The bill now heads to the president for his signature. The legislation is a modified version of the TRACED Act, which the Senate passed in May and U.S. Senator Mike Enzi and John Barrasso, both R-Wyo., both cosponsored. This modified bill would strengthen enforcement and prosecution to combat robocalls. It would also require that telephone companies adopt call authentication technologies that will enable companies to verify that incoming calls are legitimate before they reach consumers. I've received countless robocalls, and many folks I hear from in Wyoming receive more than one robocall every single day, Enzi said. I'm pleased Congress passed this legislation to help combat these unwanted and potentially dangerous phone calls. I look forward to it becoming law soon so families can have some relief from robocalls. One of the biggest complaints I hear from people in Wyoming is that they're being hassled by unwanted robocalls, which are often scams, Barrasso said. Currently, for-profit colleges are not allowed to receive more than 90 percent of their revenue from federally funded student aid. If the colleges are not in compliance, they could be ineligible to receive federal student aid. Enzi's legislation would apply this 90/10 federal student aid rule to all institutions of higher education. The 90/10 rule was created to ensure for-profit colleges are providing a valuable education to their students and not simply relying on money from the federal government to keep them afloat, Enzi said. This bill aims to hold all colleges to this standard. We should make sure that all institutions of higher education are fairly held to its requirements and providing that value. To combat waste, fraud and abuse of federal student aid programs in for-profit higher education, Congress enacted an 85/15 rule in 1992. Current law requires institutions of higher education to report on graduation rates for first-time, full-time students, excluding millions of nontraditional students and creating incomplete and inaccurate information. The Time for Completion Act would modify existing reporting requirements to better reflect diverse populations of mostly part-time, non-first-time students at community colleges. It's important for students and families to have the most accurate information before choosing a college that best fits their needs, Enzi said. The Time for Completion Act would update how colleges report on graduation rates to help make sure our institutions of higher education are serving students well. It would benefit Wyoming's seven community colleges by more appropriately reflecting the diversity of our students there. Wyoming is fortunate to have seven wonderful community colleges. They deserve to have all of their students, traditional or non-traditional, accurately accounted for in graduation rates, Barrasso said. The Time for Completion Act will make sure prospective students have the most up-to-date information about graduation rates before choosing the best school for them. Right now graduation rates do not accurately reflect the scope of students who attend our community colleges in Utah and around the country, Romney said. Christmas presents for everyone all put on the federal credit card, which is overspent already, Enzi said. According to Enzi, the bill is so costly because it tries to secure votes by including several unrelated bills that Congress would normally have to discuss and vote on, as the Senate was designed to do. This bill has completely bypassed regular order and violates nearly all of the Senate's self-imposed budgetary rules, with its billions of dollars in giveaways and tax policy changes, Enzi said. While Congress is supposed to spend within the budget it sets for itself, on Monday the Senate unveiled a new spending bill that was more than 1,800 pages and would increase federal deficits by more than $400 billion over the next 10 years. Wyoming Women's Suffrage Day celebrates the contributions of women to our great state and Wyoming's place in history as a trailblazer for women's suffrage. 150 years ago, on December 10, 1869, the Wyoming Territory approved the first law in legislative history of the United States recognizing women's inherent right to vote and hold public office 50 years before the enactment of the 19th Amendment to the Constitution in 1920. This historic step even preceded Wyoming's statehood. The young territory granted women the right to vote 20 years before becoming the 44th state admitted to the Union. In fact, when Congress invited Wyoming to join the Union and demanded that women's suffrage be revoked, the Wyoming Legislature said, We will remain out of the Union one hundred years rather than come in without women. This pioneering spirit is truly remarkable and something I keep at the front of my mind every day as I continue my work in the Senate. Wyoming was not going to allow the acknowledgement of women's right to vote to be ceremonial or artificial. In fact, one short year after recognizing women's right to vote, women began holding public office throughout Wyoming, serving as the first women in the United States to do so. In 1870, Esther Hobart Morris became the first female justice of the peace, serving in South Pass City, Wyoming. That year Wyoming also saw the country's first all-female jury, and the first woman bailiff in the world, Martha Symon Boies. The shortage of U.S. workers during the last several years has demonstrated that without needed guest workers, seasonal businesses are simply unable to meet their staffing needs. At a Senate health committee hearing focused on examining the response to lung illnesses and rising youth electronic cigarette use, Enzi expressed his concern about the continued use of cigarettes, the vaping crisis and the detrimental harms tobacco has caused. The National Youth Tobacco Survey found that the number of teenagers who vape has increased 700% since 2013. According to the Campaign for Tobacco-Free Kids, 29.6% of Wyoming high school students use e-cigarettes compared to 27.5% across the country, and 15.7% of Wyoming high school students smoke compared to 5.8% nationally. Enzi applauded the FDA for recently issuing a modified proposal to include large, color graphic warning labels on tobacco products, which was a provision he originally included in the 2009 legislation in an attempt to deter tobacco use. A circuit court struck down the FDA's initial proposal in 2013. I think these warnings would be a good way to get people to stop smoking or vaping or to never start, Enzi said. Enzi also asked the FDA to commit to regularly reporting to Congress every two years on how the Tobacco Control Act is working another provision that Enzi included in the act in 2009. My concern with the House-passed bill is not just with its immediate costs to taxpayers, but also what it would mean down the road. This bill would send the signal to private pension plans that regardless of how underfunded they are or how risky their investments, the taxpayer will be there to bail them out. Pensions are an important source of retirement income for millions of Americans, but thousands of private sector multiemployer pension plans are seriously underfunded. These are plans sponsored by a group of private employers as part of a collective bargaining agreement with their employees and are separate from the single employer plans, which are generally better funded. According to the Pension Benefit Guarantee Corporation, multiemployer pension plans are underfunded by more than $637 billion. Out of the 1,247 multiemployer pension plans that we have information on, 1,235 are underfunded. In July of this year, the House of Representatives passed the Rehabilitation for Multiemployer Plans Act of 2019, which would bail out some of the worst-funded multiemployer plans at the taxpayers' expense. The bill would provide a combination of low-interest loans and direct cash payments to private sector multiemployer plans that arecurrentlyinsolvent or designated as critical and declining. It is, by any definition, a process that is an attempt, in secret in the basement of the Capitol, to unseat a duly elected President of the United States. It's unlike anything we've ever seen before. We know what a Constitutionally-serious impeachment process would like; we saw that happen both with President Nixon and with President Clinton. This is not that. This is not a search for the truth. This is not a situation where you've got the majority, the Democrats, who are upholding their constitutional duty and trying to get to the truth. This is a situation where they know the outcome that they want, and they have concocted a process in secret without the President's Counsel there, without the ability to cross-examine witnesses, without the ability for the American people to see the evidence that they're collecting. It really is an appalling miscarriage of justice, a miscarriage of their constitutional duties and obligations, and it is something that the American people are going to long remember. Excerpts of Senator Barrasso's remarks: I come to the floor today, to discuss last Tuesday's 2020 Democrat presidential debate and specifically to discuss the topic of health care. Despite all the political posturing, here's the key takeaways: Number one the Democrats still want to take work-earned health insurance away from 180 million Americans. And number two the Democrats want to raise taxes on the middle class, and on all Americans, to pay for it. Under the Democrats' plan, people will lose forever the health coverage that they earned at work. That means union workers, their hard-fought health benefits, they'll disappear. That means that Nevada food service workers, Michigan autoworkers, all would lose their earned health care. Elizabeth Warren and Bernie Sanders want to replace work-based insurance with a one-size-fits-all government-run scheme. At the same time, the 2020 Democrats want to give free, taxpayer-funded health insurance to illegal immigrants. That's the Democrats' so-called Medicare for All plan. Really, it's one-size-fits-all government-controlled health care and it is extremely expensive. Even more expensive than I've mentioned before on the floor because a new study that's come out by something called the Urban Institute, a liberal group, they've just reported the cost of Medicare for All would be $34 trillion. That's $34 trillion with a T.' So let's put that into perspective. How much money is that? Well, over the next ten years, that's more money than we'll be spending on Medicare, Medicaid, and Social Security combined. It's an astronomically large number.
