Plaskett released the following statement after introducing H.R. 5486 Broadband for Small Ports Act, along with Congressman Ted Yoho (R-FL) and Congresswoman Jenniffer Gonzlez Coln (R-PR): In rural coastal areas people congregate near inland and small ports. These harbors act as hubs for commerce and tourism. This bill recognizes the importance of small ports to their rural economies. It will help small ports nationwide get federal loans and grants and improve their broadband coverage, thereby enabling working-waterfronts to order inventory and coordinate deliveries, access real-time weather updates and grow economically. Broadband loan and grant applications submitted to the Department of Agriculture's Rural Utility Service (RUS) are assigned different levels of priority before they are awarded. This bill recognizes the importance of small ports and elevates the priority of applications seeking to boost internet capacity. This bill states that broadband loan and grant applications from small ports will be considered equal in priority to applications that are developed with the participation of a non-profit or philanthropic organization. In rural America, small ports often support communities. Broadband internet is very important to small ports as it can improve commerce and safety. Broadband internet is equally valuable for coastal fishing communities and inland barge grain-shipments. Plaskett released the following statement today regarding final passage of a Continuing Resolution (CR), H.R. 3055. Due to the inaction of the Senate we have been unable to create a permanent budget. Fortunately, H.R. 3055 extends 100% federal funding to the Virgin Islands to sustain Medicaid through December 20th, 2019: I am pleased that, through the hard work of my office, we were able to reach a short-term agreement to extend our disaster-related 100% federal funding for Medicaid, which was scheduled to expire on November 21st, for another month. Without the fix in this bill, the rate of federal funds would plummet nearly fifty percentage points to the previous permanent, capped level of 55%. This agreement, now law, will ensure that Virgin Islanders will continue to have access to health care coverage while Congress works toward a long-term agreement. Our work is not done, and we must work toward a long-term deal to provide Medicaid funding certainty. This increase in the reimbursement rate allows for the provision of more nutritious meals for students in the Virgin Islands. My bill, H.R. 1352 the Federal School Meals Parity Act would establish fair reimbursements for all in-school means and child nutrition programs. The impact of the federal rate reimbursement is wide-reaching and affects millions of children and their families, as well as the thousands of workers involved in producing, distributing and preparing the food provided by these programs. I applaud the Virgin Islands Legislature for passing Bill No. 33-0052 which was approved in the Committee on Finance. This Legislatures bill would is a resolution to petition the governor of the Virgin Islands and myself to join the Legislature in pursuing the return of a portion of the gasoline excise tax collected by the Federal government. My bill here in Congress does just that. If the federal government were to remit 50 percent of the amount collected, the Government of the Virgin Islands could receive in a low estimate scenario (at 45,000 barrels per day), $67 million annually, or $79 million in a scenario where output is high. Oil exports at Limetree Bay are expected to range from 45,000 to 53,000 barrels per day. Since 1994, the rate of domestic violence has declined by roughly 50 percent. However, the extent of domestic violence in the Virgin Islands remains far too high. Plaskett and Congresswoman Jenniffer Gonzalez Colon of Puerto Rico will be introducing a joint letter to the Trump White House opposing any attempt to strip billions in unspent recovery monies from the budget of the Army Corps of Engineers. We are opposed to this approach, without question. These funds were approved by Congress and The White House specifically for the recovery, and it is simply improper for the President to now siphon off the funding to the wall--a 5th century solution to a modern day challenge", Plaskett said Monday. Trump has toyed with declaring national emergency to fund the southern border wall which would allow him to tap the relief monies. The Army Corps has maintained a presence in the territory since the 2017 hurricanes, working on various initiatives from rooftop programs to shoreline cleanup and restoration. The 24-day shutdown is the result of differences between Trump and Congressional Democrats over immigration control. Trump wants $5 billion to construct the southern border wall while Democrats are opposed to the idea.
