Res. 755, a resolution impeaching Donald John Trump, President of the United States, for high crimes and misdemeanors: Forty-five years ago, as a young staffer for Senator Marlow Cook, I wrote the speech that would make him the first Senate Republican to call for the resignation of a corrupt president. As Republicans, we took no joy in going against a president of our own party, but we felt a duty greater than partisan loyalty to our country, the Constitution, and the people who had entrusted us to, among other things, provide accountability of the executive. On Wednesday, December 18, 2019, I will vote to impeach President Donald Trump, and I will do so for the very same reasons. As with President Nixon and Watergate, evidence of President Trump's attempt to extort Ukraine's president for political gain is overwhelming, and his refusal to abide by constitutionally mandated congressional oversight flies in the face of our nation's founding as a republic rather than a dictatorship. Far from an isolated incident, these crimes are an exclamation point on his continued abuse of the presidency, which, left unchecked, would shatter the foundation of our constitutional system, and thus American democracy. It saddens me that not a single Republican in Congress seems ready to demonstrate the courage of Senator Cook and dozens of their predecessors who put patriotism above partisanship nearly half a century ago. The legislation would give Medicare the power to negotiate directly with drug companies. These transparent and lower prices will set a standard for private insurance companies to use when negotiating reduced rates for their beneficiaries. It would also create a new $2,000 out-of-pocket limit on prescription drug costs for Medicare beneficiaries. Earlier this year, Congressman John Yarmuth (KY-3) was successful in including a provision to repeal the Survivor Benefit Plan-Dependency and Indemnity Compensation (SBP-DIC) offset in the House version of NDAA. The Yarmuth provision was retained in this final version of the legislation. For more than 40 years, the SBP-DIC offset has reduced benefits for the surviving spouses of fallen service members. It is commonly referred to as the Widow's Tax and reduces benefits for surviving families by thousands of dollars each year. Ending this egregious offset is a momentous victory for the more than 60,000 surviving spouses and families of our nation's fallen heroes, said Yarmuth. It's not every day that Congress comes together and fixes a problem that has been on the books for more than four decades, but this issue is too important to go unaddressed any longer. I'm glad we were able to get this done once and for all. Our nation's Gold Star Families have sacrificed enough. Yarmuth's amendment corrects a provision in current law that unfairly required surviving spouses of deceased military members to forfeit part or all of their Department of Defense Survivor Benefit Plan (SBP) annuity when they receive Dependency and Indemnity Compensation (DIC) from the Department of Veterans Affairs. There are more than 60,000 surviving families negatively impacted by the SBP-DIC offset, which reduces surviving spouses' benefits by an average of $924 per month, or $11,000 annually. In an assembly at the school this afternoon, Yarmuth revealed that Shraman Kar, an eighth-grader at Meyzeek, was selected by judges as the winner of this year's competition for his submission of foodle, an app designed to help eliminate food waste and combat hunger. The Congressional App Challenge is a district-level competition for middle school and high school students that aims to encourage them to learn to code and inspire them to pursue careers in computer science. Kar worked with Louisville-area food bank Dare to Care on implementation of his app, which allows individuals with surplus food to place it in a basket, detecting its contents, and then map it for food banks to come pick up from their address. Shraman's app was successfully executed, well-designed, and quite thoughtful in tackling hungera reality for many struggling families in our community and around the world, said Yarmuth. I'm proud to continue this challenge, now in its third year, to not only highlight the importance of STEM education for students but also feature the many creative things that young people here in Louisville are working on. The legislation, H.R. 5191, will reauthorize key federal grant programs to provide states with grants to help thousands of homeless young people nationwide. The landmark Runaway and Homeless Youth Act was first passed by Congress in 1974, providing nationwide support to address youth and young adult homelessness. This reauthorization would expand protections to youths who are particularly vulnerable to human trafficking, and it would authorize funding for state and local programs to help provide transitional housing, street outreach, and crisis intervention programs to address the needs of homeless and runaway youth. It would also raise the authorization of appropriations to $225 million and double the minimum grant allocation provided to small states, from $100,000, to $200,000. Yarmuth's legislation would task the Department of Health and Human Services with conducting the first-ever comprehensive federal study of the health dangers of the practice. While there is already strong evidence that mountaintop removal mining destroys our mountains, pollutes our air and water, and impacts the lives of all who reside in nearby communities, there has never been a federal study of the health risks associated with this reckless method, said Yarmuth. The Federal government should not be approving mining permits until it can truthfully say to local residents that their health will not be jeopardized and their lives will not be put at risk. The Obama administration had previously ordered a health study to be conducted by the National Academies of Sciences, Engineering, and Medicine, in August of 2016, but that study was halted by the Trump administration in August of 2017. Yarmuth, along with House Natural Resources Chairman Ral Grijalva, has formally demanded an explanation from the Department of Interior's Office of Surface Mining Reclamation and Enforcement (OSMRE) on what led to the cancellation of the study.
