It was the fourth provision of Donnelly's Servicemember and Veteran Mental Health Care Package to be signed into law since 2014. During my Thank You Tour, I visited Ralph and Ava's Café in Mooresville and was given a bag of coal.  Children may get coal when Santa knows they haven't been well behaved in the course of a year, but I recognize the value of coal and other fossil fuels. Coal is Indiana's primary energy source.  More than three-fourths of our electricity comes from coal-powered plants and nine of our state's ten largest power plants are coal-fired.  It is a local energy source too with about 60% of the coal we burn coming from Indiana.  We use other fossil fuels for our electrical and transportation needs - including natural gas, oil, and propane. Because fossil fuels are an important part of our lives, I support smart policies on their use.  I have opposed the Clean Power Plan because it would drive up electric prices by 16% per year.  They also represent an important component for all of the above energy policy - coal is abundantly found in Indiana.  I am excited that next year, we will have a pro-coal administration.  President-elect Donald Trump has made clear his support for fossil fuels. Luke Messer (IN-06) is calling on Congress to overturn the recent Obama administration rule that would force states to distribute public tax dollars to abortion providers. Federal law currently prohibits government funding for abortion, but it allows certain public dollars, like Title X “family planning” grants, to support abortion providers if the funds are directed to non-abortion related health services. The new rule, filed by the Department of Health and Human Services, would prevent states from withholding Title X grants to facilities that provide abortion. Messer said the new rule is an attempt to block states from stopping the flow of public dollars to abortion providers, like Planned Parenthood. In June, during the debate on the House floor for H.R. 5293, the Fiscal Year 2017 Defense Appropriations Act, I expressed my concerns with that bill because it did not provide enough funding to support the warfighter for the full fiscal year.  Specifically, I stated that our “fiscal year begins on October 1, 2016, not May 1, 2017, and it is the responsibility of those of us holding office in the 2nd session of the 114th Congress to execute the FY 2017 appropriations process,” and that we should demonstrate some legislative pragmatism and not foist our responsibility upon the 115th Congress.  Unfortunately, almost exactly six-months later, it is appropriate to repeat myself.  Only in this circumstance it is applicable to nearly the entire federal government and not just a small portion of the Defense Appropriations Bill.   With regards to the CR, I grant that it has some positive aspects.  Most notably it averts a government shutdown until at least April 28, 2017.  It provides much needed funding to the Department of Defense for Overseas Contingency Operations and the European Reassurance Initiative.  And it contains $170 million to address the infrastructure and health needs of those communities affected by contaminated drinking water. We want our seniors to have a decent quality of life through education. We have had many great programs this year. Michelle Mayer from the Indiana Attorney General's office, Indiana Attorney Charles Braun, Sheriff Scott Mellinger and Anderson Police Chief Tony Watters have told us how to protect ourselves from being victimized. We've had some health maintenance programs, too. One was aimed at lowering your risks of getting Alzheimer’s. We had two registered dietitians who told us what we should eat that will keep both our hearts and brains healthy. The October Triad meeting was about the resources that are available to those who might be victims of mental health issues such as depression, suicides, addictions and overdoses. Triad also started a fall prevention physical therapy program. It meets from 9:45 to 10:15 a.m. in the theater area of the mall, right before our regular meeting. This program is without cost and is taught by Darla Gibson, clinic director of ATI Physical Therapy. I want to thank the Anderson Mounds Mall for letting us use the theater area to hold our meetings and Garfield's for donating coffee every month.
