Congresswoman Debbie Dingell (D-MI) led the effort with Representatives Bob Latta (DROH), Diana DeGette (D-CO), Brett Guthrie (R-KY), Anna Eshoo (D-CA), and Susan Brooks (R-IN). Sixty percent of all medicines sold in the US are over-the-counter, yet the FDA only has 18 full-time employees overseeing that market. The Over-the-Counter Monograph Safety, Innovation, and Reform Act reforms the outdated over-the-counter monograph system. The legislation modernizes the monograph framework and allows new, safe products to come to market more quickly while addressing safety issues. Also, the legislation boosts the FDA's budget by creating a new user fee program for over-the-counter drugs which will help give FDA the resources they need to oversee the industry and review new, innovative products. American's use over the counter products every day and trust they are safe for use, said Dingell. We need to ensure the FDA has the authority and resources they need to make good on this expectation. Over-the-counter medicines can have very serious health effects on those using them and we need to make sure the agency can act quickly if a safety concern is discovered. This bill is a win-win. Patients and consumers will benefit from the improved safety of their products, and industry will get a reliable pathway to bring new, innovative products to the market such as sunscreen which hasn't seen a new product approved in over a decade. The package of health bills passed by the House also includes provisions by Dingell to strengthen and evaluate emergency preparedness procedures for hospitals and long-term care facilities. The $2,299,437 federal grant from the U.S. Department of Housing and Urban Development (HUD) will fund a comprehensive program to identify and remove lead-based paint hazards in homes in Flint. Congressman Kildee has previously urged the U.S. Department of Housing and Urban Development to award this grant funding to Flint. There is no safe level of lead exposure and we should be doing everything we can to eliminate lead hazards from homes and neighborhoods, said Congressman Kildee. This federal grant will help the city of Flint expand programs to reduce lead and paint hazards in homes, as well as train dozens of Flint residents to be certified in lead remediation. I am proud to work with Mayor Weaver to bring these much-needed resources to Flint. Buried in today's announcement is the fact that the EPA will delay updating the federal Lead and Copper Rule, which has not been updated in more than 25 years. The Trump Administration also continues to fail to test for lead in drinking water at all federally assisted housing. In 2017, Congress passed the Forever GI Bill which was designed to reimburse student veterans based on the zip code they live in and not the location of their school. Following passage, the VA issued a number of improper payments and it is believed that hundreds of thousands of veterans have been impacted by the VA's processing delays, including more than 82,000 veterans who were still waiting to receive their housing payment as of November 8. The Forever GI Bill Housing Payment Fulfillment Act addresses the VA's failure to fully comply with reimbursement rates set by requiring the VA to: End improper payments as soon as possible; Establish a team of specialists who will be responsible to report to Congress a detailed plan to correct this egregious error; Provide a report to Congress by July 2020 that identifies how many beneficiaries were impacted and to what extent, aggregated by state; and Certify the department is fully compliant with the law. Our student veterans shouldn't have to reach into their own pockets to pay for a benefit they have earned, said Senator Stabenow. This bill holds the VA accountable for its failures in properly repaying our student veterans. There can be no doubt about the culpability of Burma's military in the oppression and violence inflicted on the Rohingya. I had the privilege of meeting Aung San Suu Kyi a few years ago as part of a delegation led by Nancy Pelosi, joining in admiration for her perseverance and triumph over oppression.
