Adams, Ph.D. (NC-12), released the following statement: "I'm saddened to hear of the passing of Marc Basnight. I served with President Pro Tem Basnight in the General Assembly for over 16 of his 26 years in the Senate. During that time Marc made a difference in the lives of many North Carolinians, passing historic education, minimum wage, and infrastructure legislation that made our state a leader in the South. His background as a small business owner from the Outer Banks meant he always went to work for the little guy.' My prayers are with Marc's family, the team at the Lone Cedar Caf, and everyone who was touched by his service." ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
https://adams.house.gov/media-center/press-releases/rep-alma-adams-applauds-passage-cash-act Rep. Alma Adams Applauds Passage of CASH Act 2020-12-28 2020 2020-12 Democrat Senate NC Alma Adams A000370 adams.house.gov     legacy Washington, D.C. Today,Congresswoman Alma Adams (NC-12)applauded the House passage of theCaring for Americans with Supplemental Help (CASH) Act of 2020to increase the amount of money struggling Americans receive in a second round of direct payments to $2,000. Today, I was proud to vote to authorize a $2000 Economic Impact Payment, also known as the stimulus check, to help our hardest-hit families during this holiday season. House Democrats have been proud to support increased stimulus checks since voting for the HEROES Act in May,saidCongresswoman Adams.American families need this help now. There are 10 million fewer jobs than when the pandemic began. Over three million Americans are now facing long-term unemployment. This increased benefit will help keep a roof over their heads, food on the table, and the lights on. This check should also create more customers with money in their pockets the consumers our small businesses need to stay afloat and start hiring again. Nevertheless, the next administration must make a larger investment. COVID-19 has put one hundred million Americans on the chopping block, and if Congress doesn't continue to act, they may never recover from the economic devastation. In the spirit of the holiday season and in the name of basic decency, the Senate should follow our lead and pass this bill,Adams concluded. Adams has been a vocal supporter of increased direct cash payments to the American people. Adams previously voted for the CARES Act, which provided the original Economic Impact Payment (EIP), as well as the HEROES Act in May, which would have authorized an additional $1,200 EIP. CongresswomanAlmaAdamsrepresents North Carolina's 12thCongressional District (Charlotte) and serves as Vice Chair of the House Committee on Agriculture. Additionally, she serves on the House Financial Services Committee and the House Education & Labor Committee, where she serves as Chair of the Workforce Protections Subcommittee. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

(December 23, 2020) Today, Representatives David Price (D-NC), Barbara Lee (D-CA), Jan Schakowsky (D-IL), Gregory Meeks (D-NY), Joaquin Castro (D-TX), Abigail D. Spanberger (D-VA), and Brad Sherman (D-CA) sent a letter to President-elect Joseph R. Biden with a total of 150 signers expressing support for renewed diplomacy to halt and reverse Iran's nuclear program, to address other pressing issues, and to reduce the likelihood of violent regional conflict. The letter expresses support for both Iran and the U.S. returning to compliance with the Joint Comprehensive Plan of Action (JCPOA), also known as the Iran nuclear agreement. The seven members circulating the letter releasedthe following statement: One of the most pressing foreign policy challengesfacingthe incoming Biden administration will be halting and reversing Iran's nuclear program, which was left largely unconstrained after President Trump withdrew from theJCPOA.The Trump administration's incoherent and provocative policies toward Iran and our multilateral relationshipsonlyadvanced the Iranian nuclear program, failed to effectively address Iran's other malign behavior, and greatly increased the likelihood of violent confrontation and conflict. As Congressional leadersregardless of our support or opposition to the JCPOA in 2015 weareunited in our support for swiftly taking the necessary diplomatic steps to restore constraints on Iran's nuclear program and return both Iran and the United States to compliance with theJCPOAas a starting point for further negotiations. We are sending this letter to endorse President-elect Biden's call for diplomacy as the best path to halt and reverseIran's nuclear program, decrease tensions in the region, andfacilitate our nation'sreincorporation into the international community. http://mchenry.house.gov/news/documentsingle.aspx?DocumentID=402730 McHenry on Passage of Bill to Provide Additional COVID Relief to Families and Small Businesses 2020-12-22 2020 2020-12 Republican Senate NC Patrick McHenry M001156 mchenry.house.gov     legacy McHenry on Passage of Bill to Provide Additional COVID Relief to Families and Small Businesses Congressman Patrick McHenry (NC-10) released the following statement on last night's passage of the Senate Amendment to H.R. 133, the Consolidated Appropriations Act, to provide additional targeted COVID-19 relief and government funding:Democrats wanted a massive spending bill and used COVID as an excuse to justify their delusional proposals. I've pushed for targeted relief, like another round of PPP loans for small businesses, support for the hardest hit communities, and assistance for families in need. But Democrats consistently rejected these efforts to help the American people and instead fixated on the opportunity to advance their socialist wish list, which had more to do with politics than pandemic relief. Now after months of delay, Democrats have achieved none of their partisan goals and we are passing the type of bill Republicans have called for since the start of this debate. With passage of this relief package, the Paycheck Protection Program will be reopened and expanded so small businesses here in the Tenth District can continue receiving support they need to stay open. We are answering President Trump's call for a new round of economic impact payments for working families and students impacted by the pandemic and including additional funding for the purchasing and distribution of vaccines so we can get our lives back to normal. This should be a wake-up call for Democrats. The American people are not interested in their political gameswhich only stalled what could have been accomplished months agoand Republicans will not stop fighting for the needs of workers and their families. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Since co-founding theBlack Maternal Health Caucusin 2019,Congresswoman Alma Adams (NC-12)has been at the forefront of the fight forequitable health care forBlack birthingpersons. The year2020saw historicadvancesin public awareness and policy proposals, including the introduction of theBlack Maternal Health Momnibus ActwithSenator Kamala Harris (D-CA) and Congresswoman Lauren Underwood (IL-14). "As I've said since the start of the COVID-19 pandemic, the disproportionate rate of mortality and morbidity among Black womenis a crisis within a crisis,"said Congresswoman Adams."Tens of thousands of pregnantpeoplehave contracted COVID-19, the vast majority being Black and Brown birthingpersons. As the pandemic rages on,the quality of maternal care has decreased as it has become harder to receive care. That's why I am especially proud of the work we've done this year to bring attention to the issue of Blackmaternalhealth. In the 117th Congress, I'll continue to work with Vice President-elect Harris and Congresswoman Lauren Underwood to ensure all women have access to high quality maternity care, no matter where they live, how much they earn, or the color of their skin. Black mamas can't afford to wait." The overall maternal mortality rate in the United States rose sharply over the past three decades, and Black women aremore than threetimes more likely to die due to pregnancy-related complicationsthan their white counterparts. Furthermore, Black and Hispanic moms have been more likely to become infected during the COVID-19 pandemic. Adams' advocacy over the past year included the introduction of the historic Momnibus legislation; interviews, editorials, TV and radio appearances; and a Women's Symposium focused on Black Maternal Health during COVID-19. Butterfield B001251 butterfield.house.gov     legacy WASHINGTON, D.C. Bipartisan legislation led by Congressmen G. K. Butterfield (D-NC-01) and Adam Kinzinger (R-IL-16) as well as, U.S. Senators Gary Peters (D-MI) and Ron Johnson (R-WI), to help safe safeguard American telecommunications equipment against cyber threats from untrusted foreign equipment suppliers passed as part of the year-end deal and is headed to the President's desk. The Ensuring Network Security Act would expand access to federal funding for telecommunications providers and educational institutions for the removal and replacement of prohibited telecommunications equipment from dangerous sources. I am pleased to see the bipartisan, bicameral Ensuring Network Security Act included in the latest coronavirus relief package passed by Congress. Eastern North Carolinians and all Americans rely on their local telecommunications networks for everything from internet connectivity and educational resources to emergency services and healthcare management, said Congressman Butterfield. This legislation is an important step towards purging our communications networks of high-risk equipment and ensuring their protection against foreign interference. I was proud to introduce the Ensuring Network Security Act, and I look forward to the President signing this bill into law. We must have reliable, affordable telecommunications grids that can endure national security and economic challenges especially as we are increasingly interconnected during this pandemic, said Senator Peters, Ranking Member of the Homeland Security and Governmental Affairs Committee and a member of the Commerce, Science and Technology Committee. I'm pleased this bipartisan legislation passed as part of the year-end deal because it will help strengthen network security for people across Michigan and our country. It will further transition our country from relying on foreign telecommunications equipment while incentivizing and encouraging domestic suppliers. Butterfield B001251 butterfield.house.gov     legacy WASHINGTON, D.C. Today, Congressman G. K. Butterfield, along with his fellow co-chairs of the Childhood Cancer Caucus, Representatives Michael McCaul (TX-10), Jackie Speier (CA-14) and Mike Kelly (PA-16) released the following statement on the inclusion of the Creating Hope Reauthorization Act in the omnibus appropriations package: The Creating Hope Reauthorization Act reauthorizes the rare pediatric disease priority review voucher program at the Food and Drug Administration (FDA). This program plays a critical role in incentivizing life-saving and life-changing research and therapy development for a particularly vulnerable and underserved patient communitychildren with rare diseases, said Congressman Butterfield. There are over 7,000 rare diseases, half of which impact children, few of which have FDA approved treatments. Ensuring this bill's inclusion in the omnibus spending package demonstrates Congress's commitment to providing hope for every child who faces the devastation of a cancer or a life-threatening rare pediatric disease diagnosis. As co-chair of the Childhood Cancer Caucus, I celebrate this progress and look forward to the president signing this reauthorization into law. I will continue to support the needs of this vulnerable population and their families. Before the Creating Hope Act, there were only two drugs developed to specifically treat pediatric cancer. Since the bill's original passage, 22 new drugs for rare diseases in kids had been approved by the FDA, including two drugs for childhood cancers with more expected on the way, said Congressman McCaul. The reauthorization of this voucher program will continue to produce life-saving treatments for children in need. I am proud to join my colleague, G. K. Butterfield, in advocating for this critical piece of legislation. Every 3 minutes a family must hear the earth-shattering news that their child has cancer. No child should be left behind because the market for treatments for pediatric rare diseases and cancers is too small, said Congresswoman Sp… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

U.S. Representative Mark Walker (R-N.C.) today released the following statement regarding this evening's votes in the House: After being informed of a possible exposure to COVID-19, I have decided out of precaution to not travel by air to Washington this evening. However, I want to make sure the record is clear: As millions of Americans and their businesses suffer from a generational pandemic, House Speaker Nancy Pelosi has repeatedly negotiated against their interests and held up aid for critical months. The result of her grandstanding and partisanship is a too little, too late' $600 check hidden within a thousand-page bill Congress has been asked to blindly pass without review. Thus, producing a bill that is flawed in both its content as well as its process. Given its impact, I can't in good faith vote for legislation of this magnitude without first thoroughly examining its contents and how it affects North Carolinians and their futures. The text of this bill was released at 2pm. Speaker Pelosi won't read it and much of her caucus will pass it by texting their vote in. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Additionally, many of Adams' priorities to build equity in higher education were included in the FY21 Omnibus. This year's omnibus empowers students by expanding and simplifying the federal student aid programs, and by removing barriers for low-income and justice-involved individuals, said Congresswoman Adams.Additionally, I'm proud to announce the inclusion of my legislation, H.R. 7380, the HBCU Capital Finance Debt Relief Act, which relieves over $1.3 billion in debt for our HBCUs, allowing these institutions to continue their mission of empowering communities of color. Combined, these measures will help ensure that higher education continues to be an accessible bridge to the middle class. The bill expands the Pell Grant program, which will result in hundreds of thousands of students becoming newly eligible for Pell and millions of current recipients receiving larger awards. The bill also repeals the ban on Pell eligibility among incarcerated students and restores Pell Grant eligibility for students defrauded by their institutions. To ensure students get the financial support they need, the bill streamlines theFree Application for Federal Student Aid(FAFSA) and eliminates a confusing and punitive restriction that limits eligibility for subsidized federal loans among low-income students. Finally, the legislation discharges loans made to HBCUs under the HBCU Capital Financing Loan program, providing $1.34 billion in relief to these institutions. This bipartisan agreement is a significant step toward making higher education more affordable for millions of Americans. This has been a devastating year for the country, for our state and for North Carolina's 12th Congressional District, said Congresswoman Adams. We've seen unprecedented numbers of people applying for unemployment. Families are struggling with rent and mortgage payments and are facing eviction. In Washington, he helped both Democrats and Republicans address air quality issues. Here in the Tar Heel State, Michael was a leader on environmental justice issues, including the historic coal ash settlement with Duke Energy. The resolution, which outlines a pathway for the President-elect to use executive authority to cancel student loan debt while ensuring cancellation does not result in any tax liability for Federal student loan borrowers, is the House companion toSenate Resolution 711,introduced bySenate Minority Leader Chuck Schumer (D-NY)andSenator Elizabeth Warren (D-MA)earlier this year. Original co-sponsors of the House resolution includeCongresswomen Madeleine Dean (PA-04), Pramila Jayapal (WA-07), Barbara Lee (CA-13) and Jahana Hayes (CT-05). The Biden-Harris Administration has the opportunity to change lives and jumpstart our economy on day one by cancelling $50,000 in student loan debt, said Congresswoman Adams. These loans are holding American families back from buying houses, cars, and opening small businesses. Student loan debt prevents young families from building and creating wealth that they can pass down to their children and grandchildren a freedom that historically has been denied to Black Americans in this country. Starting on January 20, it's up to us to rebuild the bridge to the middle class for millions of Americans. Let's start by cancelling the debt. The student debt crisis is a racial and economic justice issue and we must finally begin to address it as such. Broad-based student debt cancellation is precisely the kind of bold, high-impact policy that the broad and diverse coalition that elected Joe Biden and Kamala Harris expect them to deliver, said CongresswomanPressley. As we work to fight for meaningful economic relief for workers and families that meets the scale and scope of the crisis we fa… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Today at 10:00 AM,Representative Alma S. Adams, Ph.D. (NC-12), vice chair of the House Agriculture Committee, willgiveopeningremarksa meeting of the Biotechnology, Horticulture, and Research subcommittee on 1890 Land Grant Universities. The hearing, "1890 Land Grant Institutions 130 Years of Building Equityin Agriculture," will focus on the Historically Black Colleges and Universities (HBCUs) that make up the program, includingNorth Carolina A&T University. The hearing will stream live on YouTube here. In a year that has been marked by a surge of support for racial justice and a pandemic that has disproportionately impacted communities of color,I believe that the mission of the 1890land grant system is more important as ever, said Adams. That is why Congress and the Members of this Committee are committed in our support of the 1890 land grant system, as well as the students and rural communities it serves. The 1890s land grant institutions, commonly known as "the 1890s," were established to support the education of Black students and were primarily founded in the southeastUnited States. Because these institutions did not receive funds via the Hatch Act or the Smith-Lever Act, separate pieces of legislation wererequired to expand their mission to include research and extension activities. All 19 of these institutions are HBCUs. At the hearing, Members of Congress will engage with leaders from the 1890 land-grant system to examine challenges and opportunities facing their universities, including responses to provisions contained in the2018 Farm Bill, areas for additional cooperation between Congress and these institutions, and the impacts of the COVID-19 pandemic on their students and faculty. Adams, Lawrence, Connolly, Lynch, and Others Request Investigation into Decline of USPSs On-Time Mail Delivery 2020-12-08 2020 2020-12 Democrat Senate NC Alma Adams A000370 adams.house.gov     legacy WASHINGTON, D.C. Yesterday,Representatives Alma S. Adams, Ph.D. (NC-12), Brenda L. Lawrence (MI-14), Gerald E. Connolly (VA-11), and Stephen F. Lynch (MA-08) led 71of their House colleaguesinsending a letter to the United States Postal Service Inspector General to request an investigation intothe decline in on-time mail delivery in the weeks leading up to the November 2020 Election. Throughout the pandemic, and even as states enacted stay-at-home orders, Postal Service employees have consistently risked their own health and safety to report to work in order to serve as a crucial lifeline to millions of Americans nationwide. Since his hiring, however, Postmaster General Louis DeJoy has irresponsibly enacted a series of flawed operational changes that have slowed mail delivery times and significantly undermined the efforts of the more than 600,000 Postal Service employees who have worked tirelessly to promptly and efficiently deliver mail. During the 2020 election season, the American public's confidence in one of its most trusted agencies faltered as Mr. DeJoy's changes caused considerable delays in delivery times of mail, including ballots. Less than a week before the election, Postal Service on-time delivery numbers showed a significant drop in the agency's ability to deliver ballots before Election Day, creating the possibility that countless ballots nationwide might not be delivered on time, wrote the Members. This trend is emblematic of the decline in service performance in 17 postal districts nationwide that may impact the ability of thousands of Americans to have their votes counted in this election. A copy of the letter is available here. The Members requested that Inspector General Tammy Whitcomb conduct an immediate investigation into the origins of mail delivery delays and the impacts they had on the timely arrival of mail-in ballots. While conducting this investigation, we ask that you complete a full accounting of any corrective actions taken by local Postal Service employees to ensure that all ballots … 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

A bill introduced byCongresswoman Alma S. Adams, Ph.D., (NC-12)tostrengthen partnerships between Historically Black Colleges and Universities (HBCUs) and federal agencies. The HBCU Propelling Agency Relationships Towards a New Era of Results for Students (PARTNERS) Act passed the House today. The bill previously passed the Senate; should it pass the Senate as amended and be signed into law, this legislation will strengthen partnerships between federal agencies and the country's more than 100 HBCUs. This is Adams' third stand-alone bill to pass the House this Congress. HBCUsarecrucially importantagents of access and equity in this country, said Congresswoman Adams. TheHBCU PARTNERS Actrecognizes these contributions in the most important way possible: by affording these institutions the ongoing support and investment needed to deepen their transformational work. This legislation will require every administration and the federal agencies it manages to plan and coordinate their efforts to strategically engage with and invest in HBCUs. In addition, it codifies the President's Board of Advisors on HBCUs, ensuring an ongoing avenue for HBCU priorities and policy concerns to be raised and addressed.Advancing the mission of HBCUs and the success of the communities they serve must be on the minds of our country's leaders, and more importantly, it must be part of their agendas. Thank you to my colleagues in the Congressional Black Caucus and the Bipartisan HBCUCaucus for their support, as well as all of the organizations that are tireless advocates for HBCUs, in getting this bill passed. I know the nearly300,000students that HBCUs serve will benefit from our efforts,Adams concluded. A video of Rep. Adams' remarks is available here. Robert Keene, chair of the Chambers-McCain Foundation, provided the following quotes in celebration of the passage of the bill: Julius Chambers'longtime partner and friend, James Ferguson said, I've seen him upset at things that were not right, at injustice, but it was never a personal kind of thing. He didn't have the focus or time to hate. He was too busy trying to make things better for people who needed help. My father had worked on this gentleman's tractor trailer. My father was a mechanic. This gentleman would not pay him, and no lawyer in North Carolina would represent my father in suing this leading white citizen of my community, said Julius Chambers in 2002, reflecting on growing up in Montgomery County, North Carolina. That experience became the driving force in his life's pursuit of justice. North Carolina Representative Brandon Lofton said,I moved to Charlotte to work for Julius Chambers. Butterfield B001251 butterfield.house.gov     legacy WASHINGTON, D.C. Today, Today Representatives G.K. Butterfield (D-CA), Tom Rice (R-SC), Diana DeGette (D-CO), and Tom Reed (R-NY) introduced The Promoting Responsible and Effective Virtual Experiences through Novel Technology to Deliver Improved Access and Better Engagement with Tested and Evidence-Based Strategies (PREVENT DIABETES) Act. Over 3.5 million North Carolinians have prediabetes and this number continues to grow. We know that diabetes disproportionately affects minority communities, especially those living in rural and underserved areas. It is critical to support these vulnerable communities by leveraging every tool at our disposal and providing education and information on healthy choices that will help prevent the development of diabetes. Increasing virtual access to the Diabetes Prevention Program will make it easier for people to access the vital information and care they need, said Congressman G.K. Butterfield. Today I introduced the PREVENT DIABETES Act. Approximately 500,000 South Carolinians have diabetes. This legislation will expand virtual suppliers in the Medicare Diabetes Prevention Program (MDPP) to those in rural, minority, or medically undeserved communities to help address disparities and improve lives. My goal is to create policies that give South Carolinians and all Americans access to high quality, efficient health care services under Medicare. MDPP expansion will help empower residents and families to make healthier choices, so we can prosper as a community, said Congressman Tom Rice. Nearly one-third of all adults in this country have either diabetes or prediabetes, said Congressman DeGette, who serves as co-chair of the Congressional Diabetes Caucus. Finding ways to prevent more Americans from developing this deadly disease must remain one of our top priorities. This legislation will help us expand access to important resources and make them more available to more Americans including our seniors, and those living in more rural areas, who may otherwise be unable to utilize the… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

I'm introducing the Public Safety and Wildlife ProtectionAct today because we cannot afford to ignore the danger posed by antiquated body-gripping traps, said Congresswoman Adams.Wildlife, pets, and people are placed in harm's way whenever theseviolenttraps are around. I am proud to reintroduce this important piece of legislation with my colleague, Congresswoman Nita M. Lowey, to protect our wildlife and our families. I am proud to fight alongside Congresswoman Adams to eliminate the use of antiquated steel-jaw and Conibear traps that cause unnecessary violence to our wildlife, environment, and communities, said Congresswoman Lowey. While the use of these traps is cruel and unnecessary to wildlife, the devices also pose a risk to adults, children, and pets. I commend my colleague's dedication to this fight, and I hope now we can finally rid our ecosystems of the scourge of violent traps and better protect all living things. ThePublic Safety and Wildlife Protection Actwould prohibit interstate shipment ofsteel-jawleghold and Conibear traps. This legislation will not supersede a state's policies and regulations on trapping; it does, however, ensure that these two dangerous traps do not cross state lines. According to a 2015 Responsive Management report, almost 90 percent of trappers used eithersteel-jawleghold or Conibear traps. Although each state regulates the use ofsteel-jawleghold or Conibear traps, there are no federal laws preventing trappers from crossing state lines with these traps. Steel-jaw leghold traps and Conibear traps can inflict tremendous suffering on any animal caught in the metal jaws, said Cathy Liss, president of AWI. Animals who do not die right away are left in agony, pinned by the powerful spring-loaded clamp. Furthermore, anyone can step into these barbaric devices, including people and their pets. When we initially began this endeavor to bring equitable treatment to those harmed by medical malpractice, it was noted that the DoD was opposed to this effort, Hudson wrote. I sincerely hope that this is not an effort by the Department to delay a policy that they do not support. Active duty soldiers are not allowed to sue the government because of a controversial 1950 Supreme Court ruling known as the Feres Doctrine. A law signed last year, following a series of FOX 46 investigations, gives service members the right to be compensated for the first time for botched and negligent care. While thisdoes not wholly repeal the Feres Doctrine, Hudson wrote, it is a positive step towards the equitable treatment of our men and women in uniform. Last year, a bipartisan bill that Hudson worked on was introduced in Congress. It stemmed from a series of FOX 46 reports on the botched care that Fort Bragg Green Beret Sgt. 1stClassRichard Stayskalreceived at Womack Army Medical Center. Doctors misdiagnosed his lung cancer as pneumonia. He is now Stage 4. Defense officials told Congress an interim final rule needed to implement the law would be released no later than Sept. 30. Nearly two months later, DoD officials say it is still well underway almost a yearafter President Trump signed the law. [W]e are now well past this target and there is still no timeline on when a rule will be made public, Hudson wrote. This delay is unacceptable. As COVID-19 continues to put enormous pressure on birthing parents, I'm highlighting an important bill in theBlack Maternal HealthMomnibus: the Kira Johnson Act. The bill invests in reducing maternal mortality and morbidity rates overall, and especially for Black women, said Representative Adams, co-founder and co-chair of the Black Maternal Health Caucus.Prior to the pandemic, Black moms were three to four times more likely than white moms to die in childbirth. Since January, 38,000 pregnant women in the US have been diagnosed with COVID-19.As pregnant women continue to seek necessary maternal health care during the pandemic, we must invest in culturally-competent organizations. Community-based health care providers are leading the charge in improving outcomes for Black women and birthing persons. Now is the time to close the Black maternal health gap. Black moms matter, and we need every Member of Congress to stand up and join us in supporting policies that save lives. Addressing our nation's Black maternal health crisis must remain a top priority in Congress, especially in the midst of a pandemic that is exacerbating health inequities. The Kira Johnson Act provides critical funding to community-based organizations and other programs that will be needed to address the glaring racial and ethnic disparities in maternal health outcomes. I look forward to continuing my partnership with Congresswoman Adams and our Black Maternal Health Caucus to advance the Kira Johnson Act and the Black Maternal Health Momnibus Act in the remaining months of the 116th Congress, said Rep. The Registered Apprenticeship program is America's most successful workforce development program. Reauthorizing the National Apprenticeship Act is critical to expanding the program during our nation's deepest economic downturn since the Great Depression.By increasing investments in the national apprenticeship program, the National Apprenticeship Act of 2020 will bring America's investments in apprenticeship more in line with countries around the world. Adams & Underwood Urge the Department of Labor to Strengthen Nursing Protections in the Workplace 2020-11-06 2020 2020-11 Democrat Senate NC Alma Adams A000370 adams.house.gov     legacy Washington, D.C.-Congresswomen Alma S. Adams, Ph.D. (NC-12)andLauren Underwood (IL-14), theco-founders and co-chairs of the Black Maternal Health Caucus, urge the Department of Labor (DOL) to promote the nursing protections outlined in section 7(r) of the Fair Labor Standards Act (FSLA) for women in the workplace during COVID-19. According to the Centers for Disease Control and Prevention (CDC), breast milk is the best source of nutrition for most infants, and infants and mothers who breastfeed have decreased risk for certain health conditions, including sudden death syndrome for infants and breast and ovarian cancer for mothers. As existingDOLguidance underscores, a private, non-bathroom space for nursing needs (which continues to be a protected right under the law for many workers) is critical for employees in higher risk settings, such as health care workers, during the COVID-19 pandemic. At this challenging and confusing time, it is critical for employers to continue to meet their responsibilities to support the health of their employees. We encourage additional action from theDepartment's Wage and Hour Division (WHD)to provide clarification and to promote awareness regarding the continued responsibility of employers and rights of employees related to nursing protections in the workplace during the COVID-19 pandemic,Reps. Adams and Underwood wrote. Women have a right to tend to their nursing needs while on the job, and it is essential to the health of mothers and infants that employers uphold that right, said Congresswoman Adams. Barriers that limit breastfeeding in the workplace can have negative long-term impacts on maternal and infant health and exacerbate challenges that contribute to lower breastfeeding rates for Black women in particular. We must be sure this pandemic is not used as an excuse to skirt these essential protections, particularly as one in three jobs held by women have been deemed as essential. Each month, Walker awards a constituent, business, or organization for displaying extraordinary acts of service and for making a difference in the lives around them. The North Carolina Zoo has faced many challenges amidst this pandemic, but these leaders have remarkably stepped up to the challenge and provided outstanding care to the animals who call this facility home, Walker said. I am proud to honor these individuals as community heroes for their selfless acts of service and diligence in the face of adversity. Crista McGee (Operations), Chris Shupp (Animal Section), Heather Scott (Veterinary Hospital), Jennifer Ireland (Animal Section), Amy Koepp (Veterinary Hospital), Donna Spencer (Environmental Services), and Leslie Seals (Rangers) are zoo employees who went above and beyond to care for and protect the zoo's animals and facilities while it was closed during the COVID-19 pandemic. These essential workers stayed onsite to ensure that the more than 1,800 animals had continuous care and that the internal operations continued to run smoothly. Thank you for recognizing our staff and their dedication to the Zoo. This has been an interesting year with many twists and turns, said Diane Villa, Director of Communications and Marketing for the North Carolina Zoo. The strategic and targeted COVID-19 relief bill includes provisions under the jurisdiction of the House Committees on Energy and Commerce, Ways and Means, and Appropriations. I'm honored to lead this effort to pass targeted solutions to combat COVID-19 and prepare for future pandemics. This bill makes important reforms to our telehealth and mental health services. These vital improvements will help our seniors and those stuck at home. It also builds on our efforts to strengthen the Strategic National Stockpile, our testing systems, and our drug supply. With this legislation we can fulfill our commitment to America and defeat COVID-19. I thank Leader McCarthy and Ranking Members Walden, Brady and Granger for their partnership on this critical legislation, said Rep. Hudson. The Commitment to Defeat the Virus and Keep America Healthy Act is made up of over 50 bipartisan Energy and Commerce Committee bills. The E&C provisions: build on the work done by the administration to strengthen our Strategic National Stockpile so we can better respond to COVID-19 and future public health emergencies; ensure Americans, especially seniors, can access the care they need whether it be mental health or telehealth services; strengthen critical domestic health care supply chains; improve public health infrastructure; address COVID-19 health disparities; and double down on our efforts to fight the opioid epidemic and substance abuse disorder crises. We know the FTT will hurt retirement savers. We know the FTT has been proven unworkable in countries around the world. And we know that New Jersey Democrats' state-level FTT proposal will be a new tax on savers across the country,"said CongressmanMcHenry."This bill will protect the everyday investors who would ultimately pay this additional tax on their hard-earned savingsincluding in their 401(k)s, pensions, and college-savings accounts. Equal pay requirements, break time for nursing workers, and paid leave are hard-fought protections that promote the health and economic security of millions of working women and their families, the Members of Congress wrote. The Department's proposed rule fails to acknowledge or quantify the potential effects for workers if they are stripped of these key protections. The Members noted that even before the pandemic, women struggled with economic insecurity and were overrepresented in low-wage jobs.Even though women are nearly half of the workforce and many serve as essential workers, four times more women than men dropped out of the labor force in September 2020 because of the economic consequences of the pandemic. Women of color face even greater disparities. Fast tracking a rule that would exclude workers from critical protections during a period of deep economic strife goes against the mission of the Department to assure work-related benefits and rights for wage earners and job seekers, the Members wrote. We implore the Department to stop this attempt to push through a rule that would leave workers, including women, worse off. The confirmation of Amy Coney Barrett to the US Supreme Court is a disaster for women, people of color, people living with preexisting conditions, and the LGBTQ community to name a few, said Congresswoman Adams. Many of the groups that have been hit hardest by COVID-19 will suffer even more as Barrett's opinions become law. Unfortunately, President Donald Trump and Senate Majority Leader Mitch McConnell's perverse priorities are on display for all to witness tonight. The Affordable Care Act is now in danger when the American people need health care most. The United States Senate has failed the American people: economic stimulus, increased unemployment benefits, aid to state and local governments, paycheck protection: all of these have fallen to the wayside in service of the Barrett confirmation. HBCUs have always generously served their communities, despite limited means, because they understand the criticalrolethey play in advancing equity something that could not be more dire as communities of color face disproportionate effects of the COVID-19 pandemic, said Congresswoman Adams. However, we cannot afford to continue to underfund these essential institutions, and the critical research they produce, as they struggle to cope with the impacts of this public health crisis. Now, more than ever, HBCUs cannot be subjected to further systemic neglect. In providing for COVID-19 research funds and relief, it is critical that Congress advances equity for HBCUs. In the face of an ongoing pandemic, these funds would be a critical lifeline for HBCUs, ensuring their ability to continue their critical research and development efforts. Congresswoman Adams and her colleagues are requesting a set-aside for these institutions of at least $1.56 billion in research relief funding provided for IHEs through federal agencies and institutes. Price Urges Stronger Mandate 2020-10-20 2020 2020-10 Democrat Senate NC David Price P000523 price.house.gov     legacy Chapel Hill, NC (October 20, 2020) Congressman David Price (D-NC) released a statement regarding the recent decision by the Centers for Disease Control and Prevention (CDC) strongly recommending masks for passengers and workers on nearly all forms of public transportation, including commercial airlines and ride-share companies. In his capacity as Chairman of the Transportation, Housing and Urban Development (T-HUD) Appropriations Subcommittee, Price included a nationwide mask requirement for all forms of transportation in the Fiscal Year 2021 T-HUD bill, which passed the House in July 2020 but garnered a veto threat from President Trump. "I'm glad the CDC is finally 'strongly recommending' passengers and workers wear masks when utilizing public transportation, despite political pressure from the White House to ignore and downplay the COVID-19 threat, said Chairman Price. However, I urge the CDC to go a step further. A mandate would ensure even more people adhere to this simple yet effective method to slow the spread of the virusprotecting riders, workers, and the general public. As mentioned in the guidance, local transmission can grow quickly into interstate and international transmission when infected persons travel without wearing a mask and in close proximity to others. Since President Trump refuses to take the COVID-19 pandemic seriously, I will keep working with colleagues to enact these and other common-sense health and safety measures into law." 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

U.S. Representative Richard Hudson (NC-08) is applauding a petition filed this week by community groups urging the U.S. Environmental Protection Agency (EPA) to require Chemours Co. to fund PFAS research. The petition asks the EPA to use the authority granted to it under the 2016 overhaul of the Toxic Substances Control Act, which Rep. Hudson helped become law as a member of the Environment Subcommittee in the U.S. House. "When I helped overhaul the Toxic Substances Control Act, I wanted to ensure we could hold companies like Chemours accountable on PFAS. I applaud this petition from groups throughout our community urging the EPA to use this authority and I will continue to fight to keep our drinking water safe from chemicals like GenX,"said Rep. Hudson. The Chemours Co. chemical production facility in Fayetteville has been found to be the source of PFAS chemicals, including GenX, in drinking water throughout the Cape Fear region. As cited by the petition, the EPA was granted new authority under the Toxic Substances Control Act in 2016 to order chemical manufacturers to conduct research on the health and environmental impacts of chemicals they produce. The petition was filed by the Center for Environmental Health, Cape Fear River Watch, Clean Cape Fear, Democracy Green, Toxic Free NC, and the NC Black Alliance. Read the petitionhere. In August, Rep. Hudson invited EPA Administrator Wheeler to Fayetteville to hear directly from community leaders on this issue and urged further action on GenX. In addition to working on the Toxic Substances Control Act in 2016, as well as the PFAS Action Act this year, Rep. Hudson was also successful in July securingtwo appropriations amendmentsto further address PFAS and GenX. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Dr. Irving Pressley McPhail began his tenure as St. Augustine's University president this summer, and in a short time made a positive difference in the lives of students, educators, and the community. As a recognized expert in higher education and public administration, and a lifelong educator himself, he was well equipped to help fulfill the university's mission of preparing students for leadership in our rapidly changing world. In his short time at the university, he led with purpose and used a science-based approach to assist students and faculty in navigating the challenges of beginning an academic year during the COVID-19 pandemic. I offer my sincere condolences to Dr. McPhail's wife, children, and friends, as well as students, faculty, and alumni of the St. Augustine's community. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Bobby Scott (VA-03)wroteto the heads of the Department of Labor and Occupational Safety and Health Administration (OSHA) questioning a recent OSHA policy changethat will result in sharply reduced reporting of COVID-related workplace hospitalizations and fatalities and undermine efforts to protect the safety of workers. OSHA requires workplace fatalities to be reported to OSHA within eight hours and any hospitalization must be reported within 24 hours. Previous OSHA policy started the reporting clock when a worker is hospitalized or dies. Last month, however, OSHA altered the reporting policy for COVID-19 hospitalizations and fatalities so that the reporting clock starts at the time of an exposure incident. In the letter, the Members note that because no one is hospitalized within 24 hours of exposure to COVID-19, these changes will result in no COVID-related hospitalizations being reported to OSHA. In addition, COVID-related deaths often occur more than 30 days after exposure, meaning that as a result of these changes, very few COVID-related deaths will be reported to OSHA. As the pandemic continues unabated in this country, this change by OSHA undermines its mission to assure safe and healthful working conditions for workers, the Members wrote.By cutting off the employer's duty to notify OSHA regarding workplace outbreaks, the agency will lose the ability to follow up on workplace outbreaks with enforcement or compliance assistance activity. This change will also cause significant damage to our nation's capacity to control the spread of the novel coronavirus. The Members are requesting a detailed description of OSHA's justification for making changes to the reporting requirements, as well as communication between OSHA and the Department of Labor or outside parties on this issue. https://hudson.house.gov/index.cfm?sectionid=25&itemid=3925 Hudson Introduces Improving the American Drug Supply Chain Act 2020-10-14 2020 2020-10 Republican Senate NC Richard Hudson H001067 hudson.house.gov     legacy WASHINGTON, D.C. U.S. Representative Richard Hudson (NC-08) has introduced theImproving the American Drug Supply Chain Act, a bipartisan bill to study the drug supply chain and identify obstacles to domestic manufacturing and potential incentives to bring more manufacturing back to the United States. "The COVID-19 pandemic has exposed the dangers of having too much of our critical prescription drug supply chain overseas in countries like China. That's why I'm working to ensure as many drugs as possible are made right here in the United States to protect patients, defend our national security, and create good, high-paying manufacturing jobs in our country,"said Rep. Hudson. "I'm proud to partner with my friend Representative Blunt-Rochester on introducing theImproving the American Drug Supply Chain Actto lay the groundwork to achieve this important goal." The coronavirus pandemic has laid bare the consequences of being too reliant on a foreign supply chain for critical medicines. The beginning of the pandemic especially showed it is necessary for the United States to have a more robust domestic supply chain. Requiring drugs to be bought from domestic suppliers without considerations for the utility of a global supply chain though would be disruptive with potentially major negative consequences. For example, mandating U.S.- purchased drugs be made in the United States could exacerbate the already high cost of prescription drugs. Rep. Hudson and Rep. Blunt Rochester are instead asking the National Academies of Sciences, Engineering, and Medicine to study the drug supply chain and identify obstacles to domestic manufacturing and potential incentives to bring more manufacturing back to the United States. "The issues with our country's drug supply chain have come to a head during the COVID-19 pandemic, as many Americans have struggled to access the critical medicines they need. We must bolster our domestic drug manufacturing infrastructure so we can prevent drug shortages, improve patient car… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

Butterfield B001251 butterfield.house.gov     legacy WASHINGTON, D.C. Today, Congressman G. K. Butterfield (D-NC) with Congressman Brett Guthrie (R-KY) introduced a bill to require the Government Accountability Office (GAO) to study coverage for services related to the amputation of a limb. The bill directs the GAO to identify barriers to care, gaps in assessments and device prescriptions, and performance measures for timely coverage. It will also compare coverage, prevention, and return-to-work rates from the Medicare program, Department of Veterans Affairs, and the commercial health insurance market to provide credible, actionable data for policymakers to make informed decisions that will improve the lives of amputees. The loss of a limb can be a devastating and drastic life-changing occurrence and individuals with limb loss need and deserve access to quality care, said Congressman Butterfield. Despite recent advances in science and medical treatment in the United States of America, the rate of amputations has increased by 50% over the past decade. Diabetics alone undergo over 100,000 amputations each year, most of which occur in low-income and underserved communities. Numbers revealing significant racial disparities are especially alarming. The rate of Black patients with diabetes-related amputations is nearly twice that of whites. Among Medicare beneficiaries the lower-limb amputation rate of Blacks is nearly four times that of whites. And the rate of peripheral arterial disease in Blacks, which is a leading cause of limb loss, is nearly three times that of whites. It is imperative that the gaps and disparities in services rendered for amputees, including the possible prevention of loss of limbs, are studied and addressed in order to improve health equity and protect the quality of life for so many in need. I am glad to be joined in this effort by my colleague, Congressman Guthrie. This vital piece of legislation will improve the data available to Congress so we can best support the needs of amputees and help save limbs in preventable situations. Chairman David Priceauthored an amendment in the T-HUD appropriations billin July to require mask use for transit, rail, and commercial airlines. The bill passed the House floor, but is awaiting action as the Senate has failed to pass any of their annual funding bills. This is yet another example of the President putting politics before public health. Recent case increases show that COVID-19 is still spreading and remains deadly we must do everything in our power to slow the spread of this virus, said Chairman Price. That means requiring simple measures like face masks on public transportation to protect the traveling public and our transportation workforce. It's unacceptable that months into the pandemic, the White House and President Trump continue to flout and even undermine basic public health and safety measures that are designed to save lives. I call on President Trump and Secretary Chao to reverse course immediately and require face coverings on all forms of public and commercial transportation. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

https://butterfield.house.gov/media-center/press-releases/congressman-butterfield-introduces-bipartisan-bill-to-fix-medicaid Congressman Butterfield Introduces Bipartisan Bill to Fix Medicaid Penalty for Low-Cost Generics 2020-10-06 2020 2020-10 Democrat Senate NC G. Butterfield B001251 butterfield.house.gov     legacy WASHINGTON, D.C. Today, Congressman G. K. Butterfield (D-NC) with Congressman Billy Long (R-MO) and Congressman Tony Cardenas (D-CA) introduced the Protecting Access to Affordable Medicines Act of 2020. The 2015 Bipartisan Budget Act applied an inflation penalty originally designed for branded drugs to generic drugs as well, despite significant differences between the branded and generic markets. While appropriate in instances where manufacturers drastically increase the price of branded drugs, the inflation penalty in the generic market could apply in cases where a price is increased by just a few cents. This disincentivizes market entry and threatens the ability of existing manufacturers to continue producing affordable generic medicines. The Protecting Access to Affordable Medicines Act would set a floor at $1, so drugs that cost less than a dollar would be exempt from the penalty. This will help ensure that generic drug manufacturers stay in the market, generic drug shortages are avoided, and beneficiaries have access to quality and affordable medications. It is imperative that drug prices are affordable and accessible to patients in need. The inflation penalty for generic drugs as currently written is triggered with even the most minor fluctuations in the price of generic drugs, even in cases where the manufacturer did not raise the price, said Congressman Butterfield. This has unintentionally deterred generic manufacturers from entering the market and has caused some to leaveincreasing the likelihood of drug shortages and threatening access to generic drugs for patients. Many vulnerable populations depend on access to these low-cost generics, so I am proud to stand with my colleagues to introduce this vital piece of legislation to increase access to affordable medicines. Many Americans depend on affordable generic drugs, which is why it is critical that these medications are accessible, said Congressman Long. By fixing the inflation penalty for low-cost generics, this bill will prevent many drugs from leav… 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z

I am proud to see Greensboro has received much-needed support to tackle critical broadband issues facing our community and its students -- many of whom are learning virtually this year, Walker said. As we continue to get through this pandemic together, expanding broadband access to low-income areas is a fundamental step to ensuring all North Carolinians have the resources needed to firmly take our state into the 2020's and beyond. Greensboro's plan will study the capacity for transit shelters and street lights to extend access to free high-speed Internet, particularly important during the COVID-19 public health emergency, when 7,000 local students currently lack online access. Walker is also a co-sponsor of the RURAL Act and applauded last year's $23.7 million USDA grant for high-speed broadband infrastructure in North Carolina. Butterfield B001251 butterfield.house.gov     legacy WASHINGTON, DC Congressman G. K. Butterfield (NC-01) issued the following statement on the House passage of the Updated Heroes Act: North Carolinians continue to struggle amidst the devastation of the COVID-19 pandemic. This continuing health and economic crisis requires urgent federal support and House Democrats have again delivered for North Carolinians and the American people. In May of this year, House Democrats responded to the needs of the people by passing the Heroes Act -- a bill that honored our heroes on the frontlines of this pandemic, supported testing, tracing and treatment, strengthened housing assistance and food security, and safeguarded our democracy. Sadly, Senate Republicans and the White House took a wait and see approach towards passing additional legislation to help the American people.
