The report raises several deficiencies in SBA's efforts to work with HBCUs, despite President Trump's 2017 Executive Order to promote engagement with HBCUs, strengthen HBCU participation in federal programs, and direct federal agencies to identify priorities for working with HBCUs. Below are key highlights from the GAO report: SBA developed a 2018 plan for the White House Initiative on HBCUs but was unable to provide plans for other years; Responsibilities of SBA offices for addressing the White House Initiative on HBCUs are unclear; SBA has not communicated its plan to support HBCUs to key Small Business Development Centers (SBDCs) and District Offices; and SBA's data collection for its HBCU-related efforts is limited. House of Representatives passed H.R. 4, the Voting Rights Advancement Act: In 2013, the Supreme Court struck a devastating blow to protections for minority voters across America when it invalidated a key provision of the Voting Rights Act (VRA) of 1965 in its Shelby County v. Holder decision. The Court struck down the preclearance formula that gave power to Section 5 of the VRA and prohibited certain jurisdictions with histories of racial discrimination in voting from implementing election or redistricting changes that would negatively impact minority voters. Since that decision, the right to vote has been under coordinated attack in North Carolina and across the country, with at least 23 states enacting voter suppression laws, including voter purges, strict ID requirements, poll closures and curtailing of early voting hours. Over the past year, as a member of the House Committee on Administration's Subcommittee on Elections, I traveled across the country to participate in Congressional field hearings, including one in Weldon, North Carolina, to hear from witnesses about election administration and fair access to the ballot box. We visited processing centers and detention facilities, respite centers, a port of entry, and traveled into Mexico to meet with migrants stranded there. Migrants at a South Texas Detention Facility The visit reinforced that we are not only facing a humanitarian crisis driven by an influx of migrants fleeing violence and poverty from Guatemala, El Salvador, and Honduras, but we also are facing a moral crisis and a collapse of policy. This week in Congress, we will be voting on legislation to set standards for migrants being held at the border. I also will be attending two hearings one with Customs and Border Patrol (CBP) and the other with the Acting Secretary of Immigration and Customs Enforcement (ICE). My recent visit will inform my questions at these hearings and my votes. I'd like to share my reflections from this visit, including the appalling conditions migrants are experiencing in these facilities and the policies exacerbating this crisis. Here is what I saw: McAllen Border Patrol Station and Central Processing Center (McAllen, Texas) Our first stop was the McAllen Border Patrol Station and Centralized Processing Center, run by Customs and Border Protection (CBP). Border Patrol stations like the one we visited are meant to be short-term holding facilities, handling the initial processing of migrants before they are transferred to Immigration and Customs Enforcement (ICE) or, in the case of unaccompanied children, the Department of Health and Human Services (HHS). The Rap Back program notifies police when a gun owner from their state is arrested anywhere in the country.
