This FY 2019 option ship is in addition to four ships the Navy awarded the shipyard under the multiyear contract. U.S. Secretary of the Navy Richard V. Spencer called Senators Collins and King and Representative Pingree to inform them of the award. The Navy's decision to build an additional DDG-51 at BIW is great news for the hardworking men and women at the shipyard. They can now spend the holidays with their families knowing that this additional ship will help keep the workload stable in the months and years ahead, said Senators Collins and King and Representative Pingree in a joint statement. The Navy's latest contract decision is a testament to the quality work being done at BIW to produce the backbone of today's Navy. We are extremely proud to represent the best shipbuilders in the world right here in Maine and work together to support them in Congress." Details on the Application Process provided by USDA Rural Development Telecommunications companies, rural electric cooperatives and utilities, internet service providers and municipalities may apply for funding through USDA's new ReConnect Program to connect rural areas that currently have insufficient broadband service. USDA will make available approximately $200 million for grants (applications due to USDA by April 29), as well as $200 million for loan and grant combinations (applications due May 29), and $200 million for low-interest loans (applications due by June 28). Projects funded through this initiative must serve communities with fewer than 20,000 people with no broadband service or where service is slower than 10 megabits per second (mbps) download and 1 mbps upload. The bill now goes on to the Senate, where it is likely to pass as the result of a pre-negotiated deal between the House and Senate veterans committees. During debate on the bill yesterday, Pingree spoke in support of the legislation and her provision. Because of failure to notify, or confusingly-worded letters, many veterans in Maine and elsewhere are shocked to learn they owe debts and have missed deadlines to dispute or seek forgiveness for the alleged debt. This legislation improves the way that veterans are notified about debts that they may owe from a VA benefits program, Pingree said in her floor speech. The bill directs the VA to work with veterans service organizations to develop standard notification notices written in plain language and allows veterans to receive notices electronically. To promote accountability, the bill also requires the VA to report to Congress on the new standard, and on the VA's efforts to reduce the number of errors in its debt notification system. BACKGROUND ON PINGREE'S LEGISLATION Pingree's office has worked with multiple Maine veterans who were inadequately alerted to money they owed the VA, finding out only after it was too late to for them to take action to address it. Today is the last day to submit public comments on the proposal, which would impose new obstacles on those who wish to come to the United States legally or seek legal permanent resident, so-called green card, status. The proposed rule unnecessarily overturns decades of settled policy, allows for inconsistent and arbitrary discretionary decision-making, and is unduly burdensome, while aiming to solve a nonexistent problem. It impermissibly changes the standard of likely to become a public charge' from reliance on public benefits in order to subsist, to the supplemental use of public benefits common in working poor' households across the U.S. because their employment fails to provide a living wage or employee benefits such as health insurance, Pingree wrote in her comments. The proposed rule makes fundamental changes to our nation's immigration system without involving Congress, and undermines our nation's values. The rule should be withdrawn in its entirety. Current law already requires qualifying immigrants to meet a common sense test to ensure they would not become a financial burden on the public under a change in status. The Trump administration would add more programs to this test, raising the barrier to legal immigration and causing harm to tax-paying immigrant families by causing them to avoid health care and nutrition services for fear of jeopardizing their green card application. Bringing the city's traffic flow and infrastructure up to date is key to keeping up the momentum, Pingree. Funding comes from the USDA Rural Development Water and Waste Disposal Loans and Grants Program, which Pingree has defended in Congress. Having good systems in place to collect and treat wastewater so it doesn't create environmental issues is crucial to the health of any community. But maintaining and updating these systems is costly for towns, said Pingree. This significant investment from USDA Rural Development will allow these communities to make critical fixes to their wastewater infrastructure without breaking local budgets. I've been proud to advocate on the Appropriations Committee for the combination of federal grants and loans that help projects like these move forward. In previous budget proposals, the Trump Administration has recommended eliminating Water and Waste Disposal Grants while leaving the loan program in place. Pingree has fought successfully on the House Appropriations Subcommittee on Agriculture to restore funding for the grant program. The Senate's 2018 Farm Bill includes language to establish the Local Agriculture Market Program (LAMP), which would provide permanent funding for local food by consolidating existing programs into a single program.
