Chris Smith (R-NJ) that would elevate the State Department's Anti-Semitism Special Envoy positionfirst created by Smith's legislative provisions in 2004to an Ambassadorship, giving more clout to address the alarming rise in anti-Semitism worldwide. As the Senate has already approved the amended legislation, the bill now heads to President Trump's desk to be signed into law. We've seen a rapid rise in anti-Semitic acts and rhetoric in many countries over the past decade: Jews harassed, assaulted and even murdered; synagogues attacked; graves and cemeteries desecrated; anti-Semitic slurs; and targeting the State of Israel with what my friend, the great Soviet refusenik and religious prisoner Natan Sharansky, calls the three Ds' demonization, double-standard, and de-legitimization, said Smith. My new law will raise the Special Envoy to the rank of Ambassador, and enable him or her to report directly to the Secretary of State, Smith said. Operation Warp Speed accomplished what had been considered nearly impossible: the development, manufacture, and distribution of a safe and effective vaccine to combat COVID-19. President Trump announced Operation Warp Speed in May. His Administration recognized that meeting the challenge posed by the coronavirus pandemic would require the investment of Federal Government resources, partnership between the public, private, and scientific sectors, and cutting red tape that would impede delivery of a safe and effective vaccine. This effort was supported by almost $10 billion in funding included in the CARES Act passed by Congress with my support. The project focused on six vaccine candidates. Seven months after Operation Warp Speed was launched and less than one year after COVID-19 began spreading widely around the globe, two vaccine candidates were approved by the U.S. Food and Drug Administration (FDA) for emergency use. On December 11, the FDA approved for emergency use the first vaccine created by Pfizer. After clinical trials including over 43,000 participants, the vaccine was found to be 95 percent effective. A vaccine developed by Moderna was subsequently approved for emergency use on December 18. Thirty thousand people participated in its clinical trials, and its efficacy rate is 94.5 percent. These vaccines are the fastest ever produced for a novel pathogen. In fact, the average development timeline for a vaccine is eight to twelve years. Operation Warp Speed reduced the time needed by maximizing the number of participants in Phase 3 trials and manufacturing vaccine doses while waiting for the FDA's emergency use authorization order. While bureaucratic hurdles were lowered, the vaccine development process did not skimp on safety. Those who board a commercial flight place their trust in the pilots, the aircraft, and the Federal Aviation Administration (FAA), which regulates the American aviation industry. That trust is warranted because our aviation system is among the safest in the world. Yet it is not without flaws. Recent findings of a Senate investigation revealed some troubling patterns within the FAA that require accountability and reform. In March 2019, the Boeing 737 MAX aircraft was grounded worldwide after two crashes in Indonesia and Ethiopia killed 346 people. After the second crash, investigators found that a design flaw contributed to both crashes. Soon, whistleblowers within the FAA and the aviation industry began reaching out to me to share information. As chairman of the Senate Commerce Committee, which oversees air travel, Ilaunchedan investigation into the concerns being raised. Our 20-month investigation uncovered evidence of undue coziness between regulators and aircraft operators, violations of pilot testing standards, and a failed FAA management culture that punished whistleblowers for voicing safety concerns.
