And Rep. Dina Titus is one of them. The Democrat just won re-election to represent Las Vegas for a second term and has represented the Las Vegas area for three terms. She's also the only female member of Nevada's six-member congressional delegation on Capitol Hill. On Tuesday, Titus spoke to hundreds of young women in Washington, D.C., about what that's like. "The press never asks a man candidate, 'Well, what are you going to do about your children?'" Titus said. "That'll be the first question they ask a woman candidate." Titus was a panelist at the second annual Women In Power summit, put on by Google, Tory Burch's foundation and Politico. The former University of Nevada, Las Vegas professor spoke alongside DC's public schools chancellor, Kaya Henderson, and Rep.-elect Debbie Dingell of Michigan on the need to encourage more women leaders. Titus said that should start in grade school, as society emphasizes science and math courses for girls. Later in life, women need to turn around more often and extend their hand to career climbers, she said. "We had to fight to get here so we don’t really want to share our experiences," she said. "We need to be better mentors." Backstage, as she checked her makeup and spritzed one final shot of hairspray, Titus said 100 women in Congress isn't enough. It's less than 19 percent of the seats in Congress. To help more women get there, Titus has written and co-sponsored bills to encourage women to enter science and math fields. Instead, these actions expand the existing Deferred Action for Childhood Arrivals (DACA) program for immigrants who came to the U.S. as children in the following ways: Those who entered the U.S. before January 1, 2010, regardless of how old they are today, are now eligible. And going forward, DACA relief will be granted for three years. It also creates a new program, Deferred Action for Parental Accountability (DAPA), to require undocumented immigrants who meet the following criteria to come forward and register with the government: Have continuously resided in the U.S. since January 1, 2010. Have a U.S. citizen child or Lawful Permanent Resident child who was born before the date of the announcement, November 20, 2014. Were present in the country on November 20, 2014 and on the date that deferred action is requested. Pass a background check and pay taxes. Can I apply now?  No. It will take the federal government at least six months. More information will be posted as soon as it is available about how and when you can begin to apply. Do not be a victim to anyone who suggests you can apply now or that they can give you a spot at the front of the line for a fee. It's just not true. The House Student App Challenge gave students the opportunity to interact with local high tech professionals, showcase their technological talents, hone their creative skills, and venture into new and exciting worlds.  The competition, which is hosted by the U.S. House of Representatives, is designed to encourage student participation in STEM education fields as they create and exhibit their software application for mobile, tablet, or other computing devices on a platform of their choice. Teach For America teachers, working with my staff and Zappos employees, played a major role in the House App Challenge by encouraging students to participate and develop their own apps for the competition. This is not surprising. Over the last decade, nearly 700 Teach For America corps members have worked with students in the Las Vegas Valley, many of whom enter school with English as their second language and/or come from low-income backgrounds. Teach For America identified students for the House App Challenge, knowing that STEM education can hold the key to a brighter future. I share the belief of Teach For America that STEM education can transform the lives of students. Job growth in STEM fields is expected to outpace other professions in the next two decades. It is already the case that STEM jobs pay an average of 26 percent more than non-STEM jobs. Unfortunately, it is also the case that women and people of color are underrepresented in STEM fields. Only 14 percent of engineers are women; and while black and Hispanic workers comprise 11 and 14 percent of the workforce, respectively, they account for only 6 percent of STEM workers. The Las Vegas police DNA lab, which serves nearly three-quarters of the state’s population, currently has only a dozen scientists to process forensic DNA from crime scenes and rape kits in the Metro area.  “Every two minutes, someone in the United States is the victim of a sexual assault.  That is an average of 207,754 victims each year,” said Titus. “And in Nevada alone, 463,000 women have been the victim of some kind of sexual assault during their lifetime, and approximately 252,000 have been the victim of rape. Funds for the grant program would come from a reapportionment of existing transportation funds to each state.  Under existing funding formulas and allocations, $54 million would be directed to the grant fund this year.  The legislation is co-sponsored by Rep.
