Tulsi Gabbard and U.S. Sen. Mazie Hirono. The measure, known as Talia’s Law, named for a young girl who was beaten to death by her father at Wheeler Army Airfield in Wahiawa, was signed into law by President Barack Obama last week as part of the National Defense Authorization Act. Talia Williams was just 5 years old when her father punched her in the chest so hard that she fell backward, hitting her head on the concrete floor of the family’s military quarters and dying. She had suffered months of abuse by her father and stepmother, who are imprisoned for her murder. Williams’ father is serving a life sentence after escaping the death penalty. Until now the military has dealt with cases of child abuse internally. Under Talia’s Law physicians, social workers, teachers and other professionals who serve military personnel and their families are required to also report suspected cases of child abuse and neglect directly to state Child Protective Services or its equivalent agency within a state. Texas child welfare authorities had formally reported a “reason to believe” the 20-year Army veteran had severely beaten his 6-month-old son, Malachi, leaving him with a broken leg. For the next four months, Hanson met weekly with a therapist from the Family Advocacy Program, a $200-million-a-year Pentagon program known as FAP that seeks to prevent child abuse in the ranks. When Hanson completed the therapy, FAP officials closed the case and a state judge allowed him to see his infant son. But three months later, on April 9, 2012, El Paso paramedics called to Hanson’s house found Malachi dead. An autopsy found “blunt force injuries” and “innumerable contusions of the head, torso and extremities.” The county medical examiner ruled the death a homicide. Last year, Hanson pleaded guilty to two counts of injuring a child after prosecutors agreed to drop murder charges. A state judge sentenced him to probation. The Army gave him an honorable discharge and a full pension of about $28,000 a year. Army officials said the decision to close the FAP case before the infant’s death was appropriate. “No program has a 100% guarantee of success when dealing with individuals,” said William Costlow, an Army spokesman.  The Pentagon has struggled to deal with a little-noticed cascade of child abuse and neglect cases in military families in the years since America went to war in Iraq and Afghanistan, a Times investigation has found. Some claim that efforts to stop arming the “rebel” forces fighting to overthrow the Syrian government undermines the Syrian people’s struggle for democracy and reform. They incorrectly believe that the rebels fighting against the Syrian government today are the same people who were peacefully protesting in 2011. In reality, the “rebels” in Syria today have been overtaken by Salafist extremists who are aligned with the likes of al-Qaeda, ISIS and other terrorist groups. It’s easy to oversimplify the situation in Syria because of misinformation, propaganda, and a lack of understanding of Syria’s history and culture. While there were peaceful demands for reforms within Syria’s political system in 2011 — more freedom for political parties and the press, and removal of the state of emergency that had limited democratic freedoms — this peaceful reform movement was quickly hijacked by armed extremists, who came under the control of Muslim Brotherhood, al-Qaeda and other Salafist groups. The nonviolent opposition resisted all forms of external intervention and violence and called for “a democratic national regime,” through “peaceful” and “gradual” change. But it was the violence of those sectarian extremists that forced the nonviolent protestors off the streets. The Filipino Veterans of World War II Congressional Gold Medal Act was signed into law by President Barack Obama Thursday, awarding Kauai resident and World War II veteran Sixto Tabay the medal. Tabay is the last surviving Filipino veteran on Kauai out of 13 who served on the 12th Infantry Division, a group of 10,473 Filipinos enlisted from the Philippines to fight for the United States. Though the war ended in 1945, Tabay is considered a World War II veteran because he is among the Filipino veterans recruited to serve. Im very thankful for my services in the United States Army, said Tabay in a previous TGI interview. The veteran served from 1946 to 1949 as a small arms repairman. He is among the 18,000 Filipino World War II veterans alive today who will be with the countrys highest civilian award. This can be important to the disadvantaged community, the disabled, deaf and hard of hearing. Hawaii is proud to join six other states that have deployed this service across the country. Text-to-911 can support plain text Short Messaging Services (SMS) messages only and is limited to 160 characters per text. Pictures, videos and emojis currently cannot be processed. In addition, callers must have active wireless service including a text or data plan, and the devices location service must be turned on. According to the Federal Communications Commission, Hawaii joins New Hampshire, Vermont, Maine, Indiana, New Jersey and North Dakota as states where text-to-911 is available statewide. The service, which will be available where mobile service can be accessed, is made possible through funding for the Public Safety Answering Points (PSAPs). The Enhanced 9-1-1 Fund was established in accordance with Act 168/SLH 2011 and consists of monthly enhanced 911 surcharge collections imposed on each communications service connection, according to the Department of Accounting and General Services. The rate of the surcharge is 66 cents per month for each communication service connection.
