In addition to Senator Feinstein, the comments were submitted by House Judiciary Committee Chairman Jerrold Nadler (D-N.Y.), House Immigration and Citizenship Subcommittee Chair Zoe Lofgren (D-Calif.), House Appropriations Chairwoman Nita M. Lowey (D-N.Y.), House Homeland Security Appropriations Chairwoman Lucille Roybal-Allard (D-Calif.) and Senate Subcommittee on Border Security and Immigration Ranking Member Dick Durbin (D-IL). As noted by the members, the proposed fee increase is based on an incomplete and flawed cost analysis, undermining Congress' ability to conduct oversight. It would also prevent poor families and vulnerable individuals from obtaining immigration benefits, including naturalization, and would make no measurable improvement to USCIS's historically high case backlog. Background: On November 14, 2019, the Trump administration proposed to increase fees for immigration benefits by a weighted average of 21 percent and eliminate almost all fee waivers and exemptions. When viewed as a whole, this proposal appears to be a pretext to make the U.S. immigration system inaccessible to working class families. The administration seeks to impose a new fee for asylum applicants, making the United States one of only four countries, alongside Iran, Fiji, and Australia, to charge a fee for this important form of humanitarian protection. In addition to authorizing military and defense spending for the upcoming fiscal year, this year's NDAA establishes a 12-week paid family leave policy for federal employees and provides a much-needed pay raise for military personnel. The bill also includes seven key provisions authored by U.S. Rep. Pete Aguilar. The amendments to the NDAA were adopted in July 2019 when the House originally passed the bill. The NDAA also includes a provision to protect jobs from downsizing at March Air Reserve Base as a result of an amendment cosponsored by Rep. Aguilar. Of the seven amendments he offered, all were approved by the Senate and included in the final version of the bill, which will soon be signed into law by the president. The bill will: Expand the types of education military spouses can pursue using the tuition benefits offered under the Military Spouse Career Advancement Account to include associate and bachelor's degrees as well as technical and vocational training. Ensure military service members are debriefed on how to file claims and where to send the necessary documents to receive veterans' benefits as they transition to civilian life. Prohibit the Department of Defense from participating in the deportation of service members or honorably discharged veterans with Deferred Action for Childhood Arrivals (DACA) or Temporary Protected Status (TPS). Directs the Department of Defense to provide guidance on how to apply for citizenship to immigrants who serve in the U.S. military and are transitioning to civilian life. Allow students attending one or two-year certificate programs to qualify for the Department of Defense Cyber Scholarship Program. U.S. infant mortality rates are higher than 33 other similarly wealthy countries, and more than 50,000 American women per year experience severe complications in pregnancy that adversely impact their health. These largely preventable tragedies at birth are most often found in communities of color. In addition, our nation has made some of the slowest progress in the world in reducing stillbirth rates, has unacceptably high rates of preterm births and cesarean sections, and is not adequately diagnosing and treating postpartum depression.
