The three committees have jurisdiction over Keystone XL pipeline legislation. “It is our understanding that you may schedule the House of Representatives to vote on a bill to approve TransCanada’s Keystone XL pipeline during the first two weeks of the 114th Congress.  Given the magnitude of this issue, we urge you not to bypass the committee process and regular order for consideration of this controversial legislation. The proposed route was declared null and void by the Nebraska District Court in February 2014. Section 403 of the FAA Reauthorization and Reform Act of 2012 states that air carriers “shall permit a passenger to carry a violin, guitar, or other musical instrument in the aircraft cabin,” provided “the instrument can be stowed safely in a suitable baggage compartment in the aircraft cabin or under a passenger seat” and that “there is space for such stowage at the time the passenger boards the aircraft.”  The law also makes similar allowances for the transport of larger instruments in the airplane cabin when a separate ticket is purchased for the instrument. The law was enacted in February 2012 and included a requirement that USDOT adopt regulations to carry out this provision within two years.  The law could not become effective until the final rule has was issued, leading Reed to call on Secretary Foxx in July to end the delay and clarify the rules of the road.  There have been numerous reports of musicians experiencing travel disruptions when attempting to board flights with their instruments, as well as accounts of loss, theft, or damage to instruments when the artists have been required to place them in in the baggage hold. “I’m pleased that, after nearly three years, there is a final rule that makes the FAA Modernization and Reform Act fully implemented and effective.  It will be up to the airline industry, working with musician organizations, to familiarize airline personnel and travelers of their rights and responsibilities.  I’m pleased that Secretary Foxx in developing this rule brought the airlines and musicians together, and that dialogue should contin… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

However, since I conclude my first term in Congress this week and begin a new one in January, Id ask your indulgence as I provide a quick recap of our efforts in the 113th Congress and conclude with the last significant vote I took this year, a no vote on the spending bill. *** Weve done a lot during the 113th session of Congress: helped thousands of constituents in our El Paso office, voted on hundreds of important bills in the Capitol and held dozens of town hall meetings throughout the community. Theres no easy way to summarize and account for it all in this email, so I thought Id take you through three significant issues that are important both for El Paso and the country. The first is our obligation to our service members and their families. Soon after I took office we were forced to confront the consequences of the across-the-board budget cuts known as the sequester. While the sequester hit every federal agency, one group that stood out to me was our service members. In particular, we learned that service members were to lose access to the Tuition Assistance program, which affords them up to $4,500 per year to attend UTEP, El Paso Community College or other schools of higher-learning. After hearing from family members of those stationed at Fort Bliss, we introduced a bill to restore 100 percent of the funding. We partnered with key Republicans on the House Armed Services Committee and ultimately were able to restore funding for the remainder of 2013. By listening to the families of our service members, working across the aisle and not accepting the status quo we helped solve the problem and kept faith with our service members across the country and especially the nearly 33,000 incredibly brave men and women at Fort Bliss. As the United States Senate’s only immigrant, the issue of immigration reform is personal to me.  My mother brought me to America on the S.S. President Cleveland in steerage from Japan when I was almost eight years old.  Like most immigrants, mom had a dream that she could provide a better life for our family in the United States.  She was a single parent who escaped from an abusive marriage in Japan.  We started with very little, but we had each other.  And with our family support, we worked hard to pursue the American dream.  My mother changed my life by bringing me to this country, a country which afforded opportunities for a poor immigrant family like ours to make a better life. Funding Despite Budget Cuts Introduction: Unafraid of the Coming Republican Congress Next year marks 25 years since Congresswoman Eleanor Holmes Norton (D-DC) was elected to Congress.  She has spent only eight of those years in a House controlled by Democrats.  Yet during those years she has found ways to work closely not only with fellow Democrats, but with Republicans, such as former Speaker Newt Gingrich (R-GA) and House Oversight and Government Reform Committee (OGR) Chairman Darrell Issa (R-CA), winning major legislation for the District with Republicans in charge and often in the White House as well.  Among the most notable has been the D.C.  Tuition Assistance Grant program (DCTAG), the $5,000 homebuyer tax credit and business tax incentives, and major economic development projects that are transforming the entire Southeast and Southwest Waterfront neighborhoods, NoMa, Ward 8 communities with the Department of Homeland Security headquarters, and Upper Northwest with the former Walter Reed site. Patty Murray (D-Wash.) and Johnny Isakson (R-Ga.), along with 13 other senators, urged Army Secretary John McHugh in a letter this week to reverse a policy where officers being asked to retire would do so at their highest enlisted rank if they spent fewer than eight years as an officer.  Murray and Isakson say the policy is unfair to those who have been selected for retirement under budget cuts, but are just short of the eight years.  The senators say this would affect a "significant number of captains and majors who are former non-commissioned officers." This year, the Army required 19,000 captain and majors to go through early separation boards. Of those, the Army is scheduled to involuntarily cut 1,188 captain and 550 majors, according to the News Tribune. The Army reached a post-9/11 peak of 570,000 troops in 2010, and is scheduled to go down to as few as 420,000 under defense budget cuts by 2019.  Murray and Isakson wrote that many of the soldiers who will be affected had answered the Army's call for more officers as the wars in Iraq and Afghanistan ramped up.  "Many are being retired at enlisted ranks they have not held in years. "You look at pink spots on the Oregon map that show where parks are, and you don't see it. "There are bigger reasons for doing this than just getting a bigger spot on the map, but I think that's going to be what gets more attention." Lee Webb, former biologist for the Rogue River-Siskiyou National Forest, used to lead evening trips in the shadow of Mount Elijah looking for long-eared owls.
