This bill delivers urgently needed funds to help save Hoosier lives and livelihoods as Indiana and the entire nation battle the deadliest wave yet of COVID-19. The bill also includes Rep. Carson's amendment to increase funding for Pancreatic Cancer research at the Department of Defense (DoD) to $15 million dollars. This increased funding will help researchers find ways to detect and treat this deadly disease earlier and help save lives. The bill includes a number of key provisions, including an additional round of direct payments to Americans, rental housing assistance, expanded nutrition assistance, plus additional funding for small and minority-owned businesses, including more Paycheck Protection Program (PPP) funds. The bill funds critical transportation and infrastructure priorities, including $14 billion for transit to help front line workers get to work, and more funding for passenger rail and aviation workers. This legislation also provides billions of dollars to support the distribution of the COVID-19 vaccines. Still, Rep. Carson stressed that much more must be done, and called on his Congressional colleagues to put partisanship aside to expedite help to those in need. I am encouraged that the House has passed this vital piece of legislation to protect lives and livelihoods. I'm particularly pleased that it includes my amendment to increase federal funding for Pancreatic Cancer research at DoD. However, the truth is, it should not have taken Congress this long to get an additional relief bill passed. The House passed a strong COVID-19 relief bill months ago called the Heroes Act, but Leader McConnell refused to bring it up for a vote in the Senate. H.R.8686, theSmall Business Debt Relief Extension Act, introduced this week, offers additional debt relief on SBA 7(a), 504, and microloans that were received as part of the CARES Act. The CARES Act's small business debt relief provision expired last month, making it imperative that Rep. Carson's bill is passed as soon as possible. This billensures that the entirety of the $17,000,000,000 appropriated to this loan program in the CARES Act be used for its intended purpose. The bill accomplishes this in two ways: 1. Businesses who are currently receiving, or have received, the subsidy be granted a 6-month extension for a total of 12 months of debt relief. 2. Businesses who do not currently have an SBA loan and that apply by March 30, 2021, can receive a 6-month subsidy. Since the COVID-19 pandemic began, I have heard from many Hoosier small business owners how vital the relief from the CARES Act has been for the survival of their businesses, Rep. Carson said. However, as our nation suffers a new, dramatic surge in COVID-19 cases, it's clear that more must be done to protect these lifelines of our economy. Carson's bill changes this by allowing college students to access Federal Work-Study funds for their participation in after school activities. Food deserts are neighborhoods where access to nutritious and affordable food is scarce. Over 29 million people -- almost 10 percent of the U.S. population -- live without ready access to affordable, nutritious food and over 2 million people have no transportation to get to their nearest store. This legislation will create USDA funding for state operated revolving funds that will issue low interest loans for the operation of grocery stores in food deserts. The bill ensures that recipients of these loans, including for-profit, non-profit and municipal entities, will provide affordable, healthy food, including fresh produce and staples like milk, bread and meat. It will also ensure that USDA professionals are available to provide technical assistance to recipients who need it. Nutritious food should be an expectation, not a luxury. That is why I am extremely pleased to reintroduce the Food Deserts Act, which creates new avenues to fund stores in underserved communities, Congressman Carson said.
