Long: “I would like to thank the Federal Emergency Management Agency (FEMA) for their efforts to support communities in the United States devastated by natural disasters, particularly in the U.S. Virgin Islands and Puerto Rico. FEMA has been on the ground in the Virgin Islands and Puerto Rico supporting the recovery effort since the landfalls of Hurricanes Irma and Maria. “Hurricanes Irma and Maria cut off access to power for most communities on these islands, making critical sites such as hospitals and wastewater treatment sites inoperable. Lack of power has also meant that many businesses remain closed-crippling local economies. “Rebuilding the power infrastructure to their pre-hurricane standard would be a monumental waste of taxpayer resources as it would leave these islands vulnerable to hurricanes of this magnitude and there would surely be a repeat of the conditions we are facing today. “For this reason, we implore FEMA and other government agencies engaged in the rebuilding efforts on these islands to include investment in a more resilient power grid, to deploy renewable energy technologies, and to employ distributed generation systems. Global warming has meant that hurricanes and other natural disasters are occurring at alarming rates. Rebuilding the same dated electric grids simply won’t cut it. A focus on resiliency will create a system that not only protects the lives of the American citizens in the Virgin Islands and Puerto Rico, but also protects American dollars.” | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

These standards will also apply to those seeking to board a commercial aircraft beginning on January 22, 2018. “The U.S. Virgin Islands has been granted an extension to this requirement until October 10, 2018. I am honored that Governor Mapp and the Senate will serve as Host for this gathering of my colleagues. While in Washington I will also continue to work with Congressional Leadership on both sides of the aisle to ensure the people of the US Virgin Islands get what we deserve when it comes to funding for the rebuilding of the Territories. “Recovery and rebuilding efforts will require an extraordinary level of coordination and cooperation with the federal government and that is why this congressional delegation I am hosting is crucial to our recovery – Members of Congress will see firsthand the needs of the US Virgin Islands. Three weeks later on September 19th, the island of St. Croix was devastated by Maria, the second Category 5 hurricane to rip through the US Virgin Islands in less than a month. Both Hurricanes Irma and Maria have wreaked havoc in the U.S. territories of the Virgin Islands and Puerto Rico, and other Caribbean nations. “Although the full extent of the two hurricanes' impact has yet to be assessed, it is clear that in the Caribbean, the damage from these storms appears to be unparalleled. Dozens of deaths and hundreds of injuries have been reported alongside widespread infrastructure damage all throughout the Caribbean. That is why in the days and months ahead, we must continue to work together to ensure that the individuals and families impacted by these devastating storms receive all the aid they need. The catastrophic destruction caused by Hurricane Irma and Maria demands massive amounts of aid to address the overwhelming needs of the countless victims who now face the daunting task of rebuilding their lives. “I would like to thank Senator Bernie Sanders for introducing ‘The Just Rebuild for Puerto Rico and the U.S. Virgin Islands Act of 2017’ which will allow the people of the Virgin Islands and Puerto Rico to not only recover from extreme weather, like Hurricanes Maria and Irma, but to rebuild in a way that will allow the Virgin Islands and Puerto Rico to better withstand these catastrophes like Hurricanes Irma and Maria. Department of Education | 2017-11-17 | 2017 | 2017-11 | Democrat | House | VI | Stacey Plaskett | P000610 | plaskett.house.gov | legacy | ST. CROIX - Congresswoman Stacey Plaskett issued the following statement announcing a $2 million grant to the Virgin Islands Department of Education:“I am pleased to announce that the U.S. Department of Education has awarded the territory a $2 million SERV grant to assist our local Department of Education in restoring the learning environment following Hurricanes Irma and Maria. This funding, which is larger than the SERV funding typically awarded to the U.S. Virgin Islands, is welcomed news for our education officials throughout the territory. While our needs concerning restoring an environment conducive to learning are vast, this funding represents good faith from the federal government in supporting the recovery and rebuilding effort.” Additional Information on Project SERV Project SERV provides funding for local educational agencies (LEAs), institutions of higher education (IHEs), and, in cases of major disasters, state education agencies (SEAs) that have experienced a significant violent or traumatic event and need resources to respond, recover and re-establish a safe environment conducive to learning. Project SERV initially was funded in FY 2001 as part of the Department of Education’s (Department) appropriations act (Public Law 106-554). Congress has continued to fund Project SERV through appropriations and has now authorized Project SERV in section 4631(a)(1)(A) of the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act. Project SERV funds remain available until expended for LEAs, IHEs, and SEAs in which the learning environment has been disrupted due to a violent or traumatic crisis. The Department makes two types of Project SERV awards -- Immediate Services grants provide emergency, short-term assistance to affected entities; Extended Services grants assist eligible entities in carrying out the long-term recovery efforts that may be needed following a significant, traumatic event. Congresswoman Stacey Plaskett (USVI), Ranking Member on the Subcommittee on the Interior, Energy, and Environment, released the following statement regarding the upcoming visit from the members of the 32nd Legislature of the Virgin Islands to Washington, DC:“I am pleased to announce that at my invitation, Members of the 32nd Legislature of the Virgin Islands will be here in Washington, DC next week to meet with Members of Congress and key staff to discuss the needs of the Virgin Islands after suffering from two category five hurricanes. As the elected representative of the Virgin Islands in Congress, it is my duty and responsibility to advocate, legislate, and support the needs of the residents in the territory at the federal level. The people of the USVI are best served by all hands not only working, but working together. In the days and months ahead, it is important that we continue to work together to ensure that our people impacted by these devastating storms receive all the aid they need. “Governor Mapp will also be visiting Washington, DC next week and I look forward to testifying alongside him, the Governor of Puerto Rico and the Resident Commissioner of Puerto Rico on ‘Hurricane Recovery Efforts in Puerto Rico and the U.S. Virgin Islands’ in both the House and the Senate. On September 6th, Hurricane Irma wreaked havoc on the islands of St. John and St. Thomas. Two weeks later on September 20th, the island of St. Croix was devastated by Maria, the second category 5 hurricane to hit the U.S. Virgin Islands. The people of the Virgin Islands have lost their homes and possessions. Business has been lost along with hospitals, schools, utility systems and vital infrastructure. The President and leaders in Congress have committed to Americans in the territories that they will receive the support they need. The islands were completely cut off from the world until the air and sea ports could at least resume basic operations. I will remain hopeful, yet vigilant, in my work to see that Congress delivers on promises to support the Virgin Islands. The disaster legislation passed thus far has provided some necessary support. I was pleased to see $5 billion included in the latest package to provide the territories with additional liquidity assistance, and flexibility with local-match requirements, given the impact of the storms on our local government’s ability to generate revenue. There is no substantial revenue being generated in the Virgin Islands right now. Our tourism-related economy, estimated at 50% of GDP, is gone. We will miss this year’s season at the least. For example, Caneel Bay, the largest employer on St. John and one of the top resorts on the island, has estimated that it will take two years for them to rebuild. Much more will be needed. In terms of FEMA programs, we will need cost-sharing waivers for permanent assistance … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

And I am reminded of his travels to the Nation's Capitol to petition the Congress for full citizenship rights for Virgin Islanders following the Transfer of 1917. A son of the soil, David Hamilton Jackson’s ideas and advocacy are responsible for much of the socio-economic and political progression of the Virgin Islands through the 20th Century. This $36.5 billion aid package is a second step in relief support. The scale of the damage to the Virgin Islands warrants a long term relief package. It is anticipated that Congress will add to this request by legislating funding for flexible community development block grants, the rebuilding of coastlines, roads, airports, ports, and other infrastructure; small business loans and repairs to other federal facilities damaged by the storms. Such investments played a critical role in rebuilding from the devastation of Hurricanes Katrina and Sandy. We owe no less to the American citizens in our Virgin Islands. “I am pleased that the bill includes $4.9 billion for Community Disaster Loans, which will provide much-needed liquidity to the governments of Puerto Rico and the Virgin Islands, so that we can continue to effectively serve our communities. This relief package demonstrates the collaboration between myself and Resident Commissioner Jennifer Gonzalez-Colon. People have lost their homes, vehicles, important personal possessions as well as businesses that can never be replaced. Many areas of our Virgin Islands have been decimated and are in great need of help. “This is why I am working feverishly to work on the efforts to bring emergency federal dollars to the Virgin Islands. I am grateful to Governor Mapp and his administration, especially VITEMA Director Mona Barnes, for the work thus far and the Governor’s request for the Expedited Major Disaster Declaration. In the next days I will be sending to the President and FEMA, specific requests to include request of reimbursements and support immediately for the Army Corps of Engineers and other facilities of FEMA. “Right now, thousands of people are reeling with trauma from of the most catastrophic storms ever to strike the Caribbean region. Hurricane Irma has toppled buildings and leveled many homes. Making the Virgin Islands whole will require a massive and coordinated effort spanning the course of many months, and indeed years. I will continue to meet with local and federal officials to determine the amount of support needed to facilitate the rebuilding of the Virgin Islands. “As we did following Hurricanes Katrina, Sandy and most recently Harvey, Americans must once again come together with compassion and care. The President and my colleagues here in Congress have said that Virgin Islands will have everything it needs. Moving forward, I remain hopeful that President Trump and Congress will deliver on their words to support the people of the Virgin Islands.” | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

There will be no changes to the parks’ names or legal authorities. The superintendents of each Caribbean park (St. Croix, St. John and San Juan) will now report to a group superintendent stationed in the Caribbean. I understand this adjustment will push decision making closer to the field. We have received numerous reports from residents, National Park employees and other stakeholders concerning the relationship with the Virgin Islands National Park system and its community. We are supportive of changes which bring accountability closer to the people of the Virgin Islands. “It is my understanding that recent management review of all National parks in the Caribbean was completed in 2017. The review team found that each of the parks could be run more efficiently by sharing resources and expertise. I further understand that the decision to realign was based on feedback received from management, employees, and stakeholders at each park during the review. This change realigns the reporting structure of the three park managers. Three park managers — located at St. Croix, St. John and San Juan — now report to the Caribbean Parks Superintendent. It is my understanding that one of the Virgin Islands’ park managers was first offered the position and declined and as the second person offered was the San Juan manager. The San Juan park manager position is currently vacant. The three park managers will report to a Caribbean Parks Superintendent, and that superintendent reports to the Regional Director. The realignment mirrors similar models in the National Park Service, like the Outer Banks Group (NC) and National Parks of New York Harbor. “I understand that the community has asked the new Carib… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The results of our work here today will reflect our strong commitment to ensuring that the men and women of our Armed Services receive the benefits and support that they deserve for their faithful service including the great service members of the Virgin Islands. Building on our efforts from previous years, this bill contains some initiatives designed to provide the resources and support needed for the men and women who keep our nation safe including my amendment that was offered and accepted by the House of Representatives today. “My amendment will move the U.S. Virgin Islands service members from the Overseas Housing Allowance (OHA) Program to the Basic Allowance for Housing (BAH) Program. The BAH Program provides an allowance to service members in the fifty states and District of Columbia. These members receive the full maximum rental allowance for each locality and grade/rank, even if the rent is below that maximum. “In contrast, the OHA program, which provides an allowance to service members everywhere else, which previous to the amendment included the Virgin Islands, is a cost reimbursement base allowance. These members only receive their rental rate, even if it is lower than the maximum allowable rate for the locality and grade. Under OHA, a member’s reimbursement can also be further reduced for various reasons, including having non-dependents living in the housing unit. Therefore, the Virgin Islands Active Guard and Reserve (AGR) members have had no incentive to economize their housing. “Military service members in the U.S. Virgin Islands should receive the same housing allowance as the members in the 50 states and Distr… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Affordable broadband is a building block for healthy communities. As the Internet becomes crucial in economics, education, and civic life, communities that are left behind pay a higher price for their lack of access. “The longer we allow the digital divide to persist in the Virgin Islands the more we will be left behind. The President’s infrastructure proposal is an ambitious blueprint to connect every home, school, and business in America to high-speed, reliable broadband so we can all compete in the world economy. All Virgin Islanders deserve the benefits of improved economic development, as well as expanded public safety, health, and education services. “In the Virgin Islands, so many people still lack basic and reliable access to the internet and our businesses cannot compete globally and we are unable to attract larger businesses to the Territory without increased broadband. We must make sure farmer’s schools and families in the Virgin Islands have the infrastructure projects that they need to compete and grow. “As you recall, part of my decision to become a member of the House Agriculture Committee was because of the committee’s authority and oversight over rural development and under federal guidelines most of the Virgin Islands is considered rural. My staff has been working with the committee, the administration in consultation with viNGN and other local agencies to ensure that we are able to maximize all proposals regarding the expansion of broadband infrastructure in rural areas. “We look forward to working with Governor Mapp, viNGN and other local groups to ensure Virgin Islanders receive the maximum benefit from any infrastructure proposal. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

It will also provide them with their fair share of funding for these programs beyond the 2019 “fiscal cliff” when much of the existing funding for the territories is set to expire. “People in the territories should have just as much access to health care as anyone else. With federal attention focused on how health care disparities have contributed to the financial crisis in the territories, we believe that this is an opportune time to press the issue of Medicaid and Medicare. The inequities in federal funding provided to the territories for Medicaid and Medicare has placed a significant financial burden on local governments, including in the U.S. Virgin Islands, and has further exacerbated their respective financial situations. It has also put access to affordable health care out of reach for too many Virgin Islanders, making our hospitals’ emergency rooms the primary health care provider for the one-third of our population without health insurance, which contributes to unmanageable costs in uncompensated care,” Plaskett said. Plaskett’s bill would remove the arbitrarily low limit on federal matching funds and the existing statutory cap on overall federal funding for Medicaid in the territories. Without these limits, the program would be capable of expanding and contracting by local needs, just as it was intended and as it is on the mainland. The bill also prescribes an equitable formula for Medicaid Disproportionate Share Hospital (DSH) payments to the territories beginning in the fiscal year 2019, and grants the territories authority to waive or modify Medicaid requirements currently in place. These brave men and women risk their lives every day to ensure the safety and security of our communities. As the daughter of a 30-year retired NYPD officer and granddaughter of a former Virgin Islands Deputy Police Commissioner, I know first-hand that sacrifice. I extend my gratitude to the men and women of the Virgin Islands Police Department for their service and acts of valor, and similarly my reverence for their sacrifices and the sacrifices of their loved ones. f t # e | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

We cannot afford to sully an investigation as consequential to our democracy as Russia's involvement in influencing the 2016 presidential election. It is for that reason that I, along with Representatives Lieu and Rice, as former prosecutors, called on the Justice Department to appoint an independent special prosecutor in April. “As a former prosecutor, who worked with Mr. Comey, and as a member of the House Oversight and Government Reform Committee, I will continue the call for Congress to restore the credibility and transparency of this important investigation. The bill continues funding for critical health research, for programs that ensure women's’ right to reproductive health and to restoring year-round Pell Grants for low-income students, as well as others." Highlighting Concern around $295 Million to Puerto Rico "Because of Puerto Rico's massive debt problem, it has spent its initial supplemental Medicaid funding under the Affordable Care Act at a faster rate than the other territories. While the other territories will face the same problem-- due to the disparities in funding compared to States-- when they reach the Medicaid "fiscal cliff" in September of 2019, This legislation only allocates Puerto Rico enough funds to be able to operate their Medicaid program until that date. "I understand the concern the money used comes out of supplemental Medicaid funding for the smaller territories, whose local governments have not spent the money at the same rate as Puerto Rico. But it is important to note the U.S. Virgin Islands—which elected not to implement an exchange in 2013—will likely not use any additional funding due to the high federal match rate. This disparity in federal funding for healthcare has placed an unfair financial burden on the U.S. Virgin Islands and other territories. I am currently in the process of introducing legislation designed to give U.S. territories equal treatment under Medicaid." | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Ted Lieu (D-CA) and Kathleen Rice (D-NY) has sent a letter to acting Deputy Attorney General Dana Boente requesting the appointment of a Special Prosecutor to investigate any Trump campaign collusion with Russia. The recent disclosure that President Trump’s first National Security Advisor, Michael Flynn, has asked for immunity is just the latest reason why a Special Prosecutor is needed to investigate potential collusion between the Russian Government and the Trump campaign to influence the outcome of the 2016 U.S. Election. Reps. Plaskett, Lieu and Rice are all former prosecutors. In their letter to acting Deputy Attorney General Boente, the representatives write: “Because you serve at the pleasure of the President, it is our belief that you have a conflict of interest and cannot exercise true independence into an investigation that may implicate the President. That is one of several reasons we request that you appoint a Special Counsel to investigate any collusion with Russia.” “The recent disclosure that President Trump’s first National Security Advisor, Michael Flynn, has asked for immunity provides a second reason why you need to appoint a special prosecutor… Congress, however, cannot grant immunity from prosecution on behalf of the Department of Justice. Only the Department can make that decision, which is why we need a Special Counsel to decide.” “The public interest also demands that a special prosecutor be appointed. There is no more important matter to our nation than the issue of whether or not the Trump campaign colluded with Russia. At stake is the legitimacy of the Presidency and whether high crimes occurred.” The full text of the letter can be found here. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

This cancellation would have unfairly burdened students and families in the U.S. Virgin Islands. The idea that our students would have to incur great expense by flying to another jurisdiction to take the exam is troubling and unacceptable. I am hopeful that this revised decision is indicative of a shared commitment to equitable treatment and equal opportunity for our students living in the territory,” Plaskett said. The College Board is a non-profit organization that connects students to college success and opportunity. It administers programs and services in college readiness and success, including the SAT and the Advanced Placement Program. f t # e | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

It will take regulatory review out of the hands of subject-matter experts and place it with a partisan commission appointed by the President. At best, this bill will increase bureaucracy and waste money. Congress already has the authority to review agency rules for repeal. At worst, it will severely jeopardize public health and safety, as it would impose a “cut-go” provision in which an agency would have to repeal an existing rule and be forced to provide a cost offset to issue a new rule, even in the case of public health or national security emergencies.” “This bill is a shameful display of Republican hypocrisy. Chairman Chaffetz, who has fast tracked this bill with no real review out of oversight has been adamantly opposed to increasing cost in the federal government. He now sees it fit to do so at a cost of $30 Million. The goal of reducing the burden of red tape on small businesses is one that I share. However, House leaders have usurped this bi-partisan goal to produce a bill that they know cannot receive bi-partisan support because it will inhibit agencies from doing their most basic functions, even in the case of an emergency or threat to public health. This Congress has money to throw at solutions in search of a problem, but requires cost offsets to provide aid for victims of the Flint Water Crisis or toward Zika funding,” Plaskett said. During the meeting, Plaskett highlighted research conducted by her office which uncovered the possibility that Virgin Islands cover over revenues since the Diageo Agreement may not have been properly adjusted to reflect the new production of rum in the Virgin Islands, denying the territory of tens of millions of dollars over time. "My Staff and I had a productive discussion with federal officials around the ongoing Virgin Islands financial crisis. The purpose of our meeting with those officials was to inform them that our office is willing to support and work aggressively on behalf of the people of the territory, and that we would be expecting 'the full shoulder' of the Department of Interior followed by Treasury when a reasonable plan has been created and executed by the local government. During those same meetings, I was also able to outline to Treasury our belief that the Virgin Islands had not received the accurate share of world wide rum excise tax cover over that we were owed,” Plaskett said.Plaskett explained that under the Caribbean Basin Initiative (CBI) of 1983, Congress provided both Puerto Rico and the Virgin Islands with additional cover-over of rum excise tax revenues derived from rum imported into the United States by other nations. The allocation of these additional cover-over revenues is apportioned according to the relative import of rum into the United States by Puerto Rico and the USVI. The overall objective was to make House Leadership privy to the issues affecting our islands as well as the current financial crisis and to clarify the difference between our fiscal situation and that of Puerto Rico. I also stressed my hope to continue being proactive in informing Congressional Leadership and highlighting legislation that address broader structural fixes for the Virgin Islands and the other insular territories,” Plaskett said. The second-term congresswoman noted in her meeting with the Speaker that, “although the Virgin Islands has a higher debt ratio per capita than Puerto Rico, its bond obligations are well secured from specific pledged and segregated revenue streams.”Plaskett also stressed the importance of Congress fully and fairly considering its Constitutionally-prescribed responsibilities to the territories.“In Recent years, Congress has not acted in a proactive manner to exercise its responsibilities established under the Constitution. Funding disparities in the treatment of the Virgin Islands across a range of federal programs, as compared to states, has been a major contributing factor to the financial difficulties facing the Virgin Islands and the territories. I believe there must be a broader discussion that speak to these disparities. There are a number of bills that have been introduced by the territorial representatives—individually, and jointly—in the last Congress and again in the 115th Congress that, if passed, would address many of these issues,” Plaskett said.Plaskett sa… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Plaskett took the unprecedented and extraordinary step of interrupting the official vote for Speaker of the House to highlight the fact that the Delegates of the Territories are not allowed to cast their vote for the Speaker of the House and are not allowed a vote in Committee of the Whole. “I rise because my name or the names of the five representatives of the territories duly elected by collectively four million Americans, our names were not called. And i ask parliamentary inquiry as to why not at this time at this juncture in the United States that the territories do not have a voice on this floor?,” Plaskett asked. It also marks a time of uncertainty, as we begin the 115th Congress amid a high level of uncertainty and hostility, nationally, as well as an incoming Trump Administration that has raised questions and concerns for many of our residents back at home. My office will continue to remain vigilant and pro-active in our efforts to advance the interest of the Virgin Islands and its people,” Plaskett said. In addition to anticipating tough battles to protect federal funding to critical programs that impact the territory’s residents, Plaskett plans to continue pushing her legislative agenda in the 115th Congress. The second-term Congresswoman reintroduced six bills from the 114th Congress, most of which are geared toward improving the Virgin Islands economy. Plaskett also introduced a new bill to expand the localism of public television broadcasts on satellite services in U.S. Territories, and plans to introduce legislation to designate St. Croix a National Heritage Area. Plaskett’s new bill proposes to amend the “carry one, carry all” provision in the Satellite Home Viewer Extension and Reauthorization Act of 2004 to require satellite carriers to carry the analog and digital signals of television broadcast stations licensed in the Territories. The provision currently requires satellite carriers to include local broadcast station in markets in the contiguous United States and in markets with more than five million subscribers.
