Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Congresswoman Carol Miller (R-WV) along with U.S. Senators Shelley Moore Capito (R-WV) and Joe Manchin (I-WV) urged U.S. Secretary of Commerce Gina Raimondo to reverse a Commerce decision that threatens domestic manufacturers of chlorinated isocyanurates (isos), a cleaning chemical used often for swimming pools. In South Charleston, West Virginia, over 100 direct jobs at Solenis – one of the nations’ chlorinated iso producers – are at stake. Click here for the full letter. On Commerce’s decision to replace Mexico with Romania on calculating dumping margins: Dear Secretary Raimondo: We are writing to express our concern over a preliminary determination by the U.S. Department of Commerce (Commerce) that threatens the future of domestic manufacturers in our state and across the nation. Specifically, we request your direct oversight to reexamine the underlying analysis in preliminary decision 89 FR 56303 issued on July 9, 2024, which, left unchanged, would result in a dramatic reduction of antidumping (AD) duty rates on chlorinated isocyanurates (isos) from China. If finalized, the over 80% reduction of AD rates on unfairly dumped Chinese would jeopardize domestic manufacturing jobs in West Virginia, undermine U.S. trade remedy laws, and further weaken our nation’s ability to compete fairly against China’s use of unfair trade practices. The current preliminary determination would reduce existing antidumping duty rates on chlorinated isos by over 80%. The proposed reduction stems from Commerce’s decision to use Romania as the surrogate country for calculating dumping margins, replacing Mexico, which has historically been used. While Romania was included among the FY24 list of five countries deemed by Commerce as most appropriate surrogate economies for China, Mexico was not. However, the FY25 surrogate country list for China, published shortly after issuing this preliminary determination, on August 27, 2024, restored Mexico to the list and dropped Romania. Mexico is the correct and only approp… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:07:19Z |

Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Today, the bipartisan Congressional Energy Export Caucus Co-Chairs Congresswoman Carol Miller (R-WV), Jodey Arrington (R-TX), and Henry Cuellar (D-TX) released the following statement after the Biden administration’s Department of Energy (DOE) released a report on the environmental and economic impacts of the Liquified Natural Gas (LNG). “LNG is a key part of unleashing American energy dominance, and by keeping this pause in place the Biden administration has held the United States back from reaching our full potential. This is not a partisan issue; every American has experienced the financial burden because of this policy. The reality is LNG is crucial in emboldening American energy production. When the U.S. is energy dominant, we have the ability to export to our allies which elevates our global influence while lowering costs for Americans. LNG production will continue to be a cornerstone for energy exports, and we look forward to working with the incoming Administration to ensure that the U.S. energy supply is abundant to bring down energy costs and support our allies,” said the Co-Chairs of the Energy Export Caucus. On Tuesday December 17th, S&P Global released a study of the U.S. LNG export industry and its global impact. This report found that the U.S. LNG industry is vital in keeping the cost of living low while simultaneously providing energy internationally. It also shows that LNG will play a crucial role in growing the U.S. economy and our energy supply as a whole. The data is clear: LNG is an essential part of keeping America energy dominant. Background: In August 2024, the Energy Export Caucus send bipartisan letter calling for the Biden administration to approve LNG export permits. In February 2024, the Energy Export Caucus and other Members of Congress sent a letter to President Biden voicing their concerns on the administration's plan to limit LNG exports. In February 2024, the Energy Export Caucus released a statement on Germany’s SEFE Continuing to Buy LNG from Russia. #… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:07:19Z |

Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Congresswoman Carol Miller (R-WV) penned an op-ed in the Herald-Dispatch on the background of the new Williamson Memorial Hospital and how the improved facility will make a positive difference for rural health care and southern West Virginia. Herald-Dispatch: Carol Miller: New Williamson Memorial a leader in rural health “Rural hospitals are indispensable to the health of 46 million people in America. Many are fighting for their very existence. A hundred rural hospitals closed and nearly a hundred more have converted to exclusively emergency or outpatient care since 2005, according to a University of North Carolina study. In southern West Virginia, a different story is unfolding. Showing the resilience that is so much a part of our state, the new Williamson Memorial in Mingo County recently was licensed to operate as a 76-bed general hospital. That represents a turnaround rarely seen in the complicated world of rural health. When Williamson Memorial Hospital shuttered in spring 2020, Williamson Health & Wellness Center stepped in and purchased the facility. The leadership and staff of Williamson Health & Wellness Center have worked tirelessly since to bring back Williamson Memorial. That effort required the investment of millions of dollars in public and private money to renovate the facility, which included a full overhaul of the building’s heating, ventilation and air conditioning system; the refurbishing of the air quality system; revamping the medical gas system; updating the electrical system; asbestos abatement; the addition of state-of-the-art medical equipment; and so much more. I recently toured the facility with Tim Hatfield, the CEO, and found the improvements incredible. I was thrilled at how this will positively impact southern West Virginia. The team at the new Williamson Memorial has hired 50 people to restart the facility, generating $2.2 million in payroll and benefits. The new Williamson Memorial serves to provide access to care that patients otherwise would lack and de… | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:07:19Z |

Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Today, Congresswoman Carol Miller (R-WV), Co-Chair and founder of the Energy Export Caucus, released a statement on the Biden administration’s Department of Energy’s (DOE) report on the continued pause of U.S. produced Liquified Natural Gas (LNG) exports. “From his first day in office, Joe Biden has stifled American energy production, and this report is nothing more than a desperate attempt to save his failing green agenda. By claiming that exporting American energy is dangerous for the economy and the environment, the administration is undermining U.S. national security and fundamentally misunderstanding the implications of shutting down domestic energy production. The world looks to the United States for leadership and direction on energy production, and Joe Biden has forced our allies to rely on Russia, China, and Iran as energy sources. This is unacceptable. The American people overwhelmingly voted for President Trump’s agenda to reestablish American energy dominance on the world stage. No amount of bureaucracy or reports from unelected officials will stop President Trump from lifting Biden’s ban on LNG export permits on his first day in office. Removing Biden’s ban on LNG exports is the first step in lowering the cost of living, increasing reliability, and improving grid efficiency. Despite what the far-left will tell you, traditional energy isn’t going away, and the U.S. produces it cleaner and more efficiently than anyone else in the world. As the founder of the Energy Export Caucus, I look forward to working with President Trump to unleash American energy production and make the United States safer and stronger than ever,” said Congresswoman Miller. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Congresswoman Carol Miller (R-WV) penned an op-ed in the National Review on how the IRS’ illegal 1099-K reporting threshold burdens American taxpayers and why Congress must pass the Saving Gig Economy Taxpayers Act immediately. National Review: Biden’s Lame-Duck Siccing of the IRS on Americans Cannot Stand “The 2024 presidential election was a decisive victory for President-elect Donald Trump and the conservative agenda. The American people sent back the Republican majority in the U.S. House of Representatives with a clear message: Help Trump get the government off our backs, and don’t raise our taxes. People are sick of the Biden administration’s excessive overreach, including the intention to hire 87,000 new Internal Revenue Service agents to nitpick every aspect of their lives. But lame-duck Biden has not heard this message. Indeed, last week, his IRS showcased its plans to make life harder for American taxpayers by releasing guidance on the 1099-K threshold. Acting unilaterally, the Biden IRS illegally changed the reporting threshold to $5,000 for tax year 2024, reducing it to $2,500 in 2025, and will finally implement the law’s requirement of $600 in 2026. The 1099-K form is meant to report income earned from businesses accepting payments from credit cards or e-commerce apps, as well as companies making money selling merchandise or event tickets online. To prevent Americans from having to worry about getting one of these tax forms by accident, the time-tested law had a twofold hurdle: You had to receive at least $20,000 from any one credit card, app, or website, and you had to have at least 200 transactions from that same card, app, or website. Failing to cross either of those lines meant you didn’t need to worry about getting a 1099-K form. The misnamed American Rescue Plan radically changed the rules for 1099-K. The $20,000 hurdle was reduced to $600; the 200-transaction hurdle was reduced to one transaction! As a result, those who sold used athletic equipment on eBay or used Venmo … | 1 | 2026-03-30T01:40:41Z | 2026-04-06T19:07:19Z |

In November, the West Virginia Delegation wrote a letter to President Biden and FEMA urging them to consider the State of West Virginia’s appeal for a major disaster declaration. “I am glad that FEMA responded to the West Virginia delegation’s request for a Major Disaster Declaration for West Virginia after Hurricane Helene. Many communities in southern West Virginia were left with nothing but destruction and devastation after the storm. I am grateful that my colleagues and I were able to help make this possible, and I am hopeful that with federal disaster aid and additional resources our state will be able to recover much faster,” said Congresswoman Miller. “I am proud to have worked with my fellow members of the West Virginia Delegation to secure a Major Disaster Declaration from FEMA for the West Virginia counties impacted by Hurricane Helene. This declaration will open up the federal resources that our communities need to rebuild and recover,” said Congressman Mooney. “Just last week, I joined Vice President-elect Vance to see the some of the devastation that Hurricane Helene brought, and I know that impact unfortunately included Mercer and Raleigh County. Americans, and West Virginians especially, show up to help one another after a disaster. We have done this in the past and will continue to do so. I am glad that FEMA has approved West Virginia’s request for a major disaster declaration for Mercer County after I advocated for Administrator Criswell to take this step last month. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Today, Congresswoman Carol Miller (R-WV) and Senator Joe Manchin (I-WV) introduced the bipartisan, bicameral Hershel “Woody” Williams State Committal Shelter Act. This legislation would require the U.S. Department of Veterans Affairs to create a pilot program to construct or renovate three committal shelters at state-owned veterans’ cemeteries, with at least one of those three shelters being located in Appalachia, to ensure attendees of burial services at such cemeteries are protected from inclement weather. This effort honors Woody Williams’ final request before he passed away in 2022. “When grieving the loss of a loved one at a funeral, the last thing any person should have to worry about is bad weather. That’s why I joined Senator Manchin in introducing the Hershel ‘Woody’ Williams State Committal Shelter Act. This bill will honor Woody’s wishes by constructing new or enclosing current shelters in state-owned veterans’ cemeteries to ensure that those mourning are protected from harsh weather conditions that may negatively impact the ceremony. Members of our military sacrifice so much for our nation, the least we can do is ensure that their families can have a proper service for them without any disruptions,” said Congresswoman Miller. “Woody Williams was a true American hero and a tireless advocate for all Veterans and their family members. Over the years, my staff and I worked with Woody on too many issues to name, and I’m proud to introduce this legislation with Representative Miller to honor his final request of enclosing committal shelters at VA cemeteries. Enclosing these shelters would ensure that the families of our fallen servicemembers have a safe place to lay their loved ones to rest, protected from the weather throughout the year. I will do everything I can to ensure the bill’s passage and the pilot program’s success,” said Senator Manchin. Click here for bill text. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Last week, Congresswoman Carol Miller (R-WV) and Congresswoman Jill Tokuda (D-HI) introduced the Strengthening Pathways to Health Professions Act to increase access to federal programs that help grow and strengthen the pipeline of health care professionals in primary care, mental and behavioral health, and dental services. “A shortage of health care workers in rural communities presents many challenges for hospitals and medical facilities trying to provide the best possible care for their patients. The Strengthening Pathways to Health Professions Act will extend the tax-exempt status provided to awards of the National Health Service Corps program which gives financial relief to health care personnel. Individuals in the health care industry should receive the full amount of the scholarship or grant they receive, and this legislation will help grow and strengthen the medical field,” said Congresswoman Miller. “The shortage of healthcare workers in the United States has left millions of patients without access to the care they need while causing undue stress and strain on the current workforce. Without further action, tough working conditions and increased financial barriers will only continue to discourage more people from joining the profession. That’s why I introduced the Strengthening Pathways to Health Professions Act, which would boost the value of federal scholarships and loan repayment funds that support aspiring healthcare professionals and enable us to recruit and retain providers in rural and underserved areas. This bipartisan effort will help us fill critical gaps in our healthcare workforce to increase health systems’ capacity and improve patient care and outcomes,” said Congresswoman Tokuda. “The West Virginia Hospital Association applauds Rep. Carol Miller for her introduction of the Strengthening Pathways to Health Professions Act. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Congresswoman Carol Miller (R-WV) joined Representatives Suzan DelBene (D-WA), Larry Bucshon, MD (R-IN), and Kim Schrier, MD (D-WA) in introducing legislation to provide more support to living organ donors and address the increasingly high costs of donation. The Expanding Support for Living Donors Act would remove financial barriers that prevent many people from donating life-saving organs. “Living donors are a blessing to those who have life-threatening diseases and need an organ transplant, but they are also rare given how expensive donating an organ can be. The last thing a donor should have to worry about is whether they can afford this kind of procedure. It’s important that these individuals have access to financial aid along with additional support needed to move forward with the donation process. I joined Congresswoman DelBene in introducing the Expanding Support for Living Donors Act to reauthorize the Living Organ Donation Reimbursement Program and remove the current income restrictions which affect whether a donor is reimbursed. This bill will ensure low-income individuals are appropriately compensated for their life-saving donations and increase the number of donations available to those in need,” said Congresswoman Miller. “Donors give the gift of life to their fellow Americans, but for too long the system hasn’t been designed to fully support them. This legislation would remove unnecessary financial barriers that have prevented many from donating. As the transplant list continues to grow longer and longer, we must take bold steps to support living donors,” said Congresswoman DelBene. “The stakes could not be higher. Twelve people die in the U.S. every day waiting for a kidney. This bipartisan effort to enhance NLDAC is a crucial step toward saving more lives, and we urge lawmakers to act swiftly to pass this critical legislation. In 1947, after World War II came to an end, Raymond Weeks organized Veterans Day in Birmingham, Alabama, honoring all Veterans; and the idea caught on prompting a bill to change Armistice Day to Veterans Day and to honor all American veterans who have served our country throughout all time. Over 15,800,000 veterans live in our great nation and have served our country since World War II. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington D.C. - Congresswoman Carol Miller (R-WV) joined Congressman August Pfluger (R-TX) and 43 of their colleagues in sending a letter to Secretary of Energy Jennifer Granholm raising serious concerns about transparency and accountability within the Department of Energy (DOE) regarding the Biden-Harris administration’s handling of studies related to liquefied natural gas (LNG) exports. Click here for the full letter. On concerns that current law on non-Free Trade Agreement approvals of natural gas exports has been violated by the Department of Energy: We write regarding recent media reports that the Biden-Harris administration conducted, or began to conduct, a review of the economic and environmental impacts of liquefied natural gas (LNG) in 2023, but then covered up its findings because they were favorable to U.S. LNG. As you know, on January 26, 2024, after succumbing to political pressure from environmental activists, President Biden announced an indefinite ban on the issuance of export permits to non-free trade agreement (FTA) countries while it conducts a review to consider the climate impacts of U.S. LNG. Current law requires that natural gas exports to countries with which the U.S. has an FTA be approved without delay. For non-FTA countries, the Energy Secretary is required to approve export requests unless they find that those exports “will not be consistent with the public interest.” The Natural Gas Act thus includes a rebuttable presumption favoring authorization of U.S. LNG exports. In previous Republican and Democratic administrations, the Department of Energy (DOE) has conducted environmental studies and permit reviews simultaneously and has overwhelmingly concluded exports are positive for the U.S. and global economy. Unfortunately, the DOE has chosen to stop reviewing and issuing non-FTA approvals while conducting its review. This illegal action is similar to the Biden-Harris administration’s previous attempted ban on new onshore and offshore oil and gas production on federal lands, which… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:57:20Z |

Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington D.C. – Today, Congresswoman Carol Miller (R-WV), chairwoman of the Supply Chains Tax team, released a statement on the final ruling from the U.S. Department of Treasury on the Advanced Manufacturing Production Credit (45X). “It’s disappointing but not surprising that the Biden-Harris administration has once again allowed our adversaries to exploit American tax credits while stifling American manufacturing. The final 45X rule released by the Department of Treasury falls extremely short in protecting U.S. energy manufacturers and producers, while granting China unlimited access to our supply chain. I introduced the Protecting American Advanced Manufacturing Act, which ensures U.S. companies are the beneficiaries of tax credits that lower the cost of energy production while combatting the anti-American rules from the Biden-Harris Administration. We need a strategic decoupling from China; eliminating their access to American tax credits is the bare minimum,” said Congresswoman Miller. Click here for bill text of the Protecting American Advanced Manufacturing Act. Background: Congresswoman Miller and Senator Marco Rubio (R-FL) introduced the Protecting American Advanced Manufacturing Act in December 2023 to ensure nations who want to weaken the U.S., including Communist China, do not receive American tax credits. The Protecting American Advanced Manufacturing Act would prevent 45X tax credits from supporting companies: Who are owned, controlled, or operated by a foreign adversary, such as China, Russia, North Korea, and Iran, Whose management and operations are directly controlled by a foreign adversary, Who are controlled by a foreign adversary through debt, lease agreements, and contract manufacturing arrangements, Who are controlled by a foreign adversary through shell companies. | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:57:20Z |

"I am thankful for the work of the Raleigh County Commission on Aging and their commitment to serving West Virginia seniors and U.S. veterans. The programs and social activities this agency offers to these individuals helps build community, while also giving them the necessary tools to help them remain independent. We know that the U.S. population is aging, and it’s important that people feel supported in all stages of life. Helping West Virginians and Americans, especially those who are some of our most vulnerable, is a priority of mine. That’s why I have introduced key pieces of legislation which focuses on ensuring caregivers and hospitals in rural communities have the resources they need to provide the best care for their patients and to help older Americans," said Congresswoman Miller. The Congresswoman later hosted a flag presentation for the family of late West Virginia Senator Bob Ashley. Congresswoman Miller met with Meeks Mountain Trails board members to tour the trails, discuss how the trail system project has been impacting the state’s economy, and discuss AEP’s plans to cut through the trails to install power lines. “The Meeks Mountain Trails system has done a wonderful job at providing economic growth and promoting healthy lifestyles by building and sustaining more than 30 miles of trails for the Hurricane community. Volunteers, sustainers, and donors continue to help make this project possible and I was glad to observe some of the trails for a first-hand experience. I know there are concerns with AEP’s plans to install power lines which would disrupt the trails, but my staff and I are in communication with the electric energy company and committed to finding the best solution possible for the community,” said Congresswoman Miller. Congresswoman Miller visited the West Virginia State Capitol to share remarks about late Senator Bob Ashley’s life and presented a flag to his family in honor of his public service to the state of West Virginia. “It was an honor to host a flag ceremony in memory of Senator Bob Ashley. His many years of service in the West Virginia legislature have left a positive impact on us all. As a token of appreciation, I wanted to meet with his family and present them with a flag that was flown over the United States Capitol this past Fourth of July, which would have been his 71st birthday. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Today, Congresswoman Carol Miller (R-W) released a statement on the United States International Trade Commission (USITC) ruling that all imports of ferrosilicon from Russia will harm U.S. industries. This decision requires the Department of Commerce to place additional anti-dumping and countervailing tariffs on ferrosilicon, which will generate more production in West Virginia. “The U.S. ferrosilicon industry and hundreds of American workers have been negatively impacted by the unfair foreign trade of ferrosilicon metals. There is no replacement for ferrosilicon and therefore, it is critical to promote a strong American ferrosilicon industry to protect the communities that rely on its manufacturing and to defend our national security. I, along with a bipartisan group of my colleagues, sent a letter to the USITC Chair Amy Karpel urging her to enact U.S. trade enforcement mechanisms that benefit U.S. energy production and manufacturing. This correction by the USITC and the Department of Commerce is long overdue, and the United States’ will be stronger and safer for it," said Congresswoman Miller. Background: Congresswoman Miller sent a letter to U.S. International Trade Commission (USITC) Chair Amy Karpel urging her to investigate the effect dumped and subsidized ferrosilicon from other countries, including Russia, is having on U.S. production. The ferrosilicon production site in West Virginia currently has unused capacity, partly because of the unfair pricing scheme caused by other countries subsidizing their ferrosilicon. In 2023, Congresswoman Miller introduced the Increasing American Ferrosilicon Production Act, a bipartisan, bicameral bill that impose a tariff on Si 75% ferrosilicon, the last remaining Russian ferrosilicon product that is imported into the United States duty free. Si 75% ferrosilicon will now be subjected to anti-dumping and countervailing tariffs. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:57:20Z |

Circuit Court of Appeals will overturn this illegal rule. This rule unfairly targets coal and gas-fired power plants and furthers the Biden-Harris administration's far left agenda. Click here for the full letter. Joining Congresswoman Miller in sending the letter are Representatives Guy Reschenthaler (R-PA), Pat Fallon (R-TX), Mike Kelly (R-PA), Glenn Thompson (R-PA), Brad Wenstrup (R-OH), Ben Cline (R-VA), and Jack Bergman (R-MI). On the United States Department of Commerce’s anti-circumvention inquiry into imports from Vietnam and its impact on the U.S. hardwood industry: We again write to express our interest in the pending antidumping/countervailing (AD/CVD) administrative review on hardwood plywood. We are interested in the impact the current anti-circumvention action continues to have on a significant employer in our districts. Northwest Hardwoods (NWH) is primarily a producer of wood products operating 20 facilities in twelve states. In 2020, the Department of Commerce (Commerce) initiated an anti-circumvention inquiry into imports of hardwood plywood from Vietnam. As part of that inquiry, DOC stated that “{t}he merchandise subject to these anticircumvention and scope inquiries does not include core veneers fully produced in Vietnam or a third country that are assembled into a veneer core platform in Vietnam and combined with a face and back veneer produced in China.” This announcement was helpful to NWH because the products it imports are out of scope of the inquiry. However, Commerce concluded that these products are physically indistinguishable from the in-scope imports and therefore imposed a certification regime to ascertain whether imports are subject to the scope of the relevant orders. Unfortunately, through no fault of its own, NWH’s imports are currently not eligible for the certification regime. The administrative review, therefore, represents an oppo… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:57:20Z |

On the significance of the United States ferrosilicon industry: We write in support of the U.S. ferrosilicon industry and the hundreds of workers in our districts impacted by the unfair foreign trade of ferrosilicon metals. These workers are represented by Ferroglobe USA, Inc. (“Ferroglobe”) and CC Metals and Alloys, LLC (“CC Metals”), petitioners in an antidumping and countervailing duty investigations before the Commission. Ferrosilicon is a material used to produce steel and other silicon products. As ferrosilicon has no substitutes, it is critical to maintain a robust American ferrosilicon industry to protect the communities that rely on its manufacturing, and to defend our national security. On ensuring the United States ferrosilicon industry has a fair chance to compete against foreign producers: Relief proposed by your commission is critical. Without it, unfair foreign trade will continue to injure American workers. Dumped and subsidized imports from Russia, Kazakhstan, Malaysia, and Brazil have already harmed workers in several states: the unfair competition has caused plant shutdowns and restrictions in production. In December 2023, CC Metals was forced to lay off workers at its Calvert City facility due to unfair import competition. This legislation would authorize grants to expand emotional support services for sexual abuse survivors in prisons, jails, and detention facilities. “There are no words to describe the horrors of sexual abuse. It is imperative for survivors, regardless of their situation, to have the resources they need to feel supported. The Sexual Abuse Services in Detention Act provides funding for emotional support services for sexual abuse survivors in detention facilities, provides training for employees of correctional services to help them provide better emotional support services for incarcerated survivors, and creates a national resource center to give guidance and training within penitentiaries to those seeking help. This bipartisan bill will expand the support facilities within the prison and jail systems to those who need it most,” said Congresswoman Miller. “All survivors of sexual abuse deserve support services that are within reach—especially incarcerated individuals, who are more at risk for experiencing abuse and dealing with the aftermath alone. As we take steps to protect those in prisons and jails from sexual abuse, this legislation will ensure that incarcerated individuals have access to life-saving services like telephone hotlines and crisis intervention. Protecting survivors of abuse is a bipartisan issue, and I will continue working with my colleagues in the House and Senate to ensure every individual has the resources and support they need to heal,” said Congresswoman Kamlager-Dove. “The uptick in sexual abuse allegations in federal prisons is appalling. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Congresswoman Carol Miller (R-WV) penned an op-ed in Fortune on how a higher corporate rate would hurt Americans by driving up prices and reducing wages, as well as affecting America’s standing in the global economy. Fortune: Rep. Miller: Raising the corporate tax rate will hurt American business, investment, and consumers "For the past three years, politicians, businesses, and families have been grappling with inflation. Pundits across the political spectrum have argued that dramatically raising taxes on American corporations would be a quick fix to this burden on Americans. The Democratic presidential nominee, Vice President Kamala Harris, has argued that increasing the corporate rate to 28% 'is a fiscally responsible way to put money back in the pockets of working people and ensure billionaires and big corporations pay their fair share.' However, the clear economic truth is the opposite: Raising taxes on corporations will raise prices for consumers—and inflation will spike yet again. The Tax Cuts and Jobs Act (TCJA) that passed under President Donald Trump in 2017 changed the trajectory of tax policy in the United States. Finally, a policy was enacted that lowered taxes for all Americans and made the United States more competitive globally. Before the TCJA, America’s corporate tax rate was one of the highest in the world, and American businesses were at a competitive disadvantage in the global market. This hurt companies and workers alike. Lowering the corporate tax rate from 35% to 21% gave every American more opportunities to succeed in business because they weren’t as burdened by unnecessary taxes. The results proved out: In 2018, 263,000 manufacturing jobs were created and wages increased by 3%, according to a National Association of Manufacturers analysis of Bureau of Labor Statistics data. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Congresswoman Carol Miller (R-WV) joined Representatives Lois Frankel (D-FL), Joe Morelle (D-NY), Gus Bilirakis (R-FL), and Seth Magaziner (D-RI) in introducing a bipartisan resolution recognizing September 22 – 28, 2024 as National Fall Prevention Awareness Week. The resolution seeks to raise awareness, encourage the prevention of falls among older adults, and highlight evidence-based programs that help reduce fall risks and save the lives of seniors. “It’s no secret the U.S. population is aging, and it’s important to ensure there are enough resources and education for seniors as they are more at risk of falling. By designating a National Fall Prevention Awareness Week, we are bringing awareness to this important issue that affects many of our constituents. I’m glad to join my colleagues in sponsoring this resolution to help prevent falls and protect seniors as they age,” said Congresswoman Miller. “With over 365,000 seniors in Palm Beach County, this issue is near and dear to my heart. Falls are the leading cause of injury among adults over 65. They can be debilitating, heartbreaking, and expensive, but the good news is they are preventable! This year, we’re marking National Fall Prevention Awareness Week to spread the word that tools and resources are available to help prevent falls before they happen, ensuring our seniors can live with the safety and dignity they deserve,” said Congresswoman Frankel. “As our loved ones get older, we must ensure they have the resources and support to age in place safely, independently, and with dignity. Falls can be scary and have serious health consequences for older individuals. It’s critical we do everything we can to promote fall prevention to help save lives and give seniors and their loved ones some well-deserved peace of mind. I’m proud to join my colleagues in support of this resolution, and I look forward to working with them to secure resources and support for older Americans,” said Congressman Morelle. “As someone who has experienced a fall th… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:43:57Z |

Image Congresswoman Miller began her remarks by highlighting how TANF fraud has been committed within different states including West Virginia. She asked former professional football player, Brett Favre, to share his concerns about the misuse of these funds spreading throughout the country. “I was reviewing the Government Accountability Office’s (GAO) statement for the record highlighting the forthcoming report Chairman Smith and Chairman LaHood requested investigating TANF non-assistance spending. One thing that disturbed me was how widespread and repetitive TANF waste, fraud, and abuse is in the country and how weak our accounting systems are to catch and correct it. According to the GAO, 99 of the 155 audit findings have repeated for at least 1 year. West Virginia has had the same internal control deficiency finding reported for 15 years and nothing has been done to correct it. Mr. Favre, do you believe more scandals like the one you found yourself involved in is possible across the country if we don’t act now to reform and bring more transparency and accountability to the TANF program?” asked Congresswoman Miller. “100% absolutely. If it can happen in my state, it can happen in any state. You just spoke on the statistics and it’s kind of frightening to be honest with you what is being wasted," responded Brett Favre. Congresswoman Miller asked Sam Adolphsen, the Policy Director for the Foundation for Government Accountability, about what necessary steps the Federal Government should take to ensure that TANF non-assistance funds are going to the right places. “TANF is our nation’s primary welfare program, but it’s my understanding that there are no federal guidelines about eli… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:43:57Z |

Image Remarks as prepared are below. Mr. Speaker, I rise today to recognize Mrs. Kim McMillion, who serves as my Deputy District Director over my Beckley, West Virginia office. Kim recently celebrated her 25th year working for the House of Representatives. Throughout her career spanning three different Members, Kim has served the people of West Virginia with a grateful heart, always working to find solutions when issues arise between federal agencies and our constituents. She is well-known throughout the district for her work in assisting with identifying federal grant opportunities, acquiring medals and purple hearts for veterans in the community, and her expertise in handling complex issues of immigration and social security affecting our constituents. She is truly a wealth of knowledge and an invaluable member of my staff. Outside of work, Kim’s greatest joy is her family. She is a wonderful wife to her husband, Frankie, mother to Tyler and her late son, Derrick, and grandmother to Jonathan, Charlee, and Abigail. I am delighted to commend her here on the House Floor for her 25 years of service to the United States Congress and to our great state of West Virginia and invite my colleagues to join with me in congratulating her on this achievement. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:43:57Z |

Image Congresswoman Miller began her remarks by explaining how specific Korean digital policies, if passed, will end up harming U.S. businesses and threaten our national security in the Indo-Pacific. “Korea may soon pass online platform laws and regulations that would make it difficult for U.S. companies to operate in their country. I am very concerned that such an important, strategic ally like the Republic of Korea is pursuing economic policies that target and discriminate against U.S. technology companies while welcoming state-owned Chinese companies with open arms. Chinese firms are the fastest growing tech companies in Korea, with many leveraging strategic partnerships with Korean monopolies who have a strong influence in Korea’s legislature. I am very concerned about the national security implications of Korea’s ill-advised economic discrimination and would urge them not to go down this path, and instead, continue our important technology partnership and the goals established in our free trade agreement. Our trade agreement with Korea is the second largest Free Trade Agreement (FTA) by trade flows, second only to the United States-Mexico-Canada Agreement (USMCA). It is extremely concerning to me that our two biggest FTAs are both facing obstacles in the world of digital trade,” said Congresswoman Miller. Congresswoman Miller asked the President of Information Technology and Innovation Foundation (ITIF), Robert D. Atkinson, how China will benefit from the Korean digital policies and how this will affect the United States regarding the economy and national security. “Can you explain how China wins if Korea pursues economic discrimination policies against the United States and why are Chinese firms seeking to drastically increase their Korean userbase? In a bipartisan letter, the lawmakers also urged the Centers for Medicare & Medicaid Services (CMS) to increase support to living organ donors. The members recommend CMS add two critical policies to the IOTA Model to increase support for living kidney donors and increase the total number of donations. The two policies include enabling Medicare to reimburse donors for costs associated with donation and funding transplant navigators to assist patients and donors wade through the complicated process of donation and transplant. If added to the proposed model, these policies could improve patient outcomes and save lives. “We are optimistic about the IOTA Model, yet we remain concerned that the model design does not include the specific waivers or incentivize the needed tools to increase living donations,” said the lawmakers. “The leadership shown by this growing bipartisan coalition sends a clear signal that this crisis will only continue to grow if CMS does not advance essential policy changes to support kidney patients and living donors. KTC applauds Representatives DelBene, Bucshon, Miller, Schneider, all of the letter's signatories, and the entire Congressional Kidney Caucus for recognizing the critical role living donors play in our transplant system and for highlighting the need for comprehensive action to expand transplant access. This includes addressing disparities in kidney transplantation and ensuring that living donors are fully supported throughout the process. Image Congresswoman Miller began by discussing the severity of chronic diseases in West Virginia and how this impacts her work in Congress. “Thank you for taking the time to be here, to help educate us, and to testify on such an important issue. It’s extremely personal to me and my constituents because I am from West Virginia and West Virginia has the highest rates of diabetes, Chronic Obstructive Pulmonary Disease (COPD), and kidney disease in the country. This is nothing to brag about, but it is something that constantly guides my work and the work of health care providers in my home state,” said Congresswoman Miller. Congresswoman Miller shared examples of positive outcomes patients have had from food assistance programs when trying to live healthier lifestyles and asked Dr. Mark Hyman from the Institute for Functional Health about how food can help patients manage chronic diseases. “One effort that I have been very impressed by is the ‘Food is Medicine’ program at Marshall Health Network that’s in my hometown of Huntington. The ‘Food is Medicine’ program screens patients for food insecurity and social needs, provides medically indicated food assistance, and encourages nutritious food utilization. This approach to chronic disease management has been working wonders for patients in our state. There is a medically indicated food box program in a little tiny town of Lavallette, which is led by a community health worker, and it recently showed that all 61 patients participating in the program have gotten their blood pressure under control. Similar food assistance programs provided to dialysis and oncology patients with food insecurity have improved nutrition and outcomes as well. The letter highlights how the OECD is subjecting U.S. employers to a new undertaxed profits rule (UTPR), surrendering U.S. sovereignty and economic competitiveness, forfeiting over $100 billion in tax revenue, and violating Constitutional principles by attempting to coerce Congress to implement a deal that the Administration has no authority to implement. Joining Congresswoman Miller in sending the letter are House Speaker Mike Johnson (R-LA), House Majority Leader Steve Scalise (R-LA), House Majority Whip Tom Emmer (R-MN), House Republican Conference Chair Elise Stefanik (R-NY), Ways and Means Committee Chairman Jason Smith (R-MO), and all Ways and Means Committee Republicans. “Implementation of the UTPR and other OECD policies would force the United States to forfeit $120 billion in revenue to foreign governments while offering competitive advantages to China and others,” said House Republican Leadership and Ways and Means Republicans. “Ultimately, the Biden-Harris administration lacks the authority to impose any tax deal on Americans without the approval of the U.S. Congress – doing so would violate the United States Constitution…The United States Constitution expressly grants the taxing power to Congress, not to the President. Specifically, the U.S. Constitution requires that ‘[a]ll bills for raising revenue shall originate in the House of Representatives.’ This constitutional structure makes the Committee on Ways and Means, the tax-writing committee in the U.S. House of Representatives, the only entity where changes in U.S. tax law may originate. Congresswoman Miller introduced this bill to tighten the Foreign Entity of Concern (FEOC) definition for the 30D electric vehicle (EV) tax credit and prohibit Chinese companies from accessing U.S. tax dollars. “The End Chinese Dominance of Electric Vehicles in America Act takes steps to ensure that Chinese companies can no longer benefit from Electric Vehicles tax credits meant for U.S. manufacturers. The Biden-Harris administration has put out regulations on the electric vehicle tax credit that have excluded some of the inputs used to make EVs, giving China unlimited access to the U.S. supply chain. This is devastating for American manufacturers and our national security. I'm thrilled this bill has passed in the House of Representatives to stop Chinese influence in our supply chain,” said Congresswoman Carol Miller. “American taxpayer dollars should not be used for an electric vehicle credit in an industry propped up by China. I commend Congresswoman Miller’s leadership in keeping China out of American electric vehicle production,” said Speaker Mike Johnson. Congresswoman Miller introduced this bill to restore the current 1099-K threshold level of $600 back to the original $20,000 by repealing the Democrats’ American Rescue Plan policy, which has placed an unfair tax hike upon Americans and gig workers. The bill is cosponsored by all Republicans on the Ways and Means Committee. “I was glad to see my bill, the Saving Gig Economy Taxpayers Act, pass through the Ways and Means Committee. For the last three years, I have been working with my Republican colleagues to undo the horrendous provision in the Democrat written American Rescue Plan, which has resulted in a tax hike on Americans and gig workers who use online payment platforms. Democrats have continued to upend everyday Americans’ lives by creating disastrous policies that affect their earnings and have installed another way for the government to track their finances. My bill will repeal this policy and restore the original 1099-K threshold levels to ensure that Americans and gig workers escape the unnecessary burden of tax increases and filling out loads of IRS paperwork," said Congresswoman Miller. “Three years ago, Vice President Harris cast the tie-breaking vote that opened the floodgates for the IRS to target workers by allowing the agency to go after PayPal and Venmo transactions totaling more than $600. This was particularly harmful to gig workers. Economic analysis shows that 90 percent of this tax burden will fall on filers making less than $200,000, which is why the IRS has delayed implementing this disastrous rule every year since. They know it is unworkable and unfair to middle-class Americans already struggling in the Biden-Harris economy. Thanks to Rep. Washington Examiner: Biden’s war on Appalachia “After years of progress made under former President Donald Trump, President Joe Biden has devastated economic growth and energy production in Appalachia. Gone are the days of pro-energy policies and a president who stood up for this region. Instead, the energy-producing communities that power our nation have seen their lights turned off, savings dwindled, and livelihoods crushed. Under Trump, middle-class families saw their incomes increase by nearly $6,000, while wages for low-income and blue-collar workers increased by 16%. America also witnessed an energy independence revolution, becoming the No. 1 producer of oil and natural gas in the world and a net energy exporter for the first time in 70 years. Many of these gains were thanks to the Trump administration’s pro-growth policies, which brought newfound prosperity to Appalachia and other areas nationwide. When Biden took office, much of our energy independence was lost due to his disastrous socialist economic agenda and Green New Deal policies. And Bidenomics created record inflation that forced people to make tough choices regarding whether to feed their families or fill up their gas tanks. Simply put, life is unaffordable under this administration. Combine this frustration with Biden’s rush-to-green policies, and the problems for Appalachia continue to mount. For example, Biden’s indefinite liquefied natural gas export pause has negatively affected our region. EQT, the largest domestic producer of natural gas, has warned that this decision will send a “chilling effect” to our region. But Biden’s war on the energy sector does not end there. We have seen coal-fired power plants shutter, job-killing regulations on steel manufacturing, and more than 200 executive actions makin… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:36:13Z |

Intentionally stopping American energy production allows our adversaries to step in where we are failing to deliver at home and abroad. When the United States is energy independent, more jobs are created, our national security is protected, and energy costs are lowered. The Biden administration must begin expedited review of existing permits immediately,” said Congresswoman Miller. “Since his first day in office, President Biden has launched a unilateral assault on American oil and gas, choking the lifeblood of our economy, crushing consumers with high energy costs, and sending oil production overseas — enriching our adversaries like Russia and China. Thankfully, Biden’s ban on American LNG export permits was blocked. Yet, his administration is still dragging its heels on approving these permits in an attempt to placate the far-Left. It’s critical that the DOE swiftly approve stalled export permit applications to strengthen our economy, bolster our energy security, and restore American energy dominance,” said Congressman Arrington. “Liquified Natural Gas (LNG) is critical to the U.S. economy and our allies abroad. It is also important from an environmental and national security standpoint. We need to expedite pending LNG export permits. This will not only support American jobs but strengthen the resolve of our allies,” said Congressman Cuellar. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Congresswoman Carol Miller (R-WV) led a letter to Centers for Medicare and Medicaid Services (CMS) asking for further guidance on how they plan to incorporate oral-only drugs into the End Stage Renal Disease (ESRD) Prospective Payment System (PPS) Bundle. Joining Congresswoman Miller in sending the letter are Representatives Terri Sewell (D-AL), Buddy Carter (R-GA), Ann McLane Kuster (D-NH), Larry Buschon (R-IN), and Suzan DelBene (D-WA). On How Oral-Only Drugs Help ESRD Patients: “Many ESRD patients on dialysis rely on oral-only phosphate binders to remove excess phosphorus from the body to properly manage serum phosphorus levels, which is crucial to maintaining health and reducing morbidity and mortality among this population. ESRD patients now have broad access to phosphate binders under Medicare Part D, but unless action is taken to delay implementation, oral-only therapies like phosphate binders will move into the bundle, impacting patient access to care starting on January 1, 2025.” On Concerns About How These Guidelines Could Harm Current ESRD Patients: “CMS has stated both in recent guidance and preambles to prior rules, and most recently in the Calendar Year 2025 (CY25) ESRD PPS Proposed Rule that the agency plans to replicate the process used for incorporating the calcimimetics when implementing the phosphate binder class in the ESRD PPS. We have concerns about the translatability of the calcimimetics process and the impact that policy will have on quality patient care. Calcimimetics are a smaller class of products used in about 32 percent of patients living with ESRD, and there were only two products available at the time of the bundling of this class of drugs, one of which was administered intravenously. Unlike calcimimetics, phosphate binders must be taken with food, meaning they should not be taken during a dialysis session where consuming food and drink are generally not allowed. “Every patient’s treatment plan and response to certain phosphate binders is different, and many… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:24:45Z |

The tax team also toured an Ascent Resources oil and natural gas rig. Joining Congresswoman Miller were Representatives Michelle Fischbach (R-MN) and Randy Feenstra (R-IA). “I had a wonderful time visiting the Ascent Resources oil and natural gas rig in Ohio with my tax team to see and discuss oil and gas extraction. Both Ohio and West Virginia are full of invaluable energy sources, that’s why it’s our goal to rely on our own sources found here in the United States to keep our country energy independent. We must also protect intangible drilling costs and percentage depletion to create more opportunities to drill for oil and gas in the United States which will produce additional jobs, promote investment, and strengthen our national economy,” said Congresswoman Miller. “I was excited to join my fellow Supply Chains Tax Team members in Ohio. We took a tour to see for ourselves just how complex oil and natural gas production really is. We also had a productive roundtable discussion on the importance of domestic fuel production for our economy and our national security. I am committed to American energy independence. I enjoyed hearing the industry perspective regarding what Congress can do, specifically regarding tax policy, to support our fuel production industries and lower energy costs for consumers," said Congresswoman Fischbach. “Following our recent trip to Southwest Virginia, I enjoyed touring an oil rig in Ohio to see the unlimited potential of American energy production. We had a firsthand look at the intricacy of oil extraction and its importance to our economy. American energy production strengthens our economy, supports good jobs, and protects our national security. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Yesterday, Congresswoman Carol Miller (R-WV) introduced Patient Access to Long Term Care Hospitals (LTCH) Care Act which will help provide financial stability to the LTCH industry through multiple targeted reforms which provide adequate reimbursement to LTCHs for the highest-acuity patients. Joining Congresswoman Miller in introducing the Patient Access to LTCH Care Act are Representatives Adrian Smith (R-NE), Lloyd Smucker (R-PA), Beth Van Duyne (R-TX), and John Joyce (R-PA). “Long Term Care Hospitals (LTCHs) provide invaluable care to the sickest patients across the United States. During COVID-19, these hospitals stepped up to ensure patients on ventilator support had the care they need, and they continue to provide care to those that need it most. Providing adequate reimbursement for LTCHs will ensure they have the stability they need to continue serving our most vulnerable populations. I’m glad to introduce the Patient Access to LTCH Care Act to support stability in Medicare reimbursement for LTCHs and ensure patient access to these lifesaving facilities. I look forward to this legislation moving through the House of Representatives quickly to provide hospitals the resources they need to deliver the best care for their patients,” said Congresswoman Miller. “For areas of the country like the Third District with numerous critical access hospitals (CAHs), permitting CAHs to discharge patients directly to a long term care hospital is a critical flexibility to effectively care for patients. This legislation would enact this and other necessary reforms. I thank Rep. Miller for her leadership and my other colleagues for their cooperation in championing this effort to modernize LTCH regulations to support health care providers and enhance care for patients," said Congressman Smith. Congresswoman Miller introduced these bills to provide services and resources for families and foster children across America. “I am thrilled that my bills to support families passed the Ways and Means Committee. It’s important that families across the U.S. have access to the right resources in order to help their own children or foster children have a better life. All children in the welfare system deserve to find loving homes. The Helping HANDS for Families Act and Court Improvement Program Enhancement Act will help make that possible by providing parents access to community resources and by using technological advancements to equip judges and attorneys with the proper tools and training for child welfare legal proceedings," said Congresswoman Miller. Image Key Quote: “In rural states like mine, providing more flexibility in how Title IV-B services are administered is essential to the success of our most vulnerable families. For this reason, ‘Helping HANDS’ has received glowing endorsements from Child Welfare and Community Services Offices across the country, including CarePortal, a technology platform designed to connect child welfare agencies with churches and community members who want to help vulnerable children and families in their local area,” said Congresswoman Miller. The Helping HANDS for Families Act would permit states to use already-allocated money to access online portals that connect families in need with resources such as pregnancy centers, child care programs, food pantries, churches, and non-profits. Encouraging these countries to join Bahrain in the CSIPA will allow us all to work together to strengthen our nations’ economic ties, increase opportunities to enhance national security through investment in technology, and combat threats against terrorist groups. I am grateful that Congressman Panetta joined me in introducing this important piece of legislation so we can grow and stabilize our partnerships within the region,” said Congresswoman Miller. “Our partners in the Middle East continue to face threats from the expansion of violent extremism to the malign activities of Iran and its proxies. Our bipartisan legislation would invest in and expand joint research initiatives, mutual defense priorities, economic prosperity, and technological cooperation between the United States and Bahrain, a key ally in the region. Deeper integration, not just with Bahrain but with other like-minded partners, will ensure the United States can continue to counter terror, better ensure regional stability, and strengthen prosperity in the Middle East,” said Congressman Panetta. Congresswoman Miller gave remarks on tourism in West Virginia and listened to local officials and leaders on challenges and successes they are experiencing. “Discussing tourism in our great state during yesterday's roundtable was so insightful. With attractions like ACE Adventure Resort and the boom from the New River Gorge National Park designation, there is so much for tourists and locals to do and see. Our beautiful state offers fun activities for the entire family and ways to bolster our state’s economy. I was also able to highlight the work my Supply Chains Tax Team has been focused on and the impact it has on business. I am blessed to represent the First District of West Virginia, and I will continue to work on legislation that benefits our communities,” said Congresswoman Miller. Congresswoman Miller toured the New River Ranch Children’s Home, which offers residential group home care and behavioral health services to children ages 10-18. "As a mother of two children and grandmother of seven grandchildren, their safety and wellbeing are always front of mind. The sad reality that there are children who don't have a home or who are mistreated in their home is heartbreaking. This has been an issue in my state for decades as we have thousands of children who are placed in foster care. 53% of our foster children are cared for by their relatives, typically their grandparents. New River Ranch Children's Home is an important part of the community who offers hope and services to abused, homeless, or at-risk-youth in West Virginia. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Today, Congresswoman Miller (R-WV) participated in a Ways and Means Committee Field Hearing in Salt Lake City, Utah to discuss the importance of enhancing medical innovation to ensure patients in West Virginia and across America have access to quality health care. Image Congresswoman Miller began by discussing the barriers that End Stage Renal Disease (ESRD) patients face and how technology has positively benefited these patients. “I represent West Virginia, where access to care and innovation can be a challenge for all of our patients. An issue that I am particularly passionate about is care for patients with End Stage Renal Disease. Kidney care does not often see innovation, which I think you are a living example of, which is an extremely pressing issue for us. We’ve also got to consider the very basic challenges rural patients face when they’re trying to access lifesaving dialysis services. Many ESRD patients in my district have to travel for hours to a dialysis center to receive the care they need, dialyze for two to three hours, then drive back home those hours and they must do this three times a week just to survive. This burden on some of our most vulnerable patients is unbearable. Thankfully, the technology exists for patients to receive home dialysis. Home dialysis can be a God send for rural patients, people with jobs, families, or without access to transportation. I have worked very hard in Congress to increase access to home dialysis for ESRD patients,” said Congresswoman Miller. Congresswoman Miller asked Kasey DeLynn Shakespear, a parent of a rare disease patient and rural health champion, about his experience with providing medical care for his son, Isaac. “Mr. Shakespear, I’m a mother, I’m a grandmother, and I was so touched by your testimony about your son. Expanding the Carbon Capture Utilization and Storage tax credit is an important first step to secure our economic and energy success. If we can take mine methane emissions and turn them into an energy source, the United States will remain dominant on the global stage,” said Congresswoman Miller. “Our latest Tax Teams visit highlights the need for energy policy that can once again make America a global energy leader while also demonstrating the important role America can lead in the global energy supply chain. I want to thank Rep. Our Supply Chains Tax Team is working on legislative solutions that support domestic energy production and make our country energy independent again. As we work to reauthorize and improve the Tax Cuts and Jobs Act, we must ensure that we support American energy production – including homegrown Iowa biofuels – to lower costs for our families and reduce our reliance on foreign oil and gas,” said Congressman Feenstra. “Southwest Virginia provides numerous opportunities for American coal and natural gas production. The bill would allow seniors on Medicare to receive at-home emergency medical services to treat minor medical incidents. “Emergency Medical Services (EMS) providers are at the frontline of delivering care and transportation in rural America. In West Virginia, many patients live hours from a hospital and must consistently rely on EMS for treatment. Our EMS personnel are equipped to provide care to patients that may not be in a dire medical situation, rather than spend precious time and resources on transporting non-emergency patients to a hospital emergency department. This commonsense legislation builds upon the Treatment-in-Place Model to provide timely care to our rural patients and empower EMS providers, and I will continue to work to improve access to quality health care for patients in West Virginia and across the U.S.,” said Congresswoman Miller. “Not every patient is best served by an emergency room visit. In fact, for many seniors, a trip to the hospital can mean long wait times, increased costs and potentially life-threatening complications. We’re proud to lead this bill to give our seniors access to the highest caliber of care,” said Congressman Carey. The bill has received support from the National Rural Health Association, International Association of Fire Chiefs, International Association of Firefighters, American Ambulance Association, Congressional Fire Service Institute, National Association of Towns and Townships and the National Association of Emergency Medical Technicians. In October 2023, Congresswoman Miller and Congresswoman DelBene led a letter to CMS asking for coverage of home dialysis services for Medicare patients with Acute Kidney Injury (AKI). On June 27th, 2024, CMS released the CY25 ESRD PPS Proposed Rule, which proposes to extend Medicare payment to dialysis in the home setting for beneficiaries with AKI. “Allowing patients to receive dialysis services from the comfort of their home can dramatically improve physical health outcomes, mental health, and quality of life. I, along with Congresswoman DelBene, sent a letter to CMS to advocate for access to at home dialysis treatments, for patients with acute kidney injury, and I am thrilled that CMS listened. Patients with AKI often require dialysis even after they are stable enough to leave the hospital, and this policy will give those patients the freedom and flexibility to dialyze and regain kidney function at home. We appreciate CMS taking active steps to grant more coverage to those who need it most,” said Congresswoman Miller. “We can make a difference for the 37 million Americans living with kidney diseases by advancing policies that improve their lives and health outcomes. This includes expanding access to home dialysis so patients aren’t forced to go to a center for hours a day to receive this life-sustaining care. Empowering patients with in-home treatments leads to better health outcomes and dramatic improvements in quality of life. It’s clear the U.S. is way behind our allies in providing this care option. I am confident that my colleagues in the House of Representatives will also recognize what is at stake if we continue to allow foreign entities to financially benefit from bad regulations and will vote in support of the CRA to prevent this from happening,” said Congresswoman Miller. “In just three years, the Biden Administration has pushed a deeply flawed green agenda that saw tax dollars go to corporations and big banks and is now proposing to expand it into a full-blown disaster that hands money to foreign billionaires and the Chinese Communist Party. Not only do these regulations harm taxpayers in the short run by squandering their hard-earned dollars, but they also give China a major foothold in our supply chains and energy security market. I want to thank Congresswoman Miller for leading this important resolution that would stop these misguided regulations in their tracks and prevent President Biden from handing any further money to China," said Chairman Smith. Under the CRA, the Biden Administration would have to re-write the regulations in a substantially differe… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:24:45Z |

Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Congresswoman Carol Miller (R-WV) joined Representatives Brad Wenstrup (R-OH), Dan Kildee (D-MI), Dina Titus (D-NV), Mike Kelly (R-PA) and Haley Stevens (D-MI) in introducing the Securing America’s Titanium Manufacturing Act. This legislation would temporarily waive the 15% tariff on imported titanium sponge to ensure U.S. titanium manufacturers and workers can compete with Russian and Chinese state-owned enterprises in the global titanium marketplace. “The United States should not be buying titanium from our adversaries that we can produce ourselves. Now more than ever, we should be bolstering American manufacturers and critical mineral producers to protect U.S. national security. The Securing America’s Titanium Manufacturing Act of 2024 will ensure that the United States is using our resources to improve our titanium supply, strengthen our national security, and grow our economy,”said Congresswoman Miller. “The current 15% tariff on imported of titanium sponge puts an unnecessary burden on American producers, especially the producers of critical products needed for our national defense,” said Congressman Wenstrup. “By providing a temporary waiver of these tariffs, we can ensure American producers can compete on the international stage while securing the supply chain for critical supplies needed for our defense industry.” "American workers and manufacturers rely on titanium sponge to build components for engines, planes, and satellites—technologies that are critical to our national security,” said Congressman Kildee. “I'm pleased to introduce new legislation to safeguard our supply chain for titanium sponge, support good-paying jobs, and level the playing field for American workers in Michigan and across the country.” Click here for bill text. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Today, Congresswoman Carol Miller (R-WV) joined Congressmen Brad Wenstrup, D.P.M. (R-OH), Danny K. Davis (D-IL), and Jamie Raskin (D-MD) in introducing the bipartisan Low Income Taxpayer Clinic Modernization Act of 2024. This bill would improve access to taxpayer services for low-income Americans by eliminating the per-clinic funding cap on Low-Income Taxpayer Clinics (LITCs). “West Virginians have been at a major disadvantage since our only Low-Income Tax Clinic closed in 2023. This bill will make it easier for a LITC to be reestablished in West Virginia, and once again help our communities with the tax relief they deserve,” said Congresswoman Miller. “Low-Income Taxpayer Clinics help thousands of Americans navigate the complex tax system, giving a voice to those in rural and underserved communities when they face a controversy with the IRS,” said Congressman Wenstrup. “By removing the ‘per-clinic cap’ on the grants LITCs receive, we can help these Americans receive vital tax guidance and representation." “I am proud to partner with Reps. Wenstrup, Raskin, and Miller to modernize the Low-Income Tax Clinic program that successfully assists vulnerable taxpayers in resolving tax problems,” said Congressman Davis. “The bill will add important flexibilities to the LITC program so it can serve more low-income taxpayers and fund clinics in areas that currently lack this essential program.” “Low Income Taxpayer Clinics (LITCs) help low-income taxpayers resolve complicated tax issues with the IRS,” said Congressman Raskin. “LITCs also conduct outreach in our communities and provide educational resources to taxpayers. Our bipartisan bill makes a much-needed update to the current per-clinic cap on federal funding which has not been updated since the program’s creation more than 25 years ago. Our bill will empower LITCs across the country to reach and serve even more taxpayers in our communities. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Yesterday, Congresswoman Carol Miller (R-WV) participated in a Ways and Means Health Subcommittee Hearing on the challenges and disadvantages that rural health care providers face when trying to participate in value-based care models and where improvements can be made. Image Congresswoman Miller commended Dr. Sarah Chouinard, the Chief Medical Officer of Main Street Health, for her experience in the medical field and her devoted service to patients in West Virginia communities. “[Dr. Chouinard is] a very special woman who grew up in Huntington, West Virginia. She was schooled there and [received medical training at Marshall University Joan C. Edwards School of Medicine] and practiced [medicine] in West Virginia for such a long time. She’s been a tireless advocate for the people in West Virginia and has [served as the Medical Director] for West Virginia’s Public Employees Insurance Agency (PEIA). She served as the Chief Medical Officer at the state’s second largest Federally Qualified Health Center. In that role she oversaw clinics across the central part of the state that is so mountainous,” said Congresswoman Miller. Congresswoman Miller asked Dr. Chouinard to explain why rural providers partake less in Medicare’s value-based payment systems compared to non-rural providers. “I have worked endlessly on rural health care because it can take you five hours to get to the hospital if that’s where your physician is. I’ve dedicated my time on the Health Subcommittee to help rural West Virginians and rural patients all over the country. People who live in urban areas don’t really comprehend the difference. Unfortunately, with Medicare’s value-based care models, we have seen multiple instances of rural providers being left behind and unable to participate. According to a 2021 report from the Government Accountability Office, rural providers participate in value-based care programs at lower rates than non-rural providers. Image Congresswoman Miller began her remarks by highlighting the Ways and Means Committee’s efforts to address challenges within the child welfare system. “I want to thank all four of you [for being here.] Your stories, your information, and your feedback is so important to us. I’m a wife, a mother, and a grandmother. I never knew how many feet would be underneath my table at dinner, and many nights there were a lot of extra feet. I’ve always had empathy for children who may have just been hungry, but the social welfare that we have for our kids, the system is so important to me, and I am encouraged that our committee is taking the necessary steps to discuss what needs to happen. Many children entering the child welfare system have urgent, material needs that can be addressed without direct government intervention. In West Virginia, 53% of our foster children are cared for by relatives, often older grandparents who are retired. They struggle to afford unexpected expenses, things like car seats or formula. Given the rural nature of our state, accessing these much-needed resources can be very challenging. I introduced H.R. 476, the ‘Helping HANDS for Families Act,’ with Representative Judy Chu, as she mentioned earlier, [to allow Title IV-B funds] to be used for electronic services and tools that connect families to essential support services online,” said Congresswoman Miller. Congresswoman Miller questioned Rob Geen, the Chair of Board of Trustees of the Dave Thomas Foundation for Adoption and Bipartisan Policy Center Fellow, on how Title IV-B services are offered to rural families. “Mr. Geen, do you believe that providing more flexibility in how Title IV-B services are delivered could better serve families, particularly in rural areas like West Virginia?” asked Congresswoman Mille… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:11:47Z |

Congresswoman Miller attended the U.S. Coast Guard Change of Command Ceremony and commended the Marine Safety Unit in Huntington for their bravery and service to West Virginia and the United States. “I had the honor of witnessing the U.S. Coast Guard Change of Command Ceremony today. The Marine Safety Unit in Huntington is full of extraordinary men and women who spend so many hours of their time protecting West Virginia’s waterways and ports, conducting search and rescue missions, and responding to environmental disasters. Their commitment to our state and nation is appreciated, and I am so thankful for their selflessness. These members exemplify leadership and I commend them for their bravery and service,” said Congresswoman Miller. Congresswoman Miller toured Marshall University’s Physical Therapy Building and spoke with the program director and students about the school's program and how the SAFE Act will help physical therapists and elderly patients. “Marshall University’s School of Physical Therapy is full of intelligent and driven students who want to make a positive difference in the health care industry. I had the opportunity to tour their school building and discuss the benefits of their physical therapy program with the director and students. This program offers students the education and hands-on experience they need to prepare them for this field. I also discussed the SAFE Act, which I introduced to help reduce falls for the elderly by allowing physical therapists to conduct fall risk assessments and report the number of falls of elderly patients and those who received treatment for their injuries to Congress each year,” said Congresswoman Miller. Congresswoman Miller visited the state capitol to share remarks on the significance of West Virginia Day on its 161st anniversary and highlight four of eight new, historical murals that have been added to the rotunda. “Today marks the 161st anniversary of the great state of West Virginia. I am grateful to have joined Governor Jim Justice, Secretary Randall Reid-Smith, and others to celebrate such a special day. I enjoyed seeing the first four of eight murals, which represent historical events in our state, which have now been installed in the capitol’s rotunda. Thanks to the Department of Arts, West Virginians and anyone who visits our state capitol will be able to see this beautiful artwork and reflect on its rich history," said Congresswoman Miller. Congresswoman Miller toured J.Q. Dickinson Salt-Works, a family-owned salt making business, to see the campus and discuss past and current company operations. “I had a lovely time touring J.Q. Dickinson Salt-Works. This small business is run by a 7th generation salt-making family who produces the seasoning on their 200-year-old farm right here in West Virginia. As a small business owner and farmer, I understand the long hours, the cost, and the passion that goes into running a business to be successful and see desired results. I am confident their business will continue to prosper,” said Congresswoman Miller. Congresswoman Miller later visited Metro 911 of Kanawha County to see the facilities and meet with the center’s employees. “I am so thankful for Metro 911. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Congresswoman Carol Miller (R-WV) joined Congressman Nick Langworthy (R-NY) and 15 of their colleagues in introducing the Northern Border Security Enhancement and Review Act to address escalating security concerns at the U.S.-Canada border, ensuring enhanced oversight and accountability from the Department of Homeland Security (DHS). “The crisis at America’s borders has had a devastating effect on the United States. While the Department of Homeland Security ignores the obvious catastrophes, our northern border is seeing an unprecedented number of illegal crossings and thousands of pounds of fentanyl being trafficked. The Northern Border Security Enhancement and Review Act will produce a comprehensive threat analysis that will give Congress a better ability to protect the United States from outside threats,” said Congresswoman Miller. “Our northern border, the world’s longest unsecured border, poses a major threat to our national security, with hundreds of thousands of unidentified individuals streaming into our communities every year. The Biden Administration’s neglect has left us completely vulnerable —that’s why I introduced the Northern Border Security Enhancement and Review Act to hold the Department of Homeland Security accountable and ensure they report to Congress. I've personally met with Border Patrol agents in New York and witnessed their struggle firsthand — they are severely under-supported and left to face this crisis with limited resources. This legislation is not just a necessity; it's a demand for more transparency from the Biden Administration as it comes to the safety and sovereignty of our nation,” said Congressman Langworthy. The Northern Border Security Enhancement and Review Act will mandate DHS to conduct and submit a Northern Border Threat Analysis annually, ensuring up-to-date assessments of security risks. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington D.C. – Congresswoman Carol Miller (R-WV) penned an op-ed in the Register-Herald on the importance of ensuring that rural hospitals have the resources they need to effectively care for their patients. Register-Herald: Ensuring Health Care Access for Rural Areas “No matter where you live in the United States, health care is expensive. In West Virginia, we are blessed with the beautiful Appalachian Mountains, gorgeous forests, and plentiful water, but these things can pose challenges to those who need medical assistance. They can also lead to even higher costs for care. Despite what the government or the medical giants may tell you, there cannot be a one-size-fits-all health care solution. For example, West Virginia and New York City have drastically different needs, and I’m working in Congress to advocate on behalf of our rural health care patients and providers. As a member of the Ways and Means Health Subcommittee, I often advocate for access to quality health care in rural areas. It’s clear to me that when rural health systems are overflowing, the rest of the health care system can become overwhelmed. To ensure the health care system remains helpful to patients, it is important to have enough staff to meet their needs. Due to a lack of resources, rural hospitals have more difficulty training nurses and doctors. That’s why it is critical that the government makes investments into the health care workforce. I introduced the Community Training, Education, and Access for Medical Students (TEAMS) Act to give medical students the ability to receive training in rural areas. This will enable them to better understand the challenges that may arise while serving in rural communities and provide them with opportunities to practice medicine alongside the rural workforce. The Community TEAMS Act will help remedy the workforce shortage, so that many rural hospitals are facing. By training medical students in underserved areas of our country, we are laying the foundation for better health care in the U.S. There … | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:11:47Z |

The pipeline will be a reliable source of energy when our nation needs it most. Because of the Mountain Valley Pipeline, domestic energy production will increase and energy prices for Americans will decrease while improving the United States' national security. This is a great victory for West Virginia and the United States, and I will always advocate for American energy production. It was an honor to work with the other members of the West Virginia delegation to ensure this pipeline was finally completed by passing my provision in the Fiscal Responsibility Act,” said Congresswoman Miller. Congresswoman Miller introduced legislation to finish the Mountain Valley Pipeline, as well as the provision in the Fiscal Responsibility Act that made completing the Mountain Valley Pipeline law. Congresswoman Miller joined members of the West Virginia delegation in leading an Amicus Brief to restart Mountain Valley Pipeline construction after ill-intentioned legal challenges. Background: The now operational Mountain Valley Pipeline will provide up to 2 billion cubic feet of natural gas per day from the Marcellus and Utica shale formations to consumers in North Carolina and South Carolina. This pipeline will create new job opportunities and sustain about 5,800 jobs and $5.9 billion in economic activity in West Virginia and Virginia while bringing hundreds of millions of dollars in revenue to West Virginia, without raising taxes. Completing the Mountain Valley Pipeline demonstrates that the United States is a strong energy producer and is capable of being energy independent and dominant. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:11:47Z |

Congresswoman Miller began her remarks by highlighting the need to renew and strengthen the AGOA program, along with the importance of strengthening bilateral ties and enacting Free Trade Agreements. “The AGOA program has proven invaluable for economic growth of Sub-Saharan countries, empowering African women, and [has] increased opportunities for American producers. It is vital that Congress commits to renewing and strengthening AGOA as soon as possible. As we begin negotiations for AGOA, it is equally important we consider the broader goals of strengthening bilateral ties with countries around the world to counter China’s malign influence. This committee has made great strides in doing so through marking up critical legislation to reauthorize Generalized System of Preferences (GSP), but we can still do better. It is imperative that we remain optimistic toward enacting Free Trade Agreements with our allies, particularly with Ecuador, as we work to renew GSP, AGOA, and the other crucial programs we are discussing today,” said Congresswoman Miller. Congresswoman Miller asked the Founder and Co-CEO of Do the Right Thing (DTRT) Apparel, Skip Richmond, how the apparel industry has helped poverty-facing citizens in developing countries and what Congress can do to assist in advancing the industry’s growth. “One important provision of both AGOA and the Haiti HOPE Act is the inclusion of apparel as an eligible product. Under AGOA, U.S. imports of apparel rose from $696 million in 2000 to $1.4 billion in 2021. In Haiti, apparel industry exports account for nearly 90% of total exports. Instead of increasing our coal supply, the Biden administration and Washington Democrats are shutting down domestic coal production in the name of their Green New Deal Agenda. If this rule were to go into effect, the U.S. power grid would be far more susceptible to brownouts and blackouts, leaving the United States more vulnerable to our adversaries and degrading our constituents’ quality of life. This CRA is necessary to overturn this rulemaking that will destroy coal demand in the United States,” said the Congressional Coal Caucus Co-Chairs. The resolution comes after the Environmental Protection Agency (EPA) issued its final rules that impose unrealistic emissions requirements on existing coal-fired power plants and newly constructed gas-fired power plants. This attempt to force the closure of power plants that supply America’s baseload electricity was previously tried under President Obama and overturned by the Supreme Court in West Virginia v. EPA. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington, D.C. – Today, Congresswoman Carol Miller (R-WV) joined Congressman Troy Balderson (R-OH) and 137 of her House colleagues in introducing a formal challenge to the Biden administration’s regulations intended to shut down American power plants through a Congressional Review Act (CRA) joint resolution of disapproval. “The final power plant ruling from the EPA is a slap in the face to American energy producers. In the name of combatting climate change, Joe Biden has been determined to destroy American made coal and natural gas. I’ve introduced legislation to protect West Virginia and the United States from President Biden’s war on domestic energy, and I am disappointed the administration continues to dismantle American energy production. This rule is a death sentence for our power plants, and the Biden administration is now unnecessarily forcing the United States to depend on our adversaries for energy sources we should be producing ourselves. This CRA is essential to overturn the rules that will end American coal and natural gas production,” said Congresswoman Miller. The resolution comes after the Environmental Protection Agency (EPA) issued its finalrules that impose unrealistic emissions requirements on existing coal-fired power plants and newly constructed gas-fired power plants. This attempt to force the closure of power plants that supply America’s baseload electricity was previously tried under President Obama and overturned by the Supreme Court in West Virginia v. EPA. Senator Shelley Moore Capito (R-WV), Ranking Member of the Senate Environment and Public Works Committee, led 43 of her colleagues in introducing an identical resolution in the United States Senate. "It is crucial that we continue to strengthen our relationship with our ally, Bahrain. We have worked together on many key issues including free trade, military security, and counterterrorism to pushback against external threats. I introduced this resolution to push for the expansion of our economic and military ties with Bahrain, which will benefit both of our nations financially, bolster U.S. national security, and help maintain peace and stability in the Middle East," said Congresswoman Miller. Click here for text of the resolution. Background: The United States has had diplomatic ties with Bahrain since 1971. Bahrain was designated by the United States as a major non-North Atlantic Treaty Organization (NATO) ally in 2002. In 2023, the United States and Bahrain signed the Comprehensive Security Integration and Prosperity Agreement (CSIPA) to enhance cooperation across a wide range of areas including defense, security, technology, trade, and investment. Maintaining a good relationship with Bahrain is critical to keeping peace in the Middle East. The United States and Bahrain signed a Free Trade Agreement in 2004. The two countries' commerce has grown to more than $4 billion in bilateral trade in 2022. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:01:11Z |

The resolution highlights the important contributions of EMS teams to deliver timely and needed care and support patients in rural and underserved areas, all while placing themselves in potentially dangerous situations. Through the resolution, the lawmakers honor the commitment of EMS personnel and the importance of their role in our local communities. “Emergency Medical Services play a critical role in saving lives across West Virginia and the United States. Often, they put themselves at risk in order to protect the communities they serve. I’m glad to cosponsor this resolution during the 50th anniversary of National EMS Week and will continue to honor the personnel who ensure the safety of those in the community,” said Congresswoman Miller. “Our EMS personnel and first responders are some of the most important people in our local communities,” said Congressman Guest. “I am honored to sponsor a resolution to bring attention to our EMS professionals and be a part of continuing to support these important services for Mississippi and across the United States through my work on the House Appropriations Committee.” Representatives Miller and Guest were joined by Representatives Richard Hudson (R-NC), Debbie Dingell (D-MI), Brian Fitzpatrick (R-PA), Dan Crenshaw (R-TX), Claudia Tenney (R-NY), Don Bacon (R-NE), Rich McCormick (R-GA), Lori Chavez-DeRemer (R-OR), Glenn “GT” Thompson (PA-15), Mike Carey (R-OH), Susan Wild (D-PA) Jeff Duncan (R-SC), Chuck Fleischmann (R-TN), John Moolenaar (R-MI), John Joyce (R-PA), Darin LaHood (R-IL), Brittany Pettersen (D-CO), Mike Ezell (R-MS), Mike Lawler (D-NY), Trent Kelly (R-MS), Patrick Ryan (D-NY), Blaine Luetkemeyer (R-MO), Kelly Armstrong (R-ND), and David Joyce (R-OH). The action taken by the United Nations disregards the purpose and principles mentioned in the United Nations Charter. “I am dismayed by the United Nations Security Council’s actions to have a moment of silence for Iranian President Raisi. Any person given the nickname ‘Butcher of Tehran’ who is responsible for so many horrific deaths and committed such heinous deeds does not deserve any form of honor. We must hold the United Nations accountable for this shameless response and tacit support for Hamas’ horrors in Israel and Gaza,” said Congresswoman Miller. Congresswoman Miller was joined by Reps. Guy Reschenthaler (R-PA), Bill Huizenga (R-MI), Andy Biggs (R-AZ), Brian Babin (R-TX), Tim Burchett (R-TN), and Claudia Tenney (R-NY). Click here for text of the resolution. Background: The United Nations states in Article 1 of their charter that their purpose is to “achieve international co-operation in solving international problems of an economic, social, cultural, or humanitarian character, and in promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language or religion.” In 1988, between 2,500 and 20,000 civilians were mass executed under Iranian President Raisi’s ruling, earning him the nickname “Butcher of Tehran”. Raisi oversaw the mass political arrests and executions in 2022 following the death of Mahsa Amini, a woman detained over her allegedly loose headscarf. Human rights lawyers have surmised that Raisi has been responsible for the death of tens of thousands of people over the last few decades. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:01:11Z |

During the interview, Congresswoman Miller highlighted how the credit rule is illegal and that the government should protect American companies. Click here for the full interview clip. On How the CRA Will Support American Manufacturers: [The Biden Administration] is giving tax credits and money to [Chinese entities] that should go to American companies. [Congress] passed a law that entities who make electric vehicles with an input of critical minerals [from our adversaries] should not be awarded [tax credits]. There has been a ruling through the Treasury Department that [argues] you can’t tell if graphite is traceable, which isn’t true because the people who manufacture the graphite in the United States say it absolutely is [traceable]. I know that our President is so [focused] on making everything ‘green’, but Congress makes the law and so it is my opinion, as well as my fellow Congressional members, that this [ruling] is wrong. It is illegal and it should not happen. We need to protect our American manufacturers and our American people. On Whether Congresswoman Miller is Against Subsidizing Electric Vehicles: Government subsidies isn’t the natural way things happen in the United States. We work hard, we get ahead. If you’ve got a government subsidy, who are you not subsidizing? Why are you picking winners and losers? We shouldn’t. Congresswoman Miller began her remarks by highlighting how patients in rural West Virginia and across the United States deal with the financial burden and timing that it takes to get to a hospital in order to receive the care they need. “I live in West Virginia, a very, very rural state. Sometimes it can take from an hour to almost five hours to get to your doctor or to your hospital because our terrain is very challenging. It’s critical that our local, rural, physician practices exist so that they aren’t always burdened with a far drive and expensive visits to a hospital for something very minor. Today’s economic environment with inflation through the roof, thanks to the reckless spending that continues to go on with this Administration, many independent physician practices simply cannot afford to keep their doors open. Frankly, the federal government doesn’t reimburse well enough to make [staying open] feasible for you to do it at all. This is a huge issue for physicians as well as patients,” said Congresswoman Miller. Congresswoman Miller asked Dr. Jennifer Gholson, a Family Practitioner, to describe the differences between physician-patient relationships in rural areas and physician-patient relationships in large health systems. “Dr. Gholson, I was really disheartened to hear about your struggles you and your practice have endured because of bad federal policy. This classification determines communities’ eligibility to receive certain federal health care resources, and adopting ruggedness in the definition will ensure that West Virginia communities receive the federal funding they deserve. “West Virginia is the only state that lies completely within the Appalachian Mountain region. It also has a higher mean elevation than any state in the east,” the lawmakers wrote in part. “We appreciate HRSA’s work to better account for difficult and mountainous terrain areas in the definition of rural for purposes of Federal Office of Rural Health Policy (FORHP) grant eligibility. These funds are instrumental to providing access to quality health care and support health professionals in rural communities across the country.” “This critical addition to HRSA’s proposal to include terrain factors in their definition of rural to be eligible of FORHP grants is important to better capture rugged terrain areas. These counties include Critical Access Hospitals, health centers, clinics, and many other health providers that will greatly benefit from the resources FORHP provides,” the lawmakers continued. “We urge you to take Congressional intent into account and adopt our suggestion to address high density of rugged areas. We look forward to continue working with you to improve health care access and quality across rural America.” Click here to read the full letter. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T21:01:11Z |

The Court Improvement Program Enhancement Act will help modernize the child welfare system and allow for new technological advancements to increase efficiency and care within the judicial process. These targeted reforms will help more children find loving and safe homes,” said Congresswoman Miller. “The Court Improvement Program is essential to ensuring courts can best serve children and families in the child welfare system. The Court Improvement Program Enhancement Act of 2024 takes the program a step further by clarifying that courts can and should invest in technology that improves outcomes for children and families and protects against interruptions caused by natural disasters, cyber-attacks, or public health crises,” said Congressman Moore. “I am glad to be working with my colleagues, Rep. Click here to watch. Congresswoman Miller began by highlighting her own struggles and experience as a business owner, and how Opportunity Zones are an effective tool to help invest in communities. “I think we’ve established the importance of keeping the Tax Cuts and Jobs Act. It’s so important and it's what's coming ahead. I bought apartments and I painted them when I couldn't afford somebody else to do it. I've been ankle deep in sump pump water. I'm a small business owner. I'm an LLC. I am not a bad person for being a corporation. I can remember those huge printouts every time I had to make a payment; I'd mark it off. My interest was huge. People who make policy don't often understand the risk that people in business take, small businesses in particular. Those small business people are the ones that support the Little League teams, that help the Boy Scouts, and Girl Scouts. They're the ones that are reinvesting in their people and in their community. West Virginia is about 95% small businesses. I do represent rural West Virginia, and we live in a community that's very similar here. We have suffered from bad policy and bad ideas, but like these Opportunity Zones, they have become a very effective tool to help investment in our communities. I saw so many plants leaving in the ‘80s and in the ‘90s because of policy, so it's so important that we do what we do. The Biden Administration’s final rule on the Electric Vehicle Credit makes it clear that they are prioritizing misguided Green New Deal products coming from China over American investment in our domestic supply chain. Not only is this rule making clearly illegal, but it also undermines American manufacturing and economic growth. Allowing Chinese entities to deluge the United States with products that should and can be made in America is a betrayal of American manufacturers and producers. Our adversaries should not have access to American tax credits, plain and simple. This bipartisan, bicameral Congressional Review Act resolution holds the Biden Administration accountable for the economic and national security disasters they are bestowing upon the American people. The Biden Administration’s alignment with the Chinese Communist Party weakens the United States, and Congress must lead when Joe Biden refuses to,” said Congresswoman Miller. "This new Treasury rule misses the point of the IRA: We're supposed to be prioritizing American manufacturing, not using taxpayer dollars to reward our foreign competitors’ market distortions by cementing their position in our supply chain. I support this CRA because it makes Congressional intent clear: More production in the United States," said Congressman Golden. “The Inflation Reduction Act was written specifically to bring our energy and manufacturing supply chains back to the United States and eliminate our dependency on foreign adversaries, especially China. These weak guidelines benefit the CCP while American manufacturers are pushed aside. I introduced the End Chinese Dominance of Electric Vehicles in America Act of 2024 to tighten the Foreign Entity of Concern definition for the 30D electric vehicle tax credit and prohibit Chinese companies from accessing U.S. tax dollars. This commonsense legislation will prioritize American made products and will close key loopholes in the Treasury Department’s Electric Vehicle credit guidance to ensure American tax dollars stay in the United States. Congress should pass this bill immediately to block Biden’s disastrous rulemaking from sending these credits to our adversaries," said Congresswoman Miller. Background: Congresswoman Miller introduced the End Chinese Dominance of Electric Vehicles in America Act of 2024. This legislation would tighten the Foreign Entity of Concern (FEOC) definition for the 30D electric vehicle (EV) tax credit and prohibit Chinese companies from accessing U.S. tax dollars. In September 2023, the Commerce Department issued rules that defined a Foreign Entity of Concern (FEOC) when it comes to the Semiconductor supply chain. Despite this, the Treasury and the IRS are only trying to make our constituent’s lives worse, instead of better. The Treasury Department has issued weak Foreign Entity of Concern definitions that fail to protect American tax dollars from flowing to Chinese companies. Guidance coming from the Treasury Department on energy tax incentives are blocking traditional energy communities from participating in the future energy economy. The Biden Administration has shockingly announced its plan to raise taxes by over seven trillion dollars next year,” said Congresswoman Miller. “I am deeply concerned about our domestic industries’ reliance on Chinese technologies and investments. As the recently appointed Chairwoman of the Supply Chains Tax Team, I look forward to working with my colleagues to improve upon the broken IRA’s energy credits, protecting a competitive corporate rate, and ensuring the United States is the best place to invest, as it was under President Trump’s historic tax cuts. I have introduced two bills, the Protecting American Advanced Manufacturing Act and the End Chinese Dominance of Electric Vehicles Act, to improve the Foreign Entity of Concern definitions for the 45X and the 30D tax credits respectively. Congresswoman Miller joined families and fellow community members at the Back the Badge Police Appreciation Rally to honor the work of police officers and the late West Virginia State Police Sgt. Cory Maynard. “Unfortunately, we live in a time when upholding law and order is frowned upon, and when law enforcement officers are no longer respected, but shunned,” said Congresswoman Miller. “People call for the defunding of our police without fully considering the detrimental effect that it would have on society. I will always stand with law enforcement and will continue to back the blue. I am grateful for West Virginia police officers, for their commitment to enforcing the law, bravery, and daily sacrifice to keep our communities safe. It was my honor to join the officers and families for this important event to showcase our gratitude for law enforcement. May we always be reminded of officers like Sgt. These new mandates will cripple our electric grid, current coal-fired power plants, new natural gas-fired power plants, and overall U.S. energy production. This disastrous move will increase energy prices and cost of living across the United States. In June, I introduced the Protect Our Power Plants (POPP) Act with Senator Shelley Moore Capito (R-WV) to stop the EPA from finalizing, implementing, or enforcing these rules and I continue to urge its passage in the House of Representatives and the Senate. I will continue to work with my colleagues in Congress to hold the EPA accountable for this misguided rule-making and will be introducing a Congressional Review Act (CRA) in effort to overturn the EPA’s rules," said Congresswoman Miller. Greg Steube (R-FL) and 58 of her Republican colleagues in introducing the Iranian Terror Prevention Act. This legislation was introduced to fully sanction and designate 11 Iranian organizations as Foreign Terrorist Organizations (FTOs). "Iran and its proxy organizations continue to terrorize Israel. The United States must call out Iranian groups who commit such evil attacks for what they really are: terrorist organizations. President Biden has shown nothing but weakness and inconsistency when it comes to supporting Israel, and it’s unacceptable. The United States must stand behind Israelis, God’s chosen people. The Iranian Terror Prevention Act will sanction these terrorists and remind them of the United States’ commitment to Israel,” said Congresswoman Miller. “Iran has long utilized proxy forces to execute their terror agenda throughout the region. Iranian proxy forces have American blood on their hands dating back decades. In addition to this weekend’s unprecedented attack directly from Iran on Israel, we’ve seen ramped up, repeated proxy attacks on U.S. troops and our other allies in the Middle East. Iran is clearly emboldened by the Biden administration’s weakness,” said Congressman Steube. “Washington has failed to designate most of the Iranian-backed militias as Foreign Terrorist Organizations. No more excuses. We must combat terrorism with boldness and strength. My legislation takes urgent, necessary actions to fully sanction these terrorist groups who hate our country and ensure the full weight of the Foreign Terrorist Organization designation is harshly felt.” Click here for bill text. Miller | M001205 | miller.house.gov | miller | https://miller.house.gov/media/press-releases | scraper | Washington D.C. – Congresswoman Carol Miller (R-WV) introduced the Improving Access to Home Dialysis Act. This legislation aims to increase access to home dialysis by providing trained, professional staff assistance to patients in the home and ensuring that all patients are given the education and support they need to utilize this modality if they so choose. Representatives Marilyn Strickland (D-WA), Mariannette Miller-Meeks (R-IA), and Earl Blumenauer (D-OR) joined the Congresswoman in introducing the legislation. “Individuals with End Stage Renal Disease are often faced with difficult decisions when choosing where to receive dialysis services. In rural areas, some patients must forgo a full-time job or time with their family to travel hours back and forth to dialysis centers to receive the life-sustaining care they need. Home dialysis is a wonderful tool that allows patients to be at the center of their own care, and Congress should be working to ensure patients that choose this modality receive the training necessary to dialyze safely in their home. The Improving Access to Home Dialysis Act will provide patients the education and support they need to utilize home dialysis if they so choose,” said Congresswoman Miller. “High-quality and affordable kidney care should not be considered a luxury in the United States,” said Congresswoman Marilyn Strickland. "We must work together with caregivers and providers to ensure that patients have the resources and training they need to receive dialysis in the comfort of their own homes, and make sure that patients know that in home care is an option.” “As a physician in Congress, I know how important it is to increase patient choice. With advancements in technology and care, people with kidney failure should be informed of options beyond in-center dialysis. Our bipartisan bill would enhance access, reduce travel time, and improve the well-being and quality of life of those Americans needing dialysis and for whom home dialysis is a feasible option,” said Congresswoman Mar… | 1 | 2026-03-30T01:40:41Z | 2026-04-07T20:47:55Z |

Congresswoman Carol Miller (R-WV) introduced these bills to improve trade policy in the United States while the Biden Administration’s feckless trade agenda lies dormant. “As a member of the Ways and Means Trade Subcommittee, I am thrilled that two of my bills passed the Ways and Means Committee today. The Biden Administration has allowed China to lead on global trade initiatives for far too long, and I am eager to implement an America first trade agenda that ensures American manufacturers, businesses, and innovation thrive. These bills are vital to securing American trade priorities, and I look forward to working with Chairman Smith, along with the rest of our colleagues, to choose American taxpayers over Chinese billionaires,” said Congresswoman Miller. This bill reauthorizes reentry grant programs from the Second Chance Act of 2008 for an additional five years, allowing the government to continue making important investments across the U.S. to bolster reentry services and help people successfully reenter their communities after incarceration. “In West Virginia, we know how important it is to provide everyone with opportunities to succeed. The Second Chance Reauthorization Act is an important component of my efforts to reduce recidivism rates and increase public safety. When we invest in our communities and put in place strong reentry services and supports for people released from prisons and jails, we build stronger and safer communities,” said Congresswoman Miller. “The bill’s strengthened provisions around transitional housing services and substance abuse treatment will be instrumental in helping people in West Virginia and across the nation get back on the right path as they reenter their communities.” “Second Chance reentry programs and services have reached hundreds of thousands of individuals and families across the country, creating healthier families and safer communities,” said Congressman Davis. “Continuing to invest in these evidenced-based interventions is a commonsense approach to strengthen individuals, re-build families, and grow our economy.” Joining Representatives Miller and Davis are Representatives Darin LaHood (R-IL), Bobby Scott (D-VA), Kelly Armstrong (R-ND), Jerry Nadler (D-NY), Bruce Westerman (R-AR), Sheila Jackson Lee (D-TX), Barry Moore (R-AL), and Mike Turner (R-OH). “The Second Chance Act provides an invaluable safety net for those returning to society. This legislation would create an expedited process for stakeholders to petition the addition or removal of products from the Generalized System of Preferences (GSP) program. The International Trade Commission (ITC) will provide a report to Congress on the economic impacts of potentially adding or removing products, so Congress has a clear understanding of how to best expand the program and protect American manufacturing. The bill has been included in the House Ways and Means Trade Subcommittee Chairman Adrian Smith’s Generalized System of Preferences Reform Act, which will be marked up in the Ways and Means Committee on April 17th. “GSP is one of the most important trade programs that the United States has developed, and it is essential for providing fairly priced products while helping developing countries grow their economies. The Biden Administration’s inaction on trade has severely weakened our standing amongst once key trading partners, therefore cracking the door open for the Chinese Communist Party to lead in global trade. That is unacceptable. The Expedited Review of Products for GSP Act renews our commitment to implementing trade policy that benefits the United States and our allies. This legislation is a necessary first step to ensure the United States leads the world in trade policy,” said Congresswoman Miller. Click here for bill text. Background: The GSP Reform Act, introduced by Rep. Adrian Smith, would reauthorize the GSP program until December 31, 2030. GSP has not been reauthorized since it expired on December 31, 2020. This legislation would tighten the Foreign Entity of Concern (FEOC) definition for the 30D electric vehicle (EV) tax credit and prohibit Chinese companies from accessing U.S. tax dollars. “China, or any adversary for that matter, should not have any access to American tax credits. Narrowing the definition of the Foreign Entity of Concern expands opportunities for American manufacturing while protecting our resources and our people. The Biden Administration’s dedication to the Chinese Communist Party embarrasses the United States, and Congress must lead when Joe Biden refuses to. The End Chinese Dominance of Electric Vehicles in America Act will close key loopholes in Treasury's EV credit guidance to ensure American tax dollars are kept here at home, and not in the pockets of our strategic adversaries,” said Congresswoman Miller. Click here for bill text. Background: In September 2023, the Commerce Department issued rules that defined a Foreign Entity of Concern (FEOC) when it comes to the Semiconductor supply chain. In December 2023, The Department of Treasury issued similar FEOC guidance for the EV tax credit, but left glaring loopholes that would allow Chinese entities to capture American tax dollars. Specifically, the bill closes the ‘Billionaire Loophole’, which would allow wealthy Chinese business owners to directly receive American tax dollars if they invest in American EV projects and closes the ‘Chinese Manufacturing Loophole’, which would prevent China from leveraging its battery supply chain dominance to produce upstream materials, parts, and intellectual properties that are eligible for the 30D credit. The bill is a continuation of Congresswoman Miller’s efforts to protect American advanced manufacturing to ensure that nations who aim to weaken the United States, including China, do not receive American tax credits. ### | 1 | 2026-03-30T01:40:41Z | 2026-04-07T20:47:55Z |

Drew Ferguson IV (R-GA). On USTR's failure to consult Congress about the lack of references to trade barriers in the digital sector in the recent NTE: We write with deep concern about the recently released National Trade Estimate (NTE) on Foreign Trade Barriers, which does not include references to trade barriers in the digital sector and other sectors. This new approach of excluding these barriers is alarming and undermines the purpose for which Congress created the NTE, which is to identify and address foreign trade barriers. In addition to our substantive opposition to such an approach, we note with disappointment that USTR has failed to consult with Congress about this significant policy change, which we learned about through press reports before the release of this year’s NTE. Digital trade is central to U.S. economic growth and innovation as well as U.S. global leadership. According to the U.S. Department of Commerce, U.S. companies earned $626 billion from digitally-enabled service exports in 2022. Moreover, the livelihoods of 3 million Americans depend on open trade channels in the digital and e-commerce sector. Unfortunately, these jobs and U.S. competitiveness are at risk from digital trade barriers around the world. Countless countries are actively seeking to knee-cap American technology firms in a variety of unfair, discriminatory, and trade-distorting ways. Congresswoman Miller highlighted the significance of the Tax Cuts and Jobs Act and how it positively impacts everyone from corporations to individuals. "The Tax Cuts and Jobs Act was one of the most important policies passed into law in generations, thanks to the work of President Trump and the united Republican governance in the House and Senate. To this day, the positive impacts of a simpler tax code are still being felt. It is telling that Biden and his liberal colleagues in the House and Senate did not repeal any key provisions of President Trump's landmark legislation and failed to gain the requisite support within their own party to raise our tax rate or strip small businesses of the fairer treatment that the TCJA provided. Lowering our corporate tax rate to a globally competitive 21 percent has been a key driver in drawing investment to our country and allowing our businesses to reinvest in their employees and communities. The U.S. Trade Leadership in the Indo-Pacific Act will reassert Congress’s authority over trade to combat China’s growing economic influence in the Indo-Pacific through renewed American efforts at re-engaging our allies and identifying opportunities for regional partnerships. It is evident that the United States is falling behind in the Indo-Pacific region. China has engaged our allies to pursue active trade agendas that block the US from competing. The U.S. has not concluded a single comprehensive trade agreement with an Indo-Pacific partner in more than 10 years. Trade with our Indo-Pacific allies is critical as it supports millions of American jobs and represents several of our top export markets.
