This legislation would increase investment in Science, Technology, Engineering, and Math (STEM) programs at American colleges and universities that serve minority students.       “Investing in STEM education gives our students the skills they need to compete for the jobs of tomorrow. This is especially critical for minority students and young women who are significantly underrepresented in these fields,” said Titus. “By investing in STEM, we are not only strengthening our education system, we are building a workforce that is important to our country's innovation and competitiveness.”   The Training Highly Skilled Americans Act would increase federal investment in STEM programs at minority-serving colleges and universities.  It would create scholarships for low-income, minority students, provide loan forgiveness to certain low-income students who obtain a STEM degree, and provide “minority-serving institutions” with funds to develop STEM programs for minorities and women.  It would also create a National Science Foundation grant program to give at-risk K-12 students the tools they need to improve STEM education from the very beginning.   Colleges and universities across the country are working to attract students to the STEM fields. Earlier this year, the College of Southern Nevada hosted approximately 3,000 K-12 Nevada students at their annual Science & Technology Expo to get local students from all backgrounds excited about careers in the STEM fields before they enter college. In January, the University of Nevada Las Vegas (UNLV) hosted a STEM summit to feature student research and work in the STEM fields. The VA currently only pays veterans when their entire claim has been reviewed and processed. The Pay as You Rate Act was passed today as part of a legislative package, H.R. 2189, designed to help the VA meet its goal of eliminating the claims backlog by 2015.   "Despite the national progress that has been made to decrease the backlog, veterans in District One and across the country continue to wait far too long for the benefits they earned serving in our Armed Services,” said Titus. “The Pay as You Rate Act is a common sense approach that will provide tens of thousands of veterans and their families much needed financial support."    H.R. 1405 seeks to reduce the processing time for veterans appealing their rating decision. In Southern Nevada, the spread of Quagga mussels into local waters, in particular Lake Mead, has presented enormous challenges.     “The growing threat of invasive species not only threatens our local economy and regional environment, it also presents enormous challenges to Southern Nevada’s water supply,” said Titus. “A long-term strategy is essential to the protection of this critical water reservoir and prevention of the spread of invasives to other parts of our country.”    Lake Mead welcomes 8 million visitors every year, and contributes up to $1 billion dollars to the local and regional economy. In addition to recreational opportunities, Lake Mead is also essential to the vitality of Las Vegas and Southern Nevada, providing 90% of the area’s water.  The spread of Quagga mussels in this critical reservoir has led to expensive countermeasures by the Bureau of Reclamation, which is spending nearly $1 million a year to prevent Quaggas from infiltrating the Hoover Dam intakes. In addition to countermeasures to prevent mussel infestation in Las Vegas’ water intakes number 1 and 2 in Lake Mead, the Southern Nevada Water Authority has had to change the design of the Water Intake 3 project, currently underway, to prevent Quagga colonies from growing there as well. According to information gathered by the University of Nevada, Las Vegas’ Transportation Research Center, between 2009 and 2011, 16 pedestrian fatalities occurred in the City of Las Vegas. This number is dwarfed by the 66 deaths that occurred outside of the City limits but within the metropolitan area at heavily populated locations such as the Strip, McCarran Airport, and University of Nevada, Las Vegas.   Despite having double the national rate of pedestrian fatalities, Las Vegas does not qualify for the U.S. Department of Transportation's "Focus Cities" program, which awards federal grants to cities with the highest rates of pedestrian deaths within city lines. H.R. 2529 would amend the Department of Veterans Affairs’ definition of the term “spouse”, in Section 101 of title 38, United States Code, as “an individual of the opposite sex” to reflect the new State definition of a spouse. Yesterday’s Supreme Court decision to strike down the Defense of Marriage Act effectively extends thousands of federal benefits to same-sex couples, including those provided by the VA. Titus’ bill would align the VA with the nation’s laws and extend eligibility of VA benefits to same-sex military spouses.    “For far too long, DOMA denied legally married, same-sex couples access to federal benefits, including those provided by the VA. But with yesterday's decisions, the Supreme Court sent a clear message that all Americans, gay or straight, must be afforded equal protection under the law,” said Titus. “The Veteran Spouses Equal Treatment Act would align the VA with our nation’s laws and extend benefits to thousands of deserving military spouses.
