https://jones.house.gov/press-release/jones-calls-fiscally-responsible-wall-funding-plan JONES CALLS FOR FISCALLY RESPONSIBLE WALL FUNDING PLAN 2018-12-28 2018 2018-12 Republican House NC Walter Jones J000255 jones.house.gov     legacy GREENVILLE, NC As portions of the federal government remain shuttered over a standoff between the president and Congress regarding funding for the wall, Congressman Walter B. Jones (NC-3) reminded all parties that increases in federal spending, including expenditures for the wall, should not be paid for by raising the debt. Whatever compromise is reached, it should be paid for without adding to the deficit or the debt, said Congressman Jones. America's national debt is nearly $22 trillion. Next year our annual deficit is projected to top $1 trillion. We can't afford to keep financing the provision of government services by borrowing more and more money. It's morally irresponsible and it's got to stop. Improving security on the southern border is essential, and we need a fiscally responsible plan to pay for it, Jones continued. If Mexico isn't going to be made to pay for a wall, that means funds must be found internally. Options could include cutting other wasteful federal spending. Foreign aid and the war in Afghanistan would be good places to start. As a wealthy man, the president might consider pledging some of his own funds as well. Whatever it takes, just so long as we don't add to the debt that is bankrupting our great country. Congressman Jones is a leader in the fight to cut wasteful spending and balance the budget. He has consistently voted against increasing the debt limit, and over the past 14 years, he is the only member of Congress to vote against every bloated federal budget. For additional information, please contact Congressman Walter Jones' office at (202) 225-3415. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

U.S. Representative Richard Hudson (NC-08) released the following statement after the Senate failed to act to avert a partial government shutdown and secure our border: It baffles me that Chuck Schumer and Washington Democrats yet again put partisanship over the American people, said Rep. Hudson. We have a crisis at our southern border, and I will continue to stand with President Trump to get the resources we need to secure our border and keep the American people safe. Earlier this year, Congress passed and President Donald Trump signed into law five of the 12 annual spending bills, funding the majority of the federal government for fiscal year 2019. This was a big deal and a huge priority for Rep. Hudson because it marked the first on-time annual funding bill for the Department of Defense in 22 years and included a well-deserved pay raise of 2.6% for our brave service members. Unfortunately, Democrats wouldn't come to the table and work with Republicans to improve border security among many other issues so Congress was forced to pass what's known as a continuing resolution (CR) that lasted until December for the remaining seven funding bills. The House of Representatives passed a reasonable bill on Thursday to fund the remaining government agencies and President Trump's requested $5.7 billion for border security. The Senate failed to act by the funding deadline. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Adams Responds to President Trumps Shutdown 2018-12-22 2018 2018-12 Democrat House NC Alma Adams A000370 adams.house.gov     legacy Charlotte, NC- Today, Congresswoman Adams issued the below statement regarding President Trump's decision to shutdown the federal government. Donald Trump has shamefully given the American people a shutdown for Christmas, said Congresswoman Adams. His actions will rob more than 800,000 people of their holiday paychecks, leave seven federal agencies unfunded and spark major upheaval for American stock markets. Democrats gave the President three options, one of which passed with broad bipartisan support in the Senate. Instead of accepting this compromise measure, the President chose to shut down the government over an unnecessary pile of bricks and slabs. He is a failed leaderand the American people deserve better. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Butterfield B001251 butterfield.house.gov     legacy WASHINGTON, DC Congressman G. K. Butterfield (NC-01) today issued the following statement on the partial federal government shutdown: It is devastating for 800,000 federal workers, including many North Carolinians, that President Trump and the lame duck Republican Congress chose to shut the government down for a third time this year. Instead of receiving pay and being able to spend time with their families, many federal employees will be furloughed or forced to work without pay because President Trump demands $5.7 billion in wasteful spending for a senseless border wall. It is hypocritical that President Trump and Republicans say they stand for border security, then opt to shutdown agencies important to our national security including the Department of Homeland Security and the Department of State. A partial government shutdown is harmful to North Carolinians and the American people who depend on services provided by the federal government from agricultural assistance to Homeland security. I remain hopeful that Congress can work together to quickly bring forward a responsible clean spending bill to fund the government. When Democrats take control of the House in January, we will work to ensure the Trump Administration and Republicans do not hold the budget process hostage and will block efforts to fund a wasteful border wall. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Virginia Foxx (R-N.C.) released the following statement after the U.S. Senate failed to consider the House-passed continuing resolution funding the federal government by the December 21 deadline. The House passed its continuing resolution on Thursday, December 20, which included $5.7 billion for a border wall and fully funded the federal government through February 8, 2019. “This shutdown was preventable, and it is a shame that a strong border securing our nation is no longer the bipartisan priority it once was. Under President Bush, the Secure Fence Act passed handily in the House and Senate, 283-138 and 80-19 respectively. Congress should not be divided on keeping the government open while fulfilling our duty to protect our nation. Nor should we allow politics to disrupt the services owed to American taxpayers. It is my intention to continue working with all parties interested in solutions to end this shutdown and make progress toward a border wall. I hope that Senate Democrats are willing to cooperate.” ### 1 2026-03-30T01:40:41Z 2026-06-27T23:11:43Z

Trump signed S.3749, the Congressional Accountability Act of 1995 Reform Act into law, legislation co-sponsored by Walker: "The existence of a secret hush fund that uses taxpayer money to settle sexual misconduct from members of Congress highlights exactly why people don't trust Washington. That's why we are ending it. From now on, members of Congress will be held accountable for their misbehavior, just like every other American. This is a great start, but in the next Congress, I will be working to ensure more accountability for former members who continue to profit off their time in Congress, despite leaving due to such actions." The Congressional Accountability Act of 1995 Reform Act was written following multiple Committee on House Administration hearings on the matter. As reported by USA Today: "It holds lawmakers, including those who leave office, financially liable for settlements resulting from all types of harassment and retaliation, but doesn't cover discrimination claims. It also eliminates mandatory counseling, mediation and the 'cooling off'period victims are currently required to wait before filing a lawsuit or requesting an administrative hearing. "The bill requires public reporting of settlements, including identifying lawmakers who are personally liable, and extends protections to include interns, fellows and other staff." https://budd.house.gov/news/documentsingle.aspx?DocumentID=466 Budd Introduces Bill Blocking CECL 2018-12-21 2018 2018-12 Republican House NC Ted Budd B001305 budd.house.gov     legacy Washington, D.C. - U.S. Representative Ted Budd (R-NC) released the following statement after introducing legislation that would block the Current Expected Credit Loss, or CECL, accounting standards from going into effect as they currently exist: The implementation of CECL accounting standards is something I have been concerned about for sometime. I've tried to shine a spotlight on the issue and highlight the negative impacts that FASB's new accounting standard will have on community financial institutions and the customers they serve. A few weeks back, I launched a website on the topic where folks could share their concerns with the new standard. I want to highlight a few, which show why I am so passionate about stopping this from taking effect and introduced legislation to that end today. A small community banker in New Hampshire said that CECL will restrict our capital. Moreover, this extra cost will have to be absorbed by our customers. A banker from New Mexico tells me that CECL will undoubtedly result in more small, rural family owned banks throwing in the towel. And finally, a rural Minnesota banker tells me that Our bank operates in a small rural market, and the CECL requirement to find appropriate economic statistics which can predict future loan losses will force us to use statistics for relatively distant metro markets in our small towns. He continues that using irrelevant statistics to project hypothetical future losses means we will be forced to make loss reserve decisions in significant part on the basis of statistical noise. "To summarize my view, CECL will not only cause harm by potentially impacting the ability of financial institutions to continue lending in stressful economic environments, but it's quite literally a solution in search of a problem. We need to hit pause. I want to thank Representative Blaine Luetkemeyer (R-MO) in particular for leading this bill and for being steadfast on this issue. Butterfield B001251 butterfield.house.gov     legacy WASHINGTON, DC Last night, the U.S. Senate passed legislation introduced by Congressman G. K. Butterfield (NC-01) to designate the United States Courthouse located at 323 East Chapel Hill Street in Durham, North Carolina, as the John Hervey Wheeler United States Courthouse, in honor of prominent lawyer, civil rights leader, and bank president, John Hervey Wheeler. John Hervey Wheeler was a statesman who led with conviction, said Butterfield. There is no more fitting way to honor the legacy and contributions of John Hervey Wheeler than to name the United States Courthouse in Durham, North Carolina in his honor. It is my hope that the president will sign this bill into law expeditiously so that John Hervey Wheeler's contributions to the community he loved so much will live on for generations to come. On July 27, 2017, Butterfield introduced H.R. 3460, a bill to rename the U.S. Courthouse in Durham after John Hervey Wheeler. H.R. 3460 was passed by voice vote in the House of Representatives on July 16, 2018. H.R. 3460 now heads to the president's desk to be signed into law. Click here to watch Congressman Butterfield's Floor speech in support of H.R. 3460. Background on John Hervey Wheeler: John Hervey Wheeler was born in 1908 in the town of Kittrell in Vance County to Mr. John Leonidas Wheeler and the former Margaret Hervey. The family moved to Durham when his father took a job as an insurance agent with the North Carolina Mutual Life Insurance Company (NC Mutual). His father's job at NC Mutual eventually took the family to Atlanta, Georgia when John Leonidas was promoted to supervisor for the company's Georgia operations. John Hervey Wheeler was educated in Atlanta and attended high school at Morehouse Academy, followed by Morehouse College where he graduated summa cum laude. After graduating from Morehouse College, John Hervey Wheeler returned to Durham and began a decades-long career at Mechanics & Farmers (M&F) Bank, starting first as a bank teller and eventually rising to serve as bank president. It's unacceptable that federal agencies ignore thousands of recommendations on how to become more efficient and save taxpayer dollars. The GAO-IG Act will improve government, while bringing needed accountability and saving hardworking Americans as much as $87 billion. The GAO-IG Act would save taxpayer money and bring needed accountability to federal agencies by requiring them to report on the status ofGovernment Accountability Office (GAO) andOffice of Inspector General(IG) recommendations in their annual budget justification. The bill is a House companion to S.2276,introducedby U.S. Senator Todd Young (R-Ind.) andU.S. Senator Elizabeth Warren(D-Mass.).Read the full text of theGAO-IGActhere. On December 7th, the Senate passed the GAO-IG Actwith revisions. The now House-passed legislation heads to the President's desk for final signature. These changes represent potential savings of at least $87 billion for taxpayers as agencies will be forced to improve based on IG and GAO recommendations or will be required to provide justification for not implementing the recommendations. As of 2016, there were more than 15,000 open and unimplemented federal agency recommendations from the IG and more than 8,000 open GAO federal agency recommendations. The Strengthening Coastal Communities Act of 2018 makes technical corrections to the Coastal Barrier Resources maps that are adversely affecting areas along North Carolina’s southern coast. “This legislation will partially correct a longstanding issue that has prevented many of our coastal residents from getting the federal resources they need,” said Senator Tillis. “While this legislation doesn’t fully resolve the error created when the maps were originally drawn, it is a significant improvement, and I remain committed to making sure that we fully resolve the original mapping error.” The Coastal Barrier Resources Act (CBRA) was signed into law in 1982 and works to preserve our nation’s barrier islands by barring federal funds and financial assistance from being used there. The legislation maintains these protections for our nation’s barrier islands, while correcting portions of the map that were erroneously included in the CBRA zones. Senator Tillis previously introduced S.1745 to revise the boundaries of John H. Chafee Coastal Barrier Resources System Unit located in North Topsail Beach, North Carolina. ### 1 2026-03-30T12:14:52Z 2026-06-27T23:11:43Z

Hurricane Florence devastated North Carolina; inflicting billions of dollars in damages, causing catastrophic flooding and upending the lives of countless families, said Congressman Holding. The scope of Congressman Holding's Hurricane Florence Tax Relief Act was expanded to include individuals and businesses affected by several recent natural disasters. I am grateful the scope of my bill was expanded to include Americans all over the country who were impacted by natural disasters last year, said Congressman Holding. BACKGROUND The Hurricane Florence Tax Relief Act was introduced by Congressman Holding on September 20th, 2018. The legislation is co-sponsored by ten of the twelve additional North Carolina Representatives: Rep. Hudson (NC-8), Rep. Walker (NC-6), Rep. Price (NC-4), Rep. Pittenger (NC-9), Rep. Hudson's first campaign promises to repeal the Johnson Amendment WASHINGTON, D.C. - Today U.S. Representative Richard Hudson (NC-08) released the following statement after voting for H.R. 88, a comprehensive, pro-growth tax and oversight package that includes the Hurricane Florence Tax Relief Act (H.R. 6854), legislation he cosponsored to amend the Internal Revenue Code to allow various tax credits, deductions, and modifications to existing rules for individuals and businesses affected by Hurricane Florence, and a repeal of the Johnson Amendment: The Tax Cuts and Jobs Act spurred higher wagesand more job opportunities, lowered the tax burden on working familiesand put more moneyin your pockets, said Rep. Hudson.Today's legislation continues to build on this progress while providing much-needed tax relief to our neighbors impacted by Hurricane Florence and repealing the Johnson Amendment. I made a promise to protect religious liberty by repealing the Johnson Amendment, and I'll continue to fight to see it through. Today's bill repeals the Johnson Amendment, a provision of the tax code that restricts free speech by pastors. The first bill Rep. Hudson cosponsored during his first term in office was a repeal of the Johnson Amendment. This is a step in the right direction to restore and uphold the First Amendment rights of churches and pastors so they may address important matters of public policy without fear of punishment from the IRS. In addition, this overall package includes retirement and other savings enhancements, legislation to redesign the Internal Revenue Service, and temporary tax relief for victims of the wildfires in California and for communities impacted by Hurricanes Florence and Michael and by storms and volcanoes in the Pacific. The package also addresses the tax extenders, and includes some tim… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Today U.S. Representative Richard Hudson (NC-08) released the following statement after voting for a short-term continuing resolution (CR) through February 8th that includes President Donald Trump's requested $5 billion in border security: "I made a promise to my constituents that I would fight for common sense border security, said Rep. Hudson. We have a crisis at our southern border, and I will stand with President Trump to secure the resources he needs to secure our border and keep the American people safe. In March, Rep. Hudson voted to fully fund the president's request for almost $2 billion for a down-payment on border wall funding. Rep. Hudson remains committed to securing the border and stopping illegal immigration. He believes we must secure the border first, fix the systemic issue of illegal immigration, close loopholes like catch-and-release, and send a clear signal that those who arrive here illegally will not be allowed to stay. Rep. Hudson has voted for billions of dollars in border security for things like more boots on the ground, increased detention space, improved surveillance technology, and a wall. On June 21, he voted for the Securing America's Future Act (H.R. 4760), legislation that would, among other provisions: authorize border wall construction; provide additional technology, roads and other tactical infrastructure; increase boots on the ground and border patrol; and require full implementation at all air, land and sea ports of entry. In July, he voted for H.Res. 990, a resolution supporting the officers and personnel who carry out the important mission of the United States Immigration and Customs Enforcement (ICE) to support ICE and their critical mission to secure our nation's borders. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Never in our nation's history have we placed a tax on places of worship, always respecting the sanctity of our religious liberty. In this season of giving, our charities and churches should be encouraged to know that the House is dedicated to stopping new taxes and compliance fees that threaten to impede the life-altering work they perform in each of our communities. I am thankful for the leadership of my friend Chairman Kevin Brady in helping get this important legislation passed. Today, we took a step a first step in that direction. We commend House and Senate Leadership for answering the call to consider and pass positive reforms to our criminal justice system this year. "Looking forward, we must continue to restore families, heal communities, and help people find redemption rather than condemnation through additional reforms. Hopefully, with the success of the First Step Act, we have demonstrated the bipartisan support for these continued efforts. In April, Walker and Richmond penned an op-ed for The Hill calling on congressionalleadership of both parties to dedicate the resources and afford criminal justice reform the national attention it deserves. The following month, the House passed the original version of the First Step Act. Last week, the Senate passed the legislation with revisions. The now House-passed revised legislation is headed to President Trump's desk for signature. Perdue and USDA Rule to Create Work Opportunities for SNAP Recipients 2018-12-20 2018 2018-12 Republican House NC Mark Walker W000819 walker.house.gov     legacy WASHINGTON, D.C.U.S. RepresentativeMarkWalker (R-N.C.) today released the following statement after U.S. Secretary of Agriculture Sonny Perdue announced a proposed ruleintended to move more able-bodied recipients of Supplemental Nutrition Assistance Program (SNAP) benefits to self-sufficiency through the dignity of work: While the Farm Bill gave our agriculture community needed certainty, it also missed a key opportunity to free trapped Americans from a system and cycle of poverty. Every person who cares about those struggling families should applaud this action by Secretary Perdue and the Trump Administration, leading where Congress failed. With the unemployment rate at a generational low, there has never been a better time to help people get off the sidelines and on the path to the American Dream. According to the U.S. Department of Agriculture (USDA), the rule "focuses on work-related program requirements for able-bodied adults without dependents (ABAWDs). The rule would apply to non-disabled people, between the ages of 18 and 49, with no dependents. The rule would not apply to the elderly, the disabled, or pregnant women." USDA also noted that "under current SNAP requirements, ABAWDs must work or participate in an employment program for at least 20 hours a week to continue to receive benefits for more than three months over a 36-month period. States may request to waive the time limit in areas with an unemployment rate above 10 percent or where there are not sufficient jobs,' which current regulations primarily define as an unemployment rate 20 percent above the national average. With today's strong economy, that could include areas with unemployment rates of under 5 percent a rate normally considered to be full employment. In 2016 there were 3.8 million individual ABAWDs on the SNAP rolls, with 2.8 million (or almost 74 percent) of them not working. Walker was a key advocate for work reforms in both the American Health Care Act (AHCA) and the 2018 Farm Bill. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Today, U.S. Senator Thom Tillis (R-NC) applauded the unanimous Senate passage oftheForever GI Bill Housing Payment Fulfillment Act, bipartisan legislation he co-introduced to ensure the Department of Veterans Affairs (VA) reimburses veterans for missed or underpaid GI Bill housing benefits. The legislation was introduced to address the VA's failure to fully comply with updated Basic Allowance for Housing (BAH) rates set by the Forever GI Bill. The improper payments resulted from IT systems that had not been properly updated and lack of internal processes to get the VA the necessary information about payment rates. The Forever GI Bill directed VA to calculate BAH rates based on the zip code of where the student takes the majority of classes, rather than on the zip code in which the school's main campus is located. The implementation of this change before the IT system had been updated, in addition to a realignment of VA and DOD housing allowance rates, led to delayed and improper payments for student veterans. I want to thank my Senate colleagues for quickly passing the legislation to ensure student veterans receivethe proper GI Bill payments, said Senator Tillis.I strongly urge the House to pass this legislation before the end of the year so we can address this issue and make GI beneficiaries whole again. Joining Senator Tillis to introduce the legislation were Senators John Boozman (R-AR), Jon Tester (D-MT), Jerry Moran (R-KS), Brian Schatz (D-HI),andRichard Blumenthal (D-CT). The bill would require the VA to: End improper payments as soon as possible; Establish a team of specialists who will be responsible to report to Congress a detailed plan to correct this error; Provide a report to Congress by July 2020 that identifies how many beneficiaries were impacted and to what extent, aggregated by state; and Certify the department is fully compliant with the law. I am disappointed in the General Assembly's decision to enact Voter ID laws. This is yet another example of North Carolina Republicans suppressing the vote in order to achieve a partisan advantage, said Congresswoman Adams. This new law will disproportionately impact people of color, students, the elderly, and low-income voters. Instead of focusing on Voter ID requirements, which are proven to be unnecessary, North Carolina Republicans need to stand up and protect the integrity of our elections by ending the kinds of practices we saw in the Ninth District. I want the public to rest assured that Democrats in the new Congress will promote real solutions that protect access to the ballots and strengthen our voting rights. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Senate Select Committee on Intelligence Chairman Richard Burr (R-NC) and Vice Chairman Mark Warner (D-VA) released the following statement on the Treasury Department's announcement that it intends to delist companies owned by Russian oligarch Oleg Deripaska amid restructuring and corporate governance changes: Today's announcement, which comes as a result of negotiated changes to the En+ corporate structure, does not change the fact that Mr. Deripaska, his employees, and his companies work at Vladimir Putin's behest and operate as de facto representatives of the Russian government - a government that has occupied and intimidated its neighbors, sought to disrupt free and fair elections, violated nuclear treaties, and continued to wage influence campaigns to undermine western democracies, including our own. While the Treasury Department has made great strides in reducing Mr. Deripaska's ownership state in En+ and making beneficial changes to the corporate governance, this deal will require constant monitoring to ensure that neither Mr. Deripaska nor the Russian government violate the terms of the agreement. The addition of Victor Boyarkin, one of Mr. Deripaska's key lieutenants, to the sanctions list will help counter some of Russia's malign influence efforts, and is a welcome step. We will continue monitoring these sanctions' effects, and to hold accountable those who would violate them. Print Email Tweet Next Article 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Today, U.S. Senator Thom Tillis (R-NC) applauded passage of theFirst Step Act,once in a generationbipartisanlegislationthatreformsAmerica's criminal justice system. Senator Tillis workedhand in handwith Chairman Grassley, his Senate colleagues, and federal, state and local law enforcementon changes that would build additional support for the bipartisan legislation.A summary of the update can be foundHERE. The First Step Act is the most significant reform to our broken criminal justice system in a generation, said Senator Thom Tillis. I was proud to work with Chairman Grassley and my Senate colleagues to help improve this legislation and build the support needed to get it across the finish line. Passing criminal justice reform produced historic results in North Carolina, and I look forward to those benefits being replicated on the federal level. Senate Judiciary Committee Chairman Chuck Grassley praised Senator Tillis for his work to improve theFirst Step Act: Sen. Tillis has been instrumental in advancing bipartisan criminal justice reform. His continued engagement has helped to promote policy that reduces crime and recidivism, saves tax dollars, improves fairness in sentencing and supports law enforcement, said Chairman Chuck Grassley. The comprehensive package aims to reduce crime by helping low-risk inmates prepare to successfully rejoin society through participation in proven recidivism reduction and professional development programs. It also improves fairness in prison sentences by recalibrating certain mandatory minimum sentences, granting greater discretion for judges in the sentencing of low-level, nonviolent drug crimes and clarifying congressional intent on sentencing enhancements for certain crimes involving firearms. It also preserves the maximum potential sentences for violent and career criminals. Cedric Richmond (D-LA-02), and Congressional Black Caucus Diversity Task Force Co-Chairs, Representatives Barbara Lee (D-CA-13) and G. K. Butterfield (D-NC-01) issued the following joint statement in response to a new report prepared for the Senate Select Committee on Intelligence, which reveals Russia targeted African American voters in attempts to suppress the vote in the 2016 election: During the 2016 presidential election cycle, hundreds of thousands of minority voters were disenfranchised before they even had a chance to walk into the voting booth. As today's report produced for the Senate Select Committee on Intelligence makes clear this was a carefully orchestrated effort by Russian actors to exploit social media platforms in order to suppress turnout among black voters. This campaign of disinformation is extremely disconcerting because black voter turnout declined in 2016 for the first time in 20 years. While this next Congress gives both Democrats and Republicans an opportunity to address election security, we call upon the President to take the security of our elections seriously and work with the Secretary of Homeland Security and the FBI to stop foreign election meddling efforts. The CBC would also like to hear directly from Mark Zuckerberg at Facebook, and CEOs of other companies whose platforms were weaponized, about what they knew, and concrete steps they will implement to address future attempts at disinformation campaigns. We cannot allow the deceit and misinformation that characterized the 2016 elections to be repeated in the future. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Today, third-party experts released two independent analyses of social media tactics used by Russia's Internet Research Agency (IRA) in their attempts to influence U.S. political discourse. The reports are the first comprehensive analyses of their kind conducted by entities other than social media companies themselves, and are based in part on data provided by the Senate Select Committee on Intelligence (SSCI). The reports, titled The Tactics and Tropes of the Internet Research Agency and The IRA and Political Polarization in the United States, 2015-2017, were authored by New Knowledge, and University of Oxford and Graphika, respectively. Statement from Committee Chairman Richard Burr (R-NC): Increasingly, we've seen how social media platforms intended to foster open dialogues can be used by hostile foreign actors seeking to manipulate and subvert public opinion. This newly released data demonstrates how aggressively Russia sought to divide Americans by race, religion and ideology, and how the IRA actively worked to erode trust in our democratic institutions. Most troublingly, it shows that these activities have not stopped. As we work to address these threats, these reports are proof positive that one of the most important things we can do is increase information sharing between the social media companies who can identify disinformation campaigns and the third-party experts who can analyze them. Statement from Committee Vice Chairman Mark Warner (D-VA): These reports demonstrate the extent to which the Russians exploited the fault lines of our society to divide Americans in an attempt to undermine and manipulate our democracy. These attacks against our country were much more comprehensive, calculating and widespread than previously revealed. This should stand as a wake up call to us all that none of us are immune from this threat, and it is time to get serious in addressing this challenge. Meadows Chairs Hearing Urging HHS to Explore Alternatives to Fetal Tissue Research Washington, D.C. On Thursday, December 13, 2018, Rep. Mark Meadows (R-NC) led a House Oversight and Government Reform Committee hearing to explore alternatives to the use of fetal tissue research. The hearing occurred jointly between Rep. Meadows' Subcommittee on Government Operations and Rep. Jim Jordan's Subcommittee on Healthcare, Benefits, and Administrative Rules. U.S. scientists have utilized cells from fetal tissue for research since the 1920's. This year alone, the National Institute of Health (NIH) provided over $100 million in funding for research grants, many of which funded projects involving the use of fetal tissue. After the Department of Health and Human Services (HHS) canceled a contract with a fetal tissue procurement company in September, however, the agency began internal audits and reviews to examine whether adequate alternatives exist to the use ofhuman fetal tissue in HHS funded research. The purpose of Thursday's hearing was to evaluate the merits of fetal tissue research and alternatives available, as well as to receive an update from administration officials on their progress in expanding efforts to find and implement alternatives not involving fetal tissue. Rep. Meadows released the following statement on the hearing: The use of fetal tissue in medical research carries significant ethical concerns. In our governmental healthcare research and technology sectors, we have an obligation to make every effort to pursue alternative methods of research. Government agencies should make use of sound science, new technology, and available resources to find other methods for researching and developing medical technologies for treatments methods that honor the sanctity of life. I'm pleased we were able to hold this hearing to get an update on the implementation of new processes and procedures in the future. Today, December 13, 2018, Congressman David Price (D-NC), Vice Chair of the House Democracy Reform Task Force, introduced legislation to overturn the U.S. Treasury Department's controversial new decision that allows special interestsincluding foreign entitiesto hide their major donors from the Internal Revenue Service (IRS). The legislation is a House companion of Senator Tester and Senator Wyden's Congressional Review Act disapproval resolution, which passed yesterday in the Senate.Rep. Price's Congressional Review Act is endorsed by Common Cause, Democracy 21, and has the following original cosponsors: Rep. John Sarbanes (D-MD), Chair of the Democracy Reform Task Force, Jan Schakowsky (D-IL), Vice-Chair, Mark Pocan (D-WI), Vice-Chair, Pramila Jayapal (D-WA), Vice-Chair, Ted Deutch (D-FL), Vice-Chair, and Salud Carbajal (D-CA). I'm very pleased the Senate was able to work in a bipartisan way to begin protecting our democracy from the flood of dark campaign money, said Congressman Price, Vice Chair of the House Democracy Reform Task Force. At a time when our elections are plagued by unlimited corporate spending, anonymous donors, and illegal foreign meddling, the Trump administration's decision to obscure millions in dark campaign money weakens our already failing campaign finance system and diminishes the power of voters. I'm proud to introduce this disapproval resolution alongside Senator Tester and Senator Wyden to hold political groups accountable and shine a light on dark money in our elections. Our democracy survives and thrives only when it fully represents a government of, by and for the people, said Speaker-designate Nancy Pelosi. Congressman David Price and the House Democracy Reform Task Force are to be commended for their tireless efforts to ensure openness and transparency in our campaign finance laws. Joining the Senate to overturn this dangerous IRS guidance is a critical step toward ending the self-enrichment, secret money and special interests that threaten our democratic inst… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

The 2018 Farm Bill conference report is the result of an agreement reached between both chambers of Congress that will strengthen the farm safety net, incentivize work and make critical investments to support rural communities, farm families, and American consumers. Jones, Jr., advocating to recognize Wilmington and other cities for their significant contributions during World War II,said Congressman David Rouzer. As many from the Greatest Generation know, the City of Wilmington was a major contributor to a nationwide effort during World War II to assist with the many components of war production such as defense manufacturing, the production of food and consumer items, and much more. Passage of this bill brings Wilmington one step closer to receiving the recognition it so rightfully deserves. Thank you to Congressman Rouzer for taking on this fight for recognition of the proud service and sacrifice made by our Wilmington community during such a crucial time in not only our nation's history, but world history, said Mayor Bill Saffo of Wilmington. This has been an effort that has taken many turns over the years and we appreciate his seeing it through to what we hope will be a successful end. Also, thank you to the tireless efforts and leadership from one of our most esteemed Wilmington residents, Captain Wilbur Jones. So much of Wilmington's World War II history and heritage would be lost were it not for his great works. H.R. 6118 directs the Secretary of the Interior to designate at least one city in the United States each year with this illustrious title. These cities will be designated based on their significant contributions to the war effort and their work preserving the history of WWII. During the 114… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

This requirement, in addition to a realignment of VA and DOD housing allowance rates, led to delayed and improper payments for student veterans.Reports of veteran students receiving delayed or inadequate GI Bill payments are concerning, and this misstep should be corrected as soon as possible, said Senator Tillis. While the VA has already started taking important steps to address this ongoing issue, it is important for Congress to continue exercising rigorous oversight to ensure that all GI Bill beneficiaries are made whole.Joining Senator Tillis to introduce the legislation were Senators John Boozman (R-AR), Brian Schatz (D-HI), Jon Tester (D-MT), Richard Blumenthal (D-CT), and Jerry Moran (R-KS).The bill would require the VA to: End improper payments as soon as possible; Establish a team of specialists who will be responsible to report to Congress a detailed plan to correct this error; Provide a report to Congress by July 2020 that identifi… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Thom Tillis announced Friday his co-sponsorship of the First Step Act, bipartisan legislation to reform America's criminal justice system. In a release, Tillis' office says the law combines prison reform proposals that overwhlemingly passed the House of Representatives earlier this year with sentencing reform provisions from the bipartisan Sentencing Reform and Corrections Act, which was approved by the Senate Judiciary Committee in February. The package aims to reduce crime by helping low-risk inmates prepare to successfully rejoin society through proven recidivism reduction and professional development programs, the release says. It also improves fairness in prison sentences by recalibrating certain mandatory minimum sentences, granting greater discretion for judges in sentencing low-level nonviolent drug crimes and clarifying congressional intent on sentencing enhancements for certain crimes involving firearms. One of my proudest moments as speaker of the House in North Carolina was passing the Justice Reinvestment Act, a landmark state law that implemented a number of commonsense, bipartisan reforms that resulted in reduced crime, fewer prisons, and lower recidivism rates in North Carolina, Tillis said in the release. With the First Step Act, we now have the opportunity to implement similar, once in a generation criminal justice reforms at the federal level. These commonsense reforms will make our communities safer, modernize outdated and unfair sentencing laws and provide federal prisoners with the tools they need to return to society and become productive members of our communities. The law would also preserve the maximum potential sentences for violent career criminals, and allows petitions for retroactive application of the Fair Sentencing Act to be considered on an individual basis to reduce sentence disparities between crack and powder cocaine offenses. The evidence of election fraud in North Carolina's Ninth Congressional District is mounting by the day. As the investigation by the Board of Elections is ongoing, I have been in continued communication with House leadership to ensure the House of Representatives is prepared for every outcome including holding an emergency congressional hearing to determine whether there is substantial evidence of election fraud on the part of Mark Harris or his surrogates. It is imperative that we have fair elections free from fraudulent electioneering that favora particular candidate or political party. The Board of Elections and Department of Justice should expedite consideration of this matter. An evidentiary hearing will disclose the obvious misconduct of Republican operatives in Bladen County and determine whether the Republican Party or its nominee knew or should have known of this absentee ballot election scheme. It is interesting that this alleged absentee ballot scheme was reported to the United States Attorney's office after the 2016 elections and no official actions were taken to protect the integrity of the 2018 elections. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

(Dec. 6, 2018) - On Thursday, December 6, 2018, Congressman David Price (D-N.C.), the dean of North Carolina's congressional delegation, issued the following statement regarding allegations of election fraud in the race for North Carolina's ninth congressional district. On November 29, Rep. Price joined Reps. G.K. Butterfield (NC-01) and Alma Adams (NC-13) in calling for allegations of election fraud to be thoroughly investigated and for all remedies to be considered, up to and including a special election. The evidence of election fraud in North Carolina's ninth congressional district is mounting by the day, thanks in large part to diligent reporting by local and national journalists. While investigations by the bipartisan State Board of Elections and other authorities are ongoing, it now appears nearly certain that Republican operatives systematically defrauded voters in at least two counties of their right to cast a ballot, and that other improprieties may have further tainted the results of this election. As I have stated previously, should these allegations be substantiated the State Board of Elections must consider all available remedies, including the conduct of a new election. As the dean of the North Carolina congressional delegation, I have remained in frequent contact with the incoming House leadership to ensure they are preparing for every contingency, including an independent investigation by the House of Representatives should it become necessary. In the meantime, I support the call for an emergency hearing by the House Committee on Oversight and Government Reform to ascertain the extent of this fraud and complement the investigations occurring at the state level. The irony of North Carolina Republicans steamrolling ahead with an unnecessary voter ID bill while the evidence of actual election fraud mounts should be lost on nobody. Each month, Rep. Walker awards a constituent, business, or organization in his district for displaying extraordinary acts of service and for making a difference in the lives around them. Dori Goebel has selflessly chosen to be a living organ donor for Cindy Mondello, the founder and Executive Director of Restoration Place Counseling a non-profit organization that exists to facilitate emotional and spiritual healing in girls and women, while restoring dignity, virtue and honor to them, and empowering each to embrace her God-given identity. Cindy, who has chronic kidney disease, posted a plea for a living organ donor and Dori stepped up. Dori and Cindy have known one another for eight years, and Dori says that even if she hadn't been a direct match for Cindy, she would have been willing to go into the network and donate to someone else. Dori noted that testing is easy and quick. There are so many people in need." The procedure is scheduled or Tuesday, December 4th. I always had a peace that the Lord would provide a donor. Cindy said. It's sobering to think about what a huge sacrifice this is for Dori and her husband, Bill. I'm still amazed at her willingness to do this. Living organ donation is an important lifesaving measure for so many. Walker said. It is inspiring to see someone like Dori respond to a plea for help and selflessly sacrifice for another. In this season of giving, I amproud to not only bring awareness to living organ donation but also present Dori with the December Community Hero of the Month award. Dori Goebel lives in Greensboro with her husband, Bill, and their three kids: Will, Jessa, and Elisa Kay. She is a volunteer tutor at Westover Church and also assists with the clothing closet at The Newcomers School. Walker presented her with a certificate and a flag flown over the U.S. Capitol in her honor. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Beginning in his teens when he enlisted as a Naval Aviator during World War II, service that led him to being shot down over the Pacific, he always put country first. During his time as Vice President and later President, he was an impressive world leader advancing our values abroad and helping end the Cold War. Personally, I will never forget gathering a group of friends to go see President Bush at a campaign rally in my hometown of Gastonia during his 1992 reelection campaign. Beyond his service to our country, President Bush was a tremendous father and role model for all Americans. Alongside his beloved wife Barbara, he raised a wonderful family and throughout his political career, President Bush led with such decency, always treating political allies and rivals with the same level of respect. Giulia and I join the rest of a grateful nation in praying for the entire Bush family as they mourn the passing of a true statesman. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

President Bush was the last of the Greatest Generation to serve as president, and his legacy reflects the values learned through hardship and war: integrity, humility, and honor. He wore many hats during his long career, including Congressman, Ambassador, and Vice President. He also served with distinction as Director of Central Intelligence. As president, he guided America through a pivotal moment in history at the end of the Cold War and the liberation of Eastern Europe. But above all he was a proud father, grandfather, and great-grandfather. And for 73 years, he was a devoted husband to his beloved Barbara, with whom he is now reunited. It is a testament to President Bush's character that history will remember not only his impressive achievements, but his many kind and compassionate words along the way. Be strong, be kind, be generous of spirit, be understanding and let people know how grateful you are,' he wrote in his diary the night he lost re-election. Finish with a smile and some gusto and do what's right and finish strong.' He was an example to us all, and his smile and gusto will be sorely missed. Butterfield and Price Issue Statement on the Deportation of Samuel Oliver-Bruno 2018-11-30 2018 2018-11 Democrat House NC G. Butterfield B001251 butterfield.house.gov     legacy DURHAM, N.C. - Congressman G. K. Butterfield (D-N.C.) and Congressman David Price (D-N.C.) today issued the following statement in response to the deportation of Samuel Oliver-Bruno. On November 1, 2018, Reps. Butterfieldand Price sent a letter to USCISrequesting deferred action from deportation for Mr. Oliver-Bruno and asking officials to use prosecutorial discretion in his case based on humanitarian considerations. After Mr. Oliver-Bruno's petition for deferred deportation was denied, Reps. Butterfield and Price called on the Department of Homeland Security to reverse his order of removal. It is a sad day for Samuel Oliver-Bruno's family and our community. So many, including local advocates, neighbors, friends, and people of faith all worked tirelessly on Samuel's behalf to seek his release. As Durham's representatives in Congress, we personally and persistently advocated for Samuel's release at the highest levels of government. In particular, we insisted that top officials in the Trump Administration personally address statements from Mrs. Oliver-Bruno's medical providers regarding her health condition. Those requests were ignored. All of us are extremely disappointed in the Department of Homeland Security's refusal to use its discretionary authority to do what was right, just, and moral. We believe the actions taken by ICE and USCIS in Mr. Oliver-Bruno's apprehension are extremely concerning and deserving of scrutiny. We will continue to seek a full investigation into the actions of both agencies leading up to Mr. Oliver-Bruno's arrest on November 23, 2018. These actions will undoubtedly have a chilling effect, further driving people into the shadows of our society. We will continue to speak out and fight against the unjust and cruel immigration policies of the Trump administration that are unnecessarily tearing families apart. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Butterfield B001251 butterfield.house.gov     legacy WASHINGTON, DC Congressman G. K. Butterfield (NC-01) today released the following statement in response to the news that Senator Tim Scott (R-SC) will not support President Donald Trump's nomination of Thomas Farr to the United States District Court for the Eastern District of North Carolina, effectively ending the potential for the controversial nominee to be confirmed by the Senate during the 115th Congress: I commend Senator Scott and other Senators who took a firm stand to protect the integrity of the federal judiciary by refusing to confirm Thomas Farr. Thomas Farr has continuously embraced and defended discriminatory efforts to dilute the African American vote through extreme partisan gerrymandering and the packing of Black voters into minority districts. Farr began his career by advising and representing Senator Jesse Helms during his 1990 Senate campaign when 125,000 postcards were mailed to Black households suggesting that voters could be arrested at the polling place if there was misconduct. Simply put, Thomas Farr was unfit to be nominated and unfit to serve as a federal judge. I urge President Trump to consult with the North Carolina Congressional delegation in deciding a nominee for this very important judgeship. I will advocate for the selection of an African American judge to serve the Eastern District that will bring much needed diversity to the federal bench. The Eastern District of North Carolina has never had an African American federal judge. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
