David B. McKinley, P.E. (R-W.Va.) recorded several legislative victories on behalf of the people of West Virginia this year, including a permanent fix to protect pension and healthcare benefits for retired coal miners, and legislation that will help reduce the cost of prescription drugs. Being in the minority brings a whole new set of challenges to getting things done. We no longer set the agenda, and that can be very frustrating. The only way to get anything accomplished is by working in a bipartisan fashion,McKinley said. Our office has always focused on building relationships across the aisle and finding common areas of agreement. This philosophy has helped us ensure that West Virginians' voices are heard, and the needs of our state are met, even while serving in the minority. This year, we have been able to achieve some major legislative victories thanks to the bipartisan nature of our work. From addressing our top priorityprotecting pensions and healthcare for minersto ensuring West Virginia gets it fair share of resources, we are proud of our work this year,McKinley added.Below is a breakdown of his Congressional work over the past year: The 2019 year-end spending bill included apermanent fix for the pension and health care benefits of retired miners.(Roll Call #689 & #690, 12/17/19; Became Public Law No: 116-94, 12/20/19)McKinley has led the fight in the House on this issue for many years. The 2019 year-end spending bill also included the Creating and Restoring Equal Access to Equivalent Samples (CREATES) Act (H.R. 965) which will reduce drug costs by encouraging generic competition. In an op-ed today for the Charleston Gazette-Mail, U.S. Senator Shelley Moore Capito (R-W.Va.) highlights the significant economic growth in West Virginia over the last year. Recently, Senator Capito released a video highlighting various events from 2019 and her work for West Virginians throughout the past year. The video can be viewed here. Future economic growth is contingent upon fostering an environment that promotes entrepreneurship, and I am committed to continuing to support this type of environment. Doing so will help innovative startups access critical federal research dollars that will help them make their ideas and visions realities, and attract other businesses whether they be tech, manufacturing, energy or others to set up shop in West Virginia, Senator Capito writes. The full op-ed is available here and below. 2019: A Year of Economic GrowthBy: U.S. Senator Shelley Moore Capito (R-W.Va.) Charleston Gazette-MailDecember 31, 2019 2019 marked a year of significant economic growth for West Virginia and we have the numbers to show for this improvement. We are attracting new businesses, creating an environment for existing ones to expand, and, as a result, West Virginias unemployment rate is decreasing overall. But, the good news doesnt end here. Proctor & Gambles facility in Tabler Station is now up to 1,100 employees, including two co-located suppliers. Toyota announced earlier this year that it would begin manufacturing hybrid transaxles and its new employment target will approach 1,800. Hino Motors Manufacturing relocated and expanded its operations in Mineral Wells, increasing employment to 800. Marathon Oil cut the ribbon on another plant at its Sherwood facility, making it the largest gas processing plant in North America. And, Pietro Fiorentini opened a manufacturing facility in Weirton. These are only a few highlights, but it demonstrates that West Virginia can be a hub fo… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

U.S. Senator Joe Manchin (D-WV) released the following statement wishing West Virginians a Merry Christmas and Happy Holidays. Gayle and I and the entire Manchin family would like to wish all West Virginians and Americans a Merry Christmas and Happy Holidays. During the Christmas season, Gayle and I are reminded once again of the importance of family - the source of life's greatest joys and its deepest bonds. Our families are the foundation of our country as well as the inspirational force in each of our lives. We are so blessed with the riches of loving families and friends, a beautiful state to call home, and the knowledge that we are truly a statewide community with an unbreakable bond. Not only is this good for the soul, but it makes West Virginia the best place to work, live, and raise a family. This is also a time to remember the brave men and women who have served and continue to serve our country. Their sacrifices allow us to enjoy these blessings this holiday season. Let us keep them and their families in our hearts and prayers, not just during the holidays, but every single day. Throughout the year, we are tested as a national community. This Christmas let us pray for peace, safety, and a greater understanding of one another. My parents taught me that if you can count your blessings, you can share your blessings. We are all so blessed to enjoy their opportunities of this great nation. That is why, during this holiday season, I encourage every West Virginian to share their blessings and generosity with those who may need a helping hand. May you spend this year's waning days visiting loved ones, renewing old ties, forging new relationships, and sharing a hope among us all for a happy, healthy, and prosperous New Year. The spending bill included a provision to save threated pension and healthcare benefits similar to the bipartisan legislation that McKinley introduced. Over the years, we have worked to keep this issue front and center. So much hard work has gone into getting this legislation signed into law. We have worked hand in hand with retired miners and their families, to make sure Congress understood what was really at risk, McKinley said. More than 100,000 retirees, widows, and families have been provided the peace of mind they deserve. After years of bipartisan effort that I have been proud to lead in the House, we can finally say we kept our promise." Click here for more information. Here is a wrap up of media coverage: The Wheeling Intelligencer:Keeping Faith with MinersSanta Claus may be coming early to thousands of men and women who provided more than a few lumps of coal to millions of their fellow Americans. The near-collapse of the U.S. coal industry partly as a result of federal government action has left as many as 100,000 retired miners and their families in dire straits. For many years, their pension system, operated through the United Mine Workers of America, was supported by payments from coal companies. But those payments were based on tonnages of coal mined, and those numbers have plummeted during recent years. The Exponent Telegram:A 'unique' approach solves miners pension problemsAs Christmas nears, there is reason for good cheer especially for more than 100,000 miners whose pensions were in jeopardy of ending either this year or next. Thanks to the hard work of Sen. Joe Manchin, D-W.Va., Sen. Shelley Moore Capito, R-W.Va., and Rep. David McKinley, R-W.Va., a bipartisan coalition of lawmakers in Washington have stood up and done the right thing: Written funding into a must-pass-or-close-the-government spending bill that will now guarantee those pensions remain. As a result, the solutions, as well as the funding needs, have been expansive. I am proud to say that the funding measures we passed in the Senate yesterday continue the commitment to solving the problems we face because of the opioid epidemic, Senator Capito said. There is perhaps no issue that is addressed more thoroughly in this entire funding measure than the fight against opioids. Because of my request to do so, in several divisions of the bill, funding and emphasis is specifically directed. I will continue to work for these important initiatives on behalf of every West Virginian who has been impacted by this crisis. The funding secured for West Virginia in the Appropriations package makes me proud of the work we have accomplished in the Senate this year. We have secured $3.8 billion to combat the opioid epidemic, $555 million to expand broadband in rural areas like West Virginia, $181.5 million to address youth homelessness, and I am so proud to say that we secured pensions for 92,000 coal miners and healthcare for 13,000 coal miners and their families in this package. All of these wins are wonderful for West Virginia and I look forward to continuing to fight to ensure that our state receives the funding and resources we need to thrive and succeed, said Senator Manchin. Senator Manchin's top West Virginia priorities secured in the Appropriations package: Coal Miner's Healthcare and Pensions: Secures the pensions and healthcare for nearly 100,000 coal miners and their families. Opioids ($3.8B): Billions of dollars in dedicated funding across the government to combat opioids, including $518 million through the Dept. of Justice, $402 million through the VA, and $25 million at HUD. Clean Drinking Water ($2.8B): Supports nearly $2.8 billion in appropriations toward water infrastructure, as well as $43 million directed toward remediation of PFAS chemicals, which have impacted several cities in WV. Border Wall ($1.375B): Maintains funding for the construction of the wall along the southern border. Rural Broadband ($570M): Provides funding to the USDA for the ReConnect program, as well as $5 million in new broadband funding from the Appalachian Regional Commission for distress… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

McKinley Statement on the Adoption of the Articles of Impeachment Vote sets a precedent that impeachment is no longer based on evidence, but instead who holds the majority in the House. f t # e Washington, December 18, 2019 U.S. Representative David B. McKinley P.E. (R-W.Va.) issued the following statement on the House of Representative's vote to impeach President Trump: Alexander Hamilton warned in the Federalist Papers No. 65, that impeachment might become a way for Congress to remove a political opponent from office, and that the decision could be driven by politics, rather than a real demonstration of guilt. Today, the House of Representatives has made our Founding Fathers' fear a reality, and for the first time in our nation's history, impeached a president on purely partisan lines. This vote sets a precedent that impeachment is no longer based on evidence, but instead who holds the majority in the House,McKinley said. Now, the Senate will be forced to stop working on legislation, and instead required to focus on a trial that will result in an acquittal. No reasonable person believes that 67 senators will vote to convict the president on the articles of impeachment. U.S. Senator Shelley Moore Capito (R-W.Va.), a member of the Senate Appropriations Committee, today announced two awards through the U.S. Department of Agricultures (USDA) ReConnect program. Wetzel and Tyler Counties have been approved for a $2 million grant and $3.5 million grant/loan combination, respectively. This funding will support the construction of fiber networks that will provide broadband service to residents, businesses, and community facilities in the two counties. Over the past year I have been working with communities across the state to help them take advantage of the tremendous opportunity presented by the ReConnect program," Senator Capito said. "As a member of the Senate Appropriations Committee, I fought hard for this funding and spoke directly with Secretary Perdue urging him to fund projects in West Virginia. I am pleased that multiple applicants were successful in this years round and will continue to assist communities as they develop applications for next year. My Capito Connect plan is delivering demonstrable results across the states as more communities are seeking federal funding to deliver broadband. As a leader on the Senate Appropriations Committee, Senator Capito helped create and secure funds in the FY2018 budget for the ReConnect program. Through her Capito Connect initiative, Senator Capito has made improving connectivity and closing the digital divide in West Virginia a top priority and has worked to advance efforts and deliver resources to support programs like ReConnect. # # # 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

U.S. Senator Shelley Moore Capito (R-W.Va.) was joined yesterday by Senators Dianne Feinstein (D-Calif.), Chuck Grassley (R-Iowa), and Dick Durbin (D-Ill.) to introduce the Preventing Pill Mills Through Data Sharing Act, a bill giving the Drug Enforcement Administration (DEA) additional tools to hold drug distributors, manufacturers, and pharmacies accountable for identifying, reporting and stopping suspicious orders of controlled substances. Our recent history in West Virginia, where millions of prescription opioids flowed freely into small communities throughout the state, demonstrates all too clearly why continued action is needed to ensure suspicious orders of controlled substances are detected, stopped, and those responsible held accountable, Senator Capito said.Im glad to join Senator Feinstein in introducing this legislation that builds on our past bipartisan work and provides much needed next steps to guarantee the mistakes of the past are note repeated. Thousands of opioids, often bought from pharmacies, are flooding our communities and leading to devastatingly high levels of addiction and prescription drug-related overdose deaths, Senator Feinstein said. One West Virginia town of 392 people received nearly 9 million pills in a single year. We cannot allow pharmacies to order far more drugs than they can responsibly distribute, and drug manufacturers and distributors to supply them. The data needed to stop pharmacies from becoming pill mills already exists, we just have to make it accessible so suspicious orders can be spotted and reported to the authorities. Thats exactly what this bill does and Im proud to introduce it with my colleagues. As communities across the country continue to battle the flood of heroin, fentanyl, methamphetamine and other illicit opioids, we cant ignore the drug dealers wearing white coats. U.S. Senator Shelley Moore Capito (R-W.Va.) issued the below statement tonight following the U.S. House of Representatives vote to impeach President Donald J. Trump: Tonight, House Democrats did what they have promised they would do for years: impeach President Donald Trump. Since this president was elected, we have had investigation after investigation, and nothing to show. It has been made clear throughout this rushed and unfair process that this is nothing but political theater, and it sets a terrible precedent. Our Founders intended for impeachment to be used as the last straw, the last measure to remove a president from office. Today, impeachment is being weaponized as a political instrument, and that is unfortunate. West Virginians have made it clear to me time and time again that they would rather Congress focus on the issues that truly affect their day-to-day livesnot political and partisan theatrics. Lets do what we were sent here to do: legislate and improve the lives of Americans. # # # 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

U.S. Senator Joe Manchin (D-WV) today announced $5.6 million for Wetzel and Tyler counties, $2,094,500 and $3,516,000 respectively, from the U.S. Department of Agriculture (USDA) ReConnect Program to expand broadband infrastructure for 3,250 rural households, educational facilities, health care centers, and nearly 200 businesses in the area. The USDA also announced a second round of $550 million in available funding that will be open for applications on January 30th, 2019. I am so proud that Wetzel and Tyler counties have been awarded $5.6 million to expand broadband access, which is vital for rural communities like those in West Virginia to compete in the 21st century. Throughout this application process my office has provided support to these counties and other applicants, providing resources and helping to ensure that they were competitive in this funding process. Wetzel and Tyler counties will now be able to ensure that rural communities in these counties have access to reliable broadband, no matter where people live. As a member of the Senate Appropriations Committee, I was also able to secure an additional $555 million for rural broadband infrastructure expansion through the USDA in the 2020 Appropriations package the Senate will vote on this week. The bill also ensures this funding will be targeted to areas of the country with the largest broadband coverage gaps, including those with challenging mountainous terrain, and directs USDA to make the application process easier and provide better assistance to applicants throughout the process. I will continue to advocate for funding that supports expanding reliable broadband access in rural areas and look forward to supporting the applicants for the additional funding available in January, said Senator Manchin. U.S. Senator Joe Manchin (D-WV) joined 10 of his Senate colleagues in sending a letter to Purdue Pharma's Board of Directors, calling on them to cancel the reported $1.3 million bonus they are planning to give to Purdue Pharma CEO Craig Landau. Attorneys General from 24 states have argued that Landau should not collect a bonus, and on Thursday, a bankruptcy judge is expected to issue a decision on whether the CEO can collect it. The Senators said in part: We write to you today with concerns about the $1.3 million incentive bonus payment you have proposed to make to Purdue chief executive officer Craig Landau while your company is in Chapter 11 bankruptcy. Mr. Landau is a named defendant in multiple lawsuits, which allege he personally designed Purdue's intentionally deceptive opioid marketing campaign. Further, the payment is based on aggressive performance incentives similar to those used to encourage opioid sales. As such, we ask that you cancel the incentive payment to Mr. Landau and reevaluate your incentive payment plan to ensure your company puts patient safety ahead of profits. Purdue's opioid marketing campaign accelerated an opioid epidemic that has claimed an estimated 400,000 lives. The campaign generated $35 billion in revenue for Purdue and likely significant incentive bonus compensation for Mr. Landau for achieving ambitious opioid sales targets. The Senators are concerned that Purdue is using profits from selling more prescription opioids to reward high-level employees with massive bonuses, rather than helping states ravished by the opioid crisis that the company made worse. The Senators continue: By maintaining the aggressive incentive plan for Mr. Landau, the Board is showing that it does not recognize the role the incentive program played in accelerating the opioid crisis into a national tragedy. While the filings indicate that Purdue's sales incentive plan will not pay bonuses … 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Today, U.S. Senator Joe Manchin (D-WV) delivered remarks on the Senate Floor thanking coal miners, the United Mine Workers of America (UMWA) President Cecil Roberts, his colleagues in the House and Senate and the White House for putting politics aside and passing the Bipartisan American Miners Act. This bill secures lifetime healthcare benefits for the 13,000 retired coal miners and their families who would have lost their benefits entirely and the 92,000 retired coal miners and their families who would have seen their pensions gutted next year without Congressional action. By working together across party lines, since 2016, Senator Manchin has secured lifetime healthcare benefits for 36,000 and pensions for 92,000 miners and their families. Click here to watch his full remarks. Senator Manchin said in part: On Monday, after four long years of working hard through many uncertainties, Congress came together, Democrats and Republicans, to secure healthcare and pensions for our nation's coal miners. We did our job. It was the coal miners of America that made us look beyond politics. And I want to give my sincere thanks to all of my colleagues for putting partisan politics aside and for rising above the divineness and tribalism in order to keep the promise we made in 1946. Over seventy years ago, President Harry Truman recognized the importance of the workers that produced the coal for this country and promised that the government would guarantee our brave coal miners' benefits in return for their service. He continued: This agreement was a sacred promise between worker and country, and it captured the very best of our American values. This week, we kept that promise by including the Bipartisan American Miners Act in the end of year funding bill. We kept our promise to the 13,000 retired coal miners and their families who won't lose their healthcare by the end of the year. U.S. Senator Joe Manchin (D-WV) today issued the following statement on the decision on the constitutionality of the Affordable Care Act (ACA) by the 5th U.S. Circuit Court of Appeals. I am outraged that today's decision does absolutely nothing to protect health coverage for the 800,000 West Virginians and millions of Americans living with preexisting conditions. This court decision further delays a final verdict and continues the ongoing uncertainty for individuals that have health coverage through the ACA. Time and time again, I have stated that the ACA is not perfect, but we simply cannot throw the baby out with the bath water. It is unconscionable that we are still debating whether or not to rip coverage away from individuals living in this country with preexisting conditions. Further, I urge West Virginia's Attorney General Patrick Morrisey to withdraw from this dangerous lawsuit on behalf of the hundreds of thousands of West Virginians who will be harmed. Congress should immediately set aside partisan games and pass bipartisan legislation that makes commonsense fixes to our current system. I will continue to fight to ensure that the Senate has the opportunity to defend the constitutionality of pre-existing condition protections in court. Protecting West Virginians healthcare has always been my top priority and I will continue to fight for every West Virginian's access to quality, and affordable health insurance. McKinley (R-W.Va.) praised the passage of a bipartisan spending agreement that includes a permanent fix for the pension and health care benefits of retired miners. The year-end spending bill passed the House today, with a provision similar to the bipartisan legislation that McKinley introduced to protect miners' pensions and healthcare. For years, we've been leading the fight to protect the pensions and health care benefits earned by retired miners, and by the end of this week, we can finally say our government is keeping its promise, said McKinley. This agreement will provide peace of mind to the 100,000 retirees, widows, and families who depend on the UMWA pension fund. After years of bipartisan effort that I have been proud to lead in the House, we can see the end of the tunnel." Over the years, we have worked to keep this issue front and center. So much hard work has gone into getting this legislation to this point, and the retired miners and their families, who made their voices heard in Congress, deserve a lot of the credit. This has been a team effort. We are thankful for Senator Capito and Senator Manchin's leadership to make this bill a priority in the senate. I look forward to this agreement passing the Senate later this week, and being signed into law, McKinley added. Background Since 2013, McKinley has introduced bipartisan legislation to protect pensions and health care benefits for more than 100,000 United Mine Workers Association (UMWA) retirees and family members. U.S. Senators Shelley Moore Capito (R-W.Va.) and Doug Jones (D-Ala.) today introduced the Non-Opioids Prevent Addiction in the Nation (NOPAIN) Act. The legislation aims to help address barriers to non-opioid pain management for those enrolled in Medicare, which will help stem the opioid epidemic across the nation. Senators Capito and Jones were joined by Senators Jeanne Shaheen (D-N.H.), Joni Ernst (R-Iowa), and Joe Manchin (D-W.Va.). Addressing the opioid epidemic requires a multifaceted approach, Senator Capito said. A critical part of this is ensuring that the Medicare program does not create a perverse incentive for doctors to continue to prescribe opioids to patients. Instead, we should incentivize providers to utilize innovative non-opioid drugs and devices. The NOPAIN Act is an important step forward in preventing future addiction. We need to use all the tools we have to ensure patients have access to non-opioid pain management therapies. This bill can help encourage more health care providers to use non-opioid options when it is best-suited for their patients, said Senator Jones, a member of the Senate Health, Education, Labor and Pensions Committee. The opioid epidemic is one of the most urgent public health crises facing our nation, said Chris Fox, Executive Director of Voices for Non-Opioid Choices.130 Americans die every day from an opioid overdose and this public health emergency has cost taxpayers $2.5 trillion just since 2015, according to a recent analysis by the White House Council of Economic Advisors. As a nation, we must do more to prevent opioid addiction before it begins, including by fully embracing and encouraging the utilization and availability of non-opioid solutions for acute pain patient. The NOPAIN Act would go a long way towards accomplishing this laudable goal. U.S. Senator Shelley Moore Capito (R-W.Va.) today issued the below statement after voting in support of the conference report to accompany the National Defense Authorization Act for Fiscal Year 2020 (NDAA), a bipartisan compromise combining the House- and Senate-passed versions of the NDAA. The conference report passed the Senate by an 86-8 vote and now heads to President Donald Trumps desk for his signature. The legislation, which will support our troops, strengthen the military, and enhance national security, also includes bipartisan language Senator Capito authored and secured in the bill to address the risks and challenges associated with per- and polyfluoroalkyl substances (PFAS). Determining our nations defense spending priorities is one of Congress primary responsibilities, and a responsibility that should be taken seriously. This legislation supports our troops and their families, strengthens our military, and ensures our national defense, and I was proud to vote in favor of this legislation. While I was proud that several of my measures remained in the final version of this bill through the conference negotiations, I was very disappointed that House Democrats on the Energy and Commerce Committee disagreed with bipartisan language I authored with Senator Gillibrand to ensure Americans have access to clean drinking water that is free of PFAS, ultimately deciding to eliminate it from the final text. Addressing the risk of harmful effects that certain PFAS pollutants can have on individuals is something on which we should all be able to find common ground. U.S. Senator Shelley Moore Capito (R-W.Va.), member of the Senate Appropriations Committee, today spoke on the Senate floor and highlighted several key parts in the appropriations package, including the agreement reached to secure miners pensions and health care, infrastructure, and measures to help improve our homeland security. Yesterday, the Senate Appropriations Committee announced two comprehensive appropriations packages, which include all 12 funding bills, to fully fund the government. The Senate is expected to vote on these packages this week. ON MINERS PENSIONS: Our West Virginia miners have answered the call throughout their careers. Their hard work provided the electricity and the steel that has powered our American economy, and the time has come to protect the retirement benefits that these miners earned. The Bipartisan American Miners Act will secure both pension and health care benefits for these hard working men and women, Senator Capito said during her speech. Thousands of miners in West Virginia and elsewhere in coal country will have a merrier Christmas when this bill becomes law later this week. I ask my colleagues to join me in supporting this critical legislation. ON INFRASTRUCTURE: I was proud to ensure that in the transportation and infrastructure title of the appropriations bill, we fund the Appalachian Development Highway System at $100 million, Senator Capito said during her speech. I have also advocated for action to address structurally deficient bridges...Almost 20 percent of West Virginias bridges are classified as structurally deficient. With the highest overdoses per capita in the nation, the opioid epidemic has ravaged West Virginia like no other state. Every family in our state has been affected by this horrible epidemic and we must continue to address this crisis so that our communities can begin to recover. That is why I am proud to introduce this bipartisan legislation with my colleagues to prioritize reimbursements for non-opioid treatments to ensure that non-opioid treatments are used whenever possible. Addressing this epidemic continues to be one of my top priorities and I will do everything possible to provide funding and other resources to combat this crisis, said Senator Manchin. Under current law, hospitals receive the same payment from Medicare regardless of whether a physician prescribes an opioid, or a non-opioid. As a result, hospitals rely on opioids, which are typically dispensed by a pharmacy after discharge at little or no cost to the hospital. The NOPAIN Act would change this policy by directing CMS to provide separate Medicare reimbursement for non-opioid treatments used to manage pain in both the hospital outpatient department (HOPD) and the ambulatory surgery center (ASC) settings. U.S. Senator Joe Manchin (D-WV) voted to pass the National Defense Authorization Act (NDAA), a vital piece of legislation that will provide our military with the means necessary to defend our nation. As a member of the Senate Armed Services Committee, taking care of our servicemembers and their families is one of my most sacred responsibilities. No piece of legislation is ever perfect, but this National Defense Authorization Act is vital to the safety and security of our great nation and our interests around the world. This defense package includes funding to support our West Virginia servicemembers and facilities, our troops, and the defense of our nation. I am particularly excited that it honors our servicemembers and their families by repealing the widow's tax', including a much needed pay raise, and addressing the unique challenges faced by those serving in the National Guard and Reserve. This bill also includes critical funding towards West Virginia youth programs like STARBASE and Mountaineer ChalleNGe Academy. I am also proud to have secured important protections against foreign influence in our critical infrastructure and new responsibilities for prime contractors that will strengthen our nation's industrial base cybersecurity. Although the cost is high, I believe the investment in our servicewomen and men, and our overall national defense, is worth the price. The NDAA authorizes a total of $738 billion. First and foremost, this legislation authorizes resources for our men and women in uniform and their families: 3.1 percent pay increase for servicemembers, the largest increase in a decade. Repeal of the widow's tax. Senator Manchin has helped lead the effort to repeal this faulty federal duplication of benefits formula that penalizes families for investing in the Survivor Benefit Plan. This commonsense provision will save impacted families up to $1,000 per month. Reserve Pay… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Today, the U.S. Senate Energy and Natural Resources Committee held a hearing to consider the pending nomination of Mr. Lanny Erdos to be the Director of the Office of Surface Mining Reclamation and Enforcement (OSMRE) at the Department of the Interior. Senator Joe Manchin (D-WV), Ranking Member of the Senate Energy and Natural Resources Committee, stressed the importance of the Office of Surface Mining's role in distributing money to the United Mine Workers Combined Health and Benefits Fund. The Office of Surface Mining is responsible for distributing money to the United Mine Workers Combined Health and Benefit funds. I cannot stress enough how important this is to me and my state. That's why I am so proud that a fix to the miners' pension fund and health care benefits is included in the year-end appropriations deal. Because of this, 82,000 current pensioners, 10,000 future pensions and an additional 13,000 health care beneficiaries will not see their benefits gutted or eliminated next year,Ranking Member Manchin said. And, as you know Mr. Erdos, OSMRE has a very important role to play in its implementation. I understand you are the nephew of Babe Erdos, a member of UMWA International Executive Board. I have no doubt you understand the importance of making sure the necessary transfers take place and that we keep the promise made in the Krug-Lewis Agreement of 1946. Mr. Erdos committed to Ranking Member Manchin that he will ensure OSMRE makes the necessary transfers to the United Mine Workers of America Health and Retirement Funds. As you know, the transfer of those excess funds into the United Mine Workers retirement fund is the lifeblood of what we are trying to accomplish right now. In recognition of the Battle of the Bulgebeginning 75 years ago, the U.S. Senate passed a resolution last week introduced by U.S. Senators Joe Manchin (D-WV) and Shelley Moore Capito (R-WV)commemorating this anniversary. S. Con. Res 23honorsthe valiant efforts of theAlliedForces inDecember 1944, as well as those who made the ultimatesacrifice in thislast major German offensive in Western Europeduring World War II.There were 89,000 American casualties in this 38-day battle, and 19,000 American soldiers lost their lives. The Allied victory in this battle helped make possible the final defeat and surrender of Germany in May 1945. I am proud that my colleagues have come together to pass this resolution that honors the 75th anniversary of the Battle of the Bulge, said Senator Manchin. The Battle of the Bulge was the largest and bloodiest single battle fought by the United States in World War II and proved decisive in turning the tide against the Nazi regime. I hope this remembrance helps to teach our children about the American qualities of resilience, perseverance, and ingenuity that helped our military overcome great odds and a surprise attack by the Germans in the middle of winter. Not surprisingly, many West Virginians took part in this battle, including James Aubrey' Stewart from Piedmont who we honor as one of the 11 African American soldiers of the 333rd Field Artillery Battalion massacred along with The Wereth 11.' To this day, West Virginians in Mineral County honor the service of Aubrey Stewart, and cherish his memory. Those who served in this battle are what made that generation the greatest this country has ever seen. It is our duty to honor and remember their sacrifices made for our freedoms. This resolution is the perfect way to do so while also highlighting the end of the Nazi regime and the work of the Allied Nations. 75 years ago, many Americans lost their lives fendin… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

McKinley (R-W.Va.) praised the inclusion of an agreement to protect pension and health care benefits for retired miners in the year-end spending bill. The provision mirrors bipartisan legislation he introduced in the House. After years of work to protect the pensions and health care earned by retired miners, the finish line is in sight, said McKinley. By the end of the week Congress will finally provide peace of mind to the 100,000 retirees, widows, and families who depend on the UMWA pension fund. This agreement to keep the promise to our retired miners comes as a result of a years-long bipartisan effort that I have been proud to lead in the House, added McKinley. Working alongside Senators Capito and Manchin and the United Mine Workers, we have kept this issue front and center. I look forward to this agreement passing the House and Senate later this week and being signed into law. Background Since 2013, McKinley has introduced bipartisan legislationto protect pensions and health care benefits for more than 100,000 United Mine Workers Association (UMWA) retirees and family members. https://miller.house.gov/media/press-releases/congresswoman-miller-s-legislation-passes-house-representatives Congresswoman Miller’s Legislation Passes House of Representatives 2019-12-16 2019 2019-12 Republican House WV Carol Miller M001205 miller.house.gov     legacy Washington D.C. Today, the U.S. House of Representatives passed H.R. 3362, the Small Airport Mothers' Room Act of 2019, a bipartisan bill introduced by Congresswoman Carol Miller (R-WV). The legislation ensures that all small hub airports will provide private mothers' rooms, including nursing and changing stations, in accordance with current FAA requirements on medium and large hub airports, at no additional cost to taxpayers. Travelling with infants, while rewarding, can often be stressful on new mothers. This bill helps lessen this anxiety and allows for mothers to have a quiet, private space to care for their young ones and nurse their children in privacy, said Congresswoman Miller. Air travel is one of the most common forms of travel in our country, so it is vital that we update our airport infrastructure to fit the needs of American mothers and American families. Congresswoman Miller's bill is good legislation that will make it easier for families traveling by air throughout the country, and it will ensure that 97 percent of our airports have clean, private facilities suitable for mothers to care for their small children. I commend Congresswoman Miller for introducing this legislation and for her leadership on this issue, said Transportation and Infrastructure Committee's Republican Leader Sam Graves (R-MO). The FAA Reauthorization Act of 2018 required all large and medium hub airports to construct mothers' rooms by 2021. H.R. 3362 fills the remaining gap in coverage and similarly requires small hub airports to install mothers' rooms, extending this coverage to 97% of all travelers. U.S. Senator Shelley Moore Capito (R-W.Va.) attended a bipartisan Senate delegation trip to Belgium and Luxembourg to commemorate the 75th anniversary of the Battle of the Bulge. On Monday, the Senator Capito and her colleagues joined members of the House of Representatives at an official ceremony at the Mardasson Memorial near Bastogne, Belgium, marking this occasion. Senator Capito and U.S. Senators John Boozman (R-Ark.), John Barrasso (R-Wyo.), Deb Fischer (R-Neb.), Maggie Hassan (D-N.H.), Jacky Rosen (D-Nev.), Rick Scott (R-Fla.), and Thom Tillis (R-N.C.) participated in events surrounding this milestone including meeting with U.S. veterans who fought at the Battle of the Bulge. As the daughter of a WWII veteran, this trip was a personal one for me,Senator Capito said. 75 years ago, many Americans lost their lives fending off the German offensive during the Battle of the Bulge, and these efforts ultimately paved a way to end the war five months later. Having the chance to visit this historical location was a powerful reminder of the heroic actions of the Allied Forces that protected our democracy. On December 16, 1944, the Germans launched their last major offensive campaign during World War II. The attack surprised Allied Forces in the Ardennes Forest in Belgium and Luxembourg. Outnumbered, facing record-low temperatures and dwindling supplies, the Allied Forces on the frontlines dug in to defend against the German army. The battle lasted for six long weeks. More than 89,000 American soldiers were casualties including 19,000 soldiers killed, 47,5000 wounded and 23,000 captured or missing in action. The State JournalDecember 16, 2019 One of my first efforts as a U.S. senator was launching my Capito Connect initiative a roadmap for bringing affordable, reliable, high-speed internet access to homes, businesses, and classrooms in West Virginia. Each year, were making significant strides, and this past year, weve made even more progress. After asking Facebook Founder and CEO Mark Zuckerberg during a Senate Commerce Committee hearing for his commitment to partner with West Virginia on rural fiber deployment, Facebook announced in March they are investing 275 miles of long haul fiber right through the southern portion of state. And just last month, I joined Governor Justice, Congresswoman Carol Miller, and executives from Facebook in Beckley for the ceremonial groundbreaking of this major broadband project. Private investments like these are important for the expansion of broadband as they open up rural communities to build off these lines, much like branches off the trunk of a tree. But, this isnt the only investment were celebrating in West Virginia. In fact, weve been building on this momentum for quite some time. Last fall, … 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Congress is expected to vote on the measure this week, which includes these benefits for miners and several other provisions that will benefit West Virginians. U.S. Senator Joe Manchin (D-WV) today announced a bipartisan agreement to secure pensions and healthcare for nearly 100,000 coal miners, their widows, and their families. Senator Manchin's Bipartisan American Miners Act (S. 2788) has been included in the final funding package that will keep the government open beyond December 20th when the current temporary funding measure expires. This bill secures lifetime healthcare benefits for the 13,000 miners who would have lost their benefits entirely and the 92,000 miners who would have seen their pensions gutted next year without Congressional action. Today we came to an agreement that will finally secure pensions and healthcare for our coal miners and their families. We have honored the promise this country made to them back in 1946. This would not have happened without the UMWA and the thousands of coal miners who invested their time and energy, year after year, coming to Washington, walking the halls, and fighting for their brothers and sisters. It has been the honor of my life to lead this fight and bring together the coalition that made this possible. I want to thank my colleagues in Congress, Democrats and Republicans, for making this a truly bipartisan effort. I look forward to voting for this crucial bill later this week and sending it to the President so he can sign it into law and provide some well-deserved peace of mind to these great Americans that have done everything this country has asked of them, said Senator Manchin. Mooney's Statement on Judiciary Committee Advancing Articles of Impeachment Washington, D.C. Today, Congressman Alex X. Mooney (WV02) released the following statement: Today, the House Judiciary Committee voted along party lines to advance Articles of Impeachment against President Trump. Far from launching a serious inquiry with any semblance of fairness, the America people witnessed a partisan witch hunt. Speaker Nancy Pelosi told the Washington Post on March 11, 2019, I've been thinking about this, Impeachment is so divisive to the country that unless there's something so compelling and overwhelming and bipartisan, I don't think we should go down that path, because it divides the country. And he's just not worth it.' Speaker Pelosi went back on her word because every Republican member of Congress (and two Democrats) voted against opening impeachment proceedings and all Republicans opposed advancing the Articles of Impeachment in the Judiciary Committee. In fact, the only bipartisan thing was the opposition to this meritless impeachment. The campaign to impeach President Trump started the moment he was sworn into office. On Jan. 20, 2017, theWashington Postwrote, The effort to impeach President Donald John Trump is underway,' and indeed it was. Who can forget when freshman Rep. Rashida Tlaib, only hours after she was sworn into office, declared, We're gonna go in there and we're going to impeach the motherf---er.' This vote is one of the most shameful moments in our nation's history and sets a terrible precedent. Instead of wasting time and taxpayer dollars on a ridiculous impeachment inquiry, it is time for Democrats in Congress to focus on issues that matter to all Americans. I will continue to stand with President Donald Trump as he delivers on the conservative promises he made to the American people, said Congressman Mooney. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

U.S. Senators Shelley Moore Capito (R-W.Va.), Jim Inhofe (R-Okla.), Jerry Moran (R-Kan.), and Tammy Duckworth (D-Ill.), introduced a bill this week to improve education and training programs at aviation maintenance technician schools. The Promoting Aviation Regulations for Technical Training (PARTT) 147 Act of 2019 would establish performance-based regulations to ensure aviation maintenance education institutions have the flexibility to teach core curriculum reflective of the ongoing technical advances and innovation happening across the aviation and aerospace industry. U.S. Representatives Don Young (R-Alaska) and Cheri Bustos (D-Ill.) introduced the companion legislation in the House of Representatives. This legislation updates 50 year old regulations and ensures aviation maintenance education institutions are teaching the latest technologies. This is especially important for the emerging aerospace industry in West Virginia. Our state is home to industry leaders such as Lockheed Martin, Northrop Grumman, Pratt & Whitney, Bombardier, and dozens of others that all need a skilled manufacturing workforce. Im proud to join my colleague, Senator Inhofe on this legislation and I am confident that this bill will go a long way in improving the training programs at maintenance technician schools, Senator Capito said. We are pleasedto see Senator Capito join her colleagues in supporting the Promoting Aviation Regulations for Technical Training (PART 147) Act, Marshall University President Jerome A.Gilbert said. This bill is a big step forward in modernizing regulations that govern aviation maintenance education.Marshall University applauds Senator Capito for her hard work on behalf of West Virginia. U.S. Senators Shelley Moore Capito (R-W.Va.), chairman of the Homeland Security Appropriations Subcommittee, and Joe Manchin (D-W.Va.), members of the Senate Appropriations Committee, today announced $1,473,380.63 to the city of McMechens Waste Water Sewer Treatment Plant in Marshall County for repairs. Funding is provided by the Federal Emergency Management Agency (FEMA). Flooding and other natural disasters often damage water systems and lead to long term infrastructure issues, Senator Capito said. As chairman of the Homeland Security Appropriations Subcommittee, which funds FEMA, Im glad to see McMechen receiving these dollars for a fix to their treatment plants issues. Investing in infrastructure is essential to improving the lives of all residents across West Virginia. In recent years, our state has endured multiple weather-related disasters that continue to impact our wastewater infrastructure like the terrible floods of 2016 and 2017 that claimed the lives of 25 West Virginians. These investments will help repair wastewater treatment systems that have been damaged by severe weather so that all West Virginians have access to clean water and sanitation, no matter where they live and our communities can continue to heal from the devastation theyve endured. The bipartisan bill is designed to help working families by allowing them to receive an advance of up to $5,000 on the Child Tax Credit during the first year of a childs life or the first year after a child is adopted. Capito said she was particularly pleased to receive support from the Trump Administration on the legislation. I thank Ivanka Trump for her passion and her ability to bring both Republicans and Democrats to this table on this important issue. The bill was introduced into the Senate Dec. 4 by Sen. McKinley, P.E. (R-W.Va.) spoke on the House floor to urge his colleagues to oppose H.R. 3 and instead support a bipartisan alternative, the Lower Cost and More Cures Act (H.R. 19). Speaker Nancy Pelosi's bill, H.R. 3, passed the House today (230-192). Senate leadership has said they will not vote on H.R. 3, and President Trump made it clear he would veto it. So, what are we doing here? If lowering the cost of prescriptions were really a priority for Democrats, they would vote to adopt H.R. 19 the bipartisan amendment instead of the politically charged bill H.R.3,McKinley said.H.R. 19 has 35 bipartisan provisions that have passed out of House committees and it includes 90% of the bipartisan Grassley-Wyden bill in the Senate. This bipartisan alternative will not only lower drug prices, but it will protect innovation and research into new medicines and cures for diseases like Alzheimer's, rheumatoid arthritis, ALS, diabetes and Parkinson's. U.S. Senator Joe Manchin (D-WV) today spoke on the floor to announce no legislation will pass the Senate until he receives assurances that coal miners' healthcare and pensions will be secured in the end of year spending package. Senator Manchin's Bipartisan American Miners Act would permanently secure healthcare and pensions and honor the guarantee made by the federal government back in 1946. We have 13,000 coal miners who will lose their healthcare and 82,000 coal miners who will lose their pensions next year if we do not do something now. That's why I'm putting a hold on all legislative business coming through the Senate until I get assurances that coal miners' healthcare and pensions will be secured by the end of this year. My bill is the only bill that fixes this problem and has bipartisan support in the House and the Senate. Our veterans should always feel safe and cared for at our VA hospitals. No questions asked, Senator Capito said. Its important that we get more information for the families, the veterans, and the community. WASHINGTON, D.C. U.S. Senator Shelley Moore Capito (R-W.Va.), today spoke on the Senate floor to outline several important priorities Congress needs to address before the end of the year. On Appropriations: I am the chairman of the Homeland Security Appropriations subcommittee, so I very much want to see us enact a bill that would provide critical resources to protect this country So, I want to see us pass all 11 of these bills, as well to provide funding for our troops and our veterans, funding medical research, addressing the opioid epidemic, infrastructure, and many other priorities. On the Bipartisan American Miners Act: Congress must act to save the health care of 13,000 retired miners and protect the pension benefits of about 92,000 people. More than 25,000 retired miners received benefits in West Virginia last year, and we have a bipartisan bill to address this critical issue for our mining families and for West Virginia communities. It is critical that we pass that bill before the year because this situation is getting more dire every single day. On the USMCA Trade agreement: United States Mexico Canada Free Trade Agreement has been waiting for action all year as Senator Ernst said. Im glad to see Speaker Pelosi finally moving on this. That agreement would grow our economy and includes robust protections for American workers. Weve got to get it across the finish line. On the infrastructure: We passed a five-year highway bill out of committeewe had a unanimous vote. It would help improve the roads, highways, bridges that Americans count on every day to travel safely whether theyre going to church, to a job, or a family trip. Reauthorizing the federal surface transportation program is a top priority for the coming year. U.S. Senators Joe Manchin (D-WV) and Shelley Moore Capito (R-WV) introduced The Improving Safety and Security for Veterans Act of 2019, bipartisan legislation that would require the U.S. Department of Veterans Affairs (VA) to submit detailed reports on patient safety and quality of care at VA Medical Centers in light of the recent deaths of Veterans at the Clarksburg VA Medical Center. The legislation ensures that Congress, Veterans, and their families are fully informed on the policies and procedures in place across the VA nationally. Additionally, this bill requires the VA, once the criminal investigations are completed, to submit a detailed report and timeline of events surrounding the deaths at the Clarksburg VA. Victims' families have waited long enough and deserve answers. I can't imagine having a loved one murdered at a VA Medical Center and after a year and a half, still not knowing how it happened. I want to make sure this never happens to another Veteran at any VA facility ever again. I'm proud to join Senator Capito in introducing this bipartisan bill that will increase transparency at the VA and set the groundwork for greater accountability, said Senator Manchin. Due to the lack of information being made available to the public, Veterans across our state are having a crisis of confidence in the safety, security, and quality of their VA healthcare. This legislation will help our Veterans and their families gain insight into the policies and procedures that could have led to these homicides. Ultimately our goal is to help restore public confidence in the VA across West Virginia and the nation. I look forward to working with my colleagues on both sides of the aisle to pass this commonsense legislation to ease the minds of West Virginians and their families and ensure that our Veterans are receiving the care they deserve. U.S. Senator Joe Manchin (D-WV), Ranking Member of the Senate Energy and Natural Resources Committee, led a bipartisan group of Senators in sending a letter to Neil Chatterjee, Chairman of the Federal Energy Regulatory Commission (FERC), emphasizing the dangers of incorporating equipment manufactured by Huawei Technologies Co. (Huawei) into the nation's critical infrastructure. In the letter, Manchin and nine of his colleagues ask for Chatterjee's assurance that FERC understands the threat posed to U.S. national security by the Chinese-owned telecommunications company, and urge FERC to work with the Administration to combat the threat. In addition to Senator Manchin, the letter was also signed by Senators Angus King (I-Maine), Jim Risch (R-Idaho), Richard Burr (R-N.C.), Mark Warner (D-Va.), Susan Collins (R-Maine), Marco Rubio (R-Fla.), Tom Cotton (R-Ark.), Ben Sasse (R-Neb.), and John Cornyn (R-Texas). As you know, the Intelligence Community has issued repeated warnings to regulators and political leaders about the dangers associated with using Huawei equipment on the nation's telecommunications network, wrote the Senators. Congress and the Trump Administration have taken steps to eliminate Huawei products from national security sensitive applications, citing concerns with the company's links to the Chinese Communist party, including its intelligence services. Given FERC's responsibility for overseeing the reliability of the electric grid, it is critical that your agency take steps to ensure that United States critical infrastructure and the electric grid remain protected from foreign intrusion." The Administration will ultimately need to address the full scope of the threat posed by Huawei, including consideration of a ban on the company's entry into the U.S. inverter market, the Senators continued. In the meantime, we urge FERC and its new cybersecurity… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

U.S. Senators Shelley Moore Capito (R-W.Va.), Tammy Baldwin (D-Wis.), Mike Rounds (R-S.D.), Jon Tester (D-Mont.), and Pat Roberts (R-Kan.) introduced bipartisan legislation to provide affordable housing opportunities for volunteer firefighters and first responders in order to help recruit and retain more volunteers, particularly in rural and under-served communities. According to the National Fire Protection Associations 2017 U.S. Fire Department Profile, 65 percent of firefighters nationwide are volunteers, and fire departments rely on these volunteers to help respond to a wide array of local emergencies. Recruiting and retaining volunteer firefighters is critical for thousands of communities, yet local volunteer fire departments, especially those serving small and rural communities, find it difficult to meet staffing needs and attract younger volunteers. The Volunteer First Responder Housing Act would expand eligibility for qualified volunteer first responders to participate in certain federal housing assistance programs and provide a greater incentive for more volunteers to stay and continue to serve their communities. Hundreds of rural communities across West Virginia rely on volunteer firefighters and EMS professionals, Senator Capito said. This bill works to address the staffing and retention issues many stations face by providing housing incentives. The goal is to encourage these local heroes to continue their brave work in their communities, and this bill will help accomplish that. Fire departments in Wisconsin and throughout the nation rely heavily on volunteer firefighters and EMS first responders. We need to make sure that those who volunteer their time to serve have affordable housing in their community, Senator Baldwin said. The legislation also includes a first step toward simplifying the Free Application for Federal Student Aid (FAFSA) process. Annual funding for MSIs expired on September 30, 2019. West Virginia is proud to be home to two HBCUs, West Virginia State University and Bluefield State College, Senator Capito said. U.S. Senators Shelley Moore Capito (R-W.Va.) and Tim Scott (R-S.C.) were joined today by Senators Chuck Grassley (R-Iowa), Marco Rubio (R-Fla.), Todd Young (R-Ind.), Joni Ernst (R-Iowa), Bill Cassidy (R-La.), and Cory Gardner (R-Colo.) in the introduction the IMPACT Act, which would reinstate and expand reporting requirements to determine the impact of the more than 8,700 Opportunity Zones across the country. Opportunity Zones were initially proposed by the Investing In Opportunity Act, first introduced more than four years ago, which included strong reporting requirements. Procedural rules stripped the reporting requirements out of the Opportunity Zones provisions when they were added into the 2017 tax reform package, and Senators Capito and Scott have remained committed to restoring and bolstering reporting requirements ever since. The IMPACT, or Improving and Reinstating the Monitoring, Prevention, Accountability, Certification, and Transparency Provisions of Opportunity Zones, Act includes a variety of reporting requirements, fully listed below, to provide for the most robust and granular analysis over time on the targeted impacts of investments in Opportunity Zones. With more than $63 billion already in anticipated investments, it is critical that this analysis is in place. The IMPACT Acts requirements do this while protecting taxpayer privacy laws and preserving the ability of communities to utilize a wide-variety of possible investments without overburdening entrepreneurs and local governments with mountains of unnecessary paperwork. This bill would help us monitor and better understand whats working and whats not in the Opportunity Zone program. This program can really be a game-changer for West Virginia because of the chance to leverage investments. U.S. Senator Joe Manchin (D-WV), today sent 41 letters to Ajit Pai, Chairman of the Federal Communications Commission (FCC), with results from speed tests submitted by constituents from across West Virginia to highlight incorrect broadband coverage maps of West Virginia and support the need for the formation of a public feedback system to better assess broadband coverage across rural states like West Virginia. In total, Senator Manchin has sent 147 letters from 33 counties to FCC Chairman Pai to highlight speed test results he received from West Virginians who do not have access to reliable broadband service. Wednesday's investigative report issued by the FCC on the Mobility Fund II Process underlined the importance of these speed tests and proved Senator Manchin's challenges to broadband coverage maps were correct. The FCC report concluded that the major carriers have been overstating their coverage, particularly in rural communities. The letter said in part, While I am encouraged to hear that your agency is planning to implement a formal public feedback mechanism to improve broadband coverage maps, the people of West Virginia need help now. Until a more viable process is established, I will be providing you with real coverage data from people on the ground in West Virginia and a brief description of the challenges they face personally, professionally, and economically as a result of their unreliable broadband service. The letter continued, West Virginia is a wonderful place to live with vibrant, caring communities that value connection. However, the lack of broadband access is having a devastating impact on residents' ability to work, learn, and connect in my state. U.S. Senator Joe Manchin (D-WV) today released the following statement on the 78th anniversary of the attack on Pearl Harbor tomorrow. Seventy-eight years later, America still remembers the date which will live in infamy.' It was the first phrase pronounced to the world by President Franklin Delano Roosevelt in the wake of one of America's greatest tragedies, which has since engraved itself in history forever. December 7, 1941 will always mark the date that 2,403 American lives were lost when Japan led a surprise attack on the U.S. Naval Base at Pearl Harbor. It is a day that evoked fear and uncertainty across our nation and catapulted the United States into a Second World War. On that fateful December morning, there was no greater symbolism of American resilience than U.S.S. West Virginia, one of the four battleships that sunk in Pearl Harbor. The U.S.S. West Virginia took seven torpedoes hits and was targeted by Japanese planes more than any other ship. By the time enemy fire ceased, the ship had sunk into the harbor. But in fact, after being refloated and undergoing repairs, the West Virginia would later be involved in the battles of Iwo Jima and Okinawa and ultimately reached Tokyo Bay just days before Japan's formal surrender. This great ship that proudly represents the Mountain State is a symbol of the American people. The ship's story reveals that even in those moments when we are shaken to the core, we should never lose hope. Like the American people, the U.S.S. West Virginia signifies that while we may face difficult times, they also become the moments we remember the most, defining who we are and what we are made of. Today, we pay homage to the brave Americans who sacrificed their lives on that infamous December morning. We will never forget their service and sacrifice, always remembering those lost not only in our hearts, but also in the way we live our lives. Let us never forget t… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

This bill will ensure that our veterans are aware of and have access to resources like apprenticeship opportunities and empower them to achieve future success in the workforce. I was proud to sponsor this bill with Senator Peters, and I am confident that the passage of this legislation will help more veterans transition into civilian life following their service. When I travel across Michigan, one issue comes up regularly in my conversations with businesses, workers and families: and that issue is the need to close the skills gapThats why one of my top priorities in the Senate is to expand access to quality skills training programs, like registered apprenticeships, that are connected to todays in-demand jobs, said Senator Peters. U.S. Senator Shelley Moore Capito (R-W.Va.) today appeared on FOX Business where she spoke with Stuart Varney, host of Varney and Co., about the Homeland Security Appropriations funding bill, impeachment, and legislative items being ignored, such as USMCA. As chairman of the Homeland Security Appropriations subcommittee, Senator Capito worked hard to pass her Homeland Security funding billwhich included President Trumps request for $5 billion for the border wallout of the Senate Appropriations Committee. HIGHLIGHTS: HOMELAND SECURITY FUNDING: We have it through the Senate in a bipartisan way. We have $5 billion, which was the presidents request of a border wall systemits not all just wall. Its electronics and surveillance that comes along with it. The problem ison the House side, they keep wanting to handcuff the president. IMPEACHMENT: President Trump has had this thrown at him since the day he was electedverbally and with things introduced on the House floor. That just shows you the willingness of people to subvert our strong Constitutional values to get a political gain and to bruise him up before the November election. LEFT BEHIND LEGISLATIVE AGENDA: Why dont we have USMCA? That makes sense for everybody. It will go through both houses and benefit everybody, small states and large. # # # 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

U.S. Senator Joe Manchin (D-WV) applauded the announcement that Pratt & Whitney will invest $30 million into their engine services facility in Bridgeport, West Virginia. Over the last few years, I have witnessed the tremendous growth and development of the aerospace industry in West Virginia. During my visit to Pratt & Whitney's Bridgeport facility last year, I was impressed by the incredible work being done at the plant, and I am convinced that no one does this work as well as West Virginians do. As a member of the Senate Appropriations Committee, I am committed to ensuring that the aerospace industry continues to grow in West Virginia and I look forward to seeing the benefits of this investment for our state said Senator Manchin. Today is an announcement that makes your heart full.Pratt and WV have been partners for a long time.Their investment here solidifies the future of Pratt in WV, and great jobs for our West Virginians for many generations to come, said Tracy Miller, President of Mid Atlantic Aerospace Complex. U.S. Senators Joe Manchin (D-WV) and Shelley Moore Capito (R-WV) yesterday joined a bipartisan bicameral group in introducing legislation with resources to pay for leave and cover the cost of day care, baby supplies, and other expenses associated with a new child. No parent or family should struggle to raise their child, which is why I am proud to stand with my colleagues from both sides of the aisle to introduce this bipartisan bill that will help working families cover the costs of raising a child. This bill would help West Virginian and American families by giving financial support without raising taxes or creating employer mandates. I look forward to working with my colleagues to pass this legislation to support working families in West Virginia and across America, said Senator Manchin. As a working mother and grandmother, I understand the difficulties many families face when it comes to making adjustments during the first year of a child's life, Senator Capito said. There is study after study that shows what a difference it makes in a child's life to ease into the life of a family that a baby feels in these first several months that are very critical to their wellbeing. This legislation is the creative and flexible solution needed to address this issue, and I am confident that this will help many families in West Virginia and across the country create the best environment for their newborns. The Advancing Support for Working Families Act would allow families the option to advance up to $5,000 of their recently-doubled child tax credit in the first year of a child's life or the first year a family adopts a child. Families can also choose to advance their child credit without having to miss work or sacrifice a state or employer's family/medical leave policy to pay for other expenses. Most other paid leave proposals require parents to take off work to receive benefits, this bill allows telework… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

At the group's inaugural meeting, interested Members heard from Minor League Baseball (MiLB) President Pat O'Conner and several Minor League team owners. The group discussed strategy to continue the momentum on this urgent issue. The Save Minor League Baseball Task Force will advocate on behalf of the communities that stand to be most harmed by MLB's plan to eliminate 42 minor league franchises. They will closely monitor ongoing negotiations between MLB and MiLB as well as discuss potential legislative action if and when such a remedy becomes necessary. "Baseball is America's pastime, and minor league teams have a major impact on small communities across our country, said Congressman McKinley. While we understand the MLB has concerns: the idea that doing away with 42 teams is the only solution is not reasonable. We look forward to working with MiLB and MLB to find a compromise that will preserve affiliated baseball in these cities. I am proud to launch this important Task Force with my Co-Chairs; Representatives McKinley, Rose, and Simpson. Together along with our colleagues we will make perfectly clear that Congress is ready to defend our communities, which stand to lose out in MLB's proposal to slash the number of Minor League teams. The Lowell Spinners and other minor league teams across the United States provide critical economic and cultural benefits to the communities they call home, and Congress must have a voice in this conversation, said Congresswoman Trahan. Major League Baseball can look at all the sabermetrics' it wants, but what they don't understand is the serious impact that losing these baseball teams will have on our communities, said Congressman Rose. You won't see it in any formula, but my colleagues and I have all seen the impact teams like the Staten Island Yankees can have on the faces of… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

U.S. Senator Joe Manchin (D-WV) today released the following statement on the Federal Communication Commission (FCC) Mobility Fund Phase II (MF-II) Coverage Map Investigation Report. The investigation was launched last December after concerns were raised during a preliminary review of the data submitted during the MFII Challenge Process. Today's report confirms the initial findings that the MFII coverage maps were fundamentally flawed. Senator Manchin was the only member of Congress to formally participate in the MF-II Challenge Process and proved the FCC's map, created by using carrier provided data, grossly overstated mobile broadband coverage across West Virginia. The program was put on hold last year following reports that one or more major carriers submitted incorrect coverage maps. This report confirms what I have been saying all along these maps are wrong. I commend my fellow West Virginians for investing their time and energy into this process, and I hope that FCC appreciates the critical role they played in bringing these problems to light through the Challenge Process, said Senator Manchin. I look forward to learning more about this newly announced 5G Fund and hope that it will build on the successes of the MFII process and not throw the baby out with the bath water. At a minimum, it should include a process to confirm the accuracy of the eligibility maps before billions of dollars go out the door, and it should include a terrain factor to ensure that the hardest to serve places can compete for this limited funding. The promise of 5G sounds great, but there are many places in West Virginia that do not have any service at all. We cannot forget about them. The FCC report states, Through the investigation, staff discovered that the MF-II coverage maps submitted by Verizon, U.S. Cellular, and T-Mobile likely overstated each provider's actual coverage and did not reflect on-the-ground performance in many instances.… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

U.S. Senator Joe Manchin (D-WV) introduced bipartisan legislation to help rural Veterans travel to and from their medical appointments more easily. Introduced today, the Rural Veterans Travel Enhancement Act of 2019 will expand successful initiatives that provide Veterans living in rural areas with transportation services and reimbursement for their travel to the Department of Veterans Affairs (VA) medical facilities and Vet Centers. The bill also aims to streamline the certification process for volunteer drivers, so we can have more West Virginians helping out their Veteran neighbors. I'm proud to join my colleagues in introducing this bipartisan bill that will make it easier and more accessible for Veterans to travel to VA facilities, said Senator Manchin. I have heard more about travel and transportation from Veterans in West Virginia than almost any other Veterans issue due to the recent change in the state veterans van program back to the Disabled American Veterans transportation network. This legislation will help ensure our Veterans in rural areas have the access to services even if they are hard to get to. This is just common sense and I look forward to passing this bipartisan legislation into law. DAV has long advocated for all veterans to have access to high-quality health care no matter where they live, said Disabled American Veterans (DAV) Washington Executive Director Randy Reese. We applaud the introduction of this legislation as it would help expand the reach of DAV's transportation network, which provided veterans with more than 625,000 rides to VA medical centers last year alone, to better serve those in rural areas. We are grateful for the leadership of Senators Tester, Cramer, Murray, Hoeven, Manchin and Collins for their leadership in ensuring all veterans can attend their scheduled VA appointments no matter where they might be. U.S. Senator Joe Manchin (D-WV) today met with Food and Drug Administration Commissioner Nominee Dr. Stephen Hahn. Senator Manchin impressed upon Dr. Hahn the important role the FDA has in ending the opioid epidemic, which killed 978 West Virginians in 2018 alone. In 2018, there were over 47,829 opioid related overdose deaths in the US. That's 131 people dying every day from an opioid overdose. Today, I had a productive meeting with Dr. Hahn about his qualifications, his vision for the FDA and what he will do to fight the opioid epidemic. With 131 Americans dying every day due to an opioid overdose, the FDA now more than ever needs a champion who is committed to changing the way the agency handles opioids. In 2016, I voted against FDA Commissioner Dr. Califf's nomination because of his close ties to the pharmaceutical industry which created this epidemic. The FDA and the Commissioner's number one priority should be public health. We need to change the culture of the FDA and we need a commissioner who will push back against the pressure to continually approve new opioid medications given the significant risks to public health, Senator Manchin said. The opioid epidemic has been fueled by prescription opioids. Drug wholesalers shipped 780 million hydrocodone and oxycodone painkillers into West Virginia between 2007 and 2012. That's 433 pain pills for every person in West Virginia including children. More than 11 million Americans misused prescription opioids and 2.1 million Americans are dependent on opioids. West Virginia has highest drug overdose death rate in the nation. West Virginia has reported 978 drug overdose deaths in 2018 with 808 about 83 percent involving was opioid related. The FDA is important in the fight to end the opioid epidemic and help stop the flood of prescription opioids into West Virginia. Today, U.S. Senator Joe Manchin (D-WV) joined a group of 16 senators in reintroducing legislation to protect people's personal data online. The Data Care Act would require websites, apps, and other online providers to take responsible steps to safeguard personal information and stop the misuse of users' data. I am very concerned about the increased frequency of online data breaches and the dangers they present for users. We must give American users the confidence they need to feel that their sensitive information remains safe online. When you go to a bank or a doctor's office, you expect them to protect your personal information. Just because a company is online shouldn't make them any different. That's why I am proud to partner with my colleagues on this bill that would require online services to secure personal data and protect users from harm. said Senator Manchin. Doctors, lawyers, and bankers are legally required to exercise special care to protect their clients and not misuse their information. While online companies also hold personal and sensitive information about the people they serve, they are not required to protect consumers' data. This leaves users in a vulnerable position; they are expected to understand the information they give to providers and how it is being used an unreasonable expectation for even the most tech-savvy consumer. By establishing an explicit duty for online providers, Americans can trust that their online data is protected and used in a responsible way. The Data Care Act establishes reasonable duties that will require providers to protect user data and will prohibit providers from using user data to their detriment: Duty of Care Must reasonably secure individual identifying data and promptly inform users of data breaches that involve sensitive information; Duty of Loyalty May not use individual identifying data in ways that harm users; Duty of C… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

As a member of the Senate Appropriations Committee, I will continue to fight for additional resources that support infrastructure to prevent future disasters in West Virginia, said Senator Manchin. FEMA is an important federal partner in restoring communities devastated by disaster. This funding will help Wellsburg restore infrastructure lost or damaged during the 2016 flood. In West Virginia, our airports help drive our economy and boost our tourism industry. Ensuring they receive the resources they need is crucial and this funding will help airports in West Virginia make the needed improvements and repairs so they can continue to operate. As a member of the Senate Appropriations Transportation Subcommittee and one of the only aviators in the Senate, I always have our West Virginia airports in mind and will continue to ensure they receive the funding they need, said Senator Manchin. This is great news for these West Virginia airports. I've talked with DOT directly about the importance of focusing funding on smaller, more rural airports because of the impact they have in communities across the nation, Senator Capito said. The projects this funding supports keep our airports safe and more efficient. McKinley, P.E., (R-W.Va.) and Marcy Kaptur (D-Ohio) introduced bipartisan legislation aimed at ensuring the funds that states receive from opioid settlements are used to fight the epidemic and are focused towards treatment, prevention, education, and enforcement. The Opioid Settlement Accountability Act (H.R.5242) would ensure funds from opioid related settlements are used to address the opioid crisis and are not being used as a piggy bank for other projects. Click here to read the full text of H.R. 5242. Many states used money they received from the tobacco settlements in the 1990's for transportation projects and balancing budgets instead of prevention efforts. Twenty years later, we are seeing settlements being reached with communities impacted by the opioid crisis," McKinley said. "We must not repeat the same mistakes; these funds must be used to help address the crisis and not as a slush fund for other projects. Our legislation will serve as a guardrail, ensuring money from settlements related to the opioid crisis are used for treatment, prevention, education and enforcement. As the opioids litigation settlements are determined, the federal government must assure Medicaid-related dollars are directed and allocated to explicitly fund efforts to curb this tragic crisis. This legislation would ensure accountability of the opioids settlement money recouped from pharmaceutical companies and drug distributors and protect the funding from being used for other matters, Kaptur said. In communities like those in Ohio and West Virginia, where the opioids crisis has destroyed so many lives, settlement funds must be allocated to include treatment and social support services that help prevent further opioid misuse and substance abuse. The bill outlines that funds from these settlements be used for: Treatment and wrap around support services for individuals suffering from opioid use disorder. Education related to the dangers of opioid abuse. Programs to help patients red… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

When we lead our bipartisan call with 104 of our colleagues expressing concern with the MLB's plans to eliminate as many as 42 affiliated teams, we did so on behalf of communities that stand to lose out on the deal not as a public relations ploy. Minor League teams provide an enormous cultural and economic benefit to the communities they call home. Their abandonment by Major League Baseball would devastate them, their bond purchasers, and other stakeholders affected by the potential loss of theseteams. We believe it is appropriate that the MLB fully understands the real impact their plans could have on the communities we represent. Congress has long been a partner with the MLB in preserving and growing our national pastime, and we expect our concerns to be taken seriously as negotiations continue, said Representatives McKinley andTrahan. Earlier this week, Representatives Trahan and McKinleyled a bipartisan effortwith 104 of their colleagues in the U.S. House of Representatives to urge the MLB to abandon its plan to eliminate 42 Minor League teams. Interest in this effort continues to grow. This follows recent reporting by the Boston Globe and others that the MLB's proposal would disband short-season leagues like the New York-Penn League, elimin… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
