As the House and Senate have both approved this package, it is expected to be signed shortly into law by President Biden. I am grateful for all of these community partners for putting in the work to successfully identify and advocate for how the federal government can best help them in their dedicated services to Northwest Indiana. I look forward to continuing this type of work with the local stakeholders and all of my Congressional colleagues to advocate for good-paying jobs, law enforcement personnel, and infrastructure investments that lead to a growing economy for everyone.” Congressman Mrvan's requests included in the final appropriations package are specified below. $4,500,000 – Calumet Region Funding will assist with environmental infrastructure improvements to address critical water, sanitary sewer, and stormwater sewer infrastructure improvements designed to alleviate deteriorated conditions, increase the efficacy of existing systems, and improve water quality impacts. $1,000,000 – Indiana Shoreline Funding will be provided to the USACE to assist with the shoreline restoration within the Indiana Dunes National Park near Mount Baldy in Michigan City, and protect this incredible economic asset and environmental resource for Northwest Indiana from erosion. $914,000 – Burns Waterway Small Boat Harbor Funding allocated will allow the USACE-Chicago District to address the needs of Burns Waterway Small Boat Harbor in Portage, Indiana and support operations and maintenance. https://spartz.house.gov/media/press-releases/rep-spartz-issues-statement-omnibus-vote-0 Rep. Spartz Issues Statement on Omnibus Vote 2022-12-23 2022 2022-12 Republican House IN Victoria Spartz S000929 spartz.house.gov spartz https://spartz.house.gov/media/press-releases scraper Washington, D.C. – Today, Rep. Victoria Spartz (IN-05) issued the following statement on the $1.7 trillion omnibus spending bill vote: “The wasteful omnibus bill passed by the House today saddles the next generation of Americans with more untold debt—all while failing to address the most pressing issues we face: an out-of-control border crisis, record-high inflation, and energy security. It’s unfortunate that Senate Republican leadership cut a deal with House Democrats and gave away leverage of the incoming Republican majority in the House. Therefore, I voted no,” said Rep. Spartz. “Democrats are also playing politics with the situation in Ukraine by throwing in $9 billion in important security assistance funding within a much larger spending package full of left-wing pet projects – one that most Republicans cannot, in good conscience, support, instead of having a stand-alone package to show strong bipartisan support of Ukraine.” 1 2026-03-30T01:40:41Z 2026-04-08T03:32:05Z
https://spartz.house.gov/media/press-releases/icymi-spartz-publishes-op-ed-hill-hospital-monopolies-are-destroying-health ICYMI… Spartz Publishes Op-Ed in The Hill: Hospital Monopolies Are Destroying Health Care Value 2022-12-22 2022 2022-12 Republican House IN Victoria Spartz S000929 spartz.house.gov spartz https://spartz.house.gov/media/press-releases scraper Washington, D.C. – This week, Rep. Victoria Spartz (R-IN) published an op-ed for The Hill describing the hospital consolidation crisis which is engulfing our country. … In the op-ed, Rep. Spartz wrote, “The hospital merger trend has reached untold heights, with over 1,500 mergers in the past 20 years... This lack of competition has significant consequences for patients. Hospitals in highly concentrated markets charge higher prices for medical services and negotiate higher prices from health insurance providers, resulting in higher insurance premiums. … In my home state of Indiana, 91 percent of the hospital market is controlled by the largest hospital systems and over half of physicians are directly employed by the largest three hospital systems. As a result, Indiana has the 4th highest hospital facility prices in the country… Hospitals will argue that consolidation allows them to achieve economies of scale and thus provide better quality and more coordinated care to patients, but recent studies by Rice University and Harvard University suggest otherwise. In fact, a 2019 New York Times article by health economist Austin Frakt argues that rates of mortality increase when competition falls. Hence, not only is consolidation increasing the price of care, but it could be a matter of life or death for patients. … The federal government created this hospital monopoly problem, so we now have two choices — either we restore competition by eliminating monopoly protections, or we form a complete monopoly — a full government takeover of health care. I prefer the former and have introduced legislation to remove barriers to competition and make health care more affordable for all Americans.” Rep. Spartz introduced a legislative package this year aimed at removing barriers to competition and making health care more affordable for all Americans. https://spartz.house.gov/media/press-releases/spartzs-war-crimes-bill-passes-both-chambers-heads-presidents-desk Spartz's War Crimes Bill Passes Both Chambers, Heads to President’s Desk 2022-12-22 2022 2022-12 Republican House IN Victoria Spartz S000929 spartz.house.gov spartz https://spartz.house.gov/media/press-releases scraper Washington, D.C. - Today, the U.S. House of Representatives passed the Justice for Victims of War Crimes Act, led by Reps. Victoria Spartz (IN-05), David Cicilline (RI-01), Sens. Chuck Grassley (R-IA), Dick Durbin (D-IL), Lindsey Graham (R-SC), and Patrick Leahy (D-VT). This bipartisan, bicameral legislation passed the Senate by unanimous consent earlier this week. “War criminals should never be able to escape justice in the United States,” said Rep. Spartz. “I was proud to co-lead this bipartisan, bicameral legislation with Rep. Cicilline and I am grateful to my colleagues for voting to close this loophole for good.” If enacted, the Justice for Victims of War Crimes Act would close a loophole in the federal statute to enable prosecution of war criminals who commit atrocities against non-U.S. citizens overseas. Currently, aliens who commit war crimes abroad could be immune to prosecution on U.S. soil, effectively giving them safe haven in the United States. This legislation would ensure that all war crimes are prosecutable under our law. “We cannot allow the United States to be a safe haven for war criminals to avoid accountability. With this legislation, we will ensure that any person present in the United States, regardless of nationality, can be brought to justice for their brutal, unwarranted, and illegal human rights violations committed under the guise of war. This bipartisan, bicameral legislation finally negates the ‘get out of jail free card’ that has existed in our judicial system for far too long,” said Rep. Cicilline. Following the House and Senate’s unanimous passage of this legislation this week, the Justice for Victims of War Crimes Act will head to the President’s desk for signature. 1 2026-03-30T01:40:41Z 2026-04-08T03:32:05Z

Victoria Spartz sent a letter to FBI Director Christopher Wray formally requesting an investigation into potential attempts to interfere with her election and threats against a U.S. government official. As a result of the Congresswoman’s letters sent to the Biden Administration this summer requesting better briefings, oversight and accountability to Congress and the American people on the financial and security assistance to Ukraine for the sake of the heroic Ukrainian people and our strategic interest, some progress has been made. However, these letters have also prompted vicious personal attacks and baseless allegations from some members of the Ukrainian government, including through the almost fully government-controlled Ukrainian media. Congresswoman Spartz believes that some recent developments in Ukraine pose additional threats and require an investigation by our agencies. See the letter below and billboard images with Rep. Spartz’s official congressional photo, name and the following statement: “Our president has to purge Russian FSB agents in any kind of office” installed in Khmelnitsky region of Ukraine. “An attack on a U.S. Representative in the course of performing her constitutional duties is an attack on the American people and requires serious consideration,” Rep. Spartz said. The full letter text can be found here. ### 1 2026-03-30T01:40:41Z 2026-04-08T03:32:05Z

https://spartz.house.gov/media/press-releases/spartz-and-jayapal-introduce-bill-stop-hospital-anticompetitive-behavior Spartz and Jayapal Introduce Bill to Stop Hospital Anticompetitive Behavior 2022-12-13 2022 2022-12 Republican House IN Victoria Spartz S000929 spartz.house.gov spartz https://spartz.house.gov/media/press-releases scraper WASHINGTON - U.S. Representatives Victoria Spartz (IN-05) and Pramila Jayapal (WA-07) today introduced the bipartisan Stop Anticompetitive Healthcare Act. The bill would amend the Federal Trade Commission Act to expand antitrust enforcement to non-profit hospitals. Currently, the FTC has no ability to stop anticompetitive actions by non-profit hospital systems. “Hospital consolidation and lack of competition is a major factor driving unsustainable health care prices,” said Congresswoman Victoria Spartz. “More than one of eight Americans and one of six Hoosiers are in collections due to medical debt, which is unacceptable. Non-profit hospital status should not be a loophole to avoid antitrust enforcement.” “Being able to access quality, affordable healthcare is crucial to living well and to thriving. There is no question that hospital consolidation hurts patients by causing healthcare costs to jump and removing choice,” said Congresswoman Pramila Jayapal. “My bipartisan bill with Congresswoman Spartz would put in important guardrails to prevent corporations from putting profits over proper patient care without changing anything else about a hospital’s non-profit status. We are saying enough is enough with corporate profiteering off people’s illnesses in our healthcare system.” A 2020 report by the Medicare Payment Advisory Commission found that hospital mergers lead to higher healthcare prices for patients. An analysis by the New York Times also found that hospital consolidation virtually eliminated competition and caused hospital admission costs to rise. Areas with the highest rate of hospital consolidation had prices go up between 11% and 54%. Working Americans bear the brunt of hospital mergers, with higher costs and diminished quality of care. Preventing hospitals from engaging in anticompetitive behavior that stifles choice and the ability to seek affordable, quality care will be crucial to lowering healthcare costs for working families. 1 2026-03-30T01:40:41Z 2026-04-08T03:32:05Z

Mrvan released the following statement in response to the recent World Trade Organization (WTO) announcement regarding the U.S. Section 232 steel tariffs. “As a Co-Chair of the Congressional Steel Caucus and representative for one of the largest steel producing districts in our nation, I have adamantly supported the value and continuation of the Section 232 steel tariffs. The American steel industry and our incredible steelworkers are essential to the strength of our national economy and our national defense. We must not rely on foreign nations that violate U.S. trade laws and use illegal subsidies to provide steel products that are necessary for our national security, including the construction of our tanks, aircraft carriers, and armored vehicles. The recent pandemic has demonstrated the strategic importance of our supply chain networks, and I look forward to continuing to work with the administration and all of my colleagues to ensure that American steelworkers, producers, and all manufacturers can compete on a level playing field.” In the 117th Congress, Congressman Mrvan has taken the following actions in support of the Section 232 steel tariffs: On February 2, 2021, Rep. Mrvan led a Congressional Steel Caucus letter to President Biden in support of the Section 232 steel tariffs. On March 24, 2021, Rep. Mrvan issued a statement in support of the Economic Policy Institute’s report that found that Section 232 tariffs delivered immediate benefits to the domestic steel industry. On July 20, 2022, Rep. Mrvan convened a Congressional Steel Caucus hearing with domestic steel industry representatives that highlighted the value of Section 232 steel tariffs. On July 21, 2022, Rep. Mrvan testified during the U.S. International Trade Commission’s hearing on the economic impact of Section 232 steel tariffs. 1 2026-03-30T01:40:41Z 2026-04-08T03:32:05Z

The FY' 23 NDAA includes a number of legislative accomplishments for Congressman Carson: Duck Boat Safety Act Rep. Carson's Duck Boat Safety Act is a culmination of a nearly five-year effort to improve safety regulations for duck boats, which took the life of 17 passengers in an accident on Table Rock Lake in Branson, Missouri in 2018. Among those on board were nine members of the Coleman family, who were residents of Indianapolis, IN. The Duck Boat Safety Improvement Act will require vessel operators to implement common-sense boating safety measures when waterborne, including: Improving reserve buoyancy and watertight compartmentalization to prevent sinking, Requiring more monitoring and adherence to severe weather alerts and warnings, Requiring release of road safety seatbelts when Duck Boats become waterborne, Requiring stronger crew safety training and certification, Removing or reconfigure canopies and window coverings for waterborne operations, Requiring personal flotation devices for waterborne operations, Requiring installation of better bilge pumps and alarms, Installing underwater LED lights that activate automatically in emergencies, and Complying with other Coast Guard boating safety requirements. Victoria Spartz (R-IN) joined Reps. Jared Golden (D-ME), Dan Kildee (D-MI), and Mike Turner (R-OH) in sending a bipartisan letter to House Leadership to stress the importance of a longer-term reauthorization of the Health Coverage Tax Credit (HCTC). The HCTC provides refundable tax credits for Americans who have lost their jobs to outsourcing and whose pensions have been taken over by the Pension Benefit Guaranty Corporation (PBGC) to cover the rising cost of health insurance premiums. “Bad government policies incentivizing outsourcing caused thousands of Hoosiers to lose their jobs, pensions, and health care coverages. Additionally, government interventions incentivized health care consolidation leading to monopoly problems and higher prices for consumers. Indiana has experienced significant adverse effects of these policies,” Spartz said. “The Health Coverage Tax Credit provides some offsets to remediate this situation and needs to be established on a longer-term basis to provide more certainty for families.” The full letter text can be seen HERE. ### 1 2026-03-30T01:40:41Z 2026-04-08T03:32:05Z

The bill will now head to President Biden’s desk to be signed into law. “I am proud to co-lead H.R. 5796, the Patents for Humanity Act, which passed the House this week,” said Rep. Spartz. “This bill cuts red tape and streamlines regulations to promote innovation.” “The framers of our constitution and the founders of our great country understood that society would benefit if we incentivize creativity and innovation. That’s why Article 1, Section 8, Clause 8 of the United States Constitution gives Congress the power to create a robust intellectual property system to promote the progress of science and useful arts. The Patents for Humanity Act builds on this principle in practice by helping creators fast-track innovations that better our global community through the patent process,” said Rep. Specifically, the applicants requested approval for drivers, after 10 consecutive hours off duty, to drive through the 16th consecutive hour after coming on duty, and to drive a total of 15 hours during that 16-hour period. 1 2026-03-30T01:40:41Z 2026-04-08T03:24:37Z

Victoria Spartz during my tenure at ALEC,” said ALEC CEO Lisa B. Nelson. “Just as former British Prime Minister Margaret Thatcher faced down the communist threat in her day, so has Victoria Spartz in our day. We need more female freedom fighters like Spartz serving in all levels of government. She is a fierce defender of limited governments, free markets and federalism. I know she wants these principles embraced not only in America, but around the world. I can think of no one more deserving of the 2022 Iron Lady Award.” ALEC is the largest nonpartisan, voluntary membership organization of state legislators in the United States. ### 1 2026-03-30T01:40:41Z 2026-04-08T03:24:37Z

Ms. Abu Akleh was killed on May 11, 2022, while wearing a clearly marked press vest and reporting on a military raid taking place in the occupied city of Jenin. Later that month, Rep. Carson led a letter, signed by 58 Members of Congress, to the FBI and State Department calling for an independent and open investigation. A later investigation by the Israeli government confirmed that an Israeli soldier shot Ms. Abu Akleh, in her line of duty as an American journalist. Unfortunately, questions remain unanswered. New reports indicate that the FBI has opened an investigation into this killing. "While I am encouraged by the reports of an FBI investigation, we must ensure a thorough and timely report to Congress on this tragic killing," said Rep. Carson. "Congress has a duty to protect Americans reporting abroad, preserving the free speech our country was founded on – and Shireen's family deserves answers, justice, and accountability. We must also ensure that U.S. weapons, equipment or military services were not used to kill Americans on foreign soil. American taxpayers should not be paying for any violation of human rights abroad." The Justice for Shireen Act seeks answers to many unanswered questions, including what happened before, during, and after the killing. This bill would also identify any U.S. defense materials or services involved in Ms. Abu Akleh's death. ### 1 2026-03-30T01:40:41Z 2026-04-08T03:24:37Z

This is the ninth time during the 117th Congress that Congressman Mrvan has provided testimony in support of the domestic steel and manufacturing industry during ITC proceedings. The text of today’s remarks as prepared for delivery is below, and a link to a video of the remarks is available here. I want to thank Chairman Johanson, all the distinguished Commissioners, and the dedicated staff for the opportunity to participate in today’s hearing on the continuation of anti-dumping and countervailing duties of cut-to-length steel plate products from Austria, Belgium, Brazil, China, France, Germany, Italy, Japan, Korea, South Africa, Taiwan, and Turkey. I am proud to represent the First Congressional District of Indiana, one of the largest steel producing Congressional Districts in our nation. Specific to today’s case, I want to highlight how cut-to-length steel plate is produced in Northwest Indiana at the Cleveland Cliffs Burns Harbor facility, which employs thousands of dedicated members of the United Steelworkers. These products are essential to the success of our national economy, our energy independence, and also our national security, as these products are used in military applications such as submarines, aircraft carriers, and armored vehicles. When foreign actors cheat, the livelihoods of our steelworkers and their families are jeopardized. We must do everything possible to fully enforce our trade laws and show countries that cheat and provide illegal subsidies to their industries that their unfair trade practices will not be tolerated. The orders under discussion today have proven to be effective in ensuring that our steelworkers can compete on a level playing field. Specific to hot-rolled steel products, which are produced at Cleveland-Cliffs and U.S. Steel facilities in Northwest Indiana, on September 15, 2022, Congressman Mrvan testified that “the steel products we are discussing today, hot-rolled steel, are made in the First Congressional District, at the U.S. Steel Gary Works and Cleveland Cliffs Indiana Harbor facilities,” and that “when foreign competitors choose to cheat and circumvent our trade laws, they threaten the existence of the American steel industry and good-paying jobs that allow our workers to support their families.” Additional information on the ITC’s final ruling on this case is available here. With regard to oil country tubular goods (OCTG) products, on September 22, 2022, Congressman Mrvan testified during the ITC hearing and stated that “Northwest Indiana is home to an incredible steel and manufacturing base, and the dedicated workforce and members of the United Steelworkers produce the material and hot-rolled steel that is used to make OCTG products. While incorporating Ukrainian war spending into their large wasteful omnibus bills might be a clever political maneuver – as it forces most Republicans to vote “no” - it’s counterproductive to the war effort. In fact, such actions allow Putin to intensify anti-Ukrainian propaganda and divide our country. Even though winter is coming, the Biden administration is still playing reckless politics with energy policies. Understanding the danger of this situation, I recently visited Europe myself and met with a number of stakeholders in Berlin, Brussels, Kyiv and London. I also joined Yulia Yatsyk, a member of the Ukrainian parliament, in Zaporizhzhia. I was impressed by the bravery and boldness of this courageous woman who not only goes to the frontlines to support the brave Ukrainian soldiers but is also not afraid to challenge corrupt government officials in her region. We visited an old monastery near the frontlines founded by the Zaporizhian Sich Cossacks on a very special holiday for Ukraine, October 14 – the Protection of the Mother of God, the Defender of Ukraine Day, Ukrainian Cossacks Day, and the 80th anniversary of the creation of the Ukrainian Insurgent Army. Being an ancestor to freedom loving Zaporizhian Sich Cossacks, I was especially humbled to witness the Cossacks initiation ceremony and share some Cossack “kulish” (porridge) with frontline soldiers. I also was able to visit some major Ukrainian cities and discussed the situation on the ground with the local governments which are doing a tremendous job protecting their cities and their citizens. Life in Ukraine is very hard - hearing artillery shells land close by, being woken up by explosions and machine gun fire, and observing “kamikaze” drones from my hotel window, reminded me what the Ukrainian people are going through on a daily basis. Victoria Spartz joined Minority Whip Steve Scalise (R-LA), in sending a letter to President Biden regarding the five-year offshore energy leasing plan. The letter demands President Biden and U.S. Department of the Interior Secretary Deb Haaland reverse course on the current disastrous energy policies and invest in America’s energy independence by issuing a five-year offshore leasing plan that includes regular annual lease sales in America’s offshore areas. The offshore leasing program is required under the Outer Continental Shelf Lands Act (OCSLA), mandating the Department of the Interior to finalize a five-year plan before any leasing can occur. While past administrations ensured a smooth transition between schedules, Secretary Haaland broke tradition and severely delayed the release of a proposed program, further undermining American energy production. In the letter, Rep. Spartz and House Republicans underlined the grave consequences of undermining oil and gas exploration, pointing to the ongoing energy catastrophes in Europe and California that led to skyrocketing gasoline and electricity prices for hard-working families. "President Biden has continuously taken steps that hurt American energy production" said Rep. Spartz. "Our letter outlines commonsense actions the President can take to get American energy back on track. We need to develop energy policies, not politics." Bob Casey (D-PA), John Cornyn (R-TX) and Chuck Schumer (D-NY), urging the Biden Administration to take immediate action to safeguard national security and supply chain resiliency on outbound investments in adversarial states. “When we cede our manufacturing power and technological know-how to foreign adversaries, we are hurting our economy, our global competitiveness, American workers, industry and national security. Government action on this front is long overdue to address the scope and magnitude of these serious risks we face as a country,” the members of Congress wrote. This bipartisan group of lawmakers previously worked together to introduce the National Critical Capabilities Defense Act based on the recommendations of the U.S.-China Economic and Security Review Commission created by Congress in 2000, which was stripped from the CHIPS Act of 2022 by the Administration. The legislation would have established an interagency outbound investment review committee in order to better understand the vulnerabilities created in U.S. supply chain as private industries continue to offshore critical capabilities to China and other foreign adversaries. Russian forces are denying Ukrainian POWs the right guaranteed to them under the Geneva Convention to be visited by the International Committee of the Red Cross (ICRC). Congresswoman Spartz has been in contact with Patrick Hamilton, the Head of the ICRC's Delegation to the United States and Canada. Following yesterday's meeting with these Ukrainian service members and families, Senator Scott also spoke with Patrick Hamilton to express his strong support for the ICRC's mission and work to visit POWs and ensure proper treatment of these individuals in accordance with international treaties and laws. “Since Russia’s unlawful and violent invasion of Ukraine began, we have heard horrific stories of brutal violence both on and off the battlefield. Putin has laid bare his evil intentions for the world to see, and we cannot ignore it. While we have received many briefings here in Washington on the battles across Ukraine, hearing firsthand from these Ukrainian POWs and the family members of those currently being held by Russian forces this week further exposed the unbelievable brutality of Russia’s war. It is essential that the ICRC have full access to all POWs. We fully support the ICRC’s work of ensuring the human rights of POWs are protected and will never tolerate action to hinder its access or otherwise strip the rights afforded to POWs and humanitarian organization under the Geneva Convention.” ### 1 2026-03-30T01:40:41Z 2026-04-08T03:08:33Z

Mrvan joined senior administration officials, including Deputy Secretary of the Treasury Wally Adeyemo, in announcing federal investments in broadband technology for Indiana under the American Rescue Plan (ARP). According to the Department of Treasury, the federal funds will support Indiana’s Next Level Connections Broadband Grant Program, which supports broadband infrastructure and services to areas and locations currently lacking access to at least 25/3 Mbps, with a focus on services to school buildings, rural health clinics, and households with students. Congressman Frank J. Mrvan stated, “I am proud that one of my first formative votes in Congress was for the American Rescue Plan. Not only did this law save lives, support small businesses, and reopen our schools, but it is also improving broadband services that are critical for the success of our economies. The COVID-19 pandemic exposed disparities in access to healthcare, mental healthcare, and education resources, and this federal investment is essential to closing that gap and ensuring that everyone has the capabilities to access the tools they need to succeed and be healthy.” “The pandemic upended life as we knew it—from work to school to connecting with friends and family—and exposed the stark inequity in access to affordable and reliable high-speed internet in communities across the country, but especially in rural, tribal, and low-income communities,” said Deputy Secretary Wally Adeyemo. “This funding will lay the foundation for the Biden-Harris Administration’s historic investments to increase access to high-speed internet and reduce broadband bills for American households and businesses.” To learn more about this ARP program from the Department of Treasury, click here. 1 2026-03-30T01:40:41Z 2026-04-08T03:08:33Z

As the only Ukrainian born member of Congress, I wanted to congratulate all Ukrainians on this Independence Day. You have shown the world what it truly means to defend your freedoms and protect your democracy. The American people stand with you. I have spent the months since Putin’s invasion of Ukraine vocalizing my support for my birth country. But with billions of US dollars going to Ukraine, we must demand accountability. Not only for the American taxpayers, but also for the sake of the brave Ukrainians fighting Russian aggression and sacrificing their lives. Congress must ask the tough questions so we can help critical aid reach the Ukrainian military and help defeat Putin’s aggression. As a member of the House Judiciary Committee, I will continue to demand proper oversight and the need for streamlined logistic processes to improve efficiencies of aid delivery to Ukraine, mitigate risks of sabotage, and provide assurances for American taxpayers. I spent half my life in Ukraine. I have family, friends, and relatives there. I know the history of the country. My family personally suffered under Stalin and Hitler. I have a heritage of Zaporizhian Sich Cossacks and a “Viking” bloodline. Free Ukraine is in our national interest and the west must win! I am sending Ukrainians strength today from my home here in Indiana. Translation (UA): Я - Вікторія Спарц, Kонгресвумен від п'ятого округу Конгресу штату Індіана. Baseless claims of institutionalized police violence, oppression and incompetence avoid a simple and undeniable truth – strong and well-funded police departments make our communities safer. An Obama Administration report confirmed this, concluding that a 10% increase in the size of a police force leads to as much as a 10% reduction in crime. The bipartisan takeaway is clear – the most important way we can increase public safety is by increasing support for our police, men and women who serve on the frontlines every day to protect us. An alarming consequence of the anti-police narrative in our country is that it is now more dangerous than ever to serve as a police officer. The numbers confirm this – in 2021 there were 73 officers murdered nationwide in the line of duty, and as of August 18, 2022, 42 officers have been tragically killed this year. Historic numbers pale in comparison to what we are seeing today. One of these tragedies occurred in my district in July, when Elwood, Indiana Police Officer Noah Shahnavaz was murdered while conducting a routine traffic stop. Noah dedicated his life to serving and protecting his country and community, spending five years in the military before joining the Elwood Police Department last year. I recently had the privilege to meet with Noah’s incredible parents and learn about their son. His father, Matthew, shared a story with me that truly reflects Noah’s character. Image Matthew Shahnavaz, Laurie Shahnavaz, Congresswoman Victoria Spartz, Elwood Police Chief Brizendine Matthew, like many parents, did not understand Noah’s “gaming” habit, encouraging him to spend his time more wisely. Mrvan stated, “I thank our local partners in Munster for their leadership on this project that incorporates sustainable measures to reinvest in the Ridge Road corridor, which will improve transportation, attract new businesses, and enhance recreational activities. Because of their successful utilization of this federal resource, we will create more good-paying jobs and a better quality of life for everyone in Northwest Indiana.” “This award will allow the Town to implement our community-driven vision for a more human-focused built environment. With that opportunity will come more pedestrian and bicycle infrastructure, additional street trees, improved stormwater management, and more flexibility for our local businesses to operate,” said Dustin Anderson, Town Manager of the Town of Munster.“This project is the validation of an exhaustive public engagement process that saw thousands of residents weigh in on what they want this vital corridor to look like in the future. Without those residents and the bold leadership of our elected and appointed officials, this project would have never been possible.” For additional information on the RAISE grant program, click here. 1 2026-03-30T01:40:41Z 2026-04-08T02:59:24Z

Mrvan, Chairman of the House Veterans’ Affairs Subcommittee on Technology Modernization, celebrated the Senate passage of the Honoring Our Promise to Address Comprehensive Toxics (PACT) Act. Through his role on the House Veterans’ Affairs Committee, Congressman Mrvan is an original cosponsor of this measure and he actively supported this measure through the Committee approval process. On July 13, 2022, the House approved the final version of the legislation in a bipartisan manner with a vote of 342 to 88. As the Senate has approved this measure, it is now submitted to President Biden to be signed into law. According to the House Veterans’ Affairs Committee, the Honoring Our PACT Act will treat toxic exposure as a cost of war by addressing the full range of issues impacting toxic-exposed veterans, including access to earned benefits and healthcare through the Department of Veterans Affairs. Congressman Mrvan stated, “I joined the House Veterans’ Affairs Committee in order to take action in a bipartisan manner to ensure our veterans receive the world-class benefits they deserve. This historic legislation does just that, and I am proud to have been a part of the legislative process to see this bill through to the finish line. I appreciate the bipartisan support of this initiative by so many other Members of the House and our Senate colleagues. This landmark action will ensure that veterans know their country will honor and care for them in gratitude for their service to defending our freedoms. I look forward to continuing my positive and productive relationship with the members of the veterans community and stand ready to continue to assist all veterans however our office can.” To watch Congressman Mrvan’s earlier floor remarks on this legislation, click here and here. She also asked her Congressional colleagues to stop all funding to the UN until it can show real results. “I am very disappointed with the lack of active UN leadership to stabilize the situation in Ukraine and restore international order,” Rep. Spartz said, calling the recent "grain deal" the UN's latest failure to lead. Hours after the grain deal was reached, Spartz pointed out, Russian forces hit Odessa with cruise missiles. Congressman Carson made the following statement: "I want to start by giving my condolences to the Abu Akleh family. I continue to mourn the loss of this great journalist and fellow American, who was killed while on assignment. I believe this was also an attack on the free press, which is vitally important to our society. We need answers to hold the perpetrators fully accountable. From day one, Israel has denied responsibility for Shireen's murder. Israel has shown a lack of reverence for her life, and disrespect towards her home country, the US, as well as journalists across the world who risk their lives to bring us the news. This makes it imperative for our government to conduct our own investigating Shireen needs justice. Every American killed abroad is entitled to our protection. Every human killed, American or not, deserves justice. We all want answers. We need to ensure these answers are accurate, that they are transparent, and that they are timely. It has been two months since Shireen's death and we have yet to hold the perpetuators accountable. The State Department released statements of the summation of the Israeli and Palestinian Authority investigations, but this is not enough, nor is it what our request has been from the beginning. Since Shireen's death, I led a letter calling for this investigation alongside 57 other Members of Congress. I thank my Senate colleague from Indiana, Senator Todd Young, for his steadfast leadership on this initiative. Previously, on July 27, 2022, the Senate approved this measure by a vote of 64 to 33. The measure will now be sent to President Biden to be signed into law. In general, the CHIPS and Science Act provides $54 billion to assist with the building and equipping of chip plants in the United States and supports domestic chip research and development. According to the House Committee on Science, Space, and Technology, only 12 percent of semiconductor chips are currently being manufactured domestically, down from 37 percent in the 1990s, and many foreign competitors are investing heavily to dominate this critical national security industry. In addition to improving our economic growth and national security, this legislation will aim to lower costs for American consumers by helping end the shortage of chips that have contributed to increasing costs of various consumer goods and cars. The approval rating for the U.S. Congress has fallen now to 16%, with an 82% disapproval rating. Let’s think about this for a second – over 80% of Americans disapprove of the job Congress is doing. In fact, over the last decade, our job approval rating has never risen above the low 30’s. If Congress wants to build back its trust with the American people, we could use Ukraine as an example to strengthen that trust. Resolving the situation in Ukraine is in our national interest, but it cannot be done without proper leadership from the United States, or Ukraine will be turned into another Afghanistan. The only difference is that only Ukrainians are feeling the real pain so far where just their children are coming home in caskets by the thousands, but it might be just for now. We know that results cannot be achieved without proper accountability. The following would help to stop this war in Ukraine and restore international order: 1. Congress must hold the Biden Administration accountable and be transparent with the American people. Nothing should preclude the Administration from publishing which agencies and officials within them are in charge of the funds, including amounts. They should also list amounts and all entities receiving these funds. 2. Congress should request streamlined logistics and oversight of lethal aid, as well as a joint task force to set up proper strategy – instead of ad-hoc procedures. The United States is sending serious weapons like javelins and stingers to a country with real threats of sabotage. Knowing this, why do we continue to leave our weapons at the border with Poland, not verifying they’ll be delivered as intended? Better oversight of logistics will mitigate risks and also improve the speed of delivery of much-needed weapons to the Ukrainian frontlines. The NDAA is a sweeping bill that each year authorizes our nation's annual spending and policies for America's armed forces. In light of the growing strategic challenge posed by the People's Republic of China – and in the aftermath of Vladimir Putin's unlawful invasion of Ukraine – the FY23 NDAA equips the Department of Defense (DoD) and U.S. military with the right resources and authorities to meet the greatest threats to the United States and our common defense. I would go so far as to say that anyone saying accountability is not necessary is "pro-Kremlin" because the only side that benefits from weapons not ending up in the right hands is the Russian side. Whether it's Ukrainians dying on the battlefield because they run out of ammunition, or false flag attacks using U.S. weapons, only Russia wins when America doesn't know where its taxpayer-funded support goes. Proper oversight and streamlined logistic processes will have the following key benefits to Ukraine and the United States: Provide assurances for American taxpayers, so our electorate will continue to support aid to Ukraine. Improve efficiency and speed of delivery of aid to the frontline. Mitigate risks of sabotage by countries like Russia, China, Iran, or others. These benefits are clear. The $385,129 grant award will be used to purchase medical training simulation equipment and expand the campus’s capacity to train medical professionals. According to the EDA, the training equipment will provide value to all levels of trainees, and the expanded training programs will be a source for future healthcare workers that are necessary for economic recovery and resilience. Additionally, this funding is provided under allocations from the American Rescue Plan, which Congressman Mrvan supported in order to deliver critical relief to workers and ensure that Northwest Indiana communities can get past the COVID-19 health pandemic. Further, this funding also builds upon a Community Funding Project that Congressman Mrvan requested and successfully secured in Fiscal Year 2022. Specifically, Rep. Mrvan secured $225,000 to support University of Saint Francis Crown Point Campus in their efforts to acquire lab equipment and supplies to expand the new Nursing Simulation Lab and Ultrasound Lab facility. Congressman Mrvan stated, “I am grateful for the incredible services that the University of Saint Francis Crown Point campus provides for our region’s health and workforce. Congratulations to all of the leaders for your initiative and ability to utilize this federal resource. I look forward to continuing to support your invaluable work that provides individuals with world-class training and life-long career skills to thrive in the healthcare field during this critical time.” “The University of Saint Francis Crown Point greatly appreciates the awarding of the American Rescue Plan Act grant as we continue to prepare our outstanding students to excel and to serve the northwest Indiana healthcare community. Growing up under a dictatorship, I place significant value on those who are willing to risk their lives for freedom. That is why our military and veterans will always be my number one priority. I have visited my native Ukraine six times since Russia’s invasion began to gain a better understanding of the situation on the ground - from Lviv in the west, to Chernihiv in the north, to the front in the east, and to the ports of Odessa in the south - each time meeting with Ukrainian people and fighters in the trenches. I was inspired by the resolve and strength of the Ukrainian Armed Forces – they will never surrender. Although, I was disappointed to learn that instead of recognizing its military and launching an all-country effort to support it, Kyiv, with Andriy Yermak effectively at the helm, is playing politics. Also, Kyiv seems to have money for reconstruction efforts for nonessential infrastructure, but no money to support soldiers, like the long-promised housing for 2014 Anti-Terrorist Operation fighters from the occupied territories. Unfortunately, instead of addressing the concerns I raised last week, Mr. Yermak has launched a smear campaign against me. Many Americans and Europeans have had serious concerns with Mr. Yermak for a while. If Mr. Yermak was a statesman, as someone with an already questionable reputation, he would have resigned this winter after assuring the Ukrainian leadership that no attack by Russia was going to happen, which reduced Ukraine’s preparedness. However, it is never too late to do the right thing. Since I outlined my concerns, I have been accused by Mr. Yermak’s puppets of raising this issue for political benefit. Only those who do not understand American general election politics could make such a claim. There is no political benefit from this, but it is the right thing to do. He spends much of his time building international support to defend his country, but he has a lingering internal issue he needs to address – Head of the Office of the President, Andriy Yermak. I have spent much of my own time in Ukraine over the last three months – meeting with community and government leaders, fighters, and civilians alike. I believe Ukraine has the potential to be a powerhouse of democracy, an incubator of young talent, and a true ally to the United States in a region where such partnership is badly needed. And as someone who grew up in Ukraine under communist dictatorship, the best interest of all freedom-loving people will always be in my heart and actions. Based on the strong support I have been receiving from Americans, Ukrainians, and many people around the world, I understand why my comments struck a chord with the Ministry of Foreign Affairs of Ukraine. I encourage the Ministry to consider my statement with the kind of seriousness these questions about Mr. Yermak demand, instead of launching ad hominem attacks as they have thus far. Ukrainians and Americans will be better served by our governments responding with due diligence – not defensive platitudes. Based on a variety of intelligence, actions taken by Mr. Yermak in Ukraine and his alleged dealings in connection with Russia, Congress needs to obtain this information urgently to confirm or deny various serious allegations. Considering our material involvement in this conflict, we owe this level of rigor and accountability to the American people as Ukraine urgently needs increased levels and speed of security assistance, which unfortunately have not been prioritized by the Biden Administration. Additionally, Congresswoman Spartz brought President Biden's attention to the fact that Mr. Yermak appointed Mr. Oleg Tatarov as his deputy for law enforcement to combat corruption who instead, as well-known by President Biden, has been delaying the appointment of an independent anti-corruption prosecutor for over a year, rendering the Specialized Anti-Corruption Prosecutor’s Office and the National Anti-Corruption Bureau (NABU) dysfunctional. Mr. Tatarov was under investigation by the NABU in 2020 before his appointment where his case was allegedly inappropriately transferred to a regular prosecutor and closed. Mr. Tatarov was also a top police official under former President Yanukovych prosecuting Euromaidan protestors. As President Zelensky works very hard to build alliances with the west and our country, it is our responsibility to inform him if we might have any concerns with key people around him. This is also our obligation to the brave Ukrainian soldiers and strong Ukrainian people fighting this fight for freedom and international order for us all. I was young, idealistic and inspired by the ideas of freedom. These ideas of freedom or more like erosion of freedoms has led me to become involved with politics. When I became a Congresswoman, I intentionally decided not to get involved with any international issues, including Ukraine, since I believed we had too many domestic issues shaking up our country from within. We still do, but when a major war in Ukraine broke out, I understood that I could be of significant value to my colleagues and our country. As someone who learns everything from the ground, I spent some time around Europe including a number of visits to Ukraine. Therefore, my understanding of the situation in Ukraine is not from books and theories or surveillance reports and analytics, but from seeing and hearing what’s actually happening with my own eyes. I will not go into many problems at this time and there are a plenty of them, but will just list three urgent action items needed to get the situation under control: 1) President Biden has to stop playing politics, have a clear strategy and align security assistance with our strategy; 2) President Zelensky has to stop playing politics and theater, and start governing to better support his military and local governments; and 3) Congress has to establish proper oversight of critical infrastructure and delivery of weapons and aid. ### 1 2026-03-30T01:40:41Z 2026-04-06T18:20:25Z

The American taxpayers cannot afford to continue footing the multi-billion-dollar bill for unused barrier materials while our Southern border remains more vulnerable than ever before. These first seven bills are part of a package aiming to address material hospital monopoly issue, which: 1.) repeal Obamacare prohibitions on physician-owned hospitals; 2.) improve oversight of anticompetitive behaviors of non-profit hospitals; 3.) require transparency and eliminate abuses in hospital billing; 4.) provide more patient choice; 5.) improve competition on state healthcare markets; 6.) assess anticompetitive clauses in healthcare contracts; and 7.) improve availability of medical residency programs. Hakeem Jeffries (NY-08), Kelly Armstrong (ND-AL), Karen Bass (CA-37), Morgan Griffith (VA-09), Cathy McMorris Rodgers (WA-05), Guy Reschenthaler (PA-14), and David Trone (MD-06). This legislation would strengthen the constitutional right to trial and mitigate abuses of prosecutorial authority in our federal justice system. “Our Founding Fathers provided for trial by jury in our Constitution as a safeguard of our liberties,” said Rep. Spartz. “This constitutional right is essential to protect against the tyranny of government and the police state.” Approximately 97% of defendants subject to federal charges plead guilty, up from nearly 85% in the early 1990s. Despite their constitutional right to trial, defendants face steep mandatory minimum sentences if they choose to exercise this right—driving defendants into one-sided plea negotiations. “Throughout my time as a district judge, I saw the extreme disparities between sentences offered in plea deals and sentences given to those who went to trial. Americans shouldn’t face drastically different judicial outcomes when exercising their constitutional rights,” said Rep. Reschenthaler. “The Right to Trial Act will address the trial penalty sentencing disparity and ensure our judicial system reflects the spirit of the Sixth Amendment.” The ‘Right to Trial Act’ seeks to temper these incentives by granting federal courts the authority to impose sentences, in some circumstances, below established statutory minimums. 1 2026-03-30T01:40:41Z 2026-04-08T02:39:01Z

Unfortunately, Speaker Pelosi politicized the committee in its infancy, forgoing an investigation into the Capitol’s vulnerabilities in favor of one of leaked evidence and politicized subpoenas. The American people continue to struggle with record high gas prices and inflation rates, and families still do not have consistent access to baby formula for their infants. The House should be focused on delivering real long-term solutions for the problems currently facing Americans and ensuring that this preeminent branch of our Federal Government can function securely.” 1 2026-03-30T01:40:41Z 2026-04-08T02:39:01Z

Baird B001307 baird.house.gov baird https://baird.house.gov/news/documentquery.aspx?DocumentTypeID=27 scraper Washington, D.C.— Today, Congressman Jim Baird (IN-04) along with Chairman Sanford Bishop (GA-02), and 54 of their colleagues sent bipartisan a letter to President Biden to protect farmers’ access to critical crop protection tools. “At a time when American farmers and ranchers are faced with record input costs and shortages of critical inputs, the U.S. Solicitor General’s amicus brief could threaten our producers’ ability to feed and fuel the world,” said Congressman Baird. “As our country continues to face the highest inflation rates in decades, it’s critical that our government provide certainty to the agriculture industry and the broader American food supply chain. My colleagues and I are deeply concerned that this flawed opinion will undermine growers’ long-term access to innovation and increase costs, which is why we sent a letter to President Biden asking for his immediate withdrawal of Solicitor General Prelogar’s brief.” Background: On May 10, 2022, the U.S. Solicitor General submitted an amicus brief weighing in on a class action lawsuit against Bayer, which would allow the state of California to require a cancer warning label for the widely utilized herbicide glyphosate, in a stunning departure from decades of scientific consensus from academia and regulatory bodies across the world that show that the herbicide is not a carcinogen. Not only does the Solicitor General’s brief reverse a long-held view on federal preemption, but it sets a dangerous precedent for the United States’ science- and risk-based regulatory system. This brief, if acted upon, would up-end the entire regulatory process for crop protection tools and all forms of agricultural innovation, creating uncertainty and undermining confidence in scientific integrity. 1 2026-03-30T01:40:41Z 2026-04-08T02:39:01Z

Mrvan, Chairman of the House Veterans’ Affairs Subcommittee on Technology Modernization. Previously, the House approved Rep. Mrvan’s legislation by a voice vote in November of 2021, and the Senate approved Rep. Mrvan’s legislation without an amendment by a voice vote on May 26, 2022. The VA Electronic Health Record Transparency Act aims to improve the management of the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) project. In the past year, the VA Office of the Inspector General has found that VA is not conducting reliable and complete cost estimates for infrastructure upgrades and costs under the EHRM program. This legislation will require VA to provide Congress with quarterly reports that assess the full costs, performance metrics, and outcomes. “As Chairman of the Technology Modernization Subcommittee, I have seen the great need for Congress to conduct oversight and have accurate information to ensure that the Electronic Health Record Modernization program is able to meet the needs of our veterans,” said Congressman Mrvan. “I thank the leaders of the Senate for also seeing the value of this legislation, and as we move forward, I look forward to obtaining the requested information and continuing our work to ensure that all veterans receive the world-class health care they deserve.” This is Rep. Mrvan’s second piece of legislation that President Biden has signed into law. Previously, on September 30, 2021, President Biden signed the Department of Veterans Affairs Expiring Authorities Act of 2021 into law, a bill that extended various veteran benefits, including certain transportation benefits and the VA's authority to administer dental insurance for veterans, their dependents, and certain survivors who are enrolled in the VA health care system. Mrvan’s legislation, H.R. 6961, the Dignity for Military Sexual Trauma (MST) Survivors Act, was approved by the U.S. House of Representatives. The women and men who voluntarily join our military to defend and protect our national security deserve every resource, consideration, and compassionate assistance during their medical care and treatments. This legislation seeks to support and affirm veterans who experienced sexual trauma during their active military service as they navigate the Board of Veterans’ Appeals (BVA) claims appeal process. Specifically, the legislation would require the Department of Veterans Affairs (VA) Secretary to ensure BVA members complete annual MST training in order to continue hearing appeals. It would also require VA to review the language used in claims denial letters to ensure such language is carefully worded in order to avoid any retraumatization of our veterans. Finally, it would mandate that contract medical providers conduct MST-related examinations in a sensitive, trauma-informed manner. The measure is now referred to the Senate, where it is currently pending consideration. For additional information and the text of the legislation, click here. "Should this draft decision by the Supreme Court be formally announced, it would demonstrate the very real consequences of our elections. "I am a pro-woman public official, with a record of cosponsoring and supporting the Women’s Health Protection Act, because I believe in equality for women, and that women should have every protection under the law to be treated fairly, paid fairly, and have every right to access safe reproductive care. "As the father of two daughters, I will continue to fight to ensure that they and every woman can make the best decisions they wish to make about their own bodies, their own futures, and their own economic opportunities." 1 2026-03-30T01:40:41Z 2026-04-08T02:29:07Z
