The funding will allow the Rescue to purchase 16 new self-contained breathing apparatus (SCBA) packs, replacing all of its current packs. Firefighters rely on SCBA equipment to provide breathable air while operating inside burning buildings and other hazardous environments. The grant will also fund a Rapid Intervention Team (RIT) pack, which can provide emergency air to a firefighter who becomes trapped, injured or otherwise unable to immediately exit a fire. Congressman Barr submitted a letter supporting Millers Creek Fire Rescue’s application for the grant and supported federal funding for the AFG program. “Every time our firefighters answer the call, they put their own safety on the line to protect their neighbors,” said Congressman Barr. “This investment will ensure the firefighters at Millers Creek have reliable, lifesaving breathing equipment when they enter a burning building. I was proud to support their application, and I will continue fighting to make sure Kentucky’s first responders have the resources they need to safely serve our communities.” “Replacing our SCBA packs has been a major need for our department, and this grant will make a real difference for our firefighters. We appreciate Congressman Barr’s support throughout the process and his help in making sure departments like ours have the equipment we need to do our jobs safely,” said Chad Neal, Millers Creek Fire Rescue Chief. This is the second consecutive year Millers Creek Fire Rescue has secured AFG funding with Congressman Barr’s support. Last year, the department received $83,238 to purchase personal protective equipment, including new turnout gear worn by firefighters when responding to fires. Introduced by Congressman Zach Nunn (IA-02), this bill was cosponsored by Congressman Brett Guthrie (KY-02). “I am glad to see this commonsense legislation advance out of the House of Representatives to protect seniors from fraud with wide bipartisan support,” said Congressman Guthrie. “As technology continues to rapidly advance, so too does scammers’ ability to target and defraud Americans – especially our senior population. I am proud to be a cosponsor of this legislation and am confident it will help our local law enforcement hire additional officers to protect Kentuckians for years to come.” Background: The GUARD Act allows state and local law enforcement to use funding from certain existing federal law enforcement grant programs to facilitate the retention and training of personnel, and other enforcement activities associated with the countering of general financial fraud, elder fraud, and confidence schemes such as relationship scams, phishing, and fraudulent investment offers. This legislation would mandate that local and state agencies utilizing these funds report how they are implementing them and require the issuing federal agency to report annually on how the grants are being utilized. The Federal Trade Commission reported that Americans lost nearly $16 billion in fraud schemes in 2025, with the actual amount being estimated at over $190 billion, as many of these schemes go unreported by victims. This legislation is supported by various national groups, including the AARP, the National Police Association, and the National Sheriffs' Association. 1 2026-09-18T09:27:43Z 2026-09-18T09:29:09Z

H.R. 9497 would reauthorize and update the Water Resources Development Act to support water infrastructure projects nationwide, including navigation, flood and storm risk management, and environmental restoration. “Being located along the Ohio River and its tributaries, Kentucky’s Second District is no stranger to the importance of safe and reliable water infrastructure. Today, the House took an important step in securing the next generation of water infrastructure improvements in passing the Water Resources Development Act of 2026,” said Congressman Guthrie. “I am especially proud to report that this legislation includes authorization for two projects within our district, including a modification to a feasibility study for flood mitigation in Bullitt and Jefferson Counties as well as to expedite the completion of riverbank erosion mitigation in the City of Brandenburg. I am glad to see the House take bipartisan action to invest in our water infrastructure, which is essential to the well-being and economic vitality of communities across Kentucky.” Background: WRDA is typically passed every two years, providing the U.S. Army Corps of Engineers with congressional authorization to conduct studies and carry out support to water infrastructure projects nationwide, including navigation, flood and storm risk management, and environmental restoration. This legislation would authorize 133 new feasibility studies or modifications to existing feasibility studies and 14 projects ready for construction. H.R. 9497 includes the authorization for two projects within Kentucky’s Second District as requested by Congressman Guthrie. The legislation would require state public utility commissions to consider a strategy to make data centers pay their own way, instead of passing costs onto American consumers. "When done responsibly, data center development leads to longer term investments and broader infrastructure improvements in the communities where they’re built. The Ratepayer Protection Act helps to safeguard these benefits by ensuring that the companies who are building data centers—and not American families and small businesses—are paying for the electricity they use,” said Chairman Guthrie. “U.S. leadership in the race to AI dominance is critical to our economic prosperity and national security, so we need to keep building the needed infrastructure with appropriate accountability measures. I'm grateful to Congressman Evans for his tireless work—on a bipartisan basis—to protect ratepayers while ensuring that America continues to lead the world in innovation." "I am proud to vote for the bipartisan Ratepayer Protection Act, led by Representative Gabe Evans, which will protect ratepayers from increased electricity costs caused by data centers. Across the country, communities are seeing proposals for new data centers that will bring jobs, investment and new technological capabilities, but also raise important questions about how these facilities will affect local electric grids and the nearby communities,” said Chairman Latta. “One question should have a clear answer: American families should not have to pay higher electricity bills so large technology companies can build and operate data centers. I urge the Senate to swiftly consider this legislation and send it to the President’s desk." "Hardworking families… 1 2026-09-17T09:52:05Z 2026-09-17T09:53:00Z

If enacted, this bill would place xylazine in Schedule III of the Controlled Substances Act and amend the definition of “ultimate user” to allow xylazine to continue to be lawfully administered for legitimate veterinary purposes. This bill requires a report to Congress on the prevalence and proliferation of xylazine trafficking and misuse in the United States. H.R. 8005, Stop Pills That Kill Act – This legislation passed the House of Representatives unanimously. Harold “Hal” Rogers (KY-05) voted for the Ratepayer Protection Act (H.R. 9340) to ensure that data centers pay their own way for the electricity necessary to power them, not hardworking Americans in rural communities. “With multiple data center proposals in Southern and Eastern Kentucky, we need proper guardrails in place to make sure no costs are added to the skyrocketing utility bills for families and businesses in our rural region,” said Congressman Rogers. “As AI technology growth continues to boom, we need a strategy in place that locks in benefits for Rural America, while also protecting families and businesses from footing the bill.” The Ratepayer Protection Act amends the Public Utilities Regulatory Policies Act of 1978 to establish a federal standard relating to the recovery of the full, incremental costs of electric system upgrades necessary to serve large-load customers. Earlier this year, President Donald Trump introduced the Ratepayer Protection Pledge, committing utilities, data center developers, cooperatives and states not to pass the costs of data centers on to American families and businesses. Several Kentucky utility companies signed the pledge, which now has more than 300 signatures nationwide, covering 80 percent of all power delivered in America. Harold “Hal” Rogers (KY-05) advanced flood control projects in Eastern Kentucky through the Water Resources Development Act (WRDA) of 2026 (H.R. 9497), which passed the House on Wednesday. The nation’s major water resources legislation, WRDA, reauthorizes and modifies water infrastructure projects every year. Congressman Rogers requested flood control and risk management projects for the Kentucky River, Buckhorn Lake and Elkhorn Lake Dam in the 2026 bill, advancing critical studies to help protect families and businesses from devastating floods in Kentucky’s Appalachian region. “Repeated flooding in the mountains has been a deadly and costly battle for our region for decades. We have largely protected communities from massive floods along the Cumberland River, the Big Sandy River and the Levisa Fork with flood walls, levies, tunnels and bridges. Now, with more flooding in the Kentucky River region, we must concentrate on protecting our people and our communities for future generations,” said Congressman Rogers. “I was proud to secure requests for three more flood control projects in this bill, which will also study risk management for the Confluence community of Leslie County where residents are frequently trapped when excessive water is released from Buckhorn Lake.” The legislation authorizes the U.S. Army Corps of Engineers to move forward with flood control efforts along the Kentucky River in Beattyville, Kentucky. It will also study the safety of the Elkhorn Lake Dam in Letcher County, water supply storage and flood damage reduction efforts. A study of Buckhorn Lake was also included in the bill to examine sediment management, debris removal and the impact it has in Perry and Leslie Counties. The bill now advances to the Senate for consideration. Among his charges, Rep. Massie asserts that Secretary Hegseth is operating in contravention of three specific provisions of the War Powers Resolution of 1973. Representative Massie is a member of the House Judiciary Committee. "By engaging in hostilities in Iran for more than 90 days without congressional authorization, Secretary Hegseth is breaking the law and must be held accountable," said Rep. Thomas Massie. "Secretary Hegseth's constitutional violations extend beyond the illegal war in Iran. He is abusing the power of his office to ignore congressional war powers resolutions, to kidnap foreign leaders, and to intimidate critics of the Trump administration by retaliating against them for exercising free speech. If we are to remain true to our oath to 'support and defend the Constitution of the United States,' Congress must not turn a blind eye to Secretary Hegseth's unconstitutional and illegal actions." Rep. Massie will force the House to vote on eight specific charges against the Secretary of Defense. The charges are summarized as follows: Article I - Waging War in Contravention of the War Powers Resolution of 1973 Section 2(c): Charges Secretary Hegseth with waging the Iran war despite no declaration of war, statutory authorization, attack on the United States, or imminent threat. It establishes that the war was unlawful from its inception. Article II - Waging War in Contravention of the War Powers Resolution of 1973 Section 5(c): Charges Secretary Hegseth with continuing the Iran war after both Houses of Congress directed the removal of U.S. forces through H. This legislation would codify President Trump’s Ratepayer Protection Pledge and prevent American families from being forced to cover the costs of energy infrastructure upgrades to support data center development. Chairman Guthrie’s remarks on H.R. 9340, the Ratepayer Protection Act, as prepared for delivery. “I rise in support of H.R. 9340, the Ratepayer Protection Act, sponsored by my colleague and friend from Colorado, Congressman Evans. “This bill encourages states to protect our neighbors and small businesses from footing the bill for infrastructure investments needed for the AI race, while protecting existing state authorities. "The evidence is clear – when states have the proper processes in place to protect households, interconnecting large load data centers have positive benefits for the communities in which they reside. “Data center growth can be a catalyst for investment in an aging grid, strengthen the tax base to fund essential public services, and anchor tenants for utilities that lower rates for everyone else. "Electricity demand is growing at a pace not seen since World War II, and communities are rightly concerned about what this might mean for their daily lives. “As this industry continues to develop—and I want to be absolutely clear that we need it to develop here at home and not in China—H.R. 9340 takes action on behalf of our constituents so that we can keep costs low while ensuring the U.S. leads in the next generation economy. "If we cede the race to AI dominance to China, then China will set the standards for future technology. This bill strikes the right balance of providing a modest but important level of accountability as we continue to support this vital industry. “I want to thank my friend from Colorado again for his tireless, bipartisan leadership on this issue. The EPA finalized the repeal of Biden-era greenhouse gas regulations on coal- and natural gas-fired power plants and announced additional action aimed at eliminating remaining federal greenhouse gas regulations on the power sector. The EPA has described the broader effort as the largest power-sector deregulatory action in U.S. history. The agency estimates its rollback of Biden-era power plant regulations will save Americans approximately $310 billion, while eliminating remaining greenhouse gas-related power plant regulations is projected to save companies an additional $370 million in direct compliance costs. “Kentuckians have been paying high electric bills and losing energy jobs in our communities because of Barack Obama and Joe Biden’s war on Kentucky coal,” said Congressman Barr. “Today’s historic decision will put us closer to ending the war on coal, bringing back Kentucky coal jobs, and lowering energy costs for Kentuckians across the Commonwealth. I'll keep working with President Trump, Administrator Zeldin, and national leaders to unleash Kentucky coal and make American energy dominance permanent.” “For over 15 years, the Obama and Biden administrations implemented a war on coal to destroy reliable and affordable energy. The Trump Administration has come in to protect American energy and to make sure you can afford to keep the lights on,” said EPA Administrator Zeldin. “Americans will see a decrease in electricity prices, but this is just the beginning. We are working to go even further so that American energy can be fully unleashed. Realizing the full potential of American energy means more jobs, lower prices, and a more prosperous America.” "The Trump administration is saving Americans hundreds of milli… 1 2026-09-15T09:50:21Z 2026-09-15T09:52:05Z

The new law removes outdated National Park Service (NPS) restrictions on property owned by the City of Paducah, clearing the way for local officials to transfer the property to the Oscar Cross Boys and Girls Club so the organization can renovate and improve its facilities. “Today is a major victory for the Oscar Cross Boys and Girls Club and the entire McCracken County community. For more than sixty years, the club has provided generations of young people with opportunities to learn, grow, and succeed, but outdated federal restrictions have prevented the organization from improving its facilities and serving even more children. With President Trump’s signature, we are cutting through federal red tape, empowering local leaders, and clearing the way for new classrooms, an updated gym, and other long-awaited improvements. I thank President Trump for signing my legislation into law, and I am grateful to Senator Rand Paul, Senator Mitch McConnell, Mayor George Bray, and the many local leaders who worked with me to deliver this lasting investment in Kentucky’s youth,” said Congressman Comer. Prior to the meeting with physicians, Administrator Oz confirmed that Kentucky rural hospitals are eligible to receive funding through the Rural Health Transformation Program (RHTP) funding. Governor Andy Beshear falsely claimed that rural hospitals were ineligible to receive funding from the RHTP program administered by CMS. Congressman Barr challenged Beshear to start using this money to rural hospitals in a letter on August 25. Barr also pointed to CMS guidance and states including Oregon, Georgia, and Minnesota that are directing Rural Health Transformation dollars toward rural hospitals. “Let me be clear: Kentucky can use Rural Health Transformation Program funding to support its rural hospitals,” said CMS Administrator Dr. Mehmet Oz. “CMS guidance allows states to partner with hospitals and other health care providers and direct these resources toward strengthening rural care. I urge the Governor to focus his energy on putting these resources to work for the people of Kentucky.” “Administrator Oz’s visit should put this debate to rest, Kentucky can and should be using RHTP money for rural hospitals,” said Congressman Barr. “Rural hospitals are eligible. Now, Governor Beshear needs to establish a transparent process that gives our rural hospitals the opportunity to compete for these funds and get to work.” Congressional Republicans created the 5-year $50 billion Rural Health Transformation Program to invest in rural health care across America. Kentucky received $212.9 million for the first year of the program. Barr has also worked with the Kentucky Hospital Association to strengthen rural hospitals, including helping preserve state-directed payments that resulted in an additional $5.2 billion for Kentucky rural hospitals. ### 1 2026-09-05T08:49:07Z 2026-09-05T08:50:44Z

Rep. Eric Burlison (R-MO) is co-leading the legislation. "The federal government shouldn’t provide 'security' grants to cities and police departments that have gone beyond the pale and turned their communities into a version of 1984," said Rep. Thomas Massie. "The Flock-Off Act withholds federal money from municipalities and police departments that deploy Flock cameras to surveil law-abiding citizens. Federal taxpayers should not be forced to fund the surveillance state." "Technology may change, but our constitutional rights do not,” said Congressman Eric Burlison. In a letter to Governor Beshear, Barr highlighted the discrepancy between the Governor’s repeated public warnings and his administration’s recently announced plan for $212.9 million in federal funding through the Rural Health Transformation Program. For months, Beshear has told Kentuckians that 35 rural hospitals were at risk because of the legislation. On June 23, 2025, he stated that “35 rural hospitals in Kentucky will close.” Days later, Beshear warned that “35 hospitals are under the threat of closing, stripping care from families, cutting jobs and crippling local economies.” He later claimed Congress had voted to “close 35 rural hospitals in our state” and has continued repeating these claims dozens of times. However, the Sheps Center analysis associated with the 35-hospital figure never concluded that 35 Kentucky hospitals would close. The analysis identified financially vulnerable hospitals from across the country but did not conclude that those hospitals would close because of H.R. 1. Senate Democrats later used their own selected criteria to identify 35 Kentucky hospitals as being at increased risk, but neither the Sheps analysis nor the Senators’ list concluded that those hospitals would close. The analysis was also conducted before the final bill became law and did not account for subsequent changes to the final law, including the $50 billion Rural Health Transformation Program. “The Rural Health Transformation Program gives Governor Beshear the resources to protect rural hospitals,” Rep. (August 14, 2026) – Today, Representatives Morgan McGarvey (KY-03) and Pramila Jayapal (WA-07) led 69 Congressional Democrats in a letter to the Department of Homeland Security (DHS) calling on the Trump administration to withdraw its new rule allowing asylum officers to reject an affirmative asylum seeker’s case without an interview and refer him or her directly to immigration court for deportation proceedings. The rule comes as ICE ramps up arrests of individuals at airports, including those with legal status or pending applications. Last month Sarafinah Bukirwa, one of McGarvey’s constituents with a valid visa and active asylum application, was detained by ICE at Louisville’s Muhammad Ali International Airport. “USCIS’s failure to adjudicate such applications in a timely manner is now being weaponized by ICE, which, in collaboration with the Transportation Security Administration (TSA), is arresting individuals as they attempt to fly domestically,” the Members wrote. McGarvey and Jayapal argued eliminating these interviews – a standard practice since 1990 – will deny those arrested under the new DHS rule from receiving full and fair consideration of their case, especially for asylum seekers who’ve faced persecution and violence and for survivors of gender-based violence. The Members also rejected the administration’s claim that the rule would help address the asylum backlog, arguing it simply moves cases a USCIS officer could have decided into immigration courts, which already have 2.3 million pending asylum cases and keeps asylum seekers waiting in ICE detention even longer. Instead, they called for increasing the number of asylum officers and resources for USCIS to process applications faster. “Given the fact that Congress has given the administration $240 billion for immigration enforcement, moves like this call into question the Departmen… 1 2026-08-15T05:23:20Z 2026-08-15T05:24:50Z

(August 10, 2026) – Today, Congressman Morgan McGarvey sent a letter to Environmental Protection Agency (EPA) Administrator Lee Zeldin to oppose the Trump administration’s recent exemptions for chemical plants to comply with air standards that limit toxic emissions. The announcement included two Kentucky facilities: Zeon Chemicals, a synthetic rubber manufacturer in Louisville, and Westlake, a vinyl manufacturer in Calvert City. “Removing these limits on chemical emissions will directly harm my constituents, including in Louisville neighborhoods that have already for decades lived with the impacts of industrial pollution and contamination,” McGarvey wrote. In the letter, the Congressman calls on EPA to reconsider the rollbacks and points to EPA’s own National Air Toxics Assessment, which concluded that Rubbertown’s proximity to industrial facilities that release carcinogens into the air and groundwater supply has resulted in an elevated exposure to pollution and higher risk of cancer and other health problems. Last year, the administration granted a similar exemption to Bakelite Synthetics, a formaldehyde plant located 500 feet from homes in the Riverside Gardens neighborhood in Louisville, just 6 months after a chemical spill at the facility turned a creek in the Rubbertown neighborhood of Louisville red. “EPA should not reward polluters with exemptions without any regard for the people who will live with the consequences,” McGarvey concluded. “This administration’s irresponsible deregulatory actions will inevitably harm Louisvillians. Every person has a right to breathable air and clean water. Residents in at-risk neighborhoods shouldn’t need to worry about those rights being rolled back for the sake of industry.” The letter follows a series of letters by Rep. McGarvey’s office, probing incidents of chemical pollution in Louisville linked with adverse health effects and an association with cancer. This detention is particularly troubling because Ms. Bukirwa entered the United States legally, has a valid work authorization, and a pending asylum claim. Furthermore, based on the information reviewed by my team, as well as the information made available to Ms. Bukirwa’s attorney, there are no criminal charges pending or resolved against Ms. Bukirwa. Trump to swiftly approve the Commonwealth of Kentucky’s request for a Major Disaster Declaration following the devastating storms, flooding, tornadoes, and severe weather that struck communities across the Commonwealth between June 17 and June 30. The delegation’s letter expresses strong support for the Commonwealth’s request and asks for immediate federal assistance to help Kentucky families and communities recover. The prolonged weather event caused widespread damage across Kentucky, claiming the lives of six Kentuckians, including three residents of Madison County, while destroying homes, damaging businesses, washing out roads and bridges, and leaving thousands without power. Nineteen counties and thirteen cities declared states of emergency as multiple rounds of severe weather compounded the damage over nearly two weeks. The Commonwealth formally requested a Major Disaster Declaration on July 23. “Kentucky families have endured an extraordinary stretch of severe weather, and many communities are facing a long road to recovery,” said Congressman Barr. “The damage across Central Kentucky, especially in Madison County where lives were tragically lost and neighborhoods were devastated, underscores the urgent need for federal assistance. I’m joining together with the Kentucky Congressional Delegation to urge a swift approval of Kentucky’s disaster declaration request so that our communities have the resources they need to rebuild.” The delegation wrote to the President in part, “A total of 42 homes were destroyed or rendered uninhabitable, and over 100 businesses have been affected. This legislation establishes a clear federal framework for the hemp industry by setting consistent standards for cultivation, manufacturing, testing, and labeling, while prohibiting synthetic cannabinoids in finished hemp-derived products. It also supports American farmers by only allowing hemp grown, cultivated, and packaged in the United States. To further strengthen consumer protection and child safety, Rep. Barr’s legislation limits retail sales of hemp-derived consumer products to individuals 21 years of age and older and prohibits the marketing or advertisement of any hemp products towards children. “Kentucky farmers helped build America’s hemp industry and they deserve certainty,” said Congressman Barr. “The Lawful Hemp Protection Act protects Kentucky agriculture, safeguards consumers, and establishes a commonsense regulatory framework that allows this important industry to continue to grow while ensuring products are safe and kept out of the hands of children. Kentucky has demonstrated that hemp can be successfully regulated while supporting farmers and protecting consumers. This legislation builds on that success by creating a national framework that rewards responsible producers, eliminates bad actors, and ensures consumers have confidence in the products they purchase.” “Minnesota became the model for responsible hemp regulation when it established a regulatory framework that complied with federal law and enabled local farmers and businesses to thrive,” said Rep. It is the Committee’s fastest completion of the bills since fiscal year 2020. “This extension simply gives us more time to work with the Senate on federal funding bills ahead of the end of the fiscal year on September 30. This legislation stops banks and credit card companies from compiling and analyzing sensitive data on law-abiding Americans exercising their Second Amendment rights to own and purchase firearms. “Law-abiding Kentuckians should not be targeted for exercising their constitutional rights,” said Congressman Barr. “Creating a system that flags firearm purchases opens the door to data collection schemes, discrimination against responsible gun owners, and a weaponized federal government that could choke off access to financing for gun stores.” “The implementation of Merchant Category Codes to surveil lawful purchases is nothing more than an ill-conceived attempt to create a de facto national firearms registry,” said John Commerford, Executive Director of NRA-ILA. “On behalf of millions of NRA members and gun owners nationwide, we thank Representatives Moore, Hudson, and Barr for protecting our Second Amendment rights and our privacy.” Merchant Category Codes are commonly used across the financial industry to catogrize transactions, but applying a district identifier to firearm related purchases has raised concerns about privacy, data security, and potential misure by both private institutions and government actors. 1 2026-07-15T07:12:08Z 2026-07-15T07:13:45Z

Sterling opened the doors of the Post Clinic with a simple mission: expanding access to primary medical and dental care for Kentuckians who couldn’t afford it. Three decades later, that mission is still alive in every exam room. I’ve watched this clinic grow up close. Back in 2022, I secured a $1 million federal grant that empowered the Post Clinic build a new facility — funding that, paired with local and state support, helped the clinic expand its reach from roughly 400 patients a year to as many as 4,000 across Montgomery, Bath, and the surrounding counties. That’s not a number on a spreadsheet. That’s thousands of our friends, coworkers, and family members who now have somewhere to go when they need care — Kentuckians who might otherwise have gone without care altogether. I think back to what Mt. Sterling Mayor Al Botts said the day we broke ground on that expansion: it took local, state, and federal leaders all pulling in the same direction, because a healthy Montgomery County starts with making sure everyone has access to a doctor. He was right then, and he’s still right today. Thirty years of the Post Clinic is proof of what this community can build when it refuses to let its neighbors fall through the cracks. This anniversary also comes at an important time for rural healthcare here at home. Clinics and hospitals in small towns like ours are stretched thin — competing for nurses and doctors, working with aging buildings, and trying to serve wide, spread-out communities without the resources a big city hospital has. That’s a fight I’ve taken seriously in Washington. I helped write reforms to the Medicaid program that will ensure dollars are going where they should be: to Kentuckians who need Medicaid. We also established the $50B Rural Health Transformation Program, which will target federal support to Kentucky over the next five years to help rural providers like the Post Clinic modernize, recruit and keep good clinicians, and bring new tools like t… 1 2026-07-14T07:08:55Z 2026-07-14T07:10:52Z

Our coal has lit homes, built cities, fueled factories, and helped create enormous wealth for those far outside the communities that made it possible.” WASHINGTON, D.C. (July 9, 2026) – Today, Congressman Morgan McGarvey (KY-03) sent a letter to LG&E President John R. Crockett III, opposing the hyperscale data center planned for Camp Ground Road in Louisville and demanding Louisville families aren’t forced to pay for the development or expected surge in electricity demand. Despite widespread community opposition, the Louisville Planning Commission fast-tracked site approval for construction of the data center in June 2025, and phase one of the project is expected to come online in October. The single facility is expected to use 400 megawatts of power – a 63% increase in demand on the grid, or the equivalent of adding roughly 280,000 households. To meet the rising energy demand of hyperscale data centers, utility companies have ramped up operations. McGarvey argues Kentuckians shouldn’t be forced to shoulder the long-lasting costs again. “We sacrificed miners, their families, and our land for the benefit of industry and have never been made whole,” he wrote. “We must not repeat the mistakes of the past and again gamble with our community’s long term economic and environmental health.” In the letter, McGarvey points to the explosion in data center electricity use nationwide – citing a 267% increase in electricity prices over the past five years in areas with high concentrations of data centers – and warns that “the companies that own, develop, and profit from these data centers often do not pay for this increased usage or bear the costs of bringing necessary capacity online.” “LG&E must ensure that this hyper-scale data construction and the development of infrastructure required to serve it do not increase costs for existing ratepayers,” McGarvey concluded. The Jones Act plays a critical role in Kentucky's economy, protecting barge companies headquartered in Paducah and supporting thousands of maritime jobs in one of the nation's leading inland maritime hubs. In a letter to President Donald J. Trump, the Republican lawmakers emphasized that this Administration understands the strategic importance of the Jones Act to U.S. economic and national security interests and encouraged the use of alternative tools to address fuel and fertilizer costs. “We appreciate your longstanding support and attention to the challenges facing our domestic shipping industry. As you outlined in your visionary Maritime Action Plan (MAP), a strong maritime industrial base is essential to the nation’s economic and national security, particularly as the United States works to reinforce its global strategic position. Your acknowledgement in the MAP that less than one percent of new commercial ships are built in the United States underscores the importance of protecting durable domestic maritime policy and safeguarding against foreign encroachment in our nation’s waterways. Our nation’s strongest shield against foreign exploitation of American waterways is the Jones Act, which requires vessels transporting cargo between U.S. ports to be American-built, American-owned, American-crewed, and American-flagged,” wrote the Republican lawmakers. According to U.S. Army Corps of Engineers, the U.S. maritime system transports more than 760 million tons of cargo annually, including agricultural products, energy resources, and other essential commodities. The letter highlights recent cases where women were criminally charged after a stillbirth or miscarriage, including a 26-year-old in Nevada and a 24-year-old in Georgia. “These cases are not isolated,” the Members wrote. “They show a national pattern where miscarriage is treated as intentional, and individuals are subjected to criminal investigation and prosecution for events that are unavoidable and naturally occurring.” In the letter, lawmakers warn of a growing climate of fear where “patients are afraid to seek medical care, physicians are afraid to provide it, and families are caught in the crosshairs of politicized enforcement.” “No one should be afraid to go to jail during what could be one of the most devastating moments of their life,” the Members concluded. “No family should face police interrogation when experiencing a health crisis.” Read the full letter to Secretary Kennedy and Acting Attorney General Blanche here. This bill moves us in the right direction,” said Congressman Rogers, Chairman Emeritus of the House Appropriations Committee. “This bill requires FEMA to report quarterly on every pending major disaster declaration, directing FEMA to produce a plan to reduce processing times and improve transparency in appeals. It also takes steps to address the underlying technology failures that have allowed this backlog to grow.” Grants for firefighters and first responders are increased in the bill to improve disaster preparedness, response and recovery efforts in our communities. It specifically enables local fire departments to purchase fire-retardant gear that is produced at American manufacturing facilities, like Lion Apparel in West Liberty, Kentucky. The bill now moves on to the House for consideration. The legislation would establish an independent commission to promote the interests of children and marginalized youth and ensure that their interests are protected and advanced in federal policy. Companion legislation was introduced by . Senator Edward J. Markey (D-Mass.) in the Senate. The Child Safety and Well-Being Act comes in advance of National Children’s Week, while the Trump administration’s drastic cuts in the so-called One Big Beautiful Bill devastate health care coverage and nutrition assistance for children across the country. Recent data shows that 1.5 million children have lost Medicaid or CHIP health coverage since January 2025. “In Kentucky, one in five kids still lives in poverty, and the latest cuts to programs like Medicaid and SNAP will push that number higher,” said Congressman McGarvey. “The federal government is failing our kids when it comes to the basics, and they’ve all but ignored the new issues our kids are dealing with. Young people are growing up in a world that’s changing faster than our policies can keep up, and that’s why this bill is so important. It forces us to confront those issues with every decision we make in Congress and ask ourselves how we can make the next generation’s lives better.” “Children are around twenty-five percent of the population, but they are one hundred percent of our future,” said Senator Markey. “Children’s voices must be represented when we make decisions that will impact their lives. As the Trump administration strips health care, education, nutrition assistance, and protections from children all over the country, we must create pathways for American families to fight back and make their voices heard in Washington.” “Our children shape our future,” said Congresswoman DeLauro, c… 1 2026-06-12T06:37:16Z 2026-06-12T06:39:00Z

Harold “Hal” Rogers (KY-05) helped send the Secure America Act, S.2, on to the President desk. Congressman Rogers voted for the reconciliation package to provide long-term funding for ICE and Border Patrol through September 2029. President Trump signed the bill into law on Wednesday morning. ICE has reported the arrest of illegal immigrants in Eastern Kentucky who have been convicted of rape, assault, robbery, kidnapping, human trafficking, drug trafficking, DUI, weapons possession, identity theft, money laundering and other crimes in Ashland, Beattyville, Catlettsburg, Hazard, Inez, London, Manchester, Monticello, Pikeville, Sandy Hook, West Liberty, Wheelwright and Williamsburg. “Our number one job is to ensure that America remains a safe place to live. Washington Democrats created a border crisis that resulted in higher crime rates and drug trafficking, and now they want to defund our front-line of defense on border control and immigration enforcement. This bill cleans up the mess and provides necessary funding to keep our border and our communities secure,” said Congressman Rogers, Dean of the House. “Federal law enforcement agencies have made great strides to combat fentanyl trafficking across the country, cutting it by half at the southern border, and we can’t afford to back down on our efforts.” Targeting fentanyl, the bill provides $3.45 billion for modernized inspection equipment at the border, surveillance technology, biometric work and interdiction. To crack down on child predators, the bill invests $108.5 million for child exploitation investigators, forensic analysts, victim identification work, and training for federal, state and local law enforcement. For Border Patrol, the bill includes $22 billion for personnel, training, equipment and mission support. The bill also provides $38 billion for ICE personnel, removal operations, transportation, advanced technology needs and legal assistance. 1 2026-06-11T06:38:38Z 2026-06-11T06:41:07Z

The Secure America Act fully funds border security through September of 2029, delivering $39B for Immigration and Customs Enforcement (ICE), $26B for Customs and Border Protection (CBP), and $5B to DHS for other border security priorities. “For six months out of the last year, Congressional Democrats kept DHS shut down,” said Congressman Barr. “They want to abolish ICE, end border security, and open the border just like they did under Joe Biden’s failed Presidency. I will not let that happen. I’m proud to stand with CBP and all our patriots serving at the DHS to secure our border and keep America safe.” Barr voted for the Big Beautiful Bill, the largest border security investment in history, enacted in July of 2025. This action comes after months of obstruction from Democrats over their refusal to vote in favor of any bill that provided funding for border security and immigration funding, which resulted in the 76-day shutdown of the Department of Homeland Security (DHS). S. 2 passed the House by a vote of 214 to 212. The bill, which initially passed the Senate on June 5, 2026, now heads to President Trump's desk for signature. “Our nation cannot afford to return to the open borders and catch-and-release policies that caused the worst immigration crisis in our nation’s history. I was proud to vote in favor of legislation to provide funding for essential border security and immigration enforcement operations through September 2029,” said Congressman Guthrie. “For months, Republicans attempted to negotiate in good faith with our colleagues on the other side of the aisle, offering reforms to ICE enforcement and operations. Last night, Rep. McGarvey proposed diverting the funding to the Department of Veterans Affairs for veterans homelessness assistance programs. Today, Congressman Morgan McGarvey, railed against the bill on the House floor before casting his nay vote. DOWNLOAD LANDSCAPE VIDEO HERE TRANSCRIPT: Mr. Speaker We gotta stop saying this about $70 billion for ICE. This is about $240 billion for ICE. Republicans gave ICE $170 billion last July, and in less than one year they want to give them $70 billion more. That’s more for ICE this year than Russia spent on its military — and they’re currently at war. $240 billion for honest to god stormtroopers — masked, armed agents kidnapping people off the street, murdering U.S. citizens, separating families, and detaining children. We shouldn’t give them another dollar. We cannot give them another $70 billion. But if you’re willing to spend it, imagine the good we could do with that kind of money. We could make people’s lives better. A free school breakfast and lunch for every kid in America. Free child care for every American family with a kid under five. We could bring back the healthcare tax credits that Republicans killed because “too expensive” for three more years. Since feeding kids and fixing health care aren’t your thing, maybe we can agree on our veterans. You guys say you care about our veterans. Let’s do something about it. For $70 billion, we could end veteran homelessness forever, probably seven times over. In fact, I offered an amendment to this bill that does just that. Actually, with $70 billion, we could end homelessness in America. And that’s just one example. There’s so much good we could do with this money. The federal funding bill invests in key infrastructure projects, champions American energy dominance, strengthens national security, reins in burdensome red tape and slashes unnecessary EPA funding. “This bill includes big wins for Eastern Kentucky, by creating jobs and spurring economic development where it’s needed the most, improving our water and wastewater systems, and protecting some of life’s simple joys, like hunting and fishing on federal lands,” said Congressman Rogers, Chairman Emeritus of the House Appropriations Committee. “We’re putting former coal mine lands back into productive use with innovative projects across Kentucky’s Appalachian region, ensuring that the future gets brighter every day in the mountains.” Coal country will also be infused with another round of funding in the Abandoned Mine Lands Economic Revitalization (AMLER) grant program, first created by Congressman Rogers in 2016. The AMLER grant program will receive $135 million, including $29 million for Kentucky alone. It includes four of Congressman Rogers’ Community Project Funding requests for 2027: $1.5 million for the Knott County Water and Sewer System Improvements Project, which will modernize water and wastewater treatment operations for homes, schools and businesses. $1.5 million for the U.S. 150 Corridor Waterline Project, to build a transmission line through Lincoln County to support water reliability and industrial growth. $1.5 million for the Pikeville Wastewater and Water Infrastructure Modernization Project, to replace corroded infrastructure in a major regional water supply hub. $1.5 million for the Middlesboro Wastewater System Improvements Project, which will expand capacity and modify the current wastewater treatment plant. Last month, the Fiscal Year 2027 Commerce, Justice, Science, and Related Agencies Bill cleared the full House Appropriations Committee. "Your leadership of the Department of Justice comes at a crossroads. On the one hand, the subcommittee recognizes the strides taken by the department to make communities safe again across the United States, and to address the misguided priorities of the previous administration. On the other hand, the subcommittee recognizes areas for improvement, such as communicating with the subcommittee and the lack of testimony ahead of our bill moving forward. "Additional areas of concern deal with getting appropriated dollars out the door and making progress with already approved projects. From the proposed Federal prison in Letcher County, Kentucky in my district that has been stalled to the delay of several grant programs, including the Prescription Drug Monitoring Program, which I worked to start in response to the opioid crisis and one that is vital for many communities like mine, it is critical for this Department to move with speed and meet Congressional intent. Finally, to date, we are still waiting on responses to questions for the record from two FY26 department hearings. "While I would have preferred to start the Fiscal Year 2027 cycle differently by having this conversation prior to last month’s mark-up, this hearing is hopefully the start of productive dialogue between the subcommittee and the department under your leadership. I look forward to hearing your priorities and vision for the department, and responses to our questions regarding recent announcements. "Americans have a right to know when powerful lobbying organizations are advancing the interests of foreign governments in Congress," said Rep. Massie. "The Americans Insist on Political Agent Clarity Act does not ban speech, restrict advocacy, or prohibit Americans from supporting foreign allies. It simply ensures transparency. Harold "Hal" Rogers (KY-05) announced Madeline Frye, a junior at Southwestern High School as the winner of the 2026 Congressional Art Competition for Kentucky's Fifth Congressional District. The national theme of this year's competition was Celebrating America's 250th Anniversary. Frye's winning artwork entitled, An American Grandmother, is a colored-pencil portrait of her great-grandmother making a quilt that features honeybees. It will hang in the U.S. Capitol Building for one year, representing Kentucky's Fifth Congressional District. "Maddie's artwork captures the essence of countless Appalachian grandmothers, highlighting the rich heritage of talented quilters and artisans from rural America," said Congressman Rogers. "The portrait of Maddie's great-grandmother will be proudly displayed in the U.S. Capitol Building for one year, representing a small piece of our region as we celebrate America's 250 Anniversary." "This piece represents something deeply personal to me. It portrays my great-grandmother, a woman whose strength, creativity, and kindness inspire both me and my family every day. She has always been an incredible artist in her own way, especially through quilting, which has long been a symbol of love, patience, and family tradition," said Frye, the winning student artist. "The quilt shown in this piece is a replica of one that she and her sisters made together. In Kentucky culture, quilting is something I have grown up seeing all around me, and through this portrait, I sought to honor both my great-grandmother and the values of our Kentucky home!" As the winning artist for southern and eastern Kentucky, Frye will join the winners from every congressional district in Washington, D.C. for a national reception. Harold “Hal” Rogers (KY-05) joined state and local leaders in Rockcastle County on Thursday to celebrate the completion of the long-awaited, nearly $4.6 million water treatment project for the Mount Vernon Water Treatment Plant. “Perseverance has been the key to success for this project,” said Congressman Rogers. “The people of Rockcastle County can finally enjoy fresh, clean drinking water from Lake Linville thanks to innovative engineering and strong support from the federal, state and local levels.” “This project faced significant delays due working with two different Army Corps districts, two separate environmental reviews, rising costs during the COVID-19 pandemic, and other roadblocks during the Biden Administration,” said State Rep. Josh Bray. “This project would not have happened without the hard work and federal funding secured by Congressman Rogers.” State officials reported finding a natural algae-based organic compound called geosmin in the water supply, a non-toxic chemical that changes the taste and odor of water. Congressman Rogers secured federal funding for a new carbon basin filter facility to eliminate the problem. The funding sources included the U.S. Army Corps of Engineers Section 531, U.S. Department of Agriculture Rural Development, Appalachian Regional Commission and the Kentucky Department of Local Government. “All of the progress we’re seeing in Rockcastle County is going to be tied together by access to quality water – it is the key ingredient to economic development,” said Travis Burton, USDA Rural Development Director for Kentucky. “Projects of this magnitude require years of work and committed leaders. As a Rockcastle County native, it has been an honor to work with federal, state and local officials to make a big impact on the future of this entire community.” The keynote speakers also applauded the collaborative efforts of the late Michael Bryant who worked on this project for many years as the Mayor of Mount Vernon, as well as former State Rep. Gluesenkamp Perez) Washington, D.C.- Representative Thomas Massie (R-KY) announces the introduction of H.R. 8591, the No Capital Gains Tax on Family Farms Act. The bill removes capital gains on the sale or exchange of a farm between family members (including children, siblings, cousins, and their spouses). Rep. Marie Gluesenkamp Perez (D-WA) is the co-lead on the legislation. "This bill will allow farmers to sell their land to family members without being forced to pay punitive capital gains taxes," said Rep. Massie. "This change to the tax law will help sustain America's multi-generational family farms by reducing the financial pressure on landowners to sell productive farmland to real estate developers and data center operators." “The wealth and health of our nation is married to the soil health and vitality of our farms-this bill recognizes that we need to change financial structures to advance the generational work of good farming,” said Rep. Gluesenkamp Perez. “When a loved one dies and ag land is split up for taxation, it disrupts the generational work that it takes to build healthy soil. By its very nature, the work of building healthy soil can’t be done on the same cycle as a 30-year mortgage. We can’t treat land like any other financial asset, as though we’re just dividing nickels and dimes, and expect good results. Current tax policy breaks up generations of work and planning. The end result of that approach is an erosion of national health- I’m glad to work with my colleague on a solid step towards keeping farmland together and working.” Under current law, if a farmer were to sell their land to a child and retire, the transfer would incur steep capital gains taxes. The No Capital Gains Tax on Family Farms Act changes this by allowing qualifying family-to-family transfers to happen without incurring capital gains tax. Under the terms of the legislation, gains from the sale of qualified farm pr… 1 2026-05-02T05:53:08Z 2026-05-02T05:54:44Z

This legislation delivers stability and predictability for producers navigating rising input costs, global competition, and market volatility. The bill strengthens the farm safety net, expands access to credit, and enhances risk management tools to help America’s agricultural community plan, invest, and grow. “Under President Trump's leadership, the Big Beautiful Bill ended the death tax on almost two million family farms, expanded crop insurance for farmers, and provided the largest investment ever in rural America,” said Congressman Barr. “The Farm Bill expands on the largest tax cut in American history by delivering the tools, certainty, and support that our farmers need to thrive.” Additionally, the farm bill builds on prior reforms by improving accountability within nutrition programs, including stronger safeguards to reduce waste, fraud, and abuse in SNAP while encouraging workforce participation and responsible spending of taxpayer dollars. The bill further promotes active forest management to reduce the risk of catastrophic wildfires and increase domestic timber production, helping address construction costs and strengthen supply chains. This legislation marks a significant step forward in strengthening America’s agricultural economy and rural communities. The Farm Bill passage will ensure Kentucky remains a national leader in agricultural innovation, production, and opportunity for future generations. ### 1 2026-05-01T06:06:26Z 2026-05-01T06:08:22Z

The long-overdue Farm Bill includes 12 titles to provide stability in commodity pricing, make investments in conservation programs to address soil health, erosion, and water quality, as well as continue the long history of bipartisan support for rural development initiatives that ensure a strong rural economy. “Kentucky’s Second District is home to nearly 20,000 farms that I represent. That’s why, I was proud to vote in favor of the 2026 Farm Bill to support our nation’s agricultural producers, invest in our rural communities, and increase affordability in our food supply,” said Congressman Guthrie. “This historic legislation, along with H.R. 1 are the largest investment for American farmers in a generation. Chairman Guthrie’s Remarks as Prepared for Delivery: "Thank you, Chairman Latta, for holding this hearing, and thank you to the witnesses for appearing before us to examine seven proposals to modernize our electric system to meet the needs of the 21st Century. Harold “Hal” Rogers (KY-05) voted for a 3-year extension of the Foreign Intelligence Surveillance Act (FISA) with Section 702 reforms to protect the safety of the American people amid rising threats from foreign enemies. “As tensions escalate with Iran and China, our foreign intelligence capabilities are critical to homeland security and American military operations – making FISA more important than ever before. We cannot afford a lapse in disrupting terror, fentanyl operations, ransomware attacks, or threats to our American heroes overseas,” said Congressman Rogers. “We also included additional protections for American civil liberties, with more oversight and restrictions on any cases involving individuals in the United States.” FISA was first created nearly 50 years ago to collect foreign intelligence to protect the American people from foreign threats. Most recently, FISA information helped lead to the successful capture of former Venezuelan President Nicolas Maduro, who was charged with narco-terrorism, cocaine trafficking and weapons offenses. It also alerted the Department of War to the threat of an ISIS attack targeting U.S. warfighters in Syria, led to the take down of drug cartel kingpin El Mencho, and prevented a mass casualty event at a Taylor Swift concert overseas. FISA is one of the nation’s most important tools to stop foreign terrorist attacks. The bill also includes theAnti-CBDC Surveillance State Act, prohibiting the Federal Reserve from issuing a central bank digital currency (CBDC) directly to individuals or indirectly. Among other protections, it requires that Congress pass legislation authorizing any government-created digital dollar, safeguarding private innovation and any future development of digital cash. It also supports President Trump’s Executive Order to Strengthen American Leadership in Digital Financial Technology. The bill passed the House on Wednesday and now moves to the U.S. Senate for consideration. 1 2026-04-30T06:05:15Z 2026-04-30T06:07:09Z

(April 24, 2026) – Today, Congressman Morgan McGarvey sent a letter to the Federal Aviation Administration (FAA), urging the agency to permanently ground the McDonnell Douglas MD-11 (MD-11) after the devastating crash of UPS Flight 2976 in Louisville last November. According to initial reporting and the National Transportation Safety Board, Flight 2976 experienced a critical structural failure causing the left engine and pylon to detach from the rest of the aircraft. “Families have lost loved ones, communities have suffered overwhelming sadness, and the nation has witnessed yet another catastrophic disaster involving an aircraft with a long-documented history of mechanical problems,” McGarvey wrote. “We have a collective responsibility to ensure that no additional lives are put at risk by an aircraft whose design and operational history have repeatedly demonstrated an unacceptable level of danger.” The letter asserts the tragedy in Louisville was the result of a broader pattern of structural deficiencies, citing a long-documented history of mechanical problems as cause for the FAA to permanently ground the model of aircraft from service. The MD-11 has experienced at least ten hull loss accidents since entering service in 1990 – the highest hull loss rate (per million departures) of any wide-body commercial jet airliner still flying within the U.S. – according to Boeing, the model’s manufacturer. “Given the MD-11’s safety record, the NTSB’s preliminary report on the Louisville crash, and the FAA’s statutory obligations, I urge the FAA to take immediate steps to permanently ground the MD-11,” the Congressman concluded.
