the diversity of this great nation. Of the 151 judicial nominations President Biden has made 100 have been women of which 32 have been African American. In just two years, Joe Biden has placed 12 Black women on the various U.S. courts of appeals, more than all other presidents combined. “I appreciate Senators Lindsey Graham and Tim Scott’s support of Judge Benjamin’s confirmation, as well as Chairman Dick Durbin for ushering her confirmation through the Senate Judiciary Committee and the full Senate.” 1 2026-03-30T01:40:41Z 2026-04-07T23:18:08Z

In the years since, our nation has collectively mourned the loss of far too many Black men and women at the hands of police — most recently, Tyre Nichols. I am committed to addressing the issues around public safety and accountability and will continue to work with my colleagues in Congress and the Biden-Harris Administration to see this goal through. He has been the engineer of a great recovery which has renewed Americans’ ability to access the promise of this great country. Job creation has been at record highs, and unemployment has been reduced to record lows. Under the President’s leadership, we finally enacted legislation to address decades-long problems: much-needed funds to repair infrastructure and close the digital divide; caps on the cost of insulin and prescription medication for our seniors; critical investments in clean energy jobs; and long-overdue care for our toxic-exposed veterans. As the provisions of these bills go into effect, the American people are beginning to reap the fruits of our labor. “However, as the President said tonight, there is still more that needs to be done. In particular, the expanded Child Tax Credit that significantly reduced child poverty must be renewed, and we must provide affordable health care coverage to millions of uninsured Americans living in the states, including South Carolina, that have refused to expand Medicaid under the Affordable Care Act. President Biden’s steady hand has served our country well throughout the last two years, and I remain confident that he is the most capable guide to have at the helm as we push forth on our march towards a ‘more perfect union’.” ### 1 2026-03-30T01:40:41Z 2026-04-07T23:18:08Z

Clyburn announced nearly $2 million dollars in grants from the Postsecondary Student Success Program for Claflin University and Orangeburg-Calhoun Technical College. This funding was made possible through the Department of Education’s Fund for the Improvement of Postsecondary Education (FIPSE). “Providing support for historically underrepresented communities has always been one of my priorities. This funding will work to expand opportunities for students in those communities,” said Congressman Clyburn. “These investments from the Department of Education show their commitment to raising the bar for equity in higher education and their pursuit to making America’s greatness accessible and affordable for all. I will work to protect these resources in the 118th Congress from forthcoming Republican budget cuts.” The Postsecondary Student Success Program is a new FIPSE grant program established by Congress in response to the Biden-Harris Administration’s request for funding to address college completion issues. The Department recently received an additional $45 million in funding in the FY23 budget to expand the program to serve more students. The grants will help institutions invest in data-driven and evidence-based reforms to encourage postsecondary retention, transfer, and completion among students who are close to graduation, as well as those who temporarily withdrew from school because of challenges faced during the COVID-19 pandemic. Clyburn released this statement following the House vote on the misnamed Family and Small Business Taxpayer Protection Act: “After delaying Congress’ ability to organize and begin to work on behalf of the American people, the first bill House Republicans brought to the floor is not about addressing the needs of hardworking Americans. Instead, they have chosen to pass legislation to increase deficits by more than $100 billion by making it easier for the ultra-rich and big corporations to cheat on their taxes. “Democrats invested $80 billion in the IRS through the Inflation Reduction Act to ensure that the agency is able to help Americans pay the taxes they owe and that our tax laws are enforced fairly and equitably. Today, wealthy millionaires and billionaires are audited at significantly lower rates than those with lower incomes because the IRS simply does not have the resources to go after the biggest tax evaders. Data have shown that predominately African American and rural counties in the Deep South, like many of the communities I represent in South Carolina, have the highest audit rates. The funding included in the Inflation Reduction Act sought to right that wrong while improving service to those seeking to honestly pay what they owe. “By voting to rescind the vast majority of this funding, Republicans have once again shown that they care more about tax cheats than law-abiding taxpayers, more about anti-government fear-mongering than fiscal responsibility, and more about politics than the needs of the American people.” 1 2026-03-30T01:40:41Z 2026-04-07T23:08:17Z

On January 6, 2021, we came face to face with the reality of this fragility as Donald Trump and his followers sought to overturn the results of a free and fair election. “In the two years since their abhorrent attack on our nation’s Capitol, we have made great strides to hold those involved responsible. The exceptional work of the January 6th Committee, chaired with distinction by Representative Bennie Thompson (MS-02), illuminated the severity of the conspiracy for the American people. The National Heritage Area Act also extends the authorization of those two corridors until 2037. “I have studied history my entire life and the Southern Campaign’s role in the American Revolution is often left out,” said Congressman Clyburn. “The creation of this corridor, which closes the loop on my heritage corridors creation efforts, will not only show the rich history of the Carolinas but also help tell a more complete history of our country.” Previously, Congressman Clyburn worked with former Congressman John Spratt to pass the National Heritage Areas Act of 2006 which initially authorized the National Park Service to study the feasibility of establishing a Southern Campaign of the Revolution National Heritage Corridor. South Carolina will receive the third highest total funding among the states. This funding, administered through the EPA, will help 16 South Carolina school districts purchase electric school buses and charging stations that will aid in the transition to zero emission vehicles and produce cleaner air in and around schools and communities. “I am pleased to see how the Infrastructure Investment and Jobs Act is continuing to serve South Carolina in our pursuit to improve quality of life through infrastructure,” said Congressman Clyburn. “This funding will provide students with the reliable transportation they deserve while reducing climate pollution.” The Clean School Bus Program will reduce greenhouse gas emissions, save money for school districts, and produce cleaner air. Diesel air pollution is linked to asthma and other conditions that harm students’ health and cause them to miss school, particularly in communities of color and Tribal communities. Phasing out these diesel engines will ensure cleaner air for students, bus drivers, and school staff working near the bus loading areas, and the communities through which the buses drive each day. The reduction in greenhouse gas emissions from these bus replacements will also help to address the outsized role of the transportation sector in fueling the climate crisis. I look forward to working with my colleagues to continue the fight to provide essential support to the communities we serve.” Congressman Clyburn secured funding for these community supported projects in the appropriation minibus legislation: In addition to securing funding for these community projects, there are other priorities championed by Congressman Clyburn included in the minibus package: $5.385 million for the African American Civil Rights Network, of which $3.4 million is to support the Center for Civil Rights History and Research at the University of South Carolina, and an additional $26.750 million for historic preservation of sites and stories related to the Civil Rights Movement. $33 million for the Southeast Crescent Regional Commission to promote economic development in Alabama, Florida, Georgia, Mississippi, North Carolina, South Carolina, and Virginia. $560 million to expand high-speed broadband service and improve education and telehealth. https://clyburn.house.gov/congressman-clyburn-announces-four-new-south-carolina-sites-added-to-reconstruction-era-national-historic-network/ CONGRESSMAN CLYBURN ANNOUNCES FOUR NEW SOUTH CAROLINA SITES ADDED TO RECONSTRUCTION ERA NATIONAL HISTORIC NETWORK 2022-07-07 2022 2022-07 Democrat House SC James E. Clyburn C000537 clyburn.house.gov clyburn https://clyburn.house.gov/press-releases/ scraper COLUMBIA, SC – Today, Congressman James E. Clyburn announced that the National Park Service has added four new sites in South Carolina to the Reconstruction Era National Historic Network. Established in 2019 by the John D. Dingell, Jr. Conservation, Management, and Recreation Act, this network was created to preserve and protect sites across the country that tell the story of America’s Reconstruction Era. The addition of these four sites brings the number of Reconstruction-era sites in South Carolina to 26, making it the largest in the national network. “I am pleased to see these four additional sites from South Carolina added to the Reconstruction Era National Historic Network,” said Congressman Clyburn. “Reconstruction is often a misunderstood part of our history, and these new sites build on the network’s mission of accurately telling the complete story of this era. These new additions will also greatly boost our state’s tourism industry by welcoming visitors from across the country who wish to learn about this important history.” Below are the four new sites from South Carolina added to the network: Redcliffe Plantation State Historic Site in Aiken County was completed in 1859 and was once home to South Carolina governor James Henry Hammond. This site tells the story of Hammond’s descendants as well as the free and enslaved Black families who shaped the cultural history and landscape of this plantation from 1855 through Reconstruction and up to 1975. The existing slave quarters and mansion serve to highlight the plantation’s rich and varied history. Randolph Cemetery in Columbia is listed on the National Register of Historic Places and served as the first formal private cemetery for Blacks in the city. Established in 1872, it is named in honor of African American State Senator Benjamin Franklin Randolph, who was assassinated in 1868. This cemetery became the final resting place for many prominent Reconstruction Era Black politicians. The Town of Lincolnville in Charleston County was a freedmen’s town fou… 1 2026-03-30T01:40:41Z 2026-04-06T18:20:25Z

Clyburn will mark the seventh anniversary of the tragic shooting at Mother Emanuel African Methodist Episcopal Church by participating in a commemorative “What Kind of Soil Are We? Clyburn. “This national Bible study is much needed and forces the nation to turn the mirror on itself. What kind of soil are we if we cannot or will not protect the lives of students in school and parishioners in their places of worship?
