The College of Southern Nevada and Nevada State College will join 49 other schools across the country in the counseling program which aims to collect new data on student finances while improving students’ decision making about borrowing, promoting successful loan repayments, and impacting academic performance. Around 100,000 students will participate in the counseling program. Schools will either work with counselors from the Department of Education, third-party services, or institutionally developed programs. They will then measure the effects between those students who receive extra counseling and those who only receive what is statutorily required. “Nearly half of all students attending post-secondary schools in Nevada walk away with considerable debt,” Rep. Titus said. “We must do more to protect students from incurring hefty financial liabilities with no clear understanding of their potential impact down the road. The GAO audit request reads, in part: “Recent cases of abuse, waste and accountability gaps documented by independent organizations have highlighted the need for additional scrutiny of intramural animal research programs at federal facilities….[W]e have discovered it is impossible to determine what federal animal research programs currently entail, what they cost and if they meet federal standards because of the limited and decentralized information available publicly.” Rep. Titus’ letter requests a study to assess spending on animal research in government laboratories—currently estimated at more than $1 billion—and a critical review of existing systems for informing Congress and the public about the purpose, methods, cost and outcomes of government animal research. The request also seeks information about the number of animals used, how violations are reported, and investments in superior and cost-effective alternatives to animal testing. Federal agencies acknowledge that much animal research is wasteful, but critical information needed to identify unnecessary projects is not publicly available. The GAO request was co-signed by Reps. Cases in the United States are increasing with an estimated 17,500 people subject to sex and labor trafficking every year. The National Human Trafficking Resource Center, a nationwide hotline, reported a 10% increase in cases in 2015, with 6,000 cases being reported. Nevada is among the leading states for cases of reported human trafficking. In 2013, there were 81 reported cases of trafficking. In 2015, those numbers increased to 133 reported cases, a quarter of which involved children under 18. Nevada will use this award to expand its SAKI program to effectively resolve the statewide issue of untested sexual assault kits. The Sexual Assault Kit Initiative (SAKI) was established by the Obama Administration in the President’s 2015 Budget Request. That year, Congress funded the grant program at $41 million. The SAKI is funded with appropriations for programs at the Department of Justice under the Violence Against Women Act (VAWA), which was modernized and reauthorized by Rep.
