Excerpts from the interview are below and video can be found here. I certainly want to help people that are financially struggling through no fault of their own because of Covid. It's one of the reasons I voted for the $2.2 trillion CARES Act. We've now appropriated, we've authorized about $4 trillion in aid, but we did it in a shotgun approach. And we don't have an unlimited checking account. We're $27 trillion in debt. At the end of this fiscal year it will be over $29 trillion. Many, many, many of those individuals [receiving checks] have been working, they've been getting a paycheck, they're not financially struggling. Why would we be giving checks to people that truly don't need it? Again, we should have gone back to the drawing board, we should have targeted this relief. The lack of targeting, the lack of thoughtful consideration given to mortgaging our children's future by another $464 billion. I know it sounds good, it feels good to give away money. Everybody loves benefits. Somebody has got to be thinking about the effect of this on our future generations. We did it fast. We did it massively so the markets wouldn't collapse. We had to do that. I don't think even at that time it had to be $2.2 trillion. But we just had to lard out another $900 billion, and now people are talking about another $464 billion like this is Monopoly money. It's not. This is a mortgaging of our children's future. On Covid relief So, first of all, there's the demand to increase the $600 per-person payments up to $2,000 per-person, which would increase the average amount of money going to households, for Covid relief about $2,400 in the original CARES Act to a family of four getting $8,000. So, from my standpoint, I've seen a report that adds another $464 billion to the total cost of that package money we don't have, money that we're borrowing from our kids' future. So, I think we need to target that a little bit more. On Biden investigation In the end, we just might need a special counsel, as much as I dislike what happens with special counsels. In this case, I think, in order to restore the confidence in our justice system so that the American people do have confidence that it'll be equal justice under the law rather than special privileges for those that are [well] connected. The CARES Act was the largest of the initial aid packages that Congress enacted to help Americans through the coronavirus pandemic. Among many critical provisions in that law was the one authorizing up to $1,200 payments to individuals (plus an additional $500 per child) for most Americans struggling with the economic impacts of this deadly virus. A true relief package must lift everyone up. And one of the best ways to do this is by putting money in the hands of the people. The cash payments in the CARES Act were needed relief, helping keep food on the table and pay rent, among other uses. But that money has since dried up. I support additional payments, as do most House Democrats, which is why strengthening those payments were a key part of the two follow up packages (H.R. 925 and H.R. 6800) that have passed in House in the last six months only to die in the Mitch McConnell's graveyard. The longer relief is delayed, the more Americans will be pushed into poverty and dire straits. I am calling on negotiators to include a new round of payments in any upcoming COVID-19 package. I have heard the calls from my constituents, who have spoken on the need for cash payments because they are facing financial trouble that worsens as the days go on. Millions are on the brink of eviction. Others are seeing their UI benefits expire, if they got them in the first place. Pantries are seeing long lines that keep growing. This would enable pharmacists to dispense and patients to choose which biosimilar insulin product works best for their individual needs instead of being forced to pay top-dollar for brand-name insulin, or a reference product. This is an idea that has been covered by the Center for Biosimilars, New England Journal of Medicine and one the FDA has indicated interest in pursuing. According to the Center for Biosimilars, the annual cost of insulin for a patient with Type 1 diabetes doubled from $2,864 in 2012 to $5,705 in 2016. While it has been estimated that FDA-approved biosimilars could save patients and the health care system anywhere from $54 to $250 billion over their first 10 years on the market, these cost savings have yet to be achieved due to a slow moving approval process, patent considerations and anti-competitive strategies. The Biosimilar Insulin Access Act would be a milestone for the biologic industry, as it would allow an FDA approved biosimilar insulin to be the first biosimilar product with an interchangeable designation. There are over 34 million diabetes patients in the U.S. and for many of them, having insulin is as important as breathing, said Grothman. The way the system is set up, however, the deck is stacked in favor of more expensive brand-name products.
