https://pappas.house.gov/media/press-releases/pappas-introduces-bipartisan-legislation-to-bolster-northeast-energy-reserve Pappas Introduces Bipartisan Legislation to Bolster Northeast Energy Reserve 2025-12-26 2025 2025-12 Democrat House NH Chris Pappas P000614 pappas.house.gov pappas https://pappas.house.gov/media/press-releases scraper Today Congressman Chris Pappas (NH-01) reintroduced his bipartisan Bolstering Northeast Home Heating Oil Reserve Act to require the Department of Energy (DOE) to conduct a long-range strategic review of the Northeast Home Heating Oil Reserve (NEHHOR) and report to Congress on opportunities to strengthen it. The Northeast Home Heating Oil Reserve was established as a source to reduce the impact of severe supply disruptions for the region. However current reserves in the Northeast are ill-suited to addressing supply disruptions. This bipartisan legislation would examine the NEHHOR to understand their current limitations and provide ways of improvement for potential future needs, to ensure that this reserve can provide proper assistance to the Northeast in the event of supply disruptions or emergency energy needs. 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z

So far this year, 104 million total packages have been stolen, and nearly half of all Americans have been victims of porch pirates. Last year, shoppers lost nearly $16 billion in stolen goods they paid for. Porch pirates cost Americans an estimated $16 billion in the past year, with more than 104 million packages stolen nationwide. Pappas helped introduce the Porch Pirates Act, which would impose the same penalties for the theft of packages from private carriers like FedEx and UPS as those that apply to the theft of United States Postal Service mail. “Granite Staters are still receiving deliveries of holiday gifts for their friends and loved ones, and package theft remains a significant concern,” said Congressman Pappas. “So far 104 million packages have been stolen this year, costing families and businesses billions of dollars. To combat the rise in porch piracy and deter theft, this bipartisan legislation will put in place the same federal penalties for package theft, whether a package was delivered by a private carrier or by the U.S. Postal Service. I’m urging Congress to take up and pass this common-sense legislation now.” 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z
https://pappas.house.gov/media/press-releases/pappas-condemns-va-s-decision-to-reinstate-near-total-abortion-ban Pappas Condemns VA’s Decision to Reinstate Near-Total Abortion Ban 2025-12-23 2025 2025-12 Democrat House NH Chris Pappas P000614 pappas.house.gov pappas https://pappas.house.gov/media/press-releases scraper Today Congressman Chris Pappas (NH-01) released the below statement following the Department of Veterans Affairs (VA) issuing an internal memorandum reinstating a near-total ban on abortions and abortion counseling, ripping away access to health care from thousands of veterans. "The Trump administration is taking away health care from veterans and their families who have served our country. They’re blocking access for veterans without even providing exceptions for rape or incest, interfering in deeply personal medical decisions. VA is the only place some veterans can obtain counseling and reproductive care, so I will continue to do everything I can to fight this ban because extreme politicians should stay out of other people’s health care.” In September 2022, following the Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization, the VA used its rulemaking authority under the Veterans Health Care Eligibility Reform Act of 1996 to allow VA health care providers to offer abortion counseling and abortion services in cases of rape, incest, and the life and health of the veteran. Prior to that rule, VA enforced the most restrictive abortion ban of any federal health care agency. The Biden-era policy survived legal challenges and was finalized in March 2023. On August 4, 2025, the Trump administration issued a proposed rule to repeal the 2022 policy and it was finalized yesterday. Rather than waiting to finalize a proposed regulation on abortion care, VA issued an internal memorandum which only preserves a narrow exception when the life of the mother is at risk, eliminating VA’s ability to provide abortion care in nearly all other cases. This once again makes the VA the only major federal health provider with such an extreme restriction. Background: In August, Pappas helped introduce the Reproductive Freedom for Veterans Act, which would guarantee that veterans and eligible dependents have the right to receive abortion care, medication, and counseling through the U.S. Department of Veterans Affairs… 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z

For many elderly residents, that burden can be especially difficult. In Michigan’s Upper Peninsula, some post offices have remained ‘suspended’ for years - Ramsay has been closed since 2019, and just last week Deerton was suspended, leaving residents with more questions than answers. Our communities deserve timely, transparent communication when postal services are disrupted, and I’m proud to help co-lead this bipartisan bill with Representatives Pappas, Garbarino, and Budzinski,” said Congressman Bergman. “A post office is a core part of any community, and when it’s not operating, the public deserves timely and transparent notice. When people are left in the dark, it disrupts businesses, delays critical packages, and hinders… 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z

These provisions would place a “prohibition on the use of funds from carrying out a hiring freeze, reduction in force, or hiring delay without cause at a public shipyard,” and effectively exempt the workforces of America’s four public shipyards, which are responsible for repairing and retrofitting the U.S. Navy's aircraft carriers and submarines, from the Trump administrations’ unjustified hiring freezes and mass layoffs. “The Portsmouth Naval Shipyard is a critical component of our national defense and is an economic engine for New Hampshire. The men and women of our Shipyard work every day with skill and patriotism to ensure our nation’s readiness and support our military for any battle that lies ahead and it is my honor to represent them in New Hampshire’s First District. Their contributions are essential, and their job security and the ability of the Shipyard to hire the staff they need should never be in question,” said Congressman Pappas. “I’m thrilled that the bipartisan version of the NDAA signed into law by President Trump includes my provisions to protect the civilian workforce at the Portsmouth Naval Shipyard from the Administration’s mass layoffs that hurt Shipyard personnel, our economy, and our military readiness, and I will keep fighting to make these protections permanent.” The Portsmouth Naval Shipyard is one of just four public shipyards nationwide that maintain the US Navy’s submarine fleet. The Shipyard is also the region's largest employer. In 2023, the latest available data, more than 7,400 civilian employees worked at the base with an economic impact exceeding $1.5 billion, according to the Seacoast Shipyard Association's 2024 report. These funds were granted to New Hampshire through the bipartisan Infrastructure Investment and Jobs Act of 2021 (IIJA), which Congressman Pappas and Senators Shaheen and Hassan helped pass into law. “On December 2, 2025, NH DOE alerted subgrantees of the New Hampshire Weatherization Assistance Program that the state has been awaiting the release of the third and final tranche of Infrastructure and Investment Jobs Act (IIJA) WAP funding since June,” wrote the lawmakers. “Due to the delay in disbursement by DOE, subgrantees were alerted that a pause on all IIJA WAP spending would go into effect on December 31, 2025.” “WAP reduces energy costs for households by increasing energy efficiency in homes, while ensuring the health and safety of occupants. According to the DOE’s own statistics, the program supports 8,500 jobs and supports 32,000 homes every year. Households that utilize weatherization improvement and upgrades save on average $372 or more every year,” the lawmakers highlighted. “With energy costs for New Hampshire households averaging at $2,844 per year, this program can save families more than 13% on their energy bills each year.” They closed by demanding immediate updates from DOE and the disbursement of delayed funds by December 31, 2025,“This delay in funding is unacceptable. We urge you to communicate immediately a timeline of disbursement of WAP funds to provide predictability to the NH DOE and subgrantees throughout the state. Furthermore, we urge you to disburse these funds no later than December 31, 2025 and provide an explanation of what specifically caused this delay.” 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z

This bipartisan, bicameral legislation would expedite and coordinate the process of collecting, declassifying, and making public records of Prisoners of War (POW) and Missing in Action (MIA) service members, eliminating obstacles that prevent families and caseworkers from accessing records needed for recovery of America’s prisoners of war (POWs) and missing in action (MIA). Senators Jeanne Shaheen (NH) and Mike Crapo (ID) introduced companion legislation in the Senate earlier this year. Senator Maggie Hassan (NH) is a cosponsor of this legislation. According to the Defense POW/MIA Accounting Agency, approximately 80,930 Americans, including 316 Granite Staters, remain unaccounted for from World War II, Korea, Vietnam, the Cold War, the Gulf Wars and other conflicts. “Loved ones of service members who are missing in action or unaccounted for have been forced to wait for far too long for the closure they deserve,” said Congressman Pappas. “In many cases, families wait years to decades long to learn any information about their loved ones due to the current failure to prioritize declassifying and making the necessary information public. This bipartisan legislation will expedite the process of identification and repatriation, provide information that could bring peace to these families in a timely manner, and help bring our service members home once and for all.” “The families of America’s missing service members carry the heavy weight of uncertainty, waiting years and often decades for answers about their loved ones who served our nation with courage and conviction,” said Senator Shaheen. “We owe it to these families to make that wait as short as possible and free from unnecessary bureaucratic burden. These bills are the Gulf War Survivor Benefits Update Act, co-led by Congressman Rudy Yakym (IN-02), as well as the VA Insurance Improvement Act, and Veterans’ Burial Improvement Act, both co-led by Congressman James Moylan (GU-AL). “Service members, veterans, and their families deserve our utmost respect for the sacrifices they make for us and our country. These bipartisan bills make commonsense improvements to these programs and take a small step towards repaying the debt we owe our veterans and their families,” said Congressman Pappas. “My legislation would protect survivors' pensions for Gulf War spouses and dependents, make all veterans under the age of 81 years old eligible for VA Life Insurance, and extend burial benefits to family members who predecease their veteran family members but wish to be buried together. I will continue to advocate for these changes and further improvements to VA processes that will cut red tape and improve benefits for veterans and their families.” Background: The Gulf War Survivor Benefits Update Act would ensure surviving spouses of Gulf War veterans remain eligible for survivors’ pension by extending the statutory marriage delimiting date. The VA Insurance Improvement Act would improve and update VA insurance coverage. Specifically, it would: Extend eligibility for VA Life Insurance (VALife) coverage for all veterans under 81 years old, regardless of service-connected disability status; Allow for Veterans’ Mortgage Life Insurance (VMLI) administrative expenses to be reimbursed from the VMLI program funds; Add Space Force to the definition of “uniformed service” for the purpose of eligibility for the Servicemembers’ Group Life Insurance (SGLI) program. … 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z
https://pappas.house.gov/media/press-releases/pappas-demands-va-secretary-address-education-benefit-payment-delays-ahead-of-today-s-hearing Pappas Demands VA Secretary Address Education Benefit Payment Delays Ahead of Today’s Hearing 2025-12-16 2025 2025-12 Democrat House NH Chris Pappas P000614 pappas.house.gov pappas https://pappas.house.gov/media/press-releases scraper On Friday Congressman Chris Pappas (NH-01), Ranking Member of the House Veterans’ Affairs Committee Subcommittee on Economic Opportunity, House Veterans’ Affairs Committee Ranking Member Mark Takano (CA-39), Senate Veterans Affairs Committee Ranking Member Richard Blumenthal (CT), and Congresswoman Nikki Budzinski (IL-13) sent a third letter to Department of Veterans Affairs (VA) Secretary Doug Collins urging him to address VA’s failure to pay required education benefits on time to over 75,000 veterans and their families and survivors. "These payment failures are not merely a bureaucratic inconvenience; they are a direct failure to uphold the sacred promise made to those who earned these veteran benefits,” said the lawmakers. "The fact that VA is continually failing to publicly communicate creates the appearance that you and this administration are attempting to hide this problem." This is the third letter Congressional leaders have sent on this issue. Secretary Collins has failed to respond to previous letters sent on October 9 and November 14, missing multiple deadlines to provide the requested information. VA acknowledged during a December 5 briefing that it never informed Congress of the issue impacting 75,000 beneficiaries, which started in August. VA is aware of the failed distribution of checks that is still affecting the finances of thousands, but deemed it unnecessary to communicate with the veterans, families, and survivors impacted or notify Congress and the public. "This continues to create uncertainty and financial stress for those using Chapter 35 Survivors' and Dependents' Educational Assistance (DEA) benefits,"the lawmakers said. The lawmakers urged Secretary Collins to appear at the Economic Subcommittee hearing on December 16, 2025, to explain VA's failure to deliver mandatory benefits and VA officials' choice not to inform or communicate with beneficiaries, the public, and Congress. Secretary Collins has yet to respond to any of the three letters or demands for action. 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z

This includes extending the 2026 Open Enrollment period, restoring auto-reenrollment and the Special Enrollment Period (SEP) which were repealed in the Republican One Big Beautiful Bill Act, and funding the Navigator Program. “I’m not letting up in the fight for affordable health care for Granite Staters. We have one month left in open enrollment and individuals are seeing eye-popping premium increases of double or even triple,” said Congressman Pappas. “We have bipartisan legislation ready to go, but Republican leadership continues to refuse to bring it to the floor to stop skyrocketing health care costs. While we keep fighting to get our bill to the floor, my legislation would give families the time, flexibility, and resources to find health insurance coverage that is right for them. I will continue pushing to expand health care access and lower costs at this critical time for New Hampshire families.” This legislation is endorsed by NAMI, Third Way, and Protect Our Care. “NAMI NH often hears from Granite Staters with mental illness who struggle to access essential health care for themselves and their families,” said Susan Stearns, Executive Director of NAMI New Hampshire. “We are grateful to Rep. Pappas for introducing TheProtecting Access to Affordable Coverage Act to help prevent gaps in coverage – and in care – by extending open enrollment & supporting trusted Navigators.” "Health care decisions shouldn't be rushed or based on incorrect information, which can limit people's access to critical mental health services," said Hannah Wesolowski, Chief Advocacy Officer at NAMI. "By extending open enrollment, protecting auto-reenrollment, and investing in the trusted Navigator Program, the Protecting Access to Affordable Coverage Act would help Americans better understand often confusing options and informat… 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z
https://pappas.house.gov/media/press-releases/watch-pappas-presses-va-on-delays-to-education-benefits-to-veterans WATCH: Pappas Presses VA on Delays to Education Benefits to Veterans 2025-12-16 2025 2025-12 Democrat House NH Chris Pappas P000614 pappas.house.gov pappas https://pappas.house.gov/media/press-releases scraper Today at a hearing held by the Economic Opportunity Subcommittee of the House Veterans’ Affairs Committee, Congressman Chris Pappas (NH-01), Ranking Member of the subcommittee, pressed VA leadership on VA’s failure to pay required education benefits on time to over 75,000 veterans and their families and survivors. View Pappas’s remarks here. Underscoring the lack of communication from VA to veterans, their families, and Congress, Pappas said, “We have not had that – in fact, in all my years on this Committee I have never experienced this level of stonewalling before… VA has issued little to no public acknowledgment for months regarding the seventy-five thousand beneficiaries whose benefits have been delayed. There has been minimal communication for months to schools and beneficiaries themselves. And there has been zero communication with Congress, unless you can count the letter that we received back that didn’t answer our questions at 5:45 yesterday. Three letters that were sent from members of this committee went unanswered for a month and a half.” Stressing the length of time of four months for VA to share information, he said, “It took four months between this problem being identified and Congress being updated. Four months - during which tens of thousands of beneficiaries were left without any information. There’s just no excuse for such an egregious lack of communication around an issue that affects so many veterans. Any reasonable person would conclude that a deliberate, political decision was made to cut off communications with Congress and veterans to avoid accountability and hide the problem.” Pappas shared a constituent story, saying, “One of my constituents from Manchester contacted our office and said: ‘Due to an error with the VA benefits system I have not received my education benefits so far this semester. The call-in line that I and the University of New Hampshire veteran center staff use to resolve such issues has been deactivated for the duration of the shutdown, leaving me dead in the water… 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z

"The dangers posed by ‘forever chemicals’ like PFAS remain a pressing environmental and public health issue. No industry should be given a free pass to poison our water, no community should bear the burden of addressing this challenge alone, and no family should ever have to wonder whether their drinking water is safe when they turn on the tap," said Congressman Chris Pappas.“Today I am introducing three pieces of legislation to tackle PFAS contamination in a comprehensive manner. “My Clean Water Standards for PFAS Act will finally hold polluters accountable, establish proactive limits for PFAS, set water quality criteria, and support communities with contaminated water. The PFAS Research and Development Reauthorization Act will reauthorize EPA’s PFAS research and development authority so we can continue to accurately measure PFAS contamination and use the most up-to-date technologies to remediate it. And my No Taxation on PFAS Remediation Act will end federal taxation of PFAS contamination reimbursements so families who spend their hard-earned money to ensure their water is safe don’t face an added tax burden from the federal government. I will keep fighting to protect our water, hold polluters accountable, and ensure all families have access to safe, clean water.” Pappas’s bipartisan, bicameral Clean Water Standards for PFAS Act would require EPA to develop water criteria for PFAS under the Clean Water Act and provides EPA with an ambitious yet achievable roadmap to establish effluent limitations guidelines (ELGs) and standards for eight priority industry categ… 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z

Today’s vote follows a bipartisan effort to build support for the legislation and to garner 218 signatures on a discharge petition, which forced Speaker Mike Johnson to bring a motion to discharge the bill to the floor yesterday. Today the House voted on the underlying legislation, passing it 231-195. "President Trump’s Executive Order stripping federal workers of their right to organize and collectively bargain for better wages, safe conditions, and full benefits is a direct attack on working families. I vowed to fight this order and do everything possible to protect workers, and was proud to help force a vote on this legislation and pass it through the House today,” said Congressman Pappas. “But our work doesn’t stop here. Unions built the middle class in this country and play a critical role in advocating for all American workers. There is more we must do to ensure all workers can stand together and use their collective power to negotiate, and I will continue fighting to fully enshrine those rights in law.” Background: President Trump’s March 27 Executive Order, “Exclusions from Federal Labor-Management Relations Programs,” sought to end collective bargaining with unions at the departments of Defense, State, Veterans Affairs, Justice, and Energy, and some workers at the departments of Homeland Security, Treasury, Health and Human Services, Interior, and Agriculture. The order affected around a million federal workers, of whom roughly one-third are veterans. This would strengthen Medicaid nursing services and expand access to in-home care to ensure that individuals with complex medical needs, many of them children, can access consistent, high-quality care in their homes and communities. “Granite Staters’ access to the health care they need remains a top priority of mine, and continuous skilled nursing allows for people with disabilities to get the care they need at home. This bipartisan legislation would update Medicaid standards to cut bureaucratic red tape and reflect the unique care these services provide as well as make progress in establishing national quality standards," said Congressman Pappas. “I’ll continue working to strengthen and protect access to health care for all New Hampshire families.” "Congressman Chris Pappas’s steadfast leadership and dedication to advocating for New Hampshire’s medically complex community make a real difference," said Keliane Totten, CEO of the Home Care, Hospice & Palliative Care Alliance of New Hampshire. Over 47,000 Granite Staters benefited from the expiring Affordable Care Act enhanced premium tax credits and face increased health insurance costs if Congress does not act. This bipartisan bill includes a two-year extension of health insurance premium savings for American families—including a year of the enhanced Premium Tax Credits (ePTCs), with targeted modifications, new guardrails to prevent “ghost beneficiaries” and crack down on fraud, an extension of open enrollment, and PBM reform. The bill also requires a vote on a second year of continued health insurance premium savings, including more significant reforms, in the Senate and House by July 1, 2026. “Affordability is not a hoax to the New Hampshire families facing massive increases to their health insurance costs next year. The first open enrollment deadline is in less than a week. Granite Staters cannot wait any longer for Congressional action on the expiring Affordable Care Act enhanced premium tax credits. Congress must act now,” said Congressman Pappas. “I’ve come together with a bipartisan group of colleagues to get this done. Today we introduced legislation to deliver on health care, cut insurance premiums, and ensure families can make ends meet. I’ll continue to urge House leadership to immediately bring this bill to the floor.” “Lowering the sky-high cost of healthcare is a matter of life or death for families across New Hampshire,” said Congresswoman Goodlander. “Our commonsense, bipartisan bill will save the healthcare that tens of thousands of Granite Staters are at risk of losing this month, kickstart critical reforms to cut your costs, and crack down on the big corporations that are jacking up your healthcare costs.” Find the CommonGround for Affordable Health Care Act bill … 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z

Now unaccredited companies are ripping off veterans and using their private, personal information to charge veterans tens of thousands of dollars, in some cases for help they didn’t even provide,” said Congressman Pappas. “I have repeatedly raised alarm about the rise of unaccredited claims consultants profiting from veterans’ disability claims, and the profiteering exposed by this article is outrageous. No one can deny that predatory companies are exploiting legal loopholes to defraud veterans. I am demanding answers from the administration about their knowledge of these tactics and am calling on them to take every possible action to protect veterans from being defrauded. “It is already illegal to exploit veterans looking for claims help but VA lacks an enforcement mechanism. The legislation also includes a 3.8% pay increase for members of the U.S. military, improves food security, health care, childcare, and housing needs of military families, reauthorizes the U.S. Coast Guard for fiscal years 2026 and 2027, and aggressively cracks down on fentanyl traffickers and funds vital counter-narcotics operations. “As America continues to confront challenges across the globe, it is essential we reauthorize our national defense programs and give our service members the resources and tools they need to project American power and values throughout the world, safeguard our interests from authoritarian regimes, and stand with our allies,” said Congressman Chris Pappas. “This bipartisan legislation includes a key provision I fought to include that will protect the civilian workforce at the Portsmouth Naval Shipyard from the Trump administration’s mass layoffs that hurt Shipyard personnel, our economy, and our military readiness. The letter comes as the Secretary of the Treasury has indicated the Administration is planning to declare a “national housing emergency” to address rising costs, while refusing to take quick and decisive actions to actually bring down the cost of housing. The letter reads in part: “We agree with the Secretary’s comments that this is an ‘all hands on deck’ challenge and believe there are concrete steps the Administration and Congress should take to meet this ongoing crisis. However, details on actual policies that would expand affordable housing options have not been provided. In fact, recently announced policies at the Department of Housing and Urban Development would do the opposite, and reverse progress made in fighting homelessness and go against Congressional instruction.” The recommendations include restoring funding for Department of Housing and Urban Development (HUD) homelessness programs, lowering tariffs on construction materials to decrease costs, improving data collection and transparency, and prioritizing reforms to planning, permitting, and zoning. 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z

Impaired driving is a persistent factor in crash fatalities and injuries on U.S. roadways, accounting for 30% of roadway deaths each year on average. On average, someone is killed or injured in a drunk driving crash every 42 minutes, and the average drunk driver has driven drunk 87 times before their first arrest. “Every life lost to impaired driving is a tragedy and a preventable death. We must do more to address drunk and impaired driving and prevent repeated offenses,” said Congressman Pappas. “This month, we raise awareness about the dangers of driving under the influence, support the prevention efforts of federal agencies and local law enforcement, and urge individuals to drive sober or make plans for a safe ride home. I’ll keep working to pass legislation that will make roads safer for everyone, including my bipartisan End DWI Act.” Yesterday Pappas joined Advocates for Highway and Auto Safety President Cathy Chase, advocates, and law enforcement officers for a press conference on strengthening road safety and to talk about his bipartisan End Driving While Intoxicated (DWI) Act, which would create a national ignition interlock standard by encouraging states to adopt mandatory first-time offender ignition interlock laws, helping reduce recidivism and improve road safety by ensuring fewer drunk drivers are on the road. Twenty-four states and D.C., including New Hampshire, already meet the standards outlined in this legislation. The use of ignition interlock devices (IIDs) reduces recidivism by up to 70% in first-time, repeat, and high-risk offenders. Across the country, IIDs prevented 3.78 million attempts to drive drunk between 2006 and 2020, including 390,456 attempts in 2020 alone. Since entering Congress, Pappas has repeatedly broken with his own party in support of the stock trading ban. Following his advocacy, then-Speaker Nancy Pelosi reversed course and announced legislation to ban stock trading by members of Congress would be considered by the House. Pappas has regularly called on Speaker Johnson to allow a vote on this common-sense, bipartisan legislation. “For me, representing Granite Staters in Congress will always be about public service, not self-service,” said Congressman Pappas. “But far too many of my colleagues on both sides of the aisle are prolific stock traders who could potentially use inside information to enrich themselves at the expense of the people they were elected to serve. The leadership of both parties has blocked common-sense reforms even as the majority of Americans demand action. That is why I am joining this bipartisan effort to force a vote on legislation that would ban Members of Congress from trading stocks and help restore faith and trust in this institution.” Pappas helped introduce theTRUST in Congress Act, which would require Members of Congress — as well as their spouses and dependent children — to put certain investment assets into a qualified blind trust during their entire tenure in Congress, effectively banning them from trading individual stocks. 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z

I will continue to fight to protect and strengthen this program, including rehiring of dedicated staff.” LIHEAP assists low-income individuals and families with the costs of heating and cooling their homes and helps to mitigate the impacts of rising energy costs and extreme weather events. Across the nation, LIHEAP helps nearly 6 million households afford their energy bills. In Fiscal Year 2023, over 29,000 New Hampshire households benefited from an average savings of $1,579. Fuel and electric assistance programs funded by LIHEAP are available through New Hampshire Community Action Agencies to help Granite Staters afford to heat and cool their homes. The Senate companion to this legislation is led by Senator Ed Markey. Article I of the Constitution gives Congress the power to levy taxes and tariffs, not the President. During arguments in the tariff case brought by small businesses earlier this month, the Supreme Court expressed skepticism about the legality of Trump’s use of the International Emergency Economic Powers Act (IEEPA) to impose tariffs. Small importing businesses may be entitled to relief if the Supreme Court rules in favor of Main Street. “In an entirely predictable outcome, President Trump’s tariffs have forced American small businesses to freeze hiring, hit pause on plans to expand, and cut their already tight budgets to keep their doors open,” said Congressman Pappas. “They can’t wait for a Supreme Court ruling or the end of this administration to get back on track. They need us to act now. That’s why we’re introducing the Small Business RELIEF Act, which would exempt all goods imported by small businesses from the Trump tariff tax and refund any tariffs they've paid. New Hampshire’s Main Street businesses are the heart of our communities, and we need to act now so that they can keep their doors open.” Recently Pappas joined an effort calling for Speaker Johnson to immediately take up the bipartisan resolutions that passed the Senate last month to end the Trump Administration’s tariffs, which have worsened our nation’s affordability crisis, driven up costs for consumers, and pose an existential threat to our nation’s small businesses. “President Trump’s tariffs have placed enormous financial strain and stress on so many hard-working small business owners, and it’s long overdue for Congress to act,” said Congresswoman Mo… 1 2026-03-30T01:40:41Z 2026-04-06T20:09:11Z

This bipartisan legislation would ensure servicemembers participation in the Army’s Green-to-Gold (G2G) Active Duty Option Program is recognized toward their Time in Service (TIS) calculation, which determines future pay and retirement benefits. “The Green-to-Gold Active Duty Program has historically allowed active duty Army soldiers the opportunity to simultaneously serve, advance within the Army, and obtain a degree without any impact on their prospective military careers. However, changes to Army policy for soldiers’ Time in Service accruement for the program could threaten their future pay and retirement benefits,” said Congressman Pappas. “The soldiers who participate in this program have already dedicated themselves to serving our country, commit to remaining on Active Duty, and seek to further their military careers and service. This bipartisan legislation will protect the benefits that Army soldiers participating in the program rightly deserve, and I thank Congressmen Moylan and Golden for joining me in this effort.” The G2G Active Duty Program offers eligible enlisted active duty Army soldiers the opportunity to pursue a degree and become commissioned Army officers upon the attainment of their degree. The Army has traditionally counted soldier time enrolled in university as part of TIS for both pay and retirement purposes, making the program a popular pathway to advancement within the Army while also enabling servicemembers to obtain a degree. However, in April 2023, the U.S. Army Cadet Command revised its ROTC Program policies, including the G2G Active Duty Option Program. In recognition of these risks, the Department has committed to an investigation and remediation process of PFAS at hundreds of military installations and to keep Congress and affected communities informed of its progress.” “However,” they noted, “recent reporting revealed that DOD has quietly revised its PFAS cleanup schedule, delaying work at hundreds of sites, including some in New Hampshire… Communities that have waited years for action and relief now face prolonged uncertainty and potential continued exposure. Each additional year of delay increases risks to public health, complicates remediation efforts, and erodes public trust.” They concluded by reiterating that “New Hampshire communities deserve transparency, urgency, and accountability in addressing PFAS contamination that originated from Department of Defense activities,” and reminding DOD that publishing clear, publicly accessible notice guidance on timeline changes is required under law. On top of the more than 770,000 people currently without housing throughout the United States, 170,000 more people would be pushed out of their homes as a result of the Trump administration’s significant and unnecessary delay in making applications available for Continuum of Care (CoC) grants – known as a Notice of Funding Opportunity (NOFO) – coupled with new restrictions within the CoC program. “Nearly $3.7 billion in CoC grants awarded nationally during the FY24 cycle will begin expiring on December 31, 2025. The timing of the FY25 CoC NOFO represents the most delayed issuance of a NOFO for the CoC Program over the last 10 years, and consequently, will result in the most prolonged funding gap for this critical homelessness prevention program,” the Members wrote. “We believe that the timing of the issuance of the NOFO, combined with major policy changes for the FY25 competition, will cause major disruptions to homeless services at the local level through the Winter and into Spring 2026, threatening housing assistance for at least 170,000 people currently served through the CoC Program.” HUD’s Continuum of Care program is one of the nation’s largest and most effective programs in combating homelessness. More than 750,000 veterans, unaccompanied youth, people with disabilities, victims of domestic violence, and other Americans rely on its support across the country. “These grants serve as a lifeline for more than 400 communities across the country and we are prepared to work with you to help ensure resources appropriated by this Congress continue to serve those most in need without delay,” the Members conclude. 1 2026-03-30T01:40:41Z 2026-04-06T19:52:45Z

States typically receive their LIHEAP allocations in early November following the beginning of the fiscal year in October. The lawmakers wrote, “We appreciate the agency’s notification that LIHEAP funds should be received by LIHEAP recipients by the end of the month, especially as parts of the country begin to experience colder weather and temperatures below freezing. It is vital that LIHEAP funds are delivered as quickly as possible to the nearly six million households that rely on this assistance.” LIHEAP assists low-income individuals and families with the costs of heating and cooling their homes and helps to mitigate the impacts of rising energy costs and extreme weather events. Across the nation, LIHEAP helps nearly 6 million households afford their energy bills, but this assistance has been put at risk by Secretary Kennedy’s decision to fire all LIHEAP staff earlier this year. In response, in April Pappas led 89 of his Congressional colleagues in calling for the protection of the Low Income Home Energy Assistance Program (LIHEAP) and the rehiring of U.S. Department of Health and Human Services (HHS) staff who manage the LIHEAP program that were fired. They continued to note the importance of the speedy delivery of funds for families who rely on home heating oil or propane, stating, “Given that the heating season has already started in many parts of the country, we agree that there is no time to waste… The risk is especially great for households that rely on home heating oil or propane to warm their homes. Read the full story from the Union leader here. Key Excerpts: With a new drug lab scheduled to open in New Hampshire next spring, U.S. Rep. Chris Pappas, D-N.H., is co-authoring bipartisan legislation to exempt Drug Enforcement Administration (DEA) lab workers from President Trump’s ongoing hiring freeze on civilian workers. While most DEA positions were exempt from the freeze that Trump signed January, Pappas said lab positions such as chemists and fingerprint analysts were not specifically exempt. Drug overdose deaths are declining in New Hampshire, but Pappas said the work in this new lab is critical in helping to detect the newest generation of illicit drugs such as fentanyl analogs, fentanyl mixed with methamphetamine, xylazine, and other novel psychoactive substances. Pappas said he learned of the hiring glitch while recently attending the DEA’s temporary lab in Bedford where five chemists and fingerprint analysts now work. In September, Pappas and the rest of the state’s all-Democratic congressional delegation wrote the Office of Management and Budget Director Russell Vought urging the administration to allow the new lab to staff up in time for its opening. “It is crucial that the administration exempt lab personnel because the DEA faces data analysis backlogs, hampering the DEA’s ability to prosecute major drug crimes, identify new and emerging trends, and respond to drug threats in a timely manner,” the delegation wrote. The Trump hiring freeze was to expire Oct. 15 but the president extended it indefinitely. 1 2026-03-30T01:40:41Z 2026-04-06T19:52:45Z

The first aims to target the use of the dark web to procure and ship deadly drugs. The second would exempt DEA labs from the administration's hiring freeze which hurts the New Hampshire lab's ability to analyze evidence and combat drug trafficking. We must strengthen efforts that hold traffickers accountable and stop the flow of drugs into our communities.” Pappas introduced the Laboratory Analysts and Biometric (LAB) Personnel Act with Congressman Don Bacon (NE-02), bipartisan legislation to exempt Drug Enforcement Administration (DEA) lab personnel from the Trump Administration’s federal hiring freeze or any workforce reductions related to spending cuts, reprogramming of funds, or the probationary status of employees, as their roles are critical to combating drug trafficking and keeping communities safe. This bipartisan legislation will improve the Department of Veterans Affairs (VA) appointment scheduling process to ensure veterans can more easily schedule and manage their medical care, including primary care, mental health services, and specialty appointments. Currently, veterans often have to coordinate appointments across multiple VA clinics and services, which can require several phone calls and separate scheduling steps. The Improving Veterans Access to Care Act directs the VA to create a plan to streamline scheduling systems, improve online self-service platforms, and ensure veterans can schedule appointments through a phone call if they choose. The bill also requires VA to report progress and implement system improvements on a clear timeline. “For veterans trying to make health care appointments at VA, and especially for those in rural areas who have to travel long distances, the current scheduling system is too burdensome and uncoordinated. Creating a one-stop scheduling platform at VA will help veterans make appointments that work for them, saving their time and money and improving access to care,” said Congressman Pappas. “This commonsense, bipartisan legislation will help deliver veterans the quality care that they have earned and deserve.” “Veterans deserve a clear, straightforward pathway for receiving the care they need,” said Congressman Mackenzie. “As we honor Veterans Day this week, we can ensure that every veteran has access to the care they’ve earned without delay, confusion, or frustration. That’s why it is vital we provide our law enforcement with the support, resources, and respect that they have earned. This legislation would extend the 2026 open enrollment period through May 1, 2026. Extending the enrollment period would provide individuals and families more time to assess Marketplace prices and make an informed decision about health insurance coverage, as Pappas continues fighting to extend the Affordable Care Act (ACA) enhanced premium tax credits. “While I continue pushing for the extension of the Affordable Care Act enhanced premium tax credits that make health insurance more affordable for millions of Americans, we have to face the reality that open enrollment has begun and individuals are seeing their premiums double or even triple. We have to take action now to give people the time and flexibility they need to choose their coverage amidst confusion caused by Republican inaction,” said Congressman Pappas. “Open enrollment must be extended. I’ve called on President Trump to take this simple step administratively, but if he won’t act then Congress must.” This legislation has 13 original cosponsors, including Congresswoman Maggie Goodlander (NH-02). Earlier this week, Pappas called for the Trump administration to extend the ACA open enrollment period to May 1. This legislation is endorsed by Protect Our Care, Third Way, and the American Academy of Family Physicians. “While congressional Republicans skip work and dole out tax breaks for billionaires, millions of Americans are making heart-wrenching decisions because the GOP more than doubled their premiums for next year,” said Protect Our Care Chair Leslie Dach. “Donald Trump and Republicans in Congress must heed the pleas of the vast majority of Americans who believe working families shouldn’t have to drain their savings just to see a doctor. This legislation has been introduced in the Senate by U.S. Senators Lisa Blunt Rochester (D-DE) and Bernie Moreno (R-OH). “It’s critical that all levels of government work together and listen to the needs of local communities to tackle the housing crisis that is hurting families, small businesses, and our economy. That’s why I’m introducing this bipartisan legislation that would expand tools and resources for local governments, empowering them to cut red tape and ease the process of building more housing,” said Congressman Pappas. “I’ll continue supporting commonsense action to grow our affordable housing supply.” “NAR is grateful that Representatives Janelle Bynum (D-OR), Bryan Steil (R-WI), Chris Pappas (D-NH) and Brian Fitzpatrick (R-PA) introduced the bipartisan Accelerating Home Building Act to help address the nation’s housing affordability crisis through streamlined construction approval processes,” said Shannon McGahn, NAR Chief Advocacy Officer and Executive Vice President. “NAR recognizes that reducing regulatory barriers and streamlining approval processes are essential steps toward addressing the housing shortage affecting communities across the country. Extending the enrollment period would provide individuals more time to assess Marketplace prices and make an informed decision about health insurance coverage as Pappas continues to fight to extend the Affordable Care Act (ACA) enhanced premium tax credits in Congress. Congresswoman Maggie Goodlander (NH–02) is a signer of the letter. “Despite the sustained efforts of congressional Democrats to extend the Affordable Care Act (ACA) enhanced premium tax credits prior to open enrollment starting, Congress has ultimately failed to do so. As a result, open enrollment has begun with sticker shock as enrollees are confronted with eye-popping premium increases,” wrote the lawmakers. “While we remain optimistic that Republicans will join Democrats to lower costs for consumers, in the meantime, we urge you to extend the 2026 open enrollment period through May 1, 2026.” Stressing the importance of Congress extending ACA enhanced premium tax credits, the members wrote, “The enhanced premium tax credits have helped make health care more affordable and have driven record-breaking enrollment gains in the marketplace. Without an extension, the 22 million Americans who rely on the tax credits to afford coverage will see their costs rise by $1,000 on average—but many are seeing even higher increases. Individuals have already begun to see significant premium hikes in certain marketplaces, where some are learning that their costs will double or even triple. As a result, younger, healthier, and lower-income people will likely drop coverage entirely due to unaffordable premiums, harming the risk pool and driving costs even higher.” “Our constituents are now confronted with the difficult decision of whether they will be able to afford their health insurance…” wrote the lawmakers. The lawmakers noted that small business owners, their employees, and self-employed Americans are disproportionately represented in the ACA marketplace. Although they make up only 16 percent of the workforce under the age of 65, they account for nearly half of marketplace enrollees. Furthermore, according to the U.S. Department of the Treasury, 82 percent of small business owners and self-employed individuals rely on the enhanced premium tax credits to afford their ACA Marketplace coverage. “If the ACA’s enhanced premium tax credits are not immediately extended, families and small businesses will begin to feel the impact as soon as November 1st, when Open Enrollment begins and Marketplace plans reflect steep premium hikes in 2026,” the members wrote. “Premiums are currently projected to increase by about 114% starting in 2026. For many families and small businesses, this is money they do not have.” In the letter, the members highlighted that allowing the ACA enhanced premium tax credits to expire would force small business owners to make difficult decisions about their healthcare, including paying hundreds more per month, dropping their coverage entirely, or even having to close their business in the face of this financial pressure. “By making insurance more expensive for small business owners and employees, Republicans are not only squeezing family budgets – they are stifling American innovation and undermining the economic growth that small businesses drive,” the lawmakers continued. The U.S. Department of Energy awarded the grant in July 2024 to support an innovative energy storage system to enhance grid stability and help reduce industrial costs to strengthen American manufacturing. In part the delegation wrote, “On October 2, 2025, the Department of Energy notified Brayton Energy that its award for the thermal energy storage project would be terminated in its entirety. This unlawful action does unnecessary and unwarranted harm. It will result in lost jobs directly in the community and further set back efforts to grow American manufacturing jobs through the commercial scale-up of this technology that will be sourced and manufactured entirely in the United States.” The delegation continued, “Given the broadly shared goal of ensuring affordable and reliable energy to meet growing demand, this grant should be fully restored without delay. The low-cost technology being developed by Brayton Energy will add capacity to the power grid by storing energy and dispatching it during times of high demand or unreliability. Regardless of fuel source, energy storage is a valuable tool for addressing challenges facing our grid.” The delegation concluded, “We urge you to reinstate this financial award to Brayton Energy so it can continue its work to improve grid reliability and strengthen American manufacturing.” The full text of the letter can be found here. 1 2026-03-30T01:40:41Z 2026-04-06T19:32:54Z

On October 28, 1940, Greek Prime Minister Ioannis Metaxas refused to surrender to Axis forces, answering "Oxi!" - or "No!" - to Italian dictator Benito Mussolini's 3 A.M. ultimatum that he allow Axis forces to freely enter Greece or face war. Prime Minister Metaxas' refusal to relent to fascism sparked a national resistance movement and Greece ultimately became the first country to repel the Axis invasion. Greece's resistance required Nazi forces to delay their invasion of Russia to intervene in the Greco-Italian War, a delay which caused the Nazi regime to face a brutal Russian winter which hindered their advance and ultimately led to their eventual defeat. “Eight-five years ago, the Greek people demonstrated unprecedented bravery and determination in their refusal to bow to the Axis Powers during World War II. Decades later, we continue to recognize how this monumental decision shaped history,” said Congressman Pappas. “As a proud Greek-American, I’m honored to lead this resolution to honor Greece’s role in defending democracy during World War II and our shared commitment to standing up to those who violate another nation’s sovereignty.” “Congressman Pappas, thank you for highlighting Greece’s first defeat of Hitler’s Axis Forces in WWII following Oxi Day, the day Greece said “No” (“Oxi” in Greek) to surrender. Pappas met with leadership and staff, toured their facility, and discussed the negative impacts of expected increases in health care costs on their business. Last week W.H. Bagshaw received notice that the annual premium for their health care plan would increase by approximately 38% in 2026. In explaining the increase, their health insurance provider directly attributed the change in cost to the elimination of the Affordable Care Act enhanced premium tax credits coming at the end of the year, and the resulting decline in individual market membership. Read the full story from the New Hampshire Bulletin here. Key Excerpts: Last week, W.H. Bagshaw, a metal parts manufacturer based in Hudson, found out that its health insurance policies with Anthem would increase approximately 38% in 2026. Anthem specifically cited the expiration of Affordable Care Act tax credits at the center of the current federal government shutdown. Nearly 50,000 people in New Hampshire used the credits in 2025, according to the Centers for Medicare and Medicaid Services. They’re set to expire in December, and when they do, premiums are expected to skyrocket. Some experts have warned the expiration could impact more than just those using the subsidies. As their premiums skyrocket, many healthy people who use the credits will likely forgo coverage. That in turn affects insurance companies’ bottom lines, and so rates will go up for customers like W.H. Bagshaw and other employers. U.S. Rep. Chris Pappas, who visited W.H. SNAP benefits were made available to eligible individuals in October, but due to the Agriculture Secretary’s unwillingness to use her statutory transfer authority along with the roughly $5 billion SNAP contingency fund to deliver benefits in November, 42 million American seniors, veterans and families with children risk not being able to keep food on their table. The letter, signed by virtually every member of the House Democratic Caucus, comes as families, food banks, and farmers face rising costs and potential food shortages due to inflationary tariffs, increasing wealth inequality and reluctance by Trump administration officials to exercise its legal authorities to ensure that SNAP operations continue through November. While federal workers are showing up for work without pay, lawmakers can continue to receive payment, even as they are not working. Pappas is foregoing his own paycheck for the duration of the government shutdown. Among its provisions, the rules change would: Keep Lawmakers in Washington: The House must meet at least five days per week until government funding is restored. Limit Adjournments of the U.S. House: Lawmakers can only adjourn once every five days and only for a maximum of two days total. Require Daily Accountability for Attendance: Each day begins with a quorum call to ensure that Representatives are showing up for work. President Trump’s plan would result in one of the largest cuts to Social Security disability benefits in history – a reported priority of Russell Vought, a Project 2025 architect who now serves as President Trump’s Director of the Office of Management and Budget (OMB). “Social Security is an earned benefit and a solemn promise. Weakening age protections while shrinking agency capacity will drive more older Americans with disabilities into poverty and ill health,” the lawmakers wrote. “Our constituents are already facing a healthcare affordability crisis, higher prices due to tariffs and economic uncertainty, and a higher net tax burden due to the Republican Big, Ugly Law. We urge you to abandon unilateral changes to Social Security disability eligibility and refocus your attention on ensuring that all Americans can access their earned benefits.” The average age for a Social Security disability beneficiary is 56, and many beneficiaries have worked physically demanding jobs in sectors like mining, construction, or manufacturing. As of 2022, almost 42 percent of disability applicants were found eligible due to their age. Payments average only about $19,000 a year for Social Security disability and $9,000 a year for Supplemental Security Income (SSI). Beneficiaries rely on these modest amounts to help cover housing, food, out-of-pocket medical bills, and other basics. 1 2026-03-30T01:40:41Z 2026-04-06T19:32:54Z

Congresswoman Maggie Goodlander (NH-02) also signed the letter. Last week, the Trump Administration and Secretary Kennedy announced that additional mass layoffs occurred at SAMHSA, with more than 100 employees laid off. These layoffs violate federal law, which prohibits reductions in force during a government shutdown. SAMHSA is responsible for operating the 988 National Suicide and Crisis Lifeline, administering State Opioid Response (SOR) grants, and supporting a wide range of services that help fight the addiction crisis and support individuals in recovery, including funding housing, treatment, and expanding peer support networks, among other responsibilities. “Far too many American families have experienced the devastating impacts of the addiction and mental health crises,” wrote the lawmakers. “Instead of supporting our communities, the administration has repeatedly taken steps to eliminate resources from those who need them most.” “This RIF comes on the heels of a series of actions taken by the administration to defund SAMHSA,” they continued. “The Department’s dangerous vision to combine SAMHSA with other divisions to create the Administration for a Healthy America will dilute the program’s impact on addiction and mental health. In case you missed it, WMUR reported on the roundtable Congressman Chris Pappas (NH-01) held with leadership from Federally Qualified Health Centers on Thursday, October 16, to discuss the impacts on providers and patients across New Hampshire if Congress fails to extend enhanced premium tax credits under the Affordable Care Act. Community Health Centers (CHCs) in New Hampshire are projected to lose nearly $26 million in funding, and more than 4,000 CHC patients in New Hampshire are estimated to lose their Marketplace insurance coverage if enhanced premium tax credits are allowed to expire. Read or watch the full story from WMUR here. Key Excerpts: U.S. Rep. Chris Pappas, D-New Hampshire, is warning of dire consequences for health insurance markets if tax credits under the Affordable Care Act are allowed to expire. Health providers for low-income families are bracing for a big financial hit if the tax credits expire at the end of this year. "It's going to hurt people at every level with every kind of health care need," said Betsy Burtis of Amoskeag Health. There are no New Hampshire-specific numbers yet for how much premiums could go up on the ACA marketplace, but Pappas said that nationwide, the average increase is expected to be 75%. "Whether you get your plan off the ACA or whether you have your own private insurance or you're on Medicaid, those costs are going to be borne across the health care system, and we're going to see worse health outcomes," [Pappas] said. On top of that, community health centers are staring down massive increases in health care costs for their own employees. "We're being warned by our brokers we should brace for about a 40% premium increase," said Greg White of Lamprey Health Care. "That's not something we have in our budget, nor can our staff afford that." While the issue has become wrapped up in discussio… 1 2026-03-30T01:40:41Z 2026-04-06T19:32:54Z

The McNair Scholars Program is a federally-funded TRIO program administered by the U.S. Department of Education striving to prepare talented, highly motivated UNH undergraduates for entrance to postbaccalaureate degree programs in all fields of study. “For these students, the McNair Scholars program meant a community. Many of them are the first person in their families to attend college, and this program provided them with meaningful support and resources so that they could succeed in school, conduct research that will better our society, and pursue a good career,” said Congressman Pappas. “It’s despicable that the Trump administration canceled this program, and while our efforts to date to restore these promised funds have been unsuccessful, we won’t give up this fight. Helping students of all backgrounds find success in higher education is something I will always support. I was very grateful to meet with these students and hear about their passion to learn and drive to succeed. I know this roadblock won’t stop them.” “I am the first in my family to attend college. When I first attended UNH, I felt extremely out of place. However, the people I could always count on to help me was TRIO. I was able to transform my confidence because TRIO was the first program that believed in me. They believed in me so much that they pushed me to consider McNair as a junior. Without this program and the support of Mr. Pappas not only would students lose the ability to appreciate education and research, but they would lose the opportunity to network across the country, to grow as researchers, to travel for the first time, to build confidence in securing a bright future for themselves, and to believe in their own capabilities as students beyond the classroom,” said Jayden Cruz, … 1 2026-03-30T01:40:41Z 2026-04-06T19:32:54Z

Congresswoman Maggie Goodlander (NH-02) also signed this letter. The letter, signed by 143 members of Congress, comes ahead of ACA marketplace open enrollment beginning on November 1, and families are already receiving devastating premium increase notices from insurance companies that will go into effect if Congress fails to act. “As we enter the second week of the federal government shutdown, we write to you with immediate urgency to call the House back into session, join the negotiating table with Democrats, and commit to protecting the health care of over 24 million Americans – we must end this dangerous and entirely avoidable shutdown of our government. Your decision to cancel votes this week is actively threatening the livelihood of millions,” wrote the lawmakers. “It’s misleading to claim that Congress has until December 31 to act on extending the credits – as you know, open enrollment for ACA marketplaces begins on November 1, which means that insurers had to file rates by mid-August and many marketplaces have already begun notifying American families of premium increases. The remaining marketplaces that have not started these notifications will be doing so in the coming days. Time is short,” the lawmakers continued. “As Speaker of the House, we implore you, on behalf of the American people, to bring the House back in session and join us at the negotiating table,” the lawmakers concluded. 1 2026-03-30T01:40:41Z 2026-04-06T19:32:54Z

That’s unacceptable — our military families and troops deserve better,” wrote the lawmakers. Lawmakers also highlighted past bipartisan efforts to pay our Armed Forces during a shutdown, writing, “Those who dedicate their lives to serving our country should never have to worry whether they will receive a paycheck, even during a government shutdown. During the 2013 government shutdown, Congress successfully passed the Pay Our Military Act, a similar bill which provided pay for members of the Armed Forces during a government shutdown. There is precedent for bringing legislation to pay our troops up for a vote during a shutdown and a record that shows Congress can come together for the benefit of our service members even while disagreeing on other matters.” “This is a moment not only to support our troops, but also to show the American people and the world that our service members and our national security are above politics and the bedrock of our nation,” the lawmakers concluded. “We urge you to support America’s military members and bring legislation to ensure that there is no disruption in troop pay during this shutdown to the House Floor for a vote immediately.” Earlier this year Pappas helped reintroduce the Pay Our Troops Act of 2026. The Keep the Heat On Act of 2025 would fund LIHEAP during a shutdown to ensure that Granite Staters are not forced to pay more to heat their homes or be left in the cold as we enter the winter months. “Republicans control the House, Senate, and White House, and have chosen to shut the government down rather than engage in a bipartisan negotiation to fund vital services that Granite Staters rely on, like LIHEAP,” said Congressman Pappas. “New Hampshire families are already struggling to afford the essentials and face increasing energy costs because of this administration’s reckless tariffs and actions, and this government shutdown further threatens to raise costs and make it hard for Granite Staters to stay warm this winter. Americans should not be forced to suffer because Republicans’ partisan politics have forced our government to a standstill, and this legislation would fund LIHEAP during a shutdown to ensure that Granite Staters are not left in the cold.” LIHEAP assists low-income individuals and families with the costs of heating and cooling their homes and helps to mitigate the impacts of rising energy costs and extreme weather events. Across the nation, LIHEAP helps nearly 6 million households afford their energy bills. In Fiscal Year 2023, over 29,000 New Hampshire households benefited from an average savings of $1,579. Suicide is now the second leading cause of death for young people ages 10–24. According to the Centers for Disease Control and Prevention (CDC), 40% of high school students nationwide reported persistent feelings of sadness or hopelessness in 2023, and 1 in 10 attempted suicide. Despite the urgent need, most school districts lack consistent training and resources to help teachers spot the warning signs when a student is struggling. During a government shutdown, federal employees across the country, including members of the Armed Forces, will continue to work without receiving paychecks. This bipartisan bill would ensure lawmakers also feel the mounting costs of a shutdown and deter government shutdowns from happening in the first place. “It is a fundamental obligation of Members of Congress to pass responsible, yearly government funding legislation that meets the needs of our constituents. Turkey was removed from the F-35 program by the Trump Administration in 2019 and is currently subject to sanctions under the Countering American Adversaries Through Sanctions Act (CAATSA) because of the Erdogan government’s decision to purchase Russia’s S-400 surface-to-air missile defense system in direct violation of U.S. law. The letter raises serious concerns about the Speaker’s decision to cancel votes with no plan to fund the government ahead of the shutdown deadline next week. The same day, the President canceled a meeting with Democratic leaders Jeffries and Schumer to discuss a path to averting a government shutdown. “Instead of canceling votes and continuing to push partisan agendas, it is time for the Majority to reach across the aisle and be open to compromise,” stated the letter. “The September 30 midnight deadline is quickly approaching, but there is still time to craft a bipartisan bill that keeps the government open, prevents health care costs from skyrocketing for millions of Americans, and upholds our constitutional duty.” Pappas and his colleagues stand ready to get to work, negotiate in good faith, and find a bipartisan path to avoid a government shutdown that will hurt all the communities they represent. “We urge you to work with us to keep the government open, ensuring that soldiers and employees get their paychecks, health care is protected, our public lands stay open, and families can feed their children,” the letter added. 1 2026-03-30T01:40:41Z 2026-04-06T19:10:29Z

This bipartisan bill empowers communities to modernize their water management systems by adopting cutting-edge technologies like advanced monitoring software, leak detection tools, and real-time data dashboards. These innovations help track and manage water resources more effectively, conserving water, improving efficiency, and reducing costs. “As we continue prioritizing the modernization of critical water infrastructure, this legislation will ensure our state and local governments can use every tool available to do so effectively and efficiently,” said Congressman Pappas. “I’ll continue working to deliver federal resources to New Hampshire that will help improve our infrastructure and strengthen our communities.” “Water is life in California’s Central Valley,” said Congressman Fong. “I’m introducing this vital legislation to strengthen community resilience and ensure our water infrastructure is built with modern technology to better manage and protect this precious resource. Continuous investment in water storage and innovation is essential for the wellbeing for our families, farmers, and future generations. We must act now to equip our communities with the tools they need to safeguard our water supply for years to come." Turkey was rightfully removed from the program in 2019 following its acquisition of the Russian-made S-400 missile defense system—a clear violation of U.S. law under the Countering America’s Adversaries Through Sanctions Act (CAATSA). President Erdogan’s decision to pursue military collaboration with the Russian Federation, despite Turkey’s NATO obligations, directly undermines the security of U.S. defense technology and poses a threat to the strategic integrity of allied defense cooperation. The continued possession of the S-400 system while seeking access to F-35 fighter jets risks exposing sensitive U.S. military capabilities to Russian intelligence, eroding allied trust, and jeopardizing the development of next-generation military platforms. Beyond this violation of U.S. law, Erdogan's government has consistently demonstrated a disregard for international norms and democratic principles—from crackdowns on press freedom and political dissent, to aggressive military actions in the regions that have drawn international condemnation. Upholding CAATSA sanctions is not only a matter of legal compliance but a necessary step to protect American defense assets and reaffirm the U.S. commitment to accountability and rule of law in international relations. Rewarding Erdogan’s government without meaningful changes in behavior would set a dangerous precedent and weaken the credibility of U.S. foreign policy. This would also have a major impact on small businesses, whose workers represent half of adults covered by the ACA. “Everywhere I go, I hear from families and small businesses about how they are struggling to make ends meet in the face of rising costs and President Trump’s destructive tariffs,” said Congressman Pappas. “Speaker Johnson’s decision to push forward a partisan CR that fails to take action to keep health care costs affordable shows yet again just how out of touch their agenda is with the people of New Hampshire. Read the full story from Task & Purpose here. Key Excerpts: Thousands of veterans who own their homes with mortgages backed by the Department of Veterans Affairs were stunned recently by a letter from the VA telling them they were at risk of foreclosure, according to members of Congress. Some, if not all, of the letters were sent in error, but the VA has yet to explain to the homeowners or Congress why the letters were sent. “For many veterans and their families, such a notice can cause significant distress, confusion, and financial hardship—even if issued in error,” Democratic Reps. Mark Takano of California, Chris Pappas of New Hampshire and Nikki Budzinski of Illinois wrote to Collins. Sean Saball was one of the veterans who got a letter… He still, however, has not heard directly from the VA. “I left a message. I have not gotten any follow-ups at all,” he said. “I’m still kind of unsure of what the next steps are and if there’s any action that they need from me.” The erroneous letters come after the VA ended a program put in place during the Biden Administration with the goal of helping more than 40,000 veterans avoid foreclosure and stay in their homes. In their letter to Secretary Collins, Democrats wrote that the “rash” decision left many veterans and families at risk of losing their homes. “Against that backdrop, the widespread distribution of inaccurate foreclosure notices not only undermines confidence in VA’s loan servicing operations but also places undue emotional and financial strain on veterans who rely on VA for accuracy, support, and advocacy,” they wrote. We must pass a serious, national security-focused bill that gives a pay raise to servicemembers, addresses PFAS contamination, funds our defense industrial base and the Portsmouth Naval Shipyard, and most of all, is worthy of the men and women in uniform who have stepped up to serve this great nation.” 1 2026-03-30T01:40:41Z 2026-04-06T19:10:29Z

The legislation also strengthens existing federal authority to review, investigate, and block foreign real estate transactions that could jeopardize America’s national security. Congressman Randy Weber (TX-14) and Congresswoman Maggie Goodlander (NH-02) co-lead the legislation. The Critical Infrastructure Security Act expands protections for critical infrastructure and requires the Committee on Foreign Investment in the United States (CFIUS) to annually review, update, and report on facilities and property of the United States government deemed sensitive and subject to CFIUS’s authority to review and investigate certain real estate transactions. “New Hampshire must remain vigilant in protecting infrastructure from foreign interference by adversaries like China, including properties related to drinking water and national security,” said Congressman Pappas. “The recent international sale of property in New Hampshire underscores the need to provide greater oversight and protections for critical American assets and strengthen our ability to review, investigate, and block foreign real estate transactions that could undermine our safety and security. This is a common-sense, bipartisan step that will help safeguard our infrastructure from those who may wish to do us harm, and I urge my colleagues to support this legislation and pass it quickly.” “Our critical infrastructure facilities deliver the essential services that keep our country open for business,” said Congressman Weber. “Allowing adversaries like China to have free rein over our land, particularly near our critical infrastructure facilities, is a major national security risk. Giving the Committee on Foreign Investment in the United States (CFIUS) the authority to review these purchases counters our adversaries’ plots to weaken… 1 2026-03-30T01:40:41Z 2026-04-06T19:10:29Z

The changes would permanently halt the proposed closure of the Manchester USPS Processing and Distribution Center. “The U.S. Postal Service provides an essential public service that supports households and businesses,” said Congressman Pappas. “USPS must take actions that will improve service, not make it worse. By preventing harmful facility downsizing and enhancing service, these bipartisan measures will safeguard mail service for communities across New Hampshire, and I’m glad to see them included in this year’s funding legislation. I’ll continue to support efforts that strengthen transparency, protect our postal workers, and improve mail service.” Last year, in response to USPS’s announcement that it planned to close the Manchester USPS Processing and Distribution Center, Pappas worked alongside a bipartisan group of his House colleagues and the New Hampshire delegation to call on then United States Postmaster General Louis DeJoy to reverse course on these plans. Heeding Pappas and his colleagues' calls, USPS paused the implementation of proposed changes to the Manchester facility in May 2024. Background: Congressman Pappas is a strong advocate for the U.S. Postal Service and ensuring Granite Staters receive fast, reliable mail and package delivery. Earlier this year, he helped introduce the bipartisan Protect Postal Performance Act to prevent USPS from downsizing facilities in underserved areas, provide oversight over modifications to delivery schedules,… 1 2026-03-30T01:40:41Z 2026-04-06T19:10:29Z

Representatives Jonathan L. Jackson (IL-01), Raul Ruiz (CA-25), Eleanor Holmes Norton (DC-AL), Cleo Fields (LA-06, John B. Larson (CT-01), André Carson (IN-07), Shri Thanedar (MI-13), Maggie Goodlander (NH-02), and Angie Craig (MN-02) are original cosponsors of the legislation. The bill would repeal the “sick tax” imposed by President Trump and Congressional Republicans’ so-called ‘One Big Beautiful Bill’ Act (OBBBA), which imposes additional out-of-pocket fees on certain Medicaid enrollees before they can see a provider, and allows providers to refuse to administer care if they are unable to pay the fee. The bill would also repeal provisions in the OBBBA that exclude certain drugs from the Medicare drug price negotiation program, allowing pharmaceutical companies to evade accountability for high-priced prescription drugs. “President Trump and Republicans in Congress weren’t satisfied with simply cutting Medicaid funding, forcing providers to close and kicking millions off their health care. They also had to make sure that their legislation would force Medicaid patients to pay a ‘sick tax’ and help Big Pharma evade accountability for making drug prices unaffordable,” said Congressman Pappas. “We won’t stand for it. If Republicans are serious about addressing high costs, then they should join us to move this legislation forward, protect patients from high costs, and protect the progress we have made to ensure life-saving medications are accessible to everyone who needs them.” This legislation is supported by Protect Our Care and Patients for Affordable Drugs Now. “Congressman Pappas is taking an important step to roll back some of the most harmful provisions of Donald Trump and Republicans’ health care cuts,” said Leslie Dach, Chair, Protect O… 1 2026-03-30T01:40:41Z 2026-04-07T15:07:37Z

The bipartisan Stop Chinese Fentanyl Act amends the Fentanyl Sanctions Act to make Chinese entities sanctionable as “foreign opioid traffickers” if they produce, sell, finance, or transport synthetic opioids or precursors, but fail to take credible steps to prevent opioid trafficking, including through cooperation with U.S. counternarcotics efforts and know-your-customer procedures. This legislation previously passed the House with bipartisan support in the 118th Congress. “Fentanyl overdoses continue to kill tens of thousands of Americans every year. We must take every step to prevent more senseless deaths by holding traffickers and cartels accountable and stopping Chinese precursor chemicals before they reach our shores,” said Congressman Pappas. “This bipartisan legislation will enable the United States to crack down on foreign drug trafficking and sanction Chinese suppliers of key fentanyl ingredients. I remain committed to working to find solutions that will stop the flow of deadly drugs into our communities and save lives.” Background: Pappas has led the effort in Congress to permanently classify all fentanyl-related substances as Schedule I drugs so law enforcement can keep them off the streets and hold traffickers accountable, and helped pass the HALT Fentanyl Act earlier this year. He also leads the DISPOSE Act, which would create fentanyl and precursor chemical destruction facilities in three critical drug trafficking choke points: Mexico, Colombia, and Peru; it was included in the National Defense Authorization Act for fiscal year 2025. 1 2026-03-30T01:40:41Z 2026-04-07T15:07:37Z

Working families are the engine that drives our economy and grows our middle class, and I will always have their backs in the face of an all-out assault on the right to organize by the Trump administration. All workers, including those in the public sector, deserve the right to collectively bargain for fair wages and safe working conditions. I’m proud to support legislation that would ensure those who put in a hard day's work have a seat at the table and a say in their future, and will continue to push back on this Administration’s harmful attempts to limit the right to organize.” Background: Earlier this year, Congressman Pappas helped reintroduce H.R. 20, the Richard L. Trumka Protecting the Right to Organize (PRO) Act, a comprehensive, bipartisan proposal to protect workers’ right to come together and bargain for higher wages, better benefits, and safer workplaces, and spoke out forcefully against news that the Trump administration had moved to end collective bargaining rights for a wide-ranging group of federal employees. 1 2026-03-30T01:40:41Z 2026-04-07T15:07:37Z

New Hampshire is awaiting $191 million inpreviously announced federal BEAD funding that may now be delayed by these changes. The Congressional delegation wrote, in part: “We write to urge you to reverse harmful changes to the Broadband Equity, Access, and Deployment (BEAD) program created under the 2021 Bipartisan Infrastructure Law. In June 2025, the Department of Commerce announced changes to this vital program that will threaten broadband access in New Hampshire, especially in rural and underserved communities that most need it.” They continued: “New guidelines released by the National Telecommunications and Information Administration (NTIA) on June 6, 2025 effectively remove the ability of state agencies to award BEAD funds to broadband providers who will best combine high-quality internet service with cost-efficient construction of broadband infrastructure. The administration has now removed discretion from state and local communities, instead requiring that BEAD funds be allocated solely to the lowest-cost projects—even if those projects deliver extremely low-quality internet service to rural areas. This change is especially harmful to rural Granite Staters, who may now be limited to slow, weather-dependent internet” They concluded: “These abrupt changes are set to potentially derail the disbursement of funds to states that have been expecting them. For example, New Hampshire already has a five-year plan approved by NTIA and is ready to receive $191 million in BEAD funds. In light of the uncertainty the new guidance has caused, our state must now determine how to proceed should the Department reverse its prior commitments.” 1 2026-03-30T01:40:41Z 2026-04-07T14:57:50Z

This legislation would exempt the workforces of America’s four public shipyards, which are responsible for repairing and retrofitting the U.S. Navy's aircraft carriers and submarines, from recent hiring freezes and mass layoffs. Passage of this legislation would ensure that the overhaul of America’s nuclear-powered submarine fleet continues uninterrupted by requiring the U.S. Department of Defense to exempt certain positions at public shipyards from workforce reductions. This bipartisan legislation is led in the Senate by U.S. Senators Jeanne Shaheen (D-NH), Maggie Hassan (D-NH), Susan Collins (R-ME) and Angus King (I-ME). “The Portsmouth Naval Shipyard is a critical component of our national defense and is an economic engine for New Hampshire's Seacoast. The men and women of our Shipyard work every day with skill and patriotism to ensure our nation’s readiness and support our military for any battle that lies ahead. Their work is essential for the Portsmouth Naval Shipyard to meet its mission, and their job security should not be in question,” said Congressman Pappas. “The Department of Defense must fully exempt our public shipyards from further job cuts and hiring freezes, and I will continue fighting to ensure they provide the resources our shipyards need to ensure our country is strong and prepared for the future.” “As a Navy veteran and representative of thousands of shipyard workers in Hampton Roads, I know firsthand that America’s public shipyards are the backbone of our fleet readiness. We are deeply concerned about the PFAS exposure of Londonderry residents, and we urge the EPA to ensure that residents will be able to access a safe supply of drinking water by connecting households to the municipal water system.” They continued: “As you know, EPA began investigating contamination from the Tinkham Garage Site in 1981 after initial investigations by the Town of Londonderry and New Hampshire state agencies. These investigations revealed that the improper waste disposal associated with the Cannon Engineering Corporation Bridgewater Site led to the contamination of the nearby groundwater as well as soil and surface water with several hazardous substances. More recent EPA sampling led to the detection of per- and polyfluoroalkyl substances (PFAS) in 2018 in the groundwater and residential water supply. Contaminants like PFAS have been linked to a number of health issues including some cancers and pose a long-term threat to the health and well-being of residents. On August 16, the State Department announced, without prior notice or clear explanation, that it would suspend all visitor visas from Gaza, including those for children in need of urgent, lifesaving medical care, while conducting a review of its processes. The Department has not provided evidence of security risks or a timeline for the suspension, despite the fact that all Palestinians leaving Gaza for medical treatment are already subject to extensive vetting by Israeli authorities. “This pause will deny children the medical care they desperately need,” the members wrote. “We appeal to you to immediately reverse the State Department’s decision and resume allowing those from Gaza with approved temporary medical-humanitarian visas to enter the United States to receive the lifesaving care they need. We expect a written response 30 days after receiving this letter.” In their letter to Secretary of State Marco Rubio, Rep. Pappas and his colleagues criticized the lack of transparency in the decision and emphasized that the suspension could block children from receiving critical medical treatment. The delegation wrote, in part: “We write with concern in response to the Environmental Protection Agency’s (EPA) decision to end the Solar for All program, which Congress created in order to help reduce energy costs for families. If EPA rescinds existing, legally obligated grants under this program, New Hampshire will lose $43.5 million that would have lowered energy bills for Granite State communities who need it most. This unlawful action would directly contradict our shared goal of lowering costs for American households.” They continued: “Beginning in 2025, the Community Loan Fund planned to use this funding to support energy projects for up to 20 resident-owned manufactured home communities.
