Davis D000230 dondavis.house.gov dondavis https://dondavis.house.gov/media/press-releases scraper Find the End-of-Year Report here. WASHINGTON, D.C. – Today, Congressman Don Davis (NC-01) marked the culmination of his first year in Congress by unveiling his end-of-year report. The report highlights legislative achievements and successful constituent casework wins, underscoring his commitment to North Carolina’s First Congressional District. “As a native of eastern North Carolina, I am honored to serve the people of North Carolina’s First Congressional District. My team and I have fought hard to ensure that national leaders see and hear our voices. In 2023, I voted to avert two government shutdowns, which otherwise would have devastated the East, and prioritized tackling health care, the needs of rural America and agriculture, and national security,” said Congressman Don Davis. “Eastern North Carolinians have unique needs and interests. Many have conveyed concerns about inflation, good-paying jobs, housing, public safety, schools, the looming national debt, the crisis at the southern border, and child care. I will lead us in 2024 and beyond, working to address these issues. We must keep the American Dream within reach for our children and future generations.” SIGNIFICANT HIGHLIGHTS: Over $260 million in federal grant funds were distributed to invest in eastern North Carolina communities. More than $3.5 million from federal agencies returned to eastern North Carolina families, veterans, and seniors. Introduced 17 bipartisan pieces of legislation. More than $16 million was submitted for Community Project Funding. Over 1,000 meetings with constituents, stakeholders, and community leaders to ensure residents' voices are heard and amplified in Washington, D.C. Resolved nearly 1,000 constituent casework requests. A total of 85% of Congressman Davis’ votes were bipartisan. Rated #1 in his class seeking common ground solutions in Congress and the #3 most bipartisan House Democrat based on his voting record. Ranked #6 for advocating through Floor speeches in the House of Representatives. Inserted over 80 r… 1 2026-03-30T01:40:41Z 2026-04-08T01:14:16Z

Adams Hosts Final Quarterly Hunger Initiative of 2023 2023-12-18 2023 2023-12 Democrat House NC Alma S. Adams A000370 adams.house.gov adams https://adams.house.gov/media-center/press-releases scraper CHARLOTTE (Monday, December 18, 2023) – Congresswoman Alma S. Adams, Ph.D. (NC-12) this morning hosted the Fourth Quarter Adams Hunger Initiative meeting, engaging with stakeholders on key food and agriculture policy issues, focusing on ensuring food security for all. Rep. Adams regularly convenes this “kitchen cabinet” with the goal of ending the “chronic crisis of hunger.” “Both the end of the year and the holiday season prompt us to consider the blessings that we have to be grateful for – not least given how central food is to celebrating during this holiday season,” said Rep. Adams. “But it also casts into clear focus how fair access to food in this country and, indeed, in the district, has become a privilege, and that is shameful.” Rep. Adams highlighted the Initiative’s successes of the past year, including hosting Congressman Jim McGovern (MA-02) this past June, whose tireless efforts have been pivotal to reducing hunger in America, calling him a “a true anti-hunger hero in the House.” She also stressed the need to defend programs like the Supplemental Nutrition Assistance Program (SNAP) and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), critical to feeding families, from proposed cuts and lapses in funding. The event included a focus on Rep. Adams’ Farm Bill proposals which include addressing hunger, promoting equality in funding of land-grant HBCUs, support for Black farmers and other farmers of color, and urban agriculture. “You can’t be healthy if you’re hungry,” Rep. Adams emphasized. ### 1 2026-03-30T01:40:41Z 2026-04-08T01:14:16Z

Foushee F000477 foushee.house.gov foushee https://foushee.house.gov/media/press-releases scraper WASHINGTON, DC (December 18, 2023) — Today, Congresswoman Valerie Foushee (NC-04), Congresswoman Kathy Manning (NC-06), Congresswoman Jennifer McClellan (VA-04), and Congressman Bobby Scott (VA-03) sent a second letter to Federal Energy Regulatory Commission (FERC) Secretary Kimberly Bose, requesting that the Commission deny an extension of the Certificate of Public Convenience and Necessity for the Mountain Valley Pipeline (MVP) Southgate project. The certificate is needed for construction of a 73-mile proposed extension of the MVP, which would span from southern Virginia into northwestern North Carolina. FERC plans to review the MVP Southgate extension request at their upcoming Commission meeting Tuesday, December 19, 2023. “MVP has demonstrated alarming disregard for community safety as it has proceeded with installation of the mainline project, and FERC should not grant another extension while the company has yet to prove whether it can comply with the consent agreement and safety measures,” the Members said. “As Members of Congress committed to addressing the climate crisis, we echo the requests of impacted community members and leaders,” continued the lawmakers. “If built, this pipeline would lock homes and businesses in the Southeast into the long-term use of natural gas during a critical moment in which we must transition away from fossil fuels to avoid the worst impacts of climate change.” The Mountain Valley Pipeline was issued the Certificate of Public Convenience and Necessity in June of 2020 from FERC and in the years since, neighbors, residents and citizen groups have expressed significant concerns about environmental impacts, public safety, ecotourism, and nearby communities of color. This letter is following up on a similar request the Members sent to FERC on August 15, 2023. Additionally, McClellan and Foushee and Manning led separate, successful efforts to extend the public comment period for the Southgate certificate extension. Adams and Brown Announce GAO Report on Policy Considerations for a Potential Farm Credit System Grant Program 2023-12-15 2023 2023-12 Democrat House NC Alma S. Adams A000370 adams.house.gov adams https://adams.house.gov/media-center/press-releases scraper WASHINGTON, D.C. (Friday, December 15, 2023) – Today, Congresswoman Alma S. Adams, Ph.D. (NC-12) and Congresswoman Shontel Brown (OH-11) announced the Government Accountability Office’s (GAO) publication of a report outlining policy considerations for establishing a grant program at the Farm Credit System (FCS) geared toward socially disadvantaged farmers and ranchers. “We need more Black farmers,” said Congresswoman Adams, a senior member of the House Agriculture Committee and the House sponsor of the Justice for Black Farmers Act of 2023. “This report offers compelling considerations for what a grant program focused on underserved farmers might look like within the Farm Credit System, whose mission is dedicated to the public interest. The findings of this report offer insights into what could be one part of the many solutions we need to promote equity in our food and agriculture sectors.” As a government-sponsored enterprise that provides credit and other assistance to farmers, stakeholders suggest the Farm Credit System could benefit farmers who have historically been shut out of U.S. agriculture by generations of dispossession and discrimination. “Helping more Black farmers and ranchers succeed would be good for America, good for agriculture, and Black communities across the country,” said Congresswoman Brown. “Increased diversity would not only repair some of the damage done in the past, it would make the industry more resilient and innovative, because there is a lot of room to grow, including with urban farming. As a member of the House Committee on Agriculture, I’ve been proud to work alongside Congresswoman Adams and my colleagues to shine a spotlight on this issue. This GAO report is a starting point for informing the policy discussions we should have going forward.” Just as the Federal Home Loan Bank System’s Affordable Housing Program helps finance affordable housing through interest rate subsidies and grants, advocates argue that a farmer-focused grant program within FCS banks could help fund the … 1 2026-03-30T01:40:41Z 2026-04-08T01:14:16Z

The AISI, which was established in President Biden’s October 30 Artificial Intelligence Executive Order, is tasked with developing technical guidance to address the risks of AI. The AISI will also fund extramural research on AI safety issues. In the letter sent to NIST, Members stress the need for NIST to award research funds transparently and to promote scientific and methodological quality among its AI safety research partners. The Members also request a briefing from NIST to discuss the AISI process and use of funds. “Unfortunately, the current state of the AI safety research field creates challenges for NIST as it navigates its leadership role on the issue,” said the Members in the letter. “Findings within the community are often self-referential and lack the quality that comes from revision in response to critiques by subject matter experts. There is also significant disagreement within the AI safety field of scope, taxonomies, and definitions.” The Members continued, “Members of the House Committee on Science, Space, and Technology have long supported NIST’s important work to advance trustworthiness in AI systems, including through the National Artificial Intelligence Initiative Act of 2020 and the CHIPS and Science legislation. From his pragmatic leadership on the House Financial Services Committee to his tireless efforts to forge bipartisan compromise on a range of important issues, Wiley’s tenure in Congress has made a lasting impact on our state and our community. “I am grateful for his friendship and partnership, and I look forward to continuing our work together on behalf of the people of Wake County for the remainder of this term and wherever his career takes him next. Wiley’s departure represents a significant loss for the North Carolina congressional delegation because he embodies exactly the kind of leadership that America desperately needs at this difficult moment — thoughtful, forward-looking, compromise-seeking leadership that puts our country’s needs first. “During the 2022 election, Wiley won one of the most competitive elections in the nation. Res. 927: “As a Black woman who attended college in the segregated South, I abhor hate of all kinds. Since the brutal terrorist attack in Israel on October 7th, we have seen an unprecedented rise in antisemitism across the country and on our college campuses. Time after time over the past two months, I have joined bipartisan condemnations of this insidious movement with my votes in this chamber and my comments in committee hearings, on the multiple bills brought on the matter. I have continued to support the State of Israel with my voice and my votes. We need to do more to protect our students and ensure their physical safety as well as their free speech rights. But instead of finding solutions, my colleagues across the aisle want to harness this surge of hatred and turn it into a witch hunt against three college presidents. These leaders were selected by their respective Boards to lead their institutions, and they have their own processes at work to address these problems. Is Congress seeking to set a precedent for controlling who will lead our educational institutions? Are we trying to replace the role of the Boards of Trustees too? Having experienced racism myself, I am not interested in playing games. Let’s get back to work that matters, and start talking about how to actually protect our students.” 1 2026-03-30T01:40:41Z 2026-04-08T01:14:16Z

In 2022, it was estimated that abortion pills account for half of all abortions in the U.S. “I am grateful that the Supreme Court has heeded the calls of the Biden administration and decided to review a lower court’s disastrous decision to restrict access to mifepristone – a safe, effective medication that has been widely prescribed by doctors and used by women for abortion and miscarriage care. While access to mifepristone will continue as the court reviews this case, women should not have to continue facing threats to their reproductive health care, and the courts should not be the arbiter of access. “Women in North Carolina and across the country should be free to make their own decisions about their own bodies. Restricting access to safe medication would be a grave mistake that would put millions of women in jeopardy and prevent doctors from doing their jobs. It is imperative that the Supreme Court use this opportunity to protect women’s fundamental rights and finally put an end to the irresponsible, misinformed debates surrounding this life-saving medication.” 1 2026-03-30T01:40:41Z 2026-04-08T01:14:16Z

Ross R000305 ross.house.gov ross https://ross.house.gov/press-releases scraper Today, Congresswoman Deborah Ross (NC-02) applauded more than $1 billion in federal funding awarded to North Carolina from the Department of Transportation (DOT) to help construct the S-Line Raleigh-to-Richmond project, connecting the Virginia and North Carolina capitals and improving rail service throughout the Southeast. This funding was made possible by the Bipartisan Infrastructure Law, which Congresswoman Ross helped pass in her first term. In April, Congresswoman Ross led members of the North Carolina delegation in calling for funding for the Raleigh-to-Richmond line through the Federal Railroad Administration’s Federal-State Partnership for Intercity Passenger Rail Program. The Raleigh-to-Richmond rail line has been decades in the making. Once completed, the line could cut train travel times between Raleigh and Richmond by about an hour, helping to drive economic growth in the region. In June of 2022, North Carolina lawmakers announced $58 million in federal funding for the line. “I’m extremely grateful that because of this historic grant from DOT, the Raleigh-to-Richmond rail line is one crucial step closer to becoming a reality,” said Congresswoman Deborah Ross. “As one of the fastest growing states in the country, North Carolina needs modern, efficient transportation to match our continuing growth and economic development. I’ve been leading the fight for funding for the Raleigh-to-Richmond rail line because I know high-speed rail will strengthen our economy, create jobs, and increase opportunities for our people. “Today’s announcement was made possible by the Bipartisan Infrastructure Law – a transformative package that I fought to pass during my first term in Congress. Transportation investments like the Raleigh-to-Richmond rail line are pivotal for communities in North Carolina and across the Southeast. I will always fight to deliver federal support for projects that will enhance the lives of all North Carolinians, foster economic development, and bolster our state’s competitiveness.” 1 2026-03-30T01:40:41Z 2026-04-08T01:14:16Z

Brewer on the U.S. House floor today to honor his sacrifice and the identification and return of his remains this year. This will coincide with a Memorial Service for 2nd Lt. Brewer today in Charlotte. At the service, Rep. Adams’ office is also presenting the Brewer family with the U.S. flag that was flown over the U.S. Capitol on November 30th, the day that 2nd Lt. Brewer’s remains were flown to Charlotte. “Tomorrow will mark 82 years since the United States entered World War II, and we are still bringing our heroes home” said Rep. Adams. “Lt. Fred Brewer was an attendee of the great Ebenezer Baptist Church, a graduate of the Shaw University in Raleigh, a son and brother, and a US Army airman. He gave his life for a country that did not yet recognize him as an equal. After more than 80 years, during which his sacrifice was vindicated by the fruits of democracy, he’s finally coming home” she said. Lt. Brewer’s plane, named Travelin Light after the Billie Holiday song, was lost in action while returning from a mission near Ramitelli Airbase in Italy on October 29, 1944. His remains were not initially identified, and he was anonymously buried at Florence American Cemetery south of Florence, Italy. He was finally identified in August 2023. “Thanks to the unyielding advocacy of his cousins Robena Brewer Harrison and Brenda L. Brewer, and the determined work of the POW/MIA Accounting Agency, a Tuskegee Airman and fallen hero will be laid to rest with the respect and honor he deserves” said Rep. Adams. ### 1 2026-03-30T01:40:41Z 2026-04-08T01:14:16Z

Fred Brewer, a US Army Air Forces commissioned officer who was killed in action on October 29, 1944: There are more than 80,000 American military personnel who remain unaccounted for from previous conflicts around the World. Mr./Madam Speaker, I rise today to celebrate the homecoming of one of these fallen heroes, 2nd Lt. Fred Lorenzo Brewer Jr., who after nearly 80 years has returned home to Charlotte, North Carolina. Born on August 4, 1921, Lt. Brewer was raised in Charlotte’s historic Brooklyn neighborhood, where his family attended the historic Ebenezer Baptist Church. After graduating from Shaw University in Raleigh, the segregated-South’s first Black college, Lt. Brewer was commissioned by the United States Army Air Force and entered the Uniformed Service in November of 1942. He was soon stationed at Tuskegee Army Airfield in Alabama and joined the 100th Fighter Squadron, 332nd Fighter Group. Completely segregated from their white peers, he was one of the nearly 1,000 Black pilots trained at Tuskegee who would eventually become known around the world as the Tuskegee Airmen. The Rural Uplift and Revitalization Assistance Act allows the United States Department of Agriculture (USDA) to provide technical assistance to strengthen local capacity and improve access to rural development programs for geographically underserved and distressed rural areas directly or through cooperative agreements. “Historically, eastern North Carolina communities and local organizations have faced many challenges in receiving the same level of support as others across the state and the country,” said Congressman Don Davis. "As a former mayor of a small town, I've witnessed firsthand that obtaining federal grants and technical assistance for community development is no easy task. Strengthening collaboration with USDA Rural Development is crucial to ensuring these communities receive the support they need, and the bipartisan Rural Uplift and Revitalization Assistance Act stands as a vital solution, offering essential assistance and recognizing local partners as invaluable allies in uplifting rural communities." “Far too often, rural communities are left out of the picture when it comes to access to federal development programs and grants. One of my top priorities in Congress is to get funding out of Washington and back into South and West Texas communities,” said Congressman Tony Gonzales (R-TX). “The Rural Uplift and Revitalization Assistance Act will provide technical assistance for applicants and improve access to rural development programs to help deliver funding back to Texas and rural communities across the country.” “RCAP proudly supports the Rural Uplift and Revitalization Assistance Act, and thanks Rep. According to USPS, a final decision on mail delivery in RTP will depend on whether a series of conditions can be met. The Research Triangle Foundation and USPS leaders have begun working together to implement the necessary changes to begin the process to institute centralized mail delivery. The letter response from USPS can be found here. In September, Congresswoman Ross led Senator Thom Tillis, Senator Ted Budd, Congresswoman Valerie Foushee, and 110 RTP businesses in a letter urging USPS to implement centralized mail delivery service to the entire RTP campus. After decades of growth, RTP has become the largest research park in North America, with 55,000 employees and over 375 companies spread across 7,000 acres of land. Yet, despite its vast size and economic impact, RTP currently relies on a single U.S. Post Office that does not offer mail delivery to the RTP area. “The Triangle is one of the fastest growing areas in the country and a major economic engine for the region,” said Congresswoman Ross. “As RTP continues to evolve, we must ensure that the necessary infrastructure is in place to support its continued growth and success. I’m grateful that USPS is prioritizing this issue and has begun the formal process to implement centralized mail delivery service on RTP’s campus. After hearing from over a hundred businesses and constituents, I’m confident that RTP will move quickly to meet USPS’s requirements.” “Home to over 375 companies and 60,000 employees, Research Triangle Park is an economic driver for North Carolina, and these businesses need consistent access to essential mail services to thrive,” said Congresswoman Foushee. “The continued communication between USPS officials a… 1 2026-03-30T01:40:41Z 2026-04-08T01:14:16Z

Senators Gary Peters (D-MI) and Todd Young (R-IN) introduced the Senate version in June. The legislation seeks to require the Labor Secretary to measure the impact of automation on the workforce by instructing the National Academies of Sciences, Engineering, and Medicine to conduct a study. “At the end of the day, a job is about more than a paycheck,” said Congressman Don Davis. “In North Carolina’s First Congressional District, only about 130,000 workers, or 25 percent of the population, are four-year college graduates. These hard-working eastern North Carolinians are the most vulnerable to shifts in the labor market resulting from automation. In order to preserve their jobs, we must have a more concrete idea of how automation will affect the ratio of human to automated labor, which is why the Workforce DATA Act is an important step forward. In the 21st-century economy, workers are often at the mercy of rapid technological development. To ensure a robust workforce, we must use all tools at our disposal to protect workers in a changing landscape.” “Technological advancement is good for society, and if done right, will make all of our lives easier,” said Congressman Zach Nunn. At the same time, we must ensure that workforce changes don’t eliminate good paying jobs that Iowans rely on,” said Rep. Nunn. “Our bipartisan Workforce DATA Act will develop an action plan to protect Iowans’ jobs, ensuring that automation is a tool to make work easier and more productive, not a replacement for the skills of talented Americans.” “Technological change has always been a hallmark of the transportation sector, but the rapid pace of advancements in emerging tech presents unique challenges,” said Greg Regan, President of the Transportation Trades Department, AFL-CIO. “To ensure new transportation technologies align with our national workforce needs, we must have high-qua… 1 2026-03-30T01:40:41Z 2026-04-08T01:14:16Z

And good afternoon, Mr. Mayock – thank you for joining us today. As I said two months ago at a hearing on this same topic, wise allocation of taxpayer money relies on fully informed, science-based decision making. Few problems put federal investments at greater risk than climate change. I won’t repeat myself too much at this second hearing today. My beliefs are unchanged – we have a responsibility to ensure that taxpayer money is well stewarded by the contractors receiving hundreds of billions of dollars every year. Finalizing this rule will lead to an unprecedented level of transparency into climate vulnerabilities, and contracting agencies can use that information as they think best. I am glad the Biden administration took this important step, and I look forward to seeing how the FAR Council improves the rule as it moves towards finalization. For instance, after hearing the expert testimony at the September 20th hearing, I came away with the opinion that the inclusion of SBTi is less important than the broader push to require greater transparency into the emissions of the government’s largest contractors competing for the largest contracts. I hope the FAR Council takes this and other comments into consideration as they move toward finalization. However, I am puzzled by the presence of Mr. Mayock here today. Markey (D-Mass.) today announced the Enabling Farmer, Food worker, Environmental, and Climate Targets through Innovative, Values-aligned, and Equitable (EFFECTIVE) Food Procurement Act, legislation that would require the U.S. Department of Agriculture (USDA) to leverage its power and set targets for purchasing sustainable, equitably procured products. The legislation would also establish a $25 million pilot program to create a values-aligned USDA purchasing process and support market access for small-scale and underserved producers. USDA is the largest food purchaser in the federal government, spending billions of dollars each year on food for school districts, senior feeding programs, Indian reservations, and food banks. However, USDA makes its purchases predominantly from a handful of big agricultural companies. Many of these USDA vendors have repeatedly violated labor and environmental laws. For example, Tyson Foods accounted for 43 percent of USDA poultry spending in 2022 despite having more than 30 workplace and environmental violations within three years of receiving their contract. The EFFECTIVE Food Procurement Act would push USDA to stop rewarding anticompetitive and unethical behavior. In addition, the USDA Foods Program had a carbon footprint of 19.1 million tons of carbon dioxide equivalent between the school year of 2018 and 2019, which is equal to the annual emissions from 4.1 million cars. “The Department of Agriculture’s purchasing power can be – should be – directed to support supply chains that keep our air and water clean, our climate stable, our workers protected, our small and regional farmers viable, and our families fed,” said Congresswoman Adams, a senior member of the House Agriculture Committee. “This piece of legislation would lift up and embed the values we care about into USDA’s current procurement practices and bidding structure, and pilot a suite of initiatives – including grant… 1 2026-03-30T01:40:41Z 2026-04-08T01:01:09Z

Jackson Women’s Health Organization decision in June 2022, people across the country have been denied access to methotrexate and misoprostol,” the lawmakers wrote. “In many states, physicians, other types of providers, and pharmacists must comply with extreme and often confusing abortion bans and restrictions. These laws have created a chilling effect in which providers are fearful to offer medications like methotrexate and misoprostol to manage chronic conditions or for miscarriage management, because they could under another use be used for or cause an abortion. While we appreciate the statement on July 13, 2022, from the Department of Health and Human Services reminding retail pharmacies of their obligation to supply prescribed medications in a nondiscriminatory manner, this issue persists.” Methotrexate is critical for patients to treat rheumatoid arthritis (RA), other autoimmune disorders, and some cancers, including breast cancer, lymphoma and leukemia, among other conditions. Misoprostol is used to prevent gastric ulcers and helps with managing miscarriages. The full text of the letter can be found here. 1 2026-03-30T01:40:41Z 2026-04-08T01:01:09Z

Now that we have ample time until our next shutdown deadline, it’s time for Republicans to stop their endless infighting, put people over politics, and start working across the aisle to address our nation’s many pressing challenges.” 1 2026-03-30T01:40:41Z 2026-04-08T01:01:09Z

A Code of Conduct is long overdue, and I am grateful that the Supreme Court has finally taken steps towards a uniform code of conduct. However, this code does not include any meaningful enforcement mechanism and leaves the decision of recusal entirely up to the discretion of individual justices. It simply does not go far enough, and further action is needed to restore faith in our nation’s highest court.” Congresswoman Ross’ legislation, the Courthouse Ethics and Transparency Act, was signed into law last year. This legislation requires the online publication of financial disclosure reports for federal judges and mandates that federal judges submit periodic transaction reports for certain securities transactions. 1 2026-03-30T01:40:41Z 2026-04-08T01:01:09Z

In recent years, the United States has seen a troubling rise in maternal mortality rates, increasing from 17.4 to 20.1 deaths per 100,000 live births from 2018 to 2019. Pregnant veterans face a heightened risk of being diagnosed with conditions such as depression, anxiety, post-traumatic stress disorder, bipolar disorder, or schizophrenia. “We owe it to our pregnant veterans to provide the resources necessary for a safe and healthy pregnancy,” said Congressman Davis (D-NC). “The DOULA Act is crucial in addressing pressing issues in maternal health, particularly for our servicewomen facing unique and added challenges. By integrating doula support into the Department's Whole Health Model, we empower expecting veterans to make informed choices and ensure the health of both mother and child. The DOULA Act is a testament to our commitment and belief in providing comprehensive support throughout this critical phase of their lives.” “As we commemorate the service and sacrifice of our veterans, I am proud to join my colleagues in reintroducing the DOULA Act. Reports have demonstrated that certain pregnant veterans were twice as likely to have a diagnosis of depression, anxiety, posttraumatic stress disorder, bipolar disorder, or schizophrenia. Providing expectant veterans with the resources they need including maternal and mental health care is crucial as they navigate pregnancy and childbirth. I encourage my colleagues to once again pass the bill in the House, and get it through the finish line. Access to high-quality healthcare services is the lest we can do to express our gratitude for our men and women who bravely serve our nation.” said Congresswoman Jenniffer González-Colón The DOULA Act aims to address these pressing issues by establishing a pilot … 1 2026-03-30T01:40:41Z 2026-04-08T01:01:09Z

Ross R000305 ross.house.gov ross https://ross.house.gov/press-releases scraper Today, Congresswomen Deborah Ross (NC-02) and Lucy McBath (GA-07) introduced the Understanding Student Parent Outcomes Act of 2023. This legislation will protect pregnant and parenting students by requiring the U.S. Department of Education to collect critical data on barriers to graduating college and find best practices for institutions of higher education to improve graduation rates among students who are parents or caregivers. In the United States, about 22% of undergraduate students are parents. A recent study found that responsibilities related to parenting led to high dropout rates among students, and fewer than 2% of young teen mothers were able to attain a college degree by the age of 30. Given the power of a college education to unlock opportunities, it is crucial to address the obstacles that hinder student parents, particularly young mothers, from pursuing a higher education. “Every student deserves equal access to education and the opportunities that come with it, but far too often the challenges of pregnancy or parenting can derail a student’s educational path,” said Congresswoman Deborah Ross. “The Understanding Student Parent Outcomes Act will help identify those barriers and work to close gaps in graduation rates for student parents so they can unlock a better and brighter future for themselves and their families. I’m grateful for the partnership of Congresswoman McBath on this critical issue and promise to keep working to support the education of all students." “Education is one of the most significant investments one can make along their journey to economic success, and caring for a family should never put a limit on one’s aspirations,” said Congresswoman Lucy McBath (GA-07). “Our bill seeks to better understand and assist in alleviating the stress Americans face when pursuing higher education and raising their families. I thank my colleague, Congresswoman Ross, for her partnership as we strive to better support the leaders of tomorrow and parents of future generations.” 1 2026-03-30T01:40:41Z 2026-04-08T01:01:09Z

"My path of working in the tobacco fields of eastern North Carolina to walking the halls of Congress was only made possible by the employment opportunities I had as a young child,” said Congressman Don Davis (NC-01). “Not only would the proposed ban on menthol cigarettes increase the presence of illicit tobacco products on the market, it would also put eastern North Carolinians out of work without any viable employment alternatives. I urge the Administration to thoroughly consider the significant cultural, economic, and social effects a ban on menthol cigarettes and flavored cigars could have on the well-being of North Carolina before fully implementing such a measure.” “This is a clear attack on North Carolina's farm families and thousands of hardworking residents. The tobacco industry has brought generations out of poverty, sent children to college, and solidified North Carolina as the epicenter of a global enterprise. President Biden and his Administration must understand the immense impact this ban would have on the communities across our state who have relied upon tobacco production to support their livelihoods and weigh such an impact before any further action.” said Congressman David Rouzer (NC-07). The production and sale of menthol cigarettes account for over 6,000 of those jobs, with more than 2,000 in manufacturing. I am absolutely devastated and heartbroken by the countless number of innocent civilian lives that have been lost on both sides of the conflict. This is a profoundly difficult time that is filled with uncertainty, fear, anger, and grief, and no words can fully describe the terrible suffering and atrocities that are occurring in the Middle East at this time. Hamas’s brutal and orchestrated terrorist attacks on Israel is an unprecedented assault on humanity that must not be ignored or go unpunished. Hamas deliberately targeted civilian sites and raided homes, with the intent to kill and harm thousands of innocent men, women, and children – among those include American citizens. Hamas has taken hundreds of civilian hostages and have made it clear that it will not stop until the State of Israel is destroyed. The United States must unequivocally condemn Hamas and continue to support Israel as she defends herself and upholds our shared democratic values. It is critical for the integrity and stability of the entire region to bring Hamas to justice and neutralize this dangerous terrorist organization. Under international law, Israel has the indisputable right to defend herself, and must do so without violating humanitarian law by targeting innocent civilians as a part of any military campaign. The ultimate goal of a two-state solution cannot be achieved through forced displacements and bombings that have claimed the lives of so many innocent civilians in Gaza. As we join the global community in condemning the abhorrent actions of Hamas, it is crucial to remember that the terrorist organization is not representative of the Palestinian people. Conditioning aid to Israel marks an abrupt departure from the norm that Congress should never allow political gamesmanship to interfere with the provision of aid to our democratic allies. In October, the Biden administration sent a supplemental funding request to Congress that would address the United States’ many national security priorities holistically. Not only would President Biden’s comprehensive plan provide critical security assistance to Israel, but it would also ensure our commitment to Ukraine remains unwavering as the Ukrainian people continue their brave fight for freedom. President Biden’s request also includes essential humanitarian aid for innocent people in harm’s way across the world, including in Gaza and Ukraine. According to the UN, more than 40% of Ukrainians are in need of some form of humanitarian assistance. H.R. 6126, the Israel Security Supplemental Appropriations Act, only offers aid to Israel by rescinding over $14 billion in Internal Revenue Service (IRS) funding, which is used by the agency to ensure wealthy individuals and corporations pay their fair share in taxes. According to the Congressional Budget Office, the proposal would increase the deficit by $12.5 billion and would result in nearly $27 billion in lost revenue. “America’s bond with Israel is unbreakable,” said Congresswoman Ross. “However, this partisan package only delays aid to our allies and sends a dangerous message to our enemies – that political point-scoring is more important to Republicans in Congress than fulfilling America’s international commitments. “President Biden and House Democrats have been clear – we are ready and willing to work on a bipartisan security package th… 1 2026-03-30T01:40:41Z 2026-04-08T01:01:09Z

According to the North Carolina Department of Transportation, the severe cuts proposed by House Republicans in their FY 24 Transportation, Housing, and Urban Development (THUD) Appropriations legislation would lead to a sharp decrease of over $20 million in funding for transportation programs in North Carolina alone, obstructing crucial infrastructure projects and undermining economic growth. The House is expected to consider the flawed THUD bill later this week. “We are deeply concerned by proposed reductions in funding for these programs which are vitally important both nationally and in our home state of North Carolina. Chairman Obernolte and Chairman Collins, thank you for holding today’s hearing on this important and timely subject. Artificial Intelligence is an emerging technology that holds the potential to transform many aspects of human society. And I am incredibly impressed with the quality of scientific research currently being conducted in the realm of AI. In my district, North Carolina’s Fourth, Duke University is leading the Athena Institute, an NSF-funded multidisciplinary research institute focused on AI research for edge computing related to communications networks. And UNC Chapel Hill is participating in the Artificial Intelligence Institute for Engaged Learning, another NSF-funded research institute working on the development of AI tools to enhance educational learning opportunities. I have met with these researchers. Their work is exciting, and their brilliance, ingenuity, and commitment to developing AI applications that serve the public good are second-to-none. At the same time, there is no escaping the reality that certain kinds of AI systems and their application could pose grave risks in the absence of clear, rigorous oversight rooted in practical and ethical considerations. AI risk management is a complex subject that defies easy answers. But there are some guiding principles that should be at the front of our minds as we think about these issues. First, there is a pressing need to develop effective scientific tools and test methods that can support researchers and policymakers in evaluating the benefits and risks of different AI systems. Now more than ever, we cannot sit idly by and accept the current epidemic of gun violence as a permanent fact of American life. “I am extraordinarily grateful to community leaders and local law enforcement, who have been leading the charge in Wake County through gun violence education, awareness, and prevention. Congress took momentous steps forward last summer by passing the Bipartisan Safer Communities Act after nearly three decades of inaction, but it simply is not enough. The letters follow incidents of gun violence on the campuses of Morgan State University and Bowie State University, both in Maryland, this past week. “Every student deserves the right to receive their education without the fear of violence,” Rep. Adams states in the letter. “As Co-Chair of the Bipartisan HBCU Caucus, I am concerned about the safety and security of our HBCU campuses. With Morgan State University and Bowie State University in such close proximity to each other and violence happening within a few days of each other, it is important to look at the overall safety of HBCU campuses. To that end, there needs to be a concerted effort to provide funding to HBCUs for them to protect their student body and faculty from violence. Many of these HBCUs have open campuses and are soft targets for outside attacks. Any individual or group with the intention of harming these campuses can do so with relative ease. Therefore, the safety and security of these campuses needs to be a top priority.” Rep. Adams further requested regular meetings with and updates from each of these departments and the White House, to discuss safety on HBCU campuses. The letters follow correspondence last week to FBI Director Christopher Wray and Attorney General Merrick Garland, citing similar concerns, from both Rep. It is not the responsibility of House Democrats to save his speakership. “Republican infighting has unfortunately become an incessant distraction from the important legislative work that the American people sent us to Washington to accomplish. House Democrats are unified and ready to work in a bipartisan way to create positive change for our constituents and our country. These unnecessary crises only cause chaos and confusion, and it’s the American people who ultimately pay the price. Time has clearly come for House Republicans to stop their endless infighting and work with Democrats to move our country forward.” 1 2026-03-30T01:40:41Z 2026-04-08T00:49:26Z

Adams, Ph.D. (NC-12) filed a bipartisan amendment to the spending bill that funds the Department of the Interior, Environment, and related agencies that expresses support for $3 million in funding for the African-American Burial Grounds Preservation Program. “Burial grounds and cemeteries where our ancestors lay are too often ignored and forgotten,” said Congresswoman Adams. “This amendment can help ensure that the African-American Burial Grounds Preservation Program gets funded, shine a light on the Program’s potential, and meet the demand for the Program’s offerings expressed by constituents and stakeholders.” The African American Burial Grounds Preservation Act of 2023, led by Congresswoman Adams, Rep. Brian Fitzpatrick (PA-01), and the late Rep. A. Donald McEachin (formerly VA-04), was passed into law via last year’s Consolidated Appropriations Act, 2023. The Act establishes the African-American Burial Grounds Preservation Program, whose main function is to offer grants for identification, preservation, restoration, interpretation, and research and documentation of African-American burial grounds. The Act was supported by Senators Sherrod Brown (D-OH) and Mitt Romney (R-UT), and subsequent funding requests were supported by Senators Brown and Bob Casey (D-PA). While getting this program authorized was a success, the program, housed within the National Park Service, remains dormant because of a lack of funding. The amendment to H.R. 4821 submitted by Congresswoman Adams signals that the program should receive its maximum amount of funding. The amendment is currently cosponsored by a bipartisan group of representatives that includes Reps. Brian Fitzpatrick (PA-01), Jamie Raskin (MD-08), Earl Blumenauer (OR-03), Eleanor Holmes Norton (DC-00), and Jennifer McClellan (VA-04), many of whom cosponsored the Program’s originating legislation. This bill provides a stopgap measure to fund the government through November 17, 2023, averting a federal government shutdown. “Despite House Republican’s infighting and desire to further their far-right ideological agenda, cooler heads prevailed today to keep our government funded for the next 45 days while providing disaster relief funding that is so urgently needed,” said Congresswoman Foushee (NC-04). “While I am relieved that we passed a temporary measure to avoid a reckless government shutdown, a Continuing Resolution is far from a permanent solution. Marilyn Strickland (WA-10), and Senators Sherrod Brown (D-OH) and Raphael Warnock (D-GA) introduced a new bill that would help ensure states provide 1890s land-grant universities with their fair share of state funding. Under federal law, states are obligated to provide an equitable distribution of state funding for all land-grant universities. However, historically Black land-grant universities have often been shortchanged and don’t always receive the funding they deserve. The Land-Grant Research Equity and Accountability Act (H.R. 5780) would require governors to annually attest publicly whether or not the state plans to provide funding to each 1890s land-grant institution. “Our 1890 Universities are at the leading edge of making our food and agriculture system safer, more productive, and fairer, and they need resources and funding to maintain that edge” said Congresswoman Adams, a senior member of the House Agriculture Committee, and co-chair of the Congressional Bipartisan HBCU Caucus. “This bill brings greater accountability to ensuring that the federal funds the 19 historically Black 1890s need to train the next generation of leaders are matched by their respective home states. Strickland. “The Land-Grant Research Equity and Accountability Act will hold states accountable by increasing equitable fulfillment of these state funds and help HBCUs provide quality education for our next generation of Black leaders. And thank you to our witnesses for joining us here today to discuss this proposed rulemaking. As we on the Science Committee know, science-based information is crucial in Federal decision making. The Federal government has the responsibility of ensuring that taxpayer money is properly stewarded and improves the lives of all Americans and the functioning of our government. Procurement policy is a significant part of this responsibility. The Federal government outlays enormous sums to contractors. The proposed rule we’re here to discuss has not yet been finalized. The Administration is working through public comments, and today, we have an opportunity for a productive conversation about how to ensure this rule can best achieve its important goals. This legislation will give small independent artists and music creators the power to collectively negotiate with both streaming platforms and generative artificial intelligence (AI) developers for fair compensation. Under current laws, small and independent musicians have little ability to bargain for market value rates for the use of their music by global streaming platforms, such as Spotify and Apple Music. Instead, they are forced to accept whatever terms are offered by these platforms, while also having almost no ability to engage with AI companies who routinely scrape and use their music without permission or consent. This legislation allows independent artists to band together and collectively negotiate with large streaming platforms and AI developers, without the obstacles of antitrust laws. “North Carolina has long been home to outstanding artists and a vibrant music scene that plays a vital role in our state’s culture and economy,” said Congresswoman Ross. “Working musicians and small independent labels face urgent challenges to their livelihoods posed by the market power of streaming platforms as well as the explosion of AI applications that use their work without licensing or pay. This legislation is the House companion to S.2474, the Share the Savings with Seniors Act introduced by U.S. Senators John Cornyn (R-TX), Tom Carper (D-DE), Thom Tillis (R-NC), and Sherrod Brown (D-OH). “By requiring prescription drug savings negotiated by PBMs to be passed on to patients, the Share the Savings with Seniors Act will enable seniors to pay lower prices for medications for chronic conditions,” said Congresswoman Ross. “As North Carolina's seniors struggle with the high cost of prescription drugs, this bill will ensure that negotiated savings benefit patients, not just corporate middlemen. I'm proud to join Representatives Miller-Meeks, Carter, and Peters in leading this important bill to lower health care costs.” “The Share the Savings with Seniors Act lowers out-of-pocket costs for our seniors with chronic medical conditions,” said Congresswoman Miller-Meeks. “In today’s economy, where we are battling debilitating inflation rates and skyrocketing prescription prices, our seniors are often looking for financial relief without sacrificing the quality of their medications. That is why I am proud to introduce the Share the Savings with Seniors Act, a bill that dispenses rebates directly to seniors with chronic medical conditions. I urge my colleagues to support this legislation and lower out-of-pocket costs for seniors.” “PBMs are notorious for pocketing savings intended to help patients afford their medication and treatments. Adams, Ph.D. (NC-12) and U.S. Representatives Dan Kildee (MI-08) and Bobby Scott (VA-03) today introduced the Family Farmer and Rancher Tax Fairness Act of 2023, legislation that would remove the tax liability for distressed farmers on the assistance provided under Sections 22006 and 22007 of the Inflation Reduction Act (IRA). Currently, farm loan borrowers who are already at financial risk are facing tax liability on the IRA assistance. The full text of the Family Farmer and Rancher Tax Fairness Act can be found here. “Farmers deserve the financial assistance that both keeps them afloat amid challenging economic circumstances and helps to address decades of discrimination,” said Congresswoman Adams, a senior member of the House Agriculture Committee. “The dynamics that small and socially disadvantaged farmers face are taxing enough, and the Family Farmer and Rancher Tax Fairness Act would ensure that farmers who get funding under relevant sections of the Inflation Reduction Act are not tax-liable. We owe this relief to those who feed our families, in North Carolina and across the country.” “Farmers in Michigan and across the country work hard to put food on our tables. I was proud to pass legislation so farmers could get the relief they needed to keep their operations running,” said Congressman Kildee, a member of the Ways & Means Committee. “Our new legislation will cut taxes for Michigan farmers, increasing the benefits they receive from this important program.” “I was proud to support the Inflation Reduction Act (IRA) to aid farmers who were victims of discrimination as well as those who were financially distressed during the pandemic. The Family Farmer and Rancher Tax Fairness Act is the next step to ensure that those who produce food we depend on, in Virginia and across the country, receive the full benefit of the IRA’s support,” said Congressman Bobby Scott (VA-03). Flooding is North Carolina’s second-most common natural threat, occurring on average every seven and a half days. The risk of flooding in North Carolina could affect more than 1.3 million acres, $8 billion of property, and 2,500 miles of road. The Flooding Prevention, Assessment, and Restoration Act addresses the obstacles hindering access to flood prevention programs to empower communities to make smart investments that effectively mitigate flood risks and protect America's farmlands. “Farmers and rural communities in eastern North Carolina know the devastating impact of flooding all too well,” said Congressman Davis. “The bipartisan Flooding Prevention, Assessment, and Restoration Act empowers the Natural Resources Conservation Service to enhance flood protection beyond pre-disaster levels. This legislation equips our rural areas with data to combat flooding and eases the financial strain of repairing aging flood prevention infrastructure. It's my honor to champion this bipartisan effort, standing with farmers and rural communities against the threat of flooding." “The federal government can’t just be there to pick up the pieces in the wake of a serious flood. They need to do a better job of preparing for, responding to, and preventing floods. Proactive conservation and watershed management have an important role to play in this, and my bipartisan bill makes several fixes that will help rural communities better leverage USDA resources so we can protect people, property, and our communities,” said Representative Molinaro (R-NY). “As we witness increasingly severe flooding across America, both Democrats and Republicans need to work together to make sure our communities are prepared,” said Representative Spanberger (D-VA). “Particularly for smaller communities and rural areas, costs related to these projects can be a major barrier for building new levels of resiliency. … 1 2026-03-30T01:40:41Z 2026-04-08T00:30:18Z

Ross R000305 ross.house.gov ross https://ross.house.gov/press-releases scraper Today, Congresswoman Deborah Ross (NC-02) highlighted the one-year anniversary of the Inflation Reduction Act and the historic investments already made in North Carolina through this once-in-a-generation law. Health care and clean energy provisions in the Inflation Reduction Act, along with other laws passed by Democrats during President Biden’s first two years in office, have lowered costs, created jobs, and helped to combat climate change in North Carolina. Thanks to these new laws: 55,000 people who signed up for an Affordable Care Act marketplace plan in NC-02 are saving an average of $830 on their health insurance. About 3,600 Medicare beneficiaries in NC-02 are saving an average of $430 each year on their insulin. 33,200 jobs have been created in NC-02 and unemployment in North Carolina has fallen from 5.6% to 3.3% since President Biden took office. 4,145 new clean energy jobs have been created and $9,613,125,233 in investments have been generated in North Carolina. 23,000 households in NC-02 are saving a combined $8,280,000 on broadband internet. “I fought to pass the Inflation Reduction Act because I knew it would create real change in North Carolina,” said Congressman Ross. “One year later, I’m proud to see how this law has delivered for the people of Wake County. From capping insulin costs for seniors to advancing North Carolina’s clean energy economy, the Inflation Reduction Act has put our state and nation on a path to a better and brighter future for all. While we still have a long road ahead of us to combat the climate crisis and ensure every American has access to the health care they need, the Inflation Reduction Act marked a monumental step forward, and I will keep working with my colleagues to build on this historic progress.” 1 2026-03-30T01:40:41Z 2026-04-08T00:30:18Z
https://dondavis.house.gov/media/press-releases/congressman-don-davis-introduces-legislation-ensure-agricultural-stability-0 Congressman Don Davis Introduces Legislation to Ensure Agricultural Stability 2023-08-08 2023 2023-08 Democrat House NC Donald G. Davis D000230 dondavis.house.gov dondavis https://dondavis.house.gov/media/press-releases scraper WASHINGTON, D.C. — Today, Congressman Don Davis (NC-01) introduced the Agricultural Commodities Price Enhancement Act. The legislation increases the reference price for wheat, corn, soybeans, peanuts, and seed cotton. "Input costs for our farmers are astronomically high right now, whether it be fertilizer, seeds, or labor, and not to mention the volatility of the current world food market," said Congressman Davis. "Farmers need some certainty that they will be able to farm next year if their crops are not bringing in enough income to provide for their families. The Agricultural Commodities Price Enhancement Act of 2023 directly addresses this by increasing reference prices for key commodities grown in eastern North Carolina and across the U.S. Higher reference prices ensure that farmers can recoup some income if the market value of their commodities plummets, keeping our farmers in business so they can do what they do best: feed and clothe America.” The Agricultural Commodities Price Enhancement Act increases the reference price for multiple commodities grown throughout eastern North Carolina and the U.S. The bill increases the reference price for wheat, corn, soybeans, peanuts, and seed cotton. Reference prices determine payouts from the Price Loss Coverage Program (PLC), and farmers receive payments from the program when market prices fall below the effective reference price. As Vice Ranking Member of the House Committee on Agriculture, Congressman Don Davis is fighting for eastern North Carolina and rural America’s agriculture industry. He is fighting the good fight of faith in Washington, D.C., to deliver a strong bipartisan Farm Bill that will provide resources and equipment to our farmers, families, and rural communities. ### dondavis.house.gov Follow Congressman Davis 1 2026-03-30T01:40:41Z 2026-04-08T00:30:18Z

Ross R000305 ross.house.gov ross https://ross.house.gov/press-releases scraper Today, Representatives Deborah Ross (NC-02) and Mike Lawler (NY-17), co-chairs of the Congressional Moldova Caucus, introduced the U.S. – Moldova Defense Partnership Act, legislation that would help Moldova modernize its military following Russia’s unprovoked invasion of Moldova’s neighbor, Ukraine. The bill directs the State Department to maximize funding available to Moldova through the European Recapitalization Incentive Program to assist the country in meeting its defense needs and to support its transition away from Russian-produced military equipment. Currently, 99% of Moldova’s military equipment dates from the Soviet-era and is largely ill-suited to help the country defend itself against Russian aggression. “As Russia continues its unprovoked, unjustified war against Ukraine, Moldova is increasingly facing intimidation by the Russian government and threats to its sovereignty and security,” said Congresswoman Ross. “Now more than ever, we must ensure our democratic allies have the tools and resources they need to defend themselves in the face of Russian aggression. I’m proud to introduce this legislation with Congressman Lawler and send a strong message that the United States stands with the people of Moldova at this critical moment in the country’s history.” "I’m proud to join my Moldova Caucus Co-Chair Deborah Ross in introducing the U.S.-Moldova Defense Partnership Act," said Congressman Lawler. "Moldova is a critical partner and ally, bravely standing up to Putin’s aggression and repeated attempts to thwart their democracy. It’s incumbent on us and our democratic partners to ensure Moldova is well-equipped to defend itself, stand up to Russian aggression, and work in closer concert with the free world. This legislation will help make that possible by providing the investment Moldova’s military needs, ensuring its modernization, and weaning it off of outdated Russian equipment." This legislation will ensure the United States continues to express full support for its democratic allies in Europe. Bill… 1 2026-03-30T01:40:41Z 2026-04-08T00:30:18Z

Adams A000370 adams.house.gov adams https://adams.house.gov/media-center/press-releases scraper WASHINGTON, D.C. (August 4, 2023) - Congresswoman Alma Adams (NC-12) lauded the Biden Administration’s launch of a grant program to expand research infrastructure in our nation’s Historically Black Colleges and Universities (HBCUs), Tribally Controlled Colleges and Universities (TCCUs), and Minority Serving Institutions (MSIs). The programs are enabled and funded by Congresswoman Adams’ IGNITE Act, the language of which was included in the Fiscal Year 2023 Omnibus spending bill signed into law by President Biden in December. The $50 million in grants are intended to implement transformational investments in research infrastructure, including research productivity, faculty expertise, graduate programs, physical infrastructure, human capital development, and partnerships leading to increases in external funding. “For years, the HBCU Caucus has worked to strengthen research infrastructure at our HBCUs, TCCUs, and MSIs. As a result of historical underfunding and disinvestment, no HBCU is ranked in the top tier for research capacity and infrastructure, despite the amazing work of HBCU faculty, staff, and students,” said Congresswoman Alma Adams, founder and co-chair of the Congressional Bipartisan HBCU Caucus. “Now, with the Research and Development Infrastructure Grant Program authorized and funded by our bipartisan IGNITE Act language, our institutions have an opportunity to grow and expand their research capacity. This announcement is the culmination of years of work with legislators, stakeholders, corporate partners, faculty and staff, and most importantly, our students, and I could not be prouder of all of the HBCU advocates who made this program a reality. “These planning and implementation grants are designed to promote transformational investments in research infrastructure at four-year HBCUs, TCCUs, and MSIs. However, the legislation was called IGNITE for a reason: this is only the starting point in making sure our schools have the resources and infrastructure to compete.” “At a time when diversity in hig… 1 2026-03-30T01:40:41Z 2026-04-08T00:30:18Z
