| http://richmond.house.gov/press-release/rep-richmond-responds-senate-passage-honor-flight-act | Rep. Richmond Responds to Senate Passage of the Honor Flight Act | 2014-12-05 | 2014 | 2014-12 | Democrat | House | LA | Cedric Richmond | R000588 | richmond.house.gov | legacy | Washington DC -- Yesterday, H.R. 4812, the Honor Flight Act, a bill sponsored by Rep. Richmond (LA-02), was passed by the U.S. Senate. The bill will codify the process by which the Transportation Security Administration (TSA) provides expedited and dignified passenger screening services for veterans traveling to Washington, D.C. to visit war memorials built and dedicated to honor their service. Expedited screening services will save veterans’ time and show them their proper respect and appreciation. Now that the bill has passed the Senate, it will go to the President’s desk for signature. “In Congress and across the country, we stand in support of treating our veterans with the reverence they deserve,” said Rep. Richmond. “I am proud the Senate has joined the House of Representatives in acting to pay a debt of gratitude to a group of Americans who were willing to make the ultimate sacrifice. I’m humbled to have been able to play a small role in ensuring that veterans across the nation continue to enjoy a more expedient process as they travel to our nation’s capital.” Rep. Richmond serves as Ranking Member of the Transportation Security Subcommittee of the House Committee on Homeland Security which oversees TSA. The Honor Flight Act of 2014 is supported by the Honor Flight Network, a non-profit organization that works with airlines and other non-profits to transport American veterans to Washington, D.C. to visit memorials built and dedicated in honor of their service. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||

Cedric Richmond (LA-02) issued the following statement after House Republicans’ third attorney finally filed a lawsuit against the President: “Instead of focusing on the issues that matter to the American people, like good-paying jobs and providing a first class education for our children, House Republicans have chosen to waste time and taxpayer money on a baseless lawsuit against the President of the United States,” said Rep. Richmond. “We were elected to Congress to work together to create opportunity and further the American dream for all our citizens. Rather than fulfill that obligation my colleagues in the GOP continually pursue obstructionist tactics and meritless litigation.” “We are faced with a unique set of challenges as we conclude this session of Congress and move into 2015, and the American people expect us to faithfully execute our duty to govern and pass laws to meet those challenges. Wasting time on frivolous lawsuits and political posturing is irresponsible and marginalizes the role of Congress.” “I call on my colleagues to move past this ploy of partisan politics so we can get back to the work of moving this country forward.” ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Richmond Statement on Equal Pay in Louisiana | 2014-09-23 | 2014 | 2014-09 | Democrat | House | LA | Cedric Richmond | R000588 | richmond.house.gov | legacy | Washington, DC – Today Rep. Richmond (LA-02) released the following statement in response to new data related to the gender wage gap in Louisiana. “As our state moves into an economic resurgence we must ensure our mothers, sisters, and daughters are able to share in that prosperity,” said Rep. Richmond. “Women comprise a larger component of the workforce than any point in our history, and perform their duties at the same level as their male counterparts. This hard work should be reflected in their compensation.” “We have taken steps on the federal level to address this inconsistency with legislation such as the Paycheck Fairness Act, but partisan opposition has stymied that progress. I will continue to be a strong advocate for women’s fair pay and for any policies which can help women and their families get ahead despite the obstacles.” According to new Census data, Louisiana has the largest gender pay gap in the United States, with women earning approximately two thirds of what their male counterparts are paid. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Richmond (LA-02) issued the following statement regarding Tommy Boggs’ passing on Monday. “I am deeply saddened by the news of Tommy Boggs’ passing. Tommy’s ambition and business acumen were only matched by his kindness and generosity,” said Rep. Richmond. “The contributions of the Boggs family to Louisiana cannot be overstated, and Tommy was no exception. The legacy he has built will live on for generations to come. | http://richmond.house.gov/press-release/rep-richmond-statement-gov-jindal%E2%80%99s-early-childhood-grant-letter-president | Rep. Richmond Statement on Gov. Jindals Early Childhood Grant Letter to the President | 2014-09-12 | 2014 | 2014-09 | Democrat | House | LA | Cedric Richmond | R000588 | richmond.house.gov | legacy | Washington, DC – Today Rep. Richmond (LA-02) issued the following statement regarding Gov. Jindal’s recent letter to the Obama Administration about federal early childhood education grants. “This is just further proof that Governor Jindal is concerned more with his political ambitions outside the state than he is with the welfare of the people of Louisiana,” said Rep. Richmond. “This letter shows that this recalcitrant governor is going out of his way to deprive Louisiana of federal support for important programs, no matter how crucial they are.” “As governor, the amount of federal funding for important projects that he has refused is staggering. The $15 million that he is endangering now is on top of the $45 million in federal funding to improve pre-kindergarten education that he pointedly declined to go after less than a year ago. There is also $80 million to provide rural broadband to the people of Louisiana and $300 million for a high-speed rail from Baton Rouge to New Orleans. However, all of those losses pale in comparison to his refusal to expand Medicaid. That decision cost the state $16 billion and left more than 200,000 Louisiana citizens out in the cold. The common denominator to all these decisions is Governor Jindal’s willingness to sabotage the people of Louisiana for his personal political ambitions." ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Richmond Introduces Bill to Delay Closure of Mail Processing Facilities | 2014-09-11 | 2014 | 2014-09 | Democrat | House | LA | Cedric Richmond | R000588 | richmond.house.gov | legacy | Washington, DC - Today, Rep. Richmond (LA-02) introduced the Postal Jobs Protection Act, a bill that would prevent the United States Postal Service (USPS) from closing or consolidating any currently-operating mail processing facilities until the end of 2015. This bill would prevent the closure of 82 mail processing facilities, including the New Orleans Processing and Distribution Center, scheduled to cease operations in January 2015. “The Postal Service’s plan to close mail processing facilities would be devastating to our economy and our communities,” said Rep. Richmond. “Next year as many as 15,000 Americans could lose their jobs at mail processing centers across the country. As Congress and the USPS consider options for comprehensive postal reform, the USPS should not take steps that will destroy jobs, damage our economy and slow mail delivery nationwide.” The bill is endorsed by the National Association of Letter Carriers and the American Postal Workers Union. ###, Rep. Richmond Statement on Ninth Anniversary of Hurricane Katrina | 2014-09-11 | 2014 | 2014-09 | Democrat | House | LA | Cedric Richmond | R000588 | richmond.house.gov | legacy | Washington, DC – Today Rep. Richmond (LA-02) issued the following statement regarding the ninth anniversary of Hurricane Katrina making landfall in Louisiana. “In the nine years since the tragedy that was Hurricane Katrina, Louisiana and the entire Gulf Coast has been a beacon of resiliency in the United States,” said Rep. Richmond. “We have rebuilt much of our infrastructure, seen thousands return home, and welcomed in the World for everything from Mardi Gras to a Super Bowl. Though we have made incredible strides, much of the journey is still ahead of us. The progress we have made has not reached everyone, and our work is not done until it does. We must continue working together to ensure that the recovery process is sustained and inclusive to all citizens.” “I am proud of the work many of our local officials and the Congressional delegation have done to restore our state and rebuild our communities. I will continue to do all in my power to secure resources and safeguard Louisiana citizens.” ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Richmond Statement on Republican Healthcare Bill | 2014-09-11 | 2014 | 2014-09 | Democrat | House | LA | Cedric Richmond | R000588 | richmond.house.gov | legacy | Washington, DC – Today Rep. Richmond (LA-02) issued the following statement after voting against H.R 3522 a Republican sponsored healthcare bill that would scale back crucial components of the Affordable Care Act. “Whether you support the Affordable Care Act or not, I would hope we all can agree that we do not want to return to the days where insurers could deny coverage due to a preexisting condition, charge more to cover a woman, or drop coverage altogether when someone gets sick,” said Rep. Richmond. “A majority of Americans agree that we should not return to those unfair practices. | http://richmond.house.gov/press-release/rep-richmond-urges-compassion-context-road-home-implementation-continues | Rep. Richmond Urges Compassion, Context as Road Home Implementation Continues | 2014-09-11 | 2014 | 2014-09 | Democrat | House | LA | Cedric Richmond | R000588 | richmond.house.gov | legacy | Washington, DC -- Today Congressmen Cedric Richmond (LA-02) urged HUD to consider the context in which many Louisiana residents entered into the Road Home agreement and to exercise flexibility and forgiveness where appropriate with the recovery of elevation grants to homeowners who have made good faith attempts to restore their homes. “The Department of Housing and Urban Development has been an invaluable partner as we continue to recover from the disastrous storms that battered this region nine years ago,” said Rep. Richmond. “The Road Home program provided resources to many vulnerable families and it is important to consider their unique circumstances when it comes to evaluating their compliance with the program. While there are a few individuals who did not utilize their resources responsibly the majority of homeowners made good faith efforts to restore their homes and every homeowner should be treated with the utmost fairness and respect as recovery from non-compliant homeowners continues.” In a letter to HUD Secretary Julián Castro, Rep. Richmond specifically asked that HUD: Continue to consider the context in which many of our constituents made their Road Home covenants. Homeowners that made good faith attempts, to restore their homes and follow their Road Home covenants, be treated with the utmost respect and fairness. Work with the Office of Community Development to consider an alternative process by which homeowners must demonstrate compliance with their Road Home covenants. Exercise flexibility, forgiveness where appropriate, and most of all human compassion and understanding for decisions made in a time of extreme duress, pain and uncertainty. The letter to Secretary Castro can be found here. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Dr. Francis is the nation’s-longest serving university president and is a noted educator and community leader. In 2006, he received the Presidential Medal of Freedom, the highest civilian award in the United States for his outstanding contributions to civic causes. “President Norman Francis is an exemplary man, champion of civil rights, and one of the finest educators in this nation,” said Rep. Richmond. “His service to Louisiana and devotion to his students are unparalleled and have received commendation from the highest office in the land. His leadership of Xavier transformed the university into a pillar of our community and his leadership in New Orleans played an instrumental role in rebuilding our city after Hurricane Katrina. Throughout his illustrious tenure at Xavier he has been a guiding light to the community, a mentor to other HBCU Presidents, and a true servant to his students and his community. “I am proud to have had the honor of working with President Francis and wish he and his wife Blanche continued success and happiness in all their future endeavors.” ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Richmond Statement on the Release of the RESTORE Interim Final Rule | 2014-08-13 | 2014 | 2014-08 | Democrat | House | LA | Cedric Richmond | R000588 | richmond.house.gov | legacy | Washington DC – Today the United States Treasury Department announced the publication of an interim final rule in the Federal Register which sets out how Gulf Coast states and municipalities will receive funding for environmental restoration and economic development projects. "The effects of the oil disaster are still being felt today throughout the Gulf Coast, and especially in Louisiana,” said Rep. Richmond (LA-02). “Time is of the essence with regard to restoring our coast and making Louisiana whole again. This Interim Rule provides important guidance and a framework within which projects can be developed to aid in the recovery process. I will continue to work to ensure that funding is released in a timely and responsible manner and that there is a plan in place to allow resources to be utilized effectively in the region.” The Interim Final Rule (IFR) outlines grant programs for Louisiana, Alabama, Florida, Mississippi, and Texas that were established by the Resources and Ecosystem Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States (RESTORE) Act. The funds from these grants will help further the recovery of communities affected by the Deepwater Horizon oil disaster. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z
| http://richmond.house.gov/press-release/rep-richmond-responds-department-education%E2%80%99s-revised-parent-plus-loan-eligibility | Rep. Richmond, Responds to Department of Educations Revised Parent PLUS Loan Eligibility Standards | 2014-08-08 | 2014 | 2014-08 | Democrat | House | LA | Cedric Richmond | R000588 | richmond.house.gov | legacy | Washington, DC – The Department of Education proposed new regulations that will update eligibility standards and improve access for student and parent borrowers under the federal Direct PLUS loan program. The new rule would clarify and update the regulations on adverse credit history and represents the result of negotiations between the Department of Education and various stakeholders. “I am glad the Department of Education is moving forward with these new standards,” said Rep. Richmond (LA-02). “I have worked with the Department to change the unfair eligibility standards that denied students across the country the opportunity to attend a college they are qualified for but couldn’t afford. These standards hurt students and damaged schools across the country, especially Historically Black Colleges and Universities (HBCUs) in the 2nd District.” “I am proud of the work my colleagues in the CBC and HBCU community have done on this matter. I applaud the Department of Education for taking this first step and hope they will act quickly to finalize it so that students and schools can begin to see the results.” This rule comes about after the Department of Education changed its standards on adverse credit history in 2011. That change resulted in a large number of families being denied loans, including many that had previously qualified, and caused financial problems at colleges and universities nationwide. Rep. Cedric Richmond has been a leading advocate for revised standards to increase access to the program and has introduced legislation and written letters to the Department addressing the problems with their standards. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||
| http://richmond.house.gov/press-release/rep-richmond-introduces-bill-expand-usps-include-basic-financial-services | Rep. Richmond Introduces Bill to Expand USPS to Include Basic Financial Services | 2014-07-24 | 2014 | 2014-07 | Democrat | House | LA | Cedric Richmond | R000588 | richmond.house.gov | legacy | Washington, DC – Today, Rep. Richmond (LA-02) introduced a bill that would expand access to basic financial services to millions of Americans and provide a venerable and struggling American institution an opportunity to generate billions of dollars in revenue. “In the New Orleans area alone, 181,000 households do not have access to a full range of financial services,” said Rep. Richmond. “These are primarily low-income households that are forced to pay exorbitant interest rates to predatory lenders in order to borrow. Allowing the Post Office to offer some basic financial services would save these households thousands of dollars every year, and put the USPS on more stable financial footing.” The Providing Opportunities for Savings, Transactions and Lending Act – or the POSTAL Act – would allow the United States Postal Service to offer basic financial services. Post office customers would be able to open checking accounts, deposit funds in an interest-bearing savings account, and receive small-dollar loans. The bill would also require that the Postal Service offer customers a convenient “Postal Card” that functions as a debit card and allows them to engage in in-store, mobile, and online transactions. In January, the office of the Inspector General of the USPS released a report outlining the benefits of postal financial services for the public, the financial services industry and the USPS. Today, Rep. Richmond answered the call for reform that will help bring Americans out of poverty, improve economic mobility, help the USPS generate revenue. The POSTAL Act is supported by the National Association of Letter Carriers, the national labor union of city delivery letter carriers employed by the United States Postal Service. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||

The bill would codify the process by which the Transportation Security Administration (TSA) provides expedited and dignified passenger screening services for veterans traveling to visit war memorials built and dedicated to honor their service in Washington D.C. Expedited screening services will save veterans’ time and show them their proper respect and appreciation. “The ‘Honor Flight Act’ is a measure that seeks to pay a debt of gratitude to a group of Americans who were willing to make the ultimate sacrifice to ensure that we are able to enjoy the freedoms that we have today,” said Rep. Richmond. “Although we may never be able to fully repay our veterans for their bravery, our national memorials bring into focus their lasting contribution and their impact on American history. Richmond (LA-02). “House Leadership has jeopardized that long-term investment in our nation’s infrastructure due to their fondness of last-minute fixes in lieu of responsible governance. Representing a city and state that relies so heavily on federal transportation funding this much needed stop gap is necessary to mitigate the imminent issue, but there is still a pressing need for a long term solution to transportation funding in this country.” The bill will transfer $10.8 billion from the General Fund of the Treasury and the Leaking Underground Storage Tank (LUST) Trust Fund in order to cover the costs of ongoing infrastructure projects during the busy summer construction season. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Richmond (LA-02) issued the following statement regarding the one year anniversary of the Shelby County Supreme Court decision. “On the one year anniversary of the Shelby County decision, it is important for us to remember what this voting rights fight is about,” said Rep. Richmond (LA-02). “It has been one year since the Shelby decision, and six months since the introduction of the Voting Rights Amendment Act of 2014, a bipartisan bill that would address some of the issues created by that disparaging decision, and yet we have not had a single Congressional hearing. That is unacceptable. “ “The most fundamental constitutionally protected right in our democracy, the right to vote, is being attacked in localities throughout the country. With elections forthcoming, the time to act is now. The Voting Rights Amendment Act of 2014 offers nationwide solutions to address the current threats but House Leadership has not made it a priority. The Presidential Memorandum outlines a series of new criteria intended to support federal student loan borrowers, especially for vulnerable borrowers who may be at greater risk of defaulting on their loans. “Our students are one of the most valuable commodities we have, and providing them the opportunity to pursue affordable higher education is paramount to developing our economy,” said Rep. Richmond (LA-02). "Graduates unrestricted by prohibitive student loan debt are able to save, buy a home, and even start businesses of their own. All of which are beneficial to the financial health of the nation." Rep. Richmond is a co-sponsor to H.R. 4582 the Bank on Students Emergency Loan Refinancing Act, a House companion to S.2292. The bill would allow student loan borrowers to refinance both their federal and private loans down to rates consistent with the Bipartisan Student Loan Certainty Act of 2013, which capped annual interest rates for current undergraduate students beginning with the 2013-2014 school year. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The allegations we have heard recently are deeply disturbing and must be thoroughly investigated. From the top to the bottom those found to be responsible, whether through direct action or neglect, should be dismissed from service with all deliberate speed and we must do all we can to ensure we provide a first class system of care.” | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

The bill passed the House yesterday with a vote of 412-4. Today the Senate passed the bill with a vote of 91-7 and now it awaits a signature from the President. “This bipartisan agreement is a win for the American people and specifically for the residents of Louisiana’s Second Congressional District--from New Orleans to Baton Rouge. It invests in much needed water infrastructure projects and dedicates resources to vital flood protection and environmental restoration efforts,” said Rep. Richmond. “In Louisiana, we rely on waterways as pillars of our local economy and to connect our communities. This bill includes measures that I have long advocated for that support deeper dredging of the Mississippi River and increased capacity at our ports, thus increasing maritime commerce and growing the economy. By strengthening flood protection and working to restore our coastal ecosystem, we protect our neighborhoods and make our communities more resilient. While there is still work to be done, this legislation is an important milestone in ensuring economic viability and secure infrastructure in Louisiana.” | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Richmond Introduces Bill to Reform Solitary Confinement | 2014-05-08 | 2014 | 2014-05 | Democrat | House | LA | Cedric Richmond | R000588 | richmond.house.gov | legacy | Washington DC -- Today, Rep. Richmond (LA-02) introduced a bill which would have an impact on the treatment of the United States’ prison population. This legislation would usher in significant reforms to the penal system resulting in a more humane approach to imprisonment and a more rational and fiscally conservative approach to incarceration. The Solitary Confinement Study and Reform Act of 2014 would start a national conversation with all pertinent stakeholders about how to best develop and implement national standards for the use of solitary confinement to ensure that it is used infrequently and only under extreme circumstances. “Our approach to solitary confinement in this country needs immediate reform. The practices imposed on prisoners, including the seriously mentally ill and juveniles, at all levels of our penal system raise significant 8th amendment concerns and it is time we have this conversation about what kind of country we are,” said Rep. Richmond. “Do we feel comfortable putting a man or woman in a dark hole for decades on end with no additional due process? Is this practice consistent with our values? I don’t think so. I know we are better than that.” The Solitary Confinement Study and Reform Act of 2014 would: • Introduce a more humane and constitutionally sound practice of segregated detention in the Nation’s prisons, while accelerating the development of best practices and making solitary confinement reform a top priority in each prison system at the Federal and State levels • Establish a commission named the National Solitary Confinement Study and Reform Commission to work with all pertinent stakeholders to study the practice of solitary confinement and recommend best practices for reform to Congress and the Administration • Require the Department of Justice to issue regulations on best practices in this area that would bind facilities in the Federal prison system and incent changes in behavior in state and local prison systems • Bring about s… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z
| http://richmond.house.gov/press-release/cedric-richmond-debates-medicare-expansion-louisiana-state-legislature | Cedric Richmond Debates Medicaid Expansion at the Louisiana State Legislature | 2014-04-29 | 2014 | 2014-04 | Democrat | House | LA | Cedric Richmond | R000588 | richmond.house.gov | legacy | Baton Rouge -- Congressman Richmond discussed the benefits of Medicaid Expansion during a visit to a Health and Welfare committee hearing in the Louisiana State Legislature. The Congressman highlighted the large scale job creation and the thousands that would benefit from healthcare expansion in Louisiana. The following are some excerpts from his testimony. “Well right now we are talking about creating 15,600 jobs and that’s just the economic part of it,” said Rep. Richmond (LA-02). “We are a state with too many needs and people who are hurting too bad and we’ve always been above [partisan politics] and for that I miss the Louisiana legislature because we always did put people first. The problem that I have, especially in DC but it’s starting to trickle down other places is that we don’t want this to succeed; that is a problem for me.” “The fact, that people are saying they oppose the Affordable Care Act, they oppose Obamacare. Well that’s fine that they oppose it but we should at least be rooting for it to be a success because if it’s a success we are changing people’s lives, we are making people better, we are keeping people alive. If it’s a success it means that this country is moving in the right direction.” “So the question becomes whether we want the people of Louisiana to be able to decide whether they want to avail themselves of the benefits of Medicaid expansion and if you look at the numbers, if you look at all of those things and the fact that the Federal Government will pick up the costs for the first 3 years and will continue to do the lion’s share of it, the question becomes do we try? I don’t quote Aristotle or Einstein and all these brilliant people, because I don’t claim to be brilliant. I quote my grandmother because to me she was smart and she said smart things. She would say things like ‘nothing beats a failure but a try.’ So the question is whether we should try for the people of Louisiana.” “So instead of always saying no because this is not a political issue or shouldn’t be, tell us what yo… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z | ||

Cedric Richmond (LA-02) and Rep. Corrine Brown (FL-05) introduced the Protecting Educational Loans for Underserved Students Act (the PLUS Act), a bill that will restore core credit standards used by the Department of Education (ED) prior to the change to the definition of “adverse credit” made in 2011. The bill establishes criteria for determining whether a parent has an “adverse credit history” and includes a provision for loan counseling to ensure parents who receive disbursements have a full understanding of the terms and conditions of the loans and their repayment obligations. “Higher education is the most powerful tool for breaking the cycle of poverty in America,” said Rep. Richmond. The federal Parent PLUS Loan program is pivotal because it gives students the opportunity to attend a top tier college or university they would otherwise be unable to afford. There must be a fair standard when determining eligibility for this program, one that reflects the tough financial challenges of the past decade. This legislation, which I have introduced along with my colleagues in the CBC, establishes this standard and provides a fair shot for all students to earn a quality education.” ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

Richmond Statement on the close of ACA’s First Enrollment Period “As the first enrollment period comes to a close, the results clearly show that the Affordable Care Act is working. Over 7 million Americans have already taken advantage of the quality, affordable health insurance now available to them and, after the surge of last night’s deadline, we expect that number to grow,” said Rep. Richmond (LA-02). “For the first time in history, Americans now have peace of mind when it comes to getting health insurance to protect their health and the health of their families. They are no longer excluded due to preexisting conditions, seniors are seeing tremendous savings on their prescription drugs, and millions of young people are now covered under their parent’s plans.” “The health of the American people is not a political issue, it is a moral issue. We have a responsibility to ensure every citizen has access to reliable health insurance at a reasonable cost. The repeated attempts to sabotage the law undermine that responsibility and jeopardize the health and financial security of millions of Americans. The American people have made a statement that the Affordable Care Act is working for them. It is time for the GOP to listen and end their repeal-at-all-cost agenda so we can continue to work on moving this law forward.” ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z

With his signature, 5.5 million Americans including over 200,000 in Louisiana will begin to see relief from exorbitant premiums resulting from Biggert-Waters. “This is a great day for the people of Louisiana, and for Americans living in flood zones all across the country. From the very beginning homeowners and small business owners made their voices heard that the rate increases stemming from Biggert-Waters were causing unreasonable hardship,” Said Rep. Richmond (LA-02). “My colleagues and I heard your calls for reform and immediately got to work on a bipartisan solution and after a long journey we passed significant legislation that will ease the burden of rising flood insurance premiums. This legislation is an example of what we can accomplish when we work together on behalf of the American people. I would like to thank Senator Landrieu (D-LA), Congresswoman Waters (CA-43), and all of my colleagues in the House that played a role in the passage of this bill. Cedric Richmond, D-LA and U.S. Senator Mary L. Landrieu, D-La., chair of the Homeland Security Appropriations Subcommittee, today announced the availability of $3 million in homeland security grants for the New Orleans area. This funding is provided through the FY 2014 Department of Homeland Security (DHS) Appropriations Act and will go toward protecting critical infrastructure and improving emergency management capabilities in Orleans, Jefferson, Plaquemines and St. Bernard Parishes. The grant will help state and local authorities and private-sector partners prevent terrorist attacks, fight illegal immigration and trafficking, and respond to natural disasters and other emergencies. The grant is allocated through the Urban Areas Security Initiative (UASI), which assists high-threat, high-density urban areas in building enhanced and sustainable capacities for preventing, mitigating and responding to acts of terrorism. “I’m proud to announce $3 million in Homeland Security grant funding is being allocated to make the Greater New Orleans area more secure,” Rep. Richmond said. “New Orleans received by far the most funding of all the cities that were excluded last year. This is a sign that the Administration recognizes how important our area is in the fight to protect the Nation. From my post on the Homeland Security Committee, I will continue to make the case to the Administration why funding to secure our region, including our ports and waterways must be a national priority. “Louisianians have seen firsthand how important comprehensive disaster preparedness is to protect our communities and save lives,” said Sen. Landrieu. “Today’s grants would ensure that New Orleans has the resources necessary to prevent or respond to terrorist threats, catastrophic events and potentials disasters whether they are natural or manmade. The funds would also protect New Orleans’ critical infrastructure that the entire country depends on to produce energy, seafood and economic growth. This legislation is the companion to the bill Rep. Richmond helped write, and which passed the House of Representatives on March 4, 2014. Now that the bill has passed the Senate, it will go to the President’s desk where it is expected to be signed into law. “With the passage of this bill in the Senate, homeowners and small business owners can now look forward to an affordable flood insurance program without fear of exorbitant rate increases year after year,” said Rep. Cedric Richmond. “Homeowners in Louisiana and all across the country have made their voices heard. Rising premium costs have put them under undue strain, and when the President signs this bill into law they will finally see some much needed relief. “I want to thank Sen. Landrieu (D-LA) for her leadership in the Senate to ensure that fixing the flood insurance program remained a priority and was brought to a vote with expediency. The people of Louisiana can now rest a little easier with the knowledge that they will soon see more manageable premiums, and a more transparent and accountable system. They now know they will be protected when they play by the rules. “This bill serves as an example of bipartisan cooperation that achieves tangible results for the American people.” Passage in the Senate marks another milestone in the long journey flood insurance reform legislation has taken over the last year. Rep. Richmond first introduced a flood insurance reform bill in May of 2013. The original bill drew support from Rep. Waters (CA-43), the entire Louisiana delegation, and 35 of Rep. Richmond’s colleagues. Despite several obstacles, Rep. Richmond was able to garner bipartisan support for H.R. 3370 in the House of Representatives, which led to its passage late last week with a vote of 306 to 91. 180 Democratic Members of the House voted in favor of this legislation. This bill addresses the affordability to consumers of flood insurance premium increases that followed the implementation of the 2012 Biggert-Waters law, by limiting yearly individual premium increases so that no individual policy holder would pay a premium increase of greater than 18% per year. The bill also reinstates the flood insurance program's grandfathering provision – meaning homes that complied with previous FEMA flood maps would not be hit with large increases when new maps, showing larger flood risks, are implemented by the agency. The bill passed the House this evening a vote of 306 to 91. 180 Democratic Members of the House voted in favor of this legislation. "The House of Representatives has spoken for the millions of homeowners nationwide that depend on an affordable flood insurance program,” said Rep. Cedric Richmond. “By a vote of 306 to 91, we are a step closer to fixing the NFIP in a way that will provide real relief from skyrocketing flood insurance rates. “I want to thank the 180 of my Democratic colleagues for their vote tonight, and for the faith they placed in me to negotiate a good bill. When challenged with a major problem for our constituents they stepped to the plate to provide a real solution. They didn't provide excuses or shrink in the face of the detractors. I’d also like to thank the people of Louisiana, especially those residing in my District. We bore the brunt of this storm together, and today’s vote is a testament to their work. From the outset, Democrats wanted to reform the National Flood Insurance Program in way that would make premiums more affordable, flood maps more accurate and FEMA more accountable. For months, Waters led a Democratic effort to provide homeowners with important flood insurance rate relief and to bring accountability to the Federal Emergency Management Agency (FEMA). Upon learning of the untended consequences of the 2012 Biggert-Waters Flood Insurance Reform Act, Democratic lawmakers in the House and Senate took action, spearheading bipartisan, bicameral legislation that passed the Senate and garnered the support of more a majority of the House of Representatives. Over the past several weeks, Waters, Richmond and other Democrats have been working with Republican leadership to craft an alternative measure that can garner the support of Congress and also achieve affordability. Congresswoman Waters praised the work of her Democratic colleagues to make the bill better. She made the following statement: “I am pleased that after months of hard work, Democratic lawmakers were able to reach a bipartisan agreement that will ensure relief for hundreds of thousands of homeowners living in flood prone regions. I believe that today, we have struck a reasonable compromise that will address affordability concerns, bring accountability to FEMA and ensure the stability of the National Flood Insurance Program. The new legislation includes a number of important provisions to protect flood insurance policyholders from dramatic rate hikes. Above all, these include ending dramatic increases caused by events such as property sales – and restoring grandfathered rates for those who played by the rules and built their properties according to code. It is critical that we do not relent in our focus on improving the economy for all Louisianans, not just those at the top of the income scale. 1 in 5 Louisianans lives below the poverty level, which represents 5% above the U.S. poverty rate of 15%. Further, Louisiana is in the top 10 of American states with the most income inequality. This is unacceptably high and it will take commitment from the government and from the private sector to partner to do more to remedy this affliction. We need to invest more in education, infrastructure, healthcare and small business, and we need to do it together. I know that the government cannot finance these investments on its own. The Department of Justice and the Department of Education released this joint guidance as a part of their Supportive School Discipline Initiative (SSDI), which was formed to address potentially unconstitutional school disciplinary policies across the country. The historic guidelines are consistent with the policies contained in H.R. 3153, the Student Disciplinary Fairness Act of 2013, a bill Rep. Richmond introduced to end the “school to prison pipeline”. “I applaud Attorney General Holder and Secretary Duncan for their leadership in releasing these comprehensive guidelines,” Rep. Richmond said. “It is high time that our schools stop treating our students like criminals. We must end the school to prison pipeline and dramatically scale back zero-tolerance policies because research has shown that these practices disproportionately impact young black students and hurt their chances to get. Beyond that, the Department of Justice has found that many of these practices could be unconstitutional.” The guidelines address the phenomenon known as the “school to prison pipeline”, which describes an overly aggressive approach to school discipline that often results in expulsions or incarceration for minor youthful offenses. The guidelines detail best practices and remedies for stakeholders to adopt so that issues with misbehaving students are treated constructively without having to resort to the criminal justice system. “I introduced the Student Disciplinary Fairness Act of 2013 because I felt strongly that we can find a better way to deal with minor student misbehavior. Criminalizing our students only serves to introduce them to our justice system, an introduction which has been shown to be detrimental to their ability to keep a job and… | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z |
