Cuomo and Community Activists for Inaugural Second Ave Subway Ride 2016-12-31 2016 2016-12 Democrat House NY Carolyn Maloney M000087 maloney.house.gov     legacy NEW YORK, NY – Congresswoman Carolyn B. Maloney (NY-12), longtime champion of the new Second Avenue Subway who led the charge to secure $1.3 billion in federal funding for the project, joined Governor Andrew Cuomo, elected officials, and other community activists for the inaugural ride of the new subway line today. Following the ride, the Congresswoman released the following statement: “I can think of no better way to ring in the New Year than taking the inaugural ride on the new Second Avenue Subway. Politics at its best is about making the impossible happen, and for too long I was told this project was impossible. But now, we are here at last. I am so thrilled that Phase 1 of the Second Avenue Subway is finally complete – nearly 100 years in the making! This monumental accomplishment, which would not have been possible without the $1.3 billion in federal funds I was able to secure, marks a new beginning for Second Avenue, New Yorkers, businesses, and visitors to our great city. This new subway line will bring with it vastly improved transportation for the Upper East Side by alleviating the severe overcrowding of the Lexington Avenue line – one of the most congested subway lines in the nation. It will also be economic boon to Manhattan, particularly for businesses along Second Avenue that have had to cope with years of construction-related disruptions. “I am thankful to Governor Cuomo for his strong support for the Second Avenue Subway and for being an ally of the people of New York City in Albany, the MTA for its tireless hard work, and most importantly to the community – residents and business owners – who dealt with the noise, dirt and congestion during construction, realizing that the final result was worth the wait. “As we celebrate the opening of phase one we should also renew our commitment to making sure this new line is eventually extended all the way from Wall Street to 125th Street. We got a fantastic Christmas present on December 23rd when the Federal Transit Administration gave its approval for seco… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
http://seanmaloney.house.gov/media-center/press-releases/maloney-statement-on-judith-clark-sentence-commutation Maloney Statement on Judith Clark Sentence Commutation 2016-12-31 2016 2016-12 Democrat House NY Sean Maloney M001185 seanmaloney.house.gov     legacy Newburgh, NY – Representative Sean Patrick Maloney released the following statement in response to reports that New York Governor Andrew Cuomo has commuted the sentence of Judith Clark, allowing her to seek parole in 2017: “I want to commend Governor Cuomo for commuting the sentence of Judith Clark, a living example of the rehabilitative potential of our criminal justice system. Clark has served over 30 years in prison, repeatedly demonstrated remorse for her participation in the Brink’s robbery, and endeavored to better herself by earning college degrees and leading educational and health initiatives to benefit her fellow inmates, prison staff and prison administration. “Our prisons should focus on effective methods for rehabilitation and reentry, which includes permitting parole for low-risk, elderly offenders who have materially demonstrated their reformation. Judith Clark deserved to spend many years in prison for her role as an accessory to the terrible crime that resulted in the death of two police officers and a security guard, but after nearly 35 years she has been punished and no longer poses a threat to our communities.” 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

JOHN KATKO ON SANCTIONS AGAINST RUSSIA 2016-12-30 2016 2016-12 Republican House NY John Katko K000386 katko.house.gov     legacy SYRACUSE, NEW YORK – U.S. Rep. John Katko (NY-24) today released the below statement in response to the Obama administration’s announcement of sanctions against Russia:   “President Obama's approach towards Russia has failed to a large degree, and left us and the world vulnerable to its increasingly aggressive actions.  While President Obama's response is important, much more should have been done to bolster our cyber defenses and prevent Russian aggression globally.   “I look forward to reviewing the details of the Administration's action to sanction Russia.  It is important that our response is effective and consistent.  It is also critical that we ensure coordination between the Obama administration and the incoming President so U.S. policy is clear.   “When I return to Washington, my focus will be to improve our cyber defenses, combat global threats and develop a strategic and comprehensive policy to Russian relations.”             Congressman John Katko serves on the House Homeland Security Committee where he chairs the Transportation Security Subcommittee.  He represents the 24th Congressional District, which includes all of Onondaga,Cayuga, and Wayne Counties and the western portion of Oswego County.  For more information, please visit https://katko.house.gov or www.facebook.com/RepJohnKatko.   ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
https://reed.house.gov/media-center/press-releases/reed-cares-constituents Reed Cares for Constituents in Chautauqua County 2016-12-30 2016 2016-12 Republican House NY Tom Reed R000585 reed.house.gov     legacy As the year comes to a close, Tom Reed took a moment to reflect on the successes from across the region. “We care about the hard working men and women that call our district home. That’s why we are fighting so hard to achieve progress on the issues that matter most to them,” said Reed. In the greater Chautauqua County area, Reed cited a number of accomplishments including a $1.7 million grant for the National Comedy Center in Jamestown, over $1.5 million impact aid, which provides tax relief for the communities of Silver Creek, Lake Shore and Gowanda, the passage of legislation that would green light studies aimed at evaluating and reducing the flooding risks around both Cattaraugus Creek and Silver Creek. “These projects are critical for our region. Be it public safety, jobs or keeping taxes in check, we are proud of the work we’ve done in the area. We came together to work with our partners in local and state government from across the region and hope to see even more success in the near future,” said Reed. Reed also highlighted efforts to move forward on the repowering of the NRG power plant in Dunkirk. A lawsuit, which stopped the repowering, was filed against the parent company of the plant. The suit was later dropped in November, after efforts of Reed and local officials. “Repowering the NRG plant will bring jobs to Dunkirk, protect local property tax payers, and provide electricity from natural gas,” Reed said. This is great news for our community and we are glad to see the positive outcome on this project following our collective efforts with Senator Cathy Young, Assemblyman Andy Goodell, Chautauqua County Executive Vince Horrigan and Dunkirk Mayor Willie Rosas. We have worked tirelessly for the repowering of NRG, including personal meetings with Entergy officials, because we care about local jobs and taxpayers.  It’s only right that we remain committed to working with all the stakeholders on this initiative, including NRG, National Grid, the PSC and local and state officials to see this through to a succ… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

That’s why we are fighting so hard to achieve progress on the issues that matter most to them,” said Reed. In the Corning and Elmira area, Reed cited the advancement of the FedEx facility in Nichols. The project is slated for groundbreaking in early 2017, following Reed’s efforts cut government red tape, which threatened to derail the project. In early 2016, the project was on the verge of collapse after new bureaucratic regulations were issued from the Army Corp of Engineers and the Environmental Protection Agencies. The regulations would have greatly expanded government control over previously unregulated waterways, like agricultural irrigation systems and puddles of rain water, costing FedEx an additional $400,000 for compliance. Added costs would have caused the project to relocate. With Reed’s assistance and cooperation from local government and economic development agencies, the project was able to move forward, saving a $12 million dollar investment in Tioga County and ensuring the creation of 75 jobs. “This project was a great success thanks to many hard-working officials including  Lee Ann Tinney,  Director of Economic Development and Planning in Tioga County, the late Ray Case, Tioga County Legislator, Martha Sauerbrey, Chairwoman of the Tioga County Legislature and my colleague, House Transportation Committee Chairman Bill Shuster, who joined me in this effort." Reed continued. “I am committed to this kind of team effort and know many more positive improvements will come to our region as a result."   Additionally, Reed touted his offices commitment to accessibility as a major success. “We want to make sure that if you have a concern, your voice is heard. We take those concerns to Washington and work every day to bring solutions to these issues.” Since coming to office in 2010, Reed’s office has completed over 10,000 constitue… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

That’s why we are fighting so hard to achieve progress on the issues that matter most to them,” said Reed. In the Hornell area, Reed cited the completion of the Alstom-Amtrak contract, a $2.5 billion contract which is expected to bring roughly 400 jobs to the region. The deal was announced in August after multi-year efforts by Reed and state and local officials. The contract is part of the Acela Express services program which aims to modernize Amtrak’s rail cars. Additionally, Reed touted his offices commitment to accessibility as a major success. “We want to make sure that if you have a concern, your voice is heard. We take those concerns to Washington and work every day to bring solutions to these issues.” Since coming to office in 2010, Reed’s office has completed over 10,000 constituent assistance cases, which help area residents resolve disputes or conflicts with the federal government. In addition, Reed has held over 200 town hall meetings since taking office in 2010. “We remain committed to standing with the people of our region and look forward to the progress we’ll make in 2017,” Reed concluded. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

That’s why we are fighting so hard to achieve progress on the issues that matter most to them,” said Reed. Throughout the Finger Lakes region, Reed cited the accomplishments of bringing the Greenidge Power Plant in Dresden back online reducing the property tax burden for area residents and new funding for a study that looks for ways to reduce flooding in and around the Cayuga Inlet. Reed attended the repowering celebration in Dresden in October. “We care about creating quality, family sustaining jobs in our region, meeting the energy needs of families and small businesses and keeping local taxes in check. Reactivating this plant achieves these goals,” said Reed. “We came together with local, state and federal leaders to get this project off the ground because it was the right thing to do for the hard working men of women of our region.” Additionally, Congress passed a bill late this year which authorizes studies aimed at evaluating flooding in certain areas and looking for solutions to reduce this issue. The Cayuga Inlet was included in this proposal. The move is the first step in the federal process for flood control projects. Lastly, Reed touted his offices commitment to accessibility as a major success. That’s why we are fighting so hard to achieve progress on the issues that matter most to them,” said Reed. In the Olean area, Reed cited roughly $4.3 million in federal grants for impact aid, which helps keep property taxes low. The funds are the first part of over $12 million over the next three years, In addition, Reed cited maintaining increased funding for the West Valley demonstration project, a nuclear clean-up facility in the region, which is often a target for federal budget cuts. Reed was able to increase the funding in previous years and has since prevented further reductions. The increased funding over time will allow for new clean up efforts at the site. “This is a great sign. The people in Washington who help set the funding levels for these critical projects are finally coming to understand just how needed this money is for our communities. We care about seeing this project through to completion, for the safety of the people that live near the site and the larger Great Lakes region,” said Reed. Reed also cited the passage of the long term highway funding bill which designates funding to states for large scale rural highway projects like Route 219. “We continue to work with our state and regional partners on this issue because Route 219 plays a critical role to the economy of our region, and to the state as a whole,” said Reed. Earlier in the year, Reed sent a letter requesting that New York State use a portion of its federal highway funding from the $305 billon transportation funding bill, which was enacted late last year, for the completion of the highway. In addition to the $1.8 that will go to New York annually, the bill also sets aside $4.5 billion to fund projects with national or regional importance, with a quarter of that amount specifically designated for rural areas. http://crowley.house.gov/press-release/vice-chair-crowley-welcomes-nypd-decision-allow-observant-sikh-americans-serve Vice Chair Crowley Welcomes NYPD Decision to Allow Observant Sikh Americans to Serve 2016-12-29 2016 2016-12 Democrat House NY Joseph Crowley C001038 crowley.house.gov     legacy (Queens, N.Y.) – Today, Rep. Joe Crowley (D-Queens, the Bronx), Vice Chair of the Democratic Caucus and a leader on Sikh-American issues, welcomed the announcement that the New York Police Department will allow observant Sikhs to serve in the force while maintaining their articles of faith. Crowley sent a letter in 2014 advocating for this change, and has had numerous discussions with city officials on the effort over the past four years. “This is good news. Allowing observant Sikhs to serve in the NYPD is not only the right thing to do, it will foster stronger relationships in our communities and strengthen the security of our city,” said Crowley. “At a time when Sikhs have been targeted for hate crimes including in New York, it also sends a powerful signal that Sikhs are part of this great city and every bit as accepted as anyone else.” A recognized leader in Congress on issues related to the Sikh-American community, Crowley spearheaded a multi-year, successful effort to convince the FBI to begin collecting data on hate crimes committed against Sikh-Americans and Hindu-Americans, an important issue brought to nationwide attention by the massacre of Sikh worshippers in Oak Creek, Wisconsin in 2012. He has also helped lead a major bipartisan coalition urging the Department of Defense to allow Sikh-Americans to serve in the U.S. military while abiding by their articles of faith, such as wearing a turban or beard. Congressman Crowley is the nine-term representative from the 14th Congressional District of New York, which includes sections of Queens and the Bronx. He is a member of the powerful Ways and Means Committee and serves as Vice Chair of the Democratic Caucus in the House of Representatives. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Zeldin Returns from Congressional Delegation Visit to the Middle East 2016-12-29 2016 2016-12 Republican House NY Lee Zeldin Z000017 zeldin.house.gov     legacy Washington, DC – Congressman Lee Zeldin (R, NY-1), member of the House Foreign Affairs Committee, released the following statement after traveling with a Congressional Delegation (CODEL) to the Middle East from Christmas Day, December 25, 2016, to December 29, 2016. Congressman Zeldin traveled to multiple countries, including Afghanistan, within the U.S. Central Command (CENTCOM) area of operations. Congressman Zeldin said, “It was an honor to again spend the holiday season with  our service members deployed to the Middle East, including many New Yorkers. The briefings with top military and diplomatic leadership were most informative, and I will spend the next few days reflecting on this trip and processing all of the detailed information that I received. The ongoing fight against ISIS, Al Qaeda and other terrorist groups is constantly evolving, and being able to speak with top officials who are on the forefront of these military operations is critical. It was also such an honor to personally thank many of our service members in Afghanistan and other locations in the region who are currently deployed and missing the holidays away from their families. This is the second consecutive year that Congressman Zeldin is in the Middle East visiting deployed service members during the holidays: Congressman Zeldin said, “It is an honor to visit our troops deployed overseas in the Middle East during the holiday season. Throughout this trip, I have had the privilege to thank many of our heroes, several from New York, risking their lives away from their families in defense of our freedoms and liberties. My meetings with top military and diplomatic leadership front and center in the fight against ISIS, Al Qaeda and other terrorist groups are also a critical component of this timely visit to the Middle East.” Also participating in the bipartisan CODEL are Congressman Mike Coffman (R, CO-6), Congressman David Valadao (R, CA-21) and Congressman David Cicilline (D, RI-1). Maloney (NY-12) learned that the Federal Transit Administration (FTA) has given the Metropolitan Transportation Authority (MTA) approval for Second Avenue Subway Phase 2 to enter Project Development under its New Starts program.  This begins a two year process for the project to receive a full funding grant agreement from the federal government under which the project will be eligible to receive a significant amount of federal funding, estimated to be approximately 1/3 of the total cost.  During the two year process, the MTA will update its environmental review of the project and complete engineering and design studies. “I am thrilled that the Federal Transit Administration has recognized that the second phase of the Second Avenue Subway from 96th to 125th Street is worthy of receiving federal funding,” said Congresswoman Maloney. “It will relieve congestion on the Lexington Avenue line, reduce commuting times and make it easier for New Yorkers to travel around the City.  On day one, it is estimated that over 100,000 passengers will ride Phase 2 when it is completed.  This is fantastic news for the City.” A copy of the FTA’s letter can be found here.    ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

U.S. Senator Kirsten Gillibrand today released the following statement regarding the effort to bring to a vote a United Nations Security Council Resolution regarding Israel: As 87 of my colleagues and I wrote to President Obama earlier this year, one-sided resolutions at the UN are not helpful in trying to resolve the conflict between Israelis and Palestinians and I call on the Administration to do everything in its power to make sure this resolution is not put forward or passed. If this resolution passes, Congress and President-elect Trump should cut all foreign aid to the Palestinian Authority, which also financially rewards families for violent terrorist crimes against innocent Israelis. President Obama, in his final days in office, would be ramming through a massive and destructive shift in United States foreign policy in collusion with a Hamas-Abbas pro-Palestinian push for ethnic cleansing of the Jewish people in Eastern Jerusalem and Judea/Samaria. President Obama would be further cementing his legacy as one of the worst Presidents in the history of the United States, while damaging America’s historically sacred and necessary alliance with Israel in the process. As I stated yesterday, Pro-Palestinian, anti-Israel nations are continuing their fanatical efforts at the United Nations to delegitimize America’s greatest ally, Israel. We must stand shoulder to shoulder with Israel, a beacon of freedom and liberty in a very dark place of the world. The latest resolution should be vetoed by the United States today to send the strongest possible message to Pro-Palestinian, anti-Israel nations that their disparaging, divisive and dangerous tactics will be met with zero tolerance. Continued unilateral concessions by Israel in exchange for no promises or follow through towards peace on the part of others would be as ill advised as it is unfeasible." 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Andrew Cuomo and Manhattan electeds came together this afternoon to celebrate “making the impossible happen” after years of physical and political obstacles: the New Year’s Eve opening of the long-stalled Second Avenue Subway, decades after it was first envisioned. Speaking at the 96th Street station of the Second Avenue Subway line, Cuomo told the 200-strong crowd of elected officials, transit workers and advocates that there was a Second Avenue elevated line and a Third Avenue elevated line that were taken down in the 1940s because the plan was to build a Second Avenue Subway—”except they forgot to build a subway on Second Avenue.” He said that the delay in the implementation of the project explains why the 4, 5 and 6 lines are “the most heavily traveled lines in the world” and blasted what he described as excuses made by the government that prevented the line from being built.  “We’re gonna remind New Yorkers that there is nothing that we cannot do in this state when we put our mind to it and we’re not gonna take no for an answer,” he said. “We’re gonna show you how dreams become a reality. Be here New Year’s Eve, be here New Year’s day and let’s start the New Year the right way.” The first phase of the Second Avenue train—which will run the Q train between 57th and 92nd Streets—will open on December 31. The project received $1.3 billion in federal funding in planning that went on for more than a century. About 200,000 riders are anticipated to ride the subway line on a daily basis, and the business community sees the new subway as a way to revive business activity in the area. Congresswoman Carolyn Maloney praised the governor for putting $1.5 billion into the budget for the second phase of the subway, which will extend downtown. She called him an “infrastructure king” because “infrastructure is in his DNA,” saying that the city “could have used you 100 years ago.” She said that when she first got to Congress, completing the Second Avenue Subway was her key goal. “I thank my staff for working on it every… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Grace Meng (D-NY) and Elise Stefanik (R-NY) announced today that their measure to combat flood damage caused by ice jams has been signed into law by President Obama.   The measure was signed as part of the Water Infrastructure Improvements for the Nation Act (S. 612) which funds water-related projects throughout the United States.     Ice jams occur when chunks of ice in a river are blocked by obstructions – a bridge, rocks, logs, etc. – and build up to form an ice dam. When this occurs, flooding can be caused upstream from the blockage, and again downstream when the ice breaks up.   “Flooding produced by ice jams is a serious problem that creates damage to properties in New York State and throughout the country,” said Congresswoman Meng. “As a result, it costs our economy millions of dollars each year. We must do more to address this problem and the many hardships it creates. Our measure would help accomplish that goal and I’m extremely pleased that it has been signed into law.”   “Ice jams can cause flooding that damages our communities and threatens the safety of families that live near water,” said Congresswoman Stefanik. “I was pleased to work with Congresswoman Meng on this important initiative to help mitigate damage in the North Country. By preventing these ice jams we can better protect the safety of North Country families and prevent unnecessary destruction.”   The Meng/Stefanik legislation would permit the U.S. Army Corps of Engineers to pursue new projects and technologies that are designed to prevent and mitigate flood damage associated with ice jams.   The Water Infrastructure Improvements for the Nation Act overwhelmingly passed the House and Senate earlier this month. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Despite Washington gridlock, Rep. Maloney worked across the aisle to get things done and deliver results for his Hudson Valley neighbors in his second term. As recently as December, Rep. Maloney had two pieces of legislation signed into law by President Obama. After years of fighting to pass critical Lyme disease legislation into law, Rep. Maloney’s Tick-Borne Disease Research Transparency and Accountability bill was signed into law as part of the 21st Century Cures Act, which makes strategic investments in Lyme disease research. In addition, Rep. Maloney’s Dam Rehabilitation and Repair Act was signed into law as part of the Water Infrastructure Investment for the Nation (WIIN) Act, which establishes a federal investment program to allow states and local government to seek funding for the rehabilitation of high-hazard publicly-owned dams. Since joining Congress in 2013, Rep. Maloney has continued delivering on his record of results for Hudson Valley veterans, hardworking families and small businesses. These accomplishments are a direct result of his willingness to find bipartisan solutions and his focus on getting things done for folks in the Hudson Valley. These include: 25 pieces of legislation signed into law 35 bills and amendments passed the House $6.3 million returned to taxpayers who were owed Social Security checks, and tax refunds, including over $3 million in veterans benefits Over 3,800 individuals assisted with cases involving Social Security, Medicare, IRS, and the Veterans Administration, including 800 veterans 60 “Speak with Sean” in-person town halls and neighborhood office hours 30 telephone and online town halls with thousands of constituents Nearly $100 million in federal grants and investments for the Hudson Valley You can download a full copy of Rep. In 2015, Serrano and Crowley offered an amendment to the House version of the bill to ensure that NSF establish a program focused on HSIs. The final Senate version contains substantially similar language in Section 315 requiring the NSF’s director to award merit-based grants to HSIs.“Hispanics continue to be underrepresented in STEM fields, and without a dedicated program to help institutions that serve primarily Hispanic students, that will continue to be the case.  Hispanic Serving Institutions need to have the necessary financial resources to help encourage more students to pursue careers in the sciences, and this provision will ensure that HSIs have just that.  I am pleased to see this important measure included in the America COMPETES act; investing in Hispanics’ education in the science fields is investing in the future competitiveness of our country,” said Congressman Serrano. “Encouraging traditionally underrepresented minorities, such as Hispanics, to enter STEM fields is imperative for our country to remain competitive in today’s global economy,” said Rep. Crowley (D-Queens, the Bronx). “This dedicated grant program for HSIs is a pivotal step in supporting Hispanic students poised to become our next scientists, engineers and leaders of tomorrow. It’s an investment that will open doors of opportunity for countless communities while growing our talent pool, and I’m thrilled this piece of legislation is on its way to the president’s desk.”"The Hispanic Association of Colleges and Universities (HACU) commends the members of the 114th Congress for passing the American Innova… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Serrano (NY-15) released the following statement regarding the Obama Administration’s efforts to withdraw the Hudson Canyon, and other parts of the Atlantic and Arctic Oceans from future oil and gas exploration and development. “I strongly applaud President Obama’s leadership in announcing the withdrawal of parts of the Atlantic and Arctic Oceans from future energy exploration under 12(a) of the Outer Continental Shelf Lands Act. This action will protect millions of acres of ecologically- and culturally-sensitive waters, and the countless species of marine wildlife that exist there. “In November, I led a Congressional letter supporting the nomination of the Hudson Canyon in the Atlantic Ocean as a National Marine Sanctuary and urging the National Oceanic and Atmospheric Administration (NOAA) to begin the designation process. I am pleased that the administration included this ecological wonder in their recent actions. The biodiversity and marine wildlife that call these particular waters home are a central part of the New York economy and they must be protected from the harmful impacts of energy exploration. “It is my hope that Congress will continue along the path that President Obama has set in protecting our environment from the dangers of climate change. As a senior member of the House Committee on Appropriations, I will work to ensure these protections are not undermined or undone in the years ahead. Rice Unveils New Bill to Protect Children from Drunk & Impaired Drivers 2016-12-21 2016 2016-12 Democrat House NY Kathleen Rice R000602 kathleenrice.house.gov     legacy GARDEN CITY, NY – As we approach the holiday season, one of the most dangerous periods of the year for drunk driving, U.S. Representative Kathleen Rice today unveiled major new legislation that will set national standards for criminal penalties against individuals who drive while intoxicated or impaired with a child passenger in the vehicle. Joined by Mothers Against Drunk Driving (MADD) National President Colleen Sheehey-Church and MADD New York Executive Director Richard Mallow at the Garden of Hope memorial for drunk driving victims in Eisenhower Park, Rice explained that her bill will compel every state in the country to adopt laws similar to New York State’s Leandra’s Law, which made it a felony offense for an individual to drive drunk or impaired with a child passenger in the vehicle. Rice’s legislation requires states to enact and enforce strict laws related to an individual who drives while intoxicated or impaired with a child passenger in the vehicle – including that an individual arrested for such an offense can be charged with a felony; that the individual’s driver’s license will be suspended during the course of the prosecution; that the individual must install an ignition interlock device for six months if convicted; and that authorities must file a report with the appropriate state register of child abuse if the individual is the parent, guardian or custodian of the child passenger. Beginning in Fiscal Year 2019, the U.S. Secretary of Transportation would withhold federal funding from each state that fails to comply. Any funds withheld from a state will remain available for three years, and will be awarded to the state if it meets the law’s requirements within that time. “Driving drunk with a child in the car is child abuse, plain and simple,” said Representative Kathleen Rice. “While most states have taken some action to crack down on those who commit this crime, Leandra’s Law in New York is the toughest and most comprehensive child endangerment law in the country, and this bill will make it the n… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Maloney (NY-12), senior member on the House Committee of Oversight and Government Reform, released the following statement today in support of calls for a Congressional investigation in response to the intelligence community’s assessment that Russia interfered with the 2016 U.S. presidential election. “The American people deserve to know the whole truth and the extent of Russian interference in our presidential election. The intelligence community’s conclusion that Russia acted in a way to undermine our elections is deeply troubling and to restore full faith in our electoral process, our country needs to take action and get answers. “I commend President Obama’s direction to the CIA to conduct a full review and issue a report before the end of his term in January and I join many of my Democratic colleagues who have called for a bipartisan Congressional investigation. Surely preserving our just and free electoral process is a cause worthy of bipartisanship. “Any attack, attempted or successful, on our people and our elections, is a grave offense against our democracy and way of life and must be treated as such. The American people deserve answers. Any foreign interference in America’s free and open elections is completely inexcusable and can be neither tolerated nor ignored.” ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Flanders, Northampton and Riverside share the 11901 ZIP code with Riverhead Town. According to a 2015 survey by the Flanders, Riverside & Northampton Community Association, there are about 50 similar street names in the three hamlets and Riverhead. As a result, the name overlap has caused mix-ups and delayed deliveries everything from mail to medications for seniors. On Wednesday, the U.S. House passed a bill approving the change. There will be no shared street names among the three hamlets with the new ZIP codes, so mail and packages would be easier to sort correctly at post offices and then arrive at the correct locations. Southampton Town Supervisor Jay Schneiderman said he is happy about the bill’s progress, noting that for many residents in the three hamlets, the issue also involved a simple need — to stand out as their own community. “It’s really important to them,” Schneiderman said. “They’ve had issues with mail going to the wrong address, but it’s much deeper. At the core, identity is a part of it. I’m hopeful that they will be able to get what they have wanted for literally decades.” The U.S. Postal Service has traditionally been reluctant to change ZIP codes based on community identity. Rep. Lee Zeldin (R-Shirley) said the federal agency denied his August 2015 request to give each of the three hamlets its own ZIP code. He said he appealed the decision but the postal service had not responded. Ron Fisher, president of the Flanders, Riverside & Northampton Community Association, said he was thrilled by the prospect of the legislation coming to pass and plans to contact Sen. Kirsten Gillibrand (D-N.Y.) about passing the bill in the Senate. Rowhan Baptiste, Gillibrand’s deputy press secretary, said the senator supports the bill “and is encouraging her colleagues in the Senate to swiftly pass the … 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Carolyn Maloney at the corner of 70th Street and Second Avenue, where scaffolding once stood to accommodate subway work. “It’s all good news right now.” The first phase of the Second Avenue line will bring three new stations at 72nd, 86th and 96th streets. Many struggling business owners in the area have said that they’ve lost about half of their revenue during the years of disruptive tunnel construction. For them, the holiday will finally bring a return to normalcy on the street grid and the expected surge of foot traffic in the already fairly developed neighborhood. Dave Goodside, who has owned the 49-year-old Beach House Café since 2005, previously estimated that he had lost a quarter of his business due to the construction near the corner of his restaurant. “It’s a great thing that this is ending,” Goodside said, welcoming the new station entrance opening just a few yards from his cafe. “We survived the Second Avenue subway. I’m waiting for those t-shirts,” he joked. Other businesses haven’t been as fortunate. Stores have shuttered despite community efforts to bring shoppers to the area, according to Maloney. “There was a basically a barricade in front” of the businesses, Maloney said, referring to construction obstructions. “If you walk down this Second Avenue line you’ll notice a lot of closed stores that did not make it—that tried so hard. But when you are cut 40 percent or 50 percent of your clientele, it’s hard to keep your doors open.” Come noon on Jan. 1, the Q train will be extended to run up Second Avenue, serving about 200,000 riders per day. Pierina Ana Sanchez, the director for the Regional Plan Association in New York, praised the opening of the line. The association has championed the … 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Rep. Maloney said that along with vastly improved  transportation for the Upper East Side of Manhattan, the Line will bring new businesses to Second Avenue, whose merchants have been hurting because of the long period of construction. “This is a new beginning for Second Avenue, New Yorkers, merchants and visitors to our great city,” Rep. Maloney said. “We have been waiting a long, long time for this subway line to open, and we can all look forward to the New Year with greater optimism because a subway will at last be rumbling beneath our feet on Second Avenue.” Ms. Herman announced the construction of many new buildings in the neighborhood that will be occupied by tens of thousands of people. “The New York real estate industry has been booming for some time now, and these new developments will only add to the luster of Manhattan,” Ms. Herman said. “We are so pleased at last to have this Subway Line. Economic and real estate development in New York City has rarely been stronger.” The Second Avenue Subway Line is one of the largest mass transit project in the nation, with the first phase of the project receiving $1.3 billion in federal funding. Some 200,000 riders are expected to take the Line each day and is being hailed by local business leader in the community.  Samuel Musovic, President of the Second Avenue Merchants Association, has been eagerly awaiting the advent of the new Line. Grace Meng (D-NY) announced today that her measure to strengthen the Rewards for Justice Program, a key government initiative used to fight terrorism and other international crimes, has been signed into law by the President as part of the Department of State Authorities Act.   The program allows the Secretary of State to pay cash rewards for information that leads to the apprehension of anybody involved in international terrorism, narcotics trafficking, transnational crime, war crimes, crimes against humanity, or genocide.   Meng’s measure would allow rewards to be given to those who provide information on individuals who “aid” or “abet” war crimes, crimes against humanity, or genocide. Presently, people who offer information on individuals who “aid” or “abet” these kinds of criminal acts do not qualify for this type of financial reward.   “My legislation will expand the Rewards For Justice Program and make it an even stronger tool in helping our nation combat terrorism and other international crimes,” said Meng, a member of the House Foreign Affairs Committee. “I am pleased that this important measure is now law. Ben Gilman was a World War II veteran who represented the Hudson Valley in Congress for thirty years. "Ben Gilman is an American hero who flew 35 missions over Japan during World War II, became a warrior for his neighbors in Congress, and still earned the nickname 'Gentle Ben' for his remarkable humility. Not a week goes by that someone doesn't say to me, "Try to be like Ben Gilman; he was one of the good ones." “I am honored that Ben’s wife Georgia and his children asked me to participate in celebrating the life of such a remarkable man. Schumer and Kirsten Gillibrand today announced $8,250,326 in federal funding from the U.S. Department of Housing and Urban Development (HUD) for services on Long Island that promote the goal of ending homelessness. The funding was allocated through HUD's Continuum of Care Program, which provides funding to non-profits, as well as local and state governments, to quickly rehouse homeless individuals and families and promote access to programs that encourage self-sufficiency among individuals and families experiencing homelessness. One homeless family is one too many, and we must do everything we can to help provide those truly in need with a place to live, saidSenator Schumer. By supporting affordable housing initiatives on Long Island and across New York State, and helping organizations work with homeless families and individuals to get them back on their feet, we can make a real dent in homelessness across the state. This is a sound investment in those organizations in our community who are skilled at helping those that are most in need. No family should ever be without a place to call home, and these federal funds will help provide New Yorkers in need with the resources and support that can help them find safe housing and avoid homelessness, said Senator Gillibrand. https://zeldin.house.gov/media-center/press-releases/important-progress-works-new-year Important Progress in the Works for the New Year 2016-12-19 2016 2016-12 Republican House NY Lee Zeldin Z000017 zeldin.house.gov     legacy The New Year presents new opportunities to improve our community, state and nation. With a new year and a newly elected President, I am optimistic about a better way forward, securing our border, repealing and replacing Obamacare, simplifying our tax code, investing more in our nation’s infrastructure, reforming the Department of Veterans Affairs, and so much more. With a new President, better securing our border will be a top priority. Today, there are well over 11 million people living in the United States illegally, and many more breaking the law to come here each day. The first step must be to advance efforts to better secure our border and strengthen interior enforcement, an effort that should have bipartisan support in the House and Senate. President-Elect Trump has also stated that he plans on deporting people who are here illegally with criminal records. America is a nation of immigrants and everyone should have the opportunity to pursue the American dream, but you have to come legally and follow the rules. Repealing and replacing Obamacare is expected now as a result of this past November’s election. Obamacare has been nothing short of a disaster for countless hardworking families and our economy. The flaws in this healthcare system have resulted in higher premiums, higher deductibles, lost doctors, and cancelled policies, among many other challenges. With the collapse of Health Republic in New York, which left over 200,000 individuals and businesses in New York without insurance coverage unexpectedly, as well the collapse of dozens of other co-ops across the country, it has become increasingly clear to both Democrats and Republicans that this law is deeply flawed. In early 2015, Congress passed a bill to repeal and replace Obamacare. President Obama vetoed it. Under a new President, we can repeal and replace Obamacare with a plan that will work better and make healthcare more affordable, while continuing to cover Americans with pre-existing conditions and allowing children to stay on their parent's poli… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Maloney (NY-12), chief House sponsor of the legislation, released the following statement: “On this one-year anniversary of Congressional passage of Zadroga reauthorization, we are reminded that while resources exist for our first responders and the survivors of the horrific attacks of 9/11, too many – perhaps  as many as 30,000 – still have yet to access these programs. We promised to ‘Never Forget’ and to always support and be there for our first responders, survivors and families of those injured and affected by 9/11 and it is up to all of us to see that through. The passage of Zadroga was just the first step. I am so proud to have worked with our first responders to have gotten this legislation passed last year and look forward to our continued work together as we make sure those who need it most are able to access these health and compensation programs.” Background: Summary of the Final James Zadroga 9/11 Health and Compensation Reauthorization World Trade Center Health Program Section (score $3.5 billion): Extends the Health Program to 2090 with only minor revisions  Adds a requirement that the Administrator provide for an independent peer review of the scientific and technical evidence prior to adding a condition to the List of WTC-Related Health Conditions. Schumer’s remarks this morning in New York City calling for a Senate Select Committee to investigate Russian interference in the 2016 election: “As the days and weeks go forward, it’s clearer and clearer that the Russians hacked our cyber system with the intent of influencing the election. Whether it actually had an effect that will be for the political scientists to determine. But it sure should raise the hackles of every American. The fact that the Russians used cyber security to hack our infrastructure, our economics, our countries is well known. The fact that they’re hacking our political system and trying to influence the outcome as it seems to be: that is serious, serious stuff. “So last week, here, four senators put out a letter saying we ought to investigate. Today the four of us—Graham, McCain, Republicans, Jack reed and I, Democrats are calling for the next step: special senate investigative committee on government hacking of our elections and other areas. A special select committee that will focus on other foreign governments: Russia, but also China and Iran, and their hacking our political system as well as our economic infrastructure and social system. “Now, leader McConnell has said let the intelligence committee do this alone. That is not good enough for three reasons. “First, there are conflicting jurisdictions. The Judiciary Committee has jurisdiction over the FBI. The Foreign Affairs Committee has jurisdiction over foreign policy. The Armed Services Committee has jurisdiction over hacking of the military. And the Intelligence Committee of course has jurisdiction over the CIA. With all these conflicting jurisdictions, if we don’t have one select committee—first, things could be left out. There could be holes that no committee covers. “Second, we could get contradictory information. The FBI says this and the CIA says that, and… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

"Mr. Friedman’s views and comments about a two-state solution are not only a total break from decades of American and Israeli policy, but are fundamentally out-of-step with the views of the majority of American Jews.  Support for a two-state solution is not only official U.S. policy, it is also the official Israeli policy when it comes to a negotiated settlement with the Palestinians.  Breaking from this position undermines the longstanding diplomatic alignment between our two countries, and magnifies the risk to Israel’s long-term safety and security by increasing dangerous regional instability.  Moreover, the overwhelming majority of American Jews, along with most American Jewish organizations across the spectrum—from AIPAC to J-Street—all support a two-state solution.  "Mr. Friedman’s appointment is even more disturbing given his hateful rhetoric in describing, for example, some supporters of a two-state solution as “worse than kapos.”  Using Nazi imagery, such as the term kapo—a reference to Jews who cooperated and/or assisted the Nazis during the Holocaust—when referring to Jews or Israel today, no matter the circumstance, is broadly deemed to be anti-Semitic and should be condemned in the same way it would be if someone who was not Jewish were to use it.   "Mr. Friedman’s extreme views and use of such hateful language is an insult to th… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

John Katko (NY-24) today called on NYSDOT to provide more specific details relating to the scoping process.  In a letter to NYSDOT Commissioner Matt Driscoll, Rep. Katko requested clarification on a number of community concerns relating to the remaining rebuild options.   Representative Katko, who has long stated that he plans to support whichever option for the I-81 rebuild that the community determines is best, joined over 200 Central New York residents Wednesday night to hear more about the project, the options still available from NYSDOT, and the concerns of local and state elected officials and members of the community.   “I applaud the Central New York delegation of the New York State Legislature for coming together in a bipartisan manner to ensure that our community’s concerns are heard on the Interstate 81 rebuild,” said U.S. Rep. John Katko.  “This meeting was an important opportunity for NYSDOT to clarify for our community a number of concerns regarding the scoping process.  However, as I listened to community members, business owners, and town supervisors from across Central New York, I am troubled that many of my constituents did not feel their concerns had been addressed by NYSDOT in this, or other forums.”   In his letter, Rep. Katko asks NYSDOT to provide greater detail on the following items: 1.     Whether NYSDOT has considered the potentially harmful and costly impact of increased heavy truck traffic on non-interstate roads. 2.     Clarification as to why certain options involving the building of an underground tunnel were eliminated based on cost, since no budget range has yet been made public. 3.     Why a tunnel, or a potential tunnel/boulevard hybrid option, has not been given the s… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Last year, the Consolidated Appropriations Act of 2016 enumerated several conditions—including requiring Honduras to combat corruption, investigate and prosecute human rights violations, and improve transparency—in order for Honduras to receive their full U.S. foreign aid allocation.  The State Department was required to verify that these provisions were being met before disbursing the aid.  Despite significant evidence to the contrary, this past September, the State Department certified that Honduras met the conditions placed on 50 percent of the aid appropriated for Honduras in Fiscal Year 2016. In a letter to Secretary Kerry, the Congressmen wrote:“We believe the State Department was wrong to certify Honduras’ compliance with these requirements.  There is significant evidence that impunity, corruption, and human rights violations continue unabated in Honduras.  For example, President Juan Orlando Hernández and his ruling National Party have admitted that they stole funds from the National Health Service and diverted those funds into their 2013 election campaign coffers; yet the Attorney General has not prosecuted them.  Héctor Iván Mejía, Director of Planning and Operations for the National Police (the third highest-ranking position), is documented to have committed gross violations of human rights and is still in office.  Most recently, a captain in the Honduran Armed Forces and former DEA informant has charged that Samuel Reyes, the Minister of Defense, is a drug trafficker,” the members of Congress wrote. We ask that you immediately revoke the certification of the 50 percent of funds allocated under the Consolidated Appropriations Act of 2016 that are subject to compliance with human rights conditions. “More broadly, we ask that you rethink U… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Maloney (NY-12) joined with Congressman-elect Adriano Espaillat (NY-13) and local elected officials to call on the Federal Transit Administration (FTA) to include the Second Avenue Subway Phase 2 Project in New Starts Project Development (PD) under the FTA’s Capital Investment Grant Program. Today Reps. Maloney and Rangel are sending a letter to FTA Acting Administrator Carolyn Flowers urging her to approve MTA’s Project Development application for Phase 2. Swift FTA approval of the MTA’s application is needed to move forward with Phase 2 of the Second Avenue Subway and limit delays. Full text of the letter can be found below. “Phase 1 is nearly complete, but there’s still a lot of work to be done to complete the full build subway,” said Congresswoman Maloney. “I am delighted that the MTA is moving forward with Phase 2 even as Phase 1 nears completion.  Approval for the MTA to enter New Starts Project Development for Phase 2 of the Second Avenue Subway will allow us to build on the current momentum and ensure that Phase 2 ultimately gets the federal funding it needs. IN WESTERN NY  Funding Provides Early Education for Low-Income Children in Olean U.S. Senators Charles E. Schumer and Kirsten Gillibrand today announced $1,785,438 in federal funding for the Cattaraugus County Project Head Start, Inc. in Olean, N.Y. The funding was provided by the U.S. Department of Health and Human Services’ (HHS) Head Start and Early Head Start programs. Senators Schumer and Gillibrand said this funding would allow the organization to continue its efforts in Cattaraugus County to improve education for low-income children at an early age, when major learning strides take place. “Children are most impacted by their earliest lessons and carry those teachings through their academic career. We need to invest in early child care programs like Head Start and Early Head Start so that we are preparing our children for their future,” said Senator Schumer. “This federal grant will bring real results to our young students in Cattaraugus County by providing them with the tools and resources they need to succeed in and out of the classroom. I am proud to support this essential funding and will continue to fight to see that early child education remains a priority.” “Head Start programs help our children start out strong and provide support at their most critical learning stages,” said Senator Gillibrand. “With this funding, Cattaraugus County can invest in invaluable educational programs for children in the community and reduce the cost of high-quality early childhood education for those who need it most. This is an important investment in our children, in local families, and in our area’s economic future.” Head Start and Early Head Start provide comprehensive child development programs for low-income children from birth to age five, pregnant women, and families. Our nation will never be the same. “In the four years since, America’s gun violence epidemic has steadily claimed thousands more lives. http://maloney.house.gov/media-center/in-the-news/new-york-lawmakers-press-for-trump-security-cash New York lawmakers press for Trump security cash 2016-12-13 2016 2016-12 Democrat House NY Carolyn Maloney M000087 maloney.house.gov     legacy New York City's House delegation is amplifying their calls for Congress to reimburse the full cost of protecting Donald Trump, whose decision to run his post-election operations from Trump Tower has saddled the Big Apple with millions of dollars in extra security costs.  Congress approved $7 million to help the city defray those costs as part of this month's short-term funding bill, but it's a fraction of the estimated $35 million the New York Police Department (NYPD) needs to protect the president-elect between Election Day and his inauguration Jan. 20.  Eleven Democratic lawmakers and one Republican argue in a letter to leaders of both chambers that it's simply unfair for New York taxpayers to cover the difference.   The lawmakers want Congress to include the outstanding $28 million as part of the next 2017 spending bill, to be considered before April, when the short-term spending bill expires.  "The scale of the security needs cannot be overstated," the lawmakers wrote to Senate Majority Leader Mitch McConnell (R-Ky.), retiring Minority Leader Harry Reid (D-Nev.), Speaker Paul Ryan (R-Wis.) and House Minority Leader Nancy Pelosi (D-Calif.). Spearheaded by Rep. Carolyn Maloney (D), who represents the Manhattan district housing Trump's transition headquarters, the letter says roughly 10,000 pedestrians and 50 busses roll past Trump Tower each hour during holiday season, leading to costs that are "truly unprecedented."   "In order to address these unprecedented security challenges and meet the high standards required by the Secret Service, the NYPD has increased overtime hours, monitors all entrances and public spaces in Trump Tower, controls and redirects traffic in a heavily congested area, and has made critical security upgrades to the structure," the lawmakers wrote. "The NYPD has done an outstanding job meeting these challenges, but it is not appropriate for the taxpayers of New York City to pay for a national security expense typically paid for by the federal government," they wrote. Last month, after 18 months of hard work, the American Museum of Women's History Congressional Commission presented its final report to Congress and the President. The Commission, made up of four Republican and four Democratic women, strongly recommends creating a new Smithsonian museum on the National Mall dedicated to telling the many stories of women’s contributions to our nation. We have a lot of work ahead of us, but the bipartisan Commission’s recommendations will help guide the way to making the American Museum of Women’s History a wonderful reality! I will be taking their recommendations into account as we begin to draft a bill. More recently, the House passed the Justice for All Reauthorization Act of 2016 and the 21st Century Cures Act – two vital pieces of legislation that will, respectively, continue the work of the Debbie Smith Act, which provides federal funding to process untested rape kits, and continue our country’s commitment to modernizing and strengthening healthcare and medical research. Congress also passed a spending bill to fund the federal government through the end of April. Unfortunately, despite the efforts of myself and my colleagues from New York, this spending bill included just $7 million, out of the requested $35 million, to repay the city for costs incurred to protect the President-elect and his family from Election Day to Inauguration Day. We may still have to contend the inconvenience of ‘Trump traffic’ and the costs to local businesses of fewer shoppers willing to venture onto protected streets, but our out-of-pocket costs should be covered.  I will continue to press my colleagues to reimburse the city the rest that we are owed in the next spending bill. It is simply not fair to stick New Yorkers with the bill for this national security priority. In the meantime, back in New York, we’ve had some great progress on important loca… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Maloney (NY-12) and Congressman José E. Serrano (NY-15) jointly led a letter from members of the New York Delegation to House and Senate leadership expressing disappointment that the C.R. approved last week only included $7 million for this reimbursement and seeking the rest of the funding in the next appropriations bill. In the letter, the Representatives point out that “[i]n the past, other localities have been able to recover costs associated with protecting Presidents-elect….The current provisions in the continuing resolution force New Yorkers to bear nearly the entire financial brunt of protecting the President-elect.  We strongly urge you to work with us to ensure that the remainder of the $35 million in funding requested to reimburse New York City for the costs incurred to protect President-elect Trump and his family is included in the next FY 2017 appropriations bill we take up in the 115th Congress.” The letter was signed by: Rep. Below is the full statement from Congressman Nadler on Donald Trump’s conflicts of interests: “It is disappointing, but no surprise, that President-elect Trump has delayed, yet again, detailing how he will address the very real and disturbing legal concerns over the massive web of conflicts posed by his business interests.  His postponement of this week's planned press conference indicates that he is not ready or willing to adequately answer the American people's questions, which is unacceptable. “This comes as U.S. intelligence agencies have confirmed Russian interference aimed at helping Donald Trump win the presidency, a confirmation which strikes at the core of American democracy, eroding the nation's trust in its elected leaders.  Each day, new entanglements between Mr. Trump’s business interests and American foreign policy are revealed, some of which appear to violate the Constitution’s emoluments clause as well as various federal laws.   “Donald Trump has been the least transparent presidential candidate in history, and his refusal to release his tax returns or liquidate his assets and place them in a blind trust— the only acceptable plan to address conflict-of-interest concerns—is appalling.  His repeated pledges to address these conflicts, followed by no answers or action whatsoever, reveal his promises to be nothing but a sham.   “Congress must demand answers to questions about Donald Trump’s conflicts of interest if we are to have any faith that America’s democracy and people are safe and their interests secure.  We must have an… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Clarke C001067 clarke.house.gov clarke https://clarke.house.gov/category/press-release/ scraper Brooklyn, N.Y. – Congresswoman Yvette D. Clarke released the following statement on a letter she and seventeen other members of the House of Representatives sent to President Obama calling on him to pardon civil rights leader Marcus Garvey. “Marcus Garvey, born in Saint Ann's Bay, Jamaica, has inspired generations of leaders, from the Reverend Dr. Martin Luther King, Jr., to President Nelson Mandela. His efforts to organize the African Diaspora across nations in support of freedom and self-determination were critical to the movements for independence in Africa and the Caribbean and to the Civil Rights Movement here in the United States. When Marcus Garvey formed the Universal Negro Improvement Association and African Communities League, most of the nations of the Caribbean were colonies of the British Empire, and African Americans in the United States – nearly forty years after the end of the Civil War – were effectively denied their human rights. Marcus Garvey offered to his people a different vision for the future and, even as we continue to work toward his dream, he would have been proud to witness our achievements. “Despite that legacy, however, Marcus Garvey has never been fully exonerated from racially-motivated charges of mail fraud. Recognizing that prosecutors and the government mishandled the case, President Calvin Coolidge commuted the sentence at the earliest possible opportunity. We believe that Marcus Garvey meets the criteria for a posthumous pardon, based on his efforts to secure the rights of people of African descent and the utter lack of merit to the charges on which he was convicted. We ask therefore that President Obama work with the Department of Justice to secure a pardon for this man of accomplishment and high distinction.” Congresswoman Yvette D. Schumer, Congressman Dan Donovan (NY-11), Mayor Bill de Blasio, Staten Island Borough President James S. Oddo, and Staten Island elected representatives today announced the planned line of protection for Staten Island’s east shore cleared a major hurdle on the path toward construction. In October, the lawmakers urged the Assistant Secretary of the Army to swiftly approve the Army Corps’ “Director’s Report” for the Staten Island Seawall Project. Assistant Secretary of the Army Jo-Ellen Darcy has officially approved the project’s “Final Feasibility Report,” which allows the Army Corps to advance to the design phase. The lawmakers today said the final approval is good news for Staten Island, and occurred months ahead of schedule; before the lawmakers’ joint push, the Army’s decision was expected to be released in 2017. “Staten Islanders can breathe a sigh of relief because the vitally important East Shore Sea Wall Project is officially one step closer to becoming a reality,” said Senator Schumer. “I am pleased that the Army heeded our call by quickly signing off on this project, ahead of schedule, so that construction can begin as soon as possible.” Congressman Dan Donovan said, “This project will be transformative for tens of thousands of Staten Islanders, which is why it has had my constant focus for the 18 months I’ve served in Congress. The Army Corps, National Park Service, and city and state agencies have worked collaboratively and at a good pace so far – I expect the progress to continue until the last shovel leaves the ground. Staten Islanders need comprehensive flood protection and, just as importantly, the flood insurance relief that the seawall should afford. Thank you to my colleagues in government who have partnered with me – this has truly been an exercise in collaboration across parties and jurisdictions.”                                              “The Staten Island levee will provide vital protection to the East Shore community - a commu… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
