Sewell Releases 2018 Annual Report | 2017-12-31 | 2017 | 2017-12 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. Congresswoman Terri A. Sewell (D-AL) has released her offices annual report for 2018. The report reviews Rep. Sewells work and accomplishments from 2017, both in the district and in Congress, and announces goals for the coming year. The full 2018 Annual Report from Congresswoman Terri Sewell is available here My annual report gives constituents an easy-to-follow guide to what we accomplished together this year in Alabamas 7th Congressional District, said Rep. Terri Sewell. Things got off to an early start in January, when President Obama signed a proclamation designating the Birmingham Civil Rights District as a national monument. This was also my first year serving on the House Ways and Means Committee, where I defended access to affordable healthcare and worked to refocus the GOP tax bill on benefits for working families. This past year, my office remained focused on creating better opportunities and providing more resources to Alabamas 7th District. We hosted over 92 district events in 2017, including town hall meetings, forums, workshops, and industry tours. We also responded to over 10,750 pieces of constituent correspondence, completed over 470 case work files and sponsored our 6th Annual Job Fair, connecting over 600 job seekers with over 60 major employers. In addition to providing details on Rep. Sewells fight to promote job growth, protect health care, and strengthen democratic institutions, the report provides statistics on Rep. Sewells constituent services. This years annual report shows that Rep. Sewells office secured over $650 million in federal grants for the district and helped constituents recover more than $1.3 million in benefits owed to them by the federal government. Terri Sewell and Jeff Duncan Place Friendly Bipartisan Wager on Alabama vs. Clemson Sugar Bowl | 2017-12-31 | 2017 | 2017-12 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. As the University of Alabama and Clemson University compete in the NCAA College Football Playoff, Congresswoman Terri Sewell (AL-07) and Congressman Jeff Duncan (SC-03) made a friendly wager on which team would advance to the championship. At stake Chic-fil-a and bragging rights. The game on Monday, January 1, will be the third postseason matchup of Alabama and Clemson in three years. Alabama beat Clemson for the 2015 season title, and lost to Clemson in the 2016 national championship. There will be no better way to kick off the New Year than an Alabama win over Clemson, said Rep. Terri Sewell. My friend Rep. Jeff Duncan is no chicken hes agreed to a wager of Chic-fil-A and to a picture wearing the crimson and white if Clemson loses. Given Alabamas unparalleled record of 16 national championships, the Crimson Tide is destined to bring home another title this season. There could be nothing sweeter than a victory over Clemson at this years Sugar Bowl. Roll Tide! If the University of Alabamas Crimson Tide secures a victory, Congressman Duncan has agreed to wear the trademark Bear Bryant houndstooth hat and an Alabama necktie for a photo on the steps of the U.S. Capitol, and will provide Chic-fil-A for the Congresswoman and her office. Should Clemson Universitys Tigers win, Congresswoman Sewell has agreed to treat Congressman Duncans office to Chic-fil-A and will pose for a picture on the U.S. Capitol steps dressed in Clemson apparel. This is the third year that Reps. Sewell and Duncan have bet over the Alabama vs. Clemson game. Pictures of Reps. Sewell and Duncan following the 2015 season and 2016 season wagers are available here. ### Rep. Terri A. Sewell (D-AL) is serving her fourth term representing Alabamas 7th Congressional district. | https://sewell.house.gov/media-center/press-releases/rep-sewell-statement-government-funding-chip-vote | Rep. Sewell Statement on Government Funding, CHIP Vote | 2017-12-21 | 2017 | 2017-12 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. On Thursday, the House of Representatives voted to pass a government spending bill which pushes back the deadline to fund the government to January 19, 2018. In addition to funding the government, the bill extends funding for the Childrens Health Insurance Program (CHIP) through March. Congresswoman Terri A. Sewell (D-AL) releases the following statement: I voted for todays legislation because I believe this Congress has a responsibility to keep the government open and we must do everything in our power to renew funding for CHIP and protect the children who depend on this program, said Rep. Terri Sewell. But this bill sets up a false choice, offering a short-term extension of CHIP at the expense of other healthcare programs. Just yesterday, this same body passed a tax cut for special interests and the wealthy without paying for it. For just a tenth of what the tax bill costs, Congress could fund CHIP for the next five years. The American people deserve better, and with the time that this bill buys for CHIP, I will continue pushing Congress for a full reauthorization without gutting other vital programs. I will not rest until I know that Alabamas children have full and affordable access to the healthcare they need. As hospitals in my district and across rural America face funding shortages, I am deeply disappointed that this Congress would choose to leave for the holidays with its work left unfinished. Todays bill failed to extend funding for rural hospitals through DSH payments and it left the expiration of healthcare programs, like those supporting rural ambulance services, unaddressed. It is time for Republicans to work across the aisle and with the American public to bring our healthcare providers the support they need. ### Rep. Terri A. Sewell Statement on Selection of 187th National Guard Unit as Site for F-35 Aircraft | 2017-12-21 | 2017 | 2017-12 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. On Thursday, the Secretary of the Air Force announced that the 187th Air National Guard Fighter Wing Unit at Dannelly Field in Montgomery, Alabama, was selected as one of two new sites to receive the new F-35A Lightning II fighter jets. The F-35 decision builds on the long and proud history of the 187th Guard Unit which is also home to the historic Tuskegee Airmen Red Tail Fighters. As a result of the decision, the City of Montgomery and the River Region will receive approximately $3 billion in new capital investment and $70 million in new construction. The delivery of the F-35 fighter jets is slated for 2023. Congresswoman Terri A. Sewell (D-AL) releases the following statement: What amazing news! I am thrilled that our districts 187th Air National Guard Fighter Wing Unit will become the first home in the Southeast to F-35 fighter jets, said Rep. Sewell. I am so proud of the unit commanders, federal, local and state leaders, and all those in Montgomery and the River Region community for working together to win the F-35 competition. The F-35 builds on the legacy of military excellence exhibited by the 187th Fighter Wing, which is home to the famed Red Tails. Todays decision will be a major economic boost for Alabamas economy. This means new investments, new jobs, and a better future for our state, the City of Montgomery, and the River Region. In the House of Representatives, Rep. Sewell has been a stalwart advocate for bringing the F-35 to the 187th Air National Guard Fighter Wing. As a Member of the House Permanent Select Committee on Intelligence, Rep. Sewell has a unique perspective on the challenges and national security threats that the United States faces. ### Rep. Terri A. Sewell Opposes GOP Tax Bill Revote | 2017-12-20 | 2017 | 2017-12 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. On Wednesday, the House of Representatives voted again on Republican tax legislation which will add $1.5 trillion to the national debt. The tax bill which passed on Tuesday violated procedural rules in the Senate, forcing revisions in the tax bill before the legislation was brought back to the House for a final vote. Watch Rep. Sewells speech on Tuesday opposing the GOP tax bill in the House of Representatives Todays revote is another example of how Republican leaders have rushed a haphazard tax bill through Congress which will impact our entire economy. This bill is not reform, its a partisan scam that will have decades-long repercussions for Americas working families. It is unconscionable that Republican leaders are willing to throw away $1.5 trillion on tax cuts for special interests when they arent willing to extend funding for the Childrens Health Insurance Program (CHIP), or ALL Kids as its known in Alabama. For a tenth of what this tax bill costs, Congress could have stopped CHIP from expiring and saved healthcare for millions of children. Instead, families in my district will be getting ALL Kids cancellation notices for Christmas. Childrens lives are at risk, but Republican leaders have prioritized tax cuts for the wealthy. This is truly Congress at its worst. Read Rep. Sewells full statement on the Republican tax bill which passed Tuesday ### Rep. Terri A. Sewell Opposes GOP Tax Bill, Speaks on House Floor | 2017-12-19 | 2017 | 2017-12 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. On Tuesday, the House of Representatives passed Republican tax legislation which will add $1.5 trillion to the national debt. Congresswoman Terri A. Sewell spoke against the bill on the House floor before passage, and voted against the bill when it passed without any Democratic support. Watch Rep. Sewells speech opposing the GOP tax bill in the House of Representatives The GOP tax bill that passed the House today is a giveaway for the wealthy paid for by Americas working families, said Rep. Sewell. Real tax reform should put working families first, make our workforce more competitive, and it should simplify the tax code in a fiscally responsible way. Todays tax bill does the opposite. In Alabama, the bill will give the richest one percent a $4,450 tax cut, while the bottom 80 percent will see a $117 tax increase. In total it will increase taxes for an estimated 545,000 working families in Alabama. This bill is a raw deal for working families, and it cannot in good conscience be called tax reform. I am deeply disappointed that Republicans threw away this opportunity for bipartisan cooperation. The GOP tax scam would add $1.5 trillion to the national deficit at the same time Republicans are refusing to extend the Childrens Health Insurance Program (CHIP) without finding a budgetary offset. In my state, the CHIP program is called ALL Kids, and it will stop enrollment on January 1st if Congress fails to act. There should be no doubt in the minds of the American people this tax bill is a statement of values, and it values wealthy individuals over working families. Rep. Sewell has written to House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell urging Republican leadership to delay consideration of the GOP tax bill until Alabamas Senator-elect Doug Jones is seated. On Tuesday, Congresswoman Terri A. Sewell (D-AL) along with Members of Congress from 18 of the 21 states targeted by Russian hackers in 2016, called on House Speaker Paul Ryan to take immediate action to protect state voting systems from cyberattacks and to bolster state election infrastructure. Read the full letter to Speaker Ryan urging immediate action to protect state voting systems Growing cybersecurity threats from Russia and other foreign nations pose serious risks to the integrity of our elections, said Rep. Terri Sewell. As a Member of the House Intelligence Committee, I have heard first hand from intelligence officials who warn that unless we develop measures to defend our elections against cyberattacks, our election infrastructure will remain vulnerable. Here in Congress, we have a responsibility to defend our democracy by strengthening cybersecurity in our elections. Cybersecurity is a matter of national security that we cannot afford to ignore. In the letter, the Members asked Speaker Ryan to request a briefing from the Department of Homeland Security (DHS) and the Federal Bureau of Investigation (FBI) about Russian cyberattacks on state election systems in 2016. The letter also urged Speaker Ryan to direct all relevant House committees to investigate the attacks and to support bipartisan legislation to strengthen the security of state election systems around the country. ### Rep. Read the full text of Rep. Sewells letter to House Speaker Ryan and Senate Majority Leader McConnell. As Congress considers far-reaching tax legislation this December, I urge Senate leadership to delay consideration of the tax bill until Senator-elect Doug Jones is sworn into office. The GOP tax bill will have severe consequences for all American families, and the people of Alabama deserve to have both of their duly elected Senators at the table for consideration of this bill. After Attorney General Jeff Sessions vacated one of Alabamas Senate seats in February of 2017, Sen. Luther Strange (R-AL) was appointed to the seat until a special election could be conducted. In 2010, Senate Majority Leader Mitch McConnell urged the Senate to halt the legislative process related to the Affordable Care Act until a newly elected Senator could be seated after a special election in Massachusetts. McConnell also delayed Senate action filling the Supreme Court vacancy left by Justice Antonin Scalia until after the 2016 election, saying that, the American people are perfectly capable of having their say on this issue, so let's give them a voice. While final text of the GOP tax bill has not yet been released to the public, congressional leadership expect a vote on the final bill in the Senate next week. Read Rep. Voters last night opened a new chapter for Alabama, placing our state on the right side of history. I am honored to welcome Doug to the United States Senate, and I know that, on issues ranging from tax reform to healthcare to job creation, he will put the people of Alabama first. Congresswoman Terri A. Sewell (D-AL) is the lead Democratic co-sponsor and Congressman Andy Barr (R-KY) is the lead Republican sponsor on the Preserving Access to Manufactured Housing Act. “Passage of today’s bill means working families will be one step closer to affordable housing,” said Rep. Sewell. “In Alabama, over 300,000 families rely on manufactured homes for quality, independent, affordable housing, but current rules make access to credit for purchasing manufactured homes more difficult. The Preserving Access to Manufactured Housing Act ensures that manufactured housing remains an affordable option by bringing needed reform to federal mortgage regulations while preserving consumer protections that prevent predatory lending.” The Preserving Access to Manufactured Housing Act would ensure that manufactured home loans are not unfairly categorized as high-cost loans. This inappropriate categorization restricts the availability of credit for the purchase of manufactured homes, eliminating an option for affordable housing for working families. The Preserving Access to Manufactured Housing Act does not alter protections against predatory lending. It leaves in place considerable consumer protections including the Truth in Lending Act’s “Ability to Repay” requirement, the prohibition against steering a consumer to a loan that has “predatory characteristics,” loan term disclosures, the prohibition on mandatory arbitration, as well as the authority of the CFPB to prosecute unfair, deceptive abusive acts and practices. ### Rep. Analysis by the Tax Policy Center shows that 36 million middle-class and working families, or more than one out of every four taxpayers nationally, will experience a tax increase under the tax bill by 2027. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “The Republican tax bill which passed the House today is nothing more than a giveaway for corporate special interests at the expense of America’s working families,” said Rep. Sewell. “By eliminating popular deductions like the student loan interest deduction and the medical expense deduction and by limiting mortgage interest deductions for homeowners, this bill betrays our middle-class families. This legislation pays for unsustainable tax breaks by erasing proven economic incentives that distressed communities rely on, like the New Market Tax Credit, the historic tax credit, private activity bonds, and bond provisions that cities and municipalities rely on to fund the construction of public projects. Our tax code is a reflection of our values, but this legislation values special interests over the economic interests of our constituents. This will add $1.7 trillion to the deficit which is likely to result in massive cuts to programs like Medicare, SNAP, and Social Security. While today’s bill is a raw deal for Alabama’s working families, I will continue fighting for real tax reform that benefits all Americans.” Watch Rep. Sewell’s floor remarks on the Republican tax bill during debate. During the markup of the Republican tax bill in the Committee on Ways and Means, Rep. Sewell offered three historically bipartisan amendments. All Democratic amendments, including the three amendments offered by Rep. Sewell, were rejected without a single Republican vote. ### Rep. Congresswoman Terri A. Sewell (D-AL) issues the following statement in recognition of the holiday: “This Veterans Day, I join my fellow Americans in honoring the devotion and sacrifice of our nation’s veterans, service members, and military families,” said Rep. Sewell. “These brave men and women make our country a safer place and afford us the freedom to enjoy our way of life. We are indebted to our veterans for their service, and here in Congress, I have made it a top priority to ensure that our veterans receive the care and benefits they have earned. Now more than ever, we must renew our commitment to providing support for our 22 million veterans and their families, including over 38,000 veterans right here in the 7th Congressional District of Alabama. No just today, but every day, we should celebrate their service.” On Friday, November 10, Rep. Sewell spoke at a wreath laying ceremony at the University of Alabama in Birmingham (UAB) in remembrance of deceased veterans. Rep. Sewell is an original co-sponsor of the Wage Adjustment for Veterans Enrolled in School Act, legislation introduced on Thursday, November 9, to strengthen minimum wage standards for veteran students enrolled in a work study program. Under current law, work study programs for veteran students require only that students be paid at least state and federal minimum wage. As more and more cities enact a minimum wage, the Wage Adjustment for Veterans Enrolled in School Act would ensure that veteran student wages match the minimum wage of their non-veteran coworkers. ### Rep. During markup, Congresswoman Terri A. Sewell (D-AL) offered three historically bipartisan amendments. All Democratic amendments, including the three offered by Rep. Sewell, were rejected without a single Republican vote. The tax bill passed the Committee by a 24-16 vote, without any bipartisan changes allowed by Republicans. “I’m disappointed that all Democratic amendments, even the most modest, bipartisan changes that I offered to help ordinary, middle-class Americans, were reflexively opposed by Republicans,” said Rep. Sewell. “Republicans have thrown away an opportunity for bipartisan work on tax reform, and chose instead to pass a bill that provides tax breaks for powerful special interests at the expense of working Americans, small businesses, and local economies . In order to cut taxes for Washington special interests, the tax bill adds $2.3 trillion to the national debt and cuts popular tax deductions like the medical expense deduction, the student loan deduction, limits the mortgage interest deduction, and erases incentives that have been proven to spur local economic development.” “The tax code is a reflection of our values, and this week’s Republican tax bill valued special interests and the wealthy over everyday Americans. That is why I introduced amendments to refocus the tax bill on helping working families and middle-class Americans. My amendments to promote workforce development, to equip state and local governments with the tools needed to invest in infrastructure and public works, and to save the historic preservation tax credit were commonsense solutions. I was truly disappointed to see Republicans reject our input and rush this severely flawed bill out of Committee. As this bill heads to a vote before the full House, I will continue fighting for real reform, and against cuts that will harm Alabama’s working families.” On Tuesday, Rep. Congresswoman Terri A. Sewell (D-AL) offered an amendment to restore the ability of state and local governments to save taxpayer money by refinancing debt with advanced bond refunding. Democrats also offered amendments restoring the student interest tax deduction, expanding the earned income tax credit, restoring the medical expense deduction, and more. After rejecting fourteen amendments on party-line votes, Republicans cut debate on the tax bill short, leaving other Democratic amendments unable to be considered. ON SOCIAL MEDIA REMARKS & QUOTES Rep. Sewell Calls for Expanded Earned Income Tax Credit (WATCH NOW): “The Earned Income Tax Credit is a great program that rewards work. So often, we want folks to get off of government assistance and work. And this is a program that encourages those who are working to continue to work and provide for their families. This program is a powerful tool for economic opportunity.” Rep. Sewell Offers Advanced Bond Refunding Amendment (WATCH NOW): “Private activity bonds, along with advanced refundings, as well as New Market Tax Credits, and historic tax credits are really useful tools for helping to get public projects done. It’s a way of not only incentivizing investment in infrastructure, but it also is a lifeline of so many public entities that we represent. Everything from cities and counties to hospitals and universities. It’s really important for low-income housing. These are really important financing tools.” Rep. Sewell Supports Student Loan Tax Deduction Amendment (WATCH NOW): “As the proud daughter of two long-time educators, and the proud product of public schools in Alabama, I know the power of public education. Congresswoman Terri A. Sewell (D-AL) offered an amendment creating a tax credit encouraging employers to offer apprenticeships and to hire workers who have completed their training. Democrats also offered amendments restoring the adoption tax credit, creating parity in state and local tax credit for businesses and individuals, and more. All seven amendments offered by Democrats on Tuesday were rejected by Republicans on a party-line vote. ON SOCIAL MEDIA REMARKS & QUOTES Rep. Sewell Introduces Workforce Development Amendment (WATCH NOW): “My amendment is the type of bipartisan incentive that the tax code needs to lower the cost of training for employers, and encourage the type of investment in human capital that is desperately needed in our workforce. Left unaddressed, unfilled middle skills jobs will go to other workers in other countries because we have fallen behind in our investment in the preparation and development of our workers.” Rep. Sewell Shares Constituent Stories on Adoption Tax Credit (WATCH NOW): “The fact of the matter is that over 1,000 adoptions occur every year in the state of Alabama, and most of those families receive the adoption tax credit. So many of those families have flooded our office with calls for the last day or so. I wanted to read for the record some of the comments that my constituents have made.” Rep. Sewell Questions GOP on State and Local Tax Deduction (WATCH NOW): “Why is it that our colleagues on the other side won’t answer the questions, why are you willing to take away the state and local tax deduction from middle-class families but not willing to do the same for businesses? As I said in my opening statement, this is about values. What do you value? What they’re saying is that they would rather value businesses over middle-class and working families. Sewell Introduces Public Funds for Public Schools Act | 2017-11-07 | 2017 | 2017-11 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. – On Tuesday, Congresswoman Terri A. Sewell (D-AL) introduced the Public Funds for Public Schools Act (H.R. 4269), a bill which would close a tax loophole that diverts resources away from public schools and allows the wealthy to turn a profit on donations to private school voucher organizations. Each year, wealthy donors use tuition tax credits to divert an estimated $1 billion in taxpayer funding to private and often unaccountable schools. Rep. Danny Davis (D-AL) is an original co-sponsor of the Public Funds for Public Schools Act. “As the daughter of two long-time educators and the proud product of Selma public schools, I know the power of public education,” said Rep. Terri Sewell. “Today’s legislation would stop wealthy donors from cheating our tax system and diverting dollars away from children in our public schools. Under current law, wealthy donors in states like Alabama can turn a profit on contributions to private school voucher organizations by claiming both state and federal tax benefits. At a time when our public schools are short on resources and Congress is struggling to find funding for important programs such as the Individuals with Disabilities Education Act (IDEA), we have a responsibility to close this tax loophole and protect public funds for public schools.” Tuition Tax Credits (TTCs) are offered to individuals or corporations in 18 states who contribute to Scholarship Granting Organizations or school voucher nonprofits. In seven of these states, the tax credit is dollar for dollar. In addition to receiving a full refund from their state, these wealthy donors qualify for a federal tax deduction on the same donation, allowing many donors to turn a profit off of their contribution to the private school system. For more information on the Public School Funds for Public Schools Act, see the one-pager. According to the Joint Committee on Taxation, the GOP tax plan would add over $1.4 trillion to the deficit over the next decade. Analysis indicates that the GOP tax bill would actually raise taxes on nearly 13 million tax filers who earn $100,000 a year or less. Democrats highlighted how the Republican tax plan will raises taxes on millions of middle-class Americans in order to pay for a tax cut for the well off and well connected. Repealing important middle-class tax deductions like the medical expense deduction, the deduction for student loan interest, and the adoption tax credit is going to cause unnecessary harm to many families that rely on these deductions to help cover basic, everyday expenses. ON SOCIAL MEDIA REMARKS & QUOTES WATCH NOW: “The winners in this bill are the top one percent of the wealthiest Americans. Multinational corporations will benefit and Wall Street fat cats. The losers in this bill are working families, the middle class, homeowners, local municipalities, and hardworking Americans who strive to achieve the American dream.” WATCH NOW: “As I am closing, I think of what Shirley Chisholm, the first African American woman elected to Congress, said. ‘If they don’t give you a seat at the table, bring a folding chair.’ Mr. Chairman, this is my folding chair, and I’m here to give a voice to the people I represent.” WATCH NOW: “So many of us represent distressed communities, and often times the tax code allows certain credits that will encourage investments even in distressed and low-income areas… Historically, low-income communities experience a lack of investment.” WHAT TO EXPECT TOMORROW The Ways & Means Committee will continue consideration of the Republican tax bill tomorrow. Rep. Sewell will offer an amendment on apprenticeships and workforce development that will highlight Democratic priorities for economic development as well as concerns with the Republican tax plan. ### Rep. Sewell Statement on CHIP Reauthorization | 2017-11-03 | 2017 | 2017-11 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. – On Friday, November 3, the House of Representatives voted to reauthorize the Children’s Health Insurance Program (CHIP), offsetting the reauthorization with cuts to Medicare, the Prevention and Public Health Fund, and other health programs. Congresswoman Terri A. Sewell (D-AL) voted against the bill when it passed by a 242 to 174 vote. “I have been a vocal advocate for the reauthorization of CHIP, but today’s bill uses unfair and inappropriate offsets to shift the cost of CHIP onto the rest of the healthcare system,” said Rep. Terri Sewell. “Paying for one set of essential health programs by cutting funds for another is a losing strategy in the fight for better public health and more affordable care for all. When it comes to children’s health insurance, Republican leadership has set up a false choice, offering CHIP reauthorization at the expense of other vital programs.” “To make matters worse, today’s bill leaves struggling hospitals on the hook for more extreme cuts to disproportionate share hospital (DSH) payments. Rural hospitals in my district rely on DSH payments to keep their doors open, and these cuts will directly impact their ability to provide care. Republican leaders have failed the American people by letting essential health programs expire, like payments for rural hospitals and ambulance providers. We need to extend every single program that expired in September, including CHIP, diabetes research, teaching health center graduate medical research, and others, to ensure that providers and patients have the support they need.” The CHIP reauthorization bill cuts the Medicare program by $5.8 billion. The bill also cuts the Affordable Care Act’s (ACA) Prevention and Public Health Fund by $6.35 billion and shortens the ACA’s current grace period for paying premiums from 90 days to 30 days, kicking an estimated 700,000 Americans off their health insurance. We cannot afford poorly targeted tax cuts and we cannot afford to miss our chance for true bipartisan tax reform. Enroll Alabama and the free support provided by Alabama’s local health care navigators makes it easy for families to find insurance that fits their needs. Whether you already have coverage through the individual marketplace or you are looking to get covered next year, I encourage everyone to check out their health care options during the open enrollment period." “As hospitals in my district face financial challenges and families struggle to afford doctor’s visits, I am deeply disappointed by the Trump Administration’s decision to cut advertising for the open enrollment period. Too many Americans do not know how to navigate the insurance enrollment process and I believe we have a responsibility to raise public awareness about how to sign up for affordable health insurance. We must do everything in our power to increase coverage, reduce costs, and stabilize the insurance marketplace for all Americans.” The Trump Administration has purposefully taken actions to undermine the Affordable Care Act (ACA). Sewell Sends Letter Urging Alabama Secretary of State John Merrill not to Pursue Crossover Voter Prosecution | 2017-10-31 | 2017 | 2017-10 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. – On Tuesday, October 31, Congresswoman Terri A. Sewell (D-AL) sent a letter to Alabama Secretary of State John Merrill, urging him not to pursue prosecution of nearly 700 crossover voters. Secretary Merrill has given county officials until November 6 to verify crossover voting information that can be used by local district attorneys to press charges against voters. See the full letter to Alabama Secretary of State John Merrill on Crossover Voter Prosecution. “I believe charging nearly 700 voters in Alabama with a felony crime is nothing more than a modern-day voter intimidation tactic, in line with a long and problematic history of voter suppression throughout the State.” said Rep. Sewell. “The right to vote is a pillar in our democracy and we cannot afford to turn back the clock by punishing those who attempt to civically engage. My concern is that the State of Alabama did not adequately disseminate information regarding the new law associated with crossover voting, nor did it sufficiently train election officials on preventing inadvertent violations of the new law. Common sense should prevail here so we can promote a fairer and more inclusive voting system that allows all Americans to exercise their constitutionally protected right to vote.” ### Rep. Terri A. Congresswoman Terri A. Sewell (D-AL), a Member of the House Permanent Select Committee on Intelligence, releases the following statement: “The indictments issued today for Paul Manafort and Rick Gates, as well as news of George Papadopoulos’s prior guilty plea, have serious consequences for the ongoing investigations being conducted by the Special Counsel and by Congress. As these charges open up new lines of inquiry, it is important for Congress to hear directly from Manafort, Gates, and Papadopoulos to ensure we have all the facts. While the White House response to this emerging information has been combative, it is incumbent on Congress to act in a nonpartisan fashion and to ensure the independence of our investigation and that of the Special Counsel. On the Intelligence Committee, we have a responsibility to follow the facts wherever they lead, and our ongoing investigation must work to guarantee that the integrity of our democracy is never again compromised by foreign adversaries.” ### Rep. Sewell Statement on Passage of Republican Budget | 2017-10-26 | 2017 | 2017-10 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. – On Thursday, Congresswoman Terri A. Sewell (D-AL) voted against the Republican budget, which passed the House of Representatives without Democratic support. “I voted against today’s budget because it trades away critical investments in infrastructure, education, job-training, and health care programs in exchange for short-sighted tax cuts for special interests and the wealthy,” said Rep. Sewell. “As our country faces serious fiscal challenges, we need to make responsible budgeting decisions that build a foundation for job growth, better wages, and improved economic and health outcomes. Instead, today’s budget relies on gimmicks and irresponsible cuts to make way for a special interest tax plan that adds $1.5 trillion to the deficit.” “For our state in particular, the Republican budget will have a devastating impact on hardworking families, businesses, hospitals, and schools. This budget would slash Medicare and Medicaid by $1.5 trillion, impacting over a million Alabamians who rely on these programs for care. The budget also cuts $37 billion in funding for the National Institutes of Health (NIH), through which our district receives more than $240 million annually for health research. Put simply, this budget pays for tax cuts for special interests and the wealthy on the backs of Alabama’s working families.” ### Rep. Terri A. Sewell and Abraham Lead Letter to Protect Home Health Provider Payments | 2017-10-26 | 2017 | 2017-10 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. – On Thursday, Congresswoman Terri A. Sewell (D-AL) and Congressman Ralph Abraham (R-LA) led a bipartisan group of 174 Members of Congress in a letter urging the Centers for Medicare and Medicaid Services (CMS) not to finalize cuts to Medicare payments for home health providers until stakeholders can fully analyze the impact of the proposed changes. The proposed CMS cuts would result in an estimated loss of $950 million for home health providers that care for more than 3.5 million Medicare beneficiaries across the country. Read the full letter to HHS Acting Secretary Eric Hargan and CMS Administrator Seema Verma. “Home health providers are a lifeline for constituents in my district, including seniors, disabled individuals, and those with limited mobility. These services are critical in saving long-term hospital costs, keeping families together, and promoting dignity and independence for our seniors,” said Rep. Terri Sewell. “Today’s letter vocalized the concerns of a bipartisan group of Members of Congress who believe that CMS’ proposed policy has the potential to seriously harm the delivery of home health services at a time when we need to be strengthening our home health resources for an aging population. Given more time, I am confident that lawmakers, stakeholders, and CMS can work together to find a payment approach that protects patient access to care and caregiver resources.” “Not enough is known about this proposed care delivery and payment model for home health services and how it would impact patients’ access to those services. Fortunately, Representatives Sewell and Abraham recognize these concerns and we greatly appreciate their leadership in getting more than 170 of their colleagues to encourage CMS to not finalize this proposal,” said HealthSouth President and CEO Mark Tarr. The Home Health Groupings Model (HHGM) proposal would significantly redefine the Medicare home health benefit, imposing a 15% reduction in payment levels and an untested case mix adjustment model. Sewell (D-AL) and Congressman Andre Carson (D-IN) sent a letter to FBI Director Christopher Wray expressing serious concerns about an FBI report from August 3, 2017, which created a new extremist designation known as “Black Identity Extremists.” Reps. Sewell and Carson are members of the House Permanent Select Committee on Intelligence (HPSCI), which has oversight over national security and intelligence agencies, and requested that the FBI brief the Committee on the rationale for the designation and the intelligence assessment. Read the full letter to FBI Director Christopher Wray from Reps. Sewell and Carson. “When our law enforcement and intelligence communities rely on race to make judgements instead of facts, the safety of the American public is put at risk,” said Rep. Terri Sewell. “The FBI’s broad new designation is alarming, especially given the long history of discrimination faced by peaceful African American movements in the United States. We cannot allow our intelligence agencies to substitute data-based analysis with speculation and profiling to infringe on the first amendment rights of Americans. It is my hope that the House Intelligence Committee can hear directly from the FBI on the new extremist designation and address concerns raised by the conclusions in the agency’s report.” “The FBI’s broad characterization of “Black Identity Extremists” as domestic terrorists must be founded on more than speculative association,” said Rep. Andre Carson. “We are dangerously close to painting an entire racial justice movement with the brush of terrorism, which will put black Americans everywhere at serious risk of targeting and violence. It has happened before and it can happen again. It is critical that the House Intelligence Committee hear directly from the FBI as soon as possible so we can determine what evidence, if any, lies behind this assessment.” The FBI has a troubling history of targeting black political activists and nonviolent civil rights leaders… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

CHIP provides insurance coverage for children in low- and middle-income families. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “The failure of Republican leadership to reauthorize CHIP puts the health of 150,000 Alabama children and 9 million children nationwide on the line,” said Rep. Sewell. “Many families in my district and across Alabama rely on CHIP to cover their children’s checkups, immunizations, emergency care and more. Rather than wasting more time on partisan attempts to repeal the Affordable Care Act, I am urging my colleagues on the other side of the aisle to focus on what we can do now to help stabilize the insurance marketplace and make health care more affordable for all families. That starts with reauthorizing CHIP and maintaining Disproportionate Share Hospital (DSH) payments, which the majority of our hospitals rely on to offset the cost of uncompensated care. As hospitals in my district face closure and Alabama families struggle to pay for doctor visits, I am calling on Republican leadership to hold a vote now reauthorizing CHIP and protecting DSH payments. Sewell (D-AL) joined Senate and House Democrats to unveil a proposal of the party’s new economic agenda – “A Better Deal: Universal High-Speed Internet.” This component of the Better Deal agenda would bring high-speed, affordable internet to every American by investing $40 billion in broadband infrastructure to connect communities that have been left behind by big internet service providers. The plan would also upgrade the nation’s critical safety infrastructure and create accurate maps of areas that lack adequate internet access to ensure rural Americans are not left out. “Universal high-speed internet is not only possible, but it is necessary to the survival of rural America,” said Rep. Sewell. “I come from the Black Belt of Alabama, an area that is rich in culture and history, but one which faces an infrastructure and technology crisis that has handicapped families, workers, businesses and communities. Without reliable access to internet services, my constituents in Alabama are being starved of 21st century opportunities. And they are not alone - 34 million Americans, including 23 million rural Americans, do not have internet access available at an adequate speed and quality.” “Access to the internet has the ability to transform our schools, our hospitals, and our communities by way of connecting rural Americans with resources and professionals from across the country. Today’s proposal to make high-speed internet available to all takes an important step towards providing every American with the tools and opportunities they need to interact and connect with the rest of the world.” “A Better Deal: Universal High-Speed Internet” will connect all of America to fast, affordable internet. Since 2000, CBTPA has allowed for the duty- and quota-free import of goods from Caribbean countries made with U.S. yarns, fabrics, and threads. “This bipartisan legislation to promote U.S. trade with Caribbean island countries is needed as many islands begin to recover from the devastation of recent hurricanes,” said Rep. Terri Sewell. “Economic growth in Alabama is one of my top priorities, and this bill represents a great opportunity to expand my home state’s trade with Caribbean basin countries. Reauthorizing CBTPA until 2030 and improving trade with countries like Haiti encourages future investment, promotes job creation, and lays the foundation for economic development for decades to come. Since coming to Congress, I’ve worked to build a stronger, more competitive U.S. economy and today’s bill takes a big step towards that goal.” Background information on the Caribbean Basin Economic Recovery Act: The Caribbean Basin Economic Recovery Act (H.R. 3849) would reauthorize the U.S. Caribbean Basin Trade Partnership Act (CBTPA) until 2030, giving duty and quota-free access to apparel products manufactured in certain Caribbean countries. In return, CBTPA requires that Caribbean Basin countries use U.S. formed yarns, fabrics, and thread. Eligible CBTPA countries include Barbados, Belize, Curacao, Guyana, Haiti, Jamaica, St. Lucia, and Trinidad and Tobago. CBTPA works in conjunction with the Caribbean Basin Economic Recovery Act (CBERA) to facilitate the development of 17 independent countries of the Caribbean Basin region. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “While the Ryan-McConnell tax outline released today is short on details, it is clear that the plan prioritizes tax cuts for the wealthy over relief for working families and small businesses,” said Rep. Sewell. “Tax reform should be an opportunity to help hardworking Americans and to build a more competitive economy. Instead, the GOP plan cuts taxes for top earners and leaves Congress to balance the budget on the backs of the middle class. “The Ryan-McConnell plan eliminates the alternative minimum tax for high-income individuals at an estimated cost of $413 billion over the next decade. The plan also recommends reducing the top tax bracket from 39.6 percent to 35 percent, a benefit helping only those tax filers earning over $470,000. Altogether, the tax giveaway proposed by Speaker Ryan and Majority Leader McConnell would increase the deficit by an estimated $2.2 trillion, leaving future generations with the bill.” “Just yesterday, I met with President Trump at the White House, where the President promised that his tax plan would not be a tax cut for the wealthy. I plan on holding the President to his word. We cannot miss an opportunity for tax reform that puts working families and small businesses first.” On Tuesday, Rep. Working families in Alabama’s 7th Congressional District have been waiting too long for tax cuts for the wealthy to ‘trickle-down’ to them,” said Rep. Sewell. “As Congress considers tax reform legislation, I will work to advance policies that incentivize workforce development and enhance the earned income tax credit so that it better serves middle and working class Americans.” “I have always said, if you’re not at the table then you’re on the menu. Today’s meeting was a chance to talk with lawmakers on both sides of the aisle about some of the bipartisan tax reform proposals I have introduced and the needs of my constituents. I strongly disagree with a number of the points in President Trump’s proposed tax outline. National HBCU week runs from Sunday, September 17 through September 23, 2017. See pictures and video from Rep. Sewell’s visit to Miles College. “HBCUs play an integral role in educating a diverse set of American students, and every day I’m proud to advocate for the HBCUs in Alabama's 7th District and across the county,” said Rep. Sewell. “For many families in my district, including my own, HBCUs are where the first member of a family went to college. Today, these schools are where the latest generation are earning their degrees. As Vice Chair of the bipartisan HBCU Caucus, I have made it a top priority to advocate for these important institutions, raise awareness for the challenges they face, and cherish these schools for the gifts they give to our communities.” HBCUs make up only 3 percent of colleges and universities in America. More than 300,000 students attend HBCUs each year, 80 percent being African American. Nationwide, a total of106 HBCUs produce six times as many African American college graduates and eight times as many African Americans graduates in science, technology, engineering, and mathematics (STEM) programs. HBCUs around the nation are facing the financial challenge of a lifetime. In Alabama, some HBCUs have lost access to Upward Bound Funding grants, including school like Miles College, which has had an active Upward Bound program on its campus since the mid-1960s. Without these grants, hundreds of first-generation and underserved students will lose access to the financial support they need to pursue a competitive higher education. ### Rep. Terri A. Sewell Opposes Omnibus Spending Bill | 2017-09-14 | 2017 | 2017-09 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. – On Thursday, Congresswoman Terri A. Sewell (D-AL) opposed an omnibus spending bill which passed the House of Representatives in a party-line vote. The bill underfunds and makes significant cuts to top national priorities, including workforce training, economic development, education, infrastructure, and law enforcement. The omnibus bill included an amendment offered by Rep. Sewell which prohibits grant funding for child care centers with a history of injury or death due to health or safety violations. “Today’s omnibus spending bill fails to adequately address critically important issues like workforce development needs, persistent unemployment, our nation’s ongoing infrastructure crisis, and helping ensure access to quality and affordable healthcare,” said Rep. Sewell. “Here in Congress, I’ve made it a top priority to bring better jobs, better pay, and a better future to our state. But today’s omnibus bill cuts important investments in each of those priorities and includes poison pill riders to sabotage the Affordable Care Act and repeal important financial reforms. Rather than trying to score political points, Republicans should work with Democrats to craft a bipartisan budget agreement that invests in working American families.” “I was proud to see my amendment stopping funding for unsafe daycares adopted with bipartisan support. While I could not support the underlying bill, I look forward to continuing my advocacy for inclusion of this amendment as today’s appropriations bill continues moving through Congress.” On Tuesday, the House of Representatives adopted an amendment by Rep. Sewell prohibiting federal grant funding from going to child care centers with a record of injury or death due to health or safety violations. The amendment’s adoption follows the death of five-year-old Kamden Johnson at an Alabama day care center. ### Rep. Terri A. Terri Sewell (D-AL) and Devin Nunes (R-CA) extending support for rural ambulance providers and increasing the accuracy of ambulance reimbursements. H.R. 3729, the Comprehensive Operations, Sustainability, and Transport (COST) Act, passed the committee by voice vote. Watch Rep. Terri Sewell’s remarks in the Ways and Means Committee. “Rural America is facing a health crisis, and in Congress, I am working with lawmakers on both sides of the aisle to improve health care access and outcomes,” said Rep. Sewell. “In Alabama’s rural Black Belt, hospitals and sufficient health care providers often do not exist, and ambulance services can be the only provider of emergency medical services. For my constituents, reliable ambulance services are a matter of life and death. All ambulance providers in Alabama rely on the add-on payments which our bill extends for five years. By extending this support for ambulance providers, today’s bill helps to make sure that no American loses access to emergency care.” In August, John Paul Jones Hospital in Camden announced it will be closing as an acute care hospital if additional resources are not obtained. John Paul Jones is one of at least three rural hospitals in Alabama’s 7th Congressional District in danger of closing operations in the near future. ### Rep. Terri A. Sewell (D-AL) prohibiting federal grant funding from going to child care centers with a record of injury or death due to health or safety violations. The amendment’s adoption follows the death of five-year-old Kamden Johnson at an Alabama day care center. Rep. Sewell’s amendment was attached to a package of appropriations bills expected to pass the House this week. “My amendment is a commonsense fix following a tragedy that we cannot allow to happen again,” said Rep. Sewell. “Kamden Johnson’s death this August was not the first child death at an unregulated day care center in Alabama, and it will not be the last so long as we continue to fund centers that violate health and safety standards. It is our responsibility to ensure that federal resources are directed to accountable centers that care for our children’s health and safety, especially as safe child care centers like Head Start struggle to receive the funding they need. I was happy to see my amendment pass tonight with bipartisan support, and I look forward to continuing work with my colleagues in Congress to improve safety at child care centers across the country. For our children, for parents, and for kids like Kamden, we can and must do better.” Kamden Johnson died this August after being left in a hot daycare van at a preschool he was attending in Mobile, Alabama. Due to a state exemption for religious affiliated day care centers, Kamden’s daycare center was not subject to state oversight or inspections. The driver who was responsible for Kamden when he died had an extensive criminal record. As of 2016, there were 943 day care centers in Alabama exempt from basic licensing standards. Over 30 Alabama legislators have come together to support a bipartisan bill extending licensing requirements to facilities currently exempt from oversight. ### Rep. Terri A. Sewell Statement on Trump Voter Commission Meeting | 2017-09-12 | 2017 | 2017-09 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. – On Tuesday, the Trump Administration’s Election Integrity Commission held a series of public presentations in New Hampshire, receiving testimony from political allies and long-time advocates for discriminatory voter restrictions. Leading the meeting was Commission Co-Chair Kris Kobach, who has a history of voter suppression and who has received wide condemnation from civil liberties and civil rights groups. “Today’s meeting makes it clear that the real purpose of President Trump’s sham voter commission is to the lay the foundation for voter suppression efforts,” said Rep. Sewell. “Rather than hearing from experts in the field of election integrity, the commission gathered a panel of Trump loyalists who support severe voter restrictions. This isn’t an investigation, it’s a kangaroo court that has put our access to the ballot box on trial. I strongly believe that to improve the integrity of our elections, we should be making it easier for people to vote, not harder. In Congress, I will not stop fighting to give every eligible voter a voice in our democracy.” Rep. Terri Sewell is the Vice Chair of the Commission on Protecting American Democracy from the Trump Administration. The group investigates voter suppression, the “voter fraud” myth, and strategies for modernizing the voting process to provide more Americans better access to the polls. Other members include the Commission’s Chair, Jason Kander, and California Secretary of State Alex Padilla, who has refused to turn over state voter data to Trump’s Election Commission. President Trump, after losing the popular vote in the 2016 presidential election, has falsely claimed that “millions” of illegal votes were cast. The head of Trump’s Election Commission, Kansas Secretary of State Kris Kobach has a well-documented history of creating barriers to voting in his home state of Kansas, where he drafted requirements for documentary proof of citizenship to register to vote, which have been tied up in court and administrative battles for years. ### Rep.… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The measure, which passed with bipartisan support, will fund the government through December 8. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “Today’s bipartisan vote to pass hurricane relief and extend the debt limit was a victory for the American people,” said Rep. Sewell. “Faced with massive devastation in areas affected by Hurricane Harvey and an impending financial cliff, Members of Congress put aside political ideology and did the right thing for their constituents. That is how Washington is supposed to work. While hurricane cleanup and restoration efforts will take years, I believe today’s relief package puts impacted areas on the road to recovery. In a climate of extreme partisanship, I hope that today’s vote helps to restore faith between parties and lays the groundwork for cooperation on issues like health care, tax reform, and comprehensive immigration reform.” FEMA has indicated that without aid from Congress, it would run out of disaster relief money by Saturday, September 9. The deal includes $7.4 billion for the FEMA Disaster Relief Fund, $7.4 billion for Community Development Block Grant Disaster Recovery, and an extension of National Flood Insurance Program authority. ### Rep. Sewell Statement on Trump Decision to End DACA | 2017-09-05 | 2017 | 2017-09 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON, D.C. – On Tuesday, the Trump Administration’s Department of Justice announced the end of Deferred Action for Childhood Arrivals (DACA), which allows young undocumented people brought to the United States as children to live and work in the U.S. legally. Congresswoman Terri A. Sewell (D-AL) issues the following statement: “The United States is a country of immigrants and our shores have historically been a destination for those seeking freedom, justice, and opportunity. President Trump’s decision to end DACA is an attack on those ideals,” said Rep. Terri Sewell. “DREAMers were brought to the United States as children, and today we know them as neighbors, coworkers, students, and military service members. To participate in the DACA Program, DREAMers had to pass a rigorous background check, pay a fee, and attend school, serve in the military, or be a party of the workforce, all on the promise that they would be allowed to stay in the United States under DACA rules. Today’s announcement breaks that promise. Stripping these young people of the opportunity to stay in the country they love and contribute to our economy is inconsistent with our American values.” “Not only would ending DACA be a terrible loss for the many Alabamians who count DREAMers as friends and family, but it would devastate our economy, costing Alabama upwards of $180 million annually. I hope that my colleagues on both sides of the aisle will take action to find a permanent legislative solution for the hundreds of thousands of aspiring Americans directly impacted by the President’s decision.” Over the course of its five-year history, DACA has allowed nearly 800,000 young people to come forward, pass background checks, and obtain permission to live in the United States lawfully. Ninety-seven percent of the DREAMers protected by DACA are in school or are employed in the workforce. ### Rep. Terri A. Through the CAC, students in Alabama’s 7th District will code original mobile, web, or desktop apps for the chance to be selected for recognition, win prizes, and have their work put on display in the Capitol Building in Washington, DC. “This year’s Congressional App Challenge dares students in my district to think big, test their coding skills, and to build something of their own. By developing strong science, technology, engineering, and math (STEM) skills, our students will put themselves in a position to compete for the jobs of tomorrow. I encourage all students to explore STEM education and enter the challenge. As the product of our state’s public schools, I know firsthand how important it is for us to give our youngest generation opportunities to learn about emerging technologies. I cannot wait to see what our students come up with and to recognize our district’s talented young people.” To sign up for the CAC, or to learn more, visit http://www.CongressionalAppChallenge.us The CAC is open to all students in the 7th Congressional District of Alabama, and registration is open now. Submissions will be judged on the following criteria: quality of the idea, including creativity and originality; implementation of the idea, including user experience and design; and demonstrated excellence of coding and programming skills. The hospital plans to transition into an urgent care facility. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “I am deeply disappointed and saddened by the news that John Paul Jones Hospital in Camden is scheduled to close after 60 years in operation. Many Wilcox County residents have contacted my office to share stories about the lifesaving care their family received at John Paul Jones. My constituents have a simple request which I believe all of us can understand: Save our hospital.” “The staff at John Paul Jones should be commended for their years of service. They have provided incredible care to some of Alabama’s most underserved people, against incredible odds and with limited resources. While we are currently not operating in a stable health care environment and promises cannot be made, I will work tirelessly in the coming weeks to find a solution for John Paul Jones and continue fighting for other rural hospitals across Alabama.” “The truth is that John Paul Jones Hospital is not the only hospital in our state that has been struggling to keep their doors open. As a matter of fact, 80 percent of rural hospital closures since 2010 have occurred in states that didn’t expand Medicaid under the Affordable Care Act. If we do not work together to protect funding for Medicaid and Medicare and increase reimbursements for rural providers, more hospitals will close. In Congress, I have introduced bipartisan legislation to increase Alabama’s Medicare hospital reimbursements by changing a formula that privileges wealthy states over rural, low-income states like Alabama.” “I call on every citizen and elected official in Alabama to fight to protect health care access for all. We cannot do this alone.” ### Rep. Terri A. Sewell (D-AL) is serving her fourth term representing Alabama’s 7th Congressional district. This year’s job fair was hosted at the University of West Alabama in Livingston to promote job opportunities in Alabama’s rural Blackbelt. The job fair featured over sixty major employers hiring in Alabama in industries ranging from the automotive industry to the military to health services. My annual job fair is an opportunity to jumpstart job growth in the 7th District by connecting constituents directly with employers in the area. This year, we brought together employers from the manufacturing industry, health services, the military, and more in order to cater to constituents with a diverse range of work experiences.” “Today was also a chance for me to talk one-on-one with workers and employers from the Blackbelt of Alabama. Sewell Introduces Bipartisan Family Medical Leave Bill | 2017-08-03 | 2017 | 2017-08 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | Washington, D.C. – On Wednesday, August 2, Congresswoman Terri A. Sewell (D-AL) joined Congressman Mike Kelly (R-PA) in announcing the introduction of the Strong Families Act (H.R. 3595), a bill to encourage employers to provide paid family medical leave. The Strong Families Act creates a tax credit for employers who voluntarily offer at least four weeks of paid leave. Senator Deb Fischer (R-NE) and Senator Angus King (I-ME) introduced a companion bill (S. 1716) Tuesday in the Senate. “I’m a strong believer that our workforce needs to be family friendly and that our tax policies should incentivize the behavior we want to see,” said Rep. Sewell. “The Strong Families Act builds on these principles by encouraging employers to provide paid leave for parents to care for sick children, for new mothers who need time off, and for children to care for sick parents. Looking out for America’s working families should be a bipartisan priority, and I’m proud to have worked with Members of Congress from both parties to introduce today’s bill. By using the tax code to incentivize the kind of behavior we would like to see from American employers, we can update workforce practices for how families live and work in the 21st century.” “Strong families make strong communities,” said Rep. Kelly. “Strong communities build a stronger country. I’m happy and proud to sponsor the Strong Families Act and incentivize the private sector to enact workplace policies that will make a difference for families.” “Today we are introducing a new version of paid leave legislation I’ve worked on for years, and I’m proud say we are doing it with bipartisan and bicameral support,” said Sen. Fischer. “For too many families, balancing responsibilities at home and in the workplace is a source of stress. I believe this legislation will positively impact people’s lives and help make paid leave available to more Americans.” “Updating our country’s family leave policies will not only help strengthen families, but will also strengthen our economy,” said Sen. Sewell Introduces Cybersecurity Bills to Protect Elections | 2017-07-28 | 2017 | 2017-07 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | Washington, D.C. – On Friday, Congresswoman Terri A. Sewell (D-AL) introduced two bills to strengthen cybersecurity on federal, state, and local campaigns. The Securing and Heightening the Integrity of our Elections and Lawful Democracy (SHIELD) Act would coordinate cybersecurity efforts between the Department of Homeland Security (DHS) and campaign committees. The E-Security Fellows Act would direct the Election Assistance Commission to establish an E-Fellows Program to train campaign staff on cybersecurity. “Growing cybersecurity threats from Russia and other foreign nations pose serious risks to the integrity of our elections,” said Rep. Terri Sewell. “As a Member of the House Intelligence Committee, I have heard first hand from intelligence officials who warn that unless we develop measures to defend our elections against cyberattacks, our election infrastructure will remain vulnerable. Here in Congress, we have a responsibility to defend our democracy by strengthening cybersecurity in our elections. Cyberattacks are a threat to our campaigns and cybersecurity is a matter of national security that we cannot afford to ignore.” The SHIELD Act would amend the Homeland Security Act of 2002 in order to coordinate cybersecurity efforts between DHS and campaign committees. Under this legislation, DHS would develop a program to update computer security at political campaign committees, share information on cybersecurity risks with such committees, and provide guest lecturer programs with computer security experts to instruct campaign professionals. The SHIELD Act also establishes an Election Security Board of Advisors to make recommendations about securing elections against future cybersecurity threats. The E-Security Fellows Act would amend the Help America Vote Act of 2002 to direct the Election Assistance Commission to establish an E-Fellows Program, training campaign staff on cybersecurity best practices, including how to prevent and respond to cybersecurity threats and incidents targeting political campaigns. Sewell Statement Trumpcare Failure in Senate | 2017-07-28 | 2017 | 2017-07 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | Washington, D.C. – On Thursday night, the Senate voted down the latest version of Trumpcare, a health bill which would result in 16 million more uninsured Americans over the next decade. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “As a representative of a district and state where providers and patients are heavily dependent on Medicaid, Medicare, and Affordable Care Act (ACA) cost sharing reductions and protections, I am relieved that efforts to roll back those protections remain unsuccessful,” said Rep. Sewell. “The partisan repeal effort in the Senate failed because Trumpcare would have eliminated coverage for millions of Americans and raised costs for many more. The Senators who put their constituents’ needs over politics last night by voting against the bill should be commended for their courage. Equally as inspiring are the constituents who have called, emailed, and visited their Members of Congress to speak out for the millions of Americans who would lose health coverage under Trumpcare. While I am grateful that the Senate’s ill-advised bill did not pass last night, we cannot forget that efforts to sabotage the ACA, repeal the protections of the ACA, and dismantle Medicaid and Medicare have not yet been defeated. We must remain vigilant in defending health care for all Americans.” “Now we can start bipartisan efforts to fix the ACA. I am proud to support a five-point health care plan that would address some of the biggest challenges in our health care system with commonsense solutions, like protecting premium assistance, promoting continuous coverage, and protecting essential health benefits. It is time for Republican leaders to work with Democrats, patient groups, our health care providers, and the American people to draft a bill that stabilizes the individual market and increases affordable coverage options for all Americans.” ### Rep. Sewell’s Annual Congressional Job Fair on Thursday, August 3, and her job skills training workshop on Monday, July 31. See the full video from Rep. Sewell’s Facebook Live Town Hall on Jobs and the Economy. “I’m so excited every year to put on my job fair because I know how important it is to connect job seekers with those who offer jobs,” said Rep. Sewell during the town hall. “I’ve adopted a three point strategy for job growth in Alabama’s 7th Congressional District. First, we have to expand skills training in our area – only then can we help constituents close the skills gap and gain the skills they need for 21st century jobs. Second, we need to bring better economic development to the area by attracting employers and providing job fairs and skill training opportunities. Thirdly, we need Congress to act on bipartisan tax reform that makes the U.S. more competitive.” Rep. Sewell will host the 6th Annual Congressional Job Fair at the University of West Alabama in Livingston on August 3, 2017. The Job Fair will host over fifty major employers hiring in Alabama. The meeting follows a rocky start for the Commission, during which voting rights, good government, and privacy advocates voiced serious concerns related to the Commission’s transparency, its request for personally-identifiable voter information, the history of appointed commissioners, and its conduct. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “President Trump’s voting commission is a sham led by politicians with a history of suppressing the vote,” said Congresswoman Terri A. Sewell. “If President Trump is truly concerned about the integrity of our elections, this commission should address some of the real issues our democracy faces, like access to the polls and cybersecurity. Our country is facing a new wave of voter suppression, the Supreme Court has struck down our nation’s most powerful voter protections, and our election infrastructure is out-of-date. The integrity of our elections is at risk, but not from ‘voter fraud.’” “President Trump’s sham commission should raise red flags for every American who cares about the integrity of our democracy, not just because they can’t be trusted with the facts, but because the facts in this case, are our personal, voting information. The Commission has requested personal information of American voters that is generally unavailable to the public, including names, addresses, dates of birth, political parties, voter histories, and the last four digits of Americans' social security numbers. The budget assumes $5.4 trillion in spending cuts over ten years, including half a trillion dollars in cuts to Medicare, and another $1.5 trillion from dismantling the Affordable Care Act and cutting Medicaid and other health programs. Congresswoman Terri A. Sewell (D-AL) releases the following statements: “Budgets are a reflection of our priorities, and in this case, Republican leaders in Congress have made it clear that they prioritize wealthy individuals over working people trying their best to make it in America,” said Rep. Terri Sewell. “To pay for tax cuts for the wealthy, the GOP budget slashes investments in economic development, education, health care, and public safety. Refusing to provide a path to success for working families and struggling Americans is short-sighted and cruel. If Republican leaders want to ‘Build a Better America,’ they cannot abandon seniors, workers, low-income individuals, students, the disabled, and all those who need a hand up.” ### Rep. Terri A. The letter, led by Reps. Terri Sewell (AL-07), Cheri Bustos (IL- 17), Ann McLane Kuster (NH-02), and Donald Norcorss (NJ-01), outlines the importance of apprenticeship and urges the administration to maintain strong levels of funding for apprenticeship initiatives across the country. “When it comes to jobs and workforce development, it’s time for this Administration to walk the walk,” said New Dem Vice-Chair Rep. Terri Sewell. “Rather than slashing the budget for worker training programs, we need to provide more opportunities for American workers to gain the skills and training needed to compete in the modern economy. The workforce development programs which the President cuts in this year’s budget have helped to reduce unemployment in Alabama and have brought veterans back into the civilian workforce. Hardworking Americans deserve more than empty rhetoric on jobs, and I urge this President to make good on his promise for job growth by working with Congress to support and strengthen our proven workforce development programs.” In conjunction with the letter, the New Democrat Coalition is hosting the third of its forums on the Future of Work this week. The forum will focus on workforce development, 21st century skills training, and the opportunities apprenticeship initiatives can offer. The forum will take place on Wednesday, July 19th from 9:00 – 11:00 in Cannon 340. Visit the New Dem Facebook page to watch the livestream. ### Rep. Terri A. By ending the defense sequester, modernizing our military force for the future, and rebuilding our military readiness, the National Defense Authorization Act makes good on our commitment to preserve our national security and support our service members. I am particularly pleased to see that this bill prioritizes the readiness of U.S. Cyber Command, cyber mission forces, and cyber warfare tools and capabilities, including initiatives to strengthen the cyber workforce and strengthen congressional oversight of these capabilities.” “While I am supportive of the funding allocated to these critically important defense programs, I continue to have strong concerns about Congress’ inability to make difficult funding decisions as it relates to our national security priorities. Ultimately, I am deeply concerned that many of these initiatives will potentially be funded at the expense of vital domestic spending programs. While robust funding of our national security is paramount, it is equally as important that we continue to provide essential funding for domestic programs that help educate our children, ensure every American has access to quality and affordable healthcare, and repair our deteriorating infrastructure.” The National Defense Authorization Act for FY18 authorizes $631.5 billion for base budget requirements as well as $64.6 billion for Overseas Contingency Operations. This legislation contains several provisions that would equip, supply, and train U.S. troops; provide resources for them and their families; and set national security policy for threats at home and abroad. ### Rep… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The annual IAA ensures that the programs and activities of the U.S. Intelligence Community (IC), including Department of Defense (DoD) intelligence elements, are ratified in law and have adequate resources to protect the nation from local and foreign threats. Rep. Sewell offered two amendments to the FY18 IAA, including an amendment to strengthen protections against election-related cyber threats, and an amendment to promote in the IC workforce. “Our national security is truly a bipartisan issue and this legislation is a reflection of both parties’ shared commitment to the safety and security of all Americans,” said Rep. Sewell. “This bill helps provide our intelligence community with the necessary resources and capabilities to defend our nation against ongoing and emerging threats around the world.” “One of the greatest threats to our democracy today is the vulnerability of our elections to cyber-attacks. That is why I introduced an amendment to this year’s IAA that provides our lawmakers, election officials, campaigns, and the public with additional information and resources to defend our democracy against emerging cyber threats. Our intelligence community warns that if we do not act on this issue, our democracy will again fall victim to Russian cyber-threats. The cybersecurity of our elections shouldn’t be a partisan issue, and I was proud to see our Committee take a step forward together by passing my amendment.” “The Committee today also accepted my provision to continue to promote diversity in the IC workforce. Led by the New Democrat Coalition, the group includes Congresswoman Terri A. In letters sent this week to secretaries of state and election officials in all 50 states, DOJ asks states to provide voter registration list maintenance procedures and the Commission asks states to provide detailed voter-roll information. Both letters appear to encourage greater voting purges by states. “We have little doubt that if complied with, these letters – issued unilaterally without any vote or public discussion – would lead to an unprecedented, nationwide voter suppression effort,” wrote CBC Chairman Cedric Richmond (D-La.), and Co-Chairs of the CBC Task Force on Civil and Voting Rights, John Conyers, Jr. (D-Mich.), and Congresswoman Terri A. Sewell (D-Ala.). Department of Justice Letter “The letter from the DOJ appears to signal the initiation of a federal effort to prevent lawful voters from being able to vote, either by bullying states into removing such voters from their rolls, or by suing the states outright. We have previously seen such purging efforts conducted at the state level, littered with errors and inaccuracies, and inevitably performed in a manner which discriminates against minority voters.” White House Voter Fraud Commission Letter “We also have grave concerns that compliance with Mr. Kobach’s letter would result in unprecedented violations of American’s privacy rights and potentially violate federal law. The breadth of the information requested, including name, address, birth dates, political party affiliation, voting history, Social Security numbers, and military status, among other personal information is not only overwhelming, but chilling from a civil rights and liberties pers… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Sewell (D-AL) and Congresswoman Gwen Moore (D-WI) led a letter with 41 Members of the Congressional Black Caucus, urging Secretary of Education Betsy Devos to provide clarity in denied Upward Bound grants to Historically Black Colleges and Universities (HBCUs) as well as targeted assistance to HBCUs. During the FY17 grant period, a concerning number of HBCUs lost funding for their Upward Bound programs, many for non-substantive errors such as font or file format. “Historically Black Colleges and Universities are an integral part of our nation’s education system and our history,” said Rep. Terri Sewell. “For many of my constituents, these schools are where the first member of their family went to college and where the next generation is getting their degree. The Upward Bound program has been a critical asset to these HBCUs by providing millions of students with the security of an academic support system that can eliminate achievement gaps existing between the rich and the poor and between HBCU students and those who attend other institutions. Denying HBCUs this lifeline of support puts students at risk and our history at risk. We’re calling on Secretary Devos to work with Members of Congress to identify and address the issues that have led to such a devastating loss on our HBCU campuses.” “As the TRIO Caucus co-chair and an Upward Bound graduate, I am deeply concerned about the denial of grant funding to HBCUs. Upward Bound played an essential role in shaping my academic and professional success,” said Rep. Gwen Moore. “Funding must continue in order to ensure that future generations have access to these resources. We hope that Secretary DeVos will respond to this letter affirming her commitment to Upward Bound students at our historically Black colleges. This administration should work to mitigate disparities not aggravate them.” Included among HBCUs which lost Upward Bound grants is Miles College, which has had an active Upward Bound progr… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The Commission is led by Kansas Secretary of State Kris Kobach, who has a history of voter suppression and who has received wide condemnation from civil liberties and civil rights groups. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “President Trump’s election commission is a sham, led by a Secretary of State whose only qualification is that he disenfranchised more voters over the past decade than any other state lawmaker,” said Rep. Sewell. “The commission’s request for personal voter data should be alarming for any American who values their privacy, security, or the integrity of our elections. Handing over information on our voters to an Administration that has no respect for the facts will only lay a foundation for national voter suppression efforts.” Rep. Terri Sewell is the Vice Chair of the Commission on Protecting American Democracy from the Trump Administration. The group will investigate voter suppression, the “voter fraud” myth, and strategies for modernizing the voting process to provide more Americans better access to the polls. Other members include the Commission’s Chair, Jason Kander, and California Secretary of State Alex Padilla, who has refused to turn over state voter data to Trump’s Election Commission. President Trump, after losing the popular vote in the 2016 presidential election, has repeatedly claimed that “millions” of illegal votes were cast. As head of Trump’s Election Commission, Kansas Secretary of State Kris Kobach is one of the only advocates for Trump’s baseless voter fraud claims. Kobach has a well-documented history of creating barriers to voting in his home state of Kansas, where he drafted requirements for documentary proof of citizenship to register to vote, which have been tied up in cou… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Sewell Sponsors Bill to Improve Medicare Advantage for Chronically Ill Seniors | 2017-06-29 | 2017 | 2017-06 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | WASHINGTON – Congressman Terri A. Sewell (D-AL) cosponsored the introduction of H.R. 3044, bipartisan legislation that allows Medicare Advantage insurance plans to offer a wider array of benefits to chronically ill enrollees. The legislation waives uniformity requirements among Medicare Advantage plans and allows insurers to offer plans better tailored to meet the individual needs of patients with chronic illness. “Many benefits necessary to improving health outcomes and quality of life for our seniors affected by chronic illness are not traditionally covered by Medicare Advantage,” said Congresswoman Sewell. “For the 363,000 Alabamians enrolled in Medicare Advantage who suffer from one or more chronic illnesses, our bipartisan bill will enable better care coordination so they can access the benefits that meet their needs, including transportation services, nutrition programs, in-home support services, and more. Protecting our seniors’ health should not be a partisan issue, and I’m proud to have worked across the aisle to introduce bipartisan legislation to help seniors living with chronic conditions, like so many in Alabama.” The legislation was introduced by Congressman Patrick Meehan, and other original co-sponsors include Reps. Leonard Lance (R-N.J.), Diana DeGette (D-Colo.), and Joseph Kennedy (D-Mass.). “Increasing rates of chronic illness among older Americans and an aging population are real challenges for our health care system,” said Congressman Meehan. “Chronic illnesses account for 70 percent of deaths in Pennsylvania each year, and seniors with chronic conditions are more likely to visit an emergency room or require hospitalization. More than a million seniors in Pennsylvania utilize Medicare Advantage plans. This bill will help seniors obtain a Medicare Advantage plan with benefits that best meet their needs. The result will be improved care and services for seniors coping with diabetes, arthritis and other chronic conditions.” “Many New Jerseyans count on Medicare Advantage,” said Congressman Lance… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Sewell Statement on CBO Report for Senate TrumpCare Bill | 2017-06-27 | 2017 | 2017-06 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | Washington, D.C. – On Monday, the Congressional Budget Office (CBO) published a report highlighting the severe cost and impact of the Senate’s TrumpCare legislation. The new CBO analysis shows that the bill would eliminate health insurance for an estimated 22 million Americans and raise health care costs for seniors and working families. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “This week’s report from the Congressional Budget Office makes it clear that the Republican repeal bill was never about ‘health care reform,’ it’s about cutting taxes for the wealthy. The facts show that the latest TrumpCare bill would eliminate health insurance for 22 million Americans, raise premiums on low-income seniors by 280 percent, and force many Americans onto insurance plans that fail to cover essential health services. If Republicans are really committed to improving health care in this country, they need to go back to the drawing board and work on bipartisan legislation with input from patients, health care providers, and the public. No more backroom meetings, no more secret drafts, it is time for an open debate on health care that puts our constituents’ needs first.” The CBO’s estimates of insurance coverage, premiums and federal spending are influenced by the fact that the office’s forecast covers a ten-year period. Many of the worst cuts to health care in the Senate’s bill are tilted toward the latter part of the next decade, essentially hiding the cuts from the CBO’s analysis. Since the release of the Senate’s TrumpCare bill last week, patients groups, hospitals, doctors, and seniors groups have announced their strong opposition to the bill. Analysis by the Center for American Progress suggests that coverage losses under the Senate Health Care Repeal Bill could result in 18,100 to 27,700 additional deaths by 2026. ### Rep. Terri A. Sewell Statement on Senate TrumpCare Bill | 2017-06-23 | 2017 | 2017-06 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | Washington, D.C. – On Thursday, Senate Republicans unveiled a TrumpCare discussion draft after weeks of secrecy and closed-door discussions. The new version of the health care repeal bill would eliminate insurance for millions of Americans, make deep cuts to Medicaid, gut key coverage protections, and drive up health care costs for older Americans and working families. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “It is clear why Senate Republicans kept their new TrumpCare draft secret for so long – it’s an attack on the health and wellbeing of our constituents,” said Rep. Sewell. “In order to fund tax cuts for the wealthy, the Senate health care repeal draft makes deep cuts to Medicaid and drives up health care costs for older Americans and working families. The end result will be millions more uninsured Americans and significantly reduced reimbursements for small health care providers and rural hospitals. In rural America, these health care policies will bankrupt our rural hospitals and leave working families without access to the care they need. Health care should be a right, not a privilege, but this week’s TrumpCare Senate draft scraps that principle in favor of tax breaks for the wealthiest Americans.” “Make no mistake, the loss of federal health care support from this harmful legislation would require the Alabama legislature to raise taxes, reduce services, or kick vulnerable recipients off of the program. Simply put, the cuts to Medicaid in the Senate’s draft of TrumpCare would impact all of us, through longer waiting times for all patients, and the closures of hospitals and primary care practices that cannot withstand deep cuts to such a large portion of their revenue. Regardless of how one gets health insurance in Alabama, we all have much to lose under TrumpCare.” Since its release on Thursday, patients groups, hospitals, doctors, and seniors groups have announced their strong opposition to the Senate TrumpCare draft. Four years after the Supreme Court’s decision to gut the Voting Rights Act in Shelby County v. Holder, the VRAA addresses a wave of voter ID laws, racial gerrymandering, and other voter suppression tactics enacted at the state level. Watch a video stream of today’s #RestoreTheVOTE Speak Out. “Today, I’m introducing the Voting Rights Advancement Act (VRAA) because I believe that the right to vote is one of the most fundamental rights in our democracy,” said Rep. Terri Sewell. “As state after state create new barriers to the polls, our work to prevent discrimination and protect the rights of all voters has taken on a new urgency. The time to restore the vote is now.” “On the eve of the 50th anniversary of the signing of the Voting Rights Act of 1965, I urge my colleagues to recommit ourselves to restoring the promise of voter equality. We cannot silence any voices in our electorate. Our nation will cease to be a democracy if we limit access to voting.” In support of the VRAA, Members of Congress, advocates and allies gathered on the Capitol grounds Thursday for a speak out. Speakers at the event included Democratic Leader Nancy Pelosi, Democratic Whip Steny Hoyer, Assistant Democratic Leader James Clyburn, House Democratic Caucus Chair Joseph Crowley, Reps. John Lewis, Terri Sewell, Judy Chu, Michelle Lujan Grisham, John Conyers, Marc Veasey, Sen. Patrick Leahy, Sen. Amy Klobuchar, NAACP Washington Bureau Director Hilary Shelton, The Leadership Conference President Vanita Gupta, ACLU Political Director Faiz Shakir, and AAJC Director of Census and Voting Programs Terry Ao Minnis. The Reducing Barriers for Relative Foster Parents Act makes it easier for foster children to be placed in the home of a family member by encouraging states to update their foster care systems to promote such placements. Children raised by relatives experience increased stability, greater safety and permanency, and better behavioral and mental health outcomes. In an op-ed jointly released today, Reps. Sewell and Smucker made the following statement: “For the children in our foster care system, these changes could mean the difference between finding a permanent loving home with their family or continued instability. Updating foster care standards will also provide foster parents and human resource caseworkers with consistent and coherent licensing standards that put the well-being of our children first. The Reducing Barriers for Relative Foster Parents Act is an opportunity for both parties to work together to address these challenges with a commonsense solution that helps keep families together.” “When it comes to finding loving homes for children, there are no Republicans or Democrats -- just mothers and fathers, aunts and uncles, and sons and daughters who believe each child should have a bed to be tucked into at night in a loving home.” As a Member of the Ways and Means Subcommittee on Human Resources, Rep. Sewell regularly addresses issues relating to child welfare and the foster care system. This May, Rep. Sewell hosted a foster youth from Birmingham in Congress as part of Foster Youth Shadow Day, a program which gives young people who have interacted with the foster care system the chance to follow a Member of Congress for the day, learning about representative government while sharing their understanding and experiences about foster care with Members. ### Rep. Four years after the Supreme Court’s decision to gut the Voting Rights Act in Shelby County v. Holder, the VRAA addresses a wave of voter ID laws, racial gerrymandering, and other voter suppression tactics enacted at the state level. SPEAKERS: Reps. John Lewis, Terri Sewell, Judy Chu, Michelle Lujan Grisham, James Clyburn, Joseph Crowley, Sen. Patrick Leahy, NAACP Washington Bureau Director Hilary Shelton, The Leadership Conference President Vanita Gupta, ACLU Political Director Faiz Shakir, and AAJC Director of Census and Voting Programs Terry Ao Minnis. WHEN: Thursday, June 22, 2017 10:30 AM – 11:30 AM WHERE: The East Capitol Lawn between the U.S. Capitol and the Library of Congress, Jefferson Building BACKGROUND: On June 25, 2013, the Supreme Court decided Shelby County v. Holder, striking down Section 5 of the Voting Rights Act after nearly fifty years of successful enforcement. On the fourth anniversary of the court’s decision lawmakers and voting rights advocates are coming together for a speak out to support voting rights legislation, including the Voting Rights Advancement Act (VRAA). The VRAA seeks to restore full protections to the Voting Rights Act (VRA) of 1965 and address the Supreme Court’s decision in Shelby County v. Holder by creating a new coverage formula that applies to states with repeated voting rights violations in the last 25 years. Should this week’s legislation pass into law, 13 states nationwide would be subject to federal election oversight due to a recent history of voter discrimination. ###Rep. Terri A. Children raised by relatives experience increased stability, greater safety and permanency, and better behavioral and mental health outcomes. “We need to do everything in our power to make the foster care system family-friendly, and the Reducing Barriers for Relative Foster Parents Act takes an important step in that direction,” said Rep. Sewell. “Today’s vote in the Ways and Means Committee sent a strong message that helping our foster youth find permanent and loving homes is a bipartisan priority with strong support on both sides of the aisle. I was proud to introduce this bipartisan legislation with Rep. Smucker, and I look forward to our bill receiving a vote on the House floor.” “Every child deserves a loving home,” said Rep. Smucker. “In 2015, more than 670,000 American children – and more than 16,000 in Pennsylvania – spent time in foster care. There are countless family members of foster children who are willing and eager to accept these children into their home. We should be making that process easier for family members – not tying them up in bureaucratic red tape that extends the amount of time children spend in foster care. Congresswoman Terri A. Sewell (D-AL), a Member of the Ways & Means Committee, questioned Sec. Tom Price on President Trump’s failure to fulfill previous commitments to protect Medicaid funding and to fully fund other health commitments. Watch Rep. Sewell’s full remarks in the HHS hearing with Sec. Tom Price. “President Trump’s failed promise to protect Medicaid, Medicare, and Social Security will go down as one of the most damaging backtracks in recent presidential history,” said Rep. Sewell. “No spin from HHS Secretary Tom Price can disguise the fact that this Administration’s cuts to Medicaid will leave millions without health coverage, hurt struggling hospitals, and limit access to care for our most vulnerable children. In addition, the HHS budget proposed by our President cuts the Temporary Assistance for Needy Families (TANF) program, strips rehabilitation services, and defunds NIH health research at institutions like the University of Alabama at Birmingham. I believe we need to recommit ourselves to addressing the health challenges our country faces, not back away from those challenges and the patients who need our support.” ### Rep. Terri A. Rep. Terri Sewell releases the following statement: “I voted against the Wrong CHOICE Act because it erases financial protections for American families and eliminates the safeguards enacted to protect against another financial crisis,” said Rep. Sewell. “In Alabama, we all remember the devastating impact the recession had on families in our communities. Between the home foreclosures, rising unemployment, and the families whose dreams were stripped away to pay for Wall Street's mistakes, it is hard to forget. It is unacceptable that only a decade later, Congress is rolling back key financial reforms enacted under the Obama Administration. We cannot go back to a time when predatory lenders and other bad actors abused consumers and brought our economy to the brink of collapse.” H.R. 10 would dismantle consumer protections for seniors, service members and people saving for their retirement and also endanger market stability and undercut financial regulators’ ability to police threats to the financial system. Rather than protecting consumers, the Financial CHOICE Act would gut the Consumer Financial Protection Bureau, an agency which has returned nearly $12 billion worth of compensation to 29 million wronged Americans. ### Rep. Terri A. Sewell (D-AL) releases the following statement recognizing their sacrifices: “On this Memorial Day, we once again recognize and pay tribute to the incredible dedication and bravery of men and women who chose to defend our country, and in doing so, gave their lives in order to uphold the freedoms we all enjoy. We as Americans owe our continued liberty and independence to these men and women who made the ultimate sacrifice on the battlefield. As festivities commence this Memorial Day, it is important that we remember how extraordinary our Armed Forces are in maintaining our great democracy. “Let us also never forget the families that mourn the loss of loved ones and those who have returned home yet face ongoing challenges. Even as war continues around the globe, those who fight on our behalf and those who support them back home, make the American dream a closer reality with every passing day. It is because of these selfless sacrifices that our veterans and their families should always be a priority and the benefits they have rightly earned should never be in question. Their commitment to upholding our freedoms requires that we do no less for them. “As we assemble for backyard cookouts and family gatherings, let us remember that our democracy and the freedoms we share are not republican or democratic issues, they are not conservative or liberal ones, they are uniquely American values. For that reason, we should all be proud!” ### Rep. Terri A. Sewell (D-AL) is serving her fourth term representing Alabama’s 7th Congressional district. Sewell is Vice Chair of Commission on Protecting American Democracy from the Trump Administration | 2017-05-25 | 2017 | 2017-05 | Democrat | House | AL | Terri Sewell | S001185 | sewell.house.gov | legacy | Washington, D.C. – Today, the Democratic National Committee (DNC) announced the launch of the Commission on Protecting American Democracy from the Trump Administration. The group will investigate voter suppression, the “voter fraud” myth, and strategies for modernizing the voting process to provide more Americans better access to the polls. The new Commission comes in response to the Trump Administration’s Presidential Advisory Commission on Election Integrity. “When it comes to protecting voting rights for all Americans, we cannot trust the Trump Administration to get the facts right,” said Rep. Sewell. “Time after time, President Trump has chosen to recite baseless ‘voter fraud’ claims rather than taking on real issues like voter suppression. Our Commission will document and report on today’s wave of voter suppression tactics and provide recommendations for strengthening access to the polls for all Americans. One person, one vote is a fundamental principle of our democracy, and I am proud to be part of a Commission that seeks to protect and advance voting rights.” The Commission will work to discredit the Presidential Advisory Commission on Voter Fraud by debunking the myth of widespread voter fraud in America and demonstrating the difficulty of voting in areas affected by voter suppression. The Commission will also highlight and promote best practices for making voting easier and dismantling obstacles to casting a ballot. Jason Kander, President of Let America Vote and former Missouri Secretary of State, will chair the Commission with Congresswoman Terri Sewell (D-AL) serving as Vice-Chair. Members of Congress and state and local elected officials also join the Commission to offer diverse experience in legislating to protect voting rights and administering fair and accessible elections. ### Rep. The Congressional Foster Youth Shadow Program gives young people who have interacted with the foster care system the chance to follow a Member of Congress for the day, learning about representative government while sharing their understanding and experiences from foster care with Members. “This Foster Care Month, I am recognizing the more than 400,000 children in our foster care system as well as the families, caregivers, and community organizations who work so hard to provide them with loving, stable homes,” said Rep. Sewell. “Here in Congress, we must continue our work to strengthen the foster care system to ensure that it provides safety, permanency, and wellbeing for children in need. The young people visiting the Capitol this Wednesday were able to share an important perspective on how we can work to build a better foster care system that supports one of our nation’s most vulnerable groups.” Khadejah Moore is from Birmingham, Alabama. She lived for five years in the foster care system. Through the help of her foster family, Khadejah was able to graduate high school in the top ten percent of her class with an advanced diploma. In May of 2017, Khadejah graduated cum laude from Alabama State University, an HBCU in Montgomery, Alabama. Rep. Sewell is a member of the bipartisan Congressional Caucus on Foster Youth, which brings Members of Congress together to discuss the challenges facing foster youth and develop bipartisan policy initiatives. In 2016, Rep. Sewell hosted a child welfare listening tour in order to learn about issues facing foster youth in Alabama, including the impact of substance abuse on foster youth families, the court system, and how preventive services can help keep families together. For sick patients in states which waive essential health requirements, CBO predicts that healthcare coverage could become unaffordable and likely unattainable. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “Today’s new score from the CBO confirms that Trumpcare still contains the same terrible policies that have mobilized Americans nationwide against the GOP healthcare repeal bill,” said Rep. Sewell. “This bill remains a bad deal for Alabamians – eliminating coverage for 23 million Americans, cutting Medicaid by $834 billion and penalizing older Americans and those with pre-existing conditions. That is a lose-lose proposition for the American people.” “Make no mistake, a bill that kicks 23 million people off of insurance will cost lives. Our access to affordable care is a fundamental right, not a privilege, and I will continue to oppose any legislation that takes that right away from millions of Americans.” ### Rep. Terri A. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “President Trump's budget takes aim at working families, rural Americans, the disabled, underserved communities, and those who struggle to make their voices heard in our democracy,” said Rep. Sewell. “Leaving those Americans behind is not only a failure in compassion, it is utterly short-sighted when it comes to growing our economy and making America competitive. In areas like healthcare, education, agriculture, and research, Trump's budget will have devastating consequences for Alabama. What makes our country great is our willingness to extend a hand up to those who need it most, and that's a value which Trump's budget cuts.” Over the next decade, President Trump’s budget would slash more than $1.4 trillion from Medicaid, a health program covering nearly 70 million Americans. The budget also cuts $192 billion from nutritional assistance, and $72 billion from disability benefits, and would eliminate loan programs which subsidize college education for low-income families. Trump’s proposal would cut funding for the National Institutes of Health (NIH) by more than $5 billion. Federally subsidized crop insurance would face a 36 percent cut, and President Trump’s budget proposes elimination of USDA’s rural economic development program and defunds the Delta Regional Authority and the Appalachian Regional Commission. ###Rep. On Tuesday, May 16, 2017, NeighborWorks America, a congressionally chartered nonprofit committed to expanding affordable housing and community development, announced new grant awards to the Community Service Programs (CSP) of West Alabama, Inc. and Neighborhood Housing Services (NHS) of Birmingham, Inc. NeighborWorks awarded CSP a grant of $170,500 and NHS a grant of $111,500. Congresswoman Terri A. Sewell (D-AL) releases the following statement commending the two organizations: Home ownership is a point of pride, security, and stability for individuals and their families. It is a key component to achieving the American dream, said Rep. Sewell. The grants announced this week by NeighborWorks America are going to two local organizations that have helped to provide people in our communities with access to decent, safe and affordable housing for decades. For families struggling to make ends meet, their support is indispensable. NeighborWorks' investment in Alabama is going to give families in my district a shot at building a life they otherwise would not have access to. In fiscal year 2016, NeighborWorks America leveraged $91 dollars of other investments for every $1 of appropriated grants provided to the organization resulting in a direct investment of $7.1 billion in communities across the country. That year, the NeighborWorks network assisted over 360,000 families and helped to create 21,000 new homeowners. ### Rep. Terri A. On Tuesday, the Department of Justice (DOJ) announced the appointment of Robert Mueller as special counsel to investigate Russian interference in the 2016 election and possible ties between Russian officials and U.S. persons. Congresswoman Terri A. Sewell releases the following statement: The appointment of a special counsel to lead an investigation is an important step forward. Robert Meuller is a respected legal mind who knows our intelligence community and has earned the trust of lawmakers from both parties. I hope that his leadership will help restore the public's confidence that Russia's attack on our elections will be investigated thoroughly and independently. The appointment of Robert Mueller as special counsel in no way eliminates the need for a thorough investigation by the House Intelligence Committee. As a Member of that Committee, I will continue my work to get to the bottom of Russia's attack by following the facts wherever they lead. I believe that the House Intelligence Committee will also have a role in ensuring that the new special counsel receives whatever resources he needs to conduct a full investigation. ### Rep. Terri A. Despite an absence of any evidence demonstrating widespread voter fraud in American elections, President Trump has falsely and repeatedly claimed that millions of ineligible voters cast ballots in the 2016 presidential election. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “Donald Trump has done more to undermine the legitimacy of our democracy than any president in recent history,” said Rep. Sewell. “Today’s executive order uses a fake issue to cast doubt on the integrity of our elections all while laying the foundation for laws that disenfranchise our nation’s minority voters. If President Trump is truly interested in strengthening the security of our democracy, his first priority should be to ensure that our elections are protected from Russian interference. That is an issue founded on real evidence confirmed by 17 of our nation’s intelligence agencies. If this President wants to protect that sanctity of our vote, he should support an investigation into voter suppression tactics and work with Congress to restore the Voting Rights Act (VRA). But instead, President Trump has chosen to funnel our taxpayer dollars into a sham commission that confirms his worst biases.” On March 8, 2017, Reps. Elijah Cummings, Terri Sewell, Derek Kilmer, and 51 other House Democrats sent a letter to Vice President Mike Pence urging the Administration to investigate voter suppression as part of any investigation into voting irregularities in the 2016 elections. Rep. Sewell has repeatedly urged the Administration to stop offering false information on voter fraud and to refocus its efforts on preventing voter suppression. Millions of eligible voters, including an estimated 250,000 Alabamians, do not have the required identification to vote in elections where strict ID laws are present. ### Rep. Terri A. The Congressional Budget Office (CBO) reports that, should the bill become law, an estimated 24 million Americans will lose healthcare coverage. Congresswoman Terri A. Sewell (D-AL) releases the following statement: “The passage of today’s healthcare repeal bill was a tragic case of Republican leadership putting politics over people.” said Rep. Sewell. “The GOP rushed this bill through the House without pausing to get a full estimate of what it will cost or how many lives it will impact. That’s legislative malpractice. I voted against TrumpCare because we know it will drive healthcare prices up for working families all while lowering the quality of coverage they receive. I opposed this bill because it will force older Americans to pay premiums five times higher than what others pay for health coverage, while at the same time shortening the life of the Medicare Trust Fund that many seniors depend on. I voted no because TrumpCare will gut essential health benefits, and because my constituents deserve better. Today’s bill is a disaster for Alabama and a raw deal for the American people.” ### Rep. The deal includes an increase in funding for historic preservation, health research, student aid, and healthcare benefits for coal miners. “This week’s bipartisan omnibus bill was a reminder of what we can accomplish when both parties work together,” said Congresswoman Terri A. Sewell (D-AL). “The historic preservation funds included in the omnibus are going to have a real impact for Alabama, which is home to some of our nation’s most important civil rights sites as well as many of our historically black colleges and universities (HBCUs). For students in my district, the omnibus includes investments in programs like Head Start, TRIO, and GEAR Up, and reinstates year-round Pell Grants, which is both a victory for Alabama students and the institutions where they learn. In addition, the bill bolsters our investment in the medical research conducted through NIH. For coal miners, the omnibus keeps our promise that, in exchange for their dangerous work, our government will protect our miners’ healthcare benefits. Taken as a whole, this legislation makes a strong investment in many of my district’s top priorities.” The omnibus bill which passed on Wednesday includes $2 million in federal funding for the preservation of the Selma to Montgomery National Historic Trail, $13 million for the preservation of historic sites associated with the civil rights movement, and $4 million for historic preservation of HBCUs. Congresswoman Terri A.
