Lee was the only member of Congress to vote against the resolution. The following is her statement: On September 14th, 2001, in the wake of the terrible terrorist attacks in New York and Washington, DC, Congress was asked to approve a resolution that gave the President a virtually unlimited authority to make war. Specifically, the resolution gave the President the authority to "use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons, in order to prevent any future acts of international terrorism against the United States by such nations, organizations or persons." In other words, he could wage war when and where he wanted, we just needed to trust him. I voted against that resolution because I was convinced then, as I am today, that Congress had no business authorizing an unspecified war against an unspecified enemy for an unspecified period of time. I also voted against that resolution because I was concerned the President and his administration would abuse the broad authority it granted, which is effectively what they have done. The aftermath of Katrina has shown the American people's deep compassion and concern for others, yet our legislation is often at odds with our values as a nation, said Lee. Will a certain bill increase the growing level of poverty in our country? What will its impact be on the lives and livelihoods of low income people? We need a clear way to measure this impact beforehand, because we have seen the tragic results of trying to measure it after the fact. In addition to creating Congressional accountability on the issue, Lee's package of poverty bills is also designed to call for leadership and the establishment of priorities. H.Con.Res. 234 requires the President to submit to Congress a plan for the elimination of poverty. This bill is a polluter-friendly giveaway that has nothing to do with helping hurricane victims or securing America's energy needs. Not only does this bill do nothing for Americans facing soaring gas or home heating prices, it guts clean air protections and undermines the Environmental Protection Agency. It is bad for the environment, it is bad for the rule of law and it is bad for the principle of sovereignty. When I was in the California Assembly, I served on the California State World Trade Commission and the District Export Council, and those experiences informed my perspective on what our trade policy should look like. We need a trade policy that supports domestic manufacturers, while promoting labor standards overseas. We need a trade policy that includes environmental protections and closes the loopholes corporations use to evade or supersede local regulation. Furthermore, we simply cannot ignore the devastating effect that the intellectual property rights section of CAFTA will have on access to medicines for Central Americans. Trade must be free and it must be fair, and CAFTA does not pass the test. By getting rid of this unfair treatment in the labor market we are helping women and we are helping families. Equal Pay Day marks the date when the wages paid to American women "catch up" to the wages paid to men from the previous year.
