Today, U.S. Senator John Barrasso (R-WY) joined Senator Mike Lee (R-UT) and 21 other senators in introducing the bipartisan Military Spouse Licensing Relief Act. The legislation gives military spouses with valid professional licenses in one state reciprocity in the state where their spouse is currently serving on military orders. In Wyoming, we recognize the sacrifice that our service members and their families make every day, said Barrasso. Military families often move every two to three years. The last thing they need to worry about is spending time and money trying to maintain their careers in a new state. Our bipartisan bill will make it easier for military spouses to transition the professional licenses they've already worked hard to obtain when they move to a new duty station. The Military Spouse Licensing Relief Act amends the Servicemembers Civil Relief Act (SCRA) of 2003 to require states to recognize servicemembers' spouses' occupational license from another state if the servicemember and the servicemember's spouse move across state lines on account of a Permanent Change of Station order. SCRA already provides a number of protections for active duty servicemembers and their families, including rental agreements, civil judicial proceedings, installment contracts, and credit card and mortgage interest rates. This legislation would not preempt state law on how the licenses are used, as military spouses would still be required to comply with standards of practice, discipline, and continuing education requirements. Excerpts of Senator Barrasso's remarks: I come to the floor today to discuss this unprecedented obstruction that American families are facing from the Democrats. In a time when Congress really should be working towards bipartisan solutions on coronavirus, Democrats keep obstructing, over and over and over again. It does seem to be their singular focus. It seems to me that they are going to continue to obstruct all the way until November 3, Election Day, putting politics first and American families last. The obstruction has reached levels that has even made members of their own caucus, and I will quote, uncomfortable,' alarmed,'' and frustrated.' The U.S. Government Accountability Office (GAO) found housing assistance is fragmented across 160 programs and activities, with significant areas of duplication and overlap. With programs scattered across multiple federal agencies, the system leads to overlap and waste and actually limits resources that should be going to those in need, Chairman Enzi said. We should undertake a serious, bipartisan review to find improvements to the system, and identify solutions and gather ideas about reform. This will allow these programs to work better for those who truly need them. Enzi noted that the federal government spends more than $50 billion per year on low-income housing assistance programs, guarantees $2 trillion in home loans, and provides billions more in assistance through the tax code. With half a million people homeless and given the significant amount we spend, he said there are still years-long waiting lists for public housing. Studies have shown that public housing and project-based programs can trap families in high-poverty neighborhoods, with significant long-term consequences for their health and well-being. Enzi pointed out that there are unique challenges in pediatric vaccine research because of the safety and ethical concerns about enrolling kids in trials. He also noted there can be differences in how their maturing immune systems work compared to adults. He asked Surgeon General of the U.S. Vice Admiral Jerome Adams about the process to develop a COVID-19 vaccine for children. The initial vaccine trials will be on people 18 and up, and this is the way we've done it for other vaccines that have been developed in the past, Adams said. We will make sure it is safe and effective in adults and then we will slowly start to move down in age. The next round, I anticipate, will be ages 12 to 18 and then after that, if it continues to be safe and effective, we will test in people younger than that. That's the way we've done it for every vaccine because we can't just assume that something that is safe and effective in an adult will be safe and effective in a child. Adams added that it is critical to ensure vaccine confidence and that all adults who can get a vaccine do get a vaccine. He said because the initial round of vaccinations will not be available for children, it will be crucial to have a higher percentage of adults getting vaccinated to get closer to the level of herd immunity needed to break transmission of disease. Adams said more than 4 million children are currently behind on childhood vaccinations and stressed the importance of preventing the diseases we can prevent right now. The hearing focused on S.614, the Grizzly Bear State Management Act, which Enzi introduced in February 2019. The bill would direct the Department of the Interior to re-issue its 2017 decision to delist the grizzly bear in the Greater Yellowstone Ecosystem and prohibit further judicial review of this decision. Wildlife experts and federal officials agree that the grizzly bears in Greater Yellowstone Ecosystem have been fully recovered for years, Enzi said in his testimony at the hearing. Senseless litigation still continues to hinder the effective state management and protection of the species. Enzi said that while proper management of grizzly bears is critical to protecting the species, it is also critical to protect people from potential attacks and the species that grizzly bears disproportionately prey on. As the grizzly bear population has increased in Wyoming, so has the danger these animals pose to livestock, property and to humans, Enzi said. That's why I believe the authority to manage the species needs to be turned over to the states. I have often found that states are better suited to address these kinds of issues because they are more familiar with the unique needs of their own communities and ecosystems. The grizzly bear was first listed on the federal threatened species list in 1975. In 2017, the Fish and Wildlife Service removed the grizzly bear from the endangered species list, citing a significant increase in bear populations and a doubling of their range land. In September 2018, a federal judge in Montana ruled to put the grizzly bear back on the endangered species list. Excerpts of Senator Barrasso's remarks: I want to start by addressing a few of the things that the Minority Leader, Senator Schumer, discussed this morning. Senator Schumer last week, twice, blocked an extension of the federal unemployment bonus payments. Twice the Democrat leader threw his hands up and he said no. No, Democrats will not support an extension of these benefits, he said, at any level. Why? Well, he said he wants Republicans to pass his leader's bill. His leader is Nancy Pelosi. It is partisan, and it is bloated. Senator Schumer likes to talk about some of the things in the Speaker's bill, but he carefully avoids much of it. Because one third of the spending is completely unrelated to coronavirus, a full one third. Senator Schumer says we remain far apart. He said the differences are between priorities and scale'. Well let's look at some of the priorities in the bill that he supports: direct payment checks to illegal immigrants, taxpayer funded abortions, changes to election laws permanently, tax breaks for the wealthy in New York and in California, millions and millions more for environmental justice, the national endowment for the arts, a long, long list. The Minority Leader's statement was full of metaphors and analogies this morning, but he had very little if any substance. Quick turnaround between the purchase and resale of cattle by a dealer often leaves the rancher who originally owned the cattle with little recourse if a dealer defaults on a purchasethe livestock has often already been resold. TheSALE Actwould establish dealer statutory trusts, mimicking existing packer statutory trusts, for the purpose of ensuring that cattle sellers receive payment should a livestock dealer become insolvent. Many ranchers in Wyoming depend on livestock sales to survive but are left empty-handed if a dealer defaults on a sale, Enzi said. This legislation would provide commonsense protections for livestock producers and stability for the overall market. In Wyoming and throughout the West, ranching operations are the backbone of many of our communities. For too long, cattle sellers have been left financially devastated when dealers default on a purchase of livestock, Barrasso said. This bipartisan bill provides much needed accountability to this process and will make sure Wyoming's ranchers are fairly compensated for their livestock. The 2018 Farm Bill contained a provision (Section 12103) directing the U.S. Department of Agriculture to conduct a study to determine the feasibility of establishing a livestock dealer statutory trust. The results of the study came out inDecember of 2019 and helped inform the senators' ongoing effort to establish the creation of a Livestock Dealer Statutory Trust.
