Acceptance of the Hammond tower into the FCT Program would greatly benefit Louisiana industries economically as well as alleviate pressure on the MSY tower in New Orleans.   Current law requires the FAA to complete a Benefit-Cost Analysis (BCA) before determining the eligibility for airports to enter into the FCT Program. Since announcing its plans in April 2014, the FAA has failed to complete and implement a revised BCA for the FCT Program.   Dr. Cassidy secured language in the FAA reauthorization bill that would end the agency’s administrative prohibition on determining the airport’s eligibility based solely on the unfinished BCA. Currently, more than 30 air traffic control towers are waiting on the FAA to complete the BCA for acceptance into the FCT Program, including Hammond Northshore Regional Airport.   Dr. Cassidy has been a longtime advocate, urging the FAA to end this prohibition. This legislation would provide greater transparency and congressional oversight of international insurance standards setting processes by establishing a series of requirements to be met before the Treasury Department or the Federal Reserve may agree to, accept, establish, enter into or consent to the adoption of a final international insurance standard.On Thursday, the House passed S. 612, the Water Infrastructure Improvements for the Nation Act, by a vote of 360-61. (See Roll Call #622). This legislation addresses the needs of America’s harbors, locks, dams, flood protection, and other water resources infrastructure. The measure includes the Water Resources Development Act of 2016, which passed the House in September, in addition to provisions to improve drinking water infrastructure, address control of coal combustion residuals, improve water storage and delivery to drought-stricken communities, address federal dam maintenance backlogs, and approve longstanding water settlement agreements. The CR extends funding for operations for most federal agencies, programs, and services until April 28, 2017. It maintains current budget cap levels of $1.07 trillion put into place under the Budget Control Act of 2011. He rose to the rank of Captain, earning the Combat Infantryman Badge, a Bronze Star for Valor, another Bronze Star for meritorious service and the Purple Heart with oak leaf cluster.   After attending Cambridge and LSU Law Center, Stagg served in private practice before his nomination to serve on the federal bench for the Western District of Louisiana in 1974. NFIP policyholders now have a total of 180 days following the date of loss to provide the proof of loss to their insurer. The extension will help the hundreds of flood victims who have engaged our office properly document their losses and file their claims with insurers.  This is the sort of flexibility the government needs to employ to improve the effectiveness of federal recovery efforts, and our office will continue to push for more of it.  See the official FEMA language regarding the extension below:  To allow policyholders more time to finalize their claims, an additional limited waiver of the 60-day proof of loss requirement has been issued, extending the period another 60 days.  With this extension, a National Flood Insurance Program (NFIP) policyholder will have a total of 180 days following the date of loss to provide the completed, signed, and sworn-to proof of loss to the insurer.  This waiver is issued pursuant to 44 CFR § 61.13(d) and the Standard Flood Insurance Policy (SFIP).  This waiver does not alter any other terms or conditions of the NFIP. Police Jury President Charles Jones said he and other parish officials attended a disaster assistance meeting with Gov. John Bel Edwards and FEMA officials in Baton Rouge recently.  A FEMA team has also met with parish officials concerning efforts in the parish. At the Jury’s Sept. 13 meeting, Jones said the parish is working with U.S. Rep. Ralph Abraham’s office to obtain funds under FEMA’s “hazard mitigation” program and he is optimistic that that aid will be provided.  In a press release on that subject, Abraham called FEMA’s decision “a good first step.” However, the 5th District congressman said he and others in the Louisiana delegation are “working with FEMA to determine why it did not grant a cost-share reduction for the more than 40,000 people flooded in March.” He said the March flood “affected mostly rural parishes, whose already-limited resources have been stretched even thinner by historic flooding. The warehouse is being operated as a partnership between the state and Louisiana VOAD (Volunteer Organizations Active in Disaster).  Adventist Community Services, a national and Louisiana State VOAD partner, is managing the warehouse operations, supported by an AmeriCorps team. The warehouse will serve as a centralized intake point for donations from local community members as well as businesses across the country.
