But BEAD rules stipulate that locations already awarded funding under certain other federal programs—like the $20.4 billion Rural Digital Opportunity Fund (RDOF) program created in 2019 and administered by the Federal Communications Commission—are ineligible for a BEAD grant. According to the Governor’s office more than 80,000 locations in Arizona currently have RDOF commitments, making them ineligible for BEAD funding. However, some internet service providers in Arizona under contract with the RDOF program have shown no signs of progress and appear to have a high risk of defaulting on their commitments to provide internet service.
