The Congressional Oversight Commission is a five-person panel that was established by the CARES Act. The Commission is focused specifically on the economic stabilization efforts of the Treasury Department and the Federal Reserve. The members of the commission are Senator Pat Toomey (R-Pa.), Congresswoman Donna Shalala (D-Fla.), and Congressman French Hill (R-Ark.) Commissioner Bharat Ramamurti recently announced he would be joining President-Elect Biden's Administration as the Deputy Director of the National Economic Council and stepped down from his role on the Commission. This year's National Defense Authorization Act (NDAA) supports our brave men and women in uniform and their families and sends a strong message to the Chinese Communist Party (CCP) that we will go to great lengths to protect America and our allies. China poses the greatest threat to America today and the greatest threat to democracy and freedom worldwide since World War II. While I share the president's and many in Congress's concern about social media companies being protected from legal scrutiny by way of the Communications Decency Act in Section 230 and its exploitation by Big Tech, I believe Congress must assess exactly what the corrective step is and how it best fits with the other ongoing investigations of "Big Tech" and the social media platforms on and off the Hill. Despite the president's criticism of this measure, I voted to override his veto because we need to fund the military and this legislation, contrary to some views, is tough on China. This year's NDAA includes 43 policy recommendations from the China Task Force report, including a new Pacific Deterrence Initiative, which aims to establish a regionwide approach to countering China. It also beefs up the U.S. Government's oversight tools to address the CCP's human rights abuses and support for Taiwan. French Hill (AR-02) issued the following statement after voting against amending the Consolidated Appropriations Act to increase Economic Impact Payments (EIPs) to $2,000 per individual: We must focus our resources to assist families, individuals, small businesses, and working Arkansans and Americans in the most effective way possible. Increasing EIPs to $2,000 per individual will not serve to benefit our economy in the long-run. It is not the most optimal form of relief for the American people, who need immediate support. Without this amendment, the bipartisan Consolidated Appropriations Act includes much-needed rental assistance. It extends the Paycheck Protection Program, which will keep more small business employees earning wages. It increases unemployment benefits for those struggling to find work as a result of the pandemic. It provides $2,400 of EIPs to a family of four. Further, the Consolidated Appropriations Act provides $1.4 trillion to fully fund the government through the next fiscal year. After the vote, Rep. French Hill (AR-02) issued the following statement: This long-awaited package is the result of a substantial bipartisan effort by my colleagues on both sides of the aisle to provide the people of Arkansas with much-needed relief. FDIC's release of this final rule shows their commitment to advancement in technology and the importance of allowing banks to be able to take advantage of these changes. Unfortunately, though, the rule doesn't go quite far enough. I have long advocated that custodial deposits should not be considered brokered-deposits as evidenced by H.R. 4383, the Community Bank Deposit Access Act which I introduced with Rep. Charlie Crist. Unfortunately, this FDIC rule still does not make this clear. PBMs process prescription drug claims and then reimburse the pharmacies. The Arkansas legislature passed this law because they noted that often community and independent pharmacies were receiving low reimbursement rates for generic drugs, causing many independent, rural pharmacies to close. USDA's decision will provide some relief for parents as their children return to school, or remote learning, by ensuring that students continue to have access to healthy, nutritious meals. With schools and universities reopening and more employees going back into the office, effective testing for COVID-19 is more important than ever. In fact, we already have the technology for widespread, at-home testing. Why is it not more available? First, we need to look at what's gotten us to this point. We constantly require more testing, but a lack of effective technology severely limited availability in the early months of COVID-19. Combine that with a shortage of consumables like nasal swabs and chemical reagents and a limit in lab capacity, and we are looking at average test result times of two to three days at best, up to a week or more at worst. Most Americans have resigned themselves to accepting that this is the new normal, but we don't have to settle for these numbers when alternative options exist. More on that in a minute. The Food and Drug Administration (FDA) has granted emergency use authorizations (EUAs) for COVID-19 testing in three categories: Polymerase Chain Reaction (PCR) tests that look for viral RNA. Serum antibody tests that check your blood to determine if you were previously exposed to the virus and have since recovered. I took a test like this when I donated blood and found out that I have the COVID-19 antibodies. Antigen tests that detect viral proteins specific to the virus. The FDA granted the first PCR EUA on Feb. 4 and the first serum test on April 1; however, they didn't even release guidance on antigen testing until mid-May and waited until July 29 to release guidance for at-home antigen testing. Only two antigen tests have received EUAs by meeting the FDA's strict 80 percent sensitivity rating, and both are subject to the same bottleneck of needing to be performed in a lab versus at home. As part of a comprehensive education, I believe parents should have the right to choose the school that's best suited for their child, regardless of their ZIP code. Any discrimination based on race, color or national origin that would prevent this choice has no place in our state. Yet for some of our schools -- 11 districts, to be exact -- students don't enjoy equal access to school choice. How is it that children across the state are often denied the opportunity to transfer to a school of their choice for no reason other than race? This is unacceptable, and we must put a stop to it. All 11 school districts in play (Camden-Fairview, El Dorado, Hope, Junction City, LaFayette, Cutter Morning Star, Fountain Lake, Hot Springs, Jessieville, Lake Hamilton, Lakeside and Mountain Pine) have been involved in some form of desegregation litigation for decades. On Aug. 18, 1989, a case filed in federal court alleged that Garland County maintained a racially segregated public school system in violation of the U.S. Constitution. The districts entered into the Garland County School Desegregation Case Settlement Agreement, and the federal court approved it on April 20, 1992. The agreement remains effective today, nearly 30 years after its approval. Unfortunately, the settlement has some strange twists that have resulted in children who were still unborn at the time of its approval suffering from an unconstitutional mandate. At the time of the settlement, the districts avoided a lengthy lawsuit by agreeing to comply with State Act 609 of 1989. This act was a public school choice program that allowed students to transfer to other districts, but included the limitation that "no student may transfer to a nonresident district where the percentage of enrollment for the student's race exceeds that percentage in his resident district."
