| https://johnlewis.house.gov/media-center/press-releases/rep-john-lewis-government-shutdown | Rep. John Lewis on Government Shutdown | 2018-12-22 | 2018 | 2018-12 | Democrat | House | GA | John Lewis | L000287 | johnlewis.house.gov | legacy | Early this morning, the Democratic leaders of the House and Senate issued the forwarded statement regarding the shutdown of the federal government. Republicans run the House, Senate and the White House. That means without one Democratic vote, they have the power to pass federal funding legislation. Their conference is split, unable to keep the government open, and the American people are paying for it. Thousands of American families will come up short during this holiday seasonplans will be cancelled, bills will be left unpaid, and some families teetering on the brink will slip into poverty. In Atlanta, in particular where many hundreds of federal employees work, and throughout Georgia, all regional federal agriculture services will cease, regional Department of Justice employees, IRS and Treasury workers, National Park Service workers, public-private partnership program workers like those in the Georgia Council of International Visitors, federal housing employees and thousands more cannot return to work until the government is funded. This is the bitter result of an unwillingness to compromise. Instead of building a coalition of consent, the president has decided to hold Americans hostage to force funding of an albatrossa $5 billion border wall he said Mexico would pay for. When will Republican leaders face what history has already taught us that peaceful diplomacy, fair trade agreements, and humane foreign policy is the strongest form of border security. It is my hope that our government will come to its senses and that Republican leaders will act swiftly and responsibly to reopen the federal government. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||

I hope everyone had a Happy Hanukkah. May the gift of love, peace and happiness be yours this season. OFFICER'S FUNERAL: This week, I attended the funeral of slain DeKalb County Police Officer Edgar Isidoro Flores, who was shot and killed while making a routine traffic stop in DeKalb County. I was honored to present a U.S. Citizen of Distinction recognition for Officer Flores to his family at the service. Officer Flores would have turned 25 this week. He was engaged to be married and is being remembered as a hero. For more, click HERE. GOOGLE: Last week, as the Ranking Member of the Judiciary Subcommittee Courts, Intellectual Property and the Internet (IP), I questioned Google CEO Sundar Pichai on the importance of consumers' digital privacy. For more on my exchange, click HERE. To watch the video, click HERE. IMMIGRATION: I also had some time to question Kirstjen Nielsen, Secretary of Homeland Security, about the death of Jakelin Caal, a seven-year-old girl who died this month in Customs & Border Patrol custody. I also had some hard-hitting questions on family separation and the administration's failure to properly track the children and reunite them with their families. For more, click HERE. ACA: Since the Affordable Care Act was established in 2010, residents of the great state of Georgia and America have benefited from the law. Here's what it does: Provides lifesaving protections for Americans with pre-existing conditions; Prevents insurers from imposing lifetime limits & annual caps on health care; Women cannot be charged more for health coverage just for being women; It expands Medicaid so it can cover 15 million more people; Creates marketplace tax credits that help up to 9 million more people; Puts in place tax credits for small businesses to provide health coverage; Children and young adults can remain on their parents' insurance until age 26; It helps seniors pay for prescripti… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Bishop, Jr. (GA-02), Ranking Member of the U.S. House Appropriations Subcommittee on Agriculture, delivered the following statement on the floor of the U.S. House of Representatives on the continuing resolution considered earlier this evening. Congressman Bishop opposed the legislation. The bill passed in a 217 to 185 vote by the full U.S. House of Representatives. As a legislative body, one of Congress's core responsibilities is to keep the government open and working for the people. Another core responsibility is to help communities struck by disaster to recover and rebuild. The continuing resolution before us is not a sufficient response to these vital needs. It includes only token disaster relief for rural communities and farmers in Middle and Southwest Georgia that were devastated by Hurricane Michael and other disasters that occurred in 2018. It does not include a number of provisions that were being negotiated: It includes only $8 million for impacted rural communities, instead of $150 million; It does not change the percentage recovery for crop losses from 85% for those with crop insurance to 90% and from 65% for those without crop insurance to 70%; It includes less than half of the estimated need for the Emergency Forest Restoration Program ($200 million instead of $480 million) It does not include the lower threshold for pecan tree mortality of 7.5% but leaves it at the current law level of 15%, making the Tree Assistance Program unusable; It does not include the most recent estimate for Commonwealth of the Northern Mariana Islands Disaster Nutrition ($8.5 million instead of $9.3 million); and Finally, it does not include any of the $600 million needed for Puerto Rico nutrition assistance. Unfortunately, it does include significant funding for a misguided and wasteful wall on our southwestern border. This wall would do nothing to improve our nation's security and is a serious misallocation of taxpayer dollars. It should hav… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Congressman Hank Johnson (GA-04), the Ranking Member of the Judiciary Subcommittee on Courts, Intellectual Property and the Internet (IP), today questioned Kirstjen Nielsen, Secretary of Homeland Security, about the Death of Jakelin Caal, a seven-year-old girl who died on Dec. 8 in Customs & Border Patrol custody. He also had some hard-hitting questions on family separation and the administration's failure to properly track the children and reunite them with their families. To watch video, click HERE. Chairman Goodlatte: The chair recognizes the gentleman from Georgia for five minutes. Rep. Johnson: Thank you. Ma'am, when did you first learn of the death of 7-year-old Jakelin Caal? Secretary Nielsen: I believe my front office staff was notified on the 7th and then commissioner gave me a full readout e-mail on the 13th. Rep. Johnson: The 13th? Secretary Nielsen: Yes, sir. Rep. Johnson: Did you inquire between the seventh and the 13th? Secretary Nielsen: As you know, the facts continued to come to light now, but yes, sir. Rep. Johnson: What actions did you take between the 7th and the 13th? Secretary Nielsen: Some of it is just to understand what happened. As you know, this was an extraordinarily remote location. So, we've begun investigations, and the IG (Inspector General) is looking into it among others but try to understand what other options might have been available. Rep. Johnson: Thank you. How many children 17 years old or younger have died in DHS (Department of Homeland Security), ICE (Immigration and Customs Enforcement), or CBP (Customs & Border Patrol) custody since you took office? Secretary Nielsen: I will get back to you. What I can tell you. Rep. Johnson: How many have died? Secretary Nielsen: I understand your question, sir. I'll get back to you. Rep. John Lewis Gives Floor Speech to Support Passage of Taxpayer First Act | 2018-12-20 | 2018 | 2018-12 | Democrat | House | GA | John Lewis | L000287 | johnlewis.house.gov | legacy | WASHINGTONRep. John Lewis made the following statement on the House floor today to bolster support for the legislation he authored as Ranking Member on the Ways & Means Subcommittee on Oversight. The Taxpayer First Act (H.R. 7227) creates an independent means for taxpayers to appeal actions of the IRS and limits the capacity of private debt collectors to target low-income citizens, among other provisions. Lewis has spearheaded efforts to reign in abuses by private debt collectors and this bi-partisan bill, in part, grew out of his work on that issue. The bill is scheduled for a vote in the House today on suspension and is expected to pass. It has yet to pass the Senate. (Video and bill text are linked to this release) Mr. Speaker, I rise in strong support of H.R. 7227. I am proud of the product and the process. Let me begin by thanking the Chairman (Mr. Brady) for his tireless work and commitment on this bill. From start to finish, he worked with us to advance good, responsible policy. This morning, I again thank him, the Gentlelady from Kansas, Ms. Jenkins, and the Gentleman from Florida, Mr. Buchanan, for serving as partners in leading this effort. I would also like to thank our staff again for their good and great work. You refused to give up; you refused to give in. You worked together on the behalf of American taxpayers, and you did a great job. The IRS is a complex organization that is responsible for a core function of government. Every person in this body agrees on the importance of quality taxpayer service whether it is online, over the phone, or in person. For over a year, the Ways and Means Oversight Subcommittee hosted hearings and roundtables. We listened and asked questions. We asked Democratic and Republican Members to share their concerns and ideas. We reached out to taxpayers and advocates. We negotiated. We took our time, and Mr. Speaker, I believe that we did it right. Together, we developed a bill that improves the independent appeals process and taxpayer services. We worked together t… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z
| https://johnlewis.house.gov/media-center/press-releases/rep-john-lewis-passage-first-step-act | Rep. John Lewis on Passage of First Step Act | 2018-12-20 | 2018 | 2018-12 | Democrat | House | GA | John Lewis | L000287 | johnlewis.house.gov | legacy | For too long, our nation's criminal justice system has broken lives and ravaged communities across America. People of color and people without means are too often unfairly caught in a tangled web of over-policing and severe, unyielding punishment. Our laws are meant to protect all American citizens and give those who do offend an opportunity to rehabilitate themselves and redeem their lives. Far too often, we have fallen short of these goals. We have created a system that is, at times, insensitive to the truth and is so difficult to navigate that many who are innocent plead guilty just to be released from its snares. We have a moral obligation to end this cycle of injustice and the inhumanity of mass incarceration that has destroyed millions of American families. The First Step Act demonstrates some recognition of these failures and begins correcting them. It reforms the discrepancy between the penalties in crack and powder cocaine offenses. It gives those behind bars more credit for good behavior to hasten their release. It relaxes some mandatory sentences and allows judges greater latitude in the sentencing of non-violent offenders. This good progress is the reason why I supported the amended bill on the House Floor today, but Congress needs to do much, much more to deal with the core issues of criminal justice reform. I look forward to working with my colleagues in the 116th Congress to continue to make more progress on behalf of the millions of Americans struggling with the burdens of the criminal justice system. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||

Hank Johnson, D-Lithonia, stressed the popularity of the law's protections as a reason Democrats won back control of the House. This 2018 campaign, which yielded Democrats 40 more seats, was premised upon in large part protecting and improving the protections of the Affordable Care Act, and I expect that's what the House of Representatives under Democratic leadership is pass legislation to do just that, he said. He called the decision a fit of judicial activism. Read More | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

John Lewis on Faulty Texas Obamacare Ruling | 2018-12-17 | 2018 | 2018-12 | Democrat | House | GA | John Lewis | L000287 | johnlewis.house.gov | legacy | The court's decision in Texas v. United States was purely political, and it has been rejected by legislators and commentators on both sides of the health care debate. It changes nothing for now and many believe it will certainly be will appealed. I cannot imagine the rollercoaster many families and patients are on who had finally gained health care for their children and those with chronic illnesses through the Affordable Care Act, also known as Obamacare, only to have partisan attack dogs try to dismantle it. Party politics should not come into play when people's lives hang in the balance. I hope for the sake of 27 million people who are living in doubt about their access to healthcare that Congress will take action on this matter and secure health coverage for all Americans, but especially the most vulnerable. I've said it before, healthcare is a right that should not depend on the size of a wallet or the digits in a zip code. Everyone should have access to affordable healthcare. Democrats will stay in the struggle until that mandate becomes a reality. #### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

John Lewis Offers House's Congratulations to Atlanta United | 2018-12-17 | 2018 | 2018-12 | Democrat | House | GA | John Lewis | L000287 | johnlewis.house.gov | legacy | Be it Resolved, That the House of Representatives congratulates Atlanta United FC and its dedicated fans on winning the 2018 Major League Soccer Cup championship; recognizes the contributions of the Atlanta United FC players, coaches, and leadership of the organization; and joins with the people of Atlanta and soccer fans everywhere in celebrating Atlanta United FC's first championship victory. That is the text of a resolution authored by Rep. John Lewis and signed by the entire Georgia House delegation, except one, to offer Congressional recognition to the Atlanta United for delivering the first national championship title Atlanta has received in 23 years and the first of this century. The resolution was introduced last week. The House was out of session the week before the parade due to commemorations for the late President George H.W. Bush. Winning a national championship at any time is wonderful, said Rep. Lewis, but winning it during this period of bitter partisanship is a blessing. Sports helps bridge all kinds of barriers that people set against each other. It brings the city and even the state together to rally around something that we all agree is good. It's a great way to head into the holiday season with a spirit of joy, happiness, and goodwill to all humankind. And it reminds my colleagues here what is possible when people of different persuasions work together toward one meaningful goal. I hope the United win will serve as an inspiration to us all. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Click here to watch video of Congressman Scott's remarks. "Thank you very much Mr. Speaker. Ladies and Gentlemen this is a great farm bill. There's so much in it, so many great things. But in this farm bill is perhaps the absolute best example of bipartisanship at its best. To have Democrats and Republicans working together to give $80 million dollars to African American 1890s Land Grant Colleges and Universities. I just want to say a big thank you. I want to thank our Ranking Member Mr. Peterson, and I want to thank Mike Conaway, who started with me on this journey. God bless you Mike, thank you so much for your help. And I want to thank our friends over on the Senate side. I want to thank Senator David Perdue, who took the reins over there and helped put the money back in. I want to also thank Sen. Roberts, the Chairman of the Senate committee. I want to thank my staffer, Ashley Smith, my Legislative Director, who worked night and day with me on this bill. And I want to thank God Almighty. Ladies and Gentlemen, God had his hand on this: to pull Democrats and Republicans together, to give $80M to badly needed African American Land Grant Colleges and Universities. Only God could pull this together. We thank God for this blessing and for touching the hearts and the souls, and the spirits of all of my colleagues who will vote for this bill. I want to thank also the staff of both the Senate Agriculture Committee as well as the House Agriculture Committee. Thank you all for the work that you did in this bill. I thank you for all the people in America who are grateful for this. But especially the African American community thanks you for opening up these opportunities for their light to shine as well. Thank you. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

This is Historic. A glorious example of bipartisanship, Democrats and Republicans, working together, said Congressman Scott, member of the House Agriculture Committee. I am especially proud of the $80M we have secured in funding for new scholarships for students attending the 19 African American 1890's land-grant colleges and universities across the nation. These scholarships will play a critical role in providing greater assistance for beginning farmers, and providing financial scholarships to bring more young people of all races who attend these outstanding universities for careers in the wonderful, and exciting, and growing world of agriculture businesses. I thank Senator David Perdue for his help getting the scholarships in the Senate bill. This is a great blessing from God and we are thankful. As a member of the HBCU Caucus, one of my top priorities is increasing opportunities for all students to pursue the skills they need to succeed, said Senator Perdue, member of the Senate Agriculture Committee. Agriculture is Georgia's number one industry and a major reason why our state continues to be the best state in the country in which to do business. In order to secure the future of farming in Georgia and across the country, we have to find ways to encourage diverse and qualified leadership and ownership in our agricultural community. These scholarships will help young farmers become the nation's next agriculture leaders. I am very grateful for Congressman Scott's commitment and perseverance in supporting our HBCUs in Georgia. Today, Congressman Sanford D. Bishop, Jr. (GA-02), Ranking Member of the U.S. House Appropriations Subcommittee on Agriculture, released the following statement on today's passage of the Farm Bill by the House of Representatives in a vote of 369 to 47. Congressman Bishop supported the legislation. The Senate passed the legislation yesterday by a vote of 87-13, and it now heads to the President's desk for signature. Today, I gladly provided my support for the 2018 Farm Bill. After months of negotiations, I am pleased that many of the harmful, short-sighted provisions of the original House bill, that I initially voted against in June, were dropped. From the beginning of this process, I have stressed the need to strengthen the farmer safety net, invest in rural development, maintain conservation programs, and adequately fund our food and nutrition programs. This bill does those things, and more, and most importantly, it provides stability and certainty to those who rely on its vital programs. The bill extends commodity protections for agriculture products including peanuts, cotton, soybeans, corn, wheat, oats, rice, and grain sorghum. The bill largely maintains and builds on the farmer safety net programs from the 2014 Farm Bill by making improvements to the Price Loss Coverage (PLC) and Agriculture Risk Coverage (ARC) that allow farmers greater choice. It improves farmers' cash flow and access to credit by increasing marketing loan rates. For the purpose of payments and benefits, it expands the definition of actively engaged in farming to include first cousins, nieces, and nephews. The bill does not include reductions to payment limits and did not adopt a provision to reduce the Adjusted Gross Income limitation to $700,000 from $900,000. The bill allows farmers to update their average crop yields with USDA, which increases the amount of support they can receive. And while I was disappointed that the Senate amendment to provide $18 million for blueberry and peach losses in 2017 was not included,… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Georgia hashelped lead opposition to the 2015 rule, known as Waters of the U.S., in federal court, arguing that it is overly strict and costly and hurt state sovereignty. And supporters of President Donald Trump framed Tuesday's joint action by the Environmental Protection Agency and U.S. Army Corps of Engineers as a win for local farmers and ranchers, even as environmental groups raised safety concerns. The administration is seeking to limit the federal government's authority to regulate pollution from certain types of tributaries that feed into larger bodies of water, effectively gutting one of former President Barack Obama'ssignature environmental regulations.Environmental groups warned that the proposal could have a harmful impact on the water pouring from the spigots of millions of Georgians while also having a detrimental effect on more than half the state's streams. Obama's 2015 rule maintains that rivers used for drinking, recreation and fishing can only be clean if pollution from creeks and other bodies of water feeding into them including ditches, wetlands and ephemeral streams that are created by rainfalls is regulated. It cites authority from the Clean Water Act, which states it's illegal to pollute waterways without a permit. The rule which was never implemented after it was halted by a federal judge prompted swift backlash from the agriculture industry, real estate developers, and oil and gas interests, who argued it was impractical, expensive and constituted an undue regulatory burden. Farmers, for example, said it would require them to seek federal permits for farming operations such as fertilizing near drainage ditches and building small structures near waterways. John Lewis is notified that organizations within the 5th Congressional District have been selected to receive a variety of federal grants. This federal grants announcement will advise press and constituents of these notifications. This announcement details about $108, 579, 618 in federal grants coming to the 5th Congressional District. What is the funding process for federal grants? There are two basic ways the federal government awards funds, through mandatory funding or discretionary funding. Members of Congress vote on authorizing legislation that funds the mandatory commitments of the federal government for programs like Social Security, Medicare, Medicaid, unemployment insurance and SNAP. Also every year, levels of discretionary funding are determined during the Congressional appropriations process. Rep. Lewis and all other members of Congress work to ensure that federal programs which provide key services within their districts are funded at levels requested by local government authorities and constituents they represent. The federal grants announced by this release fall mainly in the discretionary category. The money appropriated by Congress is sent to the federal agencies, such as the Department of Health and Human Services (HHS) or of Housing and Urban Development (HUD), which then disburse it directly to the states and local governments. Sometimes federal agencies issue requests for proposals which place states, cities, and local organizations in competition with others around the country for the opportunity to gain federal support for a local project. This is where the efficacy of city and state organizations are tested to determine whether they can compete effectively to receive those funds. Rep. Lewis often meets with and advises city, state or local agencies to help them strategize effective methods of engaging the federal agencies throughout the grant process. Congressman Hank Johnson (GA-04), the Ranking Member of the Judiciary Subcommittee Courts, Intellectual Property and the Internet (IP), today questioned Google CEO Sundar Pichai on the importance of consumers' digital privacy in the online ecosystem. The following is a transcript of his exchange in Judiciary Committee hearing: Transparency & Accountability: Examining Google and its Data Collection, Use, and Filtering Practices. To watch video, click HERE. Chairman Goodlatte: The chair recognizes the gentleman from Georgia for five minutes. Congressman Johnson: Thank you. Have you ever heard talk of this e-mail you were just asked about sent by your head of multicultural marketing? Mr. Pichai: Not at that time, but later when there were expressions made about it. Congressman Johnson: Is it true she sent that e-mail or could that be fake news? (laughter) Mr. Pichai: My understanding is there were e-mails sent. Congressman Johnson: But it's your testimony today that Google did not configure features to get out the Latino vote in key states? Mr. Pichai: We don't build partisan features with any goals around affecting elections in those ways. We focus efforts on helping people register to vote and we reach users across the United States. Any time we do these efforts informing people where to vote, these are used in a very distributed way widely across the entire country. Congressman Johnson: Thank you, sir. Google's collection and use of consumer's data in its record of protecting consumers and their data are appropriate areas of congressional oversight, but sadly this committee has neglected consumer protection as an area of oversight choosing instead to squander their oversight responsibility and use its power to bully Google and other technology companies into minimizing negative news and comments about Republicans and most importantly the Trump Administration. I was also named last week the Southeast Regional Whip for the 116th Congress, which means it will be my job to help garner votes for important legislation that comes to the House floor. Global Citizen: Mandela 100: This weekend, I attended the Global Citizen Festival: Mandela 100 in Johannesburg, South Africa, to commemorate the life and legacy of Nelson Mandela. It provided me and my colleagues an opportunity to see how U.S. dollars are spent and how they affect South African communities, especially in regard to combating the spread of HIV/AIDs. Global Citizen's goals of ending poverty and hunger, preventing discrimination against girls and ensuring access to necessities like clean water are all laudable. I'm proud to have played a small part in the fight this week. Back in Washington: I have a busy week ahead in Washington. The right to vote is precious, almost sacred. It is the most powerful tool of non-violent reform available to every citizen in our democracy. Thomas Farr has dedicated his entire career to attacking the ability for every American citizen to have a say in our democracy. He is the agent of forces in our society who believe that the rich, powerful, and corporate interests should have not only market dominance, but should have an overriding influence on all the decisions of our society. This approach to governing has silenced debate, disenfranchised millions of people, rigged our electoral system, and has rendered the federal government nearly incapable of managing the most pressing issues the people face in our time. The problems this nominee represents are beyond partisan difference. They threaten the very foundation of our democracy. By allowing partisanship to infect the courts of this land, we jeopardize everything this nation holds dear, the rule of law, the progress of our own history, and the very ideas that made this country great. Democrats, Republicans, and any American who believes in the ideals of justice, freedom, and equality enshrined in the Bill of Rights and the Constitution must oppose the nomination of Thomas Farr. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

I was joined by USMC Sgt. Thomas H. P. Carroll, a Vietnam War veteran, and Chef Carl S. Redding, a student at the Art Institute of Atlanta and former Marine. Carl said: Veteran's Day is a time for us to take time and remember those who have fought for the freedoms that we hold so dear. We should not take their sacrifice for granted. I agree. As President Obama once said: Whether our veterans fought at Normandy or Falluja, Mogadishu or Helmand, in the Persian Gulf or in the Tet Offensive or simply provided support here at home, our veterans represent the very best men and women who have served our country in battle. On Veterans Day this Monday, let's all express our deepest gratitude and thanks. Their sacrifices are the foundation of more than 240 years of American security and progress. Their legacy shows us that no matter what confronts our nation or what adversity we face, there is no challenge we cannot overcome together, and because of their sacrifice and commitment our best days as a nation lie ahead. Our men and women in uniform teach us duty, strength, enterprise, passion and dedication the bedrock of a commitment to safeguard and shield that has kept our nation secure for more than two centuries. In war and in peace, their service has been selfless and accomplishments singular. As a grateful nation, it is our solemn duty to make that transition possible to ensure our returning heroes can share in the opportunities they have fought so hard to protect. The freedoms we hold dear exist and persist because of their commitment, and our nation must work much harder to honor our veterans by fulfilling our promise to them and upholding the sacred bond we share with all Americans' veterans. On the same day as more than 4,000 Liberians marched in their capital Monrovia for justice and support for a war crimes court, Congressmen Hank Johnson (GA-04) and Dan Donovan (NY-11) passed H.Res. 1055, which affirms strong United States-Liberia ties, supports democratic principles, and calls for full implementation of the Truth and Reconciliation Commission recommendations, including the establishment of an Extraordinary Criminal Tribunal for Liberia. H.Res. 1055 passed by voice vote. Liberia, a country formed by former slaves from the United States, in 1847 became the first African republic to proclaim its independence and is Africa's first and oldest modern republic. The Liberian Civil War, which lasted from 1991 to 2002, resulted in the deaths of more than 200,000 people in Sierra Leone and Liberia, the displacement of more than a million people, and horrific cases of amputations, mass rape, and human rights abuses that were conducted under the leadership of Charles Taylor. Although Charles Taylor was convicted and sentenced to 50 years for war crimes, crimes against humanity, and violations of international law, many who committed these heinous crimes have eluded justice. Liberia's Truth and Reconciliation Commission released a report in December 2008, recommending the establishment of an Extraordinary Criminal Tribunal for Liberia and listing individuals, corporations, and institutions recommended for further investigation and prosecution. Nearly a decade later, Liberia has not yet established an Extraordinary Criminal Tribunal, said Johnson. Liberians are still yearning for the justice that has been repeatedly denied over the past 10 years since the issuance of the report. Today's peaceful march through the streets of Monrovia show their hunger for justice. We support efforts to hold perpetrators of war crimes accountable and urge the government of Liberia to fully implement the recommend… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

For the past 100 years, our nation's soldiers, sailors, airmen, and marines have defended, and continue to defend, our nation from threats all across the world.Even as this release is being published, approximately 200,000 service members are currently deployed in nearly 180 countries, nearly 20,000 of whom are deployed in combat. This Veterans Day, join me in honoring the courageous men and women who fought and continue to fight tirelessly to defend America's freedom. We honor the selfless service and sacrifice that our veterans and their families make to keep our nation safe and strong. As Americans, it is our duty to do all we can to honor our veterans and to provide them with the resources they need and deserve. On this Veterans Day celebration, we are called to commemorate the boundless burdens that have been endured by so few. We honor our wou… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

John Lewis on Thousand Oaks Mass Shooting | 2018-11-08 | 2018 | 2018-11 | Democrat | House | GA | John Lewis | L000287 | johnlewis.house.gov | legacy | It is unimaginable that this nation must again suffer the sorrow of another senseless mass shooting. Members of Congress swear to protect the Constitution from all enemies foreign and domestic. These numerous mass shootings threaten the security of our nation and jeopardize our commitment to freedom and justice, basic tenets of our society we have sworn to defend. Some make the case that gun owners should not be penalized for the irresponsibility of a few, but American citizens should not have to live in fear, unable to go to church, to school, to shopping centers, to nightclubs and bars without wondering whether the unthinkable might happen. We whip up fear to protect ourselves from a caravan of immigrants who have made no threats, but we are strangely unwilling to protect ourselves from the violent among us. Members of Congress have taken an oath, and we must live up to it. We must take action to protect American citizens from a great threat to our security. We must introduce common sense gun reform and have it signed into law by the president. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Bishop, Jr. (GA-02) released the following statement thanking the U.S. Army Corps of Engineers for taking action to expedite debris removal activities in Middle and Southwest Georgia. The region suffered a direct hit last month by Hurricane Michael and there are substantial cleanup and recovery needs still remaining. I thank the U.S. Army Corps of Engineers for taking action to expedite debris removal activities in Middle and Southwest Georgia. The area remains devastated from Hurricane Michael and words cannot describe the amount of debris that was left in the aftermath. The massive amount of debris strewn throughout the region has created substantial safety and health hazards for residents in the impacted counties. The debris has also contributed to the risk of wildfires in the area. I have been on the ground and in constant contact with local leaders, constituents, and state and federal officials. I have seen the destruction firsthand. The Army Corps' decision will help ensure the region receives the resources necessary to remove the mountainous amounts of debris created by Hurricane Michael. I look forward to continuing to work with the Army Corps and our Middle and Southwest Georgia communities to ensure adequate resources flow to where they are needed. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Today, Ranking Member Sanford D. Bishop, Jr. (GA-02) and Chairman Robert Aderholt (AL-04), the leading members of the U.S. House Appropriations Subcommittee on Agriculture, sent a letter to Chairman Rodney Frelinghuysen (NJ-11) and Ranking Member Nita Lowey (NY-17), the leading members of the full U.S. House Appropriations Committee, urging passage of a supplemental disaster appropriations bill to address the series of natural disasters in 2018 that have caused widespread destruction and significant losses for our nation's farmers and the communities in which they live. There is an urgent need for a supplemental disaster appropriations bill to help farmers, ranchers, and rural communities recover and rebuild. The Members wrote in their letter: On October 10, 2018, Hurricane Michael, one of the most powerful storms to make landfall in the United States, left a path of devastation from Florida to Virginia. While the damage is still being assessed, it is estimated that total agricultural losses could exceed $4 billion. Less than a month earlier, Hurricane Florence slammed into North Carolina and South Carolina causing $22 billion in damages. In addition, wildfires across the western states have consumed more than 8 million acres to date. While there is never a good time for a storm like Michael, it hit at the worst time possible for farmers. With depressed commodity prices and markets closed due to retaliatory trade measures, it made the hurricane's impact even greater. They continued: It is our responsibility, and the responsibility of the other Members of Congress, to find solutions and provide relief to those in need. We look forward to working with you, and the full House Appropriations committee, as well as the entire Congress on a supplemental appropriations package and to reexamine federal policies where necessary. John Lewis on the Hate Crimes Committed in Pittsburgh and Kentucky | 2018-10-29 | 2018 | 2018-10 | Democrat | House | GA | John Lewis | L000287 | johnlewis.house.gov | legacy | It is unimaginable that we find ourselves in the same place again as a nationmourning the senseless loss of innocent life to violence and hate. My heart goes out to the families of the victims in Kentucky and Pittsburgh, to the members of the Tree of Life Synagogue and employees of the Kroger grocery store, to their friends and family who live here in the Atlanta region, to the entire Jewish and African American communities, and to all Americans feeling despair in this time. Violence is never a viable way to resolve human differences because we can never hurt others without destroying ourselves. We must rid our minds and our national dialogue of speech and actions that openly or covertly contribute to tribalism, separatism, and supremacy. And we must reject any leader like a cancer who spreads the poisons of hatred and fear. There is not any room in a democracy for violent political speech. If our leaders will not act to protect us, we can protect ourselves by overcoming hate with the power of unity and love. We must combat these evils, not by hiding in our homes, but by drawing closer together as a people. We must begin to discover the same human qualities we see in those we love are all around us in the hearts of many we have never met. We must not only say, but we must demonstratethat it is better to build than to tear down. It is better to heal than to divide. It is better to love than to hate. We must do more than say it. It is time for us to do it. We are the ones we have been waiting for. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Bishop, Jr. (GA-02) welcomed today's amendment to the major disaster declaration for Georgia that expands coverage for the Federal Emergency Management Agency's (FEMA) Individual Assistance program to also include Calhoun, Clay, Laurens, Randolph, Sumter, Tift, and Turner counties. This is the second amendment to FEMA's major disaster declaration for the State of Georgia. Responding to natural disasters and helping our communities recover is a responsibility we all share regardless of ideology or political affiliation, said Congressman Bishop. Agriculture was particularly devastated by Hurricane Michael, causing enormous damage to Georgia's pecan, cotton, and peanut crop. Some farmers are facing a total loss. Tomorrow's meetings with impacted farmers and agribusinesses will help inform the ongoing federal response to Hurricane Michael, which struck Middle and Southwest Georgia on October 10, 2018. Bishop, Jr. (GA-02) welcomed the major disaster declaration issued by the President late yesterday for counties in Middle and Southwest Georgia struck by Hurricane Michael on October 10, 2018. The declaration opens up potential eligibility for additional federal individual disaster assistance from the Federal Emergency Management Agency (FEMA). Hurricane Michael caused significant devastation to communities and families throughout Middle and Southwest Georgia, said Congressman Bishop. This new major disaster declaration paves the way for individual assistance to be provided to those families who have had their lives upended by the hurricane. It also provides communities with resources to remove debris and restore infrastructure and services. The road to recovery will be long but this is an important early to step to ensure access to the resources needed to rebuild. The federal declaration specifically includes FEMA Individual Assistance for Baker, Dougherty, Early, Miller, Seminole counties. FEMA's Individual Assistance program provides federal resources for impacted individuals and households, including financial assistance for temporary housing, home-repair, and damage to essential household items. Additionally, this assistance covers disaster-related childcare, medical, and essential vehicle expenses. The declaration also provides FEMA Public Assistance for Baker, Calhoun, Crisp, Decatur, Dooly, Dougherty, Early, Grady, Lee, Macon, Miller, Mitchell, Seminole, Sumter, Terrell, and Worth counties. FEMA's Public Assistance program provides resources for emergency work and the repair or replacement of disaster-damaged facilities. Finally, the declaration provides statewide eligibility for FEMA's hazard mitigation program, which provides grants for actions taken to prevent or reduce long-term risk to life and property from natural hazards. Further information on FEMA and eligibility for the Individual Assistance program can be found here. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

"This blatant voter suppression cannot stand, said Congressman Scott.Georgia is better than this. Georgians of all stripes should stand up and reject this wholeheartedly. The eyes of the world are on Georgia because of this potentially historic election. And we cannot allow such naked discrimination. Furthermore we need to investigate the notion of running for governor and controlling an election at the same time. No one running for elected office should get to hand pick who is allowed to vote. It's fundamentally un-American." The full text of the letter follows. A pdf version can be found here: October 11, 2018 The Honorable Jefferson Beauregard Sessions, III Attorney General The U.S. Department of Justice 950 Pennsylvania Avenue, NW Washington, DC 20530 Dear Mr. Attorney General, We write to request that you immediately use the remaining authority outlined in the Voting Rights Act to ensure that Georgian citizens especially minority voters are able to exercise their constitutional right to cast a ballot and for that vote to count on Election Day 2018. As you know, there are recent reports that the Secretary of State's implementation of Georgia's exact-match law is blocking at least 53,000 registered voters from being certified to cast their ballot in a few weeks. According to multiple press reports, 70 percent of the registrants on hold are people of color even though minorities constitute only 32 percent of Georgia's total population. Last year, Georgia removed nearly 670,000 voter registrations; this is more than the total population in states like Vermont and Wyoming. The inconsistencies are many: the cancellation of 1.4 million voter registrations since 2012, the stalling of 53,000 voter registrations of predominantly black citizens, and the alleged discriminatory nature of the exact match system requiring registrations to perfectly match other state records, such as a state driver's license, ID card or Social Security records. These inequities have been flagged by numerous news reports, and civil rights organizations filed a federal lawsuit yesterday challenging the exact match law. Aside from these flagrant abuses, it is notable that the manager of the state elections process is also a candidate for governor who has refused to recuse himself. This collection of facts is not accidental. It paints a picture of a systematic, deliberate attempt to influence the outcome of this election, said Rep. John Lewis. How can we claim that we live in a democracy, how can we attempt to lead other democratic nations around the world when we allow this kind of outright abuse to go unchecked in our nation? It is a shame and a disgrace. No American can afford to be silent. Today this is happening in Georgia. If we do not stand up and speak out, it can happen elsewhere in our nation. Every citizen who is eligible to vote in this election needs to make their voices heard. The foundation of our democracy is at stake. The Democratic delegation of Georgia is calling on the Attorney General to do his job. We are asking him not to be partisan, but to be a patriot, to be a true American, and to use the power the people of this nation have entrusted to defend our democracy from abuse. I look forward to his answer. Added to this debacle are the vulnerabilities of Georgia's electoral system which may have been hacked by Russians in the 2016 election. A lawsuit was filed advocating the use of paper ballots in Georg… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The declaration provides for assistance for debris removal and emergency protective measures (Categories A and B), including direct federal assistance at 75% federal funding under the Public Assistance Program, for Baker, Calhoun, Crisp, Decatur, Dooly, Dougherty, Early, Grady, Lee, Macon, Miller, Mitchell, Seminole, Sumter, and Terrell counties. Hurricane Michael caused catastrophic damage throughout Middle and Southwest Georgia, said Congressman Bishop. This emergency declaration will open up desperately needed resources to help communities provide basic services to their citizenry through FEMA's Public Assistance program. Although the hurricane has passed, power is out, roadways are littered with debris, and there remain significant dangers to overcome. Further assistance will be needed, but this declaration will allow communities to take vital initial steps toward recovery. This draconian rule puts wealthier immigrants in front of ones with less means and continues this administration's shameful departure from our long history of welcoming immigrants from around the world. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Yesterday, based on the latest forecast for Hurricane Michael and acting on a recommendation from Georgia Emergency Management and Homeland Security Agency (GEMA/HS) officials, Georgia Governor Nathan Deal issued an emergency declaration for 92 Georgia counties, making all state resources available to local governments and entities within the impacted area of the hurricane. The Georgia Congressional Delegation wrote: We write in full support of Governor Nathan Deal's request for an emergency declaration for the state of Georgia in anticipation of Hurricane Michael. As the current projections indicate, this major hurricane will significantly impact Georgia communities, and we urge you to approve requests to ensure that full federal resources are made available for counties currently under the declaration and those that may be determined to be in need of emergency federal assistance in the coming days. The Senate disgraced itself by hiding behind a sham FBI investigation to justify confirmation. The Senate good ol' boys fooled no one with the Trump-directed sham investigation, and voters across the country will respond accordingly on November 6. Judge Kavanaugh's confirmation hearing performance was repulsive and disqualifying in and of itself. He is clearly unfit to sit as a judge on any court, let alone the Supreme Court. His confirmation etches an indelible stain on the nation's highest court, and on the Senate that confirmed him. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

John Lewis (D-GA) in response to last December's power outage at the Atlanta airport. The bill passed the House of Representatives last Wednesday. The Lewis Amendment allows Federal funds to be used to prevent power outages in passenger areas of the airport, something not allowed under current law. Airports would be able to use funds from taxes and fees to improve the reliability of their power supplies, including by purchasing and installing generators and separating the main power supply and redundant power supply. I am very glad that my amendment was included in the FAA Reauthorization Act that has now passed both the House and the Senate, said Rep. Lewis. After the power outage last year, I learned that Federal funds could not be used to purchase generators for passenger areas of the airport. I am very grateful no one was hurt last year, and I appreciate the dedicated work of emergency responders and airport and airline employees to assist travelers. However, we must do all we can to ensure that similar events do not happen in the future. I am glad that the City of Atlanta has taken steps to install backup generators at the airport. Keeping the lights on is a matter of public safety. My amendment will help give airports like Hartsfield-Jackson the flexibility they need to keep passengers safe. I am grateful to my colleagues for working with me on this issue. On December 17, 2017, an underground fire at Hartsfield-Jackson Atlanta International Airport disabled both the airport's primary and backup power supplies. This caused a power outage at the world's busiest airport that lasted for 11 hours, cancelling hundreds of flights and stranding passengers and employees on planes and in dark terminals. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

In addition to fulfilling my responsibilities for my assignments on the Judiciary and Transportation & Infrastructure Committees, I had the honor of addressing the audience at an advanced screening of The Hate U Give at the National Geographic Museum and bringing remarks at the International Trademark Association. I also managed time on the House floor on the bipartisan Success Act, which commissions a study on women and minorities in the patent and innovation space. I'm pleased to report it passed the House and could become law soon. As far as the other big news items happening in Washington, my floor speech submitted for the record on the Violence Against Women Act renewal shows where I stand on the Kavanaugh hearings. With regard to the fate of Deputy Attorney General Rod Rosenstein and the fate of the Mueller investigation, I'm working with my colleagues in Judiciary Committee to protect the Mueller investigation from influence or meddling from the White House via the Special Counsel Transparency Act (H.R. 5533). This legislation would ensure that a President, who has shown so little respect for the rule of law, cannot seize and secret any evidence of misconduct already gathered over a year of tax-payer funded law enforcement work. Congress has a responsibility to safeguard the public's investment and right to see justice served. Johnson submitted this speech for the record in the U.S. House of Representatives on September 26, 2018. I rise in support of the H.R. 6545, the Violence Against Women Act. Today, more than ever, it is clear we as a nation must do more to protect our women and girls. The #MeToo Movement has made it increasingly obvious that we are failing as a country to properly address and prevent sexual assault. Sexual violence is a particularly prevalent among women of color, who are often times victims to an oppressive combination of racism and sexism. Statistics show that by the age of 18, approximately 40% of black women report coercive sexual contact, and that Native American women are almost two times as likely to be assaulted than their white peers. Today, I find it exceptionally important to stand as an ally to women, as Republicans attempt to push through a Supreme Court nominee who has been accused of sexual violence. I stand with my female colleagues and women across the countrywhen I say time's up. We must believe women and ensure our laws protect their safety and equality. I support the Violence Against Women Act and I urge all of my colleagues to do the same. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Before I return to Washington, I'm holding a Twitter Town Hall to take your questions and interact with constituents this Friday, Sept. 21 at 2 PM. Today, Congressman Hank Johnson (GA-04) introduced H. Res. 1073 to increase the number of refugees fleeing violence and persecution that can be admitted into the United States. United States is on track to resettle the lowest number of refugee arrivals this year since The Refugee Act was passed in 1980. The presidential determination which the U.S. President sets as the refugee admissions goal for a coming fiscal year -- is only 45,000 for FY2018, the lowest ever, but the U.S. is not on track to resettle even half of that number. The White House announced this week that the goal for FY2019 will only be 30,000 refugees, a record low. As of September 17, the U.S. has only resettled 20,198 refugees this federal fiscal year. Rep. Johnson's resolution urges that number to be at least 110,000 refugees. With global need at its highest, this administration has reversed our nation's history as a world leader in refugee protection and resettlement, said Johnson. The xenophobic and anti-immigrant policies coming out of this White House pushed by Stephen Miller and the president are a direct correlation to the paltry number of refugees that are being resettled. And now the administration is threatening to cut the program even more. The resolution also demands that President Trump and his administration must operate the United States Refugee Admissions Program (USRAP) in good faith. Contrary to the administration's contention that refugees are dangerous, Rep. Johnson said admitting refugees to our country is not just good ethics, but it's good for the economy and foreign policy. It's in our national security interests to take in refugees because that helps stabilize frontline nations who are overburdened by refugees, and the refugees who come to this country create jobs as entrepreneurs and are self-sufficient within six months, he said. Hispanic Heritage Month is dedicated to celebrating individuals with roots that trace back to Spain, Mexico, and the Spanish-speaking nations in Central America, South America, and the Caribbean and recognizing the positive contributions that they have made to American culture and society. Tomorrow marks the beginning of Hispanic Heritage Month, a time to honor the lasting and positive impact that individuals of Hispanic and Latino heritage have had on America. Hispanics and Latinos are parts of the fabrics that are woven into America's colorful and unique tapestry. As one of the fastest growing ethnic groups in the nation, people of Hispanic and Latino ancestry serve in our communities as teachers, doctors, farmers, business owners, elected officials, service members in our Armed Forces, and in so many other ways. Moreover, their impeccable influence on music and art is evident in both our culture and our society. As I have said before, our nation is one of democratic ideals and noble values, and we must continue to show the world that we have an open-minded and inclusive culture that encourages everyone to reach his or her fullest potential. As we celebrate Hispanic Heritage Month, let us look forward to working together to keep the American dream in reach for all those who seek it because there is beauty and strength in diversity and, when interlaced, these elements are what make our nation great. The Conference Report for America's Water Infrastructure Act includes language transferring Earle May Recreational Area from the Army Corps of Engineers to the City of Bainbridge, as well as language authorizing a $732 million expansion of Savannah Harbor. This agreement also provides $4.4 billion in federal financing for states and utilities to enhance drinking water infrastructure, and authorizes improvements to other waste water and storm water infrastructure programs. America's Water Infrastructure Act is vital legislation that supports the safety and efficiency of our nation's water systems, including drinking water, flood control, waste water management, and even port maintenance and expansion, said Congressman Bishop. I am extremely pleased that the VA has announced the award of a contract for the new Columbus Community Based Outpatient Clinic to be located at 2357 Warm Springs Road, Columbus, Georgia, 31904.Construction of this clinic has been a major priority of mine, and I worked diligently with the local chamber of commerce and with local government officials to ensure the VA placed this clinic in an area accessible to the over 30,000 veterans in the Chattahoochee Valley area. It is imperative that these veterans receive the highest quality of care and services and as close to home as possible. However, our task is not yet finished. We will provide continued oversight of the process from the House Appropriations Subcommittee on Military Construction and Veterans Affairs (MILCON/VA). We will work to ensure that construction begins on time this winter and that the estimated completion date remains the spring of 2021.We have a duty to the brave men and women that have sacrificed so much for our nation. Lewis Announces $104.6 million in Federal Grants to 5th District | 2018-09-12 | 2018 | 2018-09 | Democrat | House | GA | John Lewis | L000287 | johnlewis.house.gov | legacy | Periodically, Rep. John Lewis is notified that organizations within the 5th Congressional District have been selected to receive a variety of federal grants. This federal grants announcement will advise press and constituents of these notifications. This announcement details about $104,556,560 in federal grants coming to the 5th Congressional District. Hank Johnson points to lawmaker's record on civil rights. By Tamar Hallerman | tamar.hallerman@ajc.com ONLY IN THE AJC RICHARD B. RUSSELL FEDERAL BUILDING WASHINGTON The U.S. Senate's current debate over Richard B. Russell's namesake Capitol Hill office building has prompted a Georgia lawmaker to propose scrubbing the political giant's name from another government building. U.S. Rep. Hank Johnson thinks the Richard B. Russell Federal Building in downtown Atlanta, which is home to Georgia's U.S. District Court, the U.S. Attorney's Office and several government outposts, should be renamed because of the former lawmaker's legacy as a preeminent opponent of the civil rights movement. There are so many judges that building could be named after who have distinguished themselves throughout the history of Georgia, the Lithonia Democrat said Wednesday. There is no reason why we should continue to grace a (federal) office building after the name of an unabashed racist and one who turned a blind eye to terrorism against African-Americans. A former Georgia governor and longtime U.S. senator, Russell mentored presidents, created the school lunch program and brought multiple military bases to Georgia. But he was also a segregationist who used his mastery of the Senate's rules to filibuster the 1964 Civil Rights Act and oppose bills banning lynching and abolishing the poll tax. Johnson suggested renaming the federal building after Martin Luther King Jr. or Frank Minis Johnson, a federal judge who made several watershed civil rights rulings beginning in the 1950s. While Johnson is the most prominent person to endorse renaming the Atlanta building, he's not the first. Months after an avowed white supremacist was charged in the shooting deaths of nine black parishioners at a Charleston, S.C., AME church, Atlanta lawyer W. Matthew Dodge penned an op-ed in The Daily Report calling for a name change. For the sake of our citizens walking into a federal courthouse seeking justice, for the lawyers who work with them and… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Congressman Hank Johnson (GA-04), delivered remarks of the Floor of the House of Representatives to honor the late Ron Dellums, Oakland Mayor and 13-term Bay Area Member of Congress. Below are the Congressman's remarks: I express my sincere condolences to the family and friends for your loss of a great patriot Representative Ron Dellums. It is my great honor to be here tonight to pay my respects to a man who was a true giant in this body, the United States House of Representatives, as well as in American life. a man who, I think we can all say with assurance, was one upon whose shoulders we all stand. Before we had the incomparable John Lewis, and the inimitable Maxine Waters in Congress, there was Ron Dellums, who left his distinct mark, not just on this august body, but the San Francisco Bay Area, the nation, and the world. And he left an indelible impression on me as a Congressman. The greatest legacy that he left us, however, was his successor, Congresswoman Barbara Lee who carries on his legacy. For 10 years, I was honored and privileged to serve as a member of the House Armed Services Committee. Ron Dellums' portrait, hanging in the committee room, was a constant reminder of the type of committee member that I aspired to be. If being an advocate of peace, justice and humanity toward all human beings is radical, then I'm glad to be called radical, he once said. And if it is radical to oppose the use of 70 percent of federal monies for destruction and war, then I am a radical, he proudly declared. That quote has stick with me it has guided me in my public service. Ron would never allow the powers that be, or the corrosive forces of Washington D.C., to put him in a box. He never allowed labels to define who he was. Right-wing critics called him a Communist but Ron shot back and described himself as a commie pinko Afro-topped bell-bottomed dude from Berkeley. Thank you very much Mr. Chairman. We're here at a very historic time. As we grapple with our Farm Bill, we are also faced with devastating trade situations and our farmers are experiencing a high suicide rate. It's very important that we understand what has happened over the past week for our nation. With the passing our great friend Senator John McCain, we all saw and heard the great cry in this nation for bipartisanship. Well, ladies and gentlemen, contained in this bill is a glorious example of bipartisanship of Democrats and Republicans working together. Ms. Stabenow, thank you for mentioning the needs of our beginning farmers as well as the need to understand that we must respond to this national crisis with the average age of our farmers now being 60 years of age. They're faced with many obstacles, and we've got to do more to bring the newer generation into farming, agriculture, and food production. With the help of many of my friends on both sides of the aisle, we have included in this Farm Bill a pioneering historic effort to bring $95 million dollars to the Land Grant 1890 African American Colleges and Universities. I want to thank my colleagues for stepping up to the plate. Thank you so much Kevin Cramer from North Dakota for your work as my lead Republican cosponsor. I also want to thank Senator David Perdue, my Senate Republican cosponsor. Both have joined with myself and Representatives Fudge, Adams, Cleaver and so many of us to make sure we get this measure passed. I appreciate now that the language is included in the Farm Bill and says this: that for each of the five years, these nineteen 1890 African American Land Grant Colleges and Universities will each receive $1 million dollars per year. That means $5 million times nineteen colleges, which is $95 million dollars in total. I just kn… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Congressman Sanford D. Bishop, Jr. (GA-02) and Congressman Ben Ray Lujn (NM-03) co-led a letter, sent yesterday, from 53 Members of Congress to the Farm Bill conferees in support of the Farming Opportunities Training and Outreach Program. This proposed program, which is currently included in the Senate version of the Farm Bill, would merge the authorizations of the Beginning Farmer and Ranchers Development Program (BFRDP) and the Outreach and Assistance for Socially Disadvantaged Farmers and Ranchers and Veteran Farmers and Ranchers (OASDVFR). As the Ranking Member of the U.S. House Appropriations Subcommittee on Agriculture, Congressman Bishop has long supported beginning, socially disadvantaged, and veteran farmers. The average age of farmers and producers in the U.S. is 60 years of age. The proposed Farming Opportunities Training and Outreach Program will ensure the next generation of farmers, and anyone seeking a career in agriculture, has the resources they need to be successful. The Members wrote in their letter: As Members of Congress with numerous minority, veteran, and beginning farmers in our districts, we support the new authority in Section 12301 of the Senate bill as a prudent, efficient approach to merge the authorization of the Beginning Farmer and Ranchers Development Program (BFRDP) and the Outreach and Assistance for Socially Disadvantaged Farmers and Ranchers and Veteran Farmers and Ranchers (OASDVFR). The BFRDP and the OASDVFR are complementary programs, and merging their authorities under the Farming Opportunities Training and Outreach Program will streamline program delivery. Additionally, the proposed language authorizes $50 million annually through 2023 for the combined program. This funding is vital for the long-term investment in our farms and the farmers and ranchers dedicated to their care and production. The Members continued in the letter: USDA's new authorities better link two deeply complementary programs that together provide an effective mix of education … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

This program is administered by USDA's Rural Development agency, which provides both technical assistance and loans, grants, and loan guarantees to support services and infrastructure in rural America. This support is used to help communities with housing, economic development, health care, first responder services and equipment, as well as water, electric, and communications infrastructure. Additional information on USDA's Community Facilities Direct Loan and Grant Program can be found here. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Bishop, Jr. (GA-02) and Congressman Drew Ferguson (GA-03) introduced legislation today to designate a United State Post Office in Columbus, Georgia as the Richard W. Williams Chapter of the Triple Nickles (555th P.I.A.) Post Office. The post office, located at 120 12th Street Lobby, Columbus, Georgia, will be renamed to honor the U.S. Army's first African-American parachute unit, the 555th Triple Nickles Parachute Infantry Battalion, based out of Fort Benning during World War II. Captain Richard W. Williams served as the company's commander, and the Richard W. Williams Chapter of the Triple Nickles 555th Parachute Infantry Association (P.I.A.) has 61 veteran members from the Columbus area. I am honored to join my colleague Drew Fergusson in introducing this legislation on behalf of these brave men who trained right here at Fort Benning, Georgia, said Congressman Bishop. Not only did these men volunteer for one of the most elite units, but they also persevered over racial discrimination to serve their country. As a Georgian, I am honored to be able to introduce this legislation on behalf of these African-American pioneers and exceptionally brave men. The 555th Parachute Infantry Battalion, known as the Triple Nickles, was known both for its bravery in answering the call to be a part of an airborne unit and for being pioneers on behalf of many African-Americans seeking to serve in these and similar units, said Congressman Bishop. The men that joined the ranks of the Triple Nickles defended the nation against Japanese balloon bombs, and many of them later deployed to Korea as part of a new unit, the 2nd Ranger Company. The 2nd Ranger Company became the first and only all-black Ranger unit in the history of the United States Army and faced some of the most grueling combat in Korea. Under Captain Richard W. Williams's leadership, the 555th Triple Nickles Parachute Infantry Battalion bravely defended our nation during World War II, said Congressman Ferguson. John Lewis on Atlantas Cancellation of ICE Detention Contract | 2018-09-06 | 2018 | 2018-09 | Democrat | House | GA | John Lewis | L000287 | johnlewis.house.gov | legacy | I applaud Mayor Bottoms' decision to end the City of Atlanta's contract with U.S. Immigration and Customs Enforcement agency (ICE). Our nation is facing a period that may require leaders to be strengthened by the courage of their convictions to stand up and reassert the values of our democracy. The action Mayor Bottoms took today is in keeping with Atlanta's historic commitment to civil and human rights. It was the right thing to do. Metro Atlanta is among the worst places in America for an undocumented immigrant, and people across Georgia suffer from a federal policy that is cruel and inhumane. Since October 2017, half of all the deaths occurring to those in ICE custody have taken place while people were detained in Georgia. Beyond this closure, there are concerns that authorities may now send detainees even farther away from their families and support systems to detention centers in South Georgia. These businesses have no incentive to serve the public good, defend democratic principles, or respond to the cries of inhumane treatment, since profit is their central goal. And the government has much less authority to intervene because they are private interests and not public agencies. Advocacy groups as well as government investigators have discovered numerous civil rights violations, inhumane living conditions, and inadequate health care behind their walls. I am also concerned that forced labor practices at these for-profit centers might violate the 13th Amendment. It is my hope that communities in South Georgia where these violations occurwill follow the example the City of Atlanta has set today by removing the stain of injustice from our state. Leaders must lead. They must be headlights and not taillights. I am glad the Mayor of Atlanta decided to show the way to other major cities who shelter these abuses. Our immigration system can enforce the law while it also reflects this nation's commitment to justice and human rights. Today's decision by Mayor Bottoms is one step towards reclaiming the dignity of our dem… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Last week, Ranking Member Sanford D. Bishop, Jr. (GA-02), Congresswoman Rosa DeLauro (CT-03), Congresswoman Chellie Pingree (ME-01), and Congressman Mark Pocan (WI-02), the four democratic members of the U.S. House Appropriations Subcommittee on Agriculture, sent a letter to Secretary Perdue at the Department of Agriculture (USDA) to express their concerns with the agency's proposal to relocate the Economic Research Service (ERS) and the National Institute of Food and Agriculture (NIFA) outside of Washington, D.C. On August 9, 2018, USDA suddenly announced plans to relocate ERS and NIFA, along with most employees, outside of Washington by the end of 2019. USDA claims that the move would improve recruitment and retention, increase stakeholder engagement, and save taxpayer dollars. However, USDA has not provided any information or data to Congress, agency employees, and the public to support these claims. The appropriators, whose subcommittee holds oversight and funding authority over USDA, called on USDA to provide employee hiring data for ERS and NIFA for the last 5 years, data on anticipated staff loss if ERS and NIFA relocate, estimated costs associated with relocation, data on anticipated costs savings, a detailed timeline for the relocation, and the rationale for why ERS and NIFA, as opposed to other USDA agencies, need to move closer to stakeholders. The Members wrote in their letter: We care deeply about USDA's research agencies and their continued success. Farmers and consumers in our districts benefit daily from the work of ERS and NIFA, which have a worldwide reputation for identifying our most pressing agricultural issues and advancing innovative solutions to address those issues. They continued: It worries us to hear reports that USDA's reorganization announcement has jeopardized morale not only in the two affected agencies, but also across the Department as employees wonder whether other agencies will also be relocated. We hope that you will seek input from USDA employees as … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Bishop, Jr. (GA-02) is pleased to announce that Fort Valley State University in Fort Valley, GA has been awarded a $49,526 grant from the National Science Foundation (NSF). The award will support a workshop project to connect engineering and science students from underrepresented populations to currently funded NSF Research Centers. This project, entitled Broadening Participation in Engineering through Center-based Research, will be carried out under the direction of Felicia Jefferson, Assistant Professor in the Biology Department at Fort Valley State University. The award has an official start date of September 1, 2018. The project will provide for a workshop to connect underrepresented and women students with socially relevant, convergent research to build capacity for competitive fellowship applications. The workshop incorporates introductions to researchers, professional development, and training in scientific writing. As an 1890 Public Land Grant University, Fort Valley State has long been dedicated to providing a science and research focused education to underserved audiences, and this grant for the National Science Foundation enhances that mission, said Congressman Bishop. The workshop supported by this grant will connect students directly with researchers, providing students with the opportunity to apply their education to new and ongoing research opportunities. Originally chartered in 1895, Fort Valley State University is located in Peach County, GA. As a public historically black college or university (HBCU), Fort Valley has highly commended biology and chemistry departments which send more students of African descent to medical and dental schools than any other state school in Georgia. Established by Congress in 1950, NSF provides grants, contracts and cooperative agreements to fund research and education in the science and engineering fields. NSF funding accounts for around 20% of federal funding to academic institutions. More information on this NSF award … | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Johnson Slams GOP Assault on Health Care | 2018-09-05 | 2018 | 2018-09 | Democrat | House | GA | Hank Johnson | J000288 | hankjohnson.house.gov | legacy | WASHINGTON, D.C. Today, as oral arguments begin in a federal District Court in Texas in the Republicans' Texas v. United States lawsuit to strike down the Affordable Care Act's protections for people with pre-existing conditions, Congressman Hank Johnson (GA-04) blasted Republicans' assaults on people with pre-existing conditions in the Congress and the courts. The Republican lawsuit jeopardizes the health care of 130 million Americans, including 68 million women and girls, nationwide. In Georgia alone, the health care of 4.3 million people could be dismantled if the lawsuit succeeds. First, Republicans voted to take away protections for pre-existing conditions; now they're suing to destroy these protections in the courts, Rep. Johnson pointed out. Last year, Georgia's families rose up to defeat the House Republican plan to end protections for Americans with pre-existing conditions like asthma, diabetes, cancer, mental illness or substance abuse and push tens of millions more off their affordable, quality coverage, continued Rep. Johnson. But Republicans have chosen to ignore the will of the people once again, and are now pushing a lawsuit that would spell the end of basic protections that prevent insurers from denying coverage to Americans with pre-existing conditions or charging them more. It is absolutely appalling that Republicans are working to make sure that innocent people, including babies and little children, could be deprived of affordable coverage for their entire lives. Americans' health care will never be safe as long as Republicans control Washington, said Rep. Johnson. I am proud to stand with Georgia families, and 4th District resident in particular, to fight the vicious GOP attacks on families' quality, affordable coverage, and to ensure that all have access to the health care that they need. Democrats will continue to fight For The People and give Georgians A Better Deal to protect their care and lower their health costs. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Bishop, Jr. (GA-02), senior member of the House Appropriations Committee and the Subcommittee on Military Construction and Veteran Affairs, as well as Co-Chair of the Military Families Caucus, released the following statement concerning his meeting today with Army officials over recent reports of potential lead exposure at Department of Defense housing units. Also in attendance were representatives from the Offices of Senator Johnny Isakson and Senator David Perdue, as well as from the Office of Congressman Drew Ferguson. After the publication of reports concerning potential lead exposure at Department of Defense Housing units, I organized a meeting with Army leadership at Fort Benning, which occurred today, to discuss the Army's plan to address quality of housing for servicemembers and their families. I also took this time to tour the facilities identified in recent reports. The safety and well-being of our servicemembers and military families is of paramount importance, and it is imperative that we work in a bipartisan manner to ensure military members and their families have top-quality housing. I am encouraged by the Army's plans to address the situation here at Fort Benning, as well as at many other installations around the country. The Army has committed to conducting testing and repairs on all homes identified as being built before 1978 and potentially having risk of toxic lead exposure. This testing will focus not only on the interior, looking for deteriorating lead paint and dust, but also test for ground and water contamination. The Army has also committed to providing me with regular updates on this situation, and I will remain steadfastly focused on this issue. The well-being of our military families must be a top priority, and I am determined to work with the Pentagon and my colleagues in Congress to address these reports of potential lead exposure as it pertains to all of our military housing installations. Bishop, Jr. (GA-02), in cooperation with the nonpartisan Concord Coalition, at the National Infantry Museum. During the event, participants were placed in the role of legislators and educated on the difficult balancing of priorities that is necessary to reduce the deficit and balance the budget. Participants were also given the chance to review current budget priorities, suggest proposals, and discuss their political and fiscal implications. "The budget picture now and into the future is daunting to say the least," said Congressman Bishop. "On June 26, the nonpartisan Congressional Budget Office released its 2018 Long-Term Budget Outlook, indicating that federal debt held by the public will approach 100 percent of gross domestic product within the next 10 years. If we continue down this path, America could be spending more on debt interest payments than on national defense within five years." Congressman Bishop continued, "That is why last night's exercise was so important. It is vital that we weigh the future impacts of our policy decisions and have an honest conversation about our nation's budgetary situation. Tonight, we examined various trade-offs Congress must consider to address the long-term solvency of the federal budget. The input I received from the local community will greatly inform my work on the House Appropriations Committee when I return to Washington next week." Congressman Bishop is a member of the Blue Dog Coalition of fiscally responsible Democrats who are working to find a responsible framework to reduce spending, pay down our national debt, and balance the budget. The Concord Coalition is a nationwide, nonpartisan organization dedicated to educating the policymakers and the public about the causes and consequences of federal budget deficits. Bishop, Jr. (GA-02), senior member of the House Appropriations Committee and the Subcommittee on Military Construction and Veteran Affairs, as well as Co-Chair of the Military Families Caucus, released the following statement concerning recent reports of potential lead exposure at Department of Defense housing units: As a senior member, and former Ranking Member, of the House Appropriations Subcommittee on Military Construction and Veterans Affairs, I find reports of potential lead exposure in Department of Defense housing units to be deeply troubling. The safety and well-being of our military families is of the utmost importance. Our servicemembers volunteer to go into harm's way to defend our nation around the world, and it is unfathomable that they would have to experience safety concerns while in the safety of their home installations. Military installations, including Fort Benning in my district, are vital for the readiness of our armed forces, and the men and women that call Fort Benning home should be afforded top-quality housing. I will, in my position on the Military Construction and Veterans Affairs Subcommittee on Appropriations, be working to immediately address these reports of potential lead exposure. I have requested and scheduled a meeting with the Pentagon officials responsible for these matters, to be held this Friday.During this meeting, I will tour the facilities identified and discuss the Army's plan to address quality of housing for servicemembers and their families.Additionally, I am working with my colleagues in Congress to address this issue in the military construction appropriations measure currently under consideration. The well-being of our military families must be a top priority. I will strive to ensure that adequate funding levels are maintained, and adequate oversight is conducted, in order to provide safe and high quality housing for our servicemembers and their families. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z
| https://johnlewis.house.gov/media-center/press-releases/rep-john-lewis-significance-august-28th | Rep. John Lewis on the Significance of August 28th | 2018-08-28 | 2018 | 2018-08 | Democrat | House | GA | John Lewis | L000287 | johnlewis.house.gov | legacy | This day in our nation's history tells a powerful story in and of itself that charts the contemporary course of the struggle for social justice in America. The legacy of this one day in American history proves, said Rep. John Lewis, we have come a great distance in this country, but we still have a great distance to go before we lay down the burdens of race and class. We should be inspired by these events which reveal the continuing urgency and the infinite possibility that confronting these challenges offers us as a nation. In the end, we are one people, one family, the American family. We all live in one house, the American house, the world house. We must stay in the struggle for voting rights, civil rights, and human rights until we build a nation that respects the dignity and the worth of every human being. The History Made on August 28th On August 28, 1955, a young 14-year-old boy named Emmett Till was murdered in Money, Mississippi. The brutality of his death, as witnessed by a horrified world in photos of an open-casket funeral mandated by his mother, Mamie Till-Mobley, was said to represent the beginning of the modern-day civil rights struggle in the U.S. Just four months after the Till murder, the successful 381-day Montgomery Bus Boycott began that brought forth the leadership of Dr. Martin Luther King Jr. and Rosa Parks. August 28, 1963, was the date of the legendary March on Washington, when Dr. King made his seminal I Have a Dream Speech at the Lincoln Memorial. In that speech he defined the struggle for social justice in America as a dream deeply rooted in the American dreamthat one day this nation will rise up and live out the true meaning of its creed: We hold these truths to be self-evident, that all men are created equal.' Rep. John Lewis, then chairman of the Student Non-Violent Coordinating Committee and only 23 years old, also made a speech that day and said, We do not want our freedom gradually. We want our freedom and we want it nowWhere is our party? Where is the political party that w… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z |
