Although the world is still reeling from the destruction caused by the coronavirus pandemic, glimmers of hope are brightening more each day with the discovery, development and delivery of safe and effective vaccines to save lives and eliminate COVID-19's stranglehold on society. Indeed, this scientific achievement is coming faster than any other time in human history, and for that, we can and should be exceedingly grateful. As you might know, vaccines to fight infectious diseases normally take several years to develop and distribute. However, thanks to Operation Warp Speed (OWS), the United States has miraculously been able to race toward discovery of lifesaving vaccines, treatments and therapeutics for COVID-19 in a matter of months. Initiated by the Trump Administration in mid-May, OWS established a public-private partnership between relevant federal agencies including the Department of Health and Human Services and Department of Defense and pharmaceutical companies. Since it was created, OWS has not only supported some of the scientific research but it has enabled more rapid development and testing of vaccine candidates, allowing promising candidates to undergo clinical trials at essentially the same time as regulatory approval and preparation for mass production. Delivering a vaccine in record time has led some to have concerns about safety. However, I want to assure you that the accelerated turnaround is not the result of cutting corners or ignoring the existing safety standards required by statute. Indeed, from research and development to clinical trials to emergency use authorization (EUA), the Food and Drug Administration (FDA) has remained closely involved every step of the way. Roosevelt called the date which will live in infamy. It was this event that officially drew the United States into the Second World War. As we remember the 2,403 innocent Americans lost that day at Pearl Harbor, we also gratefully reflect on the millions more who courageously joined together to defend the United States and our allies and ultimately end the WWII conflict nearly four years later. When I think about the American losses at Pearl Harbor, I am always reminded of the battleship in the bay that proudly bore the name U.S.S. Oklahoma. As you might know, this ship was one of the first struck unexpectedly by Japanese torpedoes, the force of which caused the ship to roll over and sink deep into the harbor. Hundreds of service members were trapped in the overturned wreckage. Some were able to be cut free while others swam out to safety. Sadly, despite the daring efforts of Navy Yard employees and sailors to save their fellow service members, the damage was staggering. Aboard the U.S.S. Oklahoma, 429 marines and sailors were lost a death toll second only to the losses of the U.S.S. Arizona. Moved by the compelling accounts of survivors more than five decades after the U.S.S. Oklahoma was destroyed, an effort was rightly initiated to preserve and honor the memory of the ship and its crew by creating a memorial. As part of that process, 15 years ago, I was proud to insert language in the National Defense Authorization Act (NDAA) that authorized construction of this memorial at Pearl Harbor, which was officially opened to visitors 13 years ago this week. H.R. 6237 clarifies that VHA is responsible for reimbursing not only direct care to Native veterans provided by a Tribe or IHS, but specialty and contract care provided through a Tribe or IHS. Reimbursing IHS and Tribes for PRC is absolutely vital in making sure Native veterans have timely, affordable access to the care they need and that Tribes and IHS have sufficient resources to treat patients and respond to public health emergencies like the COVID-19 pandemic. Our nation's Native American veterans deserve access to quality, affordable health care and this bill helps deliver on that promise, Mullin said. IHS and tribally-run health facilities are not only already severely underfunded, but also are often the only option for care for Native American veterans. In the coming days and weeks, it is critically important that members come together to tackle the pressing work left to do. First, Congress needs to provide full-year funding also called appropriations for the federal government. As you might know, annual appropriations support government programs that touch nearly every aspect of our daily lives as well as various facets of the economy including national defense, operating national parks, law and immigration enforcement, health care research and a host of other activities. All of these activities should be funded through 12 annual appropriation bills passed by Congress and signed into law by the president before the start of the fiscal year on October 1. Unfortunately, that legislation has not been completed yet for fiscal year 2021. As a result, government operations are temporarily being funded by a short-term continuing resolution through December 11. I am encouraged that the Senate Appropriations Committee recently unveiled their version of annual funding legislation. However, it will ultimately require time, bipartisanship and good faith negotiation to ensure both chambers can pass and the president will sign any legislation into law. Along with continuing the government's regular functions and preventing a shutdown, Congress still needs to act on additional coronavirus relief for the American people. Both chambers have already shown it's possible to deliver relief in a bipartisan manner, as it did four times earlier this year. Unfortunately, Speaker Pelosi has for months intentionally stalled progress on a fifth relief package even though bipartisan agreement exists on many things, such as extending the small business saving Paycheck Protection Program. This week on Veterans Day, we honor and remember our veterans for their awe-inspiring display of courage, sacrifice and devotion. Indeed, whether it's a friend or family member, each of us knows someone who has served or is still serving our country in the military. I often think of the amazing veterans in my own family, including my late uncle and namesake who survived the infamous Bataan Death March as a prisoner of war during World War II. I am also tremendously proud of the service rendered by my late father, who joined the Army Air Corps on the eve of World War II, later retiring as the second most senior master sergeant in the Air Force and renown as one of the best to run a crew that fixed airplanes. According to the U.S. Census Bureau, there are more than 17.4 million veterans currently living in the United States, including more than 306,000 in our communities across the state of Oklahoma. It's even more disappointing since lawmakers already agree on how to approach several aspects of needed relief. As you might remember back in mid-May, the U.S. House of Representatives considered legislation deceptively packaged and promoted by Democrats as coronavirus relief. While there may have been a few worthy provisions, those items were greatly overshadowed by the unrelated-to-coronavirus policies stuffed into the more than $3 trillion package. Sadly, the substance of Speaker Nancy Pelosi's so-called HEROES Act looked more like using a crisis to advance a liberal wish list than a serious desire to help struggling Americans. That was made even more obvious by the fact that the legislation was crafted behind closed doors and without any Republican input whatsoever. Not surprisingly, that bill was never taken up by the Republican-led Senate or signed into law by President Donald Trump. Since then, there have been scattered conversations between Speaker Pelosi and Trump Administration leaders that, at times, seemed hopeful. Unfortunately, Speaker Pelosi has thus far refused to budge on both the total cost of the next relief package as well as her belief that we have to agree on everything before we can agree on anything. By contrast, the Trump Administration has shown a lot more willingness to negotiate something real. In fact, the president said himself that he would be willing to sign a bill totaling $1.5 trillion, if it didn't have unrelated policies attached to it.
