This legislation would create a whole-of-government screening process for outbound investments and the offshoring of critical capacities and supply chains to ensure that the United States can quickly detect supply chain vulnerabilities. “The recent pandemic highlighted significant weaknesses in supply chain resiliency, geographic imbalances, and material dependencies on the manufacturing output of our adversaries—like China—posing serious national security risks,” said Representative Spartz. “This bipartisan, bicameral legislation will improve transparency to mitigate strategic risks and increase domestic manufacturing capabilities for critical products and materials.” “The COVID-19 pandemic and semiconductor shortages exposed that critical U.S. supply chains were not up to the task in robustly responding to the America’s needs. We have to learn from our mistakes and cannot allow outbound investments from the United States to take critical supply chains overseas and into the hands of our adversaries such as China or Russia,” said Representative DeLauro. “Companies at a minimum should be required to report on their proposed offshoring of supply chains so the United States can better protect critical manufacturing capacity here at home to protect American workers and our national, economic and health security. I am hopeful that this legislation can spur action related to U.S. supply chain security. I thank my colleagues in the House, Representatives Pascrell, Fitzpatrick, and Spartz, and in the Senate, Senators Casey and Cornyn, for leading this critical effort. Now is the time to act.” “The unfolding global supply chain crisis is evidence that America can no… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:37:48Z |

In 2020, Congress passed, and the President signed into law, the Kennedy-Sherman Act (Holding Foreign Companies Accountable Act) which prohibits the shares of foreign companies from continuing to be listed on U.S. exchanges if a company’s auditor is not overseen by the U.S. Public Company Accounting Oversight Board’s (PCAOB) for three years in a row. For over a decade, Chinese authorities have effectively blocked the PCAOB from conducting effective oversight of audit firms based in China and Hong Kong. However, these audit firms currently serve as the primary auditor for 191 companies publicly traded in the U.S. with a combined global market capitalization of $1.9 trillion.[1] The Accelerating Holding Foreign Companies Accountable Act would put additional pressure on China by requiring foreign auditors to allow PCAOB inspections or risk publicly traded companies being de-listed from U.S. exchanges if inspections do not happen after two consecutive years rather than three. This legislation represents a House companion to S.2184, a bill introduced by Senators John Kennedy (R-LA) and Marco Rubio (R-FL) which was passed by the Senate on June 22, 2021. Sherman also held a hearing in his subcommittee on this bill on October 26, 2021. “As someone who spent over a decade in public accounting and auditing, I understand and value the importance of investor protection and proper quality control of audits," said Rep. Spartz. "It’s our responsibility to protect the public and I am happy to co-lead a bipartisan, bicameral initiative to start leveling the playing field and increase accountability for Ch… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:37:48Z |

The Patents for Humanity Act will codify into law an expedited process to obtain patents for innovators who use game-changing technology to meet humanitarian challenges. "This pandemic highlighted the importance of speed and agility in developing innovative solutions to benefit our society," said Rep. Spartz. "I appreciate Rep. Jeffries’ leadership and bipartisan collaboration." “The framers of our constitution and the founders of our great country understood that society would benefit if we incentivize creativity and innovation. That’s why Article 1, Section 8, Clause 8 of the United States Constitution gives Congress the power to create a robust intellectual property system to promote the progress of science and useful arts. The Patents for Humanity Act builds on this principle in practice by helping creators fast-track innovations that better our global community through the patent process,” said Rep. Jeffries. “I thank Rep. Spartz for her leadership and partnership on this important legislation.” H.R. 5796 will now head to the Floor for consideration by the full House of Representatives. | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:37:48Z |

The legislation would simply increase the amount of time a physician may hold long-acting injectable (LAI) buprenorphine if ordered through a specialty pharmacy from 14 days to 60 days. Under current law, a healthcare provider who orders LAI buprenorphine – a form of medication for opioid use disorder – from a specialty pharmacy may only hold the drug in their facility for 14 days. However, due to the logistical hurdles associated with specialty pharmacy delivery, the 14-day time limit is a barrier to healthcare providers utilizing LAI buprenorphine. This legislation makes a commonsense change to the law that was envisioned in the SUPPORT Act by allowing health care providers to hold the drug in their facility for up to 60 days. Thus, the bill helps to facilitate continuity of care and treatment of people with Opioid Use Disorder. This bill ensures health care providers have a larger window to use the medications they are prescribing, and in turn it reduces an unnecessary barrier to this innovative treatment method. Given the magnitude of the opioid epidemic, we need to do everything we can to increase access to all treatments. “The opioid epidemic has reached historic levels and is a national crisis affecting social and economic welfare of our country and our people,” said Rep. Spartz. “The IMPACT Act is important commonsense legislation which will bring much-needed treatments to more Americans and save lives.” “Our substance use epidemic continues to grow and get worse – we need innovative treatment methods to better combat substance use disorder,” said Rep. Dean. “The IMPACT Act will reduce barriers to treatment, ensuring healthcare providers have the full access to proven medications, in turn helping patients get access to a potentially life-saving treatment.” | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:30:49Z |

The legislation makes bold investments in child care, paid leave, housing, education, and essential help for working families. "Today, the House of Representatives took a bold step towards greater opportunity, progress, and prosperity," said Congressman Carson. "The Build Back Better Act is a once-in-a-generation investment in Hoosiers, and all Americans. This bill addresses many of the urgent needs of Americans, and helps make our country better prepared to lead the world well into the 21st Century. America is known for achieving big things, and the Build Back Better Act is another great example of the American people's ability to bring about transformative change. I urge my Senate colleagues to pass this legislation so the President can sign it into law as soon as possible." Here are highlights of what The Build Back Better Act achieves: Lowers Health Care Costs: negotiating lower drug costs for seniors; halting pharmaceutical companies' outrageous price hikes above inflation; and expanding the Affordable Care Act to make coverage more affordable for those who buy their own insurance. Lowers Child Care & Family Care Costs: expanding the basic promise of free schooling in America for the first time in 100 years with universal pre-school for all 3- and 4-year olds; slashing families' child care costs; extending the landmark Biden Child Tax Credit; and expanding access to affordable home care for older adults and those with disabilities. It also includes $20 billion to strengthen the ability of individuals to obtain a higher education, including increasing the maximum Pell grant award by $550. To improve access to health care, this measure also increases federal resources for older Americans to receive care in their homes, strengthens the home health care workforce, and lowers prescription costs by allowing the negotiation of certain drugs under Medicare. Res. 790) to raise awareness about pancreatic cancer and to support the designation of this November as Pancreatic Cancer Awareness Month. This effort comes as the world continues to mourn the deaths of several iconic Americans from this very aggressive cancer, including Congressman John Lewis, Congressman Alcee Hastings, and Supreme Court Justice Ruth Bader Ginsburg. The Lawmakers hope that this effort will raise awareness for pancreatic cancer, result in greater support for research funding from Congress, and ultimately help save lives. Accurately described as a silent killer, pancreatic cancer still does not have an early detection test. As a result, by year's end, pancreatic cancer will have killed an estimated 48,220 Americans and is the third largest cause of cancer-related death in our county. In addition, an estimated 60,430 Americans will be diagnosed with pancreatic cancer this year. This resolution helps to raise awareness for pancreatic cancer by accomplishing three things: Supports the designation of "Pancreatic Cancer Awareness Month" Recognizes the critical importance of increasing funding for pancreatic cancer research at the Department of Defense (DoD) and the National Institutes of Health (NIH) to find early detection tests and effective treatments to combat this disease and reduce the disproportionate impact on communities of color. Supports the efforts of the many advocacy organizations to educate our communities about pancreatic cancer and the need for more research funding, early detection initiatives, diagnostic tests, and effective treatments. "I am honored to partner with my colleagues, Reps. Eshoo, McKinley, and McClain, to help support this November as Pancreatic Cancer Awareness Month," said Congressman Carson. Frank J. Mrvan, Chairman of the House Veterans’ Affairs Subcommittee on Technology Modernization, that aims to improve the management of the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) project. In the past year, the VA Office of the Inspector General has found that VA is not conducting reliable and complete cost estimates for infrastructure upgrades and costs under the EHRM program. To improve accountability and transparency of this program, Rep. Mrvan introduced H.R. 4951, the VA Electronic Health Record Transparency Act of 2021. This legislation will require VA to provide Congress with quarterly reports that assess the full costs, performance metrics, and outcomes. Rep. Mrvan stated, “I thank Chairman Takano and Ranking Member Bost for their leadership and support of this legislation, as well as the cosponsors and support from other Members who have made this legislation truly a bipartisan initiative. Our veterans deserve the best care and services available, and the American taxpayer deserves to know that Congress is providing careful oversight of the EHRM program and its costs. I encourage my Senate colleagues to pass this legislation as soon as possible, so we can provide VA with the appropriate direction to improve this program and ensure all veterans can access their earned care and benefits.” The House approved Rep. Mrvan announced that the Department of Transportation has awarded a grant to complete the Marquette Greenway. Specifically, the $17,799,282 grant is awarded to the Northwestern Indiana Regional Planning Commission, and will be used to complete the remaining 20 miles of the Marquette Greenway, which is a planned 60-mile bicycle/pedestrian path around Lake Michigan in Indiana that connects Calumet Park in Chicago, IL to New Buffalo, Michigan. This funding will be used in 14 separate construction projects involving three states, five countries, and nine municipal entities, including Gary, Ogden Dunes, Portage, Burns Harbor, and Michigan City. Congressman Frank J. Mrvan stated, “Congratulations to Ty Warner, everyone at NIRPC, and all of our regional entities who have put in the years of collaborative work to see this vision through to fruition. We all stand on the shoulders of our predecessors, and I am grateful for all of the advocacy and work that generated this award and the countless prior steps that have been taken to enhance the enjoyment of the magnificent landscape and environmental wonders of our region. I look forward to the final completion of this trail, which will undoubtedly continue to attract new people and businesses to our regional economy and improve the livelihood of all residents.” NIRPC Executive Director Ty Warner stated, “The Marquette Greenway is an absolutely transformative project for Northwest Indiana, and we couldn’t be happier than to have the help of our partners at the U.S. Department of Transportation to complete this 60-mile trail along one of the most unique natural resources in the country. We are incredibly thankful for Congressman Mrvan’s support of this vision, which is not just about active, outdoor transportation, but also represents a huge investment in improving the region’s quality of place.” For additional information from NIRPC, click here. | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:30:49Z |

Both pieces of legislation are cornerstones of President Biden's and congressional Democrats' domestic agenda to improve America's infrastructure and make historic investments in its people. "Today is a good day for Indiana and for our entire country," said Congressman Carson. "The House's advancement of these two pieces of legislation brings us much closer to enacting the bold reforms needed to keep America strong and prosperous well into the 21st Century. These pieces of legislation are the result of months of negotiations and conversations with a variety of stakeholders. Let's be clear; neither of these bills are perfect. There's still much more we need to get done to grow our economy, create opportunity for all, reduce inequality, fight the climate crisis, and much more. However, these two pieces of legislation help us make major progress on all of those goals. I am confident the Build Back Better agenda will become law, and when it does, so many lives will change for the better." Here are highlights of what The Build Back Better Act achieves: Lowers Health Care Costs: negotiating lower drug costs forseniors; halting the pharmaceutical companies' outrageous price hikes above inflation; and expanding the Affordable Care Act to make coverage more affordable for those who buy insurance on their own. As hardworking Hoosiers continue to pay more for many essential goods and services, it is simply irresponsible to force them to foot the bill for a wasteful package that, while billed as infrastructure, dedicates less than 10% of its 1.2 trillion dollar price tag to roads and bridges. Constituents across the 4th district have expressed overwhelming opposition to this wasteful spending, and I was proud to vote no on this bill.” Background: The Infrastructure Investment and Jobs Act passed the United States Senate on August 10, 2021. Since then, House Democratic Leadership has excluded both Democrat and Republican Members from infrastructure negotiations and inextricably linked the infrastructure bill to their multi-trillion dollar reconciliation package. Described by Democrats as a means to improve American infrastructure, only a small portion of the Infrastructure Investment and Jobs Act will fund projects considered by Americans as “infrastructure.” The non-partisan Congressional Budget Office (CBO) estimates that $400 billion of the bill’s $1.2 trillion total is unpaid for – equal to 25% of the total price tag. The CBO also projects that this bill will add $256 billion to the deficit over the next 10 years. Congresswoman Spartz questioned the witnesses about the constitutionality and legality of the federal mandate raising concerns with the ability of the federal government to mandate an individual lose their private-sector job, presidential authority to issue a broad vaccine mandate without action from the legislative branch, and OSHA’s misinterpretation of the statute dealing with “toxic substances”. “The issue of President Biden’s employer vaccine mandate was raised by many of my constituents during my town halls last weekend. The proposed rule would make it easier for illegal immigrants to be released into the U.S. through categorical parole, disregard mandatory bars for asylum, and remove adversarial proceedings before an immigration judge from the adjudication of asylum applications. Congress gave the DHS Secretary limited authority to grant parole to aliens on a case-by-case basis for urgent humanitarian reasons or significant public benefit. Contrary to this statutory requirement – and in violation of the separation of powers – the DHS-DOJ proposed rule drastically expands the agency’s authority to grant parole, which will undoubtedly result in aliens being paroled into the U.S. based on detention capacity instead of an individualized determination. “The disregard of the rule of law and lack of border enforcement by the Biden Administration have led to an all-out crisis on our southern border,” said Congresswoman Spartz. “This proposed rule will not only make matters worse, but it also violates the separation of powers and willfully misinterprets statute. Any material changes to immigration law should be done only by the legislative branch.” As a member of the House Judiciary Committee’s Immigration Subcommittee, Congresswoman Spartz is working with her colleagues to enact meaningful reforms to our immigration system, including the asylum process. | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:24:51Z |

Roughly one in three Americans live with records that prevent them from obtaining jobs, housing, and education – all driving factors in reducing recidivism. Millions of these individuals are eligible to have their records sealed or expunged under state law, but the process for doing so is often complex, arduous, and expensive. The Fresh Start Act of 2021 allows states that have record-sealing or expungement laws in place to apply for a Federal grant to help improve their automated record-clearing infrastructure for eligible individuals, giving rehabilitated offenders a second chance to secure stable jobs, housing, and education. “Millions of Americans have conviction records which could effectively punish them for life absent expungement.” Said Rep. Spartz. “I am proud to co-lead the Fresh Start Act to provide a second chance to the individuals who completed their sentences and improve the efficacy of our criminal justice systems.” About the Fresh Start Act The Fresh Start Act authorizes $50 million each year for the next five fiscal years for states to automate their criminal records programs. States can apply for up to $5 million, 10% of which will be for planning and research, with the remaining funds for implementation. The act prohibits states that delay record expungement or sealing due to fines or fees from receiving grant funding. The act requires states to report the number of records that have been sealed or expunged, broken down according to race, ethnicity, and gender. | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:24:51Z |

Specifically, the letter recognized that a “balance that must be maintained between Northwest Indiana’s industrial economy and its rich biodiversity, including the Lake Michigan ecosystem,” and that it is “imperative that the protection of workers’ health and safety must be as important as protecting our environment.” The letter also states, “As we move forward, simply mitigating environmental violations after the incident is not sustainable and cannot continue to be the norm. More must be done to prevent discharges that are in violation of existing permits into our precious waterways, and I encourage the EPA and IDEM to do your utmost to be vigilant and ensure that the operations and maintenance plans outlined in the consent decree are fully adhered to and implemented.” The text of the complete letter and a pdf are below. I write today to share with you my concerns regarding recent discharges into Lake Michigan, via Burns Waterway, stemming from the U.S. Steel – Midwest Plant outflow. Within the span of two weeks, two separate discharges have necessitated at points the closure of beaches within the Indiana Dunes National Park and local municipalities, the closure of a water intake facility, and investigations by the Indiana Department of Environmental Management (IDEM). More troubling, these discharges happened nearly a month after the U.S. District Court for the Northern District of Indiana approved a revised consent decree relative to discharge violations that occurred in April 2017. The consent decree references the implementation of operation and maintenance plans related to the facility’s wastewater infrastructure, developed by U.S. Steel, which the U.S. Environmental Protection Agency (EPA) and IDEM did not initially approve, in part, based upon the volume of public comments. The bipartisan letter – signed by 37 members of the House Agriculture Committee, including Chairman David Scott and Ranking Member Glenn “GT” Thompson – calls on the agencies to continue cooperation and quickly move towards implementing a more efficient, science and risk-based regulatory system that will allow a path to market for these important innovations. The letter expresses support for steps already taken, such as USDA’s publishing an advanced notice of proposed rulemaking (ANPR) for animal biotechnology regulations and calls for the agencies to build on these important steps in a timely manner. “Innovation has been the very backbone of agriculture throughout time. In the last several decades, that innovation has begun to look different as the technology has changed, but the goal remains the same –to create the safest, and most sustainable, abundant, and stable food supply in the world,” said Congressman Baird. “The unfortunate reality though, is that our regulatory system has not kept up with this technology and has created a near-impossible challenge to get these products to market. USDA needs to take the lead in developing new, risk and science-based, regulatory pathways that encourage agricultural innovation, provide access to valuable new technologies to American livestock producers, and ensures food safety and security for consumers.” Background: | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:24:51Z |

Originally formed in 2011, the CPAs Caucus focuses its efforts on reforming and revitalizing the American financial system through common-sense fiscal policy and sound budgetary practices. The CPAs Caucus serves as an informal, bipartisan group of Members who are CPAs and is dedicated to working on solutions to address China’s non-compliance with American auditing standards, reforms to the PCAOB, the compliance burden of our tax laws, lack of proper budgeting and auditing of the federal government, and recruitment into the accounting profession. “As a CPA, auditor and finance professional who spent over a decade working in the private sector, I am appalled by the complete absence of any sound finance or fiscal accountability at the federal level,” said Rep. Spartz. “I look forward to co-leading this bi-partisan CPA caucus and working with my colleagues to bring some fiscal responsibility to our federal government.” “The CPAs Caucus is one of the few truly bipartisan caucuses in Congress. We have been successful in passing legislation. As CPAs we bring a unique approach to fiscal issues,” said Congressman Sherman. “I also look forward to Caucus examining standards for financial reporting and auditing in the private sector, the process around the auditing of federal government agencies, and tax accounting issues.” List of CPA Caucus Members: Rep. Mrvan, Chairman of the House Committee on Veterans’ Affairs Subcommittee on Technology Modernization, convened a hearing today entitled Modernizing and Securing VA's IT Infrastructure. A video of the hearing is available here and the text of the opening statement as prepared for delivery is below. "Today, the Subcommittee will review VA’s progress with modernizing and securing their IT Infrastructure. Given the current spotlight on physical infrastructure with the Senate’s bipartisan infrastructure bill, and our committee’s recent successful markup to provide $18 billion to invest in VA’s aging facilities, I feel it’s important to also focus on VA’s IT infrastructure. I’m hopeful that current plans to increase broadband access to rural areas to help close the digital divide, and increased funding for technology modernization, will provide improved and increased access to care for all veterans. "I also don’t want to lose sight of the importance of strengthening the security of these programs. In May, the Subcommittee held a hearing to examine VA’s cybersecurity efforts, and we reviewed cybersecurity spending by VA in our July hearing on their IT budget. For good reason, I am concerned about VA’s ability to protect the information of veterans as well as its ability to ensure there are no disruptions in service. In June, the VA Office of Inspector General released an audit on the Austin VA Outpatient Clinic, and disturbingly found that VA was able to identify less than half of the components connected to the system. Without visibility and an up-to-date inventory of IT components, securing these systems is impossible. While VA focuses on the Infrastructure Readiness Program, and their efforts to reduce the current “technical debt,” ensuring that visibility of these hardware components and coordination from OIT with medical centers across the country is paramount to securing IT systems. "VA has historically struggled to successfully manage IT programs. In 2015, VA’s management of IT … | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:17:01Z |

Victoria Spartz (IN-5) delivered the following opening statement: “It’s an important discussion to have: how do we manage and mitigate pandemic risks, look at them comprehensively, and stop politicizing serious government decisions to play politics with people’s lives and advance a party agenda. “Let’s look at the prior year’s successes: Operation Warp Speed was the gold standard of vaccine development and distribution. Under President Trump, who promptly cut red tape and regulations, our private health care sector was able to produce several lifesaving vaccines in record time. “This proved, yet again, that America’s health care system thrives when government gets out of the way and supports private innovation. As we continue discussing successful models for protecting communities from COVID-19, we must acknowledge that the most effective mitigation and prevention strategy—vaccination—is both free and widely available for every American over age 12. Our free-enterprise system and the private health care industry made this miraculous feat possible. “The timing of the pandemic, happening during an intense reelection year, caused it to be politicized even further; and despite claiming to be the ‘party of science,’ Democrats fueled the public’s vaccine hesitancy by spawning doubt over whether a Republican president could be trusted to deliver a safe and effective COVID-19 vaccination. This politically motivated disinformation was cowardly, cost people their lives, and exacerbated health disparities. Unfortunately, the Biden administration continues to sow fear, doubt, and confusion. “Through ever-changing guidance and policies crafted along ideological lines, President Biden is creating another pandemic: misinformation. This legislation will help laid off workers maintain affordable health care coverage during the ongoing pandemic. The American Rescue Plan provides subsidies to cover the full cost of COBRA premiums for displaced workers through September 30, 2021. This legislation would extend these subsidies through September 30, 2022. Currently, nearly 56 percent of American workers are insured through their employer. Under typical COBRA rules, should an individual lose their job, employers can charge workers who opt for a continuation of coverage up to 102 percent of premiums, making this option prohibitively expensive for many Americans, particularly during the current challenges from the COVID-19 pandemic. Congressman Mrvan stated, “There remain incredible challenges for all workers and our economy due to the threat of COVID-19. I am grateful for the support of my colleagues, and we must continue to work to provide all workers and their families with affordable health care options during their times of need.” “No one should be worried about losing their health care, especially in the middle of a pandemic,” said Congresswoman Linda T. Sánchez. “I’m proud to join my colleagues in introducing legislation to ensure workers, who saw work hours cut or were laid off through no fault of their own, can maintain health care coverage as we continue to recover from the pandemic.” Congressman Butterfield stated, “Congressional Democrats worked hard to ensure the American Rescue Plan included protections for workers who lost their employer-sponsored coverage because they were laid off or furloughed. Spartz. “Equality of justice and rights is the cornerstone of our Constitutional Republic, and I am proud to co-sponsor this bill as a member of the Judiciary Committee." Background: For more than three decades, Federal law codified a sentencing disparity between two forms of the same drug—crack and powder cocaine. The Anti-Drug Abuse Act of 1986, authored by then Senator Biden, created a 100:1 disparity in the quantity of cocaine necessary to trigger certain mandatory minimums, meaning that distribution of 5 grams of crack cocaine was punished the same as 500 grams of powder cocaine. This disparity was eventually lowered to 18:1 under the Fair Sentencing Act of 2010 and made retroactive by the First Step Act signed into law by President Trump in 2018. Decades of research show that this sentencing disparity has done nothing to reduce recidivism, improve public safety, or reduce drug use. The EQUAL Act will end the Federal sentencing distinction between powder and crack cocaine as well as provide retroactive implementation for those individuals already sentenced. Those who were previously convicted under the existing disparity will not be automatically released or have their sentence reduced; however, they will have the right to request a sentence reduction from a Federal judge that must be analyzed under factors already specified by Federal law. | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:17:01Z |

This legislation was passed in the Senate in April and now heads to the President’s desk to be signed into law. The TEACH Grant program provides grant assistance to students who serve four years as a full time teacher in high-need, often underserved communities. However, often due to basic clerical mistakes, thousands of teachers have found their grants converted into loans that must be paid back with interest. The Consider Teachers Act aims to fix this broken system permanently, and provides extra time for teachers to complete service requirements due to the coronavirus pandemic. "The TEACH grant is an important program to incentivize teachers to serve in neglected communities, but 12 years of poor government management has turned these grants into groans for thousands of teachers," said Senator Mike Braun. "The passage of the Consider Teachers Act in the House and Senate shows our appreciation for America's great teachers, and now I look forward to this bipartisan bill being signed into law." “Arizona teachers receiving TEACH grants serve in low-income schools, helping Arizona students access quality educations across our state,” said Senator Kyrsten Sinema. “The government made a promise to these teachers—and our commonsense, bipartisan bill ensures the government honors its obligation and protects our teachers from surprise bills.” "The TEACH Grant program has done so much for Texas students in high-need areas, but it's crucial that we make sure this program is implemented responsibly and efficiently," said Senator John Cornyn. This year's bill contains historic changes to promote resilience, innovation, and competition, and contains quality of life improvements for service members and their families. Among the many provisions in this legislation is a bipartisan amendment introduced by Rep. Carson, as well as his colleagues Reps. Eshoo and McKinley, aimed at fighting pancreatic cancer. The amendment increases pancreatic cancer research funding at the Department of Defense's Congressionally Directed Medical Research Programs (CDMRP) to $20 million; that includes at least $5 million in funding for an early detection initiative (EDI). This figure represents a $5 million-dollar increase compared to the provision in last year's NDAA, which Rep. Carson also authored. "I am incredibly pleased that the House has passed this year's NDAA, which is vital for the continued strength of our military and the well-being of our service members and military families. I am also honored that this year's legislation builds on my ongoing efforts to fight pancreatic cancer. This cancer is particularly deadly. We have lost so many Americans to this disease, including Rep. John Lewis, Rep. Alcee Hastings, Justice Ruth Bader Ginsburg, and many others. We can help save lives through early detection and by increasing research, which is exactly what my amendment does. Now that the House has done its work and passed the NDAA, I urge the Senate to quickly pass it as well, so it can go be signed into law by the president." The bill also includes many other key provisions, including: | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:17:01Z |

Frank J. Mrvan, Chairman of the House Veterans’ Affairs Subcommittee on Technology Modernization, that extends crucial veteran benefit programs. Specifically, this legislation, H.R. 5293, the Department of Veterans Affairs (VA) Expiring Authorities Act of 2021, would extend certain programs that are expected to expire at the end of this fiscal or calendar year. For example, the measure would permanently extend VA’s Dental Insurance Program, which allows qualifying veterans, survivors, and dependents to purchase discounted dental insurance coverage. The measure also would extend for one year the authority of VA to provide travel reimbursement for veterans who reside in rural areas to reach the nearest Vet Center, and also extend a pilot program that allows VA to accept donations from approved non-federal entities for buildings and land that will improve long-term infrastructure and health care services from VA. Congressman Mrvan stated, “Thank you to Chairman Takano and all of the Committee leaders for their cooperation to advance this critical legislation for our veterans. Throughout my career, I have met with countless veterans who struggled with dental issues and access to care. I am grateful that this legislation ensures veterans can continue to access these essential services.” The Senate is expected to consider this legislation shortly. Our enemies have already become emboldened by the Biden administration’s disastrous withdrawal efforts in Afghanistan; we cannot entice them further by leaving our southern border in its current vulnerable state. Understanding broadband’s ever-increasing importance, topics centered around closing the digital divide, specifically in rural communities, and how doing so would allow underserved and unserved populations the same opportunities within areas of connectivity. Broadband in agriculture was discussed, and how the technologies used in feeding citizens can be exponentially more efficient with broadband capabilities. Participants also discussed how many of the barriers surrounding economic development can be lessened by closing the rural digital divide. The conversation referenced a study conducted by the Purdue Center for Regional Development that estimated Indiana could gain nearly $12 billion in economic benefits over 20 years if broadband were deployed in the rural areas of the state. “High speed internet access is critical to the 21st century economy and innovation,” said Spartz. “I commend Lt. Governor Crouch for her leadership on this issue and appreciate all of the stakeholders who joined us today at Beck’s Hybrids to share their ideas on empowering rural Indiana.” “It is becoming increasingly more evident that fast, reliable internet is no longer a luxury, but a necessity of modern life,” Crouch said. “Service providers are taking significant steps to advance the availability and accessibility of affordable and reliable high-speed internet in their communities. Section 702 of the Foreign Intelligence Surveillance Act is a statute that authorizes warrantless targeting, for foreign intelligence purposes, of electronic communications of foreign nationals who are located abroad. According to the Foreign Intelligence Surveillance Court, the FBI has repeatedly violated the constitutional rights and civil liberties of Americans through widespread and repeated misuse of Section 702 data collections on U.S. citizens, including those located inside the country. When Director Wray appeared before the House Judiciary Committee on June 10, a number of committee members raised concerns with the FBI’s misuses of Section 702 data and subsequent efforts to assure privacy, data protection, and proper due process for U.S. citizens. Members further requested a briefing on the FBI’s promised reforms, including the establishment of the OIA. “The FBI has systematically failed to comply with Section 702 restrictions and its own regulations to protect Americans’ civil liberties,” said Rep. A Senate companion bill of this legislation was introduced by Senators Todd Young (IN) and Chris Coons (DE). “Our judicial system is overwhelmed with hundreds of thousands of pending cases. It has long been said that justice delayed is justice denied,” said Congresswoman Spartz. “This legislation addresses this issue for the most overworked regions of our country, including Indiana, in a productive not political manner.” “California courts are both overburdened by caseload and facing a chronic shortage of federal judges, and the negative impacts of this twin inefficiency are serious. When there is an insufficient number of judges on the bench, cases are delayed – and justice right along with it. We now again have the chance to work in good faith and craft legislation that does not give a partisan advantage. This framework has the potential to achieve bipartisan consensus on a critical issue for our courts and for our country, while continuing to guide future legislation on this vital issue,” said Congressman Issa. “We now again have the chance to work in good faith and craft legislation that does not give a partisan advantage. Mrvan convened his first in-person hearing today as the Chairman of the House Committee on Veterans’ Affairs Subcommittee on Technology Modernization. The hearing is entitled Moving Forward: Evaluating Next Steps for the Department of Veterans Affairs Electronic Health Record Modernization (EHRM) Program. A video of the hearing is available here and the text of the opening statement as prepared for delivery is below. "Good afternoon and welcome to our first in-person Subcommittee event since the start of the COVID-19 pandemic. Today we meet to discuss the status of the Department of Veterans Affairs $16 billion Electronic Health Record Modernization program, and the recently announced changes to its deployment and governance structures. "In March of this year, Secretary McDonough informed Congress that he was pausing the roll-out of EHRM and conducting a top-to-bottom strategic review of the program. We received an initial report from that review last week. I must say that while the report proposes some bold changes, it raises more questions than it answers. I was hoping to have the Secretary here today to explain the new path forward for EHRM, but unfortunately, he was unable to join us. I am hopeful that Doctors Clancy and Matthews can shed some light on VA’s plans in his absence. "Dr. Clancy, I want to sincerely thank you for your leadership as the Acting Deputy Secretary over the last seven months. Your passion for VA and our veterans is obvious and commendable. I would also like to congratulate the new Deputy Secretary, Mr. Donald Remy, who was sworn in earlier this week. I look forward to meeting with him in the near future and working together to ensure that the EHRM program is a success. "Since our last hearing on this program, in April, there have been three rather concerning reports from VA’s Inspector General. One of the IG reports discusses how VA and Cerner failed to provide sufficient training to the employees at Mann-Grandstaff VA Medical Center in Spokane. I worked on these important issues for Hoosiers at the Statehouse, and I look forward to developing meaningful solutions in Congress,” said Rep. Spartz. The Task Force is chaired by Reps. Devin Nunes (CA-22) and Brett Guthrie (KY-02). “The Healthy Future Task Force is taking action to modernize, personalize, and improve health care for all Americans. This piece of critical legislation for Rural America allows for the year-round sale of low-carbon E15 fuel blends following a Washington D.C. circuit court’s decision to block a rule by President Trump’s Administration that allowed these sales. “E15 is a high-quality fuel that provides drivers a higher octane at a lower cost; while simultaneously reducing carbon emissions and boosting demand for American corn instead of foreign oil,” said Congressman Baird. “This decision is a blow to Hoosier farmers and the American driver – we must stand up to EPA bureaucrats in supporting low carbon fuels that give consumers choice and build demand for Indiana corn. I’m proud to join my colleagues in in this important effort.” As a member of the House Agriculture Committee and the House Biofuels Caucus, Congressman Baird is a leading voice for agricultural biofuels and champions the beneficial impacts they have on climate change mitigation, vehicle performance, and the financial stability of West Central Indiana communities and farmers. Background: E15 is a gasoline-based fuel blended with up to 15 percent of ethanol made by distilling Indiana-grown field corn. The Environmental Protection Agency (EPA) regulates the evaporative emissions (Reid Vapor Pressure or “RVP”) of auto fuels under the Clean Air Act; though a 1992 amendment to the act allowed for a 1-pound variance in the pressure of fuels blended with up to 10 percent ethanol, it does not account for higher blends. After years of unwillingness by EPA bureaucrats to make the needed changes to the Act, President Trump directed a rulemaking in 2019 to extend this pressure variance to E15 – a July 2, District of Columbia circuit court ruling overturned this action. Mrvan | M001214 | mrvan.house.gov | mrvan | https://mrvan.house.gov/media/press-releases | scraper | Washington, DC - Rep. Frank J. Mrvan convened a hearing today as the Chairman of the House Committee on Veterans’ Affairs Subcommittee on Technology Modernization entitled Review of the Fiscal Year (FY) 22 Veterans Affairs Information Technology (IT) Budget. A video of the hearing is available here and the text of the opening statement as prepared for delivery is below. "Today, the Subcommittee will be reviewing the Department of Veterans Affairs’ Fiscal Year 2022 Information Technology budget request. Following our very productive full committee hearing, I feel that it is important for this subcommittee to take a deeper dive on IT spending. "According to the Office of Management and Budget, VA spends more on IT than any federal agency other than the Department of Defense. I want to ensure that VA has proper management and acquisition controls to ensure they are making the most of their investment. "For FY22, VA requested a ten percent overall increase in funding from FY21 enacted levels, and a nine percent increase in discretionary funding. Despite these large increases, funding for information technology decreased. VA plans to supplement this request with funds from the “Recurring Expenses Transformational Fund.” I am concerned that the modernization of IT assets and the critical upgrade of VA’s financial system are not included in the base budget request. The transformation fund is an excellent supplement, but funding levels fluctuate on a yearly basis. "As the Government Accountability Office will testify, VA has struggled to successfully manage IT programs. In 2015, VA’s management of IT acquisitions and operations were added to their high-risk series and remain there. The department is now going through its third effort to modernize VA’s financial management system, which is a 35-year-old unsupported legacy system. The Electronic Health Record Modernization Program has been preceded by three unsuccessful modernization attempts over the past 20 years. I am very concerned about the management and budgeti… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:03:51Z |

Mrvan announced today that his requested transportation infrastructure projects have been included in legislation approved by the full House today. The House approved H.R. 3684, the INVEST in America Act, by a vote of 221 to 201. This legislation reauthorizes surface transportation programs and directs federal investments in roads, bridges, transit, rail, drinking water, and wastewater. The measure includes the projects listed below that were requested by Congressman Mrvan. Importantly, H.R. 3684 expands and strengthens Buy America requirements. Specifically, the measure extends Buy America requirements to include all construction materials and requires a public comment period and detailed justification for any waiver request. Further, the measure includes provisions that aim to address the impact of blocked crossings on emergency service response times and safety. For example, the measure prohibits stopped freight trains from blocking public crossings for more than ten minutes, while allowing for commonsense exemptions. H.R. 3684 also authorizes the Department of Transportation to impose penalties for crossings that are repeatedly blocked. Congressman Mrvan stated, “There is a great need in our nation to build on the momentum of moving past the health pandemic and investing in vital infrastructure projects. I appreciate that the House has taken action today to help create jobs and grow our economy, and that this legislation includes direct, much needed investments in Northwest Indiana. I strongly encourage my Senate colleagues to consider this pressing legislation as soon as possible.” The projects requested by Congressman Mrvan and their funding amounts are listed below: $1,500,000 - Added Travel Lanes at 45th Avenue in Unincorporated Lake County The Added Travel Lanes at 45th Avenue project provides for widening and improvements to 45th Avenue, from Colfax Avenue to Whitcomb Street. Exemptions to this community engagement requirement include students, pregnant women, the disabled, those over 60 or medically frail, and other reasons. “We write today to express our dismay that, under your watch, the Centers for Medicare & Medicaid Services (CMS) withdrew authorities enjoyed by the State of Indiana through its Healthy Indiana Plan (HIP) that permit our state to determine appropriate work and community engagement requirements for its Medicaid recipients,” Senators Braun, Young and Representatives Hollingsworth, Spartz, Bucshon, Pence, Walorski, Baird, and Banks write in their letter to Secretary Becerra. Indiana was granted a waiver by the Trump Administration to design programs that provide Medicaid enrollees with community engagement activities to improve their quality of life in the long-term. Similar — but not identical — requirements have been struck down in recent years in other states such as New Hampshire, Arkansas, and Kentucky, but by federal courts — not federal agency bureaucrats. “It is curious that HHS and CMS are curtailing the ability of our state to innovate in the best interest of Hoosiers, and resorting to fear tactics that paint a misleading impression that the Gateway to Work program will result in ‘significant coverage losses and harm to beneficiaries.’ This statement is far from the truth and ignores the extensive list of individuals exempt from participating in Gateway to Work… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T20:03:51Z |

I am excited for our Subcommittee to come together for the first official hearing for this Congress. Chair Plaskett – I look forward to developing a fruitful relationship with you as we serve this Subcommittee and the very important role that its jurisdiction – especially biotechnology, research, and extension– plays in the current landscape of the American farm economy; particularly in regard to the sustainability of the industry, the profitability of producers, and the stability of our national food supply. To members of the Subcommittee – thank you for committing to serve on this panel. I value your leadership and expertise and look forward to serving alongside each of you. I find today’s topic to be of particular importance—we are nearing the end of an indiscriminate pandemic that impacted every corner of our lives. The witnesses before us have an important story to tell, and like many of the hearings held thus far this Congress, their stories add to the narrative that we can do better to prepare for future emergencies. I thank our witnesses for their time and participation in today’s discussion; of course I regret that we couldn’t gather in person today, but I appreciate the work you put into preparing your thoughts, and look forward to hearing more about your operations and experiences. Our nation is home to a varied, yet immensely productive, agricultural industry. On one hand, we have a group of developed, larger farms that play a most critical role in the stability of our food supply chain. Leader McCarthy appointed Congresswoman Victoria Spartz (IN-05) to serve on this important task force, which will build on Republican health policy successes and craft a patient-focused agenda for the future. "I appreciate Leader McCarthy appointing me to serve on the Healthy Future Task Force. I will work with my colleagues to put forth real, patient-focused solutions that will lower health care costs, increase competition and value in the marketplace, support healthier outcomes for patients, and spur innovation," said Rep. Victoria Spartz. “We would like to thank House Republican Leader Kevin McCarthy for giving us the opportunity to put together solutions to modernize, personalize, and improve health care in the United States. Our goal is to bring together the best ideas that we can implement in order to make health care more affordable, promote innovation for new treatments, and increase health care choices for all Americans. Republicans are united in preventing Democrats’ goal of a government takeover of health care, which will lead to fewer cures, less choices, and worse health care. We have a great team ready to get to work and listen to the American people to form a solution-based health care agenda,” said Reps. Guthrie and Nunes. The Healthy Future Task Force will listen, learn, and lead in developing the next chapter of the Republican's health care agenda, which will focus on: Breaking down barriers to help all Americans live healthier and longer Increasing care choices Expanding the range of available providers Encouraging investment in new cures and therapies Lowering the cost of health services Providing a strong safety net for the most vulnerable Americans Protecting access to care for all Americans Ensuring pati… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:57:00Z |

The American people deserve to have confidence in our nation’s ability to manage acts of hostility from outside influences, which is why chronic offenders like China and Russia must be held accountable.” “Over the past several months, we have suffered multiple cyberattacks on our nation’s critical infrastructure, held at ransom by foreign bad actors,” said Congressman Bost. “As we continue to recover from the effects of the COVID-19 pandemic, it is imperative that our food supply chains remain safe and secure. These attacks are a threat to our national security and our very way of life. Carson is a senior member of the House Permanent Select Committee on Intelligence (HPSCI) and chairs the Subcommittee on Counterterrorism, Counterintelligence and Counterproliferation (C3). H.R. 4038 addresses intelligence gaps and sharpens America's focus on transnational white supremacist extremist threats. Specifically, this bill will improve federal intelligence agencies' ability to prioritize white supremacist extremist threats, including ties to international groups. It mandates that the National Counterterrorism Center – alongside the Federal Bureau of Investigation and the Department of Homeland Security – explores and analyzes more thoroughly the ideology and objectives driving white supremacist groups with transnational connections, including their leadership and operational structure. This bill builds on previous work done by a number of congressional committees, including HPSCI's Intelligence Authorization Act (IAA) over the past several years. "Extremist white supremacist groups are one of the biggest threats to our security here in America and around the globe," said Congressman Carson. "This dangerous ideology has inspired countless acts of terrorism, yet our intelligence community isn't doing enough to prevent this growing crisis. As the Chairman of the Counterterrorism Subcommittee and a former law enforcement officer, I have been sounding the alarm about white supremacist threats for many years. Through this legislation, we can finally take the necessary steps to adequately study this growing global movement, and create a better plan to stop it. I am honored to have support in this effort from congressional colleagues, including House Intelligence Committee Chairman Adam Schiff, and esteemed civil rights organizations such as the Anti-Defamation League. The EJI will focus on criminal enforcement and public engagement efforts to combat abuse, neglect, and financial fraud scams that target the elderly. The bill also makes permanent a hotline to address calls from the public concerning elder abuse and elder justice. The National Elder Fraud Hotline can currently be reached at 1-833–FRAUD–11 or 1-833–372–8311. Background on the Legislation The EJI was established by the Trump Administration. Ever-increasing government regulations have created distortions and contributed to a rise in monopolies and oligopolies in many sectors of our economy,” Rep. Spartz said. “I am happy to co-lead the bipartisan Merger Filing Fee Modernization Act, which will provide improved resources for better enforcement of abuses of monopoly powers and shift the burden from taxpayers and smaller entities to larger companies demanding larger resource allocations.” While the number of merger filings have significantly increased over the past two decades, premerger filing fees have not been changed in two decades. The current fee structure has created a fee schedule disproportionate to transaction sizes. To ensure this legislation is a permanent solution to the outdated fee structure and not a one-time fix, the filing fees will be linked to increases in the Consumer Price Index going forward. This bill streamlines the uses of child care stabilization funds, ensuring more children have access to safe child care facilities, more facilities are able to offer services at non-traditional hours, and child care facilities will be equipped with new resources to serve infants and children with disabilities. Parents will also have more options for child care, allowing them to return to work and drive our economy forward. “As a working mom of two young girls, I understand the importance of child care, especially when it comes to engaging more women in the workforce. This is a very important issue for our state given the significant labor shortages that are impacting businesses,” said Rep. Spartz. “Many federal government programs come with extensive strings, which make them very expensive and inefficient. This bill allows more flexibility to the states to improve effectiveness and provide a greater benefit to Hoosiers.” “Access to child care in rural areas presents a major impediment to connecting working parents with jobs that need to be filled,” said Rep.
