The legislation will now head to the President's desk for his signature. The bill ensures that Customs and Border Protection (CBP) has the new screening devices, laboratory equipment, facilities, and personnel they need to detect and intercept fentanyl and other synthetic opioids. Th INTERDICT Act, co-sponsored by Kuster, is one of the pieces of legislation on the Bipartisan Heroin Task Force's legislativeagenda. "We know that a comprehensive approach is necessary to take on the opioid epidemic that's impacting communities throughout New Hampshire and the country," said Congresswoman Kuster."That means expanding treatment and recovery services and also supporting law enforcement. The INTERDICT Act will help US Customs and Border Protection (CBP) reduce the flow of fentanyl and synthetic opioids from outside the country by giving CBP the necessary tools to detect and intercept these dangerous substances. I am pleased that the agenda of the Bipartisan Heroin Task Force is continuing to advance and I urge the President to sign this commonsense legislation that will help keep our country safe. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Today and always, Iespecially want to express my gratitude to the men and women who are spending the holidays away from family serving to defend our freedoms. As we gather with our families, friends and loved ones to celebrate the season and the start of 2018, let us take a moment to reach out to our neighbors and spread the warmth of the season to all. Simply offering a smile, a warm meal or a helping hand with everyday tasks can make a world of difference. Though this past year has been marked by much partisan division, I have focused on working together with all my colleagues to get real results for all Granite Staters. Ive had legislationsigned into lawthat will address challenges at the Department of Veterans Affairs and improve our response to the opioid epidemic.Im working to boost jobs and our economy throughexpanded trade and tourism with Canada. Weve come together, both Republican and Democrat, to begin to change the all too prevalent culture ofsexual harassment and assault. And weve pushed back against efforts to threaten the healthcare of millions of Americans and thousands of people in New Hampshire. Over the past year, thousands of you have written to my office or called to share your ideas and concerns. Hearing all of you speak out in favor of fairness, justice, and helping those in need leaves me hopeful for the coming year. Ill continue to fight for you and for everyone in the Granite State. I encourage you to stay in touch with me in 2018. You can call my Concord office at603-226-1002to share your thoughts or visitKuster.house.gov. Thank you for everything you do to make New Hampshire such a wonderful place to live. I hope you have a great holiday and happy New Year! This report is deeply troubling and underscores the need for additional action and resources to take on the opioid epidemic, said Congresswoman Kuster. Congress should immediately appropriate emergency funding to get those on the frontlines of this crisis the critical resources they need. Additionally, we should act on my bipartisan legislation to ensure that states hardest hit by the opioid epidemic receive funding through the 21st Century Cures Act that reflects the severity of the opioid crisis. I will continue to work with my colleagues on both sides of the aisle to expand access to treatment and recovery services and support our law enforcement and first responders. In October, Kuster and the leaders of the Bipartisan Heroin Task Force wrote to President Trump urging additional action on the opioid epidemic. In the letter the Members wrote, We urge you to work with Congress in a bipartisan fashion to advance emergency supplemental funding as well as legislative proposals similar to those proposed in our legislative agenda and your own Commission on Combating Drug Addiction and the Opioid Crisis findings. Kuster recently introduced the Federal Opioid Response Fairness Act, bipartisan legislation with her colleague Congressman Evan Jenkins (R-WV) to ensure that the states most affected by the opioid crisis receive appropriate resources under the 21st Century Cures Act. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

After securing a tax giveaway for billionaires and big corporations, Speaker Paul Ryan, Majority Leader Mitch McConnell, and President Donald Trump decided to run away from the responsibilities that come with governing by kicking the can down the road yet again, while failing to address the need for predictable funding for the military, childrens health insurance, community health centers, veterans health care, the opioid epidemic fight, and for disaster relief. House Republicans already gave themselves a three-month extension on funding the government, for which I voted yes, and then gave themselves another two weeks - but this uncertainty cannot continue indefinitely. It makes it impossible for our military and for critical government agencies to do their jobs. Todays Continuing Resolution did not: Restore long-term funding for CHIP, community health centers, and other critical health care programs; Deliver urgently needed resources for communities fighting the deadly opioid epidemic; Provide desperately needed disaster recovery funding for Americans who continue to suffer in Puerto Rico; or Preserve the Bipartisan Budget Act agreement that any spending increase must be spread evenly between defense spending and non-defense discretionary accounts. Congress also failed to protect young people currently facing unfair deportation by including the bipartisan DREAM Act. I am appalled that House Republicans have yet again chosen to run away from their fiscal responsibilities to this country. They are neglecting the basic functions of government that their constituents erroneously trusted them to perform. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The Trump Administration must act now to provide emergency funding. Just yesterday, Serenity Place, the recovery center for the Manchester Safe Stations program where Trump advisor Kellyanne Conway staged a photo op earlier this year, entered receivership. New Hampshire urgently needs funding, not photo ops, from this Administration. When will President Trump confront this crisis as the emergency it is, instead of insulting our state and calling it a drug-infested den? BACKGROUND Shea-Porter has been a leader in the fight to secure increased opioid funding for New Hampshire, co-introducing legislation to invest $45 billion in combating the epidemic and pressing the Trump administration to redress New Hampshires unfairly low allotment of less than 1% of nationwide Comprehensive Addiction and Recovery Act (CARA) funding awards. Last week, Shea-Porter secured unanimous bipartisan support for her amendment to the Higher Education Act reauthorization bill that will require colleges and universities to adopt drug- and alcohol-abuse prevention programs that specifically address the opioid crisis. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

According to the nonpartisan Congressional Budget Office, the tax bills repeal of the Affordable Care Acts (ACA) individual mandate means nearly 13 million fewer Americans will have health coverage. Shaheen also pointed out that Republican leadership has failed to enact long-term reauthorization of the Childrens Health Insurance Program (CHIP), the Community Health Centers program and the Special Diabetes Program, risking healthcare coverage for 9 million children, 25 million Americans and 1.25 million Americans living with type 1 diabetes, respectively. During her remarks, Shaheen also argued that Republican leadership missed an important opportunity to address the nations severe opioid epidemic. Shaheen argued for a strong federal response, noting, Just this week, we learned from the Centers for Disease Control and Prevention that because of soaring overdose mortality rates, life expectancy in the United States has declined for the second year in a row 63,000 died from overdoses in 2016. 63,000 people. If we were losing that many people to a war in the Middle East, there would be an outcry in this country. I want to know where the outcry is and when is this body going to act? This new data confirms what we already know is happening in communities across our state, said Senator Shaheen. Every overdose death reflected in this report is a life taken far too soon, a family devastated, and a community in mourning. This report should serve as a timely reminder that, as Congress works on government funding legislation, additional resources should be included to assist treatment providers and first responders in New Hampshire and around the country. The Trump administration has consistently promised federal support to tackle this epidemic, but we still dont have a federal response providing real, sustained resources that is even close to matching the severity of this crisis. According to the CDC report, 39 Granite Staters for every 100,000 die from a drug overdose. New Hampshires mortality rate is nearly double the national average, which is 19 deaths for every 100,000 people. Last week, Senator Shaheen, the lead Democrat on the Appropriations Commerce, Justice, Science and Related Agencies Subcommittee, sent a bipartisan letter with 8 of her Senate colleagues to Senate Leadership, asking that resources for tackling the opioid epidemic be included in the upcoming supplemental and omnibus appropriations legislation. Senator Shaheen sent a letter to President Trumpin November with a group of 22 senators, calling on the President to support additional funding necessary to fight the opioid epidemic. While Im very relieved that Congress has temporarily avoided a government shutdown, Im disappointed that Republican leadership in both the Senate and House refuse to prioritize a long-term, bipartisan bill to responsibly fund the government, said Senator Shaheen. Short-term patches like this keep the lights on but dont give federal agencies the foresight they need to properly serve the American people. When Congress returns in January, bipartisan efforts will be critical in producing a long-term funding bill that also provides the resources our first responders and treatment providers desperately need to fight the opioid epidemic. I also remain tremendously concerned about the expiration of the Childrens Health Insurance and Community Health Centers programs and the lack of progress on legislation to protect DREAMers. These are all issues that will demand the immediate attention of Congress in the new year and require Republican leadership to set aside this tremendously damaging brinkmanship. (Washington, DC) U.S. Senator Jeanne Shaheen (D-NH) issued the following statement after voting no on the final version of the Republican tax bill: This tax bill asks middle-class families to foot the bill for massive tax breaks for the wealthy and large corporationsthats just unacceptable, said Senator Shaheen. Further, adding $1.5 trillion to the national debt to pay for these tax cuts will undermine our ability to address real challenges facing the middle class and small businesses. This could have been a bipartisan tax bill that provides significant relief to those who need it most, but thats not what Republican leadership chose to do. Instead, this bill doesnt remotely resemble real tax reform and is an enormous missed opportunity. It does virtually nothing to simplify the tax code, which is the top concern I hear from New Hampshire small businesses.Going forward, Congress must do better and allow the public into the legislative process, particularly for legislation that touches the lives of all Americans. The Tax Policy Center found that by 2027, 83 percent of the tax benefits in the Republican tax plan would go to the top 1 percent. I support real tax reform that starts with middle class families and small businesses, said Congresswoman Kuster. Unfortunately, the plan forced through Congress by Paul Ryan and Mitch McConnell is a missed opportunity that overwhelmingly benefits corporate special interests at the expense of the majority of Americans. The fact that provisions for the middle class expire while those for corporate special interests are permanent makes clear Congressional Republicans priorities. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

With their reckless process and shameful tax plan, Congressional Republicans have bestowed an enormously expensive gift to corporate lobbyists, multi-millionaires, and the largest corporations. And they got the middle class to pay for it. The GOP tax plan reduces the rate on the largest corporations by over one-third and lowers the top rate paid by millionaires. This lopsided giveaway to the wealthiest individuals and corporations will explode the debt by $1.45 trillion, setting the stage for automatic cuts to Medicare and other critical programs that assist working families and secure our nation. In just six weeks, Congressional Republicans wrote and passed a 500-page bill. They didnt have a single hearing on a bill that touches almost every single person and business in this country. At every turn, experts have found that this rushed and secretive process has led to legislative text that is riddled with mistakes and loopholes that tax lawyers and accountants will easily game for their wealthy clients. Just this weekend, we learned that a special provision to benefit real estate investors such as Donald Trump was added in secret with almost no public debate or awareness. And now, struggling families across America will be saddled with the bill. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

On Friday, New Hampshires Congressional Delegation urged AG MacDonald in a letter to join such a lawsuit. "It's very disappointing that no sufficient reason has been provided for New Hampshire not joining other states across the country in a lawsuit opposing the repeal of net neutrality rules," said Shaheen, Hassan, Shea-Porter and Kuster. "Considering the broad public support for net neutrality and the real threat this repeal poses to business innovation and the consumer experience online, New Hampshire should be leading efforts to reinstate net neutrality. In Congress, we are supportive of legislative efforts to reverse this FCC decision. However, this does not preclude the State of New Hampshire from leading similar efforts through our judicial system." North Swanzey is fully incorporated in the town Swanzey, but shares the 03431 ZIP code with Keene, instead of the 03446 ZIP code for the rest of Swanzey. The lack of a uniform ZIP code has led to mis-delivered or delayed mail and slowed emergency response times. The lack of a consistent ZIP code in Swanzey not only hinders delivery of mail, but also creates confusion that can prevent emergency responders from quickly getting to an address, said Senator Shaheen. This is a simple legislative fix that is long overdue and will improve the delivery of public services throughout Swanzey and provide clarity for all Swanzey residents. We have heard from Swanzey residents, small businesses, and first responders about the challenges they face as a result of not having a consistent ZIP code, Senator Hassan said. Addressing this issue will require passing legislation, and our bill is a common-sense way to help improve public safety and reduce mis-delivered and delayed mail. This grant will support efforts to commercialize the UNH-developed uSafeUS software platform, which provides resources to victims of campus sexual assault, and access to interactive assault prevention tools. This bipartisan bill would remove federal student loan eligibility from all colleges and universities where less than 15 percent of their students are able to begin repaying their loans within three years of graduating or leaving school. The bill would also require schools to pay a fee based on the total loan volume their students are not able to repay, and the bill would then use those funds to support schools that are serving low-income students well. The legislation aims to incentivize institutions to have a vested interest in the success of their students to properly prepare them for the workforce so graduates can secure good-paying jobs and pay down their loans. Todays students will be tomorrows innovators, small business owners and teachers, but unless we find a way to ease the financial burden they face in completing their education, they wont meet their full potential, said Senator Shaheen. This bill is about holding institutions accountable for the success they promise students who invest their time, money and future in the hopes of attaining a degree. Student debt is stifling this generations talent and contributions to our economy, so its imperative that Congress take action to address college affordability -- this bill will help do just that. Unfortunately, due to the stigma associated with mental illness, many individuals have struggled to access the resources necessary to lead happy, healthy and fulfilling lives. That's why I joined Justice John Broderick to address an assembly of students and faculty members at Nashua High School North today about the Campaign to Change Direction, which is spreading awareness of the Five Signs of Mental Illness and working to change the culture of mental health in America. This campaign will not only bring additional support to those suffering, but will encourage a broader, more involved discussion about the impacts of mental illness on our state and our country, and the steps we can take to create a stronger system of care. Speaking to Nashua High School North students about the Campaign to Change Direction I was excited that this week, the Canadian parliament approved a bilateral border security agreement that allows bipartisan legislation I introduced to move forward. My bill the Promoting Travel, Commerce, and National Security Act - will facilitate trade between the United States and Canada and was signed into law by the President. Expanding preclearance facilities at land, marine and rail ports of entry will encourage economic growth in New Hampshire and other northern border states by creating jobs and more opportunities for small businesses to reach customers. This commonsense legislation, which will strengthen security along our northern border and boost tourism, is a win for New Hampshire and communities across the country. As your Representative, my most important job is supporting Granite Staters when they need help. Last month, I was contacted by a woman named Kathleen Ackroyd from Salem who was in serious need of a new wheelchair. My staff worked with the Centers for Medicare and Medicaid Services (CMS) to expedite the process and ensure Kathleen will receive her new chair in a timely manner. This bill was written and negotiated in secret without any hearings or input from Democrats or the people we represent. Make no mistake, this is a reverse-Robin-Hood tax scam. It lowers the top rate paid by millionaires and doubles the exemption for the estate tax, which will only paid by 5,500 Americans this year, all while failing to provide small businesses and middle class families with the tax fairness they deserve. By exploding our debt by $1.4 trillion, this bill sets the stage for dangerous cuts to Medicare and critical programs that support our national security. I will continue to fight to unrig our tax code so that it benefits families and small businesses, not Wall Street and the largest corporations. BACKGROUND In November, Shea-Porter voted against the House Republican tax bill, calling it an attack on our economic security and on the fabric of our nation. After Senate Republicans passed their own bill, she sounded the alarm to her constituents, saying: We cant stand by and let Congressional Republicans and their lobbyists rig this system even further against working families. Over the past year, Shea-Porter has repeatedly voiced her commitment to bipartisan, revenue-neutral tax reform, including in response to President Trumps tax blueprint in April and to a letter from Governor Sununu in September. House Republicans did not hold a single hearing on their nearly 500-page tax bill and spent less than a week marking up the bill in the House Ways and Means Committee. In contrast, over the course of two years, House Democrats held over 79 Affordable Care Act hearings and markups, heard from 181 witnesses, and accepted 30 Republican amendments. The current process for victims of harassment in Congress lacks transparency and is difficult to navigate. This legislation, the Congressional Harassment Reform Act, would bring transparency and accountability to the current process by extending protections to interns and fellows, eliminating forced mediation, ending the current required secrecy in the process by allowing victims to speak publicly about their case, requiring Members of Congress found personally liable for harassment to pay settlements out of their own pockets and improving systems to address harassment and discrimination in Congress. Senators Kirsten Gillibrand (D-NY), Ted Cruz (R-TX), Joni Ernst (R-IA), Dianne Feinstein (D-CA), Lisa Murkowski (R-AK), Lindsey Graham (R-SC), John Cornyn (R-TX), Claire McCaskill (D-MO), Rob Portman (R-OH), Richard Blumenthal (D-CT), Tammy Baldwin (D-WI), Mazie Hirono (D-HI), Elizabeth Warren (D-MA), Cory Booker (D-NJ), Cory Gardner (R-CO), Dan Sullivan (R-AK), Kamala Harris (D-CA) and Catherine Cortez Masto (D-NV) are original cosponsors of this legislation. We urgently need accountability in the halls of Congress, said Senator Shaheen. As the nations opioid epidemic continues to ravage communities across the country, Senators Jeanne Shaheen (D-NH) and Maggie Hassan (D-NH) joined Senators Bob Casey (D-PA), Shelley Moore Capito (R-WV), Lisa Murkowski (R-AK), Joe Manchin (D-WV), Susan Collins (R-ME), Angus King (I-ME), and Tammy Baldwin (D-WI) to call on Senate leadership to provide states with the resources they need to tackle this ongoing public health emergency. In their letter, the bipartisan group urge Leaders McConnell (R-KY) and Schumer (D-NY) to include additional funding dedicated to addressing the crisis in the upcoming supplemental and omnibus appropriations legislation. Opioid misuse is not a partisan issue. It is ravaging communities in every state and preys upon individuals and families regardless of party affiliation, wrote the Senators. We have worked together on this issue in the past, and with the clear statement from Acting Secretary Hargan that the administration is looking for Congress to lead the way, it is time for us to work together again. As the Senate considers pending supplemental and omnibus appropriation legislation, please make every effort to ensure that new, substantial and sustained funding for the opioid epidemic is included in any legislative package. The full text of the letter can be seen below: Dear Majority Leader McConnell and Democratic Leader Schumer: We write today to discuss our Nations opioid misuse epidemic and the urgent need for Congress to provide our states with the resources they need to deal with this public health emergency. We look forward to being a part of serving the veteran men and women in our community," said John Marzinzik, President and CEO, Frisbie Memorial Hospital. The partnership comes after Shea-Porter recommended the VA consider expanding its public/private model to the Seacoast and North Country regions, so that more New Hampshire veterans can receive VA care close to home. The VA launched its first such New Hampshire partnership, with Manchester’s Catholic Medical Center, in August. Through the new partnership, VA Manchester patients can schedule GI procedures performed by their VAMC provider at Frisbie Memorial Hospital. Appointments, care, and billing for Manchester VA at Frisbie are being handled through VA Manchester Medical Center. Veterans should call their regular provider to schedule services (800-892-8384 x3199). | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Net neutrality is the simple principle that lawful content on the Internet should be equally accessible to everyone, and that Internet service providers should not be allowed to discriminate against some content providers. Without the guarantee of net neutrality, the Internet superhighway’s rules of the road will favor big businesses over newer startups. The Internet has allowed the proud tradition of American ingenuity and entrepreneurship to reach every corner of the globe. Its openness has enabled a new generation of New Hampshire innovators to turn a bright idea and a laptop into a business. We can’t stand by as the FCC and big corporations steal our right to equal access.” BACKGROUND Earlier this week, Shea-Porter and 118 colleagues sent a letter asking FCC Chairman Pai to delay the scheduled net neutrality vote due to public comment irregularities. Shea-Porter plans to cosponsor forthcoming Congressional Review Act (CRA) legislation proposed by Congressman Mike Doyle (PA-14) to reverse today’s FCC action. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Consumers are rightly worried that this ruling could significantly impact their online experience. There is broad public opposition to doing away with these rules and it’s disappointing that the FCC didn’t factor this into their decision. I urge the FCC to reconsider and recommit to upholding the principals of a free and open internet.” Senator Shaheen is the lead Democrat on the U.S. Senate Committee on Small Business & Entrepreneurship. Shaheen recently led a letter with several of her colleagues to FCC Chairman Ajit Pai, emphasizing the importance of net neutrality regulations to small business interests. She also joined more than three dozen other Democratic senators on a letter to Chairman Pai on Tuesday, urging him to abandon his plan to repeal the FCC’s net neutrality rules. I am still praying for the families of those sweet six- and seven-year olds, who should be happy sixth graders right now. After Sandy Hook, parents and communities across the country advocated for safer gun laws, but five years later, the Congressional majority continues to ignore their call to action. The failure of Republican Congressional leadership to act while 1,500 mass shootings have occurred on American soil since that awful December day is both immoral and inexcusable. Not only have House Republicans failed to act, they have made our laws even less safe. Just last week, they passed the NRA’s top priority, the Concealed Carry Reciprocity Act of 2017. Year after year, they have banned the Centers for Disease Control and Prevention (CDC) and other federal agencies from conducting research about gun violence as a public health threat. But even after five years of inaction, I still have faith that the American people will keep their voices raised until Congress is forced to listen and pass laws to stop this sequence of avoidable tragedies, and to spare American families from such unimaginable grief.” BACKGROUND Today, Shea-Porter joined with 120 House colleagues to urge House Republicans to lift their ban on federal funding for research on gun violence. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Women are the future of entrepreneurship, creating new businesses at a rate five times faster than the national average. Thirty years ago, there were approximately 4 million women-owned businesses in the United States. Today, there are more than 11 million women-owned businesses – representing 39 percent of all firms. However, women-owned businesses grow at a slower rate and earn less revenue than male-owned firms. Shaheen said: “Women are at the center of the American economy. They are creating new businesses, disrupting established industries and developing innovative products at a record pace. Despite the progress, women entrepreneurs face persistent institutional barriers that make achieving financial parity with male entrepreneurs a serious challenge with lasting consequences.” Among the factors that hold women entrepreneurs back, the report found: Few role models and a lack of mentors for women entrepreneurs contributes to the perception that entrepreneurship is a male-only endea… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Specifically, the House-passed version of the bill would eliminate the student loan interest deduction, which nearly 80,000 Granite Staters took advantage of in 2015. Shaheen also pointed out that the tax bill would make it more expensive to get an advanced degree because it eliminates tax-free waivers for tuition assistance, which would put graduate school financially out of reach for many students. Shaheen, citing news reports on the final version of the tax bill, expressed hope that both of these provisions had been removed from the legislation. During her remarks, Shaheen shared the story of Tyler Kane who is a pursing a master’s degree in environmental engineering at the University of New Hampshire. “[Tyler] told me that he already owes close to $40,000 in student loans and works nearly 60 hours a week. After paying rent and other expenses, his stipend leaves him with less than $200 a month. If his tuition waiver becomes taxable, that would be a tax increase of $2,500 and it would wreck his budget leaving him with a $33 a month hole. Along with many of his graduate student colleagues, he would have to consider dropping out of school. It makes no sense to increase the burden of student debt and to impose new taxes on graduate students struggling to get by so we can give the biggest corporations in this country and the wealthiest a tax cut.” Shaheen urged her colleagues to consider tax overhaul legislation that would take America forward, saying, “Tax reform should be about helping Am… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The amendment is now a part of the House Education and Workforce Committee’s Higher Education Act reauthorization bill. “There’s more we could be doing to confront substance use and opioid addiction on college campuses, and today’s reauthorization represents a key opportunity to do so,” said Shea-Porter. “From my conversations with Granite State parents, young people, educators, first responders, and medical professionals, one common theme stands out: We need an all-hands-on-deck approach to fighting the opioid crisis. Today, we can make sure higher education institutions will be part of the solution.” Shea-Porter’s amendment reinstates the current requirement that institutions adopt prevention programs, which was removed from the House’s reauthorization bill, and for the first time specifies that institutions must address opioid use with plans that support prevention, harm reduction, and recovery on campus. House Education and Workforce Committee Chairwoman Virginia Foxx (R-NC) and Vice Ranking Member Suzanne Bonamici (D-OR) also spoke in support of the Shea-Porter amendment. A transcript of Shea-Porter’s full remarks is below: “As a nation, we are facing a heroin, fentanyl, and opioid crisis that claims 90 American lives to overdose each day. College campuses have not been immune to this crisis. As Chairman Rokita rightly pointed out at a joint subcommittee hearing just weeks ago, ‘… this epidemic does not just affect older working Americans, it is affecting high school and college kids as well.’ Today, traditional college-age Americans, those between the ages of 18 and 25, are at highest risk of abusing opioids, according to the National Institute on Drug Abuse. And the number of opioid-related claims for coverage reported by Blue Cross Blue Shield has almost d… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

This is the first-ever nationwide study of its kind. “I’m glad that we can finally move forward with this study and help Seacoast families get the answers they deserve,” said Senator Shaheen. “It is completely unacceptable that parents in our community, and those in affected communities across the nation, have to worry about the safety of their children’s drinking water because of this contamination. I appreciate the bipartisan support for my amendment, and I’ll continue to work across the aisle to ensure we get the necessary funding to complete this study.” Senator Shaheen’s bipartisan amendment grants the Department of Defense (DOD) authorization to fund the first-ever nationwide health study on implications of perfluorinated chemicals, such as PFOA, in drinking water. This amendment is particularly important for families living in the Seacoast area, following the Air Force’s announcement in May that it would not fund a health study of water contamination around Haven Well at the Pease International Tradeport. The nationwide study will be conducted by the Agency for Toxic Substances and Disease Registry. Senator Shaheen has also introduced the Safe Drinking Water Assistance Act, bipartisan legislation that will help expedite the analysis of contaminants, such as PFOA, and provide resources to states dealing with the health challenges posed by these potentially harmful materials. Senator Shaheen, a member of the Senate Armed Services Committee, amended the NDAA to establish the health study in June of this year. Senator Shaheen’s broad legislation stipulates that Kaspersky Lab products, or any affiliated products and services, be banned from all federal computers and connected networks. “Considering the grave risk that Kaspersky Lab poses to our national security, it’s necessary that the current directive to remove Kaspersky Lab software from government computers be broadened and reinforced by statute,” said Senator Shaheen. “The case against Kaspersky is well-documented and deeply concerning. This law is long overdue, and I appreciate the urgency of my bipartisan colleagues on the Senate Armed Services Committee to remove this threat from government systems. Going forward, I will continue to push for additional measures that strengthen our nation’s cybersecurity and protect our democracy from harmful foreign interference.” Senator Shaheen was the first public official to sound the alarm on Kaspersky Lab. In September, the Trump administration heeded Senator Shaheen’s warnings about the Kremlin-linked company, ordering all federal agencies to remove the software from government computers within 90 days. In October, Senator Shaheen sent a letter to the leadership of the Senate Armed Services Committee, requesting a hearing on the use of Kaspersky Lab software to hack the National Security Agency in 2015. Shortly thereafter, Shaheen called on the Trump administration to declassify information on Kaspersky Lab to raise public awareness regarding the serious threat that the company poses to the United States’ national security. The NDAA is annual legislation that authorizes federal defense priorities for the fiscal year. Senator Jeanne Shaheen (D-NH), a member of the Senate Armed Services Committee, secured a number of significant New Hampshire and national security objectives in the bill, which passed both the Senate and House of Representatives in November. These include: Shaheen’s bipartisan amendment that directs the Department of Defense to fund a nationwide health study on implications of perfluorinated chemicals (PFCs), such as PFOA, in drinking water. In May, the Air Force announced it would not fund a health study of water contamination around Haven Well at the Pease International Tradeport – Shaheen’s amendment establishes the first-ever nationwide study on the human health effects of those exposed to PFCs in their drinking water; Shaheen advocated for the authorization of necessary funding in the bill to allow the Air Force to continue development of the KC-46A Aerial Refueling Tanker program. This is significant for the Granite State because Pease was selected as the Air Force’s first Air National Guard KC-46A main operating base, an economic benefit to Pease and the surrounding community; Shaheen helped prevent the Department of Defense from conducting another round of Base Realignment and Closing (BRAC) to ensure Portsmouth Naval Shipyard continues to support New Hampshire jobs and our national security; Shaheen added an amendment t… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Our committee has taken strides to overcome partisan gridlock and get real work done. This week, Congress passed and sent to President Trump’s desk the Enhancing Veterans Care Act, which will improve oversight of care at VA facilities. We know that in New Hampshire and across the country veterans have faced unacceptable challenges in accessing the care and services they deserve and I’m hopeful that by enhancing oversight, we can help to prevent similar issues in the future. Watch my remarks on the Enhancing Veterans Care Act here. I was also excited to see TIME Magazine choose the ‘Silence Breakers’ this week as the 2017 person of the year. The countless brave individuals speaking out and shattering the silence around sexual harassment and violence have created a watershed moment in our society. Women and men are saying in one loud voice: no more. We deserve to be heard, we deserve to be believed, and we will continue to turn the tide on this ongoing, persistent problem. Please continue to stay in touch. You can call my Concord office at 603-226-1002 to share your thoughts and ideas or visit Kuster.house.gov. Thank you and enjoy the weekend! The senators urged Chairman Pai to fully consider the impact of any regulatory changes on small businesses before voting on any changes. The other senators signing the letter include fellow Small Business & Entrepreneurship Committee members Maria Cantwell (D-WA), Ben Cardin (D-MD), Mazie Hirono (D-HI) and Tammy Duckworth (D-IL). “In advance of the Federal Communications Commission’s (FCC) upcoming vote on proposed changes to the existing net neutrality rules, we are writing to emphasize the importance of an open and free Internet to the nation’s small business community,” wrote the senators. “The structure of these crucial regulations must maintain a level digital playing field for businesses of all sizes and we implore the FCC to fully honor the unique challenges that small businesses face in an online market and reject changes that could disadvantage this important sector of our economy.” The senators continued, “The concept of a fair and open Internet prevents discriminatory practices that could favor larger companies online - like higher costs for faster delivery speeds or prioritization of provider content. Small businesses are particularly dependent on high quality Internet services in order to increase their consumer base and expand their operations and are much less likely to have the resources to invest in this kind of ‘pay-to-play’ system… As the lynchpins of many local communities, small businesses deserve our support.” The full text of the letter is available here. The SRS program supports public schools, public roads, forest health projects, emergency services and many other essential county services for more than 775 counties across the country. The SRS program expired on September 30, 2015 and was not reauthorized for Fiscal Year (FY) 2016 or beyond. Forest counties and schools received their last authorized SRS payments in 2016. Without SRS payments, existing revenue-sharing payments are not sufficient to support critical services these counties must provide. Three New Hampshire counties including Coos, Grafton and Carroll, receive payments through the SRS program to help offset the loss of revenue from timber receipts on federal forests. The senators wrote, “The SRS program continues to be a critical safety-net for forest counties as we work to diversify rural economies, improve forest management and forest health, strengthen historic forest revenue sharing with local governments, and ensure that our forests provide a range of values such as clean water, jobs, and wood fiber for local economies.” The senators continued, “In the interest of working together in a bipartisan way to support local rural communities, we ask that you include a reauthorization of Secure Rural Schools in any end-of-the-year legislation. We appreciate your assistance with this matter.” In addition to Senators Shaheen and Hassan, senators who signed the letter include: Senators Orrin Hatch (R-UT), Ron Wyden (D-OR), Tammy Baldwin (D-WI), Michael F. This move will undermine the credibility of the United States as a neutral peace broker and make the peaceful path to a two state solution more difficult. Both Republican and Democratic Administrations have recognized the importance of allowing the boundaries of Jerusalem to be negotiated by Israel and Palestine. I worry this decision will threaten Israeli security and lead to violence that will cost both Israeli and Palestinian lives. There are no easy answers in how best to achieve peace in the Middle East but politically motivated decisions like this will only serve to raise tensions and make the path to peace more challenging.” It has been US policy for nearly 50 years to keep its embassy in Tel Aviv rather than Jerusalem. All countries with official relations with Israel have their embassies in Tel Aviv or its suburbs. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

That’s why leading law enforcement organizations, including the International Association of Chiefs of Police and the Police Executive Research Forum, are opposing this bill. Moreover, at a time when the majority of Americans want Congress to work on bipartisan solutions that address the national epidemic of gun violence, passing the NRA’s top legislative priority to loosen gun safety laws takes us in the wrong direction.” BACKGROUND The National Law Enforcement Partnership to Prevent Gun Violence (a group whose member organizations include the Commission on Accreditation for Law Enforcement Agencies, Inc.; the International Association of Campus Law Enforcement Administrators; the International Association of Chiefs of Police; the Major Cities Chiefs Association; the National Association of Women Law Enforcement Executives; the Police Executive Research Forum; and the Police Foundation) issued a joint statement to oppose the bill, writing: “Reciprocity would leave law enforcement helpless to keep guns out of the wrong hands when a person claims ‘constitutional carry’ authority. This obvious step in the wrong direction would sow chaos and uncertainty, making a cop’s job harder and citizens less safe. Under the House bill (H.R. 38), attempting to verify a permit or identification card comes with potential legal liability for law enforcement, an outrageous outcome for an officer trying to protect his or her community.” | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

I believe it is past time for Members of Congress to put country before party and bring these discussions out into the open. “Donald Trump lacks integrity and has not been willing or able to assume the moral leadership and seriousness of purpose the United States needs from its President. That’s why today I’m introducing a bill to offer dental care to all veterans.” Shea-Porter developed the legislation in response to a request made from a constituent at an August town hall meeting in Manchester. “We know that good oral health is important for our overall medical health, but many people don’t realize that most veterans can’t get dental care at VA medical centers,” said Londonderry veteran Dennis Martin. “Veterans deserve access to dental care, and I thank Congresswoman Shea-Porter for introducing this important legislation.” Current law limits eligibility for VA dental care to veterans with a service-connected disability rated 100%; veterans with a service-connected dental condition; former prisoners of war; and homeless veterans. Dental care is also available if a dental condition is aggravating a service-connected condition or complicates treatment of that condition. Shea-Porter’s legislation would eliminate these restrictions on eligibility for VA dental care, allowing all veterans that are enrolled in the VA system to access in-house dental care. The bill phases in the new eligibility over five years to give the VA time invest in and increase its capacity to provide dental care. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

PFAS includes perfluorooctanoic acid (PFOA), which is an emerging contaminant that has been found in drinking water systems in several southern New Hampshire towns, and was responsible for the closing of a major water supply well located at the Pease International Tradeport in Portsmouth, New Hampshire. The EPA’s new efforts announced on Monday support Senator Shaheen’s bill, the Safe Drinking Water Assistance Act, which she introduced in April: “Water contamination has profoundly impacted families in a number of New Hampshire communities. Parents shouldn’t have to live in fear over the safety of their children’s water,” said Senator Shaheen. “I’m glad the EPA is taking a step forward to help address the contamination we’re seeing in water supplies across the country, including New Hampshire, but we must do more. I will continue to work with the administration to ensure that other federal environmental and health agencies are working towards this common goal so that Granite State families, and the millions of others who live in affected communities, have access to safe water supplies.” The EPA’s recent announcement backs Senator Shaheen’s bipartisan legislation with Senator Portman (R-OH), the Safe Drinking Water Assistance Act, which would establish a government-wide initiative to help expedite the analysis of contaminants, such as PFOA, and provide resources to states dealing with the health challenges posed by these potentially harmful materials. This loan will provide significant savings that the hospital will use to develop residential intensive treatment programs for people suffering from substance use disorder, which is critical as we continue to address the opioid crisis. We know that taking on the opioid epidemic will require a comprehensive approach that includes improving access to treatment and recovery as well as supporting law enforcement. I was encouraged on Thursday when the Department of Justice announced $7.19 million in funding to be directed towards the Anti-Heroin Task Force Program in the Community Oriented Policing Services (COPS) Office. New Hampshire law enforcement will receive $688,856, which will provide important resources to help them stop the flow of illegal opioids and take down dealers who are fueling this crisis. The Granite State law enforcement community does incredible and often harrowing work to protect our communities, including responding to the scenes of fatal overdoses. This is incredibly taxing, and I’m pleased that last week the House passed the Law Enforcement Mental Health and Wellness Act of 2017 which will improve mental health services for our brave men and women in uniform. We owe it to the brave men and women in law enforcement to ensure they have the support they need. Last week, the House also passed legislation I cosponsored that will require harassment training for all Members of Congress, staff members, interns, and fellows. We need to address sexual harassment in all workplaces, on college campuses, in our military, and communities throughout the country and the halls of Congress can be no exception. You can watch my floor remarks on sexual harassment training here. I was disappointed that Congressional Republicans… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

A 1979 Concord Monitor editorial said, ‘She's a diamond in a coal field of politics. ... She's a mover and a shaker who knows the innards of bureaucracy like the palm of her hand.’ Those words could not have been truer. Mary Louise was a person one could always turn to for sage advice. Though I’m deeply saddened by her passing, her enduring legacy will live on in the lives of those she has touched. I extend my most sincere condolences to her family and many friends at this time.” ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Republicans have drafted this bill with zero public hearings and have refused to allow any Democratic amendments, shutting Democratic Members of Congress and the people we represent out of the process on a hugely consequential piece of legislation. Unfortunately, House Republicans rammed the motion through on a party-line vote, and have now set the stage for a vote on final passage of their reverse-Robin-Hood tax scam as soon as this week.” BACKGROUND In November, Shea-Porter voted against the House Republican tax bill, calling it “an attack on our economic security and on the fabric of our nation.” After Senate Republicans passed their own bill on Saturday, she sounded the alarm to her constituents, saying: “We can’t stand by and let Congressional Republicans and their lobbyists rig this system even further against working families.” Over the past year, Shea-Porter has repeatedly voiced her commitment to bipartisan, revenue-neutral tax reform, including in response to President Trump’s tax blueprint in April and to a letter from Governor Sununu in September. House Republicans did not accept a single Democratic amendment during markup of their tax bill. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Her sage counsel was sought after by generations of Democrats, whether running for local office or the Oval Office. One of my favorite memories as Governor was to be able to declare Mary Louise Hancock Day in New Hampshire. Now, as we mourn her passing and celebrate her legacy, we’ll keep her in our hearts every day. My thoughts and prayers go out to her family and friends during this difficult time.” Mary Louise Hancock was the first woman from Concord to be elected to the New Hampshire State Senate and as the first female state planning director in the nation. None of them had time to read the bill, which had handwritten sections scribbled in during the night that Democratic Senators had to find out about from K Street lobbyists because of their Republican colleagues' appalling, secretive process. “The Senate bill was rushed through in the dead of night to hide from the people the fact that it steals from the vast majority of Americans to benefit the very few. In addition to giving huge tax breaks to the very rich, the bill's price tag of well over $1 trillion would trigger automatic cuts to Medicare and other programs starting next year. Next week, House and Senate Republicans will try to reconcile the awful tax scams that have now passed both houses and ram a bill through to President Trump's desk. We can’t stand by and let Congressional Republicans and their lobbyists rig this system even further against working families. I will keep fighting to stop this truly devastating bill from becoming law and hurting New Hampshire families.” | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

But the partisan bill forced through the Senate and passed on a party-line vote failed to address any of these critical needs,” said Senator Shaheen. “This legislation asks middle-class families to foot the bill for massive tax breaks for the wealthy and large corporations, and will have serious ramifications for Granite Staters who rely on important tax benefits that are eliminated under this bill. I am tremendously disappointed by the secretive manner in which Senate Republicans crafted this legislation, and I’m concerned about how the middle class, seniors, homeowners, teachers and so many others will suffer as a result of this legislation. As the tax overhaul process moves forward, I’ll continue to push for bipartisanship and to protect essential New Hampshire priorities, including the state and local tax deduction and the student loan interest deduction.” The Republican tax bill will add nearly $1.5 trillion to the national debt and make most families who earn less than $75,000 a year pay more in taxes by 2027. According to the non-partisan Congressional Budget Office, by 2019, Americans earning less than $30,000 a year will be worse off. The bill would lead to $25 billion in cuts from Medicare, harming seniors, and repeals part of the Affordable Care Act, which will raise healthcare costs and leave more Americans uninsured. Additionally, the Republican tax plan could prevent homeowners in New Hampshire from deducting state and local taxes and increase the tax burden on work-study students at colleges and universities. The Combating the Opioid Epidemic Act invests $45 billion into the prevention, detection, surveillance and treatment of opioid abuse. This legislation builds on the bipartisan efforts that were included in the 21st Century Cures Act to provide states with additional resources and a long-term investment in this fight. This legislation is the companion to a bill recently introduced in the Senate by Sen. Bob Casey of Pennsylvania. “Communities across New Hampshire and around the country are in the grips of a devastating opioid epidemic, and adequate funding is needed to combat it,” said Congresswoman Kuster, founder and co-chair of the Bipartisan Heroin Task Force. “This legislation will help provide those on the frontlines of this crisis with the resources they need to help strengthen treatment, prevention and recovery efforts. I urge my colleagues on both sides of the aisle to come together and swiftly pass this bill, and in turn, help save lives and repair families and communities that are suffering from this ongoing scourge.” “Over the past year, we have developed bipartisan consensus around evidence-backed approaches to address the raging opioid crisis with treatment, prevention, and enforcement strategies. However, all of these strategies require adequate and appropriately distributed federal funding,” said Shea-Porter. “It’s past time for Congress to invest in fighting this crisis on a scale that matches its severity, and today’s bill will spur a much-needed investment.” “In my travels across Iowa and in meetings with law enforcement officers, I have heard firsthand about the need for additional local resources to help combat the devastating opioid epidemic that is sweeping across the nation,” said Loebsack. “Men and women, o… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

DOJ is announcing $7.19 million in FY2017 COPS funding through the Anti-Heroin Task Force Program of which New Hampshire law enforcement will receive $688,856. “We know that taking on the opioid epidemic requires a comprehensive approach that takes into account prevention, treatment, recovery, and of course law enforcement,” said Congresswoman Kuster. “New Hampshire law enforcement has done incredible work to both interdict illegal narcotics as well as respond to the scenes of overdoses and administer lifesaving Narcan. This funding will provide important resources to law enforcement in New Hampshire that will support efforts to stop the flow of illegal opioids and take down dealers who are fueling this crisis.” DOJ also announced that every U.S. Attorney will designate an Opioid Coordinator by Dec. 15, 2017. These coordinators could improve the federal response to the opioid crisis by tailoring each federal district’s efforts in combating the opioid epidemic to the communities each district serves. They will also proactively engage with state, local, and tribal law enforcement in their regions to improve interdiction and response efforts. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

This loan will provide the hospital with significant savings and assist the parent company, Valley Regional Health Care, in acquiring certain hospital real estate assets, which will be leased back to Valley Regional Hospital. Additionally, the hospital is exploring using the savings to develop residential intensive treatment programs for people suffering from substance use disorders. As one of only twenty-six hospitals in New Hampshire, and one of only thirteen Critical Access Hospitals, Valley Regional Hospital has been in operation for nearly 125 years and provides a full range of emergency, rehabilitative and surgical services to patients. “USDA Rural Development funding has been a critical resource for rural communities across New Hampshire, and I applaud the $19.4 million USDA loan to Valley Regional Hospital that will ensure that the hospital can continue to provide high-quality health care to patients in Sullivan County,” said Congresswoman Kuster. “Access to rural health care is a challenge that faces many Granite Staters, and the funding provided through this loan will allow Valley Regional Hospital to restructure hospital debt and maintain critical health services. I’m encouraged that Valley Regional Hospital intends to use some of the loan to expand access to treatment for substance use disorder, which is critical as we continue to address the opioid epidemic.” "We are thrilled to be a part of this incredible program, which will be instrumental in the sustainability of Valley Regional Hospital,” said Peter Wright, President/CEO of Valley Regional Hospital. “We greatly appreciate Congresswoman Kuster and Senators Shaheen an… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Shaheen was joined by a cross section of New Hampshire business leaders, education officials and federal and state resource providers for an in-depth discussion on the workforce development challenges facing New Hampshire, including an aging workforce, a skills and education gap, the opioid epidemic, affordable housing and child care. “The common concern I hear – no matter where I travel in New Hampshire – is almost always related to workforce development challenges. Small business owners tell me: they have job openings, they want to hire and grow, but they struggle to find workers with the right skills or training for the job,” said Senator Shaheen. “Tackling our workforce challenge will take innovation, collaboration and new ideas from government, educators and the business community to equip workers with the right skills to fill the high-quality, high-paying jobs of New Hampshire’s future. Failing to address this challenge will harm New Hampshire’s ability to retain, attract and grow businesses and will have long-term effects on the state’s economy and our quality of life.” In the coming years, New Hampshire… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

New Hampshire should continue to be a sanctuary to the Indonesian community that fled religious persecution. Deporting these individuals will needlessly split families and communities, and put lives in danger. I’ll continue to make every effort to prevent these deportations so that the Indonesian community can continue to live peacefully in New Hampshire.” In 2012, Senator Shaheen’s office helped negotiate an agreement with Immigration and Customs Enforcement (ICE) to allow Indonesian immigrants to remain in New Hampshire and obtain work permits in exchange for a commitment to regularly check-in with ICE. This agreement was recently reversed by ICE under the Trump administration, and these individuals were ordered to begin making preparations for deportation. Senator Shaheen has called senior officials in the Trump administration on behalf of the Indonesian community, including the Acting Homeland Security Secretary Elaine Duke, Acting Immigration and Customs Enforcement Director Tom Homan and Deputy National Security Advisor Dina Powell. In October, Senator Shaheen welcomed New Hampshire Governor Chris Sununu’s (R-NH) letter on behalf of the Indonesian community to the President and forwarded it to senior officials in the Trump administration. … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Internet service providers should not be able to pick winners and losers on the internet. Net neutrality is fundamental to maintaining a level playing field on the web for small businesses and consumers, which is critical to the 21st Century economy. The proposal announced by Chairman Pai will undermine the ability of people from all economic backgrounds to access equal speed and service on the internet. My office has been flooded by phone calls from people like you who are opposed to this decision. Make sure that you, your friends, and your family speak out. Specifically, the roundtable focused on the elimination of the state and local tax deduction (SALT), which 204,000 Granite State homeowners rely on to deduct property taxes, and other provisions that could harm homeownership. “We need bipartisan tax reform that simplifies the tax code, bolsters the middle class, gives tax relief to our small businesses and creates jobs. However, the tax bill being pushed by Republican leaders in Washington fails to meet any of these goals,” said Shaheen. “The repeal of the state and local tax deduction is especially damaging to the middle class here in New Hampshire. This will hurt homeownership and decrease home values. It is unfair to ask Granite State homeowners to pay for steep corporate tax cuts. I am eager to work with Republicans and Democrats to genuinely reform the tax code, but we need a bill that puts the middle class first and helps grow our economy.” According to a report by the nonpartisan Joint Committee on Taxation, the Senate GOP tax bill would increase taxes on Americans earning $75,000 annually by 2027. In addition, the Senate Republican tax bill would: Reduce the number of insured Americans by 13 million by repealing a key provision of the Affordable Care Act; Lead to a $25 billion cut to Medicare; Prevent 80,000 Granite Staters with student loan debt from deducting interest on student loans; Significantly increase taxes on work-study students at colleges and universities which will make college even more unaffordable and discourage higher learning; And add $1.5 trillion to the national debt to pay… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The funding was awarded through the COPS Hiring Program (CHP), which is managed by the Department of Justice (DOJ). “These federal resources will provide a real boost to New Hampshire law enforcement,” said Senator Shaheen. “Our police officers are on the front lines of the opioid epidemic and need all the help they can get. In their letter to the federal agencies, the senators underscore how the President’s travel ban executive order is causing interruptions and delays for those fleeing war, violence, and famine and who are seeking shelter in the United States. The senators wrote, “Refugees are already among the most securely-vetted of all travelers to the United States. The vetting process includes numerous screenings that can take approximately two years and refugees have no say in which country they will be resettled. We are concerned that the additional 90-day delay in this Order for the nationals specified, combined with cumbersome new data collection for all refugees, will create substantial logistical barriers for refugee applicants and put vulnerable families in danger.” “We knew there would be terrible consequences from the President’s travel ban, which specifically targets refugees from Muslim-majority nations, and now we’re seeing those problems play out,” said Senator Shaheen. “The executive order is disrupting and stalling the resettlement process for refugees, who have fled unspeakable conditions. Immigrants built this country and continue to enrich our communities in New Hampshire and across the nation. This ban is an affront to our nation’s values and is having a destructive impact on the US refugee program, and must be addressed immediately by the administration.” Specifically, the letter asks a number … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The Member and Employee Training and Oversight On (ME TOO) Congress Act will require mandatory annual training for Members and staff, implement climate surveys to show the true scope of this problem, give interns and fellows the same protections as full-time staff, end forced mediation, and provide better support for victims and whistleblowers. If we are going to confront the challenge of sexual assault and harassment, we need to start with lawmakers and people in power. I’m committed to continuing to work across the aisle to foster safer environments in all workplaces, on college campuses, in our military, and throughout our communities. Introducing the ME TOO Congress Act on Wednesday In addition, I remain committed to doing everything I can to combat the opioid crisis that is devastating communities in New Hampshire and all around the country. I’m pleased the Senate passed my bill, the VA Prescription Data Accountability Act, earlier this week. The Department of Veterans Affairs is one of the largest prescribers of narcotics in the country and any effective national prescription drug monitoring program must include the VA. The VA is in a position to be a leader in improving opioid prescribing and pain management practices, and a robust prescription drug monitoring program is a critical component of that effort. In recent months, scandal after scandal has shown that despite years of efforts and small reforms, sexual assault and harassment remain pervasive in the military. Top officials in the military continue to assert that they alone will fix this, but little has changed. “Sexual harassment and assault are serious problems in our society and won’t go away unless we actively work to change the culture,” said Senator Shaheen. “This is particularly true in our military, where the chain of command’s decision-making process can intimidate survivors and dissuade them from reporting these types of crimes. I’m proud to support this bipartisan legislation, which will help us take an important step forward to combat sexual assault and stand up for survivors.” “For over 25 years, the Pentagon has insisted they have a zero tolerance policy for sexual assault, rape, and sexual harassment,” said Don Christensen, Former Chief Prosecutor of the United States Air Force and President of Protect Our Defenders Col (ret.). “Decades of scandals have disproved these claims, and the most recent data proves conclusively that the military is failing to live up to their declarations of zero tolerance. Last year, there were over 4,600 unrestricted reports of sexual assault and rape in the military – an all-time high. Even in the rare cases where survivors report, 98% of the time their assailant is not convicted. This is not zero tolerance nor is it a successful system. The legislation would clarify current law to stipulate that the Veterans Health Administration (VHA) is required to disclose information to state controlled substance monitoring programs for anyone – veteran or non-veteran – who is prescribed these medications through VA. The legislation was introduced in the Senate by Senators Joe Donnelly (D-IN) and Mike Rounds (R-SD). The legislation now heads to the President’s desk for his signature. “The Department of Veterans Affairs is one of the largest prescribers of narcotics in the country and any effective national prescription drug monitoring program must include the VA,” said Congresswoman Kuster. “The VA is in a position to be a leader in improving opioid prescribing and pain management practices, and a robust prescription drug monitoring program is a critical component of that effort. I’m encouraged that we were able to come together across the aisle to make this commonsense improvement to the VA’s prescription drug monitoring program.” Under current law, when VHA providers prescribe a controlled substance, VHA is required to disclose that information to the appropriate state controlled substance monitoring program. Due to VistA’s inability to differentiate between dependents and other non-veterans, VHA is currently only transmitting data for veteran patients, leaving out approximately 10% of VHA’s patient population who are dependents or other non-veterans who meet certain qualifications to receive prescriptions from VHA. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

This is an attack on our economic security and on the fabric of our nation,” said Shea-Porter. “House Republicans’ tax scam is loaded with provisions to help the wealthiest: it eliminates the estate tax, which will only be paid by an estimated 5,500 super-wealthy Americans this year, and slashes the corporate tax rate claimed by the biggest businesses. Meanwhile, it raises taxes on many middle-class families, and it sets small benefits for working families to expire in five years – while making cuts for corporations permanent. And make no mistake about it: these cuts will take money away from needed national security investments at this dangerous moment in time.” “The House Republican tax bill axes deductions that help working people so it can give more to the wealthiest. For example, this bill eliminates the deduction for high medical expenses claimed by over 40,000 Granite Staters and the student loan interest deduction that helps people saddled with student debt. It even takes away the modest $250 above-the-line deduction I fought to make permanent for almost 20,000 New Hampshire teachers – while keeping the golf course tax loophole,” Shea-Porter continued. “The nonpartisan Congressional Budget Office says the plan would explode the deficit by $1.7 trillion, triggering automatic cuts to Medicare. We all know our tax code desperately needs reform – but those reforms need to help the working people who are already losing out under our tax code, not give even more to the wealthiest 1% and the biggest corporations.” BY THE NUMBERS: How the House GOP Tax Plan Scams New Hampshire Hikes Taxes for 1 in 5 Middle Class Granite State Families: 20% of New Hampshire households in the middle tax bracket (earning between $79,620 and $127,190 … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Senator Jeanne Shaheen (D-NH), a member of the Senate Armed Services Committee, secured a number of significant New Hampshire and national security objectives in the bill, which after passing the House of Representatives earlier this week, now heads to the President’s desk to be signed into law. This is significant for the Granite State because Pease was selected as the Air Force’s first Air National Guard KC-46A main operating base, an economic benefit to Pease and the surrounding community; Shaheen helped prevent the Department of Defense from conducting another round of Base Realignment and Closing (BRAC) to ensure Portsmouth Naval Shipyard continues to support New Hampshire jobs and our national security; Shaheen’s amendment to ban Kaspersky Lab softwa… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The bill penalizes federal agencies that fail to properly report relevant records and incentivizes states to improve their overall reporting. The bill also directs more federal funding to the accurate reporting of domestic violence records. “The shooting in Sutherland Springs tragically demonstrated woeful inadequacies in our federal background check system,” said Senator Shaheen. “We urgently need to bolster our efforts to keep guns out of the wrong hands by making sure criminal history in the federal background check system is comprehensive and updated in a timely fashion. Our legislation is the product of good faith bipartisan discussions and I hope Congress can quickly consider this legislation and send it to the President’s desk. The American people have waited for far too long for bipartisan progress to address gun violence.” Background on the Fix NICS Act Requires federal agencies and states to produce NICS implementation plans focused on uploading all information to the background check system showing that a person is prohibited from purchasing or possessing firearms under current law—including measures to verify the accuracy of records. The Members were joined by Michael Ferguson, Special Agent in Charge of the DEA for the New England Division. Ferguson briefed the members on how the agency is coordinating at the local level to stem the flow of dangerous drugs such as heroin and synthetic opioids including fentanyl. New Hampshire has lost the greatest proportion of its citizens to fentanyl overdoses compared to other states in the country. "New Hampshire is being devastated by deadly opioid drugs such as fentanyl and carfentanil," said Congresswoman Kuster. "I appreciate the opportunity to discuss efforts to get these dangerous synthetic opioids off the streets in New Hampshire and throughout New England. We know that law enforcement is a critical part of addressing the opioid epidemic, coupled with increased prevention, access to treatment and recovery services. In recent years, the DEA has taken important steps to help combat this crisis by working more closely with healthcare providers and community leaders; the task at hand for the DEA now is to coordinate more with local law enforcement to help reduce the public health impact of addiction and overdose.” ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Kuster, Costello and Poliquin Introduce Bipartisan Legislation to Prevent & Respond to Sexual Harassment in Congress | 2017-11-15 | 2017 | 2017-11 | Democrat | House | NH | Ann Kuster | K000382 | kuster.house.gov | legacy | (Washington, DC) – Today, Congresswoman Jackie Speier (D-CA) and U.S. Senator Kirsten Gillibrand (D-NY), along with Representatives Ryan Costello (R-PA), Ann McLane Kuster (D-NH), and Bruce Poliquin (R-ME) introduced bipartisan, comprehensive legislation to prevent and respond to sexual harassment in Congress. The Member and Employee Training and Oversight On (ME TOO) Congress Act will require more transparency, overhaul the flawed complaint process, and provide better support for victims and whistleblowers. Additionally, both the House and Senate bills will require mandatory annual training for Members and staff, implement climate surveys to show the true scope of this problem, give interns and fellows the same protections as full-time staff, and end forced mediation. “In 1995, Congress created the Office of Congressional Compliance to protect itself from being exposed, and it has been remarkably successful. Twenty years later, 260 settlements and more than $15 million have permanently silenced victims of all types of workplace discrimination,” said Rep. Speier. “Zero tolerance is meaningless unless it is backed up with enforcement and accountability. Today, I am proud that my colleagues in the House and the Senate, from both sides of the aisle, are joining me to end the era of impunity for disgraceful behavior and to protect the survivors.” “We need to create a workplace climate where our staff members can come in and do their jobs without having to worry about being harassed – and if it does happen, they should be able to report the incidents without fear of retaliation, and without having to fear that it will ruin their careers,” said Senator Gillibrand. “Congress should never be above the law, Congress should not play by their own set of rules, and as elected officials, we should be held to the highest standards – not the lowest. This needs to change. We need accountability and we need transparency. We need reform, and we need it now. In the letter, the Senators urged the DHS to allow individuals whose DACA renewal applications were rejected because they were received after the October 5, 2017, deadline to resubmit their applications and notify such applicants of this opportunity. “We are deeply troubled that, despite the best efforts of many DACA recipients to submit their applications to DHS before October 5, the Department has rejected thousands of DACA renewal applications that arrived after the deadline,” wrote the senators. “Although the Postal Service has acknowledged that a mail processing delay affected some unknown number of DACA renewal applications, the Department still refuses to accept those applications. We encourage you to weigh the life-changing consequences many will face in the absence of action by the Department.” “We believe that this situation merits immediate action by the Department and urge you to reverse your decision to reject renewal requests for DACA that were received after the deadline due to mail delays. The lives DACA recipients have built here in the United States reflect the very best of America and the consequences of inaction are too great,” continued the senators. In their letter, the senators call on Secretary Tillerson to begin consulting with Congress on decisions that have a significant impact on recruitment, retention and staffing of State Department personnel; remove the hiring freeze on new Foreign Service and Civil Service personnel; and resume promotions of deserving officers. Both senators have been outspoken about the critical role our diplomats play in advancing American interests around the globe. The senators’ letter reads in part, “questionable management practices at the Department of State; the attitudes of some in the Administration on the value of diplomacy; declining morale, recruitment and retention; the lack of experienced leadership to further the strength and longevity of our nation’s diplomatic corps; and reports of American diplomacy becoming less effective paint a disturbing picture. These factors lead us to conclude that America’s diplomatic power is being weakened internally as complex, global crises are growing externally.” Their letter continues, “The State Department’s non-partisan Foreign Service and Civil Service career professionals represent a unique national asset that belongs to all Americans. The DoD is one of the largest healthcare providers in the United States and improving prescribing practices would provide critical lessons that could be transferred to the larger medical community and the Department of Veterans Affairs. Kuster is the founder and co-chair of the Bipartisan Heroin Task Force, which brings together Members of Congress to address the opioid epidemic. “As one of the largest healthcare providers, the DoD has the potential to be a leader in changing how we manage chronic and acute pain,” said Congresswoman Kuster. “We know that the irresponsible prescribing of prescription opioids has helped fuel the heroin and opioid epidemic that’s impacting communities throughout New Hampshire and the country. Reining in the prescribing of opioids and identifying effective and safe alternatives to treat pain will be an important part of addressing this crisis. I’m pleased that my amendment was included in the NDAA and will continue to look for opportunities to work across the aisle to take on the opioid epidemic.” ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Congresswoman Kuster shared her personal experiences with sexual assault on the House floor last year, including an experience while working as a staff member on Capitol Hill. “As a young staffer I was assaulted by a guest of the Congress and had no training for how to respond, who to turn to, or what my rights were,” said Congresswoman Kuster. “This is a long overdue change. There is a national conversation taking place right now about sexual harassment and sexual violence that is starting to initiate a real shift in how our society views these issues. We need to address sexual harassment and assault in workplaces across the country and the halls of Congress are no exception. The decision to mandate anti-harassment training for staff as well as Members of Congress is an important step and I look forward to continuing to work across the aisle to promote policies that will foster safer environments in the workplace, on college campuses, in our military, and throughout our communities.” ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Today’s bill includes my legislative initiatives to address perfluorinated chemical contamination, at long last ensures that activated Guard and Reserve service members receive the benefits they deserve, strengthens deterrence against Russia, and addresses climate change’s impact on military readiness,” said Shea-Porter. Today’s NDAA Conference Report includes: The Senate companion to Shea-Porter’s provision to address perfluorinated chemical contamination around military bases such as Pease, for which she advocated throughout the Conference process. Shea-Porter. “With this fix, all our overseas troops and their families will now have access to TRICARE health benefits, both before and after deployment. I was glad to work with Congressman Walz on this legislation, and I thank him for serving our nation and then being a tireless advocate for all those who served.” “This is about recognizing the sacrifice of all our men and women who volunteer freely to serve this nation,” said Rep. "One in three women and girls around the world will report experiencing gender-based violence in their lifetimes,” said Senator Shaheen. “By denying women and girls the chance to rise to their full potential, gender-based violence stunts economic, political and social progress in our communities. While we have made important progress since the first U.S. Strategy to Prevent and Respond to Gender-based Violence Globally was implemented in 2012, combatting gender-based violence must remain a cornerstone of U.S. efforts to empower women and girls. This not only means stopping sexual abuse and trafficking, domestic violence, early and forced marriages and other forms of gender-based violence, but also changing societal views and norms in places around the world where women and girls are not agents of their own future.” “Our legislation will ensure that the U.S. continues to take a leadership role in combatting violence against women and girls around the world. In addition to being a pressing human rights issue, such violence contributes to inequality and political instability, making it a security issue as well as a moral issue for us all,” said Senator Collins. “I am committed to continuing to work with my colleagues to end violence against women and girls and to provide the assistance and resources necessary to achieve this goal.” “The effects of violence against women are far-reaching, and stopping violence against girls… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The bill would require the Substance Abuse and Mental Health Services Administration (SAMHSA), which operates under the Department of Health and Human Services (HHS), to take into account mortality rates and lack of access to treatment and services when allocating State Targeted Response Opioid Crisis Grants, rather than making grant determinations for states based on population size. “Federal resources should be appropriately prioritized for communities hardest hit by the opioid epidemic. New Hampshire continues to set overdose death records, yet is not getting a proportional amount of federal support,” said Senator Shaheen. “My legislation would provide urgently needed resources to New Hampshire communities that are bearing an enormous burden. Additional funding is immediately needed to give first responders a helping hand and provide more treatment for those suffering from substance use disorders.” “With people dying every day in New Hampshire from the devastating fentanyl, heroin, and opioid epidemic, it is essential that the federal government provide adequate resources to match the urgency and severity of this crisis in the hardest-hit states across the United States,” said Senator Hassan. “I have long said that the funding formula used to allocate funding from the 21st Century Cures Act is flawed and that funding must be distributed based on per capita death rates instead of just favoring the biggest states. I watched my father and father-in-law struggle with the unseen wounds of war after their service in World War II, and I appreciate the need to support all our veterans when they return home from the battlefield. These courageous Americans have earned our deepest admiration and respect—tomorrow and every day. So while Americans may have differences on politics or policy, we must stand shoulder to shoulder and do everything we can to provide veterans with the services they deserve. As a member of the House Veterans’ Affairs Committee, I’m working across the aisle to enact commonsense reforms that will help veterans here in New Hampshire and all around the country. We know veterans have faced unacceptable challenges in access to care, which is why I’ve focused on advancing bipartisan legislation aimed at improving services for veterans, such as the VA Accountability First Act of 2017. This legislation—which includes a provision from an amendment I introduced to strengthen VA whistleblower protections—will give the Veterans Affairs Department the authority to fire, demote, or suspend employees for poor performance or misconduct using an expedited process. I’m proud that Congress has taken steps like these to help support our brave men and women in uniform and I will continue to work with my colleagues on both sides of the aisle to better serve those who have served us. On this Veterans Day and always, let’s commit to working for those who have given so much for us. Sincerely, | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

In a letter to Tillerson, the senators called for an investigation following recent reports of raids conducted in September in Azerbaijan’s capital, Baku, when authorities detained more than 50 gay and transgender people. “We write to share our concerns about press reports that Azerbaijani authorities have detained dozens of gay and transgender persons simply because they are gay or transgender,” the senators wrote. “We urge you to investigate these reports and, if they are credible, to publicly condemn these actions in the strongest terms and to push for perpetrators to be held accountable.” They continued, “Indeed, U.S. foreign policy must promote both our values and our interests and any notion that the two are mutually exclusive is a false choice.” The senators wrote that the United States’ partnership with Azerbaijan is important in part because of the country’s location between Russia and Iran, but that these reported human rights violations cannot go unaddressed. The other senators signing the letter include Ron Wyden (D-OR), Pat Toomey (R-PA), Tammy Baldwin (D-WI), Thom Tillis (R-NC), Marco Rubio (R-FL), Jeff Merkley (D-OR) and Susan Collins (R-ME).
