Peterson Minnesota 7th District Serving the 7th The bipartisan 2018 Farm Bill legalized hemp in order to create economic opportunities for farmers. Minnesota farmers appreciate the United States Department of Agriculture's (USDA) efforts in implementing the Interim Rule on Establishment of a Domestic Hemp Production Program. However, there are still hurdles in place for Minnesota farmers to fully realize the economic benefits of growing hemp. I joined Minnesota Representatives Angie Craig (D-MN-2), Betty McCollum (D-MN-4) and Senator Tina Smith in sending a letter to USDA Secretary Perdue, Office of Management and Budget (OMB) Director Vought, Food and Drug Administration (FDA) Commissioner Hahn, and Drug Enforcement Administration (DEA) Acting Administrator Shea, urging them to provide clarity on hemp rules. In order to create a more stable market for hemp farmers and ease the concerns of investors, the USDA, the DEA, the FDA, and the OMB need to work together and issue federal guidelines that will benefit rather than punish farmers for factors that are out of their control. Instead of a cap, the bill establishes a minimum floor of 50 million CRP acres nationwide. CRP incentivizes farmers to remove sensitive land from agricultural production and plant cover to enhance wildlife habitat and provide other natural resource benefits, Peterson told reporters. CRP has a decades-long track record of engaging farmers in the effort to improve water quality, prevent soil erosion, and create wildlife habitat. In addition to the increase in acreage, the bill will help CRP prioritize those applications that promote soil health and carbon sequestration, Peterson added. Applications for the enrollment of land on which deep-rooted perennials will be planted will also be prioritized. Peterson pointed to the importance of CRP in helping farmers and landowners meet environmental quality goals. Land enrolled in the program has helped to keep billion of tons of soil from eroding and sequestered millions of tons of carbon, he said. It has improved wildlife and pollinator habitat, and it has provided benefits to farmers through rental payments and drawing hunters and other recreationists, which in turn makes its way through rural economies. Sen. Smith and Reps. Craig, McCollum and Peterson go on to identify some of the inconsistencies that need to be addressed: The federal regulatory framework has proven to be inconsistent. For example, the USDA's rule stated that farmers will be held accountable facing possible revoking of their licenses if their crops test above a .5 percent THC level three times in a five year period. Despite this somewhat onerous and arbitrary level, the Drug Enforcement Agency (DEA) instituted their own rule saying that exceeding .3 percent THC level deems the crop a controlled substance. The burdensome competing rules don't allow for remediation if the crop tests above the deemed inappropriate levels. Farmers should not be penalized for plants that they intended to grow as hemp, but for any number of reasons, the final THC numbers exceeded the arbitrary 0.3% THC level. Line 3 is a 1,097-mile crude oil pipeline constructed in the 1960s that extends from Edmonton, Alberta to Superior, Wisconsin. I was contacted about a crisis situation facing the McIntosh Senior Living facility and am doing what I can to see they get assistance, but I know more support is needed. We need the Senate to act on a COVID relief bill. They haven't done so since April, and a lot has happened since then. We've had more cases and we also know a lot more about the situation. These assisted living facilities shouldn't have to go through this alone, and they need the full support of the federal government.
