To offset this loss in revenue, Congress should continue annually appropriating Payment in Lieu of Taxes (PILT) funds to offset the cost of providing services related to public safety, housing, social services, transportation and the environment. That was the message of U.S. Senators Mike Enzi (R-Wyo.) and Tom Udall (D-N.M.) who sent a letter today to the chairs and ranking members of the Senate Appropriations Committee, and Interior subcommittee calling on them to fully support and fund the PILT program. In the letter, the senators highlighted how the program provides critical funding to nearly 1,900 counties in 49 states and 3 U.S. territories to help offset losses to local governments from the presence of non-taxable federal lands. Without that funding, counties across the nation would experience incredible economic hardship, according to the senators. “As you know, property taxes fund county governments allowing them to provide essential services such as law enforcement, public safety, infrastructure maintenance, education, and health services for local communities.  A fully funded PILT program helps to offset the loss of these important revenues and fulfill the federal governments’ obligation to local communities with large amounts of federal land,” the senators wrote. Enzi and Udall also have concerns with the federal government trying to use a “rob Peter to pay Paul” scheme when it comes to compensating counties. Local communities should be paid what they are owed and that funding should not come at the expense of other compensation those communities receive, according to the senators.   Annual PILT payments are computed by the Department of the Interior based on the number of acres of federal entitlement land within each county or jurisdiction and the population of that county or jurisdiction. The memo essentially expanded OSHA’s regulatory scope to nearly every farm in the country without going through the established rule making process that allows Congressional review and public comment, in defiance of the law. U.S. Senators Mike Enzi and John Barrasso, both R-Wyo., joined 11 other senators in cosponsoring the Accuracy for Adoptees Act lead by Senator Amy Klobuchar, D-Minn. The bill would require the U.S. Citizenship and Immigration Service to recognize state court orders that amend a child’s birth date. The Wyoming senators’ offices have been working closely with the Michael and Stacy Sweeney family of Sheridan to help them resolve issues with four of their children’s Ethiopian birth certificates. It soon became apparent that it was going to take an act of Congress to get the immigration service to cooperate. The Sweeney’s asked the senators to help and they joined their colleagues introducing the Accuracy for Adoptees Act on October 30. Currently, the U.S. Citizenship and Immigration Service only recognizes the original birth certificates from the child’s country of birth. For children who were orphaned or lacked proper medical care in their countries of birth, the ages given on their certificates may be incorrect, which often become apparent once the child has been screened by a physician, or begun to develop in the U.S.  While a state court judge can make the decision to amend the date based on this evidence, U.S. Citizenship and Immigration Service will not recognize such an order and federal agencies like the State Department and the Social Security Administration follow the U.S. Citizenship and Immigration Service date of birth. This results in children growing up with a discrepancy that makes it hard to get things like a Social Security card or drivers licenses and leaves them vulnerable to identity fraud. Enzi On National Defense Authorization Act December 18, 2013 Mr. President, I rise today to express my disappointment that the National Defense Authorization Act that we will soon be voting on is the product of another deal instead of the result of discussion, debate, and the committee process.  Once again the Senate has failed to do its job.  The Senate Majority Leader has blocked all but two amendments to the NDAA from consideration. That is not right.  If you want to know what is wrong with the Senate and why people of all political persuasions are upset with Congress, that is a big part of the answer right there. This is a very important bill for our country and there are a lot of important issues that we need to discuss.  We haven’t considered issues relating to our nuclear deterrent, privacy concerns relating to the NSA, detention of U.S. citizens, the need to address sexual assault in the military, or a number of other important issues.  In the past, we’ve spent multiple weeks on the defense bill and considered dozens of amendments.  That’s what we should be doing this year, too.  Our national security needs to be fully debated by the entire Senate.  Every voice needs to be heard.  That’s the way it’s supposed to happen and that’s the way the Senate does its best work. One of those important issues that we are skipping over is our nuclear deterrent.  I offered several amendments on this issue because I believe the Administration is playing a dangerous game with our national security.  The solution I proposed in my amendment was simple and straight-forward.  It would have ensured that American citizens and our allies would not be harmed by this Administration’s bad policy decisions – both today and for years to come – by ensuring that any further reductions in our nuclear arsenal could not be done by the Administration unilaterally. But after two months of negative public reaction to the exchange’s high premiums, deductibles and co-insurance, agency officials delayed enrollment and disclosure of next year’s insurance cost increases until after the 2014 elections. This legislation will also make it easier for families to plan for expenses in 2015 by requiring HHS to disclose health insurance plan and cost information 30 days in advance of open enrollment. Enzi said his bill would save Wyoming taxpayers hundreds of thousands of dollars. Communities in Wyoming and across the U.S. have large inventories of brass drinking water supply components on hand. They need these inventories to operate, maintain and repair the public’s drinking water supply. The City of Casper is estimated to have more than $600,000 in existing inventory, Cheyenne over $100,000, Gillette over $35,000, and Thermopolis $18,000. Nationally it is estimated that replacing this inventory will cost up to $1 billion ($450 million in existing inventories, and the additional cost of replacing the inventories with more expensive components, plus labor costs). Grete is in graduate school at the University of North Dakota and paying for tuition out of pocket. She had the university’s student Blue Cross Blue Shield insurance plan. In September, her husband and two daughters received notice that their family insurance policy was gone  They were happy with their coverage. Grete said their plan had very good coverage of maternity and well-child visits, low deductibles, and an affordable monthly premium. U.S. Senator Mike Enzi, R-Wyo., was one of 19 senators to vote against cloture, the procedural vote that allowed the Senate majority to remove the defunding provisions. Enzi also voted against allowing the funding bill to advance because its total went above previously established budget caps.    “About four years ago, those who ran Congress passed a government-run takeover of healthcare despite pleas from the American people to slow down and stop taking the country down this road. Now we’re four days from Obamacare fully coming online and the American people still don’t like what this bad law has to offer. Less choice, billions in new taxes, people losing their health care plans they were told they could keep. The people of Wyoming want this law gone and I’m with them. I’ve always been with them. We have some new blood in the Senate that is advancing our message and I’m thankful for that. But our fight isn’t a new one, it’s the same one we’ve been fighting for four years. Those who passed this law and signed it made a huge mistake that we’re all paying for. This is a fight to repeal it so we can do real healthcare reform without the government running things. It’s a fight to defund this monstrosity that is killing full-time employment in this country. It’s a fight to dismantle all that we can while we work for a long-term solution. I will continue this fight to make Washington listen.” The Senate voted to end debate on the bill by invoking cloture 79-19.  It voted to advance the bill despite the bill going over spending limits 68-30. The bill provides a responsible management strategy for the Federal Helium Reserve and encourages the private production of alternative supplies of helium in states like Wyoming which has over 50 percent of the nation’s helium reserves. The bill also raises additional federal revenue that will go toward reducing our national debt, partially restoring Abandoned Mine Lands (AML) funding to Wyoming, and establishing a competitive royalty rate for America’s soda ash producers, among other things. Wyoming is now set to receive an additional $13 million in AML funding in Fiscal Year 2014 and $60 million in AML funding in Fiscal Year 2015.
