The disaster assistance bill includes $81 billion in assistance for communities impacted by recent storms, fires, hurricanes, and other natural disasters. It passed the House by a vote of 251 to 169. The continuing resolution, which will fund the government through January 19, 2018, passed the House by a vote of 231 to 188. Although there is more work to be done, the disaster assistance bill and continuing resolution approved in the House today are a step in the right direction. As part of its $81 billion in support for recovery efforts in communities impacted by recent natural disasters, including Georgia, Texas, Florida, California, Louisiana, Puerto Rico, and the U.S. Virgin Islands, the disaster assistance bill provides $3.8 billion for agriculture recovery efforts. I am especially pleased the bill includes my provisions that finally identify cotton seed as a named commodity. This important designation means cotton seed can now be eligible for Title I Agriculture Risk Coverage and Price Loss Coverage programs, which will go a long way in assisting with recovery efforts. Unfortunately, the supplemental fails to include important reforms I put forward on the Tree Assistance Program (TAP). These reforms would have made TAP more effective and responsive to the needs of orchardists and tree growers, like those in the pecan industry, who sustained damage by natural disasters. However, I am working with Senate colleagues to include these reforms in the Senate version of the bill. Although the continuing resolution is not a long-term, comprehensive measure, as I would strongly prefer, it includes a much needed extension of the Childrens Health Insurance Program (CHIP). CHIP provides health insurance for 9 million children across the country. Despite President Trumps assurance that he will not attack the middle class, the Ryan-McConnell tax bill will heavily burden Georgias working and middle-income families. It fails to account for a $2.4 trillion-federal revenue loss over the next decade a loss created by giving tax cuts to the wealthiest 1 percent of Americans and it fails to uplift the very families that Trump promised would never be forgotten again. The nonpartisan Tax Policy Center confirmed the pitfalls of this framework when they reported that the Ryan-McConnell tax bill would raise taxes on 47 million Americans, significantly increase the deficit ($1.7 trillion in the House version of the bill), and slow the economy long term. When GOP politicians claim that their tax cuts help the average American, they are lying. As the Georgia Budget and Policy Institute notes, the middle income and working people in Georgia would see minimal gains, and could expect an average annual tax cut of $260 in the short term. Before Barack Obama signed an executive order in 2015 limiting the transfer of certain types of military equipment under the Pentagons 1033 Program, the Department of Defense transferred more than $5bn in surplus military equipment directly to police agencies across the nation. Because of lax oversight, some of the equipment has gone missing or been sold, possibly falling into the hands of wrongdoers. The Pentagon program creates a pipeline that bypasses normal city council and county commission procurement processes, enabling police departments to acquire expensive-to-maintain and often unneeded military equipment directly from the Pentagon without the approval or even knowledge of government officials elected by citizens. This is undemocratic and cedes too much power to unelected bureaucrats. The citizens are left to pay the price when these military toys are put into the anxious hands of often untrained local law enforcement. The GOP’s reciprocity bill would force states with strong standards for deciding who may carry concealed guns to accept concealed carry by persons from states allowed to carry according to little or no requirements, and who may not even be issued a permit. Conceal Carry would make it impossible for law enforcement officers to verifying whether a person’s permit is valid as they travel from state to state. The Johnson-Raskin amendment would ensure that law enforcement officers could still investigate whether people are carrying legally beyond a brief investigatory stop and allow officers to detain a person in possession of a concealed firearm for a reasonable period of time while verifying that the person is carrying valid photo identification and a valid permit. “Our amendment would help to protect and support law enforcement officers and the public safety judgements they make as they carry out their duty to protect and serve law abiding citizens, including women and children,” said Johnson. “This amendment makes the bill stronger and protects law enforcement, permitting them to carry out their responsibilities without undue fear of civil lawsuits and liability for the payment of attorney’s fees.” The amendment failed along party lines. SIGTARP’s audit discovered statewide mismanagement by Georgia’s Department of Community Affairs (DCA), which is the state’s housing finance agency and Treasury’s HHF contractor. Known locally in Georgia as the HomeSafe program, HHF promised $7.6 billion to States with high unemployment and home value losses. In 2010, Georgia was included in the third round of funding. To date the State has received over $300 million, of which only $130 million remain available to assist Georgian homeowners. According to SIGTARP, there are currently 22,000 Georgians who are behind in their mortgage payments. Although DCA’s HomeSafe Georgia website states that the Mortgage Payment Assistance and Mortgage Reinstatement Assistance programs are closed to new applicants, HomeSafe Georgia’s Mortgage Principal Reduction program is still accepting new applicants.
