The CBOC has been relocated just north of Interstate 70 to increase access to care for veterans in northwest Kansas. The new facility includes three additional exam rooms, increased square footage, up-to-date telecommunication digital security requirements, and a room dedicated to group therapy and mental health needs.” “Access to critical and sufficient healthcare should not be difficult, especially for veterans,” said Sen. Moran. “The Robert J. Dole VA Medical Center has put a tremendous amount of effort into creating an accessible and newer CBOC so that veterans across the state can receive the care they need.” “The CBOC in Hays was first opened in September 1999 and has served Veterans continuously since,” said the Dole VA Medical Center. “In the summer of 2022, it was announced the facility would move to its new location to provide more space for additional services as well as easier access to those traveling from outside the area.” # # # 1 2026-03-30T01:40:41Z 2026-04-06T18:56:20Z

Moran, Manchin Introduce Legislation to Increase Transparency in Bank Exams 2023-12-14 2023 2023-12 Republican Senate KS Jerry Moran M000934 www.moran.senate.gov moran https://www.moran.senate.gov/public/index.cfm/news-releases scraper WASHINGTON – U.S. Senators Jerry Moran (R-Kan.) and Joe Manchin (D-W.V.) today introduced legislation to help create a fair appeals process for banks and increase transparency for the bank examination process. A fair and effective supervisory examination process for banks is important for maintaining a healthy and transparent financial system. The Fair Audits and Inspections for Regulators’ (FAIR) Exams Act would bring more accountability to bank examinations by establishing an appeals process to resolve disagreements between banks and regulators by hiring an independent director to review appeals. This legislation would provide small lenders with more clarity and representation – allowing them to continue serving their communities efficiently by receiving results faster and more transparently. “The bank examination process should be free from bias and fair to bankers,” said Sen. Moran. “This legislation will help bring much-needed transparency to the examination process to make certain all banks – particularly rural, community banks – are treated fairly and afforded due process through a rigorous appeals process.” “An effective and fair examination process for financial institutions is vital to the health of our banking system and beneficial for consumers, especially in rural states like West Virginia,” said Sen. Manchin. “I’m proud to reintroduce the bipartisan FAIR Exams Act, which would ensure any bank or financial institution that undergoes a supervisory exam has an impartial third party that reviews these exam findings before regulatory agencies can take action against them. I encourage my colleagues on both sides of the aisle to support this commonsense bill to strengthen transparency in our financial institutions and increase accountability on agencies.” This legislation was also co-sponsored by Sens. Thom Tillis (R-N.C.) and Bill Hagerty (R-Tenn.). The FAIR Exams Act would: Require the appropriate regulatory agencies to issue timely responses to bankers during the examinations process; Require the… 1 2026-03-30T01:40:41Z 2026-04-06T18:56:20Z

This legislation will now go to the President to be signed into law: “Responding to threats from around the world begins with a strong military. This year’s NDAA invests in our nation’s weapons stockpiles and technology, provides support and resources for our military families and makes strategic investments to fortify our defenses against adversaries like China and Russia. It also makes strategic investments at our southern border to enable the Department of Defense to help counter cartels and traffickers. I worked to also include a number of my priorities in NDAA to protect benefits for spouses of fallen servicemembers, invest in Kansas military bases and expand TRICARE services.” Sen. Moran’s priorities included in the FY2024 NDAA: Protecting Benefits for Military Spouses – Allows surviving spouses to retain certain benefits upon remarriage at any age. This provision is part of a more comprehensive bill Sen. Moran introduced – the Love Lives on Act. New Investments at Fort Riley – Authorizes $105 million for the construction of an Aircraft Maintenance Hangar at Fort Riley, $1.6 million for the planning and design of a new Air Traffic Control Tower, and $15.6 million in cost-to-complete funding for a power generation and microgrid. However, following the USDA’s 2022 ERP rollout for qualified crop losses, we have heard from producers in our states with concerns regarding the new program.” The senators outlined several questions for Secretary Vilsack to increase transparency on how the emergency reimbursements were calculated, administered and what will be done with remaining funds. “We recognize that ad hoc disaster assistance is costly to U.S. taxpayers and only a band aid to issues exacerbated by extreme weather volatility,” the members continued. “It is for this reason that we believe an adequate farm safety net, including conservation investments that address persistent drought, are critical in any upcoming multi-year Farm Bill reauthorization.” Sens. Moran and Bennet were joined by Sens. Moran Introduces Legislation to Expand Rural Emergency Hospital Designation 2023-12-05 2023 2023-12 Republican Senate KS Jerry Moran M000934 www.moran.senate.gov moran https://www.moran.senate.gov/public/index.cfm/news-releases scraper WASHINGTON – U.S. Senator Jerry Moran (R-Kan.) today introduced the Rural Emergency Hospital Adjustment Act that would allow previously closed rural hospitals to potentially re-open and apply for the Rural Emergency Hospital designation if they can demonstrate they met all eligibility requirements between Jan. 1, 2015 and Dec. 27, 2020. The REH designation was created as part of the Consolidated Appropriations Act of 2021 to enable certain hospitals to convert to the new Medicare provider designation, which helps rural hospitals to continue operating with limited services rather than closing. Currently, hospitals are only eligible for the designation if they met the requirements when the legislation was signed into law on Dec. 27, 2020. “Access to outpatient and emergency services often determines if a rural community can survive,” said Sen. Moran. “More than 100 rural hospitals have closed since 2015, and this legislation will allow these hospitals an opportunity to re-open and serve their communities.” The Rural Emergency Hospital Adjustment Act would extend the eligibility date back to Jan. 1, 2015, for hospitals that were either critical access hospitals or rural hospitals with no more than 50 beds. # # # 1 2026-03-30T01:40:41Z 2026-04-06T18:56:20Z

Moran Joins Colleagues in Introducing Legislation to Address Uptick in Attacks on Letter Carriers on the Job 2023-11-29 2023 2023-11 Republican Senate KS Jerry Moran M000934 www.moran.senate.gov moran https://www.moran.senate.gov/public/index.cfm/news-releases scraper WASHINGTON – U.S. Senator Jerry Moran (R-Kan.) joined Majority Whip Dick Durbin (D-Ill.) and Susan Collins (R-Maine) in introducing bipartisan legislation to address the steep increase in armed robberies against postal workers, who are often targeted for their arrow keys. The Postal Police Reform Act would ensure that Postal Police Officers may be assigned to duty outside of Postal Service real property to offer protection to letter carriers on their routes. The Postal Inspection Service reports that armed robberies of letter carriers increased sharply between 2018 and 2021, rising from 36 incidents to 154 incidents. The arrow keys can command thousands of dollars on the clandestine market because they allow access to cluster mailboxes and their contents, which include Social Security checks, prescriptions, and other valuable items. Specifically, the Postal Police Reform Act of 2023 would clarify provisions in federal law to ensure that Postal Police Officers may be assigned to duty outside of Postal Service real property, for the purpose of protecting the mail, Postal Service property, persons on Postal Service property, and on-duty Postal Service employees. This clarification will allow the Postal Service to assign Postal Police Officers to protect letter carriers against robberies, which are often committed to steal “arrow” master keys for use in later mail theft. The Postal Police Reform Act provides the Postal Service with the flexibility to use the Postal Police as the service needs, without imposing additional costs on the Postal Service. “The men and women who deliver our mail and packages play an important role in our communities, but rising crime has resulted in more thefts and attacks against delivery workers,” said Sen. Moran. “This legislation will help make certain the law enforcement branch of the USPS will have the authority needed to help apprehend criminals and deter crime against postal workers while out on delivery.” “Letter carriers perform an essential service of our government, but deli… 1 2026-03-30T01:40:41Z 2026-04-06T18:49:58Z

Moran, Warner, Scott Introduce Bipartisan Legislation to Expand American Entrepreneurship 2023-11-17 2023 2023-11 Republican Senate KS Jerry Moran M000934 www.moran.senate.gov moran https://www.moran.senate.gov/public/index.cfm/news-releases scraper WASHINGTON - U.S. Senators Jerry Moran (R-Kan.), Mark Warner (D-Va.) and Tim Scott (R-S.C.) today introduced the Expanding American Entrepreneurship Act. This legislation would expand the permitted size of angel funds to allow for a higher number of investors in start-up companies. By growing the number of individual investors per angel fund and raising the cap on the fund, more investors will be able to invest at a lower rate. This will allow new investors who have less access to capital to invest in start-ups, diversifying the funding base for new companies. “Investing in start-ups shouldn’t be a privilege reserved for only a select group of individuals,” said Sen. Moran. “By increasing the allowed number of investors for angel fund and the max these funds are able to receive, Main Street will have more access to investing. This will also expand opportunities for entrepreneurs to secure investments for their start-ups. Entrepreneurship is the bedrock of the American economy. Allowing a larger pool of Main Street investors the ability to raise capital for American small businesses is crucial to more companies choosing to go public. “I was in business world for decades, long before I entered politics, so I know that investing in start-ups is an excellent way to get in on the ground floor of a new business and help provide it with the capital to operate and grow,” said Sen. Warner. “This bipartisan legislation will allow entrepreneurs to raise more funds with more contributors, enable start-ups to gain access to a new pool of investors, and give individuals with less access to capital more opportunities to invest at lower rates.” “Our capital markets are the global gold standard, but too often it’s Wall Street, not Main Street, that has access to them,” said Sen. Scott, ranking member of the Senate Banking Committee. “That has to change. As the top Republican on the Senate Banking Committee, I’m glad to join this effort to allow more investors to participate in funds that help provide small businesses with the… 1 2026-03-30T01:40:41Z 2026-04-06T18:49:58Z

Moran in a letter to GAO. “If the Veterans Crisis Line is letting veterans who reach out in moments of desperation slip through the cracks, as alleged, it needs to be known and it needs to be stopped. With nearly 900,000 contacts made to the VCL in 2022 alone, a 15% increase from 2020, any breakdowns in this lifesaving resource for veterans must be found and corrected immediately. Any program leaders who are aware of gaps in the service and preventing transparency should be held accountable and replaced.” This week, Sen. Moran called on Department of Veterans Affairs (VA) Secretary Denis McDonough to make certain the VA fully cooperates with an independent investigation of the VA’s Veterans Crisis Line (VCL). “The OIG report and subsequent whistleblower allegations raise grave concerns for the health and safety of our veterans,” said Sen. This legislation received praise and support from businesses, universities and foundations. Moran. “I’ve been to the border numerous times, particularly in the last two or three years, and each time have had conversations with law enforcement, federal and local, as well as border patrol agents and seen first-hand the apprehension of foreign nationals on our border, including those from China.” “I am anxious for our efforts to deal with Israel and Ukraine and the challenges we face in the Middle East, but I am also interested in making certain that we take this opportunity, this supplemental, to come together,” continued Sen. Moran. “We’ve heard by a number of my colleagues how we have worked on immigration reform and border security reform without success, and I would hate for us to miss an opportunity in this circumstance if we can put a package together that would be supported by Republicans and Democrats in the Senate and in the House.” “Comprehensive reforms or changes are advantageous, but it has been my experience in my entire time in Congress that we keep waiting for comprehensive reform and as a result we do next to nothing,” said Sen. Moran, Warner Introduce Legislation to Establish AI Guidelines for Federal Government 2023-11-02 2023 2023-11 Republican Senate KS Jerry Moran M000934 www.moran.senate.gov moran https://www.moran.senate.gov/public/index.cfm/news-releases scraper WASHINGTON – U.S. Senators Jerry Moran (R-Kan.) and Mark Warner (D-Va.) today introduced legislation to establish guidelines to be used within the federal government to mitigate risks associated with Artificial Intelligence (AI) while still benefiting from new technology. U.S. Representative Ted W. Lieu (D-Los Angeles County) plans to introduce companion legislation in the U.S. House of Representatives. Congress directed the National Institute of Standards and Technology (NIST) to develop an AI Risk Management Framework that organizations, public and private, could employ to ensure they use AI systems in a trustworthy manner. This framework was released earlier this year and is supported by a wide range of public and private sector organizations, but federal agencies are not currently required to use this framework to manage their use of AI systems. The Federal Artificial Intelligence Risk Management Act would require federal agencies to incorporate the NIST framework into their AI management efforts to help limit the risks that could be associated with AI technology. “AI has tremendous potential to improve the efficiency and effectiveness of the federal government, in addition to the potential positive impacts on the private sector,” said Sen. Moran. “However, it would be naïve to ignore the risks that accompany this emerging technology, including risks related to data privacy and challenges verifying AI-generated data. The sensible guidelines established by NIST are already being utilized in the private sector and should be applied to federal agencies to make certain we are protecting the American people as we apply this technology to government functions.” “The rapid development of AI has shown that it is an incredible tool that can boost innovation across industries,” said Sen. Warner. “But we have also seen the importance of establishing strong governance, including ensuring that any AI deployed is fit for purpose, subject to extensive testing and evaluation, and monitored across its lifecycle to ensure … 1 2026-03-30T01:40:41Z 2026-04-06T18:49:58Z

We need to demonstrate resolve; resolve in the support of allies and resolve in the resistance to enemies.” “During my time in the U.S. Senate, I have never been angrier or more sullen than those few days in which our country left Afghanistan,” said Sen. Last summer, the FTC noticed a 126-page proposed rule, known as the “Motor Vehicle Dealers Trade Regulation Rule,” which, if approved, would significantly change the process for consumers to purchase, trade-in and finance new and used cars and trucks. The proposed rule would re-regulate all aspects of automotive retailing and was noticed without an Advanced Notice of Proposed Rulemaking (ANPRM) – the process for the public to provide comment – and instead included 49 open-ended questions. “The FTC’s rule would create more paperwork when buying a car at the dealership and lead to more bureaucracy and red tape for small businesses,” said Sen. This program forgives student debt for qualified public servants including teachers, firefighters and military servicemembers. In 2021, the U.S. Department of Education announced they would automatically count military members’ service toward the PSLF program instead of requiring them to go through a lengthy and complicated certification process. However, the change was never implemented because the U.S. Department of Education and the U.S. Department of Defense failed to finalize a critical data-sharing agreement. This bill would require the Department of Education to complete a data-matching agreement with the Department of Defense, enabling automatic credit toward PSLF for military service members. “The men and women in our military selflessly serve their nation, which entitles them to these benefits,” said Sen. Moran. “Streamlining the process to access loan forgiveness will help our military members receive their earned benefits and help them achieve financial freedom.” “We should be making it easier for service members and veterans to get their loans forgiven after serving this country,” said Sen. Cortez Masto. “My bipartisan legislation will remove barriers that are keeping too many military members and veterans from accessing benefits they’ve earned.” “It can be surprisingly difficult for service members and veterans to have their military service honored for credit when working toward Public Service Loan Forgiveness (PSLF). While the Department of Education (ED) announced plans to work with the Department of Defense (DOD) to give borrowers automatic credit toward PLSF for their military service, those efforts have stalled,” said Justin Hauschild, Policy Counsel, with Student Veterans of America (SVA). “The bipartisan Ensuring Military… 1 2026-03-30T01:40:41Z 2026-04-06T18:43:12Z

For years, landowners in Kansas have and continue to work with partners at every level of government to improve wildlife habitat throughout the Plains. With the stroke of his pen, President Biden sided against the will of Congress and the interest of Kansans who understand and work their lands. The continued listing of the lesser prairie-chicken will not benefit the species and is counterproductive to conservation efforts throughout the bird’s range.” After the Biden administration announced its decision to list the lesser prairie-chicken as endangered under the Endangered Species Act, Sen. Moran joined his colleagues in introducing a Resolution of Disapproval under the Congressional Review Act. This resolution passed Congress in May 2023, and this week the President vetoed it. U.S. Representatives Dusty Johnson (R-N.D.) and Abigail Spanberger (D-Va.) introduced similar legislation in the U.S. House of Representatives. “High prices don’t just drive up price tags at the grocery store, but also result in higher input costs for ranchers and meat processors,” said Sen. Moran. “Providing resources to allow smaller processors to upgrade and expand their operations will make it easier for ranchers to bring their cattle to market. This legislation will help eliminate waste, support small businesses and provide consumers with more affordable options at the grocery store.” "Colorado’s livestock production sits at the heart of our $47 billion agriculture sector, but too many producers struggle to find local or regional processing options,” said Sen. Bennet. “Congress should make it easier and more cost effective for Colorado's family farmers and ranchers to bring their animals to market. Our bipartisan legislation strengthens local food systems, increases competition, and helps lower prices for Americans." Yesterday, the VA made the decision to extend the deadline to apply for backdated PACT Act benefits until midnight on August 14, after veterans reported technical difficulties applying for benefits through the VA’s website. “The PACT Act was signed into law one year ago, and I’m pleased thousands of Kansas veterans who were exposed to harmful toxins during their military service have applied for and been awarded disability benefits following the passage of this law and are newly eligible to receive needed health care services from VA,” said Sen. The legislation would remove barriers in OPTN contracting and give the Health Resources and Services Administration (HRSA) statutory authority to improve management of the organ transplantation system in the U.S. The current OPTN contract is set to expire September 30, 2023, making the proposed changes urgent and timely for HRSA to make meaningful reforms. The U.S. House of Representatives passed this legislation earlier this week, and it now goes to the President to be signed into law. “From damaged organs to discriminatory organ donation policies, it’s clear UNOS should no longer be the sole contractor for the organ donation system,” said Sen. This year’s legislation includes critical investments for our nation’s weapons stockpile and cutting-edge cybersecurity technology. Just as importantly, NDAA includes a pay raise to our all-volunteer force and resources to help improve the quality of life for our servicemembers and their families. I also worked to include a number of my priorities in NDAA to protect benefits for spouses of fallen servicemembers, invest in Kansas military bases and expand TRICARE services.” Sen. Moran’s priorities included in the FY2024 NDAA: Protecting Benefits for Military Spouses - Allows surviving spouses to retain certain benefits upon remarriage at any age. This provision is part of a more comprehensive bill Sen. Moran introduced – the Love Lives on Act. TRICARE Pharmacy Benefit Analysis – Analyzes the impact transitioning to TPharm5 is having on stakeholders, including servicemembers, their dependents and veterans. TRICARE Hearing Aids for Dependents of Retirees - Allows the dependents of retired servicemembers to maintain hearing aid coverage through TRICARE Prime. New Investments at Fort Riley – Authorizes $105 million for the construction of an Aircraft Maintenance Hanger at Fort Riley, $1.6 million for the planning and design of a new Air Traffic Control Tower, and $15.6 million in funding for the power generation and microgrid funded in FY2023 NDAA. Resources for Forbes Field – Authorizes $5.9 million for a microgrid and backup power generator at Forbes Field. The College Athletes Protection & Compensation Act would set national standards for name, image, and likeness (NIL), establish a Medical Trust Fund to provide care to injured athletes, prioritize athletes’ educational outcomes and safeguard athletes’ health and wellness. With student-athletes now able to benefit from NIL and states responding with a patchwork of rules and regulations, the bipartisan framework would set national standards to give athletes the economic and educational opportunities they deserve. “Kansas has an unparalleled history of college athletics that includes several premier programs attracting student athletes from all over the nation and the world,” said Sen. Moran. “It is no secret that college athletics have grown into an increasingly profitable, billion dollar industry, however the rules surrounding athlete compensation have not been modernized. Together, Sens. Booker, Blumenthal and I are releasing this discussion draft to empower student athletes while maintaining the integrity of college sports that we all know and love. Athletics teach young men and women many valuable skills that serve them throughout their life, and it’s important to protect their ability to pursue an education while allowing them to capitalize on their name, image and likeness as a student athlete.” “This bipartisan framework is a milestone step forward for college athletes—protecting sports heroes whose blood, sweat and sacrifice drive a multibillion dollar industry,” said Sen. This legislation would benefit American families, farmers and rural communities nationwide by giving greater flexibility to more financial institutions to offer affordable lines of credit to rural and agricultural borrowers. “High inflation and rising interest rates are putting a strain on farmers and rural homeowners in Kansas and across the country,” said Sen. Moran. “Main street lenders must have the flexibility required to provide rural Americans with access to the capital needed to achieve homeownership and continue operating family farms. This legislation will help to boost rural housing and support the agricultural economy that plays a vital role in small towns across America.” “Rural communities across America are facing a serious affordable housing crisis. It has simply gotten way too hard to find reasonably priced homes in our small towns,” said Sen. King. “The ACRE Act is a commonsense way to make home and farm ownership possible for more families by providing better access to low interest loans. There’s no one easy solution to our housing affordability problems, but this bipartisan effort would be an important step forward. I appreciate Senator Moran’s partnership and hope we can get this bill passed for rural communities like those in Maine and Kansas.” Items to Note: Specifically, the ACRE Act would grant community banks the same tax exempt status on certain earned interest that applies to farm credit institutions, allowing farm real estate borrowers and rural home owners access to lower interest rates. This exemption would also apply to single-family home mortgage loans in rural communities with fewer than 2,500 residents and for mortgages less than $750,000. According to the American Bankers Association, this legislation would expand access to affordable agricultural and home loans to over 4,000 rural communities nationwide and save family f… 1 2026-03-30T01:40:41Z 2026-04-06T18:25:20Z

Moran. “This legislation would enable farmers and ranchers to join a voluntary water conservation program to leverage their land and water resources with USDA, providing incentives for reducing groundwater use. By conserving our natural resources and limiting the strain on the aquifer, this legislation would help producers conserve the water their farms and ranches depend upon for future generations.” “Colorado’s family farmers and ranchers face a future that’s going to be a lot hotter and a lot drier — and they need us to ensure USDA’s conservation programs live up to their potential,” said Sen. Bennet. “Building off the work of Coloradans in the San Luis Valley who first used voluntary easements to support groundwater conservation to sustain the local agricultural economy and wildlife habitat, this legislation creates a new tool for farmers to voluntarily reduce their groundwater use and continue to farm.” “As the West continues to grapple with a historic mega-drought and the long-term aridification caused by climate change, we need solutions that will help us sustainably manage our precious and limited groundwater resources,” said Sen. Heinrich. “That’s why I'm proud to support this bipartisan bill that will provide farmers and producers with more tools to meet the short-term challenges posed by water scarcity, while protecting the long-term health of our aquifers.” America’s groundwater resources are a primary source of drinking water for rural communities and a vital irrigation water supply for many family farms and ranches across the country. Currently, Afghans who were admitted on temporary humanitarian status can only gain permanent legal status through the asylum system or Special Immigrant Visa process (SIV), which face severe backlogs and long processing times. Allowing Afghan allies to apply for permanent legal residency will help provide certainty as they build their lives in the United States. Sen. Moran, Smith Push to Lower Cost of Cancer Treatments 2023-06-16 2023 2023-06 Republican Senate KS Jerry Moran M000934 www.moran.senate.gov moran https://www.moran.senate.gov/public/index.cfm/news-releases scraper WASHINGTON – U.S. Senators Jerry Moran (R-Kan.) and Tina Smith (D-Minn.) introduced bipartisan legislation to make certain patients who receive oral medications are not hit with thousands of dollars in unaffordable out-of-pocket costs that health plans routinely cover for patients receiving traditional IV chemotherapy treatments. The senators’ Cancer Drug Parity Act responds to the recent improvements in oral medications for cancer by preventing insurers from charging cancer patients higher copayments for those medications than for chemotherapy medicine delivered intravenously. An estimated 2 million Americans will be are diagnosed with cancer this year. A study on patients prescribed oral cancer medications found that one in eight patients faced copayments of $2,000 or more for their first prescription. “As the number of orally administered cancer drugs increases each year, patients ought to be able to immediately benefit from these medical advancements,” said Sen. Moran. “This sensible legislation would encourage ERISA health insurance plans to remain on pace with the latest cancer treatments and expand access to orally administered cancer drugs for millions of individuals. Access to new treatments, therapies and cures will help save lives.” “Advancements in oral cancer medications have made life better for cancer patients across the country,” said Sen. Smith. “Oral medications are less intrusive than traditional IV treatments, can be taken at home, and have turned cancer into a manageable chronic disease for many. But while IV treatments are covered by a health plan’s medical benefits – with moderate to minimal copays – oral medications often have high, unaffordable copays. It can add up to thousands of dollars in costs for patients each year and can cause many to delay or forego necessary care to treat their cancer. Our bill brings parity to these two kinds of treatments and lowers costs for those taking oral cancer drugs.” More than 40 states and the District of Columbia have enacted “oral parity” laws, … 1 2026-03-30T01:40:41Z 2026-04-06T18:15:57Z

Often, rural areas have the worst quality broadband. Or, as is too often the case, they have no access to broadband. “The benefits of access to high-quality broadband are clear and well known. Broadband access is correlated with more jobs, greater economic growth, better health care outcomes, and increased educational performance. “This means our country will be weaker as we confront the economic and security challenges we are facing, including labor shortages, STEM education shortcomings, and lagging American leadership in key technology areas. When millions are without broadband, we limit our potential as a nation. “Recognizing the importance of access to high-quality broadband, Congress has allocated significant resources to help bridge the digital divide. But the first step to appropriately allocating resources is knowing where the money needs to go. “I sponsored the Broadband DATA Act, which was enacted in 2020, to use granular data to create a more accurate and refined broadband map to better target areas in need with new investments. “Getting these maps right is critical because of the signifi… 1 2026-03-30T01:40:41Z 2026-04-06T18:15:57Z

This is a first step in the process, and we should move the FAA Reauthorization Act through our committee today. It is crucial we provide certainty and a long-term reauthorization to the FAA to address and prepare for the current and future state of aviation. The FAA is at an important juncture as it navigates an evolving environment and challenges. “When traveling by air, Americans expect to arrive to their destination safely, with minimal delays and without spending all their savings on a plane ticket. It is these expectations that have been at the forefront of our discussions as we drafted this legislation. Work to improve the FAA Reauthorization Act legislation will be ongoing, and I urge the Majority Leader to address those issues on the Senate floor and allow the committee to move this package forward. Our aviation system should not be subject to last minute political whims.” # # # 1 2026-03-30T01:40:41Z 2026-04-06T18:15:57Z

The Fiscal Responsibility Act is not legislation I would introduce. However, no deal is not a solution, and defaulting on the national debt in no way benefits Kansans or Americans. “Defaulting on our debt would send a message to the world that we are a nation that cannot be trusted to pay our bills. China is watching our ability to govern and would like nothing more than for our standing in the world to be damaged due to default. It is vital to our economy and our national security that we do not default and we preserve the dollar as the world’s primary reserve currency. Governing in a divided government is challenging. It requires negotiation and finding common ground. Unfortunately, President Biden refused to negotiate with House Republicans for months in an effort to intimidate Republicans and pass an unaltered debt increase. This would have opened the door for the Democratic majority to spend even more with no strings attached. “The debt-ceiling agreement does accomplish key conservative priorities that will benefit America and help put our nation on a better path towards fiscal responsibility. This legislation will slow the rate of spending through implementing non-defense caps, cutting COVID-19 relief funds, blocking new tax hikes, slashing billions in funding to the IRS, adding new work requirements for SNAP and promoting American energy production. Additionally, we must fulfill the most important responsibility of the federal government: to protect and defend our country and to keep our promise to the men and women who served our country. In 1973, 591 of those prisoners were released by the North Vietnamese. On May 24, 1973, President and Mrs. Nixon hosted the largest dinner in White House history – then and now – in honor of the released Vietnam POWs. On May 24, 2023, exactly 50 years later, nearly 200 of those POWs dined in the Nixon Library’s White House East Room replica and recreated that dinner, down to the menu items and centerpieces. The Artemis missions will further scientific discovery, create new economic benefits and deepen our alliances across the globe.” “As the Chair of the Appropriations Subcommittee that funds NASA, it is an honor to host the Artemis II astronauts this week,” said Sen. We cannot take our continued U.S. leadership in space for granted when our global competitors, including China, are investing heavily in scientific and technological innovation. These reforms would reduce labor costs and administrative burdens on residential construction contractors, which would free up capital that could be redirected toward building additional affordable housing. “Purchasing a home is a part of the American dream that is currently out of reach for many families,” said Sen. Moran. “Reducing the burden of federal regulations will help homebuilders meet the demand for new homes, making homeownership a reality for more Kansans.” “Affordable housing shortages directly affect prospective homebuyers and renters, but they also impact small businesses that are trying to overcome pressing workforce needs,” said Sen. Thune. “I continue to hear about this issue from folks across South Dakota, and I’m proud to lead this common-sense legislation that would reform archaic requirements in the Davis-Bacon Act, cut through its overly-burdensome red tape, and increase the supply of affordable housing.” “NAHB commends Senators Thune and Moran for introducing this bill, which will help lower housing costs by streamlining and modernizing Davis-Bacon prevailing wage requirements,” said Alicia Huey, chairman of the National Association of Home Builders. “A recent Berkley study found that prevailing wage requirements raise construction costs by more than $30 per square foot. This means that current Davis-Bacon requirements are increasing construction costs by an at least $27,000 for an average 900 square foot apartment, which ultimately translates into higher rents. To solve the housing affordability crisis affecting our communities, Congress needs to look at all the factors driving up housing costs. The nation’s home builders strongly support this legislation.” “The Mortgage Bankers Association commends Senato… 1 2026-03-30T01:40:41Z 2026-04-06T18:07:47Z

Moran. “I have worked for years to shed light on the mismanagement of the organ donation system and have consistently called for the contract to be divided. This legislation helps provide greater transparency to the organ donation system and changes how the contract is divided, allowing HRSA to conduct a competitive bidding process for each contract. Every organ counts, and this legislation will help overhaul the system and save lives.” “Major changes are needed to modernize the organ procurement system on behalf of Americans on the waiting list for an organ transplant that will save their lives,” said Sen. Wyden. “For too long UNOS has had a stranglehold on this contract, and as the Finance Committee’s investigation showed, that lack of accountability has had dire consequences. It’s high time to bring in some competition so there can be more accountability and know-how to improve results and save lives.” “UNOS’s monopoly over the U.S. organ donation system has been disastrous,” said Sen. Grassley. “Decades of corruption and mismanagement have left vulnerable patients to die on the waiting list while unused organs from generous American donors go to waste. Building on the Senate Finance Committee’s investigation, I’m committed to working with my bipartisan colleagues to advance long-overdue competition in this life and death area of health care.” “The grave disparities in access to organ transplants are unconscionable,” said Sen. This legislation would provide a new source of funding for the National Institutes of Health’s (NIH) Gabriella Miller Kids First Pediatric Research Program (Kids First) by redirecting penalties collected from pharmaceutical, cosmetic, supplement and medical device companies that break the law to pediatric and childhood cancer research. “Cancer is the leading cause of death by disease among children, and we must better understand this horrific disease,” said Sen. Moran. “By directing new resources to NIH to research cures and treatments for cancer in children, we can help save lives and honor the memory of Gabriella Miller.” “Gabriella Miller was a Virginian and a passionate activist, and it’s my mission to honor her by working to make sure pediatric disease research is a priority in Congress,” said Sen. Kaine. “I’m proud to join together with colleagues from both sides of the aisle in introducing this legislation, which would provide a crucial source of funding for the pediatric cancer and disease research that can support treatments and save lives in the years to come.” “I can think of no better way to honor the memory of Gabriella and other children who have lost their lives to rare pediatric cancers than by passing this legislation, which would provide crucial, sustainable funding for research to advance lifesaving treatments,” said Sen. Miller was an activist and worked to raise support for research into childhood diseases like cancer until her death in October of 2013. Moran. “It’s time the credit is put to work for rural Americans. Rural Job Zones will cover the vast majority of rural states like Kansas, giving thousands of small towns the same opportunities as larger cities.” The NMTC provides a modest tax incentive to private investors to invest in low-income communities. The programs’ projects have spurred more than $42 billion in private investment and generated more than one million jobs since 2000, but less than one in four NMTC jobs have been created in rural communities. The Rural Jobs Act would designate $500 million in NMTC investments for “Rural Job Zones.” These zones are low-income communities that have a population smaller than 50,000 inhabitants and are not adjacent to an urban area. Under the new definition, Rural Job Zones would be established in 342 out of the 435 congressional districts across the country. The bill would also require that at least 25 percent of this new investment activity be devoted to counties with persistently-high rates of poverty and migration. There are approximately 400 counties in the United States facing persistent poverty. Full text of the legislation can be found HERE. # # # 1 2026-03-30T01:40:41Z 2026-04-06T18:07:47Z

Leadership is more than making clear what we’re against: we must offer a compelling case of what we’re for and how it will benefit those we wish to lead. Moran Applauds Passage of Measure Nullifying Listing of Lesser Prairie-Chicken as Threatened Species 2023-05-03 2023 2023-05 Republican Senate KS Jerry Moran M000934 www.moran.senate.gov moran https://www.moran.senate.gov/public/index.cfm/news-releases scraper WASHINGTON – U.S. Senator Jerry Moran (R-Kan.) today applauded the Senate passage of a Congressional Review Act (CRA) Resolution of Disapproval introduced by Senator Roger Marshall, M.D. (R-Kan.) to nullify the listing of the lesser prairie-chicken as a threatened species under the Endangered Species Act. Companion legislation was led by Congressman Tracey Mann (KS-01) in the U.S. House of Representatives. “Today, the Senate acted to protect farmers, ranchers and producers from the unnecessary consequences of listing the lesser prairie chicken,” said Sen. Moran. “Listing the bird as a threatened or endangered species is not the answer – plain and simple, we need more rainfall, not more regulation. I am confident there are ways to conserve the species without hindering economic development in rural communities, and I will continue to push for a voluntary solution. I appreciate the Senate acting quickly to pass this resolution and Sen. Marshall’s efforts to bring this legislation to the floor.” Click HERE to Watch Sen. Moran’s Full Remarks Items to Note: On May 21, 2021, Sens. Moran and Marshall joined their colleagues in urging U.S. Department of Interior Secretary Deb Haaland to not list the lesser prairie-chicken under the Endangered Species Act. On July 16, 2021, Sens. Moran and Marshall and Rep. Mann led a group of their colleagues in requesting a 90-day extension to the comment period for the proposed listing of the lesser prairie-chicken. # # # 1 2026-03-30T01:40:41Z 2026-04-06T18:07:47Z

Moran Introduces Legislation to Restore Sovereign Status of Tribal Governments 2023-05-01 2023 2023-05 Republican Senate KS Jerry Moran M000934 www.moran.senate.gov moran https://www.moran.senate.gov/public/index.cfm/news-releases scraper WASHINGTON – U.S. Senator Jerry Moran (R-Kan.) introduced the Tribal Labor Sovereignty Act to restore the sovereign status of tribal governments. This legislation would clarify in a technical amendment that the definition of “employers” in the National Labor Relations Act excludes federally-recognized tribal governmental employers on tribally-owned land alongside other governmental employers. “It is time to correct a decade-old error made by the National Labor Relations Board and once again allow tribal governments, elected by their members, to have the authority to make informed decisions on behalf of those they represent,” said Sen. Moran. “This sensible and narrow bill amends the National Labor Relations Act to exempt tribally-owned entities operated on tribally-owned lands from the NLRB and is supported by more than 160 Indian tribes and tribal corporations. The Tribal Labor Sovereignty Act would rightfully restore the sovereign status of tribal governments, and I will continue working with my colleagues to get this bill to the President’s desk.” Sen. Moran was joined by U.S. Senators Steve Daines (R-Mont.), James Risch (R-Idaho), Mike Crapo (R-Idaho), Kevin Cramer (R-N.D.), John Hoeven (R-N.D.), Mike Rounds (R-S.D.), John Thune (R-S.D.), Markwayne Mullin (R-Okla.) and James Lankford (R-Okla.) in introducing this legislation. Moran, Marshall Introduce Bill to Provide Reliable & Affordable Energy to Kansans 2023-04-28 2023 2023-04 Republican Senate KS Jerry Moran M000934 www.moran.senate.gov moran https://www.moran.senate.gov/public/index.cfm/news-releases scraper WASHINGTON – U.S. Senators Jerry Moran (R-Kan.) and Roger Marshall, M.D. (R-Kan.) introduced legislation to help provide stable energy rates and a reliable energy grid to states in the Southwestern Power Administration (SWPA), including Kansas, Arkansas, Louisiana, Missouri, Oklahoma and Texas. The Southwestern Power Administration Fund Establishment Act would give the SWPA the authority to operate on a self-funding, revolving Treasury fund to help provide long-term stability to SWPA. This would give the SWPA more stable funding in order to lower customer rates, which can be highly volatile due to market demand and weather. Furthermore, this legislation would provide SWPA more clarity to help plan long-term infrastructure improvements and power replacement. This bill will also allow SWPA to avoid drastic and unnecessary spikes in power rates charged to its wholesale customers in an extreme or multi-year regional drought situation. “It is critical that Kansans have access to reliable electricity at stable rates, especially during extreme and dangerous weather,” said Sen. Moran. “This legislation will provide funding stability that will allow energy providers to make needed infrastructure improvements and prevent Kansans from suffering mass power outages.” “At a time of economic uncertainty and skyrocketing inflation, I am proud to work with Senator Moran on legislation that will drive down energy rates for consumers,” said Sen. Marshall. “Kansans depend on reliable and affordable power, especially our Ag producers, who are already facing worsening drought conditions across the state. This bill will help provide certainty by delivering stable and affordable power to consumers while improving our power grid infrastructure.” The Southwestern Power Administration Fund Establishment Act is supported by the Kansas Electric Cooperatives Inc., Kansas Municipal Utilities, Southwestern Power Resources Association, National Rural Electric Cooperative Association and American Public Power Association. “Kansas Electric Co… 1 2026-03-30T01:40:41Z 2026-04-06T18:02:19Z

The senators are calling on EPA to maintain the blending requirements for 2023, eliminate proposed retroactive cuts to the renewable volume obligations (RVOs) and increase RFS volumes for advanced biofuels. “The RFS creates competition in the marketplace, keeping fuel costs low for consumers while bringing down carbon emissions,” the senators wrote in a letter to EPA Administrator Michael Regan. “By taking the steps enumerated above, EPA can set the RFS on a path that provides stability and growth for the U.S. biofuel sector. In doing so, it can guarantee this essential program continues to function as intended—as a mechanism for reducing emissions, driving economic growth in rural communities, keeping gas prices low, and bolstering national security by promoting an essential homegrown energy source.” In addition to Sens. Moran and Marshall, the letter was also signed by Sens. Amy Klobuchar (D-Minn.), Chuck Grassley (R-Iowa), Tammy Duckworth (D-Ill.), John Thune (R-S.D.), Debbie Stabenow (D-Mich.), Deb Fischer (R-Neb.), Tina Smith (D-Minn.), Pete Ricketts (R-Neb.), Dick Durbin (D-Ill.), Joni Ernst (R-Iowa), Tammy Baldwin (D-Wis.), Gary Peters (D-Mich.), Mike Rounds (R-S.D.) and Sherrod Brown (D-Ohio). Moran, Warnock Introduce Legislation to Protect Military Spouses’ Survivor Benefits 2023-04-25 2023 2023-04 Republican Senate KS Jerry Moran M000934 www.moran.senate.gov moran https://www.moran.senate.gov/public/index.cfm/news-releases scraper WASHINGTON – U.S. Senator Jerry Moran (R-Kan.) – the Ranking Member of the Senate Committee on Veterans’ Affairs – and Sen. Raphael Warnock (D-Ga.) today introduced the Love Lives On Act. This legislation would allow spouses of deceased servicemembers to retain their survivor benefits if they remarry. This legislation was cosponsored by Sens. Mazie Hirono (D-Hawaii), Tom Cotton (R-Ark.) and Elizabeth Warren (D-Mass.) Currently, a surviving spouse under the age of 55 could lose survivor benefits if they remarry. The Love Lives On Act would make certain surviving spouses are able to retain their benefits from both the Department of Veterans Affairs (VA) and Department of Defense (DoD) upon remarriage at any age. The bill includes surviving spouses from active-duty, veteran and retired servicemembers. “Military service is family service, and our country owes a great debt to the surviving spouses of fallen servicemembers,” said Sen. Moran. “As Gold Star spouses heal from their loss and choose to remarry, they should not have to worry about losing their survivors’ benefits provided by the VA and DoD.” “The men and women in our military serve our country courageously—and their spouses serve our country, too,” said Sen. Reverend Warnock. “If one of our heroes loses their life in the line of duty, we should honor our servicemember’s sacrifice by ensuring their spouse can retain survivor benefits if they choose to remarry. I’m proud to continue leading this bipartisan effort to fulfill our promise to these patriotic military families.” “TAPS is grateful to Senators Moran, Warnock, Cotton, Hirono, and Warren for their leadership in introducing the first comprehensive remarriage bill, the Love Lives On Act of 2023,” said Bonnie Carroll, President and Founder, Tragedy Assistance Program for Survivors. “This important legislation will ensure surviving military spouses retain their benefits upon remarriage at any age. Being widowed should not penalize them from finding love in the future.” This legislation is supported by… 1 2026-03-30T01:40:41Z 2026-04-06T18:02:19Z

Sen. Moran was joined by Sens. Joni Ernst (Iowa), Jon Tester (Mont.), Chuck Grassley (Iowa), Pete Ricketts (Neb.) and Mike Braun (Ind.) in introducing this legislation. “Requiring students to list family farms where they reside or small businesses as assets on their applications for federal student aid could prevent students from receiving the support needed to pursue a college education,” said Sen. Moran. “Our farms and small businesses are the backbone of our economy, and we shouldn’t penalize students who have a background in either of these vital professions.” In 2020, Congress passed the FAFSA Simplification Act into law with the intent to simplify the financial aid process for students and families. The Family Farm and Small Business Exemption Act would create separate guidance for students who own a small business and students who live on family farms. # # # 1 2026-03-30T01:40:41Z 2026-04-06T18:02:19Z

Moran. “Improving and updating Wichita’s water system is an important investment in the future of our state. This project will create new jobs for the community and sustain future growth as the City of Wichita continues to expand.” “I applaud the work of our Wichita city leaders and their advocacy for improvements in the wastewater treatment facility,” said Sen. Marshall. “This investment will ensure that all residents continue to have access to clean, safe drinking water. The project will improve water quality in the Arkansas River and Mississippi River Basin, building upon the city’s efforts to improve water quality across Wichita from all water and wastewater systems.” “Clean water is essential for families, businesses and economic growth in our region, and this loan for Wichita's Biological Nutrient Removal Improvements Program will be helpful in securing water infrastructure for today and years to come,” said Rep. Estes. The WIFIA loan will be distributed to the City of Wichita and the Department of Public Works. This loan will be used to upgrade two of the city’s most critical wastewater facilities, reducing nutrient contribution to the Arkansas River and Mississippi River Basin.
