This report provides a point-in-time count of homeless Americans, an estimate which is based upon the numbers collected on one particular night in January. The count includes homeless individuals living in shelters, and those identified by volunteers who survey places such as streets, parks, rail stations and all-night businesses where those who are homeless frequently seek shelter. In 2015, HUD identified 128,000 homeless children under the age of 18 in the United States. This reflects a 5.8 percent decrease from the numbers it released for 2014. While a decrease in the number of homeless youth would be cause to celebrate, unfortunately, these numbers dont provide a complete picture of the problem. In fact, the HUD survey does not consider the places most homeless families and youth can be found, which is staying temporarily with other people, or in motels. By comparison, the Department of Education, which does consider these living arrangements, identified more than 1.3 million homeless children and youth in the 2013-2014 school year, a number that was UP from 2012-2013. One provision included will provide the necessary funding forthe construction and repair of facilities at both active and reserve military installations. Another provision will raise the pay for military personnel, and capital for the Department of Homeland Security. Finally, the House-passed bill to strengthen our Visa Waiver Program and tighten the security requirements under the program is also included in the Omnibus. Specifically, this legislation would deny Visa Waiver Program status to individuals who have recently travelled to terrorist hotspots. However, it is an indictment against Prosecutor McGinty whose handling of this case in my opinion tainted the outcome. Although the grand jury decision may be the right one, we will never know because the prosecutor refused to step down and allow an independent review. The funding from the U.S. Department of Agricultures (USDA) Rural Development Agency will help construct an emergency waterline in Cadiz in response to high levels of microcystina byproduct of toxic algae bloomsin local drinking water. The funding comes from the Emergency and Imminent Community Water Assistance Program. When toxic algal blooms and other threats to our water supply make water unsafe to drink, we must provide assistance to local communities for relief, said Brown. This emergency water line will give thousands in Cadiz needed access to safe drinking water. The Village of Cadizs drinking water source is an above ground reservoir. During this past summer, the reservoirs microcystin levels from a toxic algal bloom made the reservoirs water temporarily unsafe. Their reach has increased, moving out from the Middle East and crossing the borders of Europe. The attack in France has once again shaken our allies. The French President, Francois Hollande, promised a swift and pitiless response. Within 48 hours French aircraft struck targets in the city of Raqqa. Yet the Obama Administration continues to insist its strategy to deal with ISIS is working, that ISIS is contained, and complained about bipartisan efforts in Congress to ensure terrorists do not sneak into the United States alongside genuine Syrian refugees. Sadly, the rise of ISIS and its bloody terrorist insurgence is another example of the consequences of America shrinking from the global stage. The list of consequences when America leads from behind is long and growing. The United States receding from the fight against terrorism is not the only effect of this misguided foreign policy principle. As a result of American withdrawal, Iraq has plunged back into violence and chaos. Syrians and Iraqis are fighting to reclaim territory from ISIS, yet we are reluctant to provide anything more than small arms and ammunition. This includes a costly program to train Syrian rebels in their opposition to President Bashar al-Assad. The program was scrapped after it produced only a handful of trained rebels. When fighting in Syria intensified a few years ago and pressure for an international response grew, the President set a red line in Syria. He declared the use of chemical weapons to be unacceptable and that there would be enormous consequences for Assad if used. Since then, the Assad regime has used chemical weapons on multiple occasions with no consequences. Leadership was promised from the White House and was never delivered. On December 18th my tax bills aimed at relieving the tax burden, preventing political targeting, and fighting tax fraud were signed into law- an important first step forward in my efforts. These legislative victories for taxpayers were included in the tax extenders package, known as the Protecting Americans from Tax Hikes (PATH) Act. The PATH Act permanently extends several major provisions to the tax code, providing stability for businesses and individuals, and most importantly opening the door to economic growth in 2016. Previously, these measures had to be extended on a short-term basis by Congress, creating uncertainty every year. The PATH Act will prevent tax increases, grow our economy, and help American taxpayers keep more of their hard-earned dollars. Two important extenders that were made permanent include the R&D (research and development) tax credit and small business expensing. In addition, the PATH Act included a bill I introduced with my colleagues from the Bipartisan Working Group - the Information Reporting Simplification Act. This bipartisan, common sense legislation relieves unnecessary tax compliance burdens by providing a safe harbor eliminating the need to correct minor errors on tax forms that have de minimis impact on the tax liability outcome. This ambiguity has resulted in individuals with disabilities facing frequent and unacceptable barriers to Internet access and ICT. One of the most important roles of Congress is to pass a budget (a guide to spending of the government) and then to pass appropriation bills, which authorize spending levels. The House passed a budget in 2015 and actually passed 7 out of 12 appropriations bills. The remaining 5 bills were passed out of the Appropriations Committee, but never made it to the House floor. When the Senate failed to act on any of the appropriations bills, we had to authorize spending under a Continuing Resolution (CR). A CR takes the power of the purse away from Congress and gives the President authority to spend taxpayer dollars on virtually anything he wants, up to a specific spending cap, without Congressional input. After several short-term extensions, we were faced with two options: a spending Omnibus that included many key conservative funding and legislative priorities or a long-term CR. Those were the only two options. Both were less than ideal options and quite frankly a CR is not even envisioned by the Constitution. So as your Representative, I had two choices: the Omnibus or a CR. It's important to note, the Omnibus is not new spending. The bill is actual spending that will occur over the next nine months by the federal government. All we are talking about is how it is authorized. I never judge a book by its cover. True, the Omnibus was made up of about 2,000 pages. However, it is not a new bill that, as some critics have said, was entirely negotiated behind closed doors. Despite a divided government and a broken partisan culture, Congress came together on several key issues ranging from healthcare and education to national security. As someone with years of experience in the healthcare industry, a significant healthcare issue the House addressed this year concerns Medicares physician reimbursement. The 1997 Balanced Budget Act included a provision linking Medicare physicians reimbursement increases to a Sustainable Growth Rate (SGR), which used overall economic growth to determine Medicares budget. When healthcare inflation began exceeding overall inflation, physicians were underpaid for services rendered, posing a significant risk that they would turn away Medicare patients. Previous Congresses habitually passed short-term legislation to prevent cuts to physician compensation and to encourage them to accept Medicare patients. This Congress did away with the SGR under the Medicare Access and CHIP Reauthorization Act of 2015, and added provisions to improve the efficiency of healthcare provided to Medicare patients, which would also decrease costs. In addition to addressing healthcare issues, this Congress has also made significant reforms to education policy. The federal government passed, and signed into law, Every Student Succeeds Act (ESEA). ESEA is an improvement to the No Child Left Behind Law, eliminating its federal overreach with a common sense reform that returns education policy back to state and local jurisdiction. This bill also contains a commitment to advancing a Miscellaneous Tariff Bill process. I am confident we can solve this issue in a way that is consistent with House rules. Providing relief to American manufacturers who import materials that have no domestic supply will allow them to remain competitive, and I intend to work on this issue until we find a solution. I appreciate the hard work of House Ways and Means Chairman Kevin Brady (R-TX), Senate Finance Chairman Orrin Hatch (R-UT), and the other members of this conference committee as we send this bill to the presidents desk.
