In 2002, the National Transportation Safety Board (NTSB) issued recommendations to improve the safety of the vessels in cases of flooding or sinking, but little has been done to implement those measures. "It could take months or years before we know exactly what went wrong in Branson," said Congressman Carson. "But there is no reason why Congress needs to hold off on implementing existing safety recommendations. We know from past incidents that more can be done to make these vessels safe. We owe it to passengers everywhere to learn from this tragedy and take action now." Specifically, Congressman Carson's bill would direct the Coast Guard to issue regulations within 180 days to require operators of amphibious passenger vessels to retrofit their vessels to provide reserve buoyancy. Vessel operators would have two years to comply with the requirements. While vessel operators work to comply with the reserve buoyancy requirements, this bill directs them to implement interim measures to improve vessel safety, including: Removing or replacing canopies from vessels for waterborne operations, with structures that do not restrict escape in the event of flooding or sinking; Require that all passengers wear a personal flotation device while the vessel is on the water; and Require compliance with existing Coast Guard regulations related to the inspection, configuration, and operation of such vessels. U.S. Senator Joe Donnelly today called on the Environmental Protection Agency (EPA) to take over full control of the investigation and cleanup efforts for any contamination resulting from the Amphenol Corporation and Webb Wellfield sites in Franklin, Indiana. Recent reports have shown that the Indiana Department of Environmental Management (IDEM) and the City of Franklin knew as far back as 2013 that trichloroethylene (TCE) had migrated off the Amphenol site. IDEM appears to have taken no action following that 2013 report, despite TCE being a known carcinogen. Donnelly said, in part, in his letter, new information has come to light that raises more concerns, including additional test results indicating elevated and harmful levels of contamination in or near the homes of area residents. In addition, public records indicate that local officials were aware of contamination potentially migrating off the sites several years ago. Stomach cancer is the fifth most common type of cancer worldwide and one of the most difficult to detect in its early stages. As a result of the mistake, Hoosier RV dealers have faced higher inventory financing costs compared to other recreational dealers, such as those specializing in boats and motorhomes. Shortly before the tax law was enacted, in an apparent effort to condense the relevant section, tax writers deleted the word recreational vehicle among others, and instead used the catch-all self-propelled vehicle. Travel trailers and campers are not self-propelled, and as a result, dealers are unable to fully utilize floor plan interest deductibility for non-motorized RVs. The new rule on short-term health plans will allow consumers to buy so-called junk plans for up to 364 days at time, reversing the current limitation that these plans can only be used for three months at a time as a bridge option for consumers. Short-term junk plans are scheduled to become available in two months, and could further harm the individual marketplace when open enrollment begins for consumers this fall.
