Carbon dioxide removal (CDR) addresses climate change by reducing planet-warming carbon emissions. Marine carbon dioxide removal (mCDR) can enhance the ocean’s role in drawing down atmospheric carbon dioxide through natural and technological strategies. The Removing and Sequestering Carbon Unleashed in the Environment and Oceans Act (ReSCUE Oceans Act) would help establish the United States as a leader in the emerging mCDR field by investing in research, creating environmental and community safeguards, and strengthening coordination between relevant federal agencies. “The climate crisis is here and we must use every possible tool to limit global warming and climate destruction,” said Congresswoman Bonamici. “Marine carbon dioxide removal is a promising strategy that leverages the ocean’s role as a natural carbon sink to sequester emissions from the atmosphere, but mCDR research and development in the U.S. has been hampered by a lack of consistent federal funding and guidance. We need more research about mCDR as a climate solution, and this bill would provide a roadmap to understand how to safely deploy it. I’m pleased to join my bipartisan colleagues in leading this legislation to spur innovation and growth in mCDR.” “Carbon dioxide removal (CDR) is an essential tool in the fight against the climate crisis, in addition to being a driver of American innovation,” said Senator Schatz. “Our bill will encourage research into marine CDR to ensure it’s safe, effective, benefits coastal communities, and protects ecosystems.” “Scientists have made it clear — we need to explore every innovative tool available to address the climate crisis, and that includes marine carbon dioxide removal,” saidCongressman Tonko. “As we experience record-br… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:07:19Z |

Senator Ron Wyden (D-OR) introduced the companion legislation in the Senate. Furse represented Oregon’s First Congressional District for three terms from 1993-1999 and established her legacy as a champion for human and tribal rights and social justice. The post office at 125 South 1st Avenue in Hillsboro, located in the district Furse served, will be designated as the Elizabeth Furse Post Office Building. “Elizabeth Furse devoted her life to serving others and she made a lasting difference for Hillsboro and NW Oregon,” said Congresswoman Suzanne Bonamici. “I will forever be grateful for her mentorship and friendship, and I am delighted that this post office near the home where she spent her final years will bear her name and inspire all those who visit it. Let us honor her memory by renewing our efforts to better the lives of those around us.” “My friend Elizabeth Furse devoted her life as a public servant to helping Tribal communities, strengthening women’s health care and improving the lives of vulnerable people in Oregon and throughout our country,” Wyden said. “I’m glad she will be honored in the district she served so faithfully with a permanent recognition in this Hillsboro post office. This well-deserved tribute both celebrates her ongoing legacy in our state, and inspires future Oregonians with the example she set in public life.” Furse was the first woman elected to represent Oregon’s First District and helped secure funding to expand TriMet’s MAX Blue Line into Hillsboro. She was a key figure in working to restore federal recognition for the Confederated Tribes of the Grand Ronde. Furse also served as Director of the Oregon Peace Institute and founded both the Institute for Tribal Government at Portland State University and nonprofit Cle… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:07:19Z |

I am relieved that we were able to avoid a shutdown and pass a bare minimum extension of the Farm Bill. At the same time, I am deeply disappointed in Speaker Johnson’s failure to pass a bipartisan deal that would have responsibly funded the government while addressing several top priorities for the American people – from prescription drug reform to addiction treatment. Instead, Speaker Johnson chose to torpedo that bipartisan agreement and send us spiraling toward a shutdown – simply because the richest man in the world told him to do it. That is not how any leader in a democracy should govern, and it shows that Republicans would rather do the bidding of their wealthy donors instead of working for the people who elected them. As the Majority Party, Republicans need to get serious and work with Democrats to pass truly bipartisan solutions when we return in January. We were sent here to do right by our constituents, not cater to the whims of billionaires. I will always put the people of Oregon’s Sixth District first, and I will work with anyone – Republican or Democrat – who shares my commitment to bringing down costs and making life better for Oregonians.” ### | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:07:19Z |

The bill is the House companion to U.S. Senator Jeff Merkley’s (D-OR) legislation in the Senate. The legislation would amend the Commodity Exchange Act—a law that regulates the trading of commodities and futures in the U.S.—to prohibit political election wagering of any kind. “Elections betting sets a dangerous precedent, incentivizing bad actors to try and influence or interfere with our elections systems. We cannot play roulette with our democracy by allowing this kind of wagering without a thorough accounting of the potential consequences,” said Rep. Salinas. “That is why I am proud to introduce legislation with Congressman Raskin and Senator Merkley that would ban individuals from gambling on our elections. I will also continue working to provide more federal resources for gambling addiction treatment and research. While sports betting and online gambling have become permanent forms of American entertainment, we must acknowledge and help mitigate the harm caused by related addictions.” “With distrust in our electoral system at an all-time high, we must crack down on gambling in all U.S. elections,” said Rep. Raskin. “Our democracy demands reliable and transparent processes to cast ballots and tally results, not a horserace clouded by gambling odds and bets placed. I am proud to go all-in with Congresswoman Salinas and Senator Merkley in calling on Congress to ante up and pass this commonsense legislation.” “Betting on elections degrades them from an investment in leadership to a profit-maximizing game,” said Sen. Merkley. “In addition, this practice is corrupt since those betting can influence the outcome by funding late-cycle smear campaigns. It’s like betting on a baseball game when you control the umpire. It’s a great step forward to have House leaders like Rep. Raskin and Congresswoman Salinas take on this fight.” "Gambling on… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:07:19Z |

Earl Blumenauer (OR-03), Val Hoyle (OR-04), and Andrea Salinas (OR-6), and Oregon Sens. Ron Wyden and Jeff Merkley, urged the Federal Emergency Management Agency (FEMA) to pause implementation of planned changes to the National Flood Insurance Program (NFIP). FEMA’s planned changes to NFIP are intended to bring the flood insurance program into compliance with the Endangered Species Act. This process was triggered by the NOAA National Marine Fisheries Services’ (NMFS) 2016 Biological Opinion (BiOp), which recommended restricting floodplain development to protect threatened salmon and steelhead species through its Reasonable and Prudent Alternative (RPA). The request by the lawmakers to delay the implementation follows many conversations with elected leaders, local planners, housing developers, and floodplain managers from across the state who have raised alarms about their lack of ability to comply with the policy because they do not have the time, resources, or technical assistance to successfully implement the changes -especially within the timeline provided by FEMA. “We want to be clear: our concerns with the implementation do not arise from any hesitation about pursuing ambitious, comprehensive policies to protect critical habitat for endangered species,” the members of the Oregon delegation wrote. “It is the role of government to craft and implement responsible policy that follows the science, but it’s also important to fully resource the changes that must be made.” The full text of the letter can be found here and below: Dear Administrator Criswell, We write with significant concerns about the Federal Emergency Management Agency’s (FEMA’s) planned changes to the National Flood Insurance Program (NFIP) that FEMA is now beginning to implement in Oregon. The Federal Public Defense Commission would function independently from the Administrative Office of U.S. Courts and oversee federal public defense programs, including the federal defender system and private appointed counsel. This new commission would streamline funding, organization, and leadership of the federal public defender system. Last year, structural issues within this system almost resulted in a nearly 10% workforce cut for federal public defenders before Congress stepped in to address the cuts. Judicial Conference committees have twice concluded that the federal public defense system needs increased independence in order to properly implement the right to counsel as guaranteed by the U.S. Constitution. “As a former public defender, I know just how essential this workforce is to our judicial system and our nation’s democratic values. But structural flaws within the federal public defender system threaten the right to receive fair and equal treatment under the Constitution,” said Senator Welch. “Our bicameral, bipartisan bill will safeguard our public defender workforce to ensure that everyone who walks into a courtroom–whether you’re rich or poor–gets the same quality of legal representation.” “Federal public defenders play an essential role in our criminal justice system, fulfilling the constitutional right to representation for indigent defendants,” said Representative Bonamici. “It is past time to create a Federal Public Defense Commission that will provide high-quality criminal defense services to qualified persons across the country, and establish standards, staffing … | 1 | 2026-03-30T01:40:41Z | 2026-04-07T22:13:55Z |

Earlier this year, Congresswoman Salinas secured $500,000 in community project funding for the same project. “I am excited to announce new federal funding for the Confederated Tribes of Grand Ronde in my district,” said Rep. Salinas. “All Oregonians are feeling the effects of climate change, particularly those living in rural and Tribal communities with limited access to housing and services. This resilience center will provide a safe, warm place to shelter during extreme weather and ensure continued access to health, education, and other key services for the Grand Ronde Community. I will continue working with my colleagues to secure critical investments like this one for Oregon’s Sixth District.” “The problems created by the ongoing climate crisis overlap with many issues already threatening Oregonians such as housing and access to essential medical services,” said Sen. Wyden. “This investment for The Confederated Tribes of Grand Ronde in both community services and housing for Tribal members is a great example of what I fought for in the Inflation Reduction Act. We need more comprehensive solutions like this, and I will continue to fight for more resources to advance similar projects in Oregon and across the nation. ” “This funding builds on years of work to address the need for a local gathering space in the Grand Ronde community,” said Sen. Merkley. “The Grand Ronde’s new Resident and Recreation Center will be transformative, serving as a place where they can connect, celebrate their culture, and access resources that strengthen their resilience and well-being for generations to come.” The $20 million federal investment is through the Environmental Protection Agency’s Environ… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T22:13:55Z |

The 12 states along US Highway 20 account for about 62 percent of all 3,516 Medal of Honor awards presented since the Civil War. The Medal of Honor is the nation’s highest military award for valor, presented by the President in Congress’ name. This section of U.S. Route 20 will honor 29 Medal of Honor recipients connected with Oregon who acted with “conspicuous gallantry and intrepidity above and beyond the call of duty at the risk of his life” during combat with an enemy of the United States thus receiving our nation’s highest award for military valor during 8 wars over a 108-year period. I was honored to support this effort and am even more gratified to have my House colleague’s support to pass it in the House this week. I would also like to mention a Central Oregon Veteran, Dick Tobiason, who set out on a mission 11 years ago to name Highway 20 in honor of our Medal of Honor Veterans. Tobiason is the chairman of the Bend Heroes Foundation, which he founded in 2010 with his son. Bend Heroes Foundation has been coordinating the designation of 11 more state Medal of Highways and has led the charge in getting U.S. Route 20 designated in Congress. Dick Tobiason has made it his life’s work to ensure that Veterans and their families get the recognition they deserve. His lifetime of service and dedication to the Oregon Veteran community have been instrumental in bringing this recognition to fruition. I salute his efforts, his tenacity, and his relentless advocacy on behalf of Oregon Veterans and their families. The funding is included in the Water Resources Development Act of 2024. The combined $60 million will support the Beaverton North Transmission Line Intertie Project and Willamette Water Supply System Improvement (WWSS) Project. Both projects will make water supply systems in Washington County more seismically resilient and will include the construction of a new water transmission main in Beaverton, a water treatment plant near the city of Sherwood, and a concrete water reservoir on Cooper Mountain. Bonamici previously secured $3 million in Community Project Funding for the WWSS project. “Reliable water infrastructure is critical to the wellbeing of communities,” said Congresswoman Suzanne Bonamici. “I’m grateful that Washington County will receive the funding I advocated for to update and upgrade water systems, help the systems withstand an earthquake, and support daily life.” The legislation also includes provisions recommended by Bonamici to support small ports, the Lower Columbia River, and safe dredging in the Columbia River Channel. It also authorizes two Army Corps of Engineers projects to assess the efficacy and cost effectiveness of using green infrastructure, bioswales, and other stormwater management practices to capture and prevent microplastic pollution in waterways, including ports, shorelines, and riverbanks. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T22:13:55Z |

"The Governor’s letter is a classic example of crying wolf. She should answer these questions: How many millions of acres in size is this monument she supports? What is the purpose of this monument? How many additional thousands of visitors from the immediately adjacent Boise Valley, home of about 900,000, would be attracted to this fragile area by a Monument designation? What are these “devastating consequences” she references? Why does she want to obstruct and stop the transfer of a cultural icon (Castle Rock) and 23,000 acres of grazing land to the Burns Paiute Tribe? Why does she falsely say that there is “broad support” for this monument from “local interests” when 90% of the voters in the county in which it would be located voted against such a designation? Why does she object to land management that will actually improve the condition of this land while protecting the people (including the tribes) who have lived on it for generations? And finally, why is she talking about impending “devastation” when she, of all people, knows that it takes literally decades to do anything in Oregon, including on federal land, that requires a permit?" Congressman Bentz added,"I have been on a first name basis with now Governor Kotek for 17 years. She has my cell phone number. She knows I have lived in Malheur County for much of my life. Yet not a peep from her since she became Governor. No effort by her or by her staff to inquire regarding the locally based efforts to find agreement regarding management of the Owyhee that we have been working on for at least seven years. Drought and federal regulations are combining to create winners and losers in the allocation of water. Nowhere is this more evident than in Central Oregon. Water once used in productive and important crops is being taken and placed into streams for frogs and fish, with no regard for the damage done to those from whom the water is being take,”said Chairman Bentz. "I was extremely pleased, as the Chair of the Sub-Committee on Water, Wildlife, and Fisheries, to bring the committee to Central Oregon for a hearing on these important issues. I want to thank Congresswoman Lori-Chavez-DeRemer for hosting this hearing in her Congressional District. This gave us the chance to hear how the locally driven, cooperative efforts happening there were working. The two clear messages from the witness’s testimony were that we need to better protect our watersheds from fire and our farmers and ranchers from being ruined by the implementation of the endangered species act. The witnesses’ testimony was helpful, and we will return to Washington better prepared to draft legislation addressing these issues." | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:57:20Z |

In coastal areas mangroves, tidal marshes, seagrasses, and kelp forests serve as habitat for marine wildlife and can help protect coastal communities from flooding and storms. Importantly, they also help remove and store climate-warming carbon dioxide from the atmosphere for centuries to millennia. The bipartisan Coastal Restoration Act will tap into the power of these coastal ecosystems by expanding conservation efforts and establishing a federal interagency blue carbon research initiative. "Ocean and coastal ecosystems have immense potential to address the climate crisis,” said Congresswoman Suzanne Bonamici. "Unfortunately, the health of these blue carbon ecosystems is under threat from ocean acidification and sea level rise driven by global warming. The bipartisan Coastal Restoration Act will help monitor, protect, and restore coastal blue carbon ecosystems and strengthen research on this natural climate solution." “Protecting, restoring and strengthening our coastal ecosystems to bolster resilience is key to mitigating the impacts of flooding and other extreme weather events on coastal communities,” said Rep. Don Beyer. “Our legislation will facilitate research and restoration efforts to help us better understand and preserve these critical ecosystems while also fostering collaboration among local, state, federal, and Tribal governments and international partners. I thank my colleague Congresswoman Suzanne Bonamici for her leadership on this issue so we can protect our coasts for generations to come.” The Coastal Restoration Act will create a national map and inventory of coastal blue carbon ecosystems and their sequestration potential, coordinate research and restoration efforts across the country, and improve data collection and sharing among local, state, federal, and Tribal governments and international partners to advance conservation of… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:57:20Z |

The Connections to Health Infrastructure and Emergency Recovery Services (CHIERS) Act is inspired by the former long-running van service provided by the health and housing nonprofit Central City Concern that transported people in need to a sobering center in Portland, Oregon. The legislation would create a grant program to improve access to or expand services that provide transportation to connect people with sobering centers, behavioral health supports and supportive services including outpatient health services, case management, and mental health services. “People who are intoxicated or in danger of overdosing need a safe way to access care,” said Congresswoman Suzanne Bonamici. “Lack of transportation shouldn’t be a barrier to getting help. Central City Concern’s CHIERS van helped many people reach sobering centers in Portland. This bipartisan legislation will build on that model to create new transportation programs in Oregon and across the country.” “Everyone deserves a second chance,” said Rep. Bacon. “The CHIERS Act will improve access to developing services that provide individuals with transportation to and from substance use disorder treatments or support services. This program will help thousands of citizens get the help they need.” “Rural communities throughout the Central Valley have been impacted by the devastating effects of the opioid crisis,” said Congressman Valadao. “Those seeking treatment and services often face long travel times and high transportation costs to access the resources they need. The report was requested by the House Committee on Education and the Workforce Ranking Member Robert C. "Bobby” Scott (VA-03) and Early Childhood, Elementary, and Secondary Education Subcommittee Ranking Member Suzanne Bonamici (OR-01). The report shows that disabled people experienced domestic violence at over five times the rate of those without disabilities from 2017 to 2022. The rates were higher among those with cognitive disabilities, women, and certain racial and ethnic groups. Local domestic violence centers, despite their efforts to improve accessibility, face ongoing challenges such finding interpreters for deaf survivors and obtaining specialized knowledge to assist diverse needs. “The GAO report highlights a critical gap in our domestic violence services for individuals with disabilities. Importantly, we must invest in the collection of crucial data to understand the needs of survivors with disabilities, but also must ensure this information leads to meaningful improvements,” said Ranking Member Scott. “We must guarantee that our systems are not only adequately funded but also effectively implemented, so survivors – regardless of their abilities - receive the support they need.” “Too many people with disabilities experience abuse at the hands of an intimate partner or family member. We have a responsibility to help them, and this report shows there is more we must do so survivors can more easily access support at domestic violence centers. I’ll keep working to help survivors with disabilities connect with services tailored to their needs,” said Rep. Bonamici. Furse represented Oregon’s First Congressional District for three terms from 1993-1999 and established her legacy as a champion for human rights and social justice. The post office at 125 South 1st Avenue in Hillsboro, located in the district Furse served, would be designated as the Elizabeth Furse Post Office Building. “Elizabeth Furse dedicated her life to service, enriching the lives of people in NW Oregon by advocating for equal rights, tribal sovereignty, peace, and more,” said Congresswoman Suzanne Bonamici. “I was fortunate to call Elizabeth a mentor and friend, and I am honored to introduce this legislation to recognize her trailblazing contributions to NW Oregon by naming a post office after her so people will be inspired by her example for years to come.” Furse was the first woman elected to represent Oregon’s First District and helped secure funding to expand TriMet’s MAX Blue Line into Hillsboro. She was a key figure in the restoration of federal recognition for the Confederated Tribes of the Grand Ronde. Furse also served as Director of the Oregon Peace Institute and founded both the Institute for Tribal Government at Portland State University and nonprofit Clean Water Columbia. The Substance Use Disorder Treatment and Recovery (STAR) Plus Scholarship Act would create a new scholarship program for students pursuing a degree in the mental health, behavioral health, or substance use disorder treatment professions. “Many Americans aren’t getting treatment for mental health and substance use disorders, simply because they can’t find a provider who looks like them, understands their culture, or speaks their language. Unfortunately, the high cost of a behavioral health degree often prevents students from diverse backgrounds from pursuing these professions in the first place,” said Rep. Salinas. “Our bipartisan bill would address that problem by creating a new scholarship program for mental and behavioral health students, prioritizing those from underrepresented groups. This legislation would help break down barriers to entry in the field and build a diverse and thriving workforce that can meet the needs of our communities." "The mental health and substance use epidemic is the public health emergency of our lifetime. By creating a scholarship program for mental and behavioral health students, we will take a huge financial burden off of them and boost the number of quality providers who can care for those struggling,” said Rep. Molinaro. In 2023, one in five adults – or about 50 million Americans – struggled with mental illness, the majority of whom received no treatment. Meanwhile, 15% of Americans reported suffering from a substance use disorder, and 93% received no treatment. While the prevalence of mental and behavioral health problems is growing, there are simply not enough providers to meet demand, especially for those living in rural areas or people seeking a provider who looks like them or speaks their primary language. However, a significant barrier to entry for mental and behavioral health providers is t… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:43:57Z |

To achieve this success, a proposal must be crafted without needlessly controversial poison pills,” write the members. The members emphasized that the current Farm Bill draft, which passed out of the House Agriculture Committee in May, does not have a realistic chance of becoming law. They stressed the need for Republican leadership to set aside party politics and work with Democrats to craft a truly bipartisan bill. “The signatories of this letter are committed to redoubling our efforts to pass an updated Farm Bill that actually has a path to becoming law before the end of this Congress. We ask that you, as congressional and Agriculture Committee leadership, set aside differences and make the same commitment.” The members continue: “Kicking the can down the road is no longer acceptable. America’s farmers and families are relying on us to do our jobs now, not later.” Read the full letter below or click here. The U.S. Department of Transportation (DOT) is awarding the City of Portland $9.6 million from the Bipartisan Infrastructure Law to make essential safety improvements on a seven-mile segment of 82nd Avenue. “Whether Oregonians are walking, biking, or driving, they deserve safe streets in their neighborhoods to get where they need to go,” said Merkley. “Congressman Blumenauer has been unwavering in his mission to improve 82nd Avenue and the lives of many families and communities of color who call neighborhoods along this busy corridor in Portland home. I will keep working alongside him and the Oregon delegation to deliver federal funding for safety improvement efforts like this that will help reduce crashes and save lives.” “Portlanders living and working on and around 82nd Avenue must be able to count on safe travel along this major transportation artery,” Wyden said. “I’m glad the teamwork with the metro delegation led by Congressman Blumenauer has generated these additional federal funds to improve quality of life and traffic safety on Portland’s east side.” “This is another solid accomplishment for our vision to redefine 82nd Avenue from an eye sore to an icon,” said Blumenauer. “This investment will make it safer and more efficient, and unlock development opportunities while improving wealth for the surrounding community. It is a remarkable success already, and a testament to our strategy of relentlessly looking for opportunities that propel our city forward. Money well spent.” “Making 82nd Avenue safer will save lives, improve accessibility, and strengthen the surrounding community,” said Bonamici. “I’m grateful for this sizeable investment to improve a dangerous corridor, making it more workable for all users, including pedestrians. Already, this legislation has helped spur immense private investment in our nation’s industrial capacity and secure our future economic competitiveness. Industrial incentives alone, however, are not enough,” writes Salinas. “The CHIPS and Science Act put forth a bold vision for an innovation ecosystem that underlies our economic strength. Congress must follow through with this vision and fully fund the R&D and economic development provisions in the legislation to truly support our innovation economy from lab to market.” The CHIPS and Science Act created the Tech Hubs program to strengthen U.S. economic and national security with investments in the technologies and industries of the future. Last year, the EDA designated 31 Tech Hubs across the country, including two in Oregon. The Corvallis Microfluidics (CorMic) Tech Hub focuses on microfluidics technology that helps cool computer chips, which in turn can help advance critical sectors like biotechnology, clean energy, and advanced manufacturing. The Pacific Northwest Mass Timber Tech Hub is working to advance the role of mass timber as a viable and sustainable construction material. However, Congress has failed to provide sufficient appropriations to fully support these and other EDA-designated Tech Hubs. “Even though it is authorized at $2 billion per year, the Tech Hubs program received only $500 million in Fiscal Year 2023. Congress followed suit by appropriating a meager $41 million in FY24, and legislation recently advanced by the House Appropriations Committee would maintain that level in FY25,” continues Salinas. “Strong, ongoing funding is needed for Te… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:36:13Z |

Ron Wyden and Jeff Merkley along with U.S. Reps. Suzanne Bonamici, Val Hoyle and Andrea Salinas today urged top federal officials to visit Oregon this month so the state can showcase the jobs and investment generated by the CHIPS and Science Act as the landmark legislation marks its second anniversary. “In keeping with our excitement about Oregon’s thriving semiconductor industry and its potential, we respectfully invite you to join us in Oregon on a mutually agreeable date to celebrate the second anniversary of the passage of the CHIPS and Science Act and to convene diverse, innovative, and engaged leaders from across the Silicon Forest,” the Oregon lawmakers wrote in a letter to Commerce Secretary Gina Raimondo and National Institute of Standards and TechnologyDirector Laurie Locascio. “We stand ready to welcome you to our state, celebrate the progress made in the past two years, and share our vision for the future of Oregon’s semiconductor industry.” In their letter on the eve of the Aug. 9, 2022 anniversary of President Biden signing the CHIPS and Science Act, the lawmakers thanked Raimondo for visiting Oregon’s Silicon Forest last year. Wyden, Merkley, Bonamici, Hoyle and Salinas highlighted that Oregon’s semiconductor industry employs roughly 33,000 people and is the state’s largest manufacturing sector. They also cited multiple historic investments over just the past two years in Oregon's thriving semiconductor industry from the historic federal legislation along with significant investments by the state. “Intel recently doubled down on its commitment to Oregon by expanding and modernizing its fabs at the Gordon Moore Park campus at Ronler Acres in Hillsboro with a $36 billion investment, supported by $8.5 billion in federal CHIPS incentives and the investment tax credit for domestic manufacturing of semiconductors,” they wrote. “Microchip Technologies has also agreed to a $72 million PMT (preliminary memoranda of terms)to increase its production of specialty semiconductors… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:36:13Z |

The lawmakers also strongly support the Governor’s additional requests for the U.S. Department of Agriculture (USDA) to open up more federal resources targeted to support impacted agricultural communities throughout the state. “As climate chaos continues to worsen – turning fire seasons into fire years that see millions of acres scorched and countless lives forever changed – we must make sure communities can access the federal resources they need to equitably recover from these increasingly devastating fires,” wrote the lawmakers. Oregon’s wildfire season has already decimated communities throughout Eastern Oregon, as the state deals with five confirmed “megafires” – the Durkee, Cow Valley, Falls, Lone Rock, and Monkey Creek fires – that have all started in July alone. With approximately 112 fires currently burning across Oregon that have scorched over 1.2 million acres, it is imperative that the USDA continues to build upon the partnerships, collaboration, and respect between the agency fire crews, community leaders, as well as staff and volunteers, as this fire season progresses. “However, as thick smoke blankets communities and creates hazardous conditions for thousands, our first responders brave these perils and continue to protect and serve their communities,” continued the lawmakers. “Their tireless work battling these fires has helped save countless lives. Moreover, Rangeland Fire Protection Associations (RFPAs) have displayed commendable efforts during this trying time – helping protect their neighbors’ lives and livelihoods to the risk of their own.” The Oregon delegation is pushing to … | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:36:13Z |

The Streamlining Income-driven, Manageable Payments on Loans for Education (SIMPLE) Act would automatically enroll struggling borrowers in income-driven repayment (IDR) plans to make repayment more affordable. IDR has been proven to help student loan borrowers avoid default and delinquency because it provides plans that better match their financial ability, but current administrative hurdles can discourage borrowers from enrolling. The SIMPLE Act streamlines the process by removing unnecessary paperwork requirements and using existing taxpayer information at the Department of Education and U.S. Treasury to automatically connect borrowers with protections. “Education is a good investment, but too many borrowers experience long-term financial hardship because of an overly complicated student loan system that limits access to the best repayment plan available to them,” said Congresswoman Suzanne Bonamici. “We’ve made significant progress toward fixing our broken student loan system during the Biden-Harris administration, but we must do more to support struggling borrowers. The SIMPLE Act helps borrowers access affordable repayment plans that reduce their risk of experiencing the devastating consequences of default.” Student loan default can lead to wage garnishment and the withholding of tax refunds and Social Security benefits. It also can harm credit ratings, making it difficult for borrowers to purchase a car or a home. These consequences disproportionately affect low-income borrowers and borrowers with up to $10,000 in debt and no degree, who are most vulnerable to default. “Problems arise for many student loan borrowers not due to an inability or unwillingness to pay, but rather due to needless complexity within the system. Many are simply unaware of generous income-driven repayment plans that can lower their monthly payments. The SIMPLE Act woul… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:24:45Z |

Oregon is among 25 selected applications to receive $4.3 billion in funding to implement community-driven solutions that tackle the climate crisis, reduce air pollution, advance environmental justice, and accelerate America’s clean energy transition. Oregon’s Climate Equity and Resilience Through Action grant will work to reduce greenhouse gas emissions from multiple sectors through programs such as a) heavy-duty and light-duty electric vehicles and charging rebates, b) incentives for building decarbonization and smart development, c) programs to reduce food waste, and d) programs to reduce methane from landfills. Together these activities align with the state’s goals of creating sustainable and transformative approaches to tackling the climate crisis. “Every community is feeling the impacts of climate change, from heat waves and drought conditions to increased wildfire smoke and severe winter storms. We must act collaboratively to reduce carbon emissions and to address the adverse impacts on people’s health and our economic prosperity,” said EPA Regional Administrator Casey Sixkiller. “Through the Biden Administration’s Inflation Reduction Act, EPA is partnering with states and local communities to make the largest investments ever in green buildings, clean energy transportation, and climate justice, and the Pacific Northwest continues to lead the way.” “Reducing greenhouse gas (GHG) emissions is a critical strategy to mitigate the impacts of climate change,” said Oregon Governor Tina Kotek. “When I was Speaker of the House, I fought for ambitious GHG reduction goals. This investment is not only an affirmation of Oregon’s collective efforts to combat climate change, but a significant downpayment on our ability to meet our reduction goals with a statewide approach. Johnson, U.S. Senator Ron Wyden, D-Ore., and U.S. Representative Suzanne Bonamici, D-Ore., said today they are leading colleagues in urging the Biden administration to advance evidence-based solutions to help people experiencing homelessness in Oregon and nationwide. The lawmakers wrote President Biden, “Punishing unhoused individuals for sleeping outside when there are no adequate shelter or housing options does not solve homelessness or address its causes. It is cruel and cynical to impose penalties on people who may be facing real, human challenges like unaffordable rent, financial emergencies, or health and mental health challenges.” Homelessness increased by 23 percent in 2023 nationwide – and increased even more devastatingly in Oregon — due to the lack of affordable housing, the lack of health care resources, and an end to effective pandemic relief measures like rent assistance, among other challenges. Criminalization also disproportionately harms Black, Indigenous and Hispanic communities, worsening disparities in homelessness and incarceration that they already experience. Punishing people for existing while unhoused, while no shelter or housing options exist, is demonstrated to worsen homelessness and can cost more than providing housing. The lawmakers wrote,“The solution to ending homelessness is more affordable housing, which is most effective when combined with individualized and voluntary supportive services. Placing housing at the center of solutions to homelessness, as well as expanding programs like alternative crisis response, reentry services, and workforce development, is essential to creating realistic policies to tackle homelessness rather than prolong homelessness.” In addition to Wyden and Bonamici, the letter is signed by: Senators Cory Booker (D-N.J.), Edward J. Markey (D-Mass.), Jeff Merkley (D-Ore.), Bernie Sanders (I-Vt.), Chris Murphy (D-Conn.), Mazie Hirono (D-Hawai’i), … | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:24:45Z |

The Committee advanced the provisions as amendments to the NASA Reauthorization Act of 2024. They follow a recent Northwest Interagency Coordination Center briefing on the upcoming wildfire season Bonamici attended. “Each year, longer and more intense wildfire seasons present risks to lives, homes, and our way of life in the Pacific Northwest and across the country,” Bonamici said in her remarks. “…There is no single solution to address the wildfire crisis, but NASA’s unique technology capabilities and scientific expertise make it a natural leader to support more effective use of science, data, and technology in wildfire mitigation and management.” One amendment would direct NASA to incorporate recommendations from the National Wildland Fire Mitigation and Management Commission’s comprehensive report, which provides a suite of policy recommendations to address nearly every facet of the wildfire crisis, including mitigation, management, and post-fire rehabilitation and recovery. Oregon State Fire Marshal Mariana Ruiz-Temple was a contributing member of the report. “I cannot stress enough the critical role that science, data, and technology play in our fight against the wildfire crisis,” said Oregon State Fire Marshal Marian Ruiz-Temple. “The recommendations from the Wildland Fire Mitigation and Management Commission report are not just guidelines; they are essential tools that help us better understand fire behavior, enhance our predictive capabilities, and improve our response strategies. By using the latest advancements and insights, we can protect our communities more effectively, ensure firefighter safety, and make informed decisions that will save lives and meet the challenges wildfire poses to our state.” The other amendment would strengthen the ongoing work at NASA to enhance wildfire management through… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:24:45Z |

On a press call, DWC Vice Chair Teresa Leger Fernández (NM-03), DWC Policy Co-ChairKathy Manning (NC-06), andCEC Vice Chair Suzanne Bonamici (OR-01) explained the negative impacts of the Trump administration’s Title IX rule and how repealing the Biden administration’s rule would harm women, the LGBTQI+ community, and survivors of sexual assault. Members remarked on the harmful impacts of the Trump administration’s Title IX rules on students and survivors: DWC Vice Chair Teresa Leger Fernández (NM-03): “We have one woman who was sexually harassed when she was a freshman. She is presently a senior and has not received a resolution of her complaint. Another woman told us that she was sexually harassed, reported it, and that the trauma of going through the procedures that were laid out in the Trump rule were traumatizing in themselves.” DWC Policy Co-Chair Kathy Manning (NC-06): “Under Trump’s Title IX rule, survivors were forced to suffer in fear and students who were experiencing discrimination on campus felt they had no place to go.” CEC Vice Chair Suzanne Bonamici (OR-01): “Everybody should be safe and feel safe when they’re at school. At one point [on the Floor], I pointed out that so many students who are being either harassed or bullied don’t even report it because they just don’t feel safe.” Members asserted that Republicans’ passage of the CRA would harm women, the LGBTQI+ community, and survivors of sexual assault: DWC Policy Co-Chair Kathy Manning (NC-06): “For 50 years, Title IX has prohibited discrimination on the basis of sex, successfully advancing gender equality in schools and institutions of higher education. The ACEP-ALE program provides financial assistance for eligible entities to purchase land easements that prevent land from being converted to non-agricultural purposes. This helps preserve the long-term viability of our nation’s food supply, while also promoting climate-smart practices. The Inflation Reduction Act (IRA) allocated additional funding for the ACEP-ALE program. However, as currently constituted, Oregon and other western states are ineligible to receive this funding. “Since its inception, the guidance for IRA ACEP-ALE has limited its geographic scope to exclude Oregon and other western states from eligibility,” writes Salinas. “If NRCS were to open eligibility to new regions – in line with Congressional intent – there would follow significant climate and environmental benefits in addition to more equitable distribution of funding.” In her letter, Salinas emphasized that Oregon’s agricultural lands have significant carbon-sequestration potential. “Nor is there any reason to believe that Oregon landscapes are less productive as carbon sinks than the Great Plains region indicated, particularly in the Willamette Valley and other temperate and wet growing regions in the state,” continues Salinas. “The evidence for the carbon benefit from these strategies is strongly supported through research developed and conducted collaboratively by the state of Oregon and farmers, which demonstrates the potential carbon benefits of implementing these practices statewide.” Read the full letter below or click here. "It is an honor to be a part of a process that supports young leaders from Oregon’s Second Congressional District who exemplify leadership, academic excellence, character, and patriotism towards our country, said Bentz.” Oregon’s Second Congressional District office nomination process is unique. The office assembles a Selection Board composed of retired and active-duty military officers from the district community. These veterans and active-duty military officers interview each student who is seeking a nomination from the Congressman. The service academies recommend this approach to ensure transparency and fairness in congressional nominations. After conducting interviews, the Selection Board submits its recommendations to the Congressman for review and approval. To be eligible for appointment for the Class of 2029, an applicant must be: a U.S. citizen; a legal resident of the 2nd District; at least 17 but not more than 23 years of age on July 1, 2025; single; and have no dependents. It is encouraged that applicants contact the academy (or academies) of their choice to request a pre-candidate questionnaire, which is the first step in the Admission Office’s evaluation. The funding comes after Blumenauer brought U.S. Secretary of Transportation Pete Buttigieg to tour 82nd Avenue last summer. The grant will go toward the purchase of U.S.-built fuel-cell electric buses, as well necessary facility improvements to accommodate new electric vehicles and staff training. This builds on DOT’s award of $25 million to TriMet from its Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant program, which supports its goal of moving to a 100% zero-emissions bus fleet by 2040. “Portlanders and people across the region rely on 82nd Avenue for their lives and livelihoods,” said Congresswoman Suzanne Bonamici. “Transitioning to low-emission buses will make this corridor a healthier place and improve access to public transportation for the people who live and work there. I’m grateful to the Biden-Harris administration for this significant investment in TriMet’s 82nd Avenue Transit Project, which will strengthen and revitalize a neighborhood that has too often been left behind.” “Last year, Secretary Buttigieg saw first-hand the case for investment on 82nd Avenue. Today, the Biden-Harris Administration delivered,” said Congressman Earl Blumenauer. “The community has united behind a shared vision: transforming a once neglected area into a thriving corridor in a low-carbon, equitable fashion. This funding will make that a reality.” “A renewed and improved 82nd Avenue must include major federal investments just like this one that strengthen mass transit options using clean energy for Portlanders living and working on the east side,” Senator Ron Wyden said. “I’m gratified the Biden administration has again delivered big time for infrastructure that helps Oregonians who realize both the importance and necessity of mass transit.” “Zero-e… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:24:45Z |

The report found that college athletes face unique barriers to reporting sexual harassment and violence, highlighting the need for increased protection and support for student athletes. House Committee on Education and the Workforce Ranking Member Robert C. “Bobby” Scott (VA-03) and the Early Childhood, Elementary, and Secondary Education Subcommittee Ranking Member Suzanne Bonamici (OR-01) requested the report from GAO. “College athletes must overcome a myriad of barriers when pursuing their education and athletic career goals. This report serves as a reminder that those unique circumstances require equally unique support systems to protect against abuse and maintain a healthy sports culture,”said Scott.“Congress must work to ensure that all students on campus can pursue their educational goals in a safe and supportive environment. We must pass the Fair Play for Women Act to level the playing field in college sports, increase Title IX awareness, and hold institutions accountable. Together, we can create an environment where athletes have the support they need from their schools and coaches to advocate for themselves and their teammates.” “Every instance of sexual harassment and violence must be taken seriously,” said Bonamici. “It’s troubling that some student athletes don’t feel safe reporting sexual harassment and violence and that systemic barriers prevent them from receiving the help they need. Rep. Salinas will host a series of briefings in every county in her congressional district. The first briefing will take place on Thursday, June 20th in Clackamas County, with additional briefings planned throughout the summer. “The fentanyl crisis has gripped communities across Oregon and put a huge burden on law enforcement and behavioral health providers who were already stretched thin. Now that Measure 110 has been partially repealed, we can begin to enact pragmatic, evidence-based policies that will address the problem at hand,” said Rep. Salinas. “I have been working to stop the flow of fentanyl into our communities and provide law enforcement with the tools they need to keep us safe, while also expanding access to treatment and recovery services. With this listening tour, I look forward to gaining important insights from our police, local governments, and members of the recovery community about how we can move forward in a post-Measure 110 world and put an end to the addiction crisis once and for all.” In Congress, Rep. Salinas has supported several legislative proposals that would help law enforcement combat and prevent fentanyl from entering our communities. Rep. Salinas voted with Republicans and Democrats to pass the HALT Fentanyl Act, which would increase criminal penalties for fentanyl-related substances and help save lives. She also supports the Smart Border Protection Act, which would deploy additional personnel to our Southern Border and prevent these dangerous drugs from entering the United States. Beyond legislation, Rep. Salinas consistently meets with local law enforcement to discuss how Congress can better support their efforts to get fentanyl under control. The district includes all of Tillamook, Clatsop, and Columbia counties, and large portions of Washington and Multnomah counties. “Building an app inspires students to engage in creative thinking and problem solving,” said Congresswoman Suzanne Bonamici. “The Congressional App Challenge gives students a great opportunity to improve their technical abilities while addressing a need they see in their community. I look forward to viewing the app submissions and learning more about each project from creative student coders.” Students can compete in the Congressional App Challenge as individuals or in teams of up to four. Participants who are not residents or students in Oregon’s First Congressional District are allowed to submit an app to the Congresswoman’s office if they are part of a team where at least half of the students live in or attend school in the First District. The Congressional App Challenge is a competition for students to demonstrate their coding and computer science skills by creating and exhibiting a software application, or “app,” for mobile, tablet, or computer devices on a platform of their choice. The competition promotes STEAM education (science, technology, engineering, and math with arts and design). Students must submit their app by October 24, 2024, and provide a video demonstration uploaded to YouTube or Vimeo with an explanation of their app and what they learned through the competition process. A panel of local experts will select Oregon’s First Congressional District winner. Winning student coders from each participating congressional district will be acknowledged in a district awards ceremony and their apps will be featured on the House.gov website. This legislation would provide compensation for farmworkers who lose out on wages due to extreme weather, public health emergencies, and other disasters beyond their control. “As the daughter of a former farmworker, I am proud to introduce this bill to deliver much-needed disaster relief for the hardworking men and women who grow and harvest our food,” said Rep. Salinas. “Climate change is only getting worse, and unexpected disasters can strike at any time. Yet despite their critical importance to our food system and economy, America’s farmworkers currently do not receive direct federal support when they are forced to miss out on work and lose wages as a result. This legislation would finally right that wrong and ensure that, rain or shine, our farmworkers and their families can continue to pay the bills and put food on the table.” "When extreme weather occurs, farmworkers across the United States continue to help feed the nation. And yet, these essential workers and their families face great uncertainty when unexpected disasters cause them to lose work and income. In my congressional district, after severe flooding in early 2023, hundreds of farmworkers in the Pajaro community faced displacement and lost wages. They and all farmworkers deserve better. That's why I'm proud to be co-leading the Disaster Relief for Farm Workers Act with Rep. Salinas and Sens. Padilla and Bennet. Our bill ensures America's indispensable farmworkers can receive disaster relief funding they need and have earned," said Rep. Lofgren. “Agriculture is the backbone of Colorado's economy and central to our Western way of life, but as climate-fueled disasters become increasingly common, our state’s farm workers are paying the price,” said … | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:11:47Z |

As we continue to face an unprecedented surge in crossings, it is imperative that we take swift action to put an end to the border crisis. Today’s executive order is a step in the right direction that will help bring us closer to that goal. Going forward, we need policies that will increase our investment in smart border security, streamline our immigration courts, and deliver certainty for the millions of immigrants who already live here, pay taxes, and contribute so much to our communities. Unfortunately, Republicans in Congress have so far been unwilling to come to the table and compromise on this issue. We cannot continue to use immigrants and border communities as political tools. In their letter, the members expressed concerns about lengthy delays and technical issues that have resulted in nearlyhalf a million fewer students completing their FAFSA forms compared to last year. “Although it has been several months since FAFSA launched, we continue to hear of significant problems with the application process that threaten to permanently affect the college ambitions of young people – and thus their long-term livelihoods,” write the members. “Traditionally underrepresented students who already face barriers to education access are the most likely to fall through the cracks – including students from low-income families who most need financial aid, as well as students from mixed status families who have had particular difficulty accessing the FAFSA.” The representatives urged Sec. Cardona to provide more certainty for students and families, as well as additional support for congressional offices who are dealing with increased caseloads due to these delays. The members continued: “A broad cross-section of our constituents, including students and their families, high school counselors, and college administrators, have contacted our offices looking for additional clarity as they navigate this evolving process. It has been difficult to keep up with changes as the Department continuously works to correct challenges with the application, and high school and college administrators are frustrated when they cannot be more helpful to families.” Read the full letter below or click here. Earl Blumenauer, Suzanne Bonamici, Andrea Salinas, and Val Hoyle— today demanded the Federal Bureau of Prisons (BOP) Director take swift action to address staffing shortages, inmate medical needs, and other alarming issues that put staff and inmates at risk. The lawmakers wrote BOP Director Colette Peters after findings were issued this week from the Department of Justice Office of the Inspector General following two unannounced visits to the Federal Correctional Institute in Sheridan, Oregon (FCI Sheridan). The Inspector General report revealed serious concerns about staffing levels, which left inmates untreated for serious medical conditions, locked in their cells for longer periods of time than appropriate, and without access to re-entry programs. In addition, employee misconduct investigations have taken more than 1.5 years to complete, and the prison has failed to track all reports of inmate-on-inmate sexual misconduct. The lawmakers wrote in their letter: “While we appreciate FCI Sheridan has enacted some changes in response to this report, we are concerned your written response to DOJ OIG’s report does not effectively answer many of the troubling questions raised. Taken together, these deficiencies showcase a comprehensive failure by leadership at FCI Sheridan and BOP to protect both inmates and prison staff.” The full text of the letter is here. Over the last year and a half, I was further encouraged by what seemed like a genuine effort by Chairman Thompson and my Republican colleagues to reach across the aisle. We held countless meetings, conversations, and public forums in our districts – including one instance when the Chairman himself traveled to Oregon for a roundtable discussion – to gather perspectives and clarify the areas where Democrats and Republicans could work together. My Democratic colleagues and I have been incredibly transparent and open about the areas where we can find consensus, as well as our non-negotiables, every step of the way. Unfortunately, the proposal put forth by Chairman Thompson is a far cry from compromise. Despite our many productive discussions throughout this process, House Republicans ultimately chose to ignore nearly all our red lines and push a bill that would cut food assistance for hungry families by $30 billion, eliminate flexible disaster assistance for farmers, and remove critical climate protections from the Inflation Reduction Act. These things were never up for negotiation. Yet Republicans still decided to move forward with a framework that has no chance of passing Congress. While I was pleased to see some of my priorities included in Chairman Thompson’s proposal, such as changes to our wildfire response and crop insurance system to benefit specialty crop growers, these policies alone do not make up for the dangerous cuts that Republicans are making elsewhere in the Farm Bill. I never expected to get my full wish list. But compromise is a two-way street, an… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:01:11Z |

I congratulate Maia for her first-place painting and look forward to seeing it when I walk through the halls of our nation’s Capitol throughout this next year.” “Mt. Hood is a special place to me. A significant number of LGBTQI+ older adults and older adults living with HIV reside in rural communities, and they often face greater barriers to receiving the support and resources they need because of geography, costs, insufficient broadband infrastructure, and lack of specialized providers. Stigma can also deter members of the LGBTQI+ community and people living with HIV from seeking help. The Elder Pride Act would update the Older Americans Act (OAA) and provide funding to help rural Area Agencies on Aging (AAAs) offer LGBTQI+ specific services for those living with HIV. “The ability of LGBTQI+ older Americans and seniors living with HIV to age with dignity should not depend on their zip code,” said Congresswoman Suzanne Bonamici, Chair of the Equality Caucus’ LGBTQI+ Aging Issues Task Force. “The Elder Pride Act will improve the overall health and social and economic well-being of LGBTQI+ older adults and seniors living with HIV in rural areas by better equipping senior service providers with resources to address the unique needs of these communities. I’m pleased to introduce this important legislation with my colleagues and co-leaders on the Equality Caucus, Representatives Pocan and Davids.” “Congress has a responsibility to ensure LGBTQI+ older adults and older people living with HIV in rural communities have the support they need to age with dignity,” said Rep Mark Pocan (WI-02), Chair of the Congressional Equality Caucus. “I’m honored to join Rep. Bonamici and Rep. Davids in introducing the Elder Pride Act to ensure meaningful investments in support services for these rural community members.” "Many of our LGBTQI+ elders fought tirelessly for equality in a world that refused to accept their identity," said Congresswoman Sharice Davids, Co-Chair of th… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T18:12:30Z |

Rep. Salinas fought for and secured this funding in the government funding package for Fiscal Year 2024, which passed Congress and was signed into law by the President in March. Click here for usable photos “Whether you need it to telework, apply to colleges, or just to keep in touch with family and friends, having a good internet connection is a necessity in our modern world. Unfortunately, many rural communities still don’t have access to reliable broadband,” said Rep. Salinas. “The funding I secured will be used to expand access to affordable, high-speed internet for folks living in rural areas just outside Sherwood. I’m proud to deliver this funding, and I will keep fighting to ensure communities across Oregon’s Sixth District get the resources needed and deserved from our federal government.” Specifically, this funding will be used to expand internet access in three rural areas near Sherwood that currently do not have access to broadband. In addition to the funding for this project, Rep. Salinas delivered over $14 million for community projects across Oregon's Sixth District. These include: $500,000 to design and construct the Chestnut Street bridge in Independence and allow for additional road construction and housing development. $880,000 to replace a drinking water line in Independence, improving access to clean drinking water for residents. $500,000 to construct the Dayton Civic Center, a combined City Hall, Library, and Meeting Space that will improve Dayton’s ability to provide services to the community. $500,000 to build a community center in Grand Ronde that will provide a gathering place, community services, and improved health care for members of the Grand Ronde Tribe. $1,577,079 to construct a highway safety median along the McKay/Yergen/Ehlen Road Safety Corridor in Marion County, a dangerous area that has seen many fatal crashes. $1,000,000 to construct two enhanced c… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:01:11Z |

It was only once I got older and saw my sister and other family members struggling with their mental health that I knew we needed to do better as a community,” said Rep. Salinas. “Persistent stigma, cultural differences, and language barriers are some of the key reasons why Latino youth aren’t getting the care they need. Our new bill would address those challenges head on, creating a national awareness campaign that would empower Latino youth and equip them with the resources they need to take control of their mental health.” “As the first Latina doctor to serve in Congress, I understand the uphill battles that young Latinos face,” said Congresswoman Yadira Caraveo, MD (CO-08). “The unique challenges that our communities face require unique solutions. This bill would help break the language and cultural barriers that have separated young Latinos from the mental health care services needed for far too long and support efforts to destigmatize mental healthcare among Latinos.” “Mental Health Awareness Month brings focus to a vital issue that affects millions of Americans living with mental health conditions” said Congressman Tony Cárdenas. “Yet so many underserved communities still lack basic resources and treatment, and deal with cultural stigmas that prevent them from seeking help. I’m proud to join my colleagues in the introduction of the Latino Youth Mental Health Empowerment Act as we strive to break down barriers for young Latinos by raising awareness through targeted outreach campaigns and increase overall access to care with the hope, they feel supported and empowered.” Very few … | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:01:11Z |

The Project Turnkey Act would create a federal Project Turnkey Program at the Department of Housing and Urban Development and provide $1 billion annually for communities to meet their housing needs, including transforming vacant buildings like hotels, offices, and hospitals. It would also provide direct support to people at risk of experiencing homelessness through rental, security deposit, and utility bill assistance. The Congresswoman’s legislation would also allow communities to expand homeownership opportunities through downpayment assistance and housing counseling for underserved homebuyers. Funding from the federal Project Turnkey Program could meet the unique demands for people experiencing homelessness with additional services, including child care, transportation access, employment assistance, mental health counseling, and supportive housing. “In Oregon, Project Turnkey has already transformed lives by providing safe, affordable housing for families and individuals,” said Congresswoman Suzanne Bonamici. “This program is a smart way to quickly and economically increase access to housing that provides the stability people need, along with support programs to put them on the path to long-term success. The report found that inadequate oversight of Title IX negatively impacts women from participating in college athletics. Under Title IX of the Educational Amendments Act of 1972, schools that receive federal financial aid are required to provide students with an equal opportunity to participate in sports, use facilities, and obtain scholarship aid. Unfortunately, according to data received through the Equity in Athletics Disclosure Act, the GAO found that in the academic year 2021-2022, women’s athletic participation rate was 14 percent lower than their enrollment rate, and in that same year, 40 percent of colleges had fewer varsity sports for women to participate in. This means that enrolled female students who wished to play varsity sports were unable to do so because the college or university did not provide the sport or did not have the resources to accommodate it. “Every student who wants to play a sport in college should have a fair and equal opportunity to do so,” said Ranking Member Scott. “Regrettably, today’s GAO report confirms that while female college enrollment numbers outpace male enrollment, opportunities for female athletes significantly lag behind their male counterparts. We should be doing all we can to close this gap. I am grateful the Biden Administration is updating Title IX regulations, and I look forward to improved enforcement by the Education Department’s Office of Civil Rights to address these inequities.” “Title IX sets a standard of equal opportunity that too many schools have failed to meet. This new report from the GAO shows that women enroll in college at a higher rate than men but consistently participate in college athletics at a lower rate than men,” said ECESE Subcommittee Ranking Member Bon… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:01:11Z |

Unfortunately, the bare-bones framework presented by House Republicans would only exacerbate food insecurity in Oregon and across the country,” said Rep. Salinas. “According to the USDA Food and Nutrition Service, over 42,000 households in Oregon’s Sixth District alone rely on SNAP to help feed their families. Under the Republican plan, these families would see drastic cuts to their benefits. That is entirely unacceptable.” Rep. Salinas continued: “I have always had an open-door policy with my Republican colleagues about my willingness to work together to pass a bipartisan Farm Bill. Democrats have also been very clear about the areas where we can find consensus and move this legislation across the finish line. Cutting SNAP and assistance to farmers was never on the table, yet House Democrats and I were told to “take it or leave it.” I am so disappointed to see Republicans pushing these and other partisan demands in a poorly thought-out proposal that has no chance of becoming law. If my GOP colleagues truly value bipartisanship like they say they do, they should return to the negotiating table and help us craft a serious bill—like the one put forth by Chairwoman Stabenow in the Senate. Unlike Chairman Thompson’s proposal, the Senate plan would reduce food insecurity and finally level the playing field for Oregon families and rural communities.” Background SNAP provides low-income Americans, the majority of whom are children and seniors, with an average of $2 per person, per meal, to ensure America stays fed and healthy. It is widely acknowledged as our nation’s most effective anti-poverty program. 42,233 households in Oregon’s Sixth District are enrolled in SNAP. Markey (D-Mass.) introduced legislation to allow workers to receive full compensation when their employers are found liable for employment discrimination. The Equal Remedies Act corrects an outdated 1991 law that caps awards in cases of employment discrimination, which prevents workers from receiving the full amount awarded by a jury. The maximum award for these cases has not increased with inflation, and is determined by the number of employees at the place of work without considering the severity of harm caused by the discriminatory behavior. The new Equal Remedies Act eliminates unfair damage caps and amends the Age Discrimination in Employment Act so employees who experience age discrimination can access the same remedies available to those who experience other forms of discrimination. “For too long, employers responsible for discrimination have been able to avoid fully compensating workers they harmed,” said Congresswoman Suzanne Bonamici. “It is unacceptable that arbitrary caps on awards for discrimination set three decades ago are preventing workers from receiving the full compensation they deserve. Discrimination can inflict long-lasting damage on workers, and it must not be tolerated. I’m grateful to introduce the Equal Remedies Act with Education Committee Ranking Member Bobby Scott to finally hold employers accountable and provide workers who have experienced discrimination with the compensation they deserve.” “Too often, when employers are found liable for discriminating against an employee based on age, for example, the employee is not awarded the full amount that the jury determines they should receive. Examining the Need to Delist the Grey Wolf.” Chairman Cliff Bentz’s opening statement (as written): "I want to thank the witnesses for being here today and our members for their interest in the issues we’ll be discussing. Today, the Water, Wildlife, and Fisheries Subcommittee will examine the current and future management of the gray wolf. A species that is of great concern to me and my constituents back in Oregon and as can be seen by the attendance at today’s hearing, many of you. Today’s hearing is coming on the heels of a great success on the House floor back in Washington. On Tuesday evening, the House of Representatives passed in a bi-partisan fashion H.R. 764, a bill entitled the “Trust the Science Act,” which would require the U.S. Fish and Wildlife Service to reissue the 2020 Trump Administration rule that delisted the gray wolf in the lower 48 states. What was discussed during floor debate and what will be central to today’s discussion is when should we declare the gray wolf an ESA recovery success story and who should be in charge of managing populations going forward. My unequivocal answer to those questions is that the number of wolves we have on the landscape today is more than enough to consider the species recovered and that states are best equipped to manage gray wolf populations going forward. Take my home state of Oregon, where we have the peculiar situation in my district where a highway determines whether wolves are listed under the ESA or not. West of the highway, they are listed, east of the highway, they are not. We currently have roughly 250 wolves in Oregon, which the state seems to believe is enough and does not want the population to grow any further. This stands in stark contrast to where we sit today here in Minnesota, where there are at least 10 times as many wolves on the landscape. The Securing Consumers Against Misrepresented (SCAM) Debt Act will empower consumers with the information they need to protect themselves from debt collectors that use misleading allegations to convince people to pay debts they do not legally owe. The bill also establishes specific requirements debt collectors must meet before they can take legal action. Debt collection and evictions continue to dominate state civil courts, according to research from Pew Charitable Trusts. The SCAM Debt Act would give consumers the tools they need to protect themselves, including a requirement that the debt collector provide the consumer with verifiable evidence of the debt and advanced notice of any lawsuit to collect the debt. “People targeted by predatory debt collectors are often struggling, cannot pay the amounts demanded, and do not deserve the stress of being harassed by aggressive debt collectors,” said Congresswoman Suzanne Bonamici. “It’s even more outrageous that predatory debt collectors try to collect debts that consumers no longer owe. The SCAM Debt Act will equip consumers with information to recognize predatory debt collectors and their tactics while holding accountable collectors that use unscrupulous practices. I appreciate partnering with Representatives Foster and Cohen on this important consumer protection legislation." "Predatory debt collection is a problem for families across the country, and consumers deserve to be protected from it," said Congressman Bill Foster. Unfortunately, several intersections along the corridor have also been the site of tragic accidents,” said Rep. Salinas. “The funding I secured will be used to construct two new pedestrian crossings, one at Ashford Street and another closer to City Center at Omara Street. These new crossings will help improve walkability and protect the safety of everyone in our community. I’m proud to deliver this funding, and I will keep fighting to ensure communities across Oregon’s Sixth District get the resources needed from our federal government.” In addition to the funding for this project, Rep. $3,589,200 to design a new roundabout at the intersection of OR-99W a… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:01:11Z |

The Weather Act Reauthorization Act was co-led by Bonamici and designed to improve the ability of the United States to better forecast, understand, and communicate about weather. It includes provisions based on Bonamici’s Tsunami Warning, Education, and Research Act and Harmful Algal Bloom and Hypoxia Research and Control Amendments Act. “This bill will improve the safety and health of our communities, country, and planet,” said Congresswoman Suzanne Bonamici. “The legislation updates the Weather Act to help us better prepare for natural disasters and respond to environmental challenges. I’m grateful it includes efforts I led to improve tsunami warning systems and control harmful algal blooms. I encourage the Senate to swiftly pass this legislation to protect families, individuals, and local economies as they respond to our changing climate.” The Tsunami Warning, Education, and Research Amendments Act of 2023 strengthens tsunami research, detection, and warning systems, improves response and resiliency efforts, and better protects communities that are vulnerable to tsunami. Video of Bonamici’s remarks on the provisions during the House Science, Space and Technology markup can be found here. The Harmful Algal Bloom and Hypoxia Research and Control Amendments Act of 2023 (HABHRCA) helps coastal, Great Lakes, and riverside communities better prepare for, mitigate, and respond to harmful algal bloom and hypoxia events. These events, which release toxins and create massive “dead zones” respectively, have deadly consequences for fish, shellfish, and local ecosystems, and pose serious risks to human health. The officials also highlighted a Career-Connected High School Grant that Chemeketa received from the U.S. Department of Education in January. This funding, authorized under the Perkins Innovation and Modernization grant program, is being used to expand college credit opportunities for high school students and set them on a path to careers in health care, agriculture, and other STEM fields. (Apr. 22, 2024) – Congresswoman Cori Bush (MO-01), joined by Representatives Suzanne Bonamici (OR-01), Delia Ramirez (IL-03), Maxwell Frost (FL-10), Ilhan Omar (MN-05) and several housing advocates, hosted a press conference in front of the Supreme Court. The Supreme Court is slated to hear oral arguments in Grants Pass v. Johnson, a critical case that will decide whether cities are allowed to jail, ticket, or fine people for sleeping outside, even when there are no shelter options available. This is the most influential case on housing that the Supreme Court has taken up in nearly half a century. Earlier this month, Congresswoman Bush and 18 of her colleagues sent a bicameralamicus brief to the Supreme Court in opposition to the threat of criminalizing unhoused people across the country. “Jailing, ticketing, or fining people experiencing homelessness will not address the fundamental lack of affordable and supportive housing. I’m grateful to stand with my Caucus on Homelessness Co-Chair Congresswoman Bush to state firmly that people experiencing homelessness need support services and homes, not punishment,” said Congresswoman Suzanne Bonamici. “Instead of enacting real solutions to the unhoused crisis, Grants Pass has taken this case all the way to the Supreme Court and is calling for the Court to overturn a landmark decision from 1962 that says the government cannot punish people based on status. So we’re here today to demand the Supreme Court support humanity, adhere to constitutional precedent, and protect the rights of our unhoused neighbors,” said Congresswoman Cori Bush. “A person should never be punished for not being able to afford rent or a home. A person should never be punished for sleeping outside or in a car when they have no other place to go. A person should never be punished for simply existing. We need universal housing, universal housing vouchers, and a permanent federal rental assistance program — these are all tangible steps that would actually solve this crisis.” “It is d… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T20:47:55Z |

Set to expire on June 30th of this year, the WOOP serves as the agreement that governs fire response for BLM, the Oregon Department of Forestry, and Forest Protective Associations all over western Oregon. “As you know, the checkerboard ownership pattern of Bureau of Land Management (BLM) forest lands in western Oregon is unique and creates approximately 14,000 miles of jurisdictional boundaries between federal, tribal, state, county, and private timberlands,” wrote the lawmakers. “The complexity of managing fires throughout this area led to agreements to provide protection by the Oregon Department of Forestry (ODF) and non-profit Forest Protective Associations (FPAs) dating back to at least 1914.” “This arrangement has been a model of success and continues to this day as the Western Oregon Operating Plan (WOOP) agreement,” they continued. “The current iteration of the WOOP is set to expire on June 30, 2024, and BLM, ODF, and the FPAs had been working to secure another agreement to continue their coordination and preparedness. The Fiscal Year 2024 Interior Appropriations bill provides clear direction to BLM to develop a new agreement that ‘maintains or enhances the current level of fire protection for western Oregon forestlands through the Western Oregon Operating Plan agreement.’” Merkley serves as Chair of the U.S. Senate Interior Appropriations Subcommittee and has direct oversight of the U.S. Department of the Interior’s budget, which includes BLM. I previously voted against legislation to provide funding for Israel because it did not include assistance for Ukraine and it did not provide any humanitarian aid for the Palestinian people struggling in Gaza. “It is unacceptable that the Republican House Majority delayed urgently needed funding for Ukraine for months. Vladimir Putin’s attack on Ukraine was unprovoked and poses a dire threat to the lives of Ukrainians and to democracy. It cannot go unchallenged, especially when Putin has made it clear that he will not stop at Ukraine. This aggression puts other countries in the region – and our troops if NATO countries are attacked – at great risk. It is imperative that we join with our global allies to provide Ukraine with the resources necessary to defend its borders and care for its people. “The horrific attack on Israel by Hamas on October 7th and the recent attack on Israel by Iran and its proxies demonstrate the constant threat faced by the Israeli people. This bill sends a message that the United States will stand with its democratic allies. The Israeli government has the right to keep the country and its people safe. That being said, I strongly disagree with how Prime Minister Netanyahu and other Netanyahu-aligned Israeli leaders have responded in Gaza. The death and destruction have been devastating and unacceptable, and sufficient aid has not reached innocent Palestinian civilians. “I have long supported defensive military assistance, like Iron Dome, because it saves countless lives and continues to do so. I would have preferred to vote for a bill that included only defensive and humanitarian aid, but that was not the bill that was before us. I’m grateful to have partnered with the Biden-Harris administration in this effort, and grateful that the updates to Title IX are now final. These new regulations will provide greater protections for all students, regardless of their sexual orientation or gender identity, so they have equal access to educational opportunities.” Bonamici repeatedly denounced the previous Administration's changes to Title IX, pressed former Education Sec. DeVos on her failures to protect students, and led the effort to reinstate protections for transgender students. In the wake of the Dobbs decision, the Congresswoman has also led calls for the Education Department to use its existing authority under Title IX to protect students who are pregnant, have an abortion, or are parenting. | 1 | 2026-03-30T01:40:41Z | 2026-04-07T20:47:55Z |

Marie Gluesenkamp Perez (WA-03) and Rep. Suzanne Bonamici (OR-01) led a bipartisan, bicameral letter to the U.S. Army and Office of Management and Budget urging the allocation of $21.6 million of FY24 construction funding for the South Jetty at the mouth of the Columbia River. Prioritizing completion of the jetty would help protect Southwest Washington and Northwest Oregon ports and businesses that rely on the navigation channel. The Columbia River Basin is the third largest grain export gateway in the world. In 2020, roughly 51 million tons of cargo, valued at $22 billion, moved through the deep draft Lower Columbia River. The jetty system safeguards traffic through the gateway, supporting ports and businesses in Washington, Oregon, and the broader region. Frequent storms have degraded the jetties – and if they are compromised during an intense storm event, sand could accumulate in the channel and shut down commercial navigation at the river system’s entrance. Restoring access would require expensive emergency repairs and dredging. The Mouth of the Columbia River Jetty System Major Rehabilitation Project began in 2014 to address these risks, with the North Jetty and Jetty A having already been completed. A remaining portion of the South Jetty requires completion, so the lawmakers are urging its prioritization through the FY24 work plan process. Without the funding, the U.S. Army Corps of Engineers may not be able to complete construction without significant increases to the cost or timeline. “We respectfully request the Fiscal Year 2024 construction funding to complete construction of the Columbia River Jetties Rehabilitation so that our ports and harbors can continue to serve their communities and the nation,” wrote the lawmakers. “As our nation works to stimulate economic development and increase job growth, this project will assist in maintaining the navigation and trade assets that keep critical supply chains and goods moving.” Sens. The announcement comes after the entire delegation wrote a letter to the White House in March in support of the Governor’s request, which was recently granted by President Biden. “The impacts that January ice storms had on both the physical and social infrastructure throughout Oregon have been devastating,” said the Oregon delegation. “We are grateful the President saw the urgency and immense need of the Governor’s request for federal aid. This assistance we supported is critical to ensure state, local, and Tribal governments have all the resources they need to help Oregonians recover from this deadly natural disaster.” Federal funding from FEMA is available to state, Tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis to address damages and impacts from January’s severe winter weather in eleven Oregon counties—Benton, Clackamas, Coos, Hood River, Lane, Lincoln, Linn, Multnomah, Tillamook, Sherman, and Wasco counties—and the Confederated Tribes of Siletz Indians. In addition, federal funding is also granted on a cost-sharing basis for hazard mitigation measures in all areas within the state. | 1 | 2026-03-30T01:40:41Z | 2026-04-07T20:47:55Z |
