New Mexicans never asked for a Trump shutdown, from a president who is holding government hostage to try and force taxpayers to pay for his ineffective, wasteful, and offensive border wall. It's time for Republican leaders to end this madness and support a common-sense, bipartisan way forward for the good of the country. Felipe is the second child to die in CBP custody in December, following the tragic death of seven-year-old Jakelin Caal Maquin earlier this month. Full text of the letter is available HERE. [Felipe's] death is unacceptable, the lawmakers wrote. We seek immediate answers from the Department of Homeland Security (DHS) and CBP about how they will ensure the health and safety of children at our borders, adequately train CBP agents and officers and allocate resources, and prevent such tragedies from happening in the future. We remain deeply concerned about the Administration's anti-immigrant policies for enforcement operations against individuals who pose no threat to our nation, as well as the policies and practices that may be causing asylum seekers to attempt a dangerous journey of crossing between ports of entry. In their letter, the lawmakers said that there are alarming questions about the timeline surrounding Felipe's death, about the conditions under which the child was held prior to his death, and about DHS's apparent lack of adherence to its own standards regarding the care of those in its custody, particularly children, due to the administration's immigration policies. "Earlier this week, we came together to pass a responsible, bipartisan compromise to keep the government open. But now the president and his extreme allies in Congress are holding government hostage and holding the livelihoods of thousands of families across New Mexico hostage in order to try and force taxpayers to pay for a border wall that New Mexicans reject, said Udall. It is outrageous that the president is threatening paychecks for New Mexico workers and threatening our state's economy at the holidays, all as part of an anti-immigrant tantrum that isn't based in reality. The president is out of touch with the concerns of working people, and he isn't thinking about those who could be hurt by his government shutdown. He is singularly focused on trying to build a wasteful, ineffective, and destructive wall, and then sticking New Mexico families with the bill. As a border state and as one of the states that could be hurt the most by a government shutdown, New Mexico has a message for President Trump: we cannot afford a Trump shutdown, and we don't need this waste of a wall. The president should end this madness and start governing responsibly." The Senate has already unanimously passed a bipartisan clean spending bill to keep the government open that includes robust resources and funding for border security. (Dec. 21, 2018) - U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Armed Services Committee, released the following statement on the resignation of Defense Secretary James Mattis: Secretary Mattis has been a voice of stability in an otherwise chaotic administration. Throughout his decades of service, Secretary Mattis has proven to be a tough leader on and off the battlefield. Whether it was helping lead the initial invasion of Afghanistan after 9/11, conducting stability operations throughout the Iraq War, or overseeing military leaders across the Middle East, Secretary Mattis has relentlessly focused on defeating the threats facing the United States and our allies. His resignation sends a distressing message that President Trump has undermined his entire national security team and created a toxic environment for our national security establishment. Mattis understood the importance of our alliances and the dangers of embracing our enemies. His decision to resign is a rebuke of the president's erratic and impulsive foreign policy decisions and should sound the alarm on the perilous path our country is headed toward. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

(Dec. 20, 2018) - U.S. Senators Tom Udall (D-N.M.) and Martin Heinrich (D-N.M.) joined the Senate in voting 87-12 to pass the bipartisan First Step Act, an important step in reforming America's federal prison and sentencing system to reduce recidivism, save taxpayer dollars, and promote safe communities. The legislation uses evidence-based recidivism reduction programs to help inmates successfully return to society after serving their sentence. It also reduces some sentences for certain low-level, nonviolent offenders while preserving important law enforcement tools to tackle criminal enterprises. Based on successful state-level reforms, The FIRST STEP Act is just that an important first step to reform our often broken criminal justice system and improve public safety in communities across New Mexico and the nation, said Sen. Udall.New Mexicans know that our mass incarceration rates not only corrode the bedrock principle that our country was founded on equal justice for all but also have not succeeded in tackling the root causes of crime or truly making our communities safer. The United States has one of the highest incarceration rates in the world and high crime rates. Clearly, the current system has fallen short for New Mexico communities, and we must break the cycle of crime, incarceration, and repeat offenses. At every step in this process, the administration and its allies in Congress have ignored public opinionand science, shut out Tribal and expert input, and tried to force through deeply unpopular drilling that would likely destroy the Arctic Refuge. From sneaking the drilling provision into a budget reconciliation package, to today's badly insufficient and incomplete environmental impact statement with abbreviated time for public comment, this process has been a special interest-driven sham that threatens to ruin one of America's last truly wild places. But this fight isn't over, and I will keep working in Congress to protect the Arctic, as it is today, for generations to come. Udall called on President Trump to stop playing politics with our border communities, the federal budget, and taxpayer dollars, and urged him to end his push for a wasteful wall that would inflict disruptive and damaging consequences on New Mexico families and border communities. He also demanded that the administration conduct an objective, thorough investigation into the circumstances surrounding the death of Jakelin Caal Maquin, a 7-year-old girl who fled Guatemala to seek asylum and died while in Customs and Border Protection (CBP) custody earlier this month. Key excerpts from Senator Udall's remarks include: Carrying a message from New Mexico's border communities, Udall began:We will not stand by as the president threatens to shut down the government in an act of political extortion. As the president tries to force the American people to pay for his border wall a wall that would run right through New Mexico, and through so many of the communities and ecosystems that define our state. He leaves behind a legacy of repeatedly putting the interests of industry ahead of the people and the land that it was his job to safeguard. The next Interior Secretary must understand and value the purpose of this critical agency, and live up to its mission to protect and manage our gravely threatened public lands, waters, environment, and wildlife. We need an Interior Secretary who doesn't just listen to corporate lobbyists and donors, but who will closely consult with Tribes and listen to the overwhelming majority of the American people who want to see our land and environment protected. Unfortunately, even with Secretary Zinke's resignation, the Trump Interior Department appears poised to continue its destructive, special-interests first agenda. If the president intends to nominate David Bernhardt to lead the agency, Mr. Bernhardt must come before the Senate to be fully vetted for this position so that his many serious conflicts of interest can be examined and brought to light. And whoever leads the Interior Department going forward must be held to the highest ethical standards to ensure they are putting the public interest first. The legislation would put in place a demonstration program enabling the BIA to conduct background checks for the agency's law enforcement positions. Currently, the BIA runs their background checks through the Office of Personnel Management (OPM), which often takes as long as 12 to 18 months to complete the investigation. As I pointed out in the Indian Affairs Committee's hearing on missing and murdered Indigenous women, one of the biggest public safety issues facing Indian Country is the need for more law enforcement personnel. When qualified candidates apply for Bureau of Indian Affairs law enforcement positions, they often face a needlessly cumbersome and lengthy hiring process which sometimes stretches out for a year or more. This discourages applicants and worsens the officer shortage in tribal communities. That is totally unacceptable, said Udall. I'm glad Senator Hoeven and I were able to work together on this bipartisan legislation. It is an important step in the right direction that would cut red tape and improve the background check process so that we can put more officers on the ground in Native communities to help keep Indian Country safe. This legislation would establish a demonstration program within the BIA to help address the backlog of background checks for those seeking to become BIA law enforcement officers. Nationwide, the number of domestic violence incidents has been cut in half since the enactment of VAWA, and in New Mexico that number has dropped by 35 percent since 2005. One in three women still face domestic violence in New Mexico. Full audio of the teleconference is available to downloadhere.[DOWNLOAD AUDIO] The enactment of the Violence Against Women Act in 1994 was an historic acknowledgment of the significance of domestic and sexual violence. I was proud to play a role in VAWA's last reauthorization in 2013, which expanded on the law's successes. I fought for key provisions to more effectively combat violence against all victims by increasing protections for Native American women, gay and lesbian victims, and battered immigrant women, said Senator Heinrich. I believe we need to not only reauthorize VAWA before it expires this month, but also build on its success. We need to authorize more resources for preventing domestic and sexual violence. We need to improve the enforcement of protective orders to protect brave individuals who have come to the courts for help. Our success in addressing the epidemic of domestic violence and sexual abuse depends on a strong reauthorization of the Violence Against Women Act. We need make this a priority right now. We cannot let this opportunity slip away. It is imperative that Congress reauthorize the Violence Against Women Act. Given the rates of violence against women, the reauthorization of VAWA and the proposed expansions will increase safety for our families and communities, said Deleana OtherBull, Executive Director of theCoalition to Stop Violence Against Native Women. Today, Congressman Ben Ray Lujn (D-NM), Senators Tom Udall (D-NM) and Martin Heinrich (D-NM), and Congresswoman Michelle Lujan Grisham (D-NM) sent a letter to the New Mexico State Farm Service Agency's office about the proposed 2018 County Expected Yield/T-Yield for Rio Arriba County. The lawmakers expressed concern that the process to determine the T-Yield value is inconsistent with previous years and would have a negative impact on farmers and ranchers. Earlier this year, Reps. Lujan Grisham and Lujnsent a letterto U.S. Department of Agriculture (USDA) Secretary Sonny Perdue seeking clarification about the mid-year reduction in Noninsured Crop Disaster Assistance Program (NAP) payments for Rio Arriba farmers. NAP provides financial assistance to producers of noninsurable crops when natural disasters cause low yields, cause loss of inventory, or prevent planting. Farmers and ranchers depend on NAP to plan and ensure that they can continue to run their farms in case of natural events that are out of their control. Initially the 2017 Crop Yield, which NAP assistance was based on, was set to 4.18 tons/acre. The NM State USDA FSA later determined that they would be adjusting the crop yield for 2017 to 2.76 tons/acre. This had an unexpected and significant impact on farmers and ranchers in Rio Arriba County. For 2018, it appears that the NM State USDA FSA may be changing the way they calculate these yields once again. The new manner in determining yields would deflate the expected yield even further and put many Rio Arriba farmers and ranchers' livelihoods at risk. The letter reads in part,We believe that the changes in how data was used for 2018, and future … 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

The measures were included in the 2018 Farm Bill conference reportthe final agreement between the House and Senatewhich passed the Senate with an 87 to 13 vote. The bill must now be passed by the U.S. House of Representatives and be signed into law by the president. Included in the Farm Bill are provisions from Senator Heinrich's bipartisan Restoring America's Watersheds Act to improve the health of watersheds on national forest lands. The three measures would direct greater resources toward fire-impacted watersheds, encourage partnerships with non-federal stakeholders to invest in forests that provide important water resources, and encourage local collaboration in restoring our forests' health. I'm proud to pass these common-sense measures to improve the management of watersheds in our national forests and reduce the risks of costly catastrophic wildfires, said Heinrich. We are living in an era of severe drought, extreme wildfires, and climate disruption. We must utilize the best available science and deliver resources to help our communities promote long-term sustainable use of New Mexico's land and water. Senator Heinrich also helped secure the Sage-Grouse and Mule Deer Habitat Conservation and Restoration Act in the Farm Bill. Across the West, sagebrush habitat is in decline at a rapid rate. Wildlife managers in the West have long worked to restore sagebrush habitat because doing so increases forage and soil water availability, which improves wildlife carrying capacity and benefits big game populations, particularly mule deer. As the president threatens to shut down the government over wall funding -- saying yesterday that he would be proud to shut down the government --Udall underscored the disruptive and damaging consequences thata borderwall would inflict on New Mexico's border communities. Udall began,We will not stand by as the president threatens to shut down the government in an act of political extortion As the president tries to force the American people to pay for his border wall a wall that would run right through New Mexico and through so many of the communities and ecosystems that define our state. The committee has convened two hearings and a listening session, and worked to pass numerous bills related to criminal justice and public safety this Congress, but this oversight hearing is the first to directly address the missing and murdered Indigenous women (MMIW) crisis. Today's hearing is an important step toward fully understanding the scope - and working to address - the crisis in Indian Country, Udall noted in his opening statement. It is absolutely crucial we address these gaps for missing and murdered Indigenous women and improve federal policies to make better progress. We will hear the witnesses today calling on the committee to do more, Udall noted. And no ifs, ands, or buts about it we must do more. At the hearing, the committee received testimony from Kimberly Loring-Heavy Runner, the sister of missing Blackfeet woman Ashley Loring-Heavy Runner from Montana, that highlighted the challenges MMIW families members encounter when seeking help. The committee also heard from five additional witnesses representing the Federal Bureau of Investigation (FBI), the National Institutes of Justice (NIJ), the Office of Justice Services within the Bureau of Indian Affairs (OJS-BIA), the Navajo Nation, and the Central Council of Tlingit and Haida Indian Tribes of Alaska, in an effort to work with tribal leaders and committee members to address gaps in the justice system that allow the MMIW crisis to continue. While Interior Secretary Ryan Zinke pays lip service to balanced uses of public resources, Trump and his administration have overwhelmingly sided with polluting industries who prefer unchecked resource extraction with minimal public oversight. The Trump approach to public lands has been little more than a parade of handouts to corporate executives and lobbyists who have the administration's ear. One of the ugliest consequences is President Trump's illegal destruction of Bears Ears National Monument and Grand Staircase-Escalante National Monument in southern Utah, where in a 2017 executive order he attempted to shrink monument boundaries despite lacking any authority to do so. Let's be clear: no president can unilaterally eliminate existing federal environmental protections on our public lands, however much President Trump may prefer otherwise. His action is clearly illegal, and allowing him to follow through on it would set a precedent that Americans of all political stripes should oppose. That's why, along with 118 of our colleagues 26 senators and 92 representatives we filed an amicus brief on Nov. 19 in the U.S. District Court for the District of Columbia arguing not only that these national monument boundary reductions are legally void, but that they clearly contradict congressional intent as expressed in the Antiquities Act of 1906, the law President Clinton used to create Grand Staircase-Escalante in 1996 and President Obama used to create Bears Ears in 2016. This lawmaker coalition, which includes both House and Senate Democratic leadership, represents a strong congressional rebuke to the Trump administration's insistence that public lands are rightfully the property of oil, gas and coal companies and puts the administration on notice that it should expect strong oversight of its industry-first agenda in the next Congress. The legislation establishes a National Wildlife Corridors Program to ensure that species are able to move between habitats by improving data use and collection and enhancing interagency and regional collaboration. The Wildlife Corridors Conservation Act directs key federal land and water management agencies to collaborate with each other, along with states, Tribes, local governments, and private landowners, to establish and manage National Wildlife Corridors to promote habitat connectivity and help protect America's most iconic species. It also establishes a Wildlife Connectivity Database, which would enhance data collection and information sharing across agencies and jurisdictions to improve land management decisions throughout the United States. Wildlife corridors can reverse the process of habitat loss and fragmentation by connecting habitats to one another in order to enable migration, foster better access to natural resources, increase species diversity, and adapt to the impacts of a changing climate. Research shows that maintaining habitat connectivity through wildlife corridors would ultimately reduce the risk of extinction for many species, but current law lacks requirements and incentives for decision-makers to address habitat connectivity needs at the landscape level and across jurisdictions. The bipartisan bill, which was introduced by U.S. Senator Heidi Heitkamp (D-N.D.) and co-sponsored by Udall, would establish best practices guidelines for law enforcement agencies to respond to and solve more cases of missing and murdered Indigenous women. It is named in honor of Savanna LaFontaine-Greywind, a member of the Spirit Lake Tribe who was brutally murdered near her home in Fargo, North Dakota, in August 2017. I am proud to have worked with my colleague, Senator Heitkamp, to get this vital piece of legislation passed through the Senate, said Udall. Native women go missing and experience violence at alarming rates but, too often, cases go uninvestigated and unresolved. Native women deserve better. Savanna's Act will improve data collection, enable information sharing, and facilitate coordination between federal, state, and tribal law enforcement agencies to better address the crisis of missing and murdered Indigenous women. I urge the House to pass this bill and bring us one step closer to making sure that Native women receive the justice they deserve. In the meantime, as we work to move Savanna's Act through the House and onto to the President's desk, I am committed to keeping the focus on this important issue, continued Udall. Next week, I will join Chairman Hoeven to lead an Indian Affairs Committee oversight hearing on missing and murdered Indigenous women, where we will seek input from federal, state, and tribal leaders on how we can continue working together to ensure that Native communities are safe and strong. The Indian Affairs Committee's oversight hearing entitled Missing and Murdered: Confronting the Silent Crisis in Indian Country will be held at 2:30pm on Dec. 12th in the Dirksen Office Building, room 628. Specifically, the Senators have called for a minimum of $50 million for the Urban Areas Security Initiative (UASI) and $10 million for the Department of Homeland Security (DHS) Nonprofit Security Grant program which helps nonprofit organizations like religious institutions, schools, and community centers make security improvements. This follows the mass shooting last month at the Tree of Life Congregation in Pittsburgh, the third mass shooting event in a house of worship in three years and the deadliest attack on the American Jewish community in our country's history. We regret that nonprofit organizations especially religious institutions, schools, and community centers have become targets for violent attacks and believe we have a responsibility to address the motivating factors behind these threats, wrote the Senators. But as long as the threat remains, we must take steps to ensure these facilities have the necessary resources to improve their security if they wish to do so. While we recognize much more remains to be done beyond investing in security, we urge your strong support for robust funding of the Nonprofit Security Grant program in the FY19 appropriations cycle and stand ready to work with you on this issue. ICWA sets best-practice standards for child welfare and adoption proceedings involving children who are members of a federally-recognized Tribe or are eligible for membership in a federally-recognized Tribe. It was designed to respond to the disproportionately high number of Native children who were unnecessarily removed from their families. When the law was first enacted in 1978, one-third of all Native children in the U.S. were placed in foster care or adoptive homes by child welfare systems unfamiliar with tribal child rearing practices, resulting in generations of displaced Native children.Over four decades, the law has become the gold standard for child welfare policy and keeping Native children connected to their communities and cultures. In New Mexico and around the country,Native children, like all children, thrive when they are able to grow up with the support of their families, communities, and cultures, said Udall. In 1978, Congress enacted the Indian Child Welfare Act to ensure that best practices in child custody for Native communities are in place, keeping families togetherand kids healthy and safe. This year, on the 40th anniversary of its passage, I'm proud tohave led the effort tomark the important impact that this law has had on generations of Native kids in New Mexico and across the United States. (Katherine Frey/The Washington Post) The Justice Department attempted to block Democratic members of Congress and other groups from weighing in on a lawsuit concerning one of President Trump's most controversial conservation decisions so far. More than 100 Democrats fromboth chambersfiled a legal brief in support of environmental and tribal groups suing the Trump administrationfor trying to shrinkthe size of two protected areas in Utah calledBears Ears and Grand Staircase-Escalante national monuments. Almost immediately after Trumpannounced the decision late last year, various groups filed lawsuits claiming Trump lacked the legalauthority to reduce the size of national monuments. But in anunusual if not unprecedented legal maneuver, aJustice Department lawyersubmitted a motion on Tuesday to the U.S. District Court for the District of Columbia asking it to exercise its discretion to deny the so-called amicusbriefs from the congressional delegation and other groups. This new deal the full extent of which has not been released will require approval in the next Congress. Time and again, the Trump administration's hostile and counterproductive approach to relations with Mexico has revealed a misguided understanding of our southern border, and our friends and partners on the other side. As a result, I owe it to New Mexicans to apply the highest level of scrutiny to this agreement to make sure that our border communities won't suffer the consequences of the administration's flawed negotiations. As a senator who represents a border state, I will examine this proposed agreement carefully and work to ensure that it actually benefits New Mexico's workers, environment, and border communities as part of a healthy bilateral relationship with Mexico. New Mexico shares both a border and a strong relationship with Mexico our most important trading partner and a crucial export market that creates thousands of jobs for New Mexicans. Our prosperity is inextricably linked to this partnership, especially in our thriving border economy, which is a bright spot for our state. I'm committed to strengthening this vital relationship, and fighting for necessary protections for worker's rights and environmental standards that will benefit New Mexico. Trade agreements can create a raw deal for working families, allowing big corporations to benefit off the backs of workers while skirting environmental rules, andbased on what we know so far, this new deal offers little in the way ofnewprotections for labor or the environmenton either side of the bor… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

These new revelations of Mr. Whitaker's extensive involvement in World Patent Marketing as it was carrying out a massive scheme to defraud consumers and his lackluster response to a federal investigation are beyond alarming. I commend the FTC for its work to target scammers like World Patent Marketing who prey on innocent Americans. Mr. Whitaker's involvement in such a fraudulent entity and his apparent personal knowledge of the worst allegations add to the growing pile of undeniable questions regarding his ability to fulfill the responsibilities of his new role as the nation's top law enforcement official. The Senate never had the chance to conduct its duty to advise and consent on Mr. Whitaker's appointment. If he came before Congress, the stain on Mr. Whitaker's resume and credibility likely would have caused serious problems for any nomination to serve in such a deeply consequential position. Thus we must ask why the president has apparently gone around the Constitution to select someone so poorly qualified, with so many troubling questions about his past work, to serve as the acting attorney general. VIDEO: Heinrich Fights To Improve Care For Military Families Covered By TRICARE During the hearing, Senator Heinrich raised concerns over issues TRICARE West has experienced with its contractor, Health Net Federal Services (HNFS), in maintaining an accurate directory with the correct names, phone numbers, and addresses of providers so that Military Treatment Facilities can accurately refer patients. According to HNFS, the health care provider directory is only correct for about 42 percent of the western region. The inaccurate database bogs down the referral process for military retirees, service members, and military families, delays care, and costs Military Treatment Facilities thousands of hours and millions of dollars in staff time at military bases to correct. In response to Senator Heinrich's questioning, Mr. McCaffery acknowledged the severity of the problem and the need to take immediate corrective action. In June of this year, the House of Representatives voted unanimously to pass the bipartisan legislation. Route 66, also known as the Will Rogers Highway, is more than 2,400 miles long, stretching from Chicago, Illinois to Santa Monica, California, and crossing through 8 states. The resolution celebrates the immeasurable contributions that Native Americans have made to our nation through their diverse cultures, rich heritages, and unique traditions. During Native American Heritage Month, we recognize and celebrate the influence of Native Americans on the arts, languages, and cultures ofNewMexico and the United States. From the Iroquois Confederacy to World War II Code Talkers and beyond, Native American communities have shaped the United States by helping to write every chapter of our country's history. In New Mexico, the bedrock of who we are as a state and a people is rooted in the contributions of Native leaders, languages, and traditions from each of our state's 23 Tribes and Pueblos. And this year, with the historic election of New Mexico's first Native American representative to Congress, Native American Heritage Month is particularly noteworthy for our state,Udall said. As we continue to honor these great accomplishments, we must also use this time to pause and reflect on how we can better stand with Native communities to strengthen Tribal sovereignty, promote Tribal self-determination, and expand opportunities throughout Indian Country. I take great pride in representing the Tribes and Pueblos of New Mexico and, as vice chairman of the Senate Committee on Indian Affairs, I'm committed to continuing my work with Tribal leaders to address Indian Country's most pressing challenges and to uphold the federal trust relationship through meaningful government-to-government consultation. Under LANL's new management and operating (M&O) contract between Triad National Security, LLC and the U.S. Department of Energy's National Nuclear Security Administration, that went into effect on November 1, 2018, there continues to be a pricing preference for contracting with small businesses in the northern New Mexico region and a new and additional pricing preference has been established for the members of the Triad Pueblo business alliance (San lldefonso, Ohkay Owingeh, Acoma). These pricing preferences represent a significant new opportunity for our local small businesses and pueblos. New Mexico's entrepreneurs are a bright spot in our state's economy. We lead the country in minority- and women-owned businesses, and small businesses employ over half of New Mexico workers," said Udall. "This new agreement the result of hard work from local entrepreneurs, cities, counties, and Pueblos is a welcome commitment that Los Alamos National Lab will continue to be an active and essential partner in Northern New Mexico, and an affirmation that local businesses can and will provide world-class goods and services. I will continue to work to bolster the mutually beneficial and critical working relationship that exists between our labs and surrounding communities. We all know that small businesses are engines of job creation and are at the heart of our state's economy. Grijalva (D-Ariz.), 26 Senators and 92 House members submitted an amicus brief in support of plaintiffs in five cases before the U.S. District Court for the District of Columbia that challenge the Trump administration's decision to significantly diminish the Bears Ears and Grand Staircase-Escalante National Monuments in southern Utah. In the brief, the lawmakers argue that under the Constitution, no president has the power to shrink or reduce national monuments since that power resides with Congress alone a case that members of Congress are uniquely positioned to make. Under the Antiquities Act, Congress has granted presidents the authority to designate national monumentsnotreduce orabolish them, and the amicus is being filed now to defend Congress's prerogatives as a federal court is weighing challenges to the Trump administration's attempt to dramatically reduce previously established monuments. In their October inquiry, Udall andU.S. Senators Tammy Baldwin (W-Dis.), Patrick Leahy (D-Vt.), Patty Murray (D-Wash.), Richard Blumenthal (D-Conn.), Mazie K. Hirono (D-Hawaii), Elizabeth Warren (D-Mass.), Jeffrey A. Merkley (D-Ore.), Kamala D. Harris (D-Calif.), Ron Wyden (D-Ore.), Kirsten Gillibrand (D-N.Y.), Cory A. Booker (D-N.J.), Bernard Sanders (D-Vt.), and Chris Van Hollen (D-Md.)requested answers to a series of questions by November 15, 2018 seeking transparency and closer scrutiny of the expansion of its detention contracting operations. In a follow-up letter today, Udall wrote to ICE Acting Director Ronald D. Vitiello, The Constitution entrusts Congress with the responsibility to set federal agency funding levels and we are now debating your FY 2019 budget prior to the expiration of the continuing resolution on Dec. 7, 2018. Failure to respond to important and legitimate Congressional inquiries is unacceptable, so please provide these answers without any further delay. The senators' October inquiry came in the wake of ICE's failure to comply with the FY 2018 Department of Homeland Security (DHS) Appropriations Act, which requires ICE to make public a full list, updated monthly, of all facilities being used to detain migrants. The stakes could not be higher for all Americans' health -- including clean air, clean water, and safety from toxic chemicals and for an essential agency whose mission has been badly damaged under this administration. I opposed Mr. Wheeler's original nomination because I have serious concerns about what his background as a coal lobbyist who undermined climate science means for his leadership of EPA, and because I foresaw he would soon be called on to lead the agency in the wake of Scott Pruitt's devastating tenure without being sufficiently vetted for the position. Now that it appears we will have the chance to vet his nomination fully, senators from both sides of the aisle must evaluate his record at EPA, where he has continued to implement this administration's devastating environmental agenda, as well as his previous career as a fossil fuel lobbyist and his handling of potential conflicts of interest. I recognize that Mr. Wheeler has restored some basic, bare-minimum transparency measures to the agency, and that he acknowledges the importance of communication with Congress. But that's not nearly enough to show me that his leadership at EPA will truly put American's health and safety first, and not the bottom lines of corporate polluters. … 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Ben Ray Lujn (D-NM) introduced the Native American Voting Rights Act of 2018, landmark legislation to provide the resources and oversight necessary to protect Native Americans' access to the ballot box. The bill incorporates principles of self-determination into the electoral process, meaning that Indian Tribes and their members will be the decision-makers when it comes to ensuring their communities and members have equal access to their constitutional right to vote. Recent events highlight the urgency and necessity of federal legislation to secure the voting rights of Native American voters. Voting today anywhere in America should be easier, not harder, said Rep. Lujn. Yet, Native Americans continue to face obstacles to exercising their fundamental right to participate in our democratic processes. This legislation will help create equal access to the ballot box for Native voters, ultimately strengthening our democracy and the voice of Native America. The legislation is cosponsored by Rep. Ruben Gallego (D-AZ), Ranking Member on the House Natural Resources Subcommittee on Indian and Alaska Native Affairs, Rep. Betty McCollum (D-MN), Co-Chair of the Congressional Native American Caucus, Rep. Ral Grijalva (D-AZ), Ranking Member on the House Natural Resources Committee, Rep. Tom O'Halleran (D-AZ), Rep. Jared Huffman (D-CA), Rep. Gwen Moore (D-WI), Rep. Eleanor Holmes Norton (D-DC), Rep. Norma Torres (D-CA), Rep. Darren Soto (D-FL), Rep. Earl Blumenauer (D-OR), and Rep. Raul Ruiz (D-CA). This bill will help close many of the gaps in registration and accessibility that have persisted in Indian Country, said Rep. Gallego. It is unacceptable in this day and age that any American faces barriers to participating in one of the most basic functions of our democracy. A strong and vibrant democracy relies on the civic engagement of every voice, said Rep. McCollum. I'm proud to join Rep. Markey (D-Mass.), and Richard Blumenthal (D-Conn.),members of the Senate Commerce Committee, called on the Federal Trade Commission (FTC) to launch an investigation into new evidence of manipulative marketing in apps directed at children. A new studyauthored by public health experts in theJournal of Developmental & Behavioral Pediatricsreveals numerous instances ofyoung children's games using advertising techniques that appear tobeunfair and deceptive practices as defined bySection V of the FTC Act. In their letter, thesenators highlight evidence of children's games disguising advertisements inside games, as well asmaking advertisements integral to games themselves; games using characters to coerce children into making in-app purchases; children's apps being marketed as free whenthey actuallyrequire additional spending in order to play; and children's apps characterizing themselves as educational, when they are in fact saturated with advertising. The FTC has a statutory obligation to protect consumers from unfair and deceptive advertising practices. That responsibility is all the more urgent when the potential victims of such practices are children, wrote thesenatorsin their letter tothe five FTC commissioners. As parents increasingly permit kids to engage in online games and apps for entertainment and fun, it is imperative to ensure that these playtime options are compliant with existing laws. We, therefore, encourage you to immediately investigate the findings outlined above and protect children and families from unfair and deceptive practices in children's apps. The FDA's proposal and JUUL Labs' announcement comes after mounting public pressure in response to a surge in vaping using e-cigarettes among youth. Udall has helped lead efforts in Congress to protect children from the potential dangers of e-cigarettes. In October,Udall and his colleagues called on the FDA to take stronger action to reduce youth use of addictive e-cigarettesby immediately requiring manufacturers to remove kid-appealing flavored e-cigarettes from the market. In April, Udall and his colleagues wrote to both the FDA and JUUL Labs about thegrowingvapingabuse crisisamong youth. In the letter to JUUL,Udall and his colleagues demanded answers from JUUL regarding its marketing toward youth, including its use of social media to appeal to kids. In the letter to the FDA,Udall and his colleagues wrote to FDA Commissioner Scott Gottlieb calling for swift action to ban e-cigarettes that use candy and fruit flavorings, which are particularly appealing to children. In June, they wrote again demanding answers from the FDA on the agency's enforcement of current tobacco regulations and urging it to reconsider its decision to push back e-cigarette regulation. Additionally, in a hearing of the Senate Appropriations Subcommittee on Agriculture,Udall pressed Commissioner Gottlieb about the steps the FDA is taking to protect kids and families from the possible hazards associated with e-cigarettes. Today,U.S. Senator Tom Udallreleased the following statement in honor of Veterans Day: Today,100 years since the signing of the armistice ending World War I,we honorthe brave men and women from New Mexico and across the United States who have sacrificed to defend our values and protect our freedoms, both at home and abroad. New Mexicans carry a long and storied tradition of military service. From enduring the brutal Bataan Death March during World War II to braving the battlefields of Iraq and Afghanistan, our veterans, service members, and their families have proudly answered the call to duty, no matter the personal cost. We are eternally grateful for their service and forever in debt to their sacrifice. But these heroes deserve more than gratitude and thanks. We must show them the same devotion and dedication they have shown to us, not just through our words on Veterans Day but with our actions every day. That's why it's more important than ever that we recommit ourselves to ensuring that all veterans have the resources they need to return to civilian life safely and securely, with stable housing, quality health care, and promising job opportunities and educational training. President John F. Kennedy once said that a nation reveals itself not only by the people it produces, but by the people it honors and remembers. On this Veterans Day, we honor and remember the best of us -- and affirm the values and ideals we hold most dear: service, sacrifice, and courage. Today, and on all days, we pledge to serve our veterans and service members as well as they have served us. Print Email Tweet Previous Article 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

In a letter to his colleagues Congressman Lujn outlined his vision for the next Congress. To succeed, we must welcome ideas from all corners of our Caucus. To protect our majority and hold the Trump administration and Congressional Republicans accountable, we must bring our visiondirectly to the American people, listen to their concerns, and show them how we are working for them. Congressman Lujn, a native New Mexican, was first elected to serve in Congress in 2008. He is a member the Congressional Hispanic Caucus, the House Energy & Commerce Committee, and has served as the Chair of the Democratic Campaign Committee for two Congresses. The full text of his letter can be found below: November 7, 2018 Dear Democratic Colleague, The last 24 hours have been exhilarating. We now have an incoming class of Members from districts across the country that were unattainable just a few short years ago. Thank you for all you have done to help deliver this historic victory. We knew that strengthening the DCCC was not just about winning yesterday; it was about taking back our country and protecting our democracy for future generations. I never said it would be easy, which is why we made fundamental reforms that put us in a position to win. We increased staff diversity, improved transparency, invested in training, developed data-driven messaging, launched a record-breaking digital campaign, bolstered Member engagement, and recruited incredible candidates. Today, U.S. Senator Tom Udall released the following statement on the results of the midterm election: Voters in New Mexico and across this country voted to turn the page and to stand up for the fundamental values that make our state and our nation strong. We voted to reject the politics of fear, hatred, and division. We voted to affirm what we know to be true in majority-minority state like New Mexico: that our diversity is our strength, and that we can accomplish so much more when we appeal to what binds us together rather than what drives us apart. We voted to defend health care, to put working families first with investments in good jobs and education, to stand up for the rights of immigrant and Native communities, to protect our public lands and environment, and to build a better future for our kids and grandkids. New Mexico was a beacon of light last night, leading the way with critical gains for working families. Voters delivered a clear and unequivocal message, sending many champions for the priorities of working people to the governor's office, the U.S. Congress, and the Roundhouse. I congratulate Governor-elect Lujan Grisham for her victory, and I look forward to working with her to put our state on a path that raises up all New Mexicans -- expanding access to quality, affordable health care and education, growing our economy, and creating good new jobs and opportunities so that our children can choose to stay in New Mexico and raise their own families here. And I am eager to get back to work with Senator Heinrich and with the entire New Mexico delegation to continue our work to advance New Mexico's priorities: from investing in our labs and military bases, to improving worker safety, to growing our outdoor recreation economy, protecting our public lands and fighting climate change, to making health care more affordable and accessible, to working to expand opportunities for our state's 23 tribes and pueblos. Unfortunately, the American people have every reason to fear that the president's firing of Attorney General Sessions represents an attempt to interfere with the investigation into the Trump campaign. The new acting attorney general has made public statements showing his bias against the Mueller investigation and should be recused from any role overseeing it. Our democracy depends on us upholding the rule of law, and on this matter, the law is very clear: the special counsel cannot be removed without good cause. Given the president's decision to take such a provocative and dangerous action and his repeated threats to end the investigation altogether -- Congress should act to protect the special counsel's probe. Republicans in Congress should heed the message that the American people sent in yesterday's election, and ensure that Congress assumes its rightful role as a check on this administration and conducts the necessary oversight over this president's lawlessness. The new Congress should investigate the circumstances around this firing and appointment of an acting attorney general. While I am very concerned about what the Attorney General Sessions' firing will mean for the Mueller investigation, I still believe that the attorney general's tenure was deeply destructive and hostile to the values that we hold dear in New Mexico and across this country. Attorney General Sessions spearheaded some of the Trump administration's most xenophobic, hateful, and anti-immigrant policies including the unconscionable separation of families at the border which remains a stain on our nation and unconstitutional travel bans. The American people want an attorney general who will stan… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

As Veteran's Day quickly approaches, it provides an excellent reminder for just how important our military members are to our nation's freedom and success. We should not only think of their great service and sacrifice just once a year, but throughout the year. Their dedication to our nation, sacrificing their freedoms for our own, should never go overlooked. That is why I am glad to honor three New Mexico veterans today for their service to our country in the Korean and Vietnam wars. As a veteran myself, it is a privilege to work on behalf of these three families. A Valencia, New Mexico native, Jose Urban Reinaldo Otero is receiving seven military awards one being the Purple Heart. Mr. Otero served in Korea after attending Airborne school at Fort Benning and was wounded in combat on November 26, 1950. Participating in twenty-five aerial missions and over 125 hostile territory support missions, Mr. Larry G. Armstrong served in Vietnam from February 1968 to February 1969. Mr. Armstrong is receiving eight military awards, including the Bronze Star Medal. I also thank Mr. Cruz Felipe Bustillos, who is receiving fourteen military awards such as the Navy and Marine Corps Commendation Medal. After serving in Vietnam, our nation and our state are grateful for Mr. Bustillos' service to our country. Every American who serves or has served in the military deserves to know the deep thanks that the American people have for their service and sacrifice. New Mexico is proud to represent these three veterans and all of the veterans from our great state who have sacrificed so greatly so that we may live life freely. I am also thoroughly grateful for the families of servicemembers who stand behind their loved ones as they brave hardships and dangers for liberty's cause. I stand proudly behind their families and behind each and every member of our military, … 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

They also requested that the committees include language to make land grants eligible for these resources as well. These provisions would help acequias and land grants better access critical grants and technical assistance from NRCS programs, including the Environmental Quality Incentives Program (EQIP) and Conservation Stewardship Program (CSP). The full text of the New Mexico delegation's letter can be foundHERE. Acequias provide water for many small and traditional farmers in New Mexico. Allowing acequias and land grants to be directly eligible for NRCS funds and technical assistance would provide these traditional communities with additional federal support to better protect New Mexico's natural resources, improve water conservation efforts, implement sustainable production practices and support local farmers and ranchers. These traditional communities are a core part of New Mexico's agricultural industry and cultural heritage and their sustainment is the lifeline that conserves our land, water, and natural resources while providing food security for families in New Mexico and across the nation, the delegation wrote. The congressional delegation has worked to enable New Mexico's traditional communities to access federal programs and … 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

U.S. Senator Tom Udall attended a ribbon-cutting ceremony in Santa Teresa to celebrate the completion of the Sunland Park Wastewater Treatment Plant, made possible through a $9 million grant to the Camino Real Regional Utility Authority (CRRUA) from the U.S. Environmental Protection Agency's (EPA) Border Environment Infrastructure Fund (BEIF), which awards grants to address high-priority water supply and water sanitation needs. A representative from U.S. Senator Martin Heinrich's office also attended the ceremony to celebrate the new treatment plant. The new plant has the capacity to treat one million gallons of wastewater a day, helping to improve public health, protect the water quality of the Rio Grande, and provide critical services to more than 6,000 residents in two fast-growing Doa Ana communities, Sunland Park and Santa Teresa. It will also contribute to long-term economic development in the area, helping to attract new businesses and create good-paying jobs. Federal funding for state-of-the-art wastewater treatment and clean drinking water are smart investments, especially for our rural communities. Federal investment translates into improved health in our border communities, safe drinking water for residents, and increased economic development in Sunland Park and Santa Teresa, said Udall. This new plant is a great example of the federal government partnering with the state and the local community to protect public health, create jobs in the region, and improve the lives of New Mexicans. As the top Democrat on the Senate Appropriations Subcommittee overseeing the EPA's budget, I'm proud to have worked to double funding for the program that made this new plant possible, and to have worked to secure an additional $5 million in this year's appropriations bill so we can continue investing in border infrastructure. The completion of the Sunland Park Wastewater Treatment Plant Smart is a … 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Udall has introduced bipartisan legislation to prohibit the United States from expending funds for war with Iran without either express approval from Congress or in response to imminent attack, as required by the Constitution. Led by people like John Bolton, who believe we should bomb Iran,' I fear the Trump administration is marching toward another catastrophic war in the Middle East. This administration's reckless withdrawal from the JCPOA has squandered our best opportunity to prevent a nuclear Iran, moving us closer to a military conflict that the American people don't want all while undercutting our most importance alliances abroad. Instead of bellicose policies and rhetoric designed to provoke conflict, we need to return to smart diplomacy, in concert with our allies, to stop Iran's dangerous behavior, keep our nation and allies safe, and promote global stability. And Congress must reassert its Constitutional authority and end the looming threat of war with Iran. No administration, Democratic or Republican, should be permitted to enter the United States into another war in the Middle East without the approval of the American people and explicit authorization from Congress.
